I have no travel experience beyond parts of Oriental Asia. Yet encounters from such sojourn are reminder of the visible contrast of conviviality among the officials and people in Asia and glacial attitude of my fellow Indians.

One does not face the harrowing tales of harassment, physical attacks, and continual attitudinal discrimination while living and travelling in India for being a Chinki. Chinkiness rather paves way for a normal bonding, unusual in many parts of India. Not surprising, though, as various communities are interspersed along the political boundaries with history of shared migration.

It is probably also the cosmological union and Karma that is reorienting our curiosity, memories, quest for restoring normal pattern of relationships with East and South East Asia.

Exploiting the apparent similarities in language, culture among the communities in North East India and East and South East Asia may augment the Indian state`™s foray in East Asia with its stress on Look East policy and public diplomacy.

Involving communities from North East India can be a fillip in erasing the perception of neglect, provide some scope for participation in the developmental process, bridge the cultural and racial hiatus with the Indian state, hence worth deliberation as a policy option.

Many communities in India traces their origin south of the Yarlung Zangbo, source of the Brahmaputra River, including the Tai-Ahoms or Ahoms, an offspring of the Tai people who are called Shan in Myanmar, Thai in Thailand, Lao in Laos, Dai and Zhuang in China and Tay-Thai in Vietnam.

The oral history of Chin-Kuki-Mizo communities places their origin to Sinlung/Chinlung or closed cave, probably the Great Wall in China. The exodus of Chin-Kuki-Mizo people from China was necessitated by the forcible conscription of people for the construction of the Great Wall by Emperor Shi Huang Di around 200BC. The personal names of many Chin-Kuki-Mizo groups have many similarities with the Chinese hint to a connection.

Cathay is the old name of China then, the term Kathe which is used by Burmese to describe the Meitei is a pointer of the possible migration rather an original or early settler of China proper. Similarities in the nouns between Chinese languages and speeches used among communities in Northeast India and Southeast Asia are also a point worth investigation.

Many of us are not aware that the Meitei, who is assumed to be a part of the Black Tai, out of the three kindred of Tai: White Tai, Black Tai and Red Tai, are addressed as Tai mi meaning Tai people by many hill tribes in Manipur. Even the Manipuri vernacular meaning of the universe as Taibangpan, meaning the world in which the Tai reign, is suggestive of the old connection with the Tai community in Yunnan.

The similarities in the name of places may be no coincidence. A predominantly Loi village Tairenpokpi, which is situated at the foothills of Imphal West may be one of the early settlement of the Tai people who probably migrated from Yunnan, as the name suggest.

In Yunnan there is a place called Damenlong, pronounced as Tamenlong. Whether Tamenglong in Manipur and Damenlong has any mythological and historical connection even in the oral history and tradition must inspire our Anthropologist, Linguists and Historians alike.

I am also reminded of Professor Horam, who mentioned in passing over our habitual rounds of Scotch and Royal Sekmai that Tangkhul Naga legend has that Yunnan is the place of origin of the Tangkhul. Many Naga friends from Nagaland, when inquired about the origin of the Naga shares that some of the Naga may have migrated from South East Asia, as there are oral history and discovery of fossils and shells peculiar to ocean.

While staying in the Montien Riverside Hotel in Bangkok, the food and beverages manager of the hotel, who happens to be from Chiangmai, took special care of me once he learnt that I am from Manipur and volunteered assistance. The manager was aware of the Trans-Asian Highway and talked about possibility of having renewed contacts through this.

Exploring the similarities in the cultural and settlement patterns of the Chiangmai in northern Thailand and Sekmai in Manipur could be the beginning of Manipur`™s nongpok thong hangba. In an international conference at Gwalior, Amara Prasithrathsint, emeritus professor of Linguistics in Chulalongkorn University, narrated Manipur is known as Manipura in the Thai chronicles.

If the Khasi, one of the few matrilineal communities in India, have migrated from Yunnan before being pushed out of the Red River delta of Vietnam, then what should interest us is the possible connection between the Khasi and the Mosuo community of Lugu Lake in Yunnan.

The Mosuo is one of surviving matrilineal community in China and has been attracting internal and foreign tourists. The Mosuo community practices a system of marriage called zouhun or walking marriage, where one can choose a female partner for a day, months, and year or for a life time.

Although Hinduism became a state religion of Manipur in the early part of the 18th Century, influence of Hinduism was traceable in 1474 with the worship of Pha (God) ? stone image of Lord Vishnu ridding over the Garuda, when Pong (Shan) king Sabwa Khekhomba gifted to Meitei King Thangwai Ningthouba also known as Kyamba.

This idol which is still worshipped in a temple at Bishnupur bears resemblance to Chandis temple of Java as in the Chandi Punta Deva of 7th century such as the corbelled arch in Borobudur and ventilation holes in Chandi Pawon. This should be reason enough for us to ponder over the early connection.

Balinese dance and Manipuri dance form may have visibly similar gestures. But we are reminded by a lady Professor from Chulalongkorn University, who led a troupe at the Jawaharlal Nehru Manipur Dance Academy that some of the Thai dance forms have more similarities with Manipuri Dance. The Balinese dance gestures are played above the shoulder with direct eye gestures and contacts, whereas Manipuri and Thai dance form are gestures from below the shoulder with no direct eye-contact.
I am not a temple-hopping Hindu, but the bliss of visiting a Hindu temple was experienced in Besakih temple?derived from Sanskrit word wasuki which means saviour?in Bali, Indonesia. There are no touts and beggars imposing their service and wares in this temple, largest in Bali.

Manipur history has valorized King Khagemba`™s defeat of Chinese giant Khagi king of China. Inquiries into this matter with some Chinese scholars suggest that there was no such record. There are suggestions that King Khagemba might have defeated one of the chiefs of the Yi tribe and the word Khagi probably means Kha Yi meaning South Yi. Nonetheless this testifies the fluctuating links either through conquest or expeditions on either side.

The ubiquitous yellow color among the Tais in Yunnan reminds me of the yellow khudei Meitei grooms traditionally wears day after the wedding and yellow muga silk suit that adorns the bride on the mapam chakouba the possibility of Tai lineage.
The copper plate used in the Umanglais bust and in idols at Kondong Lairembi and Eengourok are reminder of the Buddhist influence from South East Asia. A Mahidol University faculty is tracing the possible routes of this past.

IMPHAL, May 29: The state youth affairs and sports minister DD Thaisii has declared that Manipur government will award Rs 5 lakhs to Manipur men`™s footbal team in case the team manage to lift the prestigious national football championship.

The final of the 65th national football championship for the Santosh trophy is to be played tomorrow at the JN Stadium, Guwahati, Assam between Manipur and the defending champion West Bengal.

The state YAS minister also declared that the Manipur team will be encouraged with hefty cash reward even if the team fail to lift the trophy.

Former YAS minister N Biren Singh, has also informed IFP that Manipur government is all set to encourage Manipur men`™s football team with cash rewards whether the team win or lose in the final.

In the meantime, manager of the Manipur team, L Dinamani, informed IFP over phone that every members of the team are fully fit to play in the final. There are no injured player in the team and every member of the team are being provided food of their choices particularly Manipuri dishes.

Dinamani however expressed regret that Thoiba who scored the winning goal in the semi final against Services could not be part of the team due to two yellow card bookings in earlier matches.

Speaking to IFP over phone, Manipur coach S Akendra said his team will not be dettered much by absence of Thoiba though the team management is little bid unhappy about his absence in the final match.

He also informed IFP that playmaker and captain of the Manipur team I Nilakumar who was replaced in the semi final is now fit and set to play in the title match.

While expressing regret about team management`™s inability to field all the players in the team to play in the final, Akendra maintained that team management should be allowed free hand in choosing first 11 player for the summit clash.

Coach Akendra mentioned this due to overwhelming pressure being mounted on the team management from numerous phone calls from home state on the matter of selection of first 11 players. .

Winner of this year`™s Santosh Trophy will be richer by Rs 5 lakhs while the runner-up team will take home Rs 3 lakhs. Manipur is playing Santosh trophy final for the second time since it lifted the trophy at home in 2002.

Manipur reached the final after defeating Services in the semi-final while Bengal overcome Railways to set up summit clash against Manipur in another semi final.

IMPHAL, May 30: With the Congress dominating the just held IMC election by achieving the needed absolute majority of 14 seats, MPCC president Gaikhangam has stated that it is only an indication of impending victory for the party in the coming 2012 general election in the state.
The president was briefing mediapersons during a pres conference conveyed this evening at the Congress Bhavan, regarding the easy win of the party in the IMC election.
Further speaking at the conference he maintained that the easy victory of the party shows that the people of the state still have belief and faith in the party.

Constitution has given special provisions in the state of Assam, Arunachal Pradesh, Andhra Pradesh, Jamu Kashmir, Sikkim; Mizo etc etc are the common parlance. But, the constitutional special provision article 371(C) for Manipur valley people is just plain`”they are dealing in the manner of Khas Hindu (in the category of intellectual conservative Hindu.)

I write for them from my assessment reports from various interactions with people, media reports and their activities and performance. I like the coordination of these two gentlemen (G.K Pillai and P. Chidambaram)-that is all. Please let me speak freely and frankly. What the hell is going on this planet`”appreciate for known and helpful persons and rejected for unattached good person?

Second, people like to remove AFSP Act from the state of Manipur. I agree when people raise slogan but I disagree when local media reported. Your editorials will write about deteriorating law and order problems in the state for two three days continuously and on the next day will write to remove AFSPA. (Please check you editorials) How a man seating outside state can judge about your reports? Local media may please be check or review at least once in a month for what you had written in the month`”any good suggestions to improve law and order, any cooperation to security personals on duty, crime and progress report, ground reality between greater Imphal (AFSPA removed area) and the rest?`”you will understand what is the weakness on reporting. Local media will publish cartoon indicating law and order are not improving in the state once P. Chidambaram speak about law and order has improved in the state. If you don`™t have the integrity and understanding you should no criticize anybody. Media is respected because of integrity and not for your criticism. Journo are simply laymen. Please accept it then everybody will love media. Only few people can use media as a weapon. For them, any objects can be use as weapon. Everybody knows how and why AFSPA law comes into enforced in the state, is to control law and order and why it is extended for every year. Well, there is Justice Jeevan Reddy commission reports to remove AFSPA. But, what is the priority- control law and order or remove AFSPA; stop misusing AFSPA, stop atrocities to people, stop brutality after arrest? Because, there are more serious laws `“ Unlawful Activities and Preventive Act, TADA etc is applicable in the state. Why people and security personals are all cynic on AFSPA other than more serious law? And, why every past and present government had remained silent on AFSPA? Because, preceding governments are weak- they have no capacity to run government without AFSPA- and which has become a weapon to control law and order, political power and people as well. Shouting will not serve any purpose; instead, co operates your state government to improve law and order to remove AFSPA from the state. They are your elected members and people voted for them to form government. UPA alone can`™t remove AFSPA at the present juncture. You have to speak to opposition parties like BJP. Will pay fine for speaking truth? Today, Anna Hazari has spoke about fasting lady Sharmila`™s causes and removal of AFSPA from the state. Please do appreciate.

Third, government policies are framed by dude babus (IAS officers) sitting at the secretariats and ministries. And finally, cabinet will approved the policy. Policies are changes from time to time and government to government. Your state commandoes, SSP are not policy makers. Their duty is to obey command and enforce law to control law and order in the state. Certainly, they must be asking assessment reports and your newspaper reports, experts comment etc may be considering before framing policy. I am not policy maker babu but I was studying policies- anybody can study policy if you can spare time, money and labour. I have one reason to study policy- to prepare new development projects. Of course, I was providing consultancy to NGOs (reputed) and reknown institutions.

Fourth, from my experience, my work and my learning I saw a beautiful Manipur`”that I have confidence and certainly can give a hope to the people. Change is chains with continuity. Nobody can stop changes. But how the leaders give direction for the changes is the only question. ATM machine can be own by private even you are not banker. Rajesh Jethpuria doesn`™t own a bank, but that didn`™t stop him from buying an automated teller machine (ATM) to celebrate Dhanteras, becoming India`™s first individual owner of an ATM. RBI has liberalization policy to own private ATM machine. Manipur problems of ATM money transaction can be solving by you. If anybody interested I can help to write business communication letters. If any institutions (including media and DIPR) in Manipur want to establish knowledge/ information management unit, I can provide consultancy.

Fifth, there shall be no change of government in the state on the next term. Congress lead muli party collation government (khechari sarkar) will come into power from the study of the present political scenario in the state`”but, the government will not stabilized and have little progress because of multi party government. However, you have time, you can make change the scenario`”we want progressive and stabilized government and changes.

Most of our problems appear that way because of the way we look at them. You get back what you give. Twice as much! Is someone being rude to you? Maybe you need to change the way you behave with them. And no, don`™t wait for them to change; you need to change first! At work too, if you go in to work, hating every moment, it`™s unlikely that you`™ll do a great job. If you don`™t contribute, don`™t expect to get paid a fat salary. You get what you give. Resolve today then to change. Love your job and give it everything you have!

The rains have halted for a while. It will be back soon in bigger monsoon torrents if all goes as per normal seasonal cycle. But this break can be made used of meaningfully by the government. The least it could do is to fill up the potholes on the roads as well as repair weak spots before the rains return. Now that weather forecasts technology has advanced so much, it can actually plan out its work schedule much better than it could 10 years ago. Investing in renovation works now will save the government a lot more money in the near future, for the potholes and weak spot, if left unattended, would virtually trigger total or at least much more substantial damages of the roads during the monsoon. One wonders why this thought does not occur to the government on its own without anybody having to remind it. Local MLAs which are the eyes and ears, as well as guardians of the constituencies they represent, should have brought up the matter before the government for necessary action. Or is it a case of there being no such system of feedback in the establishment. If there isn`™t any, it is time for the government to introduced one. Let the government also realise that it would not only be saving expenses in the long run, but also doing a great service to the people it is supposed to serve.

We wonder why the government gives so little attention to maintenance of infrastructure. If it were to give the matter of maintenance a fraction of the attention that it gives to laying foundation stones or inaugurating new public infrastructures, so much would have been set right. The enthusiasm for the latter is such that our leaders would even agree to lay foundation stones or inaugurate structures ranging from public toilets to community halls where they would make fiery public speeches with an air of self assumed grandeur of imagined epic proportion. Perhaps as a tactics, a tradition should be introduced where our leaders are encouraged to cut the ribbons even in cases of public infrastructure renovation works and allowed to make speeches. This hopefully will encourage them to think of repair works more seriously and with far greater interest.
Jokes aside, this is a matter of concern, and indeed a big lacuna in the attitude of the government. Nothing, absolutely nothing, can keep in good shape without routine repair renovations. Roads are no exceptions. So why does the government not keep aside a separate budget for this purpose. We would even suggest a different government department with the responsibility of ensuring repair works are executed promptly, catching signs of damages early and fixing them before they get extensive. Let us remind the government once again that such a policy would save it considerably amount of money and quality time rather than put more pressure on its exchequer. It does not have to be recruiting fresh employees. It is just a matter of introducing a new structure to division of work responsibilities in its engineering departments. What seems to be also missing is a system of accountability. If a certain stretch of road or for that matter any government infrastructure is in a bad condition or have not been built as per specifications and standard, there should be somebody to answer. As for this latter proposition, in all likelihood the system already exists. The question is, if this is so, why are damaged roads left unrepaired for months until the damages become so extensive that the public are left with no choice than to resort to public agitation?

Nothing seems to be urgent in the eyes of the government. The only things that perk it up are the periodic mock epics and tantrums from various warring civil society bodies which are supposed to be challenges to the territorial integrity of the state. The war drums and war cabinet meetings recently over the opening of a party office of the Naga Peoples`™ Front, a Nagaland state political party, at Senapati headquarters by the Nagaland chief minister, Neiphiu Rio, is just the latest example. Lamka May 3: The Khuga Dam JAC`s accussation on the state government that quality has not been maintained during the construction of the dam and that it is an impending death trap for the people was once again proved true as a semi pucca-bridge constructed across the right side canal passing through the middle of Saipum village had collapse last Tuesday at about 1 pm. The village is located around 1 km from the main dam site.

As a result, the village has been cut off in the middle with 20 households of the village on one side while another 60 households remaining on the other side of the canal.

A villager told the JAC chairman and the secretary along with the MDC of the area that communication between the two sides has been completely cut off with the collapsing of the bridge.

While speaking to the correspondent of the IFP at the site, the JAC chairman stated that Daijang villagers are unable to carry out cultivation activities in the rice fields on the apprehension that the walls of the dam might collapse.
He also stated that another bridge had collapse recently and the villagers had to repair it with MGNREGS funds.

Speaking to media persons the representatives of the organizations urged the government to produce the culprit involved in the killing of the minor boy within June 10 failing which it warned to endorse any course of action taken by the JAC formed against the killing. The groups further condemned the act of a police officer who used his service pistol to threaten protestors yesterday who were staging a protest against the killing of the minor at Ningthoukhong.At the same time, the groups while condemning the blast at the ADC office which injured three women folk of a family has urged the perpetrator to avoid similar incidents in the future.Menawhile, the Poumai Students’ Union in a press release signed by its publicity secretary has decried the bomb blast which at the ADC complex, Khuman Lampak on May 28, which had left three members of a fmily injured. IMPHAL June 12: The Shija Hospital and Research Institute today observed its fifth anniversary while side by side launching ‘Mission Myanmar’ today.

The programme which was held at the hospital premise was attended by health minister L Jayanta and Mamtaa Carrol, program manager of Smile Train (Eastern Zone) among other dignitaries.

The Smile Train project sponsored by the Smile Train Incorporated, a US based NGO was taken up by Shija Hospital and in course of time many individuals mainly children having cleft lip and palate in the state have been operated on.

Under the project Shija hospital has performed 1927 cleft operations. Of these 20 percent were conducted outside the state including in Myanmar.

Managing director of SHRI, Dr Kh Palin stated that the project will be taken up in the neighboring country Myanmar starting from June 28 to extend the campaign, he said that there are numerous cleft and palate cases in the country which are left unaddressed due to lack of surgeons and only one surgeon from Thailand has been treating the cases in the country.

It is also speculated that Myanmar must be having around 50,000 to 60,000 cleft lip and palate cases out of its 15 million population with most of them requiring operation.

Palin said that the patients of Myanmar go to Thailand for surgery which is costly and time consuming.

“ Since the treatment we offer is free of cost and the close vicinity between Manipur and Myanmar would prove much effective in addressing the cases”, he said.

The campaign will also be extended to Tripura, Nagaland and Cachar.

Health minister L Jayentakumar attending the anniversary celebration as the chief guest assured that necessary help would be extended to Shija Hospital’s Mission Myanmar.

“We’ll be extending necessary help if required”, he said before adding, “I will make my own arrangement to attend the forthcoming programs”.

Expressing the need to mobilize the human resources of the region, the minister also provided a brief update on the latest status of the proposed Imphal-Mandalay bus service which was initiated when he was transport minister. Besides he also informed the gathering particularly the media that NEDFI had agreed to take up a medicinal and aromatic plant project in the state.

Mamtaa Carrol, program manager of Smile Train (Eastern Zone) attending the STCP anniversary while sharing on a similar sentiment, said,”Our project has no boundary as we are moving forward for a cleft free society. So it should be made mandatory to send persons with cleft cases from Myanmar to Manipur without any hesitation otherwise there would be no meaning of the Look East Policy”.

A Myanmarese citizen Sabilal (52),a resident of Tamu township who had been waiting his turn for the free operation at Shija said,”I’m happy now as I would get proper operation here”. He is among nine Myanmarese patients who have come down to Imphal for treatment of various ailments.

IMPHAL June 14: The JAC of All Manipur Trade Unions Council (AMTUC) and All Manipur Government Employees Organization(AMGEO) has stated that the employees and pensioners of the State are liable to take up agitations against the government soon.

A press release of the JAC has stated that the underhanded tactics of the Congress led government to the employees still continues as it has been more than a year since the JAC has been demanding payment of 6th pay scale in totality. The demand of the JAC has fallen on deaf ears, it said.

Despite the acknowledgement from the government that the 6th pay would be awarded, the same has not been carried out and the pay anomaly from the 5th pay commission have not been worked out.

It further questioned why the pay structures of some government officials have been raised whereas it has remained the same as before for other employees, which the release of the JAC has termed as a divide and conquer policy of the government .

The pay of judicial employees, IAS, IPS,IFS are in accordance with the 6th pay and the salary of MLAs was increased recently, however the other government employees have been left high and dry, it alleged.

The JAC further mentioned that the order of the recent cabinet decision to award 6th pay to the teachers should be revoked as it does not adhere to the norms of the pay commission but is more of a state manufactured scheme to fool the employees. The JAC demands the payment of the 6th pay in totality otherwise agitations will most likely be carried out in near future.

Large numbers of pipe support, anchor blocks have also been damaged thus affecting the normal supply of raw water to the main pipe and to the general public.

IMPHAL, June 21: At least three hard cores cadres of the underground KCP (City Meitei) group involved in various anti social crimes in the state were apprehended by a combined team of the Imphal East district police commandos and the personnel of 23 AR during a cordon off operation conducted at Thamnapokpi village on the early morning of the June 18.

According to an official release of the SP Imphal East, the combined security team on getting specific information about the presence of some of the hardcore activities of hard core cadres of the KCP conducted their specific operation at the Thamnapokpi village at the early morning after the areas have been kept under cordoned by the combined security forces.

The official release further mentioned that, the security forces during their course of operations in the village arrested three active members of the underground KCP (City Meitei) group identified as Sukham Ananta Meitei alias Nanao alias Salai, 20, son of S Muhindro Singh of Thamnapokpi Makha Leikai, Keisham Bindu Singh, 37, s/o K Achoubi of Thamnapokpi Mayai Leikai and Okram Somorjit Meitei alias Hemjit Singh alias Somo, 24, s/o O Chandra Meitei of Thamnapokpi Awang Leikai from their respective houses and the security force also recovered two 9mm pistol with several ammunitions from the arrested persons.

It is also mentioned that, during the preliminary interrogation, Sukham Ananta revealed that he joined the outfit in the month of March 2008 and got basic military training from Bangladesh under Army No.11023, 2nd Batch of KCP (City Meitei) and is now holding the rank of s/s corporal of the outfit and still working under the command of one s/s corporal Abom of the same outfit.

The release further mentioned that, S. Ananta also disclosed to the police that, he was involved in shooting and killing of a lady at Sabungkhok who was identified as an active worker of minister Ph Parijat on July 27 last year.

On the other hand arrested K Bindu also told the police that he is an active member of the same outfit an involved in extortion of Rs.5 Lakhs from one Rani of Yorbung a member of the village council, the release added.

Further Okram Somorjit also disclosed to the police that he was involved in killing of a worker of minister N Loken Singh at Wahengkhuman during April last month and shooting of Shyamkeshore, president of Yaingangpokpi Bazar Board near Leimakhong Mapal in the month of August last year over and above his assignment of collection of demand money of Rs.1 lakh from the Shija Hospital during March last year, the release added.

IMPHAL, June 23: Naga People’s Union Imphal (NPUI) has appealed to the state government of Manipur for a stay order to the eviction of the residents of Naga River Colony to make way for the proposed upgrading of the Hotel Imphal to a five-star hotel.

The proposed upgrading of Hotel Imphal to a five-star hotel will render families from different communities of Manipur, who have been coexisting in Naga River Colony for the past many decades, homeless and psychologically disturbed, said president of NPUI M Ngaranmi.

For the families who are asked to move out to give way for the proposed five-star hotel there is no suitable place in the congested Imphal city other than the Naga River Colony where they have been living for decades, the statement added.

Therefore it will be a wise decision on the part of the state government to leave the families of Naga River Colony alone on humanitarian ground, NPUI said.

In the last league round match for the boys played today, Assam defeated Bihar by 7-1. For Assam, Rajeev scored two runs while Mahujya, Nagin, Anup, Warjib and Shabir scored one run each. Shubhadayar scored the only run that the Bihar team could manage to score in the match.

According to a release of the SSP Imphal West, the arrested activist has been identified as one s/s sgt. Khundrakpam Inaotomba Singh alias Naobi 33, s/o Kh. Kesho of Kairang Maning Leikai army no. 2590 0f PLA.
