ATSUM president Muan Tombing said the timely filling of the two important posts by the tribal without any opposition from other political parties is a good gesture that speaks volumes of message to the people that under the charismatic leadership of O Ibobi, avenues are created for the Hill MLAs to venture into a broader spectrum of politics. It is indeed a test proving for the tribal to secure proper functioning of the Hill Areas Committee under 371-c of the constitution of India.

Imphal Jul 14 UNA : While opposition political parties in Manipur were on hectic efforts to field consensus candidates in the forthcoming Lok Sabha elections in Manipur to defeat ruling Congress candidates, Manipur State Congress Party (MSCP), one of the opposition parties in the state Assembly is campaigning for the Congress.
MSCP was among the 12 political parties which have decided to form a common platform to fight against Congress in the forthcoming elections to the Lok Sabha due next year. Others parties being BJP, CPI, CPI (M), MPP, NPF, JDU, JD (S), Pangal Political Forum, Bahujan Samaj Party, Shiv Sena and Forward Block.
Leaders of the party (MSCP) had even attended the last meeting of the opposition parties held on July 12 last that appointed president of Manipur unit of Janata Dal (United) M Tombi as the convener of the selection committee of consensus candidates of two Lok Sabha seats in Manipur for the opposition parties.
In contrast with the decision of the leaderships of the MSCP, two of the MLAs of MSCP who took part in a function held at Khundrakpam A/C in Imphal East appealed the voters to cast their votes
in favour of Congress candidates in the forthcoming Lok Sabha elections while spelling out various progress works being taken up in the state under Congress government.

Another MSCP legislator RK Imo who also attended as guest of honour at the same function during praised the Congress government in the state, highlighting various developmental works taken up in the state.
He said since Congress ruled the state for the last more than a decase many changes has been witnessed in the field of development.
He said the voters in the Khundrakpam assembly constituency were the most intelligent voters as they had rightly put up the right candidate.

IMPHAL, July 13 NNN: An accused in an 11-year-old girl rape case was presented before the court of Chief Judicial Magistrate, Imphal East which sent him to seven-day police custody on Saturday. The alleged rapist Kangujam Loken, 50, a resident of Phaknung Mamang Leikai under Lamlai Police Station in Imphal East district was arrested by the district police yesterday on the charges of raping the minor girl.
The court remanded him to seven-day police custody for further interrogation in connection with the incident. The accused allegedly raped the girl, who is related to him by blood in Phaknung Mayai Leikai on July 5. He had been absconding until he was arrested by the police on July 12.

Imphal, Jul 13 UNA: Self styled home secretary of Kuki Liberation Organisation (KLO)/Kuki Liberation Army (KLA), a signatory of the suspension of operation agreement with Centre and state, Lh Seikhohao Khongsai (33) was Saturday assassinated by unknown gunmen who also wounded his two and a half year old daughter and his driver.
His wife Mansaunnei escaped unhurt in the ambush laid by the gunmen who opened fired towards the vehicle in which the home secretary was traveling with his family. The family was returning to their native village Saikul in Senapati district after shopping in Imphal this afternoon.
The ambush took place around 3.30 pm near a culvert at Champhai village on the Imphal-Saikul road. Home secretary Seikhohao succumbed to multiple bullet injuries at the spot.
His two and half year old daughter Hoizoukim who was hit by a bullet in her belly has been rushed to Shija hospital, Imphal where her condition was stated to be critical.
The driver of the home secretary received a bullet in his thigh in the ambush and admitted to a hospital in Imphal.
According to the driver Alen Khongsai, the unknown gunmen who suddenly appeared in front of the vehicle while crossing the culvert on the road opened fire several rounds of guns towards the vehicle.
After he was hit by a bullet, he jumped down from the vehicle and ran away from the spot for his safety. He had seen at least four/five gunmen appearing in front of the vehicle, the driver added when asked the number of gunmen involved in the ambush.
The daughter was in the lap of the home secretary when the gunmen laid the ambush.
Police was yet to establish the suspects behind the assassination of the self styled home secretary of the KLO/KLA maintaining suspension of operation with the security forces under a tripartite agreement with the Centre and state government.
The area where the ambush took place was dominated by the KLO/KLA and considering the operational area of Kuki based militant groups, it was hard to establish the group which could be behind the ambush, a police officer said.
The KLO/KLA is one of the constituents of 12 militant groups of Kuki National Organisation which have entered tripartite suspension of operation with Centre and state government for peace talk.

Imphal, July 13 : The All India Tribal Students Association, (AITSA) Delhi / Manipur, welcomes the demand for Meitei to return back to its original Mongoloid tribal family, after more than 60 years of being misled and wandering as a higher caste / general category.
K.Zou President of AITSA, and Convener, Mongoloid Peoples forum, stated that, if the cohesive existence of the people of Manipur, who were divided into Tribal, scheduled caste and general, after the merger of Manipur to the
Indian Union in 1949 can be restored by recognizing the general Meitei as scheduled tribe . The bold step taken by the STDCM, can turn Manipur into a tribal state like Nagaland, Mizoram etc, wherein, the state resources including employment can be equally divided within the various tribes and no particular tribe can take the lion’s share of the benefits. The Meitei Scheduled caste communities from Sekmai, Andhro, Khurkhur, Kotha, Phayeng, Chairel, etc, should also be included in the list of scheduled tribes. An ideal Manipur will emerge only when we can share and respect our rightful entitlement.
Debarring a tribal officer from availing his procedural course of promotion in the high office of the state secretariat will be done away when Manipur become a tribal state.
However, if the intention of the STDCM is merely for the purpose of getting the benefits of reservation in employment, UPSC, and begging for “loli pops” as a scheduled tribe community (the most backward and dishonored community in the country), it shall not be in the interest of the larger mongoloid tribal community. Mongoloid tribes of the Himalayan range are already reduced to a mere chinki / chini /pahari `scheduled tribe / caste / OBC in the country, psychology branded as unnatural Indian in the mainland. We are not beggar in our own land. We need our rightful share of entitlement (Quota) as people of Northeast Region and not as SC/ST/OBC alone.
K. Zou further stated that, reservation policy is more of a positive discrimination than a protection. A general candidate can get job all over the country but SC/ST can apply only in the central and the state in which they are recognized and not as a general candidate. As of now, a Meitei can apply job all over the country which will not be possible after recognizing them as ST .

Imphal Jul 13 UNA: Failure on the part of the authority of the Manipur government to clear their pending honorium for 12 months, anganwadi workers and helper under the Central sponsored Integrated Child Development Scheme Saturday threatened to launch a series of agitations.
The threaten was came up barely a day after a workshop held in Imphal has exposed the deplorable state of anganwadi and ICDS centres opened in the state and negligence of the of the implementating authority of the scheme in Manipur.
A statement of the Anganwadi Workers and Helpers Union Manipur said that the Union ministry of women and child development had informed a delegation of the union led by its general secretary B Vijayalaxmi  that all due for the ICDS Manipur has been sanctioned.
It said the CDPOs and supervisors of the ICDS of the state has been fooling the anganwadi workers in the state saying that the honoraria could not be dispersed as no fund was released from the concerned Union ministry in total contrast to the information provided by the ministry officials.
The Anganwadi Workers and Helpers Union Manipur would convene a meeting of the union tomorrow (Sunday) at Imphal’s Irabot Bhavan at 1030 am to discuss the course of agitation to be launched by the union.
On the other hand, a highly reliable source said that the honorariums of anganwadi workers and helpers could not be dispersed as the state finance department failed to issue necessary authorization order for releasing the pending honorariums.
Honorariums for the workers and helpers of anganwadi centres set up under ICDS was to be dispersed from the state social welfare department as the department is the nodal agency for implementing the scheme in Manipur.
Although due correspondence has been made within the government for releasing the pending honorarium, there was a little progress in the official procedure, the source disclosed.
Till October last year, the total number of Anganwadi centres in the state was 9795. Workers and helpers of these 9795 Anganwadi centres have not been getting their monthly honorarium since May last year. As such, their honorarium has been pending for the past 14 months.

Imphal Jul 13 MNS/UNA: A rally to protest against the crime on women and children jointly organsied by conflict widows forum, Manipur, SSA, women empowerment for justice, willage women co-ordinating committee, Heinoubok. M. Brajishori Devi member, CWF said, security forces which are meant for protecting people from enemies were involved in crime on women and child. It is very unfortunate.
The meeting has taken some resolutions which included among other things, repeal AFSPA 1958 from Manipur, punish those who committed crime against women, to provide compensation to victims, frame charge sheets.
A memorandum with regards to rising crimes against women and children and prolong imposition of AFSPA, 1958 in Manipur was submitted to the chief minister of Manipur by the rallyists before concluding with a public meeting at Lainingthou Awangba Sanglen at Khurai, Imphal East district.
Copies of the memorandum were also faxed to the offices of the President of India, Prime Minister and Union home minister.
The memorandum while highlighting many instances of crimes against women and children in the state in the recent time, alleged the root cause of these crimes was the prolong imposition of AFSPA, 1958 in the state.
It further said that number of government appointed committees and groups such as Justice Jeevan Reddy Committee, the Administrative Reform Commission, the Working Group on Confidence-Building Measures in J&K and Justice Verma Commission have recommended for repeal of AFSPA.
However, government has been remaining silent without considering the recommendations and drew the attention of the President, Prime Minister, Union home minister and state chief minister in this regard.
After submitting the memorandum to the chief minister, the rally made an U-turn and converged at Lainingthou Awangba Sanglen at Khurai where a meeting was followed.
Leaders of various civil organizations who spoke at the meeting strongly condemned the increase in crimes committed against women and children in the state, saying that such barbaric nature of perpetrators of crime is very unfortunate.
They further suggested the need for divine punishment, asserting that it would be more severe than punishment awarded under laws of the land.
The National Crime Records Bureau says more than 24,200 rapes were reported in India in 2011, or one every 20 minutes, the leaders asserted, adding that as per a recent UNICEF survey, despite changing values in the young generation, 57 percent of Indian males between the ages of 15 to 19 contend domestic violence against women.
About 53 percent of females within the same age group feel the same, on par with rates of women from older age groups, they added.
A leader of the Conflict Widow Forum said the rally was organized to protest against lack of concern and attention to the ever increasing crime committed against women and children by Central and state government.
She criticized both the governments at the Centre and state for remaining stiff silence over the matter despite the hue and cry of the all section of the society, particularly from the women.
She informed that copies of the memorandum submitted to the state chief minister would also be forwarded to the opposition leader Sushma Swaraj, Manipur Governor and also to the state home minister.

Shamelessly houses are constructed encroaching upon nullah without leaving space even for parking their own vehicles. These shameless dwellers have made the lanes and by-lanes too narrow. No truck can be driven in such lane. In the event of occurrence of fire no fire service vehicle will be able to ply on such road. The houses will have to be left to reduce to cinders. We talk of town planning without thinking what we can contribute when such plan is launched. A proper town planning will require proper drainage system. Will we readily agree to hand over the land that we had encroached upon? Funny things are happening at many places of the state capital. As the trucks cannot be driven on such tiny lanes construction materials are taken to the destination by rickshaw or auto rickshaw. Flash flood that occurred in many parts of the state capital as the fall out of a few hours rainfall was caused by absence of proper drainage system. Flood water remained stagnant like water in the ponds. A survey needs to be carried out to identify the areas, which are prone to a few hours rain. Such type of flood was not seen one or two decades back. But all these things will be forgotten once the rainy season is over. The other factors that attribute to raising the level of nullah is dropping of unwanted sands discarded by builders into the channel. Has anybody seen anyone picking up the sands accumulated in the nullah? Deepening or widening of nullah can be done; the cooperation of all is required. If the flash flood reached the level of porch this year in future after 10 years it will reach the level of eaves. This is one problem, which the concerned authority will find handicapped in tackling. Therefore city dwellers when they construct a house they should keep in mind the need for keeping the nullah wide and also not to drop sands and pebbles into it. Until realisation dawns in the minds of all we will continue to see the flash flood of this nature in the years to come.

AIZAWL, July 12 NNN: HIV cases in Mizoram have declined considerably in the past few years in Mizoram.
According to Mizoram health minister Lalrinliana Sailo, HIV cases in the state have declined during 2007-2011 as per ‘Technical Report India, HIV Estimates-2012, NACO” by Ministry of Health & Family Welfare Report, thanks to the steps taken by Mizoram State AIDS Control Society (MSACS).
Sailo was saying this at a Governing Board meeting of MSACS at his office today attended by Health Secretary Esther Lalruatkimi, IRS, MSACS Director Dr. Eric Zomawia besides representatives from YMA and Mizo Hmeichhe Insuihkhawm Pawl (MHIP). The minister lauded the measures taken by MSACS in organising Red Ribbon Football Tournament and Red Ribbon Drama Competition to tackle the menace which is being plaguing lives of Mizo youths and et al. Not only this, several NGOs and churches in Mizoram are also taking measures against the spread of HIV, the minister added.
Lalrinliana Sailo also opined that in order to tackle this menace, there should be close collaboration between NGOs, government departments, churches and even media can play a great role in this regard. Only through this, the beautiful state can send message to the outside its true nature, the minister added.
The meeting highlighted that as per Technical Report India, HIV Estimates-2012, NACO, HIV infection between age group 15-49 during 2011 was 0.74 percent in contrast to 0.79 per cent during 2007. The report also highlighted that the infection rate was 0.78, 0.76 per cent during 2009, 2010 which clearly shows that rate of HIV infection in Mizoram is on decline.
The meeting also accepted MSACS Action Plan for the period 2013-2014 which was appoved by National AIDS Control Organization, Department of AIDS Control, Ministry of Health & Family Welfare. According to MSACS report during 2012-13 HIV test was conducted to 59088 (General 38560 and Pregnant Women 20528) of which 1142 (General 1022 and Pregnant Women 120) were tested positive. Till today, 6060 HIV patients have been given treatment from ART Centre. MSACS expressed happiness over churches and NGOs for their endeavour towards HIV patients.
The Mizoram state will implement and take measures under National AIDS Control Program Phase-IV from this year which is expected to be more dynamic and smooth as far as funds from the government is concerned. Tackling HIV menace in Mizoram is being carried out not only by the governmentt but also churches and NGOs like organising seminar, awareness pogramme and sports events. During the meeting a report of MSACS 2012-13 was also highlighted.

IMPHAL, July 12 MNS/NNN : Irom Sharmila who has been on fast unto death since Nov 2000 demanding repeal of AFSPA today donated 80 books to the Manipur State Central Library. Irom has expressed unhappiness over the reported efforts by some social organizations to nominate her for the prestigious Nobel Peace Prize.
Reacting to this, Irom Sharmila has urged those organizations to join the anti-AFSPA campaign by dropping the idea or plan for helping her to get the prize.
She said, “The only aim of my struggle is to revoke AFSPA and I am just not interested in the Nobel idea.”
41 years old Irom Chanu Sharmila was talking to journalists inside her ward
while donating as many as 80 different books to Manipur State Central Library on Friday.
With this, Sharmila, also called the ‘Iron Lady’ has so far donated about 400 books authored by different personalities from different parts of the world to the Central Library. Friday’s generous contribution by Sharmila to the library was the fifth occasion.
“Dead Souls” by Marc Chagall and “Winning War on War” by Joshua Goldstein were among the books. She handed the books over to officials of the Central Library in the ward at Jawaharlal Nehru Institute of Medical Sciences (RIMS) where she has been lodging with the support of nose-feeding.
Sharmila said she hopes these books will help book lovers to a certain degree.
The hunger striker is now on fast for more than 12 years on the demand for repeal of Armed Forces (Special Powers) Act, 1958 (AFSPA).

New Delhi, July 12 (ANI): Congress Party on Friday launched a scathing attack on Gujarat Chief Minister Narendra Modi over his remark that he had done ‘absolutely right thing’ in 2002 when the state was hit by riots and that an SIT set up by the Supreme Court had given him a ‘thoroughly clean chit’, saying this is totally against the analogy of India.
“We are condemning the analogy which he has made. It shows the kind of mindset Mr. Modi has. This is totally against the idea of India; India is not what he thinks. The analogy which he has drawn, the parallels which he has drawn is not the idea of India,” said AICC General Secretary and in-charge of Communication Department. Ajay Maken.
Maken said even former Prime Minister Atal Bihari Vajpayeeji said at the time of Gujarat riots that he failed to implement a ‘Raj Dharma’.
“And not only Atal Bihari Vajpayeeji at that time, but even as recent as this month only the Goa Chief Minister Manohar Parrikar has said that the 2002 riots is a result of failed Gujarat model of governance. So, we are not only saying so, but his own party leaders, fellow Chief Ministers are saying so,” said Maken.
“But using a riot wherein thousands of people died, using an analogy drawing parallels the way he has done is something which shows his mindset and this is totally against the idea of India which we strongly condemn,” he added.
In an exclusive interview to Reuters news agency at his official residence in Gandhinagar, Modi said: “People have a right to be critical. We are a democratic country. Everyone has their own view. I would feel guilty if I did something wrong. Frustration comes when you think ‘I got caught. I was stealing and I got caught’. That’s not (what happened in) my case.”
The Gujarat Chief Minister, who was very recently appointed the BJP’s campaign committee chief for the 2014 Lok Sabha polls, described himself as a Hindu nationalist because he was a born Hindu.
“I am nationalist. I am patriotic. Nothing is wrong. I’m a born Hindu. Nothing is wrong. So, I am a Hindu nationalist so yes, you can say I am a Hindu nationalist because I am a born Hindu. New Delhi, July 12 (ANI): The Core Group of the Congress which met here today to discuss the creation of a separate Telengana State, has communicated the outcome to the Congress Working Committee, the party’s highest decision making body, which will now take a final call on the issue.
Congress General Secretary Digvijay Singh, who is in-charge for Andhra Pradesh, today said a decision will be taken in the working committee meet.
He said the party had held wide consultations with all political leaders and the Core Group had heard Andhra Pradesh Chief Minister Kiran Kumar Reddy, PCC chief Botsa Satyanarayana and Deputy Chief Minister Damodar Rajanarasimha on the issue.
“Congress Party has held widest consultations with all political parties, with all leaders and finally the Core Group has now met the Chief Minister, the Deputy Chief Minister and the PCC President before taking a final view. And therefore now, the Congress Party will call the working committee and take a decision,” he told the media here.
Digvijay Singh yesterday said that the Centre has to consult UPA partners and opposition parties, as the decision might require amendments to the Constitution.
Prime Minister Dr Manmohan Singh, Congress President Sonia Gandhi and other senior Cabinet ministers and leaders from the ruling party’s attended the core group meeting.
Union Home Minister Sushil Kumar Shinde earlier on Wednesday said the consultations on the demand for a separate Telangana were still on and it would take time for arriving at a decision.
“How can I make a comment on the core group’s plan? There is a high command which will take a decision,” he said, when asked whether a decision was expected from the Congress Core Group.
Congress MPs from Telangana have so far accused the Centre of following what they call a ‘one-step-forward-two-backward’ approach when it comes to addressing their demand for a separate state.
The Centre’s flip-flop over the issue began in December 2009 when the then Home Minister P. Chidambaram promised the formation of a new state only to go back on it after a few days.
The issue was later pushed before a committee headed by Justice B.N. Srikrishna. This panel did not come up with a tangible solution, but instead presented six options.
These included the creation of a Telangana Regional Council within Andhra, bifurcation of the state into Telangana with Hyderabad as the capital and Seemandhra with a new capital; bifurcation of the state into Seemandhra and Telangana after making Hyderabad a Union Territory; bifurcation of the state into Seemandhra and Telangana with enlarged Hyderabad metropolis as a Union Territory; bifurcation of the state into Rayala Telangana and Coastal Andhra; and maintenance of status quo.

IMPHAL, July 12: Two class 7 students of Standard Robarth Higher Secondary School, Canchipur in Imphal have gone missing.
A sit-in protest was organised in front of the school main gate on Friday demanding the authorities to trace the boys and return to their respective parents.
Teachers, non-teaching staff and students of the school took part in the protest. They condemned acts like kidnapping and recruiting of young students by underground organizations, but the protesters did not authentically say the missing case of the two students was kidnapping.
Mutum Nongpoknganba, son of M Imotomba of Bashikhong Kitana Panung in Imphal East district had left home for a morning walk on July 4, while Puyam Johnsana, son of P Mongyamba of Khurai, also in Imphal East had left home on June 23 morning. Since then, the duo is still untraceable.
The two young boys are said to be intimate friends.
A student demonstrator at the protest site appealed to all concerned to secure release of the duo adding she hates abduction of students for any sort of purpose.
They also held placards that read like “The Government must get the two school boys freed immediately” and “Do not let minors to join underground organizations.”

Naga Peoples Movement for Human Rights (NPMHR), United Naga Council (UNC) and Naga Women Union (NWU) have made their stands public today in this connection.
In a separate statement signed by Dr Gina Sangkham, Secretary General of Naga Peoples Movement for Human Rights (NPMHR), it appreciates the initiative of the Forum for Naga Reconciliation (FNR) for the proposed provisional formation of a Naga National Government (NNG) constituting Naga “national political” groups. NPMHR believes that formation of such a national level government would enhance the reconciliation and peace efforts among the Nagas. NPMHR earnestly urges all the conscious Naga National political groups to sincerely work together in achieving our common vision which is based on the historical and political rights of the Nagas, Dr Gina Sangkham said.
NPMHR is also concerned by the various instances of social unrests affecting the normal lives and even the livelihood of the people. Such incidences and events are indicative of the breakdown in the social fabrics which do not in any manner contribute to the progress of the Naga society, the statement added.
The need of the hour for the Nagas in progressing toward the common vision is to uphold our social and political values which have been the foundation of the Naga society, Dr Gina Sangkham said.
Also endorsing the initiative of the FNR, the UNC and NWU in a joint statement said, “While reiterating our support for the continuous engagement of the Forum for Naga Reconciliation(FNR) in the journey of common hope for a reconciled Naga people, the United Naga Council and the Naga Women’s Union, through this joint statement , welcomes the statement of the FNR dated 7th July 2013 that called for a
structural framework in the form of a provisional Naga National Government, (NNG) as agreed upon in the historic “Naga Concordant,” signed on 26th of August, 2011.”
According to UNC and NWU, the principles that would uphold the NNG as enunciated in the FNR statement engenders optimism and hope for the future that the Naga people will share together in its most enlightened form. It is our appeal to all the Naga political groups to be proactive & forthcoming in this common agenda. “It has our wish that such an arrangement will come into place at the earliest possible time,” the UNC and NWU stated.
On July 7, the FNR had said the structural framework in the form of a provisional Naga National Government (NNG-Provisional), as agreed upon in the Naga Concordant, is required to be accommodative of all Naga underground groups, according to Forum for Naga Reconciliation (FNR).
Naga National Government (NNG) is a term coined two years ago which is a proposed common government to be formed by all the Naga underground organisations.
This statement of the FNR came after it had convened another round of Naga reconciliation programme at Chiangmai in Thailand recently involving Naga underground organisations.
The Forum for Naga Reconciliation had said it made that call after five years of continuously forming relationships, discerning challenges and dilemmas, overcoming deadlocks, developing trust, discovering common ground, and learning the various perspectives and positions of the Naga political (underground) groups.
“In order to strengthen the Covenant of Reconciliation and move forward together, structural transformation shaping a reconciled political reality within Naga society is needed. This imperative is more urgently felt in light of the present circumstances,” the FNR had stated.
“The structural framework in the form of a provisional Naga National Government NNG (P), as agreed upon in the Naga Concordant, is required to be accommodative of all Naga Political Groups. This is in the common cause of pursuing in a united effort our shared historical and political rights and creating a dignified and peaceful society,” it stated.

Two days ago, Manipur home minister Gaikhangam had stated that no Kuki state or for that matter, Manipur state will not be carved out for any ethnic community and for their separate territory.
On Thursday, the KSDC said the historical facts and legitimate political rights and aspirations of the Kukis for self-determination to under the constitution of India in the ancestral lands which our fore-fathers protect from the colonialists will continue.
“The Kuki people never encroach nor demand any lands/territories of other but want to the redrawn the artificial political boundaries which was appended with Manipur without the consent of the landowners-The Kukis. Historically/politically, the Kukis never signed any agreement with Government of India nor the Government of Manipur for the integration or disintegration of Manipur and else.The Kuki State Demand Committee has been pressuring the Government of India and Government of Manipur to hold dialogue with the Kuki UGs as SoO was signed in 2008 to raise the vexed Kuki political issue,” the KSDC said and questioned, “If not, why was the Government to sign Suspension of Operation (SoO) with Kuki undergrounds ? Or is the Government agenda to the returned of the hard earn peace in Kuki areas to keep at bay?”
The KSDC and the Kuki people will continue our struggle for political self-determination under the Indian constitution democratically based on non-violence people’s movement till we governed in our ancestral land, it pledged.
The KSDC then appreciates the mass support during the 36 hours general strike(5.00am of 8th July to 5.00pm of 9th July) and 48 hours Economic Blockade(5.00pm of 8th July to 5.00 pm of 11th July,2013) in all the Kuki dominated areas of present day Manipur and in all the life lines of Manipur passing Kuki areas.
“The Kukis have no future in the present state of affairs in present Manipur state -no security of life and liberty(the Kuki genocide of the 1990s,the planting of land-mines in Kuki areas killed and maining many innocent Kuki villagers and mass raping of women in the 2000s).Deprivation/segregation of the Kukis and its territories for development .Time to time interference of the state Government in the affairs of the kuki unit of governance ie.the village by enacting different acts through state administrative mechanism which is against the rights guaranteed by the constitution to the tribals(Kukis).The Kukis wants full protection by the constitution of India in their affaires nothing more nothing less in the form of Kuki State,” the KSDC stated.
It then stated that the statement of some politicians of the state by way of intimidating the people movement will never be cowed down the aspirations of the Kukis for self-determination rather will be added fuel to the fire as the people know their legitimate rights.
“The scarificial minds of the people by coming out on the street in support of the general strike called is a testimony to be stated.Rather than mudsliging,expediate process for political dialogue with SoO groups and adress the Kuki political issue which will be panacea for all the stake holders or else peoples’ movement will continue,” it affirmed.

Th Manorama Memorial Charitable Trust, Bamon Kampu and Apunba Lup organised a function marking the anniversary at Bamon Kampu Community Hall where leaders of several social organizations were also present.
Manorama, a 32-year-old woman from Bamon Kampu Mayai Leikai was arrested from her residence by troops of 17 Assam Rifles on the night of July 10 and was later raped and brutally killed by the paramilitary force on July 11, 2004. Her body was found dumped near Ngariyan Mapao Maring village.
Addressing the function, KT Rahman, advisor, All Manipur United Clubs’ Organisation (AMUCO) called for a joint struggle to repeal Armed Forces (Special Powers) Act, 1958 from Manipur.
Rahman said Prime Minister Manmohan Singh had called this as a Draconian law.
Irom Chanu Sharmila is now on fast for more than 12 years demanding revocation of AFSPA, he said, adding, “We need to take up forceful movement to withdraw the controversial Act, but so far it remains enforced in the state.”
Pandam president Yumnamcha Dilip said AFSPA has killed scores of people and raped many women in the state and the world knows it well.
Social worker, Thounaojam Iboyaima, co-ordinators of Apunba Lup Phunindra Konsam, Sunil Karam and Ayekpam Langdon Leima shared the dais at the occasion.

Health and Family Welfare minister Phungjathang Tonsing, Family Welfare Director Dr O Ibomcha, Health Services Director Dr A Bijoy, senior consultant Dr G Nabakanta attended the function organised by Directorate of Family Welfare Services in collaboration with National Rural Health Mission, Manipur.
Tonsing said the family welfare programmes being taken up by the Government in the country aims to control further explosion of population and this are not done to harm any religious group or community. He said, “To make a happy family, we have to make policy. A good family has great roles to make a good state or a good country.”
Tonsing said “Small Family, Happy Family” is the slogan of the World Population Day 2013 and made a fervent appeal to all the communities to have child with limitation by keeping in mind to make the world a happy place. A public rally participated by hundreds of people was also organised in connection with the World Population Day. New Delhi, July 11 (ANI): The juvenile justice court said Thursday that it would pronounce its verdict on July 25 on the role of the teenager accused of brutally Delhi bus gang raping a paramedic student on a running bus on December 16, 2012, that left the nation outraged and shocked. The teenager, who was 17 years old at the time of the crime, is being tried by the Juvenile Justice Board and has pleaded not guilty, but if convicted, he faces a maximum of three years in juvenile detention.
“The judgment has been given, but it was not pronounced in the open court. It is in a sealed envelope. When we get access to it, only then can we let you know. The court has directed us, as well as the media, not to share the merits and details of the verdict, whether he is acquitted or convicted. The verdict has been given in one case, and in the other it would be pronounced on July 25,” said Rajesh Tiwari, counsel for the Juvenile Justice Board in New Delhi. According to the case filed by the police, the juvenile was the most brutal of the six accused during the rape and people have demanded severe punishment for him despite his juvenile age.
The December 16 attack, in which a 23-year-old physiotherapy student was allegedly beaten, raped and tortured with an iron rod by six people on a moving bus in New Delhi, sent thousands people onto the streets to protest over an increase in crimes against women.
The woman died from her injuries two weeks later at a hospital in Singapore where she had been flown for treatment.
Criminal proceedings against four men are in progress in a special fast-track court and their trial is expected to end later this month. One of the defendants was found dead in his prison cell in March, while the other four could face the death penalty if found guilty.

In order to focus attention on the urgency and importance of population issues in the context of overall development strategy, 11th July is observed as World Population Day, every year since 1989. Theme for this year is, ‘Adolescent Pregnancy’, in the hope of creating a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled.
Adolescence is a decisive age for girls around the world. What transpires during a girl’s teenage years shapes the direction of her life and that of her family. For many girls in developing countries, the mere onset of puberty that occurs during adolescence marks a time of heightened vulnerability: leaving school, child marriage, early pregnancy etc. Adolescent girls are less likely than older women to access sexual and reproductive health care, including modern contraception and skilled assistance during pregnancy and childbirth. Many are poor, have little control over household income, have limited knowledge about sexual and reproductive health issues, and lack the ability to make independent decisions about their health.
Adolescent pregnancy brings detrimental social and economic consequences for a girl, her family, her community and her nation. Many girls who become pregnant drop out of school, drastically limiting their future opportunities. A woman’s education is strongly correlated to her earning potential, her health and the health of her children. Thus, adolescent pregnancy fuels the intergenerational cycle of poverty and poor health. The younger a girl is when she becomes pregnant, whether she is married or not, the greater the risk to her health. Married adolescents may feel social pressure to bear a child and thus not seek family planning services. Unmarried adolescent girls face a different type of social pressure of fearing judgment or dealing with a socially-unacceptable pregnancy.
About 16 million girls under age 18 give birth each year. Another 3.2 million undergo unsafe abortions. Almost 90 per cent of the pregnant adolescents in the developing world are married. But for many of these girls, pregnancy has little to do with informed choice and is often a consequence of discrimination, rights violations (including child marriage) or inadequate education.
Adolescent pregnancy is an important health issue with the youngest mothers facing higher risk of maternal complications, death and disability along with their children. It is also an issue of human rights with the adolescent pregnancy often resulting in an abrupt end of childhood, a curtailed education and lost opportunities. So, we must provide all adolescents with age-appropriate, comprehensive education on sexuality.
This is especially important to empowering young women to decide when and if they wish to become mothers. In addition, we must provide comprehensive sexual and reproductive health services that cover family planning and the prevention and treatment of sexually transmitted infections, including HIV. Maternal health services that women need must be guaranteed.
Adolescent pregnancies put newborns at risk. The risk of death during the first month of life is fifty percent higher among babies born to adolescent mothers. The younger the mother is the higher risk for the baby. Fifteen per cent of all unsafe abortions in low- and middle-income countries are among adolescent girls aged 15-19 years. In 2008, there were an estimated 3.2 million unsafe abortions in developing countries among girls aged 15-19 and adolescents are more seriously affected by complications than are older women. Unsafe abortion is responsible for about 13 per cent of all maternal deaths, with adolescents disproportionately affected.
Young people aged 15 to 24 accounts for 41 per cent of new HIV infections worldwide. Adolescent girls are at far greater risk of contracting HIV than adolescent boys. Young women make up 64 per cent of all new infections among young people worldwide.

According to 2001 census data, there are 225 million adolescents, which comprise nearly one-fifth (22%) of India’s total population. Of the total adolescent population, 12% belong to the 10-14 years age group and nearly 10% are in the 15-19 years age group. This age group comprises of individuals in a transient phase of life requiring nutrition, education, counseling and guidance to ensure their development into healthy adults. Following data on adolescents from various national surveys call for focused attention with respect to health for this age group;
· More than half of the girls in the 15-19 age group are anaemic – 56% (NFHS-3)
· Over half (58%) of Indian women are married before they attain 18 years of age (NFHS-3)
· 16% of girls aged 15-19 have already begun child bearing and 12% have had a live birth
· Only 14% of women in the 15-19 age group have received complete ANC
· 62% of currently married adolescents have had complications during pregnancy 52% of women in the 15-19 age group have delivered at home
· 8.3% of all pregnancies in this age group result in spontaneous abortions
· 45% of all maternal deaths take place among the15-24 age group and Neo-natal Mortality Rate(NMR) is as high as 54/1000 among those in the age group of 15-19 years.
· Neo-natal Mortality Rate among rural adolescents is as high as 60/1000.
· 50% higher risk of infant deaths among mothers aged below 20 years (NFHS-3)
· Only 66.2% of pregnant girls below 20 years of age have been given or purchased iron and folate tablets as part of antenatal care (NFHS -3)
· 6000 adolescent mothers die every year due to anemia (NFHS -3)
· 47 per cent girls in this age group are underweight (NFHS -3)
Accordingly Government of India has accorded priority to Adolescent Health in the RCH-II programme. The Programme Implementation Plan (PIP) of Adolescent Reproductive and Sexual Health (ARSH) focuses on reorganizing the existing public health system in order to the service needs of adolescents. Steps are being taken to ensure improved service delivery for adolescents during routine sub-centre clinics and ensure service availability on fixed days and timings at the PHC and CHC levels. Outreach activities in tune with this have also been initiated in some states. A core package of services includes preventive, promotive, curative and counselling services. Adolescent-friendly services are to be made available for all adolescents – married and unmarried, girls and boys – during the clinic sessions, but not denied services routine hours. All States have incorporated this into their State PIPs. There are close to 3000 adolescent friendly health clinics across District Hospitals, CHCs and PHCs. Efforts are underway to ensure availability of trained staff at these clinics as well as in routine OPDs. Medical Officers and ANM/LHV/Counsellors have been trained on offering adolescent friendly health services across the country. This network needs to be expanded and strengthened to increase access to quality services for adolescents.
The Ministry of Health & Family Welfare has also rolled out a new scheme for the Promotion of Menstrual Hygiene among Adolescent Girls in the age group of 10-19 years in Rural areas. This programme is aimed at ensuring that adolescent girls (10- 19 years) in rural areas have adequate knowledge and information about hygiene and the use of sanitary napkins. This scheme has been launched in 25% of Districts in the country i.e. 152 districts across 20 States in the first phase.
Further, the School Health Programme has been launched to address the health needs of school going children and adolescents in the 6-18 year age groups in the government and aided schools. This is the only public sector programme specifically focused on school age children. Its main focus is to address the health needs of children, both physical and mental, and in addition, it provides for nutrition interventions, promotes physical activities and counseling. This preventative and curative service provisions have long fetched dividend in the future MCH and RCH profile. Components of School Health Programme include screening and early management of disease, disability and common deficiency, supplementation, health education and health promoting schools. Health service provision through screening, health care and referral specifically for general health, assessment and follow up of Anaemia /Nutritional status, visual acuity, dental check up, common skin conditions, heart defects, physical disabilities, learning disorders, behavior problems. Basic medicines are being made available for common ailments prevalent among this age bracket. Bi-annually supervised schedule for de-worming, as per national guidelines is being followed. Fixed day immunisation coupled with education about the issue, as per national schedule has been included in the package of service. Referral service connectivity from primary, till super specialist health facilities has been initiated.
To conclude, the actions to meet adolescents’ sexual and reproductive health needs would protect their rights and help prevent girls from having too many children too early in life, which threatens the health of mothers and children and strains young families’ limited resources. Preventing unintended adolescent pregnancies and investing in girls’ education, health and rights have powerful ripple effects in other areas of their lives. Educated young women offer a powerful boost to their families’ well-being, contributing to increased household income and savings, better family health and improved opportunities for future generations.
