Imphal Aug 11 UNA: The ongoing work of Indo-Myanmar border fencing should be stopped immediately by the government, owning to this if any untoward incident occurs due to protest by the public, the responsible will be owned by the government, said United Committee Manipur (UCM) on Sunday.
UCM president, Y. Nabachandra speaking to the media person in a press conference at its office located at Lamphelpat said that the Ministry of Home Affairs (MHA) clarification on the ongoing work of fencing is just an eye wash to the public of Manipur.
A village called N. Molphei in the border of Manipur and Myanmar which are having 29 MGNREGS card holder and electoral identity card but it will be in the territory of Myanmar completely if the border fencing work continue like this, not only this a villages like Govajang, Jangnoi, Kwatha Khunou, B. Bongjang, Muslim Nagar, T. Minou, Kotlenphai, Tamil Sangam, half of their village will be in the side of Myanmar was come across by the UCM members during their three day tour in the affected area from Aug 8 at Moreh.
The said villages are mostly near and under the pillar number 66, 71, 79, 74, 75, 78, 76, and 81 etc. from the actual territory of Manipur some 100 to 150 meters come forwards inside Manipur territory for the fencing added the UCM president. The border fencing is put up only for the security purpose posted at the border area for the Indian Army, not in the interest of public in save guarding the territory of Manipur alleged UCM president.
The UCM also asked why the central government and ministry of home affairs started the work of fencing without taking the concern of the public.
If the fencing work is continue like this huge of Manipur land will be lost to Myanmar added Nabachandra. Regarding the issue UCM will organize a seminar in the state with an expert and intellectual to save the land of Manipur.

IMPHAL, August 11 MNS/ NNN: Protests were held today in two separate places in Imphal demanding the release of the two abducted officials.
Two officials of Manipur Government’s Horticulture Department were abducted by suspected militants near Kanglatongbi bazaar under Sekmai Police Station on August 8 night.
Horticulture Department officials have been identified as Assistant AO Maibam Priyokumar, 56, a resident of Yaiskul Janmasthan in Imphal West district, currently posted as manager at Regional Progeny Orchard, Maram, and Wangkheirakpam Ibopishak, 50, a resident of Nongmeibung in Imphal East district. They have been reportedly abducted by suspected Kuki militants, according to police sources.
On Sunday, demanding the release of the two officials, the protestors said for the sake of money the people should not give hardship to others.
A group of people carried out sit-in-protest at Yaiskul area in Imphal while another group of people protested at Nongmeibung in Imphal East district today.
It can be noted here that the kidnapping took place around 10 pm of Thursday when the duo was about to reach Kanglatombi bazaar. An unspecified number of unknown militants who were heavily armed whisked them away from the spot.
The two officials were travelling in a Chevrolet car heading  Imphal when the incident happened, the reports added.
The police reports suggested that an underground group carried out the kidnapping in connection with a monetary demand of Rs 50,000.

IMPHAL, Aug 11 NNN: Manipur is still going through the impact of massive landslide near Kohima but another round of a jolt is in the making in the form of series of bandhs to aggravate the already grim situation.
When a litre of petrol in grey market is sold at anything from Rs 120 to Rs 140 and prices of other essential commodities are fast sky-rocketing due to the July 12 landslide near Kohima choking the main supply line of Manipur NH-2, further blocking of this supply line for several days would mean that the people of the state both in the hills and the valley should be ready for tremendous hardship.
The United Naga Council (UNC) sponsored 48 hours ‘total bandh in Naga areas’ in Manipur followed another 48 hours bandh to be imposed by Kuki State Demand Committee (KSDC). Both the tribal organisations are engaging in intense movements to part with the Manipur government.
The Naga body is demanding for a separate administration from Manipur, the ‘Alternative Arrangement’ while the Kuki body is pressing for a separate Kuki statehood to be carved out from Manipur.
Meanwhile, the UNC is all set to impose the bandh from midnight of Sunday (tonight) while that of the KSDC will start immediately after the Naga body’s bandh gets over. In that case, the main supply line of Manipur i.e. NH-2 will be choked for the straight four days.
After the 48-hour UNC ‘total bandh’, there are series of agitation in different forms of the Naga body including the banning of the ongoing works of national projects such as the construction of railway tracks in Manipur. The KSDC, however is yet to announce its further course of agitatio after its 48 hours bandh.
A KSDC leader informed NNN this evening that either during the bandh or immediately after its 48 hours bandh, it will announce its line of action.

DIMAPUR, Aug 10 NNN: Nagaland Pradesh Congress Committee (NPCC) is irked by the comments of noted Naga intellectual Niketu Iralu who had recently expressed his views on the numerous assurances given by the government of India regarding the ‘early settlement of the vexed Naga political issue’.
On August 3, noted peace activist Niketu Iralu while talking to Newmai News Network, had termed the unceasing assurances from the Central government in the past 15 years to resolve the Naga issue at the earliest, as ‘bureaucratic response.’
Niketu Iralu came two days after Prime Minister Dr Manmohan Singh had assured to solve the vexed Naga political issue when the NPCC delegation met the latter in New Delhi. “It has become a bureaucratic response of the government of India. The government of India cannot do anything beyond that,” Niketu Iralu had said.
“On August 3, NNN phoned me and said Prime Minister Mr Manmohan Singh had told a delegation of Naga leaders that the Naga issue will be settled at the earliest. The reporter of the news agency had said for the past 15 years Central leaders have been giving this ‘tiresome assurance’ and asked for my comment”, Niketu Iralu said.
“The NPCC Media Cell had said (Nagaland Post Mortem August 6) my reply to NNN reporter the next day ‘Terming the Prime Minister’s assurance to the State Congress legislators on finding an early solution to the Naga political issue as bureaucratic response is unfortunate and unwarranted’”, Iralu narrated.
“I should mention at the outset that when the NNN reporter called I had just returned home after being away for 4 days at a seminar centre outside Tuensang. And the network was anything but helpful when NNN phoned. I heard ‘Central leaders giving the usual assurances to Naga leaders as the Prime Minister had done again’ with regard to the Indo-Naga issue. I had not read anything about the meeting in Delhi referred to. I recalled briefly seeing a photo where the Prime Minister was receiving a delegation. I had not read the caption so it is my regret I did not know they were our Congress legislators,” the noted Naga intellectual said.
Niketu then said that elaborating further on the point the NPCC Media Cell said, ‘Ultimately, the Naga political talks will be resolved at the highest political level, and therefore the supposed Naga intellectuals should refrain from making unwarranted statements, more particularly when it comes to sincerity of Delhi’.
“My reply to Newmai News Network, some of which has been reported, was that there is no doubt ultimately the Government of India will sign the settlement on behalf of India, at the highest political level. So its role is very important. But if any settlement reached with the Nagas is to be honourable and acceptable to both sides no Government in Delhi headed by any party can do that without the people of India first understanding the facts of our history. This I believe is the issue, not the sincerity of Delhi.
The Congress-led UPA Government has been as sincere as the BJP-led NDA was in making it abundantly clear that the settlement will have to be an arrangement that will boost, not fatally bash, the ruling party/alliance in the next election nationally and in our immediate neighbour States , and nothing more than that. The negotiation between Delhi and NSCN (IM) dragging out thus far since 1997 is ample proof of Delhi’s unshakable sincerity to defend India’s advantage and the IM’s unwillingness to whittle down further what it has called its “charter of demands” lest the Nagas will judge it to be not acceptable and not honourable,” Niketu Iralu stated.
The statement also stated ‘The Nagas at this juncture can ill afford to unnecessarily implicate the Government of India for the present imbroglio, and cause irreparable damage to whatever goodwill or rapport that has been established with the highest political office in the country’.
“If my understanding of what is sought to be said here and the meaning of the ongoing talks for a settlement is correct, I do think the concern and fear are baseless and unnecessary. Let us not forget Delhi is now in the second process of negotiations with the Nagas again for a settlement. Does this not mean Delhi fully acknowledges that there certainly is an imbroglio, a very stubborn one, and that it is the other contributor to the imbroglio?” Niketu asked.
It may be pertinent to briefly elaborate the points made to NNN that the Nagas cannot blame the new Government of India born on August 15, 1947 for doing all it has done and is doing to defend the boundary line of the map the British passed on to them when they returned home. But India too cannot ignore or deny the position the Nagas had clearly established before the British left their Empire in South Asia. The Nagas struggle therefore was not, and is not, secessionist like the other liberation fronts and movements in India that emerged after India became independent. On August 14, 1947, one day before India became independent, the Nagas reaffirmed to the new government of India, London, and the UNO the position they had declared to the Simon Commission way back in 1929.
According to Niketu Iralu, the Nagas were not, are not, anti-India. They launched their struggle because they decided their history justified it. They saw themselves as an honourable neighbor of India on the basis of their history, though extremely young and small in size and population compared to India’s other neighbours.
He said the people of India are the most important audience in the world for the Nagas to reach and win. They do not know the facts of our history stated above. So they think we are secessionist trouble makers who deserve the severe punishment their armed forces have meted out to us. Therefore it is a waste of time to expect any government in Delhi to reach a settlement with us that will be honourable and acceptable to us without enabling first the people of India and the peoples of Manipur, Assam and Arunachal to understand our case. The coming generations of Nagas should learn to go to them and enable them to understand us and the facts of our history, Niketu Iralu also said.
“If we go with concern for our neighbours, India and the world also and we are ready to listen to evolve mutual understanding first, the thinking ones of good will among them will become our well-wishers and protagonists. With them the Nagas of tomorrow will be able to work out a settlement that will be right for all concerned. If today’s aging Naga leaders will pass on a healed and restored nation to the Nagas of tomorrow they will discover what will be best in the world they will live in”, Iralu said. The fact is the real India is not in the few buildings in Delhi.
It is in the villages and the bustling towns and cities across India. If we will show wisdom and importance to the real India we will not be antagonizing Delhi. We will be helping Delhi to help us better.
“As for the reference above to the ‘supposed intellectuals’, this writer is acutely embarrassed to be associated in any manner with supposed or real intellectuals because I am clear I am only a worried Naga wondering how we are to respond better to the baffling challenges changes are bringing to us so that we may grow properly,” Niketu Iralu stated.

IMPHAL, August 10 NNN: The FATYCM today said it condemns the August 4 incident that took place in Poumei Colony are, Imphal wherein at least six houses were destroyed, terming it as a ‘senseless act.’
The Federation of All Tribal Youth Clubs, Manipur (FATYCM) said that a representation was submitted to Manipur Chief Minister O Ibobi on Saturday requesting him to take appropriate steps for immediate restoration of law and order in the state to protect private properties so that the people can live with dignity.
Citing importance of peaceful co-existence in the state, the federation had on May 5 last made an a fervent appeal to the Local Area Protection and Preservation Committee and its allied organizations not to adopt violent activities and not to prevent people from making private buildings in their own patta land.
However, the Meiteis residing in the Poumei Colony area had completely destroyed at least six houses belonging to tribal community in the area on August 4 in spite of the appeal, it accused.
It also expressed unhappiness over the alleged apathy shown to the issue by the state Government, calling it a step motherly attitude. Taking serious note of the incident, FATYCM apprised the Chief Minister in the memorandum about the matter requesting him to seriously look into it by taking immediate action.

IMPHAL, August 10 MNS/NNN: Hundreds of people in Sekmai in Imphal West district of Manipur on Saturday held a cycle rally against the proposed Tipaimukh Dam construction under the aegis of the Luwangbung Development Association, Awang Sekmai. The association also sent a memorandum to the Prime Minister to cancel the mega project citing the great potential impacts.
The rally which started from Nillapadma Primary School passed through various localities and then assembled at the starting point.
Kh. Malemnganba, member of the assn. said the state will face a lot of damages due to construction of the dam. No dam so far can’t give any utility to people as it can be known from Loktak Project.
The placards which read like go back NHPC, don’t torture people in the name of development and don’t try the Manipuries to become refugees.
Saying that very high ecological, environmental and social impact,and cost of the diversion of the vast tract of forest land will far outweigh the benefits likely to accrue from the project, Luwangbung Development Association said in the memorandum to the Prime Minister Manmohan Singh that it hopes the Government will respect the recommendation of the Forest Advisory Committee (FAC) which says not to accord the approval for diversion of 22, 777, 50 hectres of forest land.
It also urged the Government of India and its Ministry of Environment and Forest (MoEF) to desist from granting the forest diversion proposal for the Mizoram part of the Tipaimukh Project and to make the proceedings of the Indo-Bangladesh Sub-Group of proposed 1, 500 MW project and open and transparent.
The memorandum also said, “We urge the Government of India to revoke the earlier environment clearance on the mega project as the Forest Advisory Committee of the MoEF has rejected the forest clearance for the project based on its colossal environmental and social impacts.

IMPHAL, August 10 NNN: The Sana Konung (Royal Palace of Manipur) Semgat Lup (SKSL), an umbrella body of 57 different social organizations from both the hills and valley today reaffirmed its stance to safeguard the Royal Palace of Manipur, pledging to fight tooth and nail against the state Government’s policy to take over it.
A meeting of the SKSL was held at the palace premises during which six resolutions were taken to protect and preserve the Royal Palace which the state Government keens to take over for renovation and expansion.
The meeting presided by SKSL president Ch Gopalmacha took six resolutions. It resolved that the proposed takeover of Sanakonung by the Government for its redecoration must first get the people’s mandate.
It decided that the titular king must not leave the palace while rejecting the recent letter sent to SKSL by the state Art and Culture Department. The meeting called it a policy against the will of the people.
SKSL now will focus on revamping the palace, it resolved and reaffirmed that the lup will never allow the Government to take over the palace for renovation and preservation under the Historical Monument Act and that the lup will fight tooth and nail against the Government’s policy.
It decided that the palace will be renovated by the Royal Council after consultation with the public and warned of strenuous agitation in the face of the Government’s efforts to use force for the proposed takeover.

IMPHAL, August 10: Call it the lapse in the security measure, a bomb was exploded right in front of the main gate of Manipur Chief Minister’s bungalow here around 6:30 pm Saturday but no human casualty was reported in the explosion. The explosion took place amidst tight security taken up by state police ahead of the Independence Day celebrations in Imphal city.
Today’s blast has come amidst tight security measures being taken up in the run up to the Independence Day celebration. Search operations and frisking have been intensifying in the past ten days in and around Imphal so that no untoward incident happens during this year’s Independence Day celebrations.
This evening, minutes after the blast at the high security zone, Manipur Home minister Gaikhangam, Deputy Director General of Police Y Joykumar and top police officials rushed to the spot.
No arrest was made so far in connection with the incident. After the blast, heavy police personnel present at the site conducted a cordon and search operation in the area around the Chief Minister’s bungalow.
Gaikhangam who is also the state Home Minister condemned the blast and said it was ‘unfortunate.’
He said the public will sense a security lapse over the explosion that took place at the heavily-guarded bungalow and underscored the need for re-arranging, strengthening and regulating the security measures.
Earlier, militants carried out an attack on the bungalow.
He said, “The Home Department takes the Saturday’s blast seriously. We have discussed the matter very seriously.”
Gaikhangam said the security personnel providing protection to the public as well as the Government need to execute their duties sincerely.
Asked about the CCTVs installed in Imphal city, including the Chief Minister’s bungalow, Gaikhangam informed reporters that the state Government now cannot maintain most of them well due to certain reasons. He, however, said that these CCTVs will be repaired soon.
The Deputy Chief Minister while expressing concern over the reported kidnapping of two officials of state Horticulture Department said the Government believes the duo will be freed safe and sound very soon as negotiations are on to secure their release.
He appealed to the concerned militant group to release the two officials safely and warned of stringent actions to militant organizations that are often indulged in kidnapping for ransom.
The two officials of Manipur Government’s Horticulture Department were reportedly abducted by suspected Kuki militants near Kanglatombi bazaar under Sekmai Police Station in Senapati district on the night of August 8.
Gaikhangam also urged the militant groups which are under Suspension of Operation (SoO) and ceasefire not to violate the agreements and to think for peace.

The long queue for getting a few litres of petrol or diesel plus spiralling price hike of essential commodities are really disturbing sight. Improvement of the situation in next week is a distant possibility. To add to the woes facing the people of the state two groups representing two different communities have called 48 hour bandh in Manipur to air their views diametric to each other. Deputy Chief Minister Gaikhangam has boldly stated that no state can be created on communal line. Manipur belongs to all people living in this state. Where lies the necessity for creation of Kuki land within Manipur? Similarly how can land inhabited by Nagas be carved out of Manipur for creation of another homeland. These are unreasonable demands which will find no takers. Drop all these unreasonable demands and try to live peacefully extending cooperation to each other. History has told us how our brave forefathers fought fiercely against the invaders to protect the boundary of the land. Future generation will ridicule all of us if we allow Manipur to be made smaller by giving its land away to those demanding it. The question arises who will be able to advise all those demanding separate state within Manipur the futility of the demand. This is one demand, which will cause social unrest and wastage of time and energy. Moreover where lies the possibility of the demand seeing the light. It will perish under the cover of darkness. There are miles to go for making such demand. All the highlanders have to be united. This is one area where they have failed. If Nagas’s demand for greater Nagaland was rejected out and out why should not Kukis’s demand for separate state be given similar treatment? The thinking is superficial. Deeper thinking needs to be done. Not all communities have separate state. Learn to be happy with what you have got. We are not living in dream. In the dreams man can fly without anything. Even the highest seat can be occupied easily in the dream. Reality is different. Do not attempt to increase possession without having anything. Let us allow Manipur to live peacefully. Manipur has suffered a lot. Everyone should contribute the little they can to make Manipur a place worthy for living. Show generosity to the land where you are living. This is our state. Let us not spoil our land.

He also announced the gathering to develop Imphal Moreh road with the assistance of Rs. 1200 crores from Asian development bank.

He appealed for a peaceful development in the state. He asked the students to try hard for a successful life.
Prior to the function, the CM unveiled a memorial stone in the college campus. He also inaugurated an indoor stadium constructed under UGC. Ex founder teachers good students were also honored. K. Meghachandra, parliamentary secy. presided over the function and K. Ranjit, P. Brojen, P. Waiphei, commissioner higher and technical edn. Dr. R.K. Yaiskul and Smt. O. Chaoba Devi principal Thoubal College also attended the function as guest of honours.
Earlier, the Chief Minister unveiled a memorial stone erected in connection with the celebration at the Thoubal College campus. He later inaugurated an indoor stadium at the college campus. Ibobi also paid floral tribute to the founding members of the institute.
The week-long golden jubilee celebration of Thoubal College, which was set up in the year 1963 as the first college of the district, began August 1.

From Manipur Khumbongmayum Jugeshwor Singh, Ringshi Keishing and Haojathang Haokip will be honoured.
Freedom fighters from across the country will be invited to attend a reception (At Home) at the Rashtrapati Bhavan where they would be honoured and felicitated by the President in the presence of various dignitaries of the country.
Freedom fighters from following States/Union Territories across the country have been invited for the reception i.e. Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Odisha, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, West Bengal, Daman & Diu, and NCT of Delhi.
Since 2003, the President of India has been hosting an ‘At Home’ function in the Rashtrapati Bhavan to mark the anniversary of the Quit India Movement on 9th August of every year in honour of freedom fighters.
The Quit India Movement was launched on 9th August 1942. On 8th August 1942, the All India Congress Committee (A.I.C.C.) formally adopted in Bombay a resolution calling on the British to ‘Quit India‘. Imphal Aug 8 UNA : Reiterating the stand against construction of Tipaimukh dam over the Barak river in Manipur, a one-day convention held here on Thursday urged National Hydro-Electric Power Corporation (NHPC) to shut its office and go back from Manipur immediately.
The convention, while hailing the rejection of forest clearance for the proposed 1500MW Tipaimukh multi-purpose project by the Forest Advisory Committee (FAC), insist that FAC should desist from granting the forest diversion proposal for the Mizoram part of the Tipaimukh project, observing that this would amount to clear cut violation of the rights of indigenous peoples in Mizoram.
Other resolution adopted by the convention stated that the government of India should fully implement the recommendations of the World Commission on Dams, the UN declaration on the rights of indigenous peoples, 2007, ILO convention No. 169 and the United Nations Committee on the Elimination of all forms of Racial Discrimination (UN CERD) on Tipaimukh Dam in 2007 and again in 2011. 2).
The Centre should revoke the earlier “Environment Clearance” on the mega project granted on 24 October 2008 as the Forest Advisory Committee of the MoEF, government of India has rejected the forest clearance for Tipaimukh Dam based on its colossal environment and social impacts.
Bangladesh should refrain from compromising on Tipaimukh Dam over Barak river for more water, power and other stakes.
The proceedings of the Indo Bangladesh Sub Group on proposed 1500 MW Tipaimukh dam project should be made open and transparent.
Both India and Bangladesh should respect the rights of Indigenous Peoples along the Barak River and especially the indigenous peoples of Manipur to be fully involved in all decision making on proposed Tipaimukh Dam, as also outlined in the UN Declaration on the Rights of Indigenous Peoples.
Bangladesh should ensure that all decision on Trans-boundary Waters, such as Barak River and Testa River should be carried out with due participation of all indigenous peoples and other communities depending on such rivers.
A holistic impact assessment of the proposed Tipaimukh Dam should be conducted with due participation of all affected communities and their experts both in upstream and downstream of the Barak river, were other resolutions passed by the convention.
The convention on the proposed Tipaimukh Multipurpose Project was held Manipur Press Club today under the aegis of the United NGO Mission Manipur. It was attended by representatives of the civil society organizations, women bodies and other anti dam activists.
Social scientist Dr Dhanabir Laishram who spoke on the topic “Hydro-politics and its Impact in Manipur” stressed at length on the importance of land and its resources to the people saying that land, water, lake, fauna and flora and its resources are associated with people’s legends.
“We cannot simply sacrifice the rich traditions as well as our legends”, he said. Dr Laishram also stressed on the influence of China and Bangladesh to the construction of mega dam project.
“There are many indigenous people in Bangladesh who do not want the mega dam construction at Tipaimukh as they foresee their destructions in the aftermath of the dam, he said.
Regarding Central government’s decision to go ahead with the construction of the Tipaimukh dam in Manipur inspite of strong opposition from all section of the people, Dr Laishram lamented “Colonial ruler always considers the land and resource as commodities.”
President of the Naga Women Union, Aram Panmei said that the land belong to the people and not to the government. The proposed Tipaimukh dam will bring a catastrophic end to the societal relations of the various indigenous tribal inhabiting in the region.
Convenor of Centre for Research and Education (CORE) Dr L Debabrata Roy and social worker M Sobita shared their opinions on the issues surrounding over the Tipaimukh Dam and future steps as well as impact on the dam on the women of the affected area. Chairman of the United NGO Mission Manipur Dr Tamthing Ruivanao expressed concern over the mass deforestation be taken place besides once the dam is constructed.
The Tipaimukh project would have involved felling more than 7.8 million trees and 27,000 bamboo columns in Manipur alone and diverting 22,777.50 hectares of forest land.
The per-megawatt requirement of forest land (16 hectares of forest land per megawatt) for the Tipaimukh project of 1500 MW installed capacity is one of the highest in the world and much higher than the average per mega-watt requirement of forest land for the existing hydel projects in the entire country, he observed.
Similar convention and public consultative held at various places in the state had adopted to stand against the construction of the propose Tipaimukh Multi-purpose Project after threadbare discussion on the environment and other impacts to be given by the dam to be constructed across Barak river in Manipur’s Churachandpur district.

Imphal, Aug 8 NNN: The Mao Council has called 24 hours ‘Mao inhabited areas’ in protest against the killing of ‘Lieutenant Colonel’ Pfokrehe James, 55 years, hailed from NSCN-Khole-Kitovi group (formerly called Unification on August 6 in Senapati district headquarters by unidentified gunmen.
The Mao Council had given a one-day deadline to those people responsible to reveal their identities and also to give reasons for the act. As the deadline has expired, the Mao Council has announced to impose 24 hours ‘total bandh’ in all the ‘Mao inhabited areas’ from 4 am of August 9 (Friday), till 4 am of August 10.
Meanwhile, However, the apex civil body of Senapati district, the Naga People’s Organization (NPO) has decided to fully endorse the bandh. It has also decided to assist in investigation and the movement of the Mao Council to trace those responsible in the killing. Since this is the case, the total bandh will be affective in the whole district of Senapati. The total bandh will shut down all educational institutions, vehicular movement, business establishments, government offices and others, said stated NPO.
Meanwhile, joining voices against the killing of Lt.Col.Pfokrehe James, the Poumai Naga Women Union (PNWU) has strongly condemned the act and demanded from those responsible to clarify the matter to the public immediately.
Coming out in a similar tone as demanded by other Naga civil organizations like UNC, NWU, NPO, SDWA, SDSA, KSTC, Mao Council, the apex Poumai women’s body added that, violent ways of achieving one’s end will not succeed in the present society. When the Nagas are investing all efforts to achieve reconciliation at its highest level and everyone endorsing such hard earned initiative of the Forum for Naga Reconcilation (FNR), the recent killing has shaken the entire district.
The PNWU also expresses its deep condolence on the demise Pfokrehe James ‘who has contributed’ to the society through his service and social activities.

MNS: The Executive Committee (EC) of National Sports Development Fund (NSDF) has decided to give in-principle approval for additional financial assistance for construction of an Outdoor Boxing Hall at the Mary Kom Regional Boxing Foundation, Imphal.
Further action on the proposal would be taken after getting required details/clarifications from the Foundation.
The Executive Committee of the NSDF also decided that the project would be monitored regularly by the Regional Centre of SAI.
The EC of NSDF had earlier approved financial assistance of Rs 306.44 Lacs to the Foundation in May, 2013 for construction of Gymnasium Hall and Procurement/Installation of Gym Equipments; this approval was subject to submission of some additional information/details about the availability of land and the role of Ms. M C Mary Kom in the management of the Foundation; the EC was informed that the Foundation had provided these details and action is being taken for release of the money already sanctioned.

The Prime Minister, Dr. Manmohan Singh, has greeted the people on the joyous occasion of Eid-ul-Fitr.
Governor of Manipur in a message said, “I extend my warmest greetings to our Muslim brethren and all the people of Manipur on the auspicious and joyous occasion of “Id-ul-Fitr”.
This Holy Festival preceded by a month long fasting, not only spreads the message of peace, brotherhood and universal love but also exhorts mankind to perform deeds of high value to enhance our souls. The message is most relevant in the present world, where there is turmoil in many parts of the globe.
Celebrating a festival like Id-ul-Fitr strengthens the feeling of oneness and ill-will is forgotten and forgiven. Living up to the spirit of Ramzan, 40 AR of HQ 9 Sect AR under the aegis of IGAR(S) conducted an Iftaar Party at Lilong COB. Iftaar is one of the religious observances of Ramzan and is often done as a community, with people gathering to break their fast together. Iftaar marks the end of fast by practicing Muslims who abstain from food, water and sensual pleasures from sunrise to sunset.
Approx 120 people attended the celebration in Lilong COB of 40 Assam Rifles where a sumptuous feast was organised. Commandant, 40 Assam Rifles, attended the function and exchanged good wishes with all present and reminded that feeding Iftaar as a form of charity is rewarding and such was practiced by the Prophet Muhammad. All prominent members of the civil society in Lilong were also present on the occasion.

Imphal, Aug 8 : Claim of losing territory and 13 villages of Manipur, if the construction of fencing continues in the border areas has been written and published without checking full details on international practices and the ground level facts as they obtain along Indo-Bangladesh and Indo-Pak International Borders and the LoC said Addl. This Ministry would like to set the record straight by detailing the relevant facts.
As far as the State of Manipur is concerned, the Boundary Pillars 66, 76, 78, 89 and 90 to 94 (9 Boundary Pillars) remain unsettled with Myanmar. Similarly, border pillars 79 and 81 cannot be settled as Pillar No.78 remains unsettled. This was brought to the notice of the Myanmar authorities in a meeting held in Myanmar on 19 & 20 June 2013 and they were requested for early joint survey for settlement of these boundary pillars. They are yet to revert back on this.
As far as fencing along the Indo-Bangladesh border is concerned, it has been made 150 yards away from the International Boundary, but at places where it was not possible to do so, the fencing has been done almost close to Zero Line with the consent of Bangladesh. A similar situation obtains along the International Border and LoC with Pakistan where the distance of the fence is sometimes much more than 150 mtrs. This results in farms and sometime an entire village lying across the fence. In all such cases gates are provided for the villagers to carry out their normal activities and the gates are opened at fixed hours in the morning and remain open till certain fixed hours in the evening. The International Boundary remains inviolate as the Boundary Pillars are not touched.
The International practice is that 10 mtrs across either side of the border is considered to be a ‘no construction zone’. In the case of the border with Myanmar, the policy of 10 mtrs of ‘no construction zone’ has been decided to be followed though contractors some time increase this distance for the convenience of construction. However, instructions have been issued that as far as possible the construction of fencing shall not be before the 10 mtr ‘no construction zone’.
It would be clear from above that without the settlement of the International Boundary along with Boundary Pillars referred to earlier, it is not possible to arrive at a definitive conclusion that a particular village or land is going to be lost. For the benefit of readers, it is further clarified that the on-going fencing work is restricted to only 10 Kms for the present and no further work will be undertaken unless all the Boundary Pillars are finally settled through joint inspection by the National Survey Authorities of the 2 countries as well as the Survey & Settlement Officers and Staff of the State.

MNS: The Naga Women’s Union (NWU) denounced killing of Lieutenant Colonel Pfokrehe James of NSCN-KK who hailed from Robunamai Village under Mao-Maram Sub-Division of Senapati District on 6th August 2013 at around 5:00pm.
Pfokrehe James was physically assaulted at gunpoint in full public view and taken from the heart of the Senapati town near the Traffic Point to a secluded spot in Ankailongdi Village area of the Senapati District Headquarters. His bullet ridden corpse was later recovered by public leaders and a team of Senapati Police. Such nature of inhuman action creates anxiety and insecurity amongst the people of the district particularly the young school going children who are witnesses to the whole episode. The three assailants also verbally abused and threatened the Chief of Robunamai Village.

was seriously wounded in a gang beating over a minor incident here last night.
Sagolband Bijoygovinda resident RK Ranjit was severely thrashed by a gang in front of his residential gate during a scuffle around 10:30 pm Tuesday. Reports said the scuffle occurred after the gang who came in two vehicles splashed rain water on the victim while negotiating the flooded site.
The attackers also fired in the air as the locals gathered at the spot in rescue of the victim. They attacked the two vehicles with stones and then the gang fled the spot.
Almost one hour after the incident, the local residents could identify one of the assailants as one Kayellakpam Sorojini Devi aged 50, wife of late K Lalmani, and later attacked her house at Tera Amudon Akham Leikai close to the victim’s residence.
The enraged locals attacked the house to avenge the incident damaging it partially. Dozen of vehicles, including one i20 car, one Maruti 800 car and another seven scooters belonging to the attacker were also damaged in the attack.
They also destroyed two washing machines.The victim is undergoing treatment at Raj Polyclinic here.

Imphal, Aug 7 : Based on specific intelligence, troops of 15 Assam Rifles of 9 Sector AR under the aegis of HQ IGAR (South) launched an operation in general Area Salungpham, Dist- Thoubal and apprehended one UNLF cadre on 06 Aug 2013. The apprehendee was identified as Sapam Tombi aged 35 years, S/o Aruni, resident of Salungpham. One 9mm Pistol with magazine and four live rounds of 9mm were recovered from the apprehendee who alongwith recovered items was handed over to Thoubal Police Station.
On 05 Aug 13, troops of Red Shield Division apprehended a weapon dealer from Kwakta Bazar identified as John Kipgen S/o Mr Mangkhohen Kipgen resident of Bhojang village, Churachandpur district. The apprehendee was under surveillance from long time for arms trafficking from Churachandpur to Moirang. He was working for the banned outfit KNF (P) since 2010. The apprehendee has been handed over to Bishnupur Police Station.
Troops of Red Shield Division apprehended three Hmar National Army (HNA) cadres on 06 Aug 13. Based on specific intelligence regarding demand of extortion money by HNA cadre in Churachandpur town, troops of Red Shield Division launched a swift operation and apprehended three active cadres of HNA near Rajdhani Travels, New Bazar Tiddim road, Churachandpur town. Imphal, Aug 7 : : A two day workshop on “Road connectivity of Hill District” began today organized by Tribal Research Institute, Manipur, Chingmeirong, Imphal.
The inaugural function of the workshop was graced by Gaikhangam, Deputy CM ( Home, TA & Hills/TRr, Hort & Soil Consn ), Francis Ngajokpa, Minister ( RD & PR /Eco & Statistics , Dr. Kh. Ratankumar, Minister ( Works & Transport) as the Chief Guest, President and Guest of Honour respectively.
Speaking on the occasion, Gaikhagam said that more development programmes and schemes are given to the hills than the valley as the hills are less developed.
He further said it is useless to point fingers at each other as the progress of our state is late than other states.
We need to keep the relationship between the hills and valley with discipline and love. All people should appreciate the Department. Government and agencies of the progress for further development in the state.
He concluded by saying, road connectivity is very important but mind connectivity is more important for a better Manipur.
The president of the function, Francis Ngajokpa expressed his opinion and grief over the inability to fully utilize the funds sanctioned for development as the people who should be involved were not involved. He said that the benefits are just for the hills not the valley but the elected members had even boycotted the meetings organized by the government. He said that connectivity needs co-operation, responsibility, courage and sincerity ,
Dr. Kh. Ratankumar, Guest of Honour, said the progress and survival of state utterly depends on the road connectivity.
The road connectivity is the nervous system and without it the state will collapse as it happens often when there is Ni-1 blockade. He further mentioned, even though the state lacks resources we should work in harmony .
