IMPHAL April 29: Department of Science and technology, Government of Manipur, under the Integrated Rural Energy programme (IREP) organized a function, today, for the distribution of high efficiency LED reading lamps to students of the Government Deaf and Mute School, Takyelpat, Imphal.

The function was presided by Letkhogin Haokip, IAS, commissioner (Social Welfare), Govt. of Manipur, G. Sheityabati devi, director Social Welfare, H.Usharani Devi, headmistress, Govt. Deaf and Mute School, Takyelpat,H. Imocha Singh, IAS commissioner (Sc.& Tech),Govt. Manipur and Uttam C. Laisram, Director (Sc. & Tech), Govt. of Manipur as the chief guest, president and guests of honour respectively.

The lamps were distributed by the dignitaries to the students of the School.

The lamps were procured from M/s Manipur Electronics Development Corporation limited, MANITRON, Takyel and said that each lamp carries one year warranty excluding the batteries. The cost of each unit, inclusive of batteries (3 nos.) is Rs 275 only.

The youths have been at the forefront of National Progress in all ages as they play a significant role in the process of social change. They have contributed immensely to fight against economic exploitation, social and political injustice and discrimination based on religion, caste, sex, and are engaged in creative activities to develop their personality and functional capability and thus make them economically productive and socially useful.

Perceiving the versatile role being undertaken by the youths and the imperative need to harness their potential in the national development process, the Government of India framed the National Youth Policy in the year 2003. Further, framing of a State Youth Policy in the line with the National Youth Policy is imperative, keeping in view the varied dimensions of social, economic and political situation of the state. The very policy in the state is to facilitate a multidimensional ad integrated approach towards formulation and implementation of youth programmes in the state and also to give emphasis to greater participation of youth in the process of decision-making and execution of welfare programme of the Government at the local and higher level.

It is also learned that, the State Youth Policy will cover all youth of the state in age group 13-35 years. The number of youth in this age group is about 8,83,795 (37%) out of total population of 23,88,643 as per 2001 census. On the other hand the expert and researchers of the state are of the opinion that Youth development effort in the state have been hampered due to lack adequate information and research facility. The policy therefore suggests establishment of a well organized information and research network concerning various youth related issues to facilitate formulation of and updating development schemes and programmes. The information and research network envisaged by the policy should be extended as far as possible, to the village level so that youth in rural and hill areas could get the full benefit.

In the meantime, State Youth Policy is recognised that education, training and employment, health, preservation of environment, ecology and wildlife, recreation and sport, science and technology, arts and culture and civic and good citizenship are the key sector concern for the youth of the state which the state government need to implement properly. Considering the multiple disorders in the implementation of development schemes and programme touches the key sectors of concern for the youths of the state in terms of education training and employment, health etc. resulted failure in reaching the target to deliver full responsibilities of youths in upholding unity and integrity of the Nation and the State, maintain peace and harmony among various communities and ethnic groups of the state, to have respect of law, respect others`™ faiths and beliefs in the religious, cultural and social spheres, uphold the dignity of the individual, and fight against exploitation of fellow citizens, promote good ethical conduct in individual and social life, to maintain honesty and integrity of character and be committed to fight against all forms of corruption and social evils, preserve and protect the environment, aware of the values of democratic and constitutional processes, including conduct of elections and formation of government and most importantly respect for elders and seniors, including teachers and parents, in consonance with each respective culture and traditions.

Over and above, the State Youth Policy need to accord priorities for the development for the group of young people including Rural youths, Out of school youth, Adolescents, particularly female adolescents, youths with disabilities, youth under special difficult circumstances like victims of trafficking, communal riots and conflicts etc.

Besides it is of the general observations that, once the adopted State Youth Policy are implemented properly in the state by the government very sincerely the chronic problems of the state including insurgency, drug abuses, communalism with be eliminated to a great extend, considering how important is the State Youth Policy, state government need to pay special attentions in proper implementations of various schemes and programmes by framing a Plan of Action for the proper implementation of State Youth Policy.

The recent statement by the UNLF chairman, R.K. Sanayaima, alias Meghen, that he is ready for a settlement of the Manipur-India conflict by any other honourable means even if it is not by a plebiscite, would come across as loaded with meanings to any close and concerned observer of developments of the underground politics in Manipur. Since the statement was not elaborated, it is never certain what was exactly implied, whether it was just a response to a purported statement by another underground organisation on the issue of plebiscite as a conflict resolution mechanism in Manipur, as was vaguely implied, or if the UNLF leader was unilaterally indicating his and his party`™s willingness to open up to other ideas and formulas which can bring about a resolution to the problem at hand and thus usher back in peace in this trouble-torn state.
This is encouraging, if not for anything else then at least because it means not putting all the eggs in one basket. Ideally, every important blueprint for a peaceful settlement must have a Plan-B, and indeed Plan-C and D, E, F… all of them, it goes without saying, bound together by a single goal. This is important since the project being pushed is important and cannot afford to fail. If one plan becomes unfeasible, there must be other options to replace it.

The million rupees question at this juncture is, does the state have any alternate plan or plans? Quite in despair we are quite certain this is unlikely. This question is relevant not just for the government but also to the numerous peace workers and NGOs in the state. Have they been doing anything in the regards? What about the Manipur University? In the political science department, we can quite confidently say there would be numerous scholars who had done or are doing their M.Phil and Ph.D theses on the issue of insurgency. Quite predictably, most of these would also be virtually the same dog-eared sketches of the history of the phenomenon, with few or none of them providing any fresh insight into what can be the way out. We hope we are wrong, and there indeed are some which can shed light at this crucial juncture on the festering issue. We understand that the university is also developing a peace study centre. We wonder if this initiative has also done anything of relevance when it comes to the crux, as indeed it is now.

The vacuum of intellectual material with relevance to real problems on the ground is frustrating, but more than this, it also points to the trend of academics in the state as a whole. The pursuit today is for degrees which can guarantee government jobs, and not in the real spirit of education, which is generally defined as acquisition of problem solving skills and insights into life`™s myriad challenges. The uneasy reality today in Manipur is, government jobs have acquired a Kafkaesque reality of its own, and they have become ends in themselves, so much so that even the meaning of the pursuit of education and knowledge has come to be skewed unrecognisably to mean only the acquisition of relevant paper qualifications to make the candidates eligible for these jobs. When real problem solving needs, especially very crucial one as the state is faced with currently arise, what everybody is faced with is a big intellectual void on the matter.

This is the tragedy of modern Manipur. The time is simply ripe to begin a new journey to explore peace possibilities, for opportunities are knocking at the door. If these extremely rare openings to a new and peaceful future are allowed to go waste, the history will never forgive the present generation. Though in an intellectual vacuum in matters of peace models currently, the government and the entire intelligentsia must come together to rise to the occasion. The exploration for different avenues for peace and reconciliation must begin in earnest without further loss of time. This reconciliation must be broad based too, for by no means can any resolution to Manipur`™s problems, we would venture to say much more than any other north eastern states, can be a linear one. As much as Manipur is multi-ethnic, multi-linguistic and multi-religion, the divisions within its society are as myriad and complex. To conjure up a holistic vision to accommodate all its problems within a single blueprint, what is called for is what John Paul Lederach terms as the `moral imagination` `“ an imagination that extends beyond the ordinary linear vision of established rules and legality, or individual likes and dislikes.

IMPHAL,May 25: A large amount of drugs have been seized from a Maruti Gypsy bearing registration number MN-01-K-8433, by the troops of 116 Bn BSF of SHQ BSF CI (OPS), Manipur, while conducting vehicular checking at Heirok, Thamlai road disclosed a press release of the Deputy Commander, SHQ BSF CI.
The car was driven by one Wilson Shinglai Tangkhul, 43, s/o (L) Shangreiyo Shinglai Tangkhul. On checking the vehicle, thirteen big plastics bags containing white colour tablets suspected to be a high profile narcotic drugs/psychotropic substance, weighing a total of four hundred sixty kgs which  are worth approximately Rs. 50 lakhs,  were found.
It further mentioned that on further questioning him, the individual revealed that he was paid a sum of Rs 10 thousand to transport the drugs to a lady identified as Tinneikim Haokip from Khudeng Thabi and currently settled in Pallel.
The drugs were reportedly to be crossed over to Myanmar. He was later handed over to the Officer-in-charge, Narcotics and Affair of the Border PS, Imphal, along with the drugs, his mobile phone, Maruti Gypsy and a sum of Rs 10,650 seized from him after lodging an FIR on the case, it added.
Meanwhile troops of 42Assam Rifles of 26 sector under HQ IGAR (south) launched an operation in the general area of Bongyang on May 24 and apprehended an individual along with large amounts of Tie Cold tablets from a bus with registration number MN-01-1286, according to a press release by the AR.
The individual has been identified as Ajiz Singh, 19, s/o Ibuyai Singh, from Singmaizin, Mayang Imphal and he was later handed over to the Custom Office, Pallel, it added.
