Everyone of us guilty for our parts in the menace of migrants influx: CM

One Rohingya arrested, 6 at large

IMPHAL | Dec 22

Chief minister N. Biren Singh today remorsefully informed the House that the concern for implementation of Inner Line Permit (ILP) in the state could have been non-existent had the people including him, been sincere enough and possessed sense of nationalism.

Biren stated this while responding to calling attention motion moved by opposition MLA K. Meghachandra on apprehension of agitation against non implementation of Inner Line Permit System.

The chief minister, who is also in-charge of Home, contended that the people of the state itself are responsible for the prevailing situation. He said everyone including the politicians are involved in making the situation that is today.

“The drivers smuggle in illegal migrants amongst their goods, administrators (SDO/SDCs) issues patta/documents to anyone without proper verification and the same goes for politicians who enroll anyone in the voters list for their gain and we cannot blame anyone but ourselves”, held Biren.

He revealed that government considers the issue as very sensitive and important and is doing its best to contrpl the situation.

According to him, to restrict the infiltration of non locals with no proper documents, verification is continuously and consistently going on at vital places. Governement has also opened two temporary police packet & re-enforce police personnel even by buying boats at Jiri, patrolling at borders (not depending on Assam Rifles), opened police outposts at bordering villages.

He further informed a Rohingiya Muslim has been arrested by the police on December 20 at Jirbam bordering Assam. The arrested Rohingiya man was trying to infiltrate in the state along with six other who are being hunted by the police. As for the arrested man, he has been reportedly detained under Foreigners Act.

Moreover, since the present government came to power altogether 178 non-locals who tried to enter the state without proper documents have been pushed back at the Jiribam border, he continued.

The Home minister also appealed to all the members of the House for finding out the infiltrated non-locals to each constituency/constituencies (voter list), so that it will help to complete the task soon.

He also stated that the government is determined about the Bill as numbers of non-locals are more in some other areas of the state.

In response to another calling attention motion of MLA Joykishan, the chief minister who is also the in-charge of GAD informed the House that the government will buy a new generator as early as possible and install the same for the convenience of the guests in New Delhi. 

MLA Kh. Joykishan put up the calling attention on the reported plight of the guests at Manipur Tikendrajit House, New Delhi due to frequent power cuts.

The chief minister further revealed that the government has already started the process for recruitment of staffs who can speak local dialect, that too on merit basis adding that for Delhi (33 staff), Kolkata (20 staff) and Gawahati (24 Staff) Manipur Bhavans.

He further clarified that he was not aware of the engagement of Juvenile in the Tikendrajit Bhawan, as pointed out by Joykishan before assuring to take immediate action.

The Article 51-A (fundamental duties) is the most ignored provision in the Indian Constitution when compare with fundamental rights, directive principles of state policy and other rights, said Justice, Kh. Nobin, High Court of Manipur.

He was speaking as presidium member during the one day lecture programme on “fundamental duties” by Supreme Court senior advocate, Gourab Banerji held today at the auditorium of the High Court of Manipur, Imphal.

As the Indian Constitution has given certain fundamental rights to the citizens there are also some fundamental duties to be follow as a citizen, he added.

In order to shape a well developed society people need to follow the 11 fundamental duties of the Indian Constitution, Nobin further added.

Acting chief justice, N. Kotiswar who also attended the function as presidium member said that it is a must for the legal fraternity to keep themselves updated on the latest development.

He expressed his gratitude to Gourab Banerji for taking up such initiative to give a lecture on “fundamental rights”.

During the function the official website of Manipur State Legal Services Authority was also launched and a cultural programme was conducted by students of Teaching Schools and Performing Centre, Imphal.
