Imphal, Jan 10: Manipur government today released a photograph of SS Lt Col Livingstone of NSCN(IM) who was declared wanted for alleged molestation and assault on an actress on Dec 18 last at Chandel district.
Dy Chief Minister, Gaikhangam addressing the media at his office here today said the state government had already announced an award of Rs 5 lakhs to those who can provide information about the NSCN man. Manipur Police assisted by other forces had conducted over six operations in Chandel district and various suspected hideouts were raided but he was not found.
Representatives of 14 national and regional political parties will go to New Delhi on Jan 16 to urge Prime Minister Dr Manmohan Singh and Union Home Minister Sushil Kumar Shinde to ask NSCN(IM) hand over the wanted man to the Manipur government. The Naga People’s Front (NPF) however has declined to be part of the delegation. Gaikhangam said it is suspected that the wanted man is staying at NSCN(IM) camp at Hebron, Nagaland Manipur government does not recognise any NSCN(IM) camp in the state and the state government has not yet written to the Monitoring cell at Nagaland regarding the matter Gaikhangam said. He however said the state government had informed the Monitoring cell about the reported abduction of one I Irabanta by NSCN(IM) who is not yet released after several months of detentions.
He defended the slow process as the persons involved were militants and he revealed that none of the eastern states except West Bengal have any facility to conduct DNA tests which is required while taking up rape and other crimes. He further said regarding a case samples were sent to Kolkata and even after repeated requests the state government has been informed that it will take more than three months to conduct the tests.
All police stations have been alerted to take immediate action when there is any report of any crime against women he said. The Chandel incident in which an actress was assaulted had rocked the state forcing the state government impose curfew and a TV journalist died in police firing while covering a protest.
Gaikhangam said the Government action on the Momoko issue had been delayed on account of various issues that came up amidst it in the state.
I believe the Union Home Minister does not take the issue lightly, Gaikhangam said when the media asked him why the Central Government has not given a positive response on the issue till date.
In another media query, he said the state Government has taken serious note on the recent state media reports on fake surrender. Appropriate verification of surrendered militants is utmost necessary and that the top police officials of the state have been instructed to carry out proper verification on such people, else the Government will treat any such type of person as a militant if his or her report of being a surrendered militant is not available either with the concerned police station or the family.
He clarified that he did not say RTI activists were taking money but militants were misusing RTI to extort money. If it is used for good purpose then it is good .
