HC issues fresh directive to RIMS on irregularities row

The High Court of Manipur today issued fresh directive to RIMS authorities to submit their reports in the form of affidavit by December 20 in connection with the suo motto PIL taken up by the Court on alleged irregularities in the institution.

The division bench of the High Court comprising of acting chief justice, N. Kotiswar and justice, K. Nobin directed the institute to submit the affidavit so that the court may deem to take a positive decision so as to enable the institute to provide all possible medical facilities to the needy patients.

Similar directive was earlier issued by the HC in the last hearing to which the RIMS authority have already submitted their reports.

But yet again the court found the report issued by the institute incomplete and lacks detail based on suggestion earlier made by the enquiry committee constituted.

As a result, a new directive to furnish detail report was issued today by the division bench.

A three members committee comprising of High Court registrar (administration), N. Rojit, Manipur Health Services retired additional director, M. Kunjabihari Singh and advocate, Kh. Tarunkumar Singh conducted spot enquiry at RIMS on November 14 and November 15 in connection with alleged irregularities in RIMS complying with the directives of court.

The suo motu PIL was taken by the High Court on its own motion relying on the recent news report published in local dailies with the open letter to Prime Minister’s Office by a PG students of RIMS complaining series of irregularities in RIMS including financial irregularities in the administration.

The complaint highlighted the non-functioning of MRI machine for four months, ceasing of CT scan since about a month, the SICU (Surgical Intensive Care Unit) has no ventilator, no monitor, Neonatal ICU is not available, it has been only one functional Ultrasonography (USG) machine. The one installed in the labour room is not working which is one of the most important clinical instrument in the labour room, patient have to purchase all the medicines from outside including iron and folic acid tablets from their own sources, there is no defibrillator in the casualty ward and there are also allegations of financial irregularities etc.
