IMPHAL, December 2: The committee on Inner Line Permit constituted by delegates of all the political parties in the state will submit its findings and logistic report on ILP to the state government on December 10, stated RK Anand, the convenor of the committee today.
He was talking to media persons on the sidelines of a function in his residence where he distributed winter crops seeds under the sponsorship of Agriculture, MOBC and Horticulture departments to the people of his locality. Talking about the seeds distribution, he said winter season has set in and the crops will benefit the farmers while also encouraging them to cultivate the crops successfully.
RK Anand said the committee on ILP which is finding the means of implementing ILP in the state will submit a report to the government on December 10.
The committee worked with sincerity without any tactics to delay. Members of various political parties constituted this committee and it took opinions from scholars, judges, seasoned politicians, advocates, constitutional experts etc and after a thorough discussion it decided to submit its report on the ILP issue, Anand explained.
The committee has interacted with agitators of ILP implementation too. After the final report of the committee is submitted, the government will enact a law to protect our land and indigenous people, he added.
He further said that the committee has honestly taken a decision on ILP implementation and will leave the rest to the state government.
`Other states in the country enact their own laws similar to the ILP. Likewise, the state is also trying to implement the ILP system. As a convenor of the committee, I can say that right decisions have been taken till today`, Anand, the Naoriya Pakhanglakpa MLA said.
While replying to questions about some MLAs from the hill districts pressing for the Sixth Schedule, he said enforcing the Sixth schedule in the State means splitting it up.
`Leaders who demand the implementation of Sixth Schedule in the state want a separate state. Whether the demand is for a Supra-state, Alternative Arrangement or Sixth Schedule, it means almost the same. If the Sixth Schedule is implemented, it will split our state. So, the demand for the Sixth Schedule must not succeed at any cost in the interest of the people`, Anand emphasised.
