IMPHAL, Feb 24: Chief Judicial Magistrate Imphal East has issued an arrest warrant against Keisham Ningthemjao Singh, Manipur National Democratic Front (MNDF) candidate from Andro Assembly Constituency for failing to appear before the Court today despite a summon served on February 3 to do so.
