IMPHAL, July 31 NNN: Chief Judicial Magistrate, Imphal East today heard an appeal filed by father of former president of the Manipur Forward Youth Front (MAFYF) Kangleipal strongly objecting the petition by Porompat Police Station in the court to declare Kangleipal as a fugitive.
Sub-Divisional Police Officer of Porompat Police Station, RK Khomdon has pleaded with the court of CJM W Tonel to declare Kangleipal as a person who has taken flight. Objecting to the plea, Sapam Shyamsundar, the father of Kangleipal has filed a complaint in the court which heard it.
The SDPO has filed the petition based on an official report recorded by the Sub-Inspector who was in duty at Security Ward No 2 of Jawaharlal Nehru Hospital, Porompat. Kangleipal was reportedly escaped from the ward where he was detained under heavy security. He made a daring escape after breaking a grilled window of the security ward on the intervening night of December 28 and 29 midnights of 2008.
Shyamsundar stated that his son’s hands and legs were heavily chained when he was in the security ward and the police report that he has taken flight is baseless because it seems the police had freed him from the ward.
Against the circumstances of fact, the police are frequently threatening and harassing his family to appear before the court in connection with the disappearance of his son, Shayamsundar mentioned.
He also pleaded that an inquiry be conducted pertaining to the sudden disappearance of his son from the security ward before declaring his son as a fugitive.
Wednesday’s proceedings in the court on the appeal by Shyamsundar were not made available to the media.
Kangleipal was arrested by a police team led by Officer-in-charge of Imphal Police RK Khomdon from Manipur Press Club, Imphal on sedition charges on May 5, 2008. He was attending a function at the Press Club. He was charged under Section 124 (A) of Indian Penal Code, Section-IX of Punjab Security Act and Section-VIII (B) of Assam Maintenance of Public Order Act.

Imphal Jul 30 UNA: Manipur education minister M Okendro has failed to keep his promise alleged a student body while recalling the promise made by him (education minister) regarding the improvement of education system in the state.
When M Okendro took over the portfolio of education minister, he had promised that a remarkable change would be brought about in the state education system with a six month period. He further promised to make Manipur an education tourism destination.
When no remarkable changes were witnessed till date, the Democratic Students’ Alliance of Manipur (DESAM) today strongly criticized the education minister, alleging that he had failed to fulfill the promise he had made.
The criticism of the student body came up after volunteers of DESAM inspected state’s premier college DM College of Science and some other educational institutions in Imphal area today.
During the inspection the DESAM team found toilets of the DM College of Science have been keeping without repairing for the more than 20 years and maintenance. Seeing the deplorable and shocking condition of the toilets in the campus, DESAM volunteers joining hands with the students of the college demolished the toilets.
A representative of the college student union said DM College of science has around 2,000 students. The students were unable to use the toilets as authorities have neither built new toilets neither repaired the old one which is 20 years old.
Despite repeated request to the authorities to repair the toilets, no work has been done till now.

Warning the authorities of severe agitation, the union has also appealed to the authorities to provide them with proper toilets for the students.
DESAM general secretary Thothoi said the promise made by education minster 10 months back to bring visible change in education system within six months was yet to be witnessed.
He added that due to delay in the construction of girl hostel, the students were staying in rented houses and threatened the authorities to complete the hostel within a week time or else the incomplete hostel too would be demolished.
He further appealed to the concern authorities to fulfill the basic requirement of students.

Imphal, July 30 : 44 Assam Rifles of 10 Sector AR under the aegis of HQ IGAR (South) conducted a lecture on “Healthy Habits and Life Style” at Kamjong, on 26 July 2013. The aim of this program was to make the locals aware of nuisances of unhealthy life style and various ways and means to get rid of wrong habits. The lecture emphasized the requirement of abstaining from various alcoholic products and drugs. Stressing upon maintaining high standard of hygiene and sanitation at the village, the locals were informed about the various precautions to be taken during monsoons with respect to water borne disease especially at the public places like schools, churches and community centres. They were also educated regarding necessity of periodic medical checkups to help in early detection of any abnormalities such as Malaria, Cancer, Hepatitis B, TB etc.
In another program to educate the locals about the necessity of trees a tree plantation drive was carried out at village Nambashi Khullen of Kasom Khullen subdivision by Kasong COB of 44 Assam Rifles and the locals planted three hundred saplings. The theme was to motivate the locals for a greener tomorrow and clean and Green Manipur. 300 trees of different variety consisting of fruits, ornamental and teak were planted on the occasion.

IMPHAL, July 30 NNN : Two culprits in the rape case of a Class-XI student of TG Higher Secondary School, Imphal were hit with sandals in the faces by a group of women inside the complex of court of Chief Judicial Magistrate, Manipur East here on Tuesday.
Manipur Police personnel Y William and Th Tarun, the co-accused in the school girl rape case, were presented before the court in the morning. A group of protesting women who were already present in the court complex accosted the rape culprits escorted by large number of police personnel and hit with sandals in the faces as the police tried to evade the situation.
Judge Guneshwor recorded statements of the accused relating to the rape case in the court.
Special public prosecutor Ng Tejkumar said that the next hearing on the case would be held on August 14.
In the case, Tarun of Thangmeiband Sinam Leikai and William of Khagempalli Panthak, are being prosecuted on the charges of raping the girl on October 20, 2012. The duo allegedly sexually assaulted Kabita (not real name) in a restaurant at Tiddim road near Imphal Tulihal Airport.
Tejkumar had on May 27 said almost 70 percent of the case’s proceedings had been finished and that the trial was expected to close in July this year.
The police had filed the chargesheets of the rape case in the CJM court in December 2012 and its trial began March 13, 2013.

DIMAPUR, July 30 NNN: The NSCN-IM has asked the Action Committee Against Unabated Taxation (ACAUT) to exist as a pressure and not otherwise.
In the last few months, ACAUT has been resorting to different modes of movement against the unabated taxation imposed on the business community and the people by underground organisations in Nagaland. ACAUT had also held rallies and bandhs in Nagaland last month in Nagaland in this regard.
On Tuesday, reacting to ACAUT’s activities, the NSCN-IM said, “The menace of unabated taxation falling out of having too many nationalist groups in Nagalim and the pressure thereupon to the tax payer is regrettable. Thus, NSCN has been doing its own course of action to stop illegal taxation as well as unauthorized collection from within and without. It is of the concern to the general public that, when Action Committee against Unabated Taxation (ACAUT) was formed with an objective to stop multiple taxation, we have given our support and have extended as much cooperation as possible even beyond the demands made by ‘ACAUT’ yet the organization concern instead of responding with the spirit of oneness and camaraderie have been hurling salvo of unabated allegation without any standard of decency again and again”.
“As expected, when we try to correct the ‘ACAUT’ from prowling in an area of having political implication, the serpent surfaced in the form of N. George former CFMG/CFSB chairman backing up their adopted child in no time (refer: Nagaland Post, 30th July 2013). This has made us question the credibility and sincerity of ‘ACAUT’” the NSCN-IM added.
The NSCN-IM then advised ACAUT that the latter should know that, the struggle of the Nagas since its inception is not about economic sovereignty as you proudly profess but it is about political sovereignty which supersedes all. It is also senseless that you have blamed taxation as the reason for the increasing immoral activities in Naga society. It will be better if the members of ‘ACAUT’ should sometime move out from the cocoon of taxation and see the bigger reason behind such happening. While taking up the cause of multiple taxations, ‘ACAUT’ is advised not to get too excited in their adventure. And also it is to inform you that NSCN is never under any organization, the NSCN-IM stated.
“ACAUT, though, we shall continue to extend our cooperation must not in any way try to exert authority in the market but exist as a pressure group which we repeat, shall function “within its bounds and limits and not dilute its focus less the marauding adversaries turn them into another form of faction”. Let it also be known to all that, NSCN has a better thing to do then jumping in the bandwagon of press war which only fulfilled the purpose of the adversaries,” the NSCN-IM further stated.

IMPHAL, July 30 NNN: The All Tribal Disabled Students’ Union (ATDSU) today urged the state Social Welfare minister to realize the decentralization of the authority for issue of disability certificates and to set up a special school with hostel facility for tribal disabled students in one of the hill districts in the state.
In a memorandum to Social Welfare minister AK Mirabai, ATDSU said that physically challenged persons are first examined and treated at Jawaharlal Nehru Institute of Medical Sciences (JNIMS) Imphal and then related medical documents are submitted to the office of the Social Welfare which issues disability certificates to them after taking about four months time in the process.
This procedure being adopted by the state Government has denied disability certificates to more than 70 percent disabled persons residing in far flung areas of the hill, it alleged.
At the same time, ATDSU demanded for setting up of a special school with hostel facility for the tribal disabled children and students in one of the hill districts of the state.
It said that there are about 7,000 tribal disabled children in the hill areas intending to go to school, but they have failed to do so since they have certain problems of physical inactivities and the society at the same time discourages them to get education.
There is only one school in the state that is located at Takyelpat in Imphal West district, especially for the blind, deaf and mute persons, but still there is not a single school for Locomotor Disabilities (LD) and mentally retarded persons.
It added, therefore, it is quite necessary to set up a school for LD and mentally retarded persons in the state so that they can get proper education.

IMPHAL, July 30 NNN: Voicing serious concern over the reported kidnapping of two labourers, who were engaged in the construction of SDO/BDO office building at Island Block under Saikul in Sadar Hills, by an underground group, the Kuki Inpi Saikul Gamkai today fervently appealed to the abductors to release the duo at the earliest on humanitarian ground.
Taking serious note over the abduction of the two labourers, the Kuki Inpi Saikul Gamkai in a statement asserted that it is not a positive trend and that such incidents will certainly hamper the work progress of the construction of the SDO/BDO office building.
It said that opening of the office has been the long-felt wish of the people of Island circle in Saikul sub-division adding that it is imperative for all right-thinking citizens and groups to extend all possible help for early completion of the construction works instead of causing disturbance to the development works meant for the area and the public.
Isaac Shinglai of Island village and Th Ibochou Singh of Khurai Konsam Leikai in Imphal East were reportedly abducted by suspected militants on the night of July 26 from Island village in connection with the construction of the SSDO/BDO office building at Island Block.

AIZAWL, July 30 NNN: The proposed total bandh of Aizawl on Tuesday was called off following the assurance of the Mizoram government to the Mizo Students Union (MSU) to hand over the task of recruiting government employees to the Mizoram Public Service Commission (MPSC).

Mizo Students Union (MSU) had planned to impose total bandh of Aizawl today against state government’s failure to hand over the task of recruiting government employees to the Mizoram Public Service Commission (MPSC).
The student body said that as per amendment of Regulations of Functions of Mizoram Public Service Commission (MPSC) in 2011, most of the recruitment is being transferred from MPSC to state government. The MSU is against this regulation of 2011 and now it is taking steps to reverse the ammendment of Regulations of Functions of the MPSC.
MSU had approaced the state government on several occasions but the latter had turned a deaf ear to the plea of the students’ body. Earlier, the MSU had resolved to carry out further bandh in every district headquarters if the government was not obliging to the demand of MSU and take necessary steps.

Imphal Jul 30 UNA: The Sinlung Indigenous Peoples Human Rights Organisation (SIPHRO) Tuesday lauded the recent decision of the Forest Advisory Committee (FAC) which disapproved the diversion of 24,329 hectares of forest land in Manipur and Sinlung Hills, Mizoram for construction of Tipaimukh Multi-purpose Hydro Electric Project.
A statement of the organization dispatched to the media today terming the decision as unbiased one, asserted that it was an instant of upholding and securing the interests and rights of the marginalized tribals that were dictated by a coterie from distant power corridors.
“The FAC decision will go a long way to save and preserve the land, forests and rivers on which thousands of invisible tribals are dependent for their livelihood,” the statement signed by chairman David Buhril and secretary Lairemlien Neitham stated.
It was alarming to learn that the total land requirement for Tipaimukh Multi-purpose Hydro Electric Project was more than one fifth of forest land diverted for execution of 497 hydel projects in India. The issue of “diverting” that much area of land bearing 78,16,931 trees and 0.27 lakh bamboo culms along with several endangered species cannot be romantically imagined.
In the absence of any democratic process, necessary information dissemination, confidence gaining process, consent and approval of the people who will be affected, the project remains an imposed one.
Alleging that the social, economic, and environmental cost of the controversial project is poorly accounted, the communities who will be affected have no idea about the possible adverse impacts of the dam.
The FAC has rightly questioned the development effectiveness of the proposed project and placed it in the public domain for collective enquiry.
“With a poor and failed record of implementing policies on dams, the government of Manipur and Mizoram does not qualify to be responsible implementing partners by playing with the lives of its citizens, forests, rivers, and rights in the name of development,” it added.
The FAC report, findings and recommendations could be treated as an eye opener for the government of Manipur and Mizoram and also the dam builders to place a moratorium on Tipaimukh Multi-purpose Hydro Electric Project.
River Tuiruong and Tuivai deserve to be declared as the lifeline for the indigenous Hmar tribal peoples and other river dependent communities. The FAC justly deliver its decision; our democratic nation ought to be proud to have an upright committee to safeguard democracy.
Anti-dam lobbyists have hailed the rejection of forest clearance for the proposed 1500MW Tipaimukh multi-purpose project by the forest advisory committee.
A few days ago, at a meeting convened in New Delhi, the committee, which is a unit of the ministry of environment and forest, declined to accept diversion of 22,777.50 hectares of forest land required for the construction of the mega dam in the Tipaimukh area of Manipur bordering Mizoram.

A journallist family members are now at the receiving end after the journalist had published one incident where a hunter in Ukhrul district had killed a Himalayan Griffon vulture last year.
Ukhrul District Journalists Union (UDJU) alleged that the elder brother of a journalist was harassed again by a hunter who ( hunter) was punished for his illegal hunting under Wild Life (Protection) Act of India.
“At around 10:30 am Monday, one Ngaraipam Shimray physically harassed Hongprao Shimray, the elder brother of journalist Pamreiso Shimray for his report at the Imphal based English daily Hueiyen Lanpao “Rare Birds sighted in kamjong range begin to fall prey to locals” December 15, 2012,” the UDJU said.
According to the UDJU, the story was reported following the killing of Himalayan Griffon vulture by Ngaraipam Shimray. Himalayan Griffon vulture is considered an endangered bird under the Wild Life (Protection) Act.

The Federation of All Tribal Youth Clubs, Manipur (FATYCM) has shot off a letter to the Prime Minister on Monday lodging a protest against the demand for inclusion of the Meitei in the Scheduled Tribes status list of the Indian Constitution.
In the letter to the Prime Minister, the tribal youth federation has also raised a demand for a separate state for the tribals of Manipur to avoid potential social-political conflict in the state.
There have been news reports published in the local media recently, saying that the Prime Minister, Manmohan Singh had agreed in principle to give ST status to the Meitei within the Constitution if recommended by the state assembly, the memorandum said.
It said the news, if true, is very disturbing and dangerous that it could disturb the socio-political issues of the region beyond redemption.
Tribals of Manipur are indigenous people and were never a part of the Meitei hegemony in the valley which was ruled by several kings, it said.
Until the British colonial Government annexed the tribal areas, tribals were independent, had their traditional customs, culture, polity and lived like the ancient Greek City States in the hill-tops of the mountains, it said, adding that even after the Britishers arrived, the colonial rulers left the tribals to themselves except collecting house tax of Rs 3 per year as a sign of their subjects and this system continued till India attained her independence.
It further added that the tribals of Manipur were never under the direct relationship with the Meitei kings, but they were merged to the valley without their consent when India got its independence.
The tribals or hill men of the current state of Manipur were neither a party to the Merger Agreement that culminated in its amalgamation into the Indian Union in 1949-50, it added.
It alleged that the Meitei, the majority community in Manipur, has exploited the simple tribal people of the state socially, economically and politically.

Imphal Jul 29 MNS/UNA : The oath taking ceremony of Dr Ashwani Kumar as Governor of Manipur on Monday was boycotted by scribes in Manipur after they were humiliated by the CRPF personnel guarding the Imphal Raj Bhavan.
Kumar who is the Governor of Nagaland was today sworn in as Governor of Manipur. He will look after the charge of Governor of Manipur until the Centre appointed a full-fledged Governor of Manipur.
The Nagaland Governor was given the additional charge of Manipur Governor to fill up the post which was lying after the tenure of Gurbachan Jagat expired on July 22 last.
Kumar who arrived at Imphal yesterday from Kohima was administered the oath of office by chief justice of Manipur High Court, Justice Abhay Manohar Sapre.
However, the ceremony was boycotted by the scribes after those who went to cover the oath taking ceremony at the Raj Bhavan were humiliated by the CRPF personnel detained at the entrance gate of the Bhavan by not allowing them to proceed beyond the gate.
The journalists went for the news coverage after getting invitation from state chief secretary DS Poonia to attend the said function.
However, disrespecting the invitation card produced by the scribes, the CRPF personnel disallowed them from entering the Raj Bhavan.
An emergency meeting of the editors of all local dailies and standing committee members of All Manipur Working Journalist Union (AMWJU) held at Manipur Press Club discussed the development. While vehemently condemned the attitudes of the security personnel, resolved to draw the attention of pertinent authorities to look into the matter and takes up necessary action.
Noting down the matter seriously, the meeting further resolved to boycott the carrying the news regarding the oath taking ceremony.
AMWJU’s general secretary, in a press note, maintained that this was not the first instance of humiliating the scribes who were on duty by the law enforcing and security agencies. He further urged the concerned authority not to repeat such act in future.
Interestingly, the incident took place barely a day after a one-day seminar cum workshop on relationship between police and media held at Imphal has mooted that better cooperation between law enforcing agencies like police and scribe fraternity to serve public interest.

Imphal Jul 29 UNA : The Manipur People’s Party (MPP) Monday demanded a procurement policy to buy paddy crops from the farmer of Manipur by the state and Union Government and also fixed the rate of it before the implementation of Food Security Scheme.
The party said that farmers work very hard while growing paddy crop. But due to usage of fertilizers in large quantity in the last few years, soil of paddy fields is captivated by it. But now farmers are not able to produce the expected amount due to scarcity of fertilizers.
In this situation how would the government distribute food grain at the rate of Rs 1, 2 and 3, the party asked demanding that the state government should give a clear cut report to the people of Manipur, the party demanded.
If the government failed to give a clear cut report and do not procure the paddy from the local farmers, it has to be replaced by the food grains from other states. This would deteriorate the dignity of labor of the farmers of the state.
At last the field would be owned by rich people and the other businessmen. The people of Manipur would suffer a lot when the scheme ends.
The party further alleged that the Food Security Scheme which is going to be implemented only in the states where Congress government was a bias scheme.
Meanwhile, Manipur government was reportedly planning to launch the scheme in Manipur from August 20 next, the birth anniversary of former Prime Minister of India Rajiv Gandhi.
The scheme would be implemented in three selected districts of the state as first phase, an official source said.

IMPHAL, July 29 NNN : Police today claimed to have cracked the L Sanjoy murder case after three accused in the case were arrested and taken into its custody.
On Monday, the accused were paraded before the media at Lamphel Police Station, Imphal West district. Officer-in-Charge of the police station, N Ingocha while brifing the media identified the trio as  Kongkham Tomba, 33, son of late K Bheigyachandra of Nambol Kongkhgam Leikai, Sagolsem Raju, 39, son of S Nanda of Moirang Sribon, also in Bishnupur district and Lairellakpam Jackey, 38, son of late L Ningthem of Lamlai Maning Leikai in Imphal West.
OC Ingocha said the trio was close friends of Sanjoy and the four worked together for more than one decade as daily wage earners and they also worked as rickshaw pullers. The accused had been staying at Chingmeirong Yenkhoiba Keithel Sang here while the victim, hailing from Mayang Imphal Kokchai Maning Leikai, was staying at Mantripukhri in a rented house, he said.
On July 21 night when Sanjoy was found dead, the four, who were drunk, had a brawl which resulted in the death of Sanjoy, the OC said. He said the scuffle took place after the accused refused to give a rickshaw to the victim for returning home. Kongkham Tomba hit on his head with  a iron chain fixed in a key, Ingocha said.
Locals of the area came out to intervene when the fighting was still going on following which Sanjoy left the spot walking alone, but succumbed on his way near Chingmeirong Oil Pump that night, he added.
He said the case will be handed over to Imphal Police Station as the site where the incident occurred is under the jurisdiction of this police station.

IMPHAL, July 29: The All Tribal Disabled Union, Manipur (ATDUM) today accused the state police of not taking seriously about the recent rape case of a 22-year-old physically challenged woman.
Momo Tangtanga, president, ATDUM while addressing the media at the Press Club here, said that it was unfortunate that the Imphal West district’s Thangmeiband Polem Leikai resident disabled woman was allegedly raped by one B Samananda Sharma of Samaram Mayai Leikai in Thoubal district.
He said the union condemns the incident in the strongest terms and protested that the police have not taken any step to arrest the culprit till date.
Tangtanga also appealed to the concerned police station for immediate arrest of the alleged rapist.
The accused reportedly raped the woman in her own house on July 26 and now he is in large since then. Samananda was working in a rice stall near Polo Ground here with the victim’s mother.

Imphal Jul 29 MNS/UNA : The United National Liberation Front (UNLF) Monday alleged that India government and its agents were trying in every possible way to put the Manipuris in bad light, while reacting strongly reacting to a remark of Indian ambassador to Myanmar who is currently in Imphal.
Indian Ambassador to Myanmar, Gautam Mukhopadhaya who arrived here on Sunday on a four day visit has said that the Centre was taking up steps to allow free movement of Indian and Myanmar citizens in both countries with an aim to boost trade relations as well as provide better health facility to Myanmarese citizens.
Reacting to his remark “The Shija Hospital’s visit to Myanmar would go a long way in changing the Myanmarese people’s notion of Manipuris being very hostile” during his visit at the private hospital, the UNLF alleged that “India colonial government” and its agents were trying in every possible way to put the Manipuris in bad light as well as to put its relation with its immediate neighbouring nation strained so that the freedom struggle of Manipuris against “Indian occupation” gets no sympathy and support from the neighbouring nations.
His remark was “cruel and sarcastic.” His intentionally did forget in that historically Manipur has closer affinity to its South East Asian neighbours racially, culturally and society; and enjoyed good relations with them although there were skirmishes at times.
In a statement signed by its senior publicity secretary Ksh Yoheiba further alleged that “India is sacrificing the land and the interest of Manipuri people, to keep Indian interest intake.”
Gautam Mukhopadya’s sarcastic pun is in bad taste as all the neighbouring nations know the colonial and hegemonic designs of India very well.
Though India gained its freedom after a long and hard fought struggle against the British; it immediately assumed the role of the colonial power in the region and annexed the smaller Western South East Asian kingdoms (called North-East by India), some treacherously and some forcibly.
The Indian colonialism showed its true colour when militarily it military action. In the same pattern the Himalayan kingdom of sikkim was annexed treacherously in 1975. And now the soveignity and independence of the small neighbouring naitons like Nepal and Bhutan are at stake as they are landlocked and the hegemonic India threatens to block its nearest and only passage to the sea at the slightest reason, and thereby keeping them under their dictates.
Therefore, India bullying around the region with a very transparent, regional expansionist policy is the real aggressor to the existence of all the smaller neighbouring naitons.
Hence, the cynical remark of the Indian ambassador can not dampen the spirit of freindliness and co-operaiton between the two neighbours as both the peoples of Manipuri and Myanmar are well aware of India’s dubious intentions, the statement added.

Imphal Jul 29 UNA : A plea of the former PRO (Defense Wing), Imphal Colonel Ajay Chowdhury, who was granted bail in a case related with the smuggling of psychotropic substance, to allow him to leave the state for some days was rejected by special court NT&PS on Saturday.
The same court has granted bail to the Army officer to the Colonel on a surety bond of Rs 1 lakh on July 17. The Army officer who was arrested with a case smuggling of psychotropic substance was, however, directed not to leave the state without prior permission from the court.
Colonel Ajay Chowdhury applied to the same court to allow him to leave the state for some days to attend admission counseling for his children. However the court rejected the plea as there were no supporting documents of the reason cited for his requirement to leave the state.
On the other hand, state home department had also appealed to the court to revoke the bail of the seven drug traffickers.
The then PRO of PIB (Defense Wing), Imphal Col Ajay Chowdhry was arrested together with Ngairangbam Brojendro and Lunkhohao Haokip alias Haopu Haokip with drugs worth Rs 25 crores at Pallel of Chandel district along the Imphal-Moreh section of NH-2 on February 24.
They have been charged by police for trafficking another huge consignment of drugs to Moreh in the first week of December last year.
