Imphal, Mar 13: Yesterday afternoon, a copy of the gazette notification, constituting the Tenth Manipur Legislative Assembly by the Election Commission of India was received by the Governor’s Secretariat. Consequently, the leader of the INC Legislature Party, Shri Okram Ibobi Singh staked his claim to form the new Ministry. The INC has a total strength of 42 in the newly constituted House. No other group has staked claim for formation of the new ministry.
2. Subsequently, the Governor has appointed Shri Okram Ibobi Singh, leader of the INC Legislature Party in the Tenth Manipur Legislative Assembly, to be the new Chief Minister. The Governor also requested Shri Ibobi Singh to submit the list of his new Council of Ministers. The swearing in of the Chief Minister-will take place tomorrow afternoon.

The Governor yesterday had also appointed Shri Laishram Nandakumar Singh, one of the senior-most MLA elect in the Tenth Manipur Legislative Assembly to be the person before whom the newly elected members shall subscribe the oath or affirmation and he was sworn in as Member of the Manipur Legislative Assembly today afternoon. Office of the Speaker for the election to the Office of the Speaker of the Tenth Manipur Legislative Assembly.It is official now. Okram Ibobi Singh has been appointed as the Congress Legislature Party (CLP) leader after Indian National Congress (INC) won 42 seats in the recent Manipur polls whose results were out on March 6 last.

The decision to choose O Ibobi, who is going to be chief minister of Manipur for the three consecutive terms, was taken at a crucial meeting of the CLP on March 7, but a CLP leader is chosen by the All India Congress Committee (AICC), Faleiro said and congratulated the CLP leader.
Faleiro, who was flanked by O Ibobi and Manipur Pradesh Congress Committee (MPCC) president G Gaikhangam, said a massive peace movement, particularly in the State of Manipur is necessary in order to have a faster growth in the State economy and fulfill a new aspiration of the people.
He also appealed to all the stakeholders in the State to come forward to facilitate a dialogue process with the State government.
A high power monitoring committee will be set up to monitor the State Congress manifesto, Faleiro added.
This time, the new Congress government, which is likely to form in the next two days, will be facing a big challenge and that there are various problems to be solved, beaming Okram Ibobi Singh told the media today.
The 63-year old Congress leader, who has served the State for two consecutive terms as chief minister, also assured that development on power, drinking water and road will be given first priority by the next Congress government.
The formation of the new government will take place on Wednesday as the tenure of Secular Progressive Front (SPF) government will be completed on March 15, Ibobi said when the media enquired on the much awaited government formation.
MPCC president Gaikhangam expressed happiness on the appointment of Ibobi as the CLP leader by AICC Chief Sonia Gandhi and said he would always remain faithful to every decision taken by the Congress chief.
Ibobi was born on July 19, 1948 to Okram Angoubi Singh and Lukamani Devi in Thoubal Athokpam in Thoubal district of Manipur.
He became the 11th chief minister of Manipur on March 7, 2002 holding the position for two straight terms and now this will be the third time that he becomes the chief minister.
Ibobi is married to Landhoni Devi, now an MLA and the couple has one son and two daughters.
