DIMAPUR, July 1 NNN  : All the activities in in the whole of Nagaland was severely affected today following the (NSF) sponsored 12-hour bandh in ‘Naga areas’.
Dimapur and Kohima wore a deserted look today However, no untoward incident was reported anywhere due to the NSF bandh.
The bandh from 6 am to 6 pm was imposed by the NSF expressing resentment against the incessant clashes and killings amongst the underground factions, imposition of illegal taxation by the Naga undergrounds, against all arbitrary harassment and threatening the lives of innocent civilians and also the recent attempt on life of federation official.
The NSF has also taken strong exception to the life attempt on one of its functionary Christopher Angami by one of the cadres of a Naga underground outfit in Kohima.

Imphal, July 1 : In an effort to reach out the Ex-Servicemen of Bishnupur District the security Forces of Loktak Brigade of Red Shield Division organised an Ex-Servicemen Rally at Ningthoukhong on 30 Jun 13. The function was attended by 90 Ex-Servicemen and Veer Nari’s from various part of Bishnupur District. The aim of the Ex-Servicemen Rally was to acquaint the Ex – Servicemen with the various existing and upcoming policies of the Govt of India, Min of Defence for betterment of Ex – Servicemen and redressal of grievances of the Ex – Servicemen.
The Brigade Commander, Loktak Brigade stated that the year 2013 has been declared “The Year of Veterans” and in the process, the Army would endeavour to go the extra mile and look into the difficulties faced by them. The Commander interacted with the Ex–Servicemen, to acquaint himself with the multiple issues being currently faced by them.
Speaking on the occasion, Brigade Commander, said that these rallies are held every quarter to sensitise the Veer Naris and Ex-servicemen of what new schemes are now available to them besides giving an update on the progress of matters that have been brought to the notice of the Army during the previous Ex-servicemen rally. It is also meant to give an excellent platform for redressal of their pending grievances.
The Ex–Servicemen rally is indicative of the excellent camaraderie and bonhomie that exists between soldiers, of the past and present.
The Commander exhorted all the Ex–servicemen to motívate all able bodied youth to join the Army and Assam Rifles to contribute their services to the mother land as also earn a respectable living. The next Ex-servicemen rally is scheduled to be held sometime in September 2013, the Commander added. A medical camp and a CSD counter was also made available to the attendees.

Imphal Jul 1 UNA : India government could not provide concrete information regarding the implementation of provisions of the agreement signed between government of India and the Maharaja of Manipur in 1949 regarding the merger of Manipur into Indian union.
Any of the ministry concerned of the government of India could not provide the information he has sought through the RTI even though the Central Information Commission (CIC) has directed to provide the information within a stipulated time given by the CIC, alleged the appellant Dr Th Suresh .
The RTI activist from Manipur Monday announced that he would knock at the door of the Supreme Court for justice against Union government unable to provide the information he has sought under the Right to Information Act (RTI).
Dr Th Suresh Singh, a resident of Imphal’s Keishamthong Leirak said that he had applied to the Prime Minister’s Office (PMO) and Union home ministry seeking information regarding steps taken up by the government of India for fulfilling the obligation contained under Article VIII(3) of the agreement signed between the Governor General of India and the Maharaja of Manipur on March 21, 1949 under RTI Act.
As per the Article VIII (3) of the agreement, government of India would provide jobs to the youths of Manipur from time to time.
If the government of India implemented this provision of the agreement, Suresh applied for providing information with specified steps taken up by the government of India for employment of Manipuris in various branches of public services as per a provision of the agreement with the details of the employment of Manipuris in those public service branches.
As he could not get the information for his applications filed to the PMO and MHA on May 8, 2012, he appealed to the Central Information Commission (CIC) on August 10, 2012 who directed the concern ministries to provide the information within a month time.
However, instead of getting the information he has sought, he got a copy of the merger agreement of 1949, however, not the specified information regarding the implementation of the Article VIII (3) of the agreement.
In an intimation received by the RTI activist from the CIC, New Delhi, the information which the appellant sought was not available with any of the concern department which the CIC has directed to provide.
Even the Union ministry of home affairs, in reply to the information sought, stated that “there was no intention to hide any part of information available with the Central Public Information Officer (CPIO) of ministry of home affairs as the specified information required by the appellant is not available with the concerned CPIO.”
Not satisfied with the reply received from the concerned authorities of the Union government, Dr Suresh said that he would file a petition to the Supreme Court within this current month for justice in this regard.
BJP has agreed to provide all necessary assistance to proceed with the court proceedings he said.

IMPHAL, July 1 MNS NNN: Manipur police has started grilling the four arrested Indian Reserved Battalion (IRB) personnel for posting a video of a couple having sex at the restricted Khuga Dam in Manipur south district Churachandpur.
Deputy Chief Minister of Manipur Gaikhangam today told the state assembly that the police have started taking action against the four personnel of India Reserved Battalion (IRB) involved in a sex tape video scandal in Churachandpur district .
Mob stormed into the Churachandpur police station yesterday demanding the four arrested IRB personnel to be handed over to them.
The married couple were having private moment in the restricted area last month when the IRB personnel reportedly caught them after taking the video through their mobile phones. Later, the video was posted on the internet.
On Monday, Gaikhangam said a case has already been registered with the Churachandpur District Police Station against the four IRB personnel in connection with the incident after being placing them under suspension before taking into custody.He said, “They are now being grilled by the police.”
They will not be spared if found guilty by the law.
He described the incident as a criminal act that was seemingly intentional.
After the video was found uploaded on the social networking sites, angry local residents of Churachandpur town stormed the district police station and attempted to torch it on June 30. But the police defused the situation by using heavy tear gas shells to quell the protesters.
The security force personnel were identified as Th Chaoba Singh, 47 of Khonghanbi, Thoubal; Ningthoujam Dokendro, 43 of Shyam Chirag Mayai Leikai; T Sonlian Tungdim, 26 of Mata; and Nengsuanmung, 35 of Sahei Road New Lamka.
Gaikhangam said it was a dastardly act and we all should condemn it. He appealed to help in restoring peace at Churachandpur.
UNA adds the Naga People’s Front stated that it would be wise of the Home Minister to accept moral responsibility as the state sponsored violence that was witnessed yesterday (June 30) at Churachandpur and tender his resignation for the sake of justice and for honoring the Country’s democratic principles.
That, the conduct of IRB personnel in capturing a couple fully in nude and disseminating the clip is telling enough of the degrading morale within the state forces. And the subsequent events of unleashing bullets on the general public by the state police substantiate it all the more.
That, nothing less than the resignation of the state Home Minister would justify the bullet wounds suffered by four (4) youths, one of which is still in a very critical condition, and the hell of bullets that was rained upon the public in the name of controlling a mob added the press release.
Police high-handedness of the state made its ugly appearance at a time when it is least expected a time when the people had tasted a sense of peace after embroiling under decades of insurgency.
It is heart wrecking to witness that the people are far from foregoing the bullets unleashed from the state’s barrel stated the release.

Sixteen motions were raised by members of the House seeking that Preschow be elected as Deputy Speaker. As there was no other candidate he was elected unanimously.
Speaker Th Lokeshore announced the election of MK Preshow Shimray as Deputy Speaker Chief Minister O Ibobi Singh and opposition leader Dr I Ibohalbi of Trinamool Congress escorted Preshow to his chair after the Speaker made the announcement regarding election of him for the post.
Born on April 5, 1966 at Poi Village in Ukhrul district, MK Preshow was elected from Chingai Assembly constituency of Ukhrul district where he contested as Congress nominee. He defeated his nearest rival NPF candidate Dr Kashim Ruivah in the state Assembly election held on January 28, 2012.
Addressing the house after the election chief minister Ibobi Singh expressed hope with strong confidence that the newly elected Deputy Speaker of the house MK Preshow would render his duty without having any favouritism.
“I hope that Preshow will serve the post of Deputy Speaker as a neutral body without any biasness”, he said.
Opposition leader Dr I Ibohalbi hoped that Preshow would serve the post regardless of party.
Observing that there has been a tradition of choosing the post of Deputy Speaker from among the members of the opposition bench, he added, however, oppositions felt that Preshow would discharge his duty as Deputy Speaker of the house keeping behind party line.
As the oppositions have full confidence with Preshow of serving the post without any bias, they felt that there have no differences in putting up the ruling member to the post.
Speaker Th Lokeshore praised the members of the house for electing Preshow unanimously as Deputy Speaker of the state Assembly which has been lying vacant since the 10th Manipur Assembly was constituted after the elections held in January 28, 2012.
The post of the Deputy Speaker has been lying unfilled for the past one or more years.
The House also paid obituary reference to Paolen Haokip former member and the members stood in silence for two minutes as a mark of respect to the departed soul. Chief Minister, O Ibobi presented report of the Business advisory committee seeking to extend the session which was scheduled to end today. There will be no sittings on July 2 and 3 and conclude on July 4.
Chief Minister also moved Manipur Appropriation Bills for consideration and passing. During question hour Th Debendra, Minister Revenue informed that there are five wildlife sanctuaries in the state covering 50 villages.
L Ibomcha today draised a call attention motion over water crisis and illegal use of water by drilling pipes. I Hemochandra Minister said efforts would be made to check theft of water.
Chief Minister Okram Ibobi assured that his government will consider age relaxation for candidates appearing in Manipur Civil Service Examination. Dr.I Ibohalbi said the examinations are not done regularly hence many aspiring candidates could not appear in the examinations due to age limit.
Dr Ng. Bijoy, Chairman of the Estimates Committee presented the 25th report of the Committee. The committee examined works done by various state government departments. Various recommendations were made by the committee based on the findings.

The four security personnel of the 1st IRB posted at Khuga Dam Post are T Sonlianhau Tungdim son of Ginkhanmang of Mata Village, Hav. New Delhi, June 30 : While women continue to demand for safety in Delhi, three Northeast girls were harassed by a CISF man at the IGI airport. On June 29 between 1pm to 2pm three girls from Northeast India were allegedly harassed by a CISF Constable, Ram Chander Chaudhury at IGI domestic airport. The three girls were harrassed by the constable while they were waiting for their siblings coming from Imphal to Delhi by Indigo flight which was to arrive at 1:30pm at the airport.
The girls told the North East Helpline that Ram Chander Chaudhury, a CISF constable came and asked us ‘Why are you sitting here for so long’ and when we replied we are waiting for a flight then he continued on asking unnecessary things ‘Which flight, show me your Identity card’.
“There were many people sitting near us, some have been sitting longer than us but Ram Chander Chaudhury didn’t ask anything from them. We were too shocked that he was targeting only us since we look different. He took advantage of our young age and different looks from the rest of other Indians sitting nearby us. His intention was to stalk us as he was roving his eyes all over our bodies while abusively demanding to show him our identity cards,” the three girls said in tearful eyes.
Dr. Alana Golmei, General Secretary of NE Helpline said, “They are my nieces and I was also standing few metres away from them along with my cousin sister when the incident happened. One of my nieces called me on my phone and told me to rush to where they were being harassed by one CISF man, who was in civilian cloth. Then I rushed to the place where they were sitting. I immediately intervened and asked politely to Ram Chander Chaudhury what was it all about and he angrily replied he was doing his duty according to the order of CISF Vigilance. When I requested for the standing order he tried to persuade me to go with him and see from his office. I insisted him to bring the standing order of CISF
(any order that says one should not sit in IGI domestic airport for more than one hour). Meanwhile I also spoke to another person from Ram Chander’s phone and the man on phone said the same thing that they were vigilance personnel of CISF and that he saw nothing wrong on the behaviour of Ram Chander. Later, another CISF official whose name was R.S. Sharma appeared along with Ram Chander. He was trying to justify on behalf of Ram Chander saying that there was no harm in asking for their Identity cards and added that the girls could have just showed it which further appalled me”.
Inspite of repeated calls to the concerned authorities and central government regarding the discrimination and harassment of Northeast community residing in Delhi and NCR region no visible action has been taken up so far.
The North East Helpline strongly urged the Ministry of Home Affairs (Govt of India) and any concerned authorities dealing with CISF Vigilance at IGI airport to take strong action against Ram Chander Chaudhury for harassing and stalking the three NE young girls on June 29 2013. This is not the first time, there were many unreported incidents in the past where NE community were harassed by the security personnel and airline officials as well in IGI airport, New Delhi.
The North East Helpline also sought clarification from the concerned authorities whether there is such rules imposed to people who look different especially the Northeast community to be harassed in this way. And this incident happened while Ram Chander Chaudhury was carrying out his official duty, therefore, we appeal to the concerned authorities to be answerable for the said matter at the earliest.

The two young men were from Markundal village. The incident also saw an immediate protest by the locals who allege that the firing was unprovoked.
Later while addressing mediapersons over the incident, the General Commanding Officer (GOC) of the army’s Victor Force, Major General R. R. Nimbodkar expressed his condolences to the bereaved families.
“We deeply mourn their demise and loss of lives. And through you I want to convey our deep condolences to the bereaved families. Secondly, we are investigating the details of the incident. I can assure you if any wrong doing emerges, appropriate action will be taken,” he said.
Reportedly, one youth was killed by army firing while another one was killed when army allegedly opened fire when the crowds intensified their protests later on.
While the locals are reportedly alleging that the firing was uncalled-for, the army are denying it tooth and nail.
Nimbodkar also confirmed that the army and the police were conducting joint search operations to nab militants hiding in the area.
“I can only say this was a joint operation between the police and us. There were inputs about the militants in this area. For the rest of the things, we will do the detailed investigation and then we will come out with the facts. And if there is any issue, we will definitely take action,” he said.

Imphal Jun 30 UNA : Issue visa on arrival to Myanmar nationals coming to Manipur through Moreh, particularly those coming for medical treatment is likely to begin from August this year.
On receipt of a green signal to begin the issuance of the visa on arrival to the Myanmar nationals from August from the Union ministry of home affairs, a high level official team of Manipur government has inspected the infrastructures being developed at Land Customs office complex at Moreh where the visa on arrival office is to be opened.
The official team inspected the Land Customs office to check necessary requirements to facilitate the visa on arrival on Saturday. The team led by principal secretary (commerce and industries) O Nabakishore has taken stoke of the infrastructure being developed for running the office, said an official who took part in the inspection tour.
The team would submit a report regarding the necessary modifications and repairing works being taken up prior to the functioning of the visa on arrival office, the source added.
The works for development of infrastructure were being entrusted to some departments under the Manipur government even though the BSNL has been entrusted with the task of laying optical fibres to provide internet facility round the clock to the visa office.
The National Informatics Centre (NIC) would provide computers that can be used for 24X7 services besides installing facilities for internet connectivity, while the state home department is taking responsibility for providing security.
Union ministry of external affairs has recently given its approval for opening a visa-on-arrival office near at Land Customs office complex after the Centre had cleared the desk for opening the office at Moreh, considering specially for the Myanmar nationals seeking medical treatment in hospitals in Imphal.
An immigration office too would be opened at the same complex which is located very close to the international gate no.2 at Moreh, the source said
Necessary immigration process for Myanmarese nationals coming to Manipur would be handled by state police to be supervised by an inspector.
The Union Ministry of External Affairs has given clearance to issue visa on arrival to patients from Myanmar on May 23 last after a meeting between Harsh Vardhan, MEA joint secretary and Manipur government representatives led by state principal secretary (commerce and industries) O Nabakishore Singh.
The Centre has further agreed to provide hardware and software for enabling processing of visa through online application in collaboration with national information centre.
After completion of the Integrated Check Post at Moreh, the immigration office and visa office would be shifted there.

Imphal Jun 30 UNA : A 14-year rape victim who is bearing the brunt of her earlier ill-fated incident was again gang-raped by six persons after being abducted on the same day on which a massive rally was carried out in Imphal to protest against violence against women in Manipur.
The victim girl alleged that the alleged accused of earlier rape case who is on bail after police arrested on the rape charge was among the six rapists.
Following a complaint lodged by the mother to the police, a medical check up was conducted to the victim girl on Sunday at forensic department of RIMS hospital. She was gang-raped by the six persons Saturday afternoon.
In March this year, the 14-year girl studying in Class-IX was allegedly raped by one Naorem Pritam in her own house at Nongmeibung Purana Bazar, Imphal East taking advantage of her loneliness. Since the ill-fated incident, she has been staying at her mother’s parental home at Imphal’s Kakhulong for treatment.
According to her mother, the girl was yet to return to normalcy after the March ill-fated incident which the case is pending in the court.
Her rapist has been out from jail after getting bail.
Narrating yesterday’s ill-fated incident, the victim girl told media persons today that she was abducted by five persons who came on a Bolero brand vehicle from the way to a shop at Kakhulong, around 4 pm.
In the vehicle, they gagged her mouth with a adhesive besides blind folding and took her to an under construction building where they freed her from blind-folding where she found her earlier rapist there.
Inside the building, she was tied on a pillar with rope. They dragged her cloths and raped her one by one, she cried.
After the gang-rape, the petticoat of the girl was burnt down in front of her saying that her last day has come. They also poured down cold drink on her head.
Taking the advantage of the leaving the six persons, she managed to free herself from tying and left the place to unknown direction.
She realized the way to lead her house after seeing the house of a Maibi (priest) who is treating her after her earlier ill-fated incident, the victim girl went on to recall.
Soon after she reached her home, she was immediately rushed to the RIMS hospital. Her mother has also lodged a complaint with the Imphal city police who conducted a medical check-up to confirm whether she was gang-raped.
Leaders of various women bodies, who paid a visit to the victim girl today at RIMS hospital, demanded immediate booking of the culprits.

During the function, the participants reaffirmed the common brotherhood and solemnly pledged to work hand in hand in happiness and grief.
At the first get-together event, which will be held biannually, took several resolutions. The next get-together function will be held in Churachandpur district, they agreed.
It was attended by president of Siamsin Pawlpi (Paite tribe students), general headquarters, president of Tedim Chin Students’ Association (Chin tribe students), General Headquarters, president of Gangte Students’ Organisation (Gangte Tribe Students), General Headquarters, president of Thadou Students’ Association, general headquarters and president of Aimol Students’ Association, general headquarters. The participants also appealed to all those who could not present in the get-together function to take part in its next edition.

Imphal Jun 29 MNS/UNA : Suspected militants Saturday launched a failed bomb attack at a private school in Imphal which police suspect related with monetary demand from the school authority even though the principal of the school denied having serving monetary demand from any underground outfit.
The hand grenade was lobbed at the COMET English Higher Secondary School, Ghari in Imphal East in the early morning, around 6.30 am. It failed to explode.
Personnel of the state police bomb detection and disposal squad safely defused the Chinese made hand grenade and disposed off at an open place around 9 am.
This was the second time in which the militants attack the school with hand grenade in the recent time.
Decrying the bomb attack, students of the school staged a sit-in protest in front of the school campus with slogan “make education sector a free zone” by boycotting the class of the day.
Informing that today’s bomb attack was for the second time in the recent time, the principal of the school said that they had not received monetary demand from any underground organizations. It may be mentioned here that a group of KCP planted a bomb near the school gate of the school in January.
In a similar incident a bomb was found near the gate of Progressive English School, Wangjing Lamding under Thoubal Police this afternoon around 1.10 p.m.
Meanwhile public health engineering dept. workers and employees organization, Manipur expressed dissatisfaction as some persons hurled a hand grenade at the residence of EE, PHED Nongthombam Bipin of Khagempalli Panthak on June 27 around 7.15 p.m.
The workers also appealsed the concerned not to repeat such incident in future.

New Delhi, June 29 (ANI): Supreme Court Judge P. Sathasivam will be appointed as the next Chief Justice of India (CJI) after the retirement of the present incumbent Altamas Kabir.
President Pranab Mukherjee has given his approval to the appointment of Sathasivam as the next Chief Justice.
The 64-year-old Sathasivam joined as a permanent judge of the Madras High Court in January 1996. He was transferred to the Punjab High Court in April 2007, and became a Supreme Court judge on 21st August 2007.
Sathasivam, who will be the 40th CJI, will have tenure till 26th April 2014.
The incumbent Chief Justice who assumed office on September 29 last year, retires on 18th July.

Meanwhile a press release of Manipur Muslim Welfare Orgn. Said the govt. should stop atrocities on the students who have been launching democratic agitation for the implementation of ILP in Manipur.
The orgn. Condemned Manipur Police who beat up and torture students without any reason. The incident of June 18 may occur in the contest of ILP. The orgn will support the agitation being launched by ILP demand committee.
The present govt. should know the implementation of ILP during the British India.
