The Naharol Sahitya Premee Samiti concoled the death of poet Nongthombam Biren at his residence yesterday. A meeting to condole the death of the poet was held with Prof. Polem Nabachandra, president of the samit in the chair. A two minute silence was observed as a mark of respect to the departed soul.
Shri Beeren besides a poet was also a literary critic. He published more than eight books. He was the receipient of Manipur State Kala Akademy award, Sahitya Akademy Award, Jamini Sunder Guha gold medal, Rashtriya Sahityeek Puruskar, Tayenjam Jayenta poetry award and writer of the year title in 2008. Shri Beeren was the founder general secy of the samiti in 1959 and editor of its publications ‘Wakhal’. He became the joint secy of MSP from 1977 to 79, according to a press release of the samiti.

Imphal, Dec 30: A 24-year-old woman was allegedly raped by a man in his mid 30s in a hotel in Imphal where the victim planned to halt a night along with her brother-in-law as they missed the last bus.
The incident came to light when Paolenmang Khongsai, 22, the brother-in-law of the victim launched a written complaint with the Imphal City police in which he stated that on December 27, he along with his sister-in-law came to Imphal from Saikul, but they had to stay back the night in a hotel here as there was no more bus heading for Litan in Ukhrul district.
The in-laws are from Saikho village in Saikul of Senapati district. The police refused to name the victim.
They came across a man, Md. Fakrauddin who guided them to a hotel to stay for the night, but the accused forcefully proposed Paolenmang that his sister-in-law ‘used’ for a night in exchange for a money but the proposal was flatly refused, the complaint report further said.
It said Fakrauddin later threatened them and forcibly led the victim to another room of Tomba Hotel located at Govenor Road on the pretext of providing her a safe separate room and sexually assaulted her twice.
Sensing false at the indecent attitude of the alleged rapist, Paolenmang searched for her sister-in-law after some time that night inside the hotel for about an hour only to find her the next day morning of December 28 in a secret room of the hotel where she had been raped twice by the accused, the complaint added.
A case has been registered with the city police in connection with the incident.

Imphal, Dec 30: Narcotics Control Bureau (NCB)and a combined team of 38 Assam Rifles and 46 Assam Rifles of 27 Sector Assam Rifles under the aegis of ‘Red Shield Division’ launched a massive operation on the higher reaches, South of Aina in the Thanlon Sub-Division of Churachandpur district for destruction of standing poppy cultivation. The operation will continue into first week January where in the team will destroy the fields in a phased manner so as to ensure no remnants are resuscitated.
The operation was launched keeping in view the illegal drug trafficking and the long term effects on the rising number of the youth affected by the drug addiction. It had also become a lucrative money spinner for drug smugglers and the trend had to be curbed, more so since the part of the money from the produce is siphoned off to various insurgents groups. Keeping the financial impact on the farmers in mind, the farmers will also be compensated by allocating alternative for crops and incentives as also the locals will be educated on the ills of drugs.
It is pertinent to mention that Manipur is one of the major feeders of drug industry. The extensive Anti Narcotics operation carried out by 27 Sector Assam Rifles has given a big blow to the Narco industry by destroying poppy fields to the tune of approx 750 acres and still continuing.

Imphal, Dec 30 NNN : As many as 56 aspiring candidates from 14 Naga majority Assembly Constituencies have been found lobbying for the Naga People’s Front (NPF) ticket to fight in the polls to the 10th Manipur Legislative Assembly slated for January 28.
Out of the 56 individuals who are seeking NPF ticket, the largest number of ticket contenders was found from Chandel Assembly Constituency with nine intending candidates applied for the purpose.
A meeting was organized by NPF Manipur State Unit at Senapati on Friday to discuss in detail on ticket allotment during which party leaders from Nagaland were also attended.
NPF president Dr. Shurhozelie Liezietsu earnestly urged the party men, ticket seekers and the public to strive for opening the first account of the party in Manipur and said NPF is an old political party that stands for the rights of the Nagas as well as the indigenous people of the Northeast.
“NPF has not done any harm to other communities of Manipur when it talks about Naga integration because it is our birthright to be worked for the very purpose”, Shurhozelie maintained.
He said so far the Nagaland State Assembly has passed resolution on Naga integration for four times since 1964.
Talents of the Naga youths have become dull due to lack of facilities and proper infrastructures in the hill areas of Manipur, the NPF president said, adding that if voted to power in the coming general election, the party will raise the voice of the Nagas in Manipur Legislative Assembly.
Z. Lohe, political advisor to the Nagaland Chief Minister said, “By God’s grace, NPF is sound and quite comfortable in Nagaland, and 48 years before, the State of Nagaland was formed and so far nine chief ministers have ruled the State of which only three of them worked with clear vision and firm decision to create a common political platform for the Nagas.”
Party men should not misuse the name of any social organization while working for the party, he appealed, adding that NPF believes in maintaining communal harmony and equal rights for the tribal people.
NPF secretary general K.G. Kenye said there are around 700 different political parties registered with the Election Commission of India and that the NPF is the only party wherein the word ‘Naga” is found.
He also appealed the people, particularly the Nagas to vote for NPF to facilitate the long cherished dream of the community.
During the meeting, NPF Manipur State Unit president, secretary and other party leaders were also present besides Z. Lohe, K.G. Kenye, Shurhozelie Liezietsu and other party officials from Nagaland.

While presenting the Report Card of the Ministry December, 2011 here today he also said that following the Memorandum of Settlement with UPDS, he is hopeful of more agreements with insurgents groups of the North East will be signed in the coming year.
He said that on December 4, 2011, tripartite talks with NDFB (Progressive) and DHD were held to finalize the Memorandum of Settlement with each of the groups. On December 5, 2011, a tripartite meeting with DHD (J) was held to finalize the Memorandum of Settlement. On December 17, 2011, a tripartite meeting with DHD (Nunisa) was held to finalize the Memorandum of Settlement.
He announced a major decision of the Cabinet taken at its meeting on December 22, 2011. Cabinet gave its in-principle approval for the establishment of a Central Armed Police Forces Institute of Medical Sciences (CAPFIMS), a 500-bed General Hospital, a 300-bed Super Specialty Hospital, a Nursing College and a School of Paramedics. This project, when completed, will fulfill a long-felt need of the Central Armed Police Forces for a world class tertiary medical centre as well as for an assured stream of doctors, nurses and paramedics for induction into the Forces.
Rs.214.16 crore has been released so far to various States against a total allocation of Rs.1,111 crore. Further releases will be made on receipt of Utilisation Certificates for amounts disbursed earlier.
India-China Border: Construction of 23 roads of a total length 700 kms is in progress. During the month, 25 kms of formation works and 13 kms of surfacing works were completed. So far, a total of 462 kms of formation works and 158 kms of surfacing works have been completed.
Border Area Development Programme (BADP): Annual Action Plans have been received from all the 17 States. The total amount released to the 17 States in the current financial year at the end of December 2011 stands at Rs.758.21 crore (84.24% of the total allocation of Rs.900 crore), including Rs.60.91 crore released in December 2011.
Scanning of Population Enumeration schedules has been completed for 14 crore out of the total of 27 crore schedules. The data processing of more than 5 crore schedules has been completed.
Of the 21 Counter Insurgency and Anti-Terrorism (CIAT) Schools sanctioned in the States of Assam, Bihar, Chhattisgarh, Jharkhand, Manipur, Nagaland, Orissa, Tripura and West Bengal at a cost of Rs.52.40 crore, 4 became operational in 2011 taking the total number of schools that are operational to 17.
2011 witnessed a historic low in the level of violence in the affected States, especially Jammu & Kashmir, the North Eastern States and the LWE affected States.
31 civilians and 33 security personnel lost their lives in Jammu & Kashmir (as against 47 and 69, respectively, in 2010). The containment of violence was helped by the fact that Panchayat elections were held in Jammu & Kashmir after a gap of 23 years.
In the North Eastern States, 69 civilians and 32 security personnel were killed (as against 94 and 20, respectively, in 2010). This trend was also due to the fact that most organisations in the North East are in ‘talks’ mode, including ULFA and NDFB. A tripartite agreement has been entered into with Gorkha Janmukti Morcha and a Memorandum of Settlement has been signed with UPDS.
The level of violence in LWE affected States also declined, although it is still unacceptably high. 447 civilians and 142 security personnel were killed (as against 718 and 285, respectively, in 2010). For example, in November naxals killed 42 persons (38 civilians and 4 security personnel) and in December naxals killed 45 persons (31 civilians and 14 security personnel). The Integrated Action Plan with an outlay of Rs.1,500 crore in 2010-11 and Rs.1,800 crore in 2011-12 was a major innovation. Decentralised decision making, empowering district level officers and quick, time bound implementation of the works have brought development to the villages in the most backward and violence-affected districts of India.
Terrorist Violence is still at an unacceptably high level and every effort will be made to contain violence. Militant groups will be prevailed upon, through a judicious mix of police action and developmental action, to realize the futility of violence and that the only way to resolve differences in a democratic society is through talks.

Imphal, Dec 29: Two members, including one overground activist of the proscribed RPF/PLA have been arrested along with nine extortion notes addressed to different MLAs and intending candidates in the ensuing polls to the 10th Manipur Legislative Assembly by a combined team of Imphal West and Imphal East police commandos on Thursday, according to police.
Police said Okram Sharatchandra, 45 s/o (L) O Ibohal Meitei, a resident of Pukhao Laipham in Imphal East, was arrested at Wangkhei Ningthem Pukhri Mapal in the district this morning around 7:30 during a search operation jointly launched by a team of Imphal West and Imphal East police led by Officer in-charge Imphal East Chandrakumar.
Another overground member of the outfit was managed to nab by the same team around 10:40 am following information received through the mobile phone of Sharatchandra. He has been identified as Wanghengbam Sunil Singh alias Devan, 42 s/o W Mangi Singh of Sega Road Thouda Bhabok Leikai in Imphal West.
Sharatchandra disclosed that he joined RPF/PLA in 2006 through one self-styled revenue officer-1 finance department of the group, Salam Ajit Luwang alias Rombus and presently working under his command.
The duo is also reported to have disclosed that they involved in the extortion of huge amount of money from the general public, government offices, and also transported arms and ammunition from place to place for the militant outfit, police said.
Nine extortion note and two mobile handsets were seized from them, they added.
Discovering the movement of UG cadres in general area Arong of Thoubal district, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (S) launched operation in the area and apprehended one UNLF cadre on 29 Dec 2011. The apprehendee was identified as H Nongmaijong Meitei alias Ibongo, 28 yreas, s/o H Nabha Meitei, r/o Arong Khunou Heibong Makong Awang Leikai.
In yet another incident, discovering the movement of foreigners in general area Tengnoupal, troops of 24 Assam Rifles of 26 Sector under HQ IGAR(South) launched operation in the area and apprehended four Myanmarese Nationals on 28 Dec 2011. The apprehendees were identified as Md Hussain, 64 years, s/o Md Hasain, r/o Lasangao, Wagaon( Nidambara) Myanmar, Md Nassir, 22 years, s/o Late Md Jamir, r/o Nidambara Basti, Kyatao Town, Wagaon (Nidambara) Myanmar, Md Noor, 18 years, s/o Md Abbas, r/o Phund Faran, Busi Dong (Nidambara) Myanmar and Md Yashim, 12 years, s/o Md Hussain, r/o Lasangao Kyatao Town, Wagaon (Nidambara), Myanmar.
The apprehendees were handed over to Tengnoupal Police Station.

New Delhi, Dec 29: The Press Registrar, Shri T. Jayaraj, RNI presented the 55th Annual Report “Press in India” 2010-11 to the Secretary, Ministry of Information & Broadcasting, Shri Uday Kumar Varma.
Speaking on the occasion, Secretary (I&B) said, the Annual Report was a compendium of interesting data containing status of print media in the country. He said, based on previous years’ trends, a comparative analysis of different newspapers in circulation, their growth over a period of time and further comparative statements could be presented through graphs in the next year Annual Report. This would add value to the Report thereby becoming an important reference point for key stakeholders in the industry.
The Annual Report has highlighted key trends for the Indian press for the Year 2010- 11. The analysis provides a broad overview about the general trend of the Indian press based on the number and claimed circulation of newspapers.
The total number of registered newspapers stood at 82,237. 4853 New newspapers were registered during 2010- 11. The percentage of growth for registered publications over the previous year was 6.25%. RNI approved 13,229 titles for the year 2010 ending March 31st 2011. The largest number of newspapers and periodicals registered in any Indian language was in Hindi with a figure of 32,793. English had the second largest number of newspapers and periodicals which was 11,478. The total circulation of newspapers stood at 32,92,04,841 as against 30,88,16,563 copies in 2009- 10. The number of Annual statements received in RNI for the year 2010- 11 upto 15 June 2011 was 14,508 against 13,134 in 2009- 10 registering an increase of 10.46%.
As per the data from the Annual statements received, the highest number of newspapers were published in Hindi (7910), followed by English (1406), Urdu (938), Gujarati (761), Telugu (603), Marathi (521), Bengali (472), Tamil (272), Oriya (245), Kannada (200) and Malayalam (192). In terms of circulation, according to the report, Hindi newspapers continued to lead with 15,54,94,770 copies followed by English with 5,53,70,184 copies. Urdu press had a figure of 2,16,39,230 copies.
The report is a statutory requirement under Section 19 G of the PRB Act, 1867. The 722 pages report, carrying 11 Chapters has been compiled by the Officials of RNI. It is an analysis of the Indian Press which focuses mainly on circulation as claimed by the newspapers.
It also carries different Chapters viz ownership of newspapers, analysis of daily newspapers, language wise study of the press and analysis of registered newspapers. The source of information of the report is the Annual Statements submitted by the publishers of newspapers and periodicals etc in accordance with 19 D of the Act.

Imphal, Dec 29 NNN: In all, five houses belonging to five militants of the banned KCP of Kesho group were Thursday pulled down by an irate mob in Chanam Santrok village of Imphal East district for their alleged involvement in the abduction of a chowkidar and his son who were subsequently shot dead over a ransom.
The families of the five accused have also been forced out from their localities forever as a severe treatment awarded for their act of brutality against the chowkidar of Irilbung Water Supply Scheme and his son.
The kidnapping drama of the duo occurred December 7 and they kept them in their custody for 10 days before the militants killed them on December 16 apparently for not receiving the ransom amount on time.
This morning around 7: 30, the villagers, including members from the local club, Lai Committee and Meira Paibis of Santrok village
suddenly stood up against the five accused showing extreme anger and broke down their houses of which one belonging to T Rome alias
Romeo, who is still at large, was set ablaze.
They also said the village will assist the police to trace Romeo and warned that no one should provide shelter to the accused involved in the killing of the father and son.
Out of the five militants of Kangleipak Communist Party (KCP) of Kesho group who were involved in the brutal double murder case, police have already arrested four accused.

Opposition parties keep on leveling various charges but it is for the people to decide if the Congress party will come back to power or not he added. He lauded the people for enabling the Congress party to work for ten continous year.
It is hard to make central leaders understand the ground situation he added. It is not possible to make people sitting in New Delhi understand the situation he added. When central leaders come to Manipur they were taken to far flung areas by air . To strengthen democracy infrastructures were developed during the last ten years. New Assembly, High Court complexes were inaugurated and at all district headquarters new Secretariat complexes were constructed he said.
The buildings inaugurated will not generate revenue or employment but if the Congress returns to power new Irrigation projects will be taken up to make people self reliant. The Union government is trying to make the GDP reach nine percent and we should try to achieve 11 percent growth he further said.
Employment generation, connectivity, power will be given emphasis he further said. Electricity is provided to people only for about two hours during office hours and two to four during night time. He assured to make people get adequate power.
Okram Ibobi today indicated his willingness to forge alliance with other political parties in the State for the coming 10th general elections, saying Congress likes to join hands with like-minded political groups.
Coming down heavily on the Opposition party, the chief minister said they are in the habit of criticizing the Congress for they have nothing to say and added that let them criticize as long as they can, but subsequently the public will decide everything.
He also urged the party men to strive for winning at least 40-45 seats in the coming assembly elections.
Referring to the repeated remarks of the Opposition with regard to the construction of government infrastructures of which they often say that no resource can be generated from the new buildings of the government, the chief minister asserted that the structures are necessary for a democratic institution.
Congress President, Gaikhangam said Congress will be able to get about 40 seats.

Imphal, Dec 28 (NNN): In a surprise move, the State Rashtriya Janata Dal (RJD) on Wednesday withdrew support to Congress and joined the Opposition alliance in an attempt to extract political mileage in the forthcoming polls to the 10th Manipur legislative assembly scheduled to be held on January 28.
“RJD has joined the alliance of Manipur People’s Party (MPP), NCP and JD (U) for which the MPP president Dr Nimaichand Luwang has already confirmed”, Manipur State RJD president in-charge K Kumarjit informed journalists at the party’s office here today.
The party will be fielding not less than 45 candidates in the hills and valley districts for the ensuing general elections, Kumarjit said. He further said they decided to join the opposition bloc and fight the elections as the party cannot see “transparency” in the ruling Congress-led State government.

The wind speed will increase gradually from tomorrow right onwards along and off north Tamilnadu and south Andhra Pradesh coast at the time of landfall. Under the influence of this system rainfall at most places with isolated heavy rainfall is likely to commence over north Tamil Nadu & Puducherry and south coastal Andhra Pradesh from tomorrow. The intensity of rainfall would increase with heavy to very heavy falls at a few places and isolated extremely heavy falls (25cm or more) from tomorrow evening onwards and extend to Rayalseema and north interior Tamil Nadu. Storm surge of about 1 meter height above the astronomical tide would inundate the low lying areas of Nellore district of south coastal Andhra Pradesh and Chennai, Tiruvallur, Kanchipuram and villupuram districts of north Tamil Nadu at the time of landfall. Sea condition will be high to very high around the system centre. Imphal, Dec 28: A house of a worker of BJP candidate O. Indira of Thoubal was damaged by some persons this morning around 10.30 a.m. however police could bring the situation under control.
The worker was identified as Leishanthem Kunjabati (50) Thoubal Leishangkhong Mamang Leikai.
The state BJP termed the attack a “life attempt” on the party’s women wing president.
BJP vice president professor S Tiken described the incident as “very unfortunate” and strongly condemned the act committed by the supporters of the chief minister. He also expressed serious concerned over the repeated violent incidents that occurred in the constituency of Ibobi in the past few weeks.
Tiken said the yesterday incident will be put up before the law court as well as the Election Commission of India so that the persons involved in the dastardly act can be punished in a befitting manner. Most of the attackers were government employees and VDF personnel, the state BJP vice president alleged and further told the media that the family members of Kunjabati were somehow managed to rescue by O Indira, an intending candidate in the coming 10th assembly elections scheduled to be held January 28 next year.

The meaning of innovation differs: to some, it means idea generation; for some others, it is a process by which an idea or invention is translated into a good or service for which people will pay. In the context of life-sciences, product innovation has great complexity because of the need for regulatory and ethical rigour in developing and testing new drugs, vaccines or devices, and in ensuring that they are affordable and relevant to public health.
Vaccines are an interesting case study of India’s growing experience and role in affordable product innovation. They are also hugely important to the world because we have the means to carry them to every child: rich or poor, rural or urban. They prevent disease – an important consideration – because treatment in remote locations is difficult.In terms of achievements, the vaccine industry has not lacked for laurels. In fact, right from the basic science required in the initial stage of research up to affordable, bulk manufacture of high-quality products, the Indian vaccine industry has established a firm hold over the entire chain of vaccine development.
Indian vaccines are known for world-class manufacturing and have been stamped with one of the surest seals of quality in any health product: the WHO “pre-qualified” tag for production. India has also emerged as a key bulk vaccine manufacturer in recent times and already produces 60 percent of the world’s vaccines. Viewed another way, one in every 3 doses of vaccines used in the world are produced in India. Indian firms are big suppliers to the UN agencies, accounting for between 60% and 80% of the vaccines it buys every year. Besides mass-manufacture of vaccines, we have also been successful in creating or modifying a whole new range of vaccines indigenously.
Vaccine development is an arduous and lengthy process, however, speedy development has been a hallmark of the new vaccine industry in India, where both: response to a crisis (as in response to Japanese Encephalitis and H1N1 flu – with the latter taking just a couple of years to develop) as well as regular development of vaccines have been speeded up to the extent that a matter of a decade or so has been compressed into a few years. The H1N1 flu vaccine in fact, just took a couple of years to develop.
Development of vaccines is an essential stage of the process but by no means the ultimate one. Vaccine candidates need to be rigorously tested with every possible safeguard in place for clinical trial volunteers. This again, has seen a remarkable improvement. The rotavirus (which combats childhood diarrhoea) Phase III clinical trial supported by the Department of Biotechnology(DBT), Ministry of Science and technology, has been a model of an ethical and patient-friendly trial. Full insurance for the family of trial participants as well as coverage of all hospital treatment costs, if required was provided.
Similarly, an expensive vaccine has little meaning in the public health sector, particularly in a country like ours where the bulk of our population: millions of people cannot afford expensive health-care. India has proved to be a low-cost product manufacturer and service provider and benefits in many industries. It is far tougher to do so in scientific product development. But we have achieved this by dint of pure innovation.
India’s growing capacity in this field also augurs well for the fulfilment of the needs of the developing world. This capacity has been acknowledged by UNICEF through the very fact of India being its major supplier of vaccines. We are today preparing to take on the larger mantle of scientific development to fulfil the health needs of the developing world. In accordance with Gandhiji’s commandment to practice science with humanism, we must now learn to deliver vaccines to the 24 million children born every year in India and to millions born in other developing countries. India already produces 60 percent of the world’s vaccines.
This is evident from the rapid development and commercialization of several influenza vaccines as a response to influenza pandemic, new combination vaccines and development of low cost Meningococcal B Vaccine for Africa, by our researchers and industry. India is a destination for affordable products for the entire developing world now. The key drivers of the emergence of India as a vaccine hub are a large pool of scientific talent, relatively lower costs in manufacturing, research and development capacity, availability of GMP requirements on par with all international standards, lower costs of clinical trials and a high potential for contract services by vaccine manufacturers. The current Indian vaccine market is estimated to be around $ 900 million (in 2011). It is poised to grow at the rate of 23% during 2011-2012 and by 10-13% CAGR over the next five years registering revenues and around $2 billion in 2011-2012, $4.6 billion by 2017.
With a number of important vaccines in the pipeline, the market is expected to explode globally in future with vaccines expected to grow faster than any other therapy area at around 13 percent during 2009-12.
India has been building capacity in the area of human resources by investments in science and education – both qualitative and quantitative. The figures speak for themselves. In 1981, more than 95 percent of Thomson Reuters-indexed papers from India named authors exclusively at India-based institutions. By 2007, however, the percentage of such papers had fallen to 80 percent, indicating that the nation is gradually participating more in internationally collaborative research. Further, between 1985 and 2007, publications co-authored by scientists in India have more than doubled in volume—and those papers were in general more heavily cited than in previous years. Not only has the volume of India’s scientific output risen, so has its quality. In fact, a recent media report indicated that placement of India’s top universities on the H-index, which measures citation impact, has gone up significantly in the past two years.
Better funding has certainly helped. A recent report indicates that the only significant percentage increase in spending on Science and Engineering Research and development between 1996 and 2007 has come from the Asia Pacific region, led by India, China and other developing countries. The prime driver for this has been increased capacity for research.
Additionally, there have been a number of scientists who have returned to our shores or are in the process of doing so, thanks in no small part to government efforts like the Ramalingaswami Fellowships announced by the Department of Biotechnology which are 5-year fellowships for re-entries.
However, while the base may come from the focus on education and retaining our best brains, it is true that vaccinology is a specialised science and without a focus on infectious diseases, it is not possible to build a robust talent pool or infrastructure. Developed countries which have
largely eradicated infectious diseases are understandably less interested in focussing on them, and prefer to focus on chronic diseases. India by virtue of its unique position as an emerging economy with the disease burden of a developing country needs to tackle the problem of infectious diseases internally. We have managed to focus on our own solutions to our problems with a high level of success, particularly in terms of developing the scientific community in this regard. It is no exaggeration to say that some of the best brains in the infectious disease space come from India today.
Brains and talent, crucial as they are, cannot deliver outside of a nurturing and enabling environment. There are several elements this environment, not least of which is funding. Vaccine development is a risky venture, particularly in terms of financing it. We are dealing with the fear of the unknown and the ever-present risk of failure. Few private companies want to take that kind of risk without assured success. This is where the balance between the public and private sector comes into play. The government undertakes the high-risk funding role and guides the private sector, which in turn, builds and utilises capacity for product development. The Indian private companies in the vaccine field have been remarkably open to innovation and it is this combination that has contributed largely to our success in vaccine development.
Collaboration is another element of this environment. It enables healthy knowledge and experience sharing in a mutually beneficial manner, while building and strengthening linkages across geo-political divides. Both North-South and South-South country-to-country collaborations have had a significant role to play in this success story. Multilateral partners too, have provided significant aid. The systematisation of demand and procurement of vaccines through UNICEF provided a crucial safety net for vaccine development.
Similarly the knowledge-sharing achieved through collaborations like Indo-South Africa and organisations like the International AIDS Vaccine initiative is headed towards a promising turning point.
Moving up the chain, what is done with a vaccine once it is ready? Or, looking at it another way, will this entire process actually take place if there is no demand for it? Vaccine innovation, like everything else in a market economy, requires a spur to kick-start it. That spur is demand and demand generation is the crucial spark. It was the demand put forth by the Bill and Melinda Gates Foundation that resulted in the successful development of an inexpensive Rotavirus vaccine. Similarly the crisis engendered by H1N1 flu and Japanese Encephalitis created a demand pressure to develop these vaccines. However, there is a clear difference between the two. The former was a proactive demand whereas the latter was a reactive one. Obviously, the need is to create demand for sustainable and positive vaccine development for the greater good.
Therefore it is important to sustain efforts in the field, particularly those directed at difficult-to-make vaccines for major killers like HIV, dengue, malaria etc. The stakes are higher here because it is not possible to predict a definite positive outcome by a definite date due to the nature of the disease we are battling. Therefore it becomes even more important for the government to play an anchoring role here.
In the case of dengue, Indian players have licensed live dengue virus-based vaccine technologies from different US developers. In accordance with the WHO and Dengue Vaccine Initiative directive, the International Center for Genetic Engineering and Biotechnology (ICGEB, New Delhi) is currently developing a non-infectious dengue vaccine based on the well-established Hepatitis B vaccine technology. The Hepatitis B vaccine strategy will not only maximize potency, but will also minimize cost.
The malaria vaccine candidate, after one unsuccessful attempt, is being tested after modifications (a combination of Plasmodium Vivax and Falciparum) in a Phase I trial for safety evaluation in Pune.
For HIV/AIDS, the DBT has set up a joint laboratory with IAVI: the THSTI (Translational Health Science and Technology Institute) which will both, speed up the process of assaying HIV vaccine candidates, as well as boost the research on antibodies that neutralize the HIV virus.
There are several lessons to be learnt from the vaccine success story however, I would like to focus on two of them as key innovation enablers. It is crucial to develop the entire value chain. An innovation system means a chain linking all the way from idea to customer service and this means ensuring that the entire system, from the capacity – be it human resource, funding or physical infrastructure – to the relevant regulatory policies and subsequent distribution is in place. It is only with the balanced development of the entire value chain, right from procurement of samples to robust cold chains that we can achieve success.
It is also essential to ensure that demand generation continues apace. No form of innovation can occur without an impetus in the form of demand. Necessity may be the mother of invention, but demand is the mother of innovation. If there is no demand for it, no innovation can happen. Demand generation for the greater public good is something that needs to be undertaken by the government and the private sector alike.
We do have challenges in the case of the vaccine industry and indeed, every industry that thrives on innovation. The vaccine story in India is hardly a fairy tale. Despite its phenomenal success, the industry faces tremendous challenges not the least of which is the openness of society. It is a truism that there is little resistance to any technological improvement for the benefit of the individual – mobile phones are a case in point. However, when it comes to the greater good, where benefits to the more vulnerable sections of society, like children, are seen, there is little eagerness to implement these improvements.
Vaccines have seen an improvement in this direction, particularly with the NRHM network of ASHAs, but a lot more needs to be done – both in terms of shifting to a positive mindset as well as following up on it by reaching high-quality, low-cost vaccines to everyone who needs them. We must remember that the numerous new health benefits that are available to the economically advantaged classes don’t necessarily reach the masses. Public policy needs to even this gap. In the case of vaccines, we require political will and public funding; prioritisation of public health; a robust regulatory system; a strong private sector focus on public goods; public-private partnerships and social venture capital; capacity to innovate and deliver at scale; participation of all stakeholders; and the strengthening of systems through product introduction. 2010, India is certainly receiving a strong top down impetus for innovation. Now we need to see how that can translate into tangible

benefits for the country’s public and economic health.
