Violent attack on non locals will send a negative message, which may backfire. Tiny state Manipur, which is surrounded by hills on all sides must remain purely for Manipuris. There is nothing wrong with the demand to check entry of outsiders to Manipur. However if violent attack is carried out on the premise of protecting our land and people this will derail the fight for protection of Manipuri community. Any kind of killing carried out, be it, by the security personnel or underground elements should be condemned by all sections of the society. State Government will find uphill task in making attempt to protect non locals living in the alleys of Imphal and its outskirt areas. This is going to be an added problem to the already complex situation facing Manipur. Will all these non locals residing here and there be called out and herded at dharmashala or makeshift camp. But they need work and if they do not move out for doing work they will face starvation. Can our Government feed them forever? Manipur continues to face mindboggling problem every now and then. The bomb attack was launched meticulously when all the non locals have arrived in the room. It means a survey had been carried out prior to making the bomb attack perhaps to understand when they get cloistered in the room. It is likely similar attacks may be carried out at the rented house, where non locals are put up. This is revealed by the nature with which the attack was carried out. For fear of being attacked non local milk men did not carry out their duty at some areas of the state capital today. If the calendars also stop their duty who will press “our clothes” a man asked after hearing the news of bomb attack. It is time the state Government does something to solve the problem. We do not see the kind of incidents happening in Manipur in other parts of NE region like Meghalaya, Nagaland and Mizoram. Will the effective implementation of inner line permit system in Manipur check such kind of incidents? When a non local, who does the job of pressing clothes, was asked why they want to work here in spite of stiff of opposition to their prolonged stay by local people of the state, he said weather is good, payment is good so I want to stay here. In their own state they are treated as outcast. But here in Manipur there is no barrier between haves and have-nots. When we return home we are treated like heroes, they say. This is their side of story. There is clash of opinion between locals and non locals. Hence the call for immediate intervention by the Government of Manipur.

NPF says low budget for hill areas

IMPHAL, June 28 NNN: The Naga Peoples Front (NPF), Manipur State said the proposed Chakpi Multi-purposed Dam have affected many tribal villages and their lands would be submerged or displaced while ultimate beneficiaries will be non-tribals at the cost of the tribal people.
According to Athuan Abonmai, Manipur chief minister O. Ibobi Singh’s recent announcement to constitute a committee with a retired high court Judge to bring equal development to the hill areas is a blatant lie.
“How can the hill people expect a good thing from the Congress led Manipur government while their fundamental and constitutional rights were denied?” the NPF leader questions.
“Mr. O. Ibobi has stated that the hill people were the ones who misused the development fund of the hill area but we would like to know from the chief minister as to what funds and who had misused them?” the NPF also asked while further posing a question, “Mr Ibobi meant his Congress tribal MLAs or those un-mandated so called district council members?”
Posing a series of questions, NPF, Manipur State secretary Athuan Abonmai said, “What is the quantum of fund allocation for hill districts which is covering 90% of geographical areas of the state? How can a shoe string budget allocation of hill districts do any remarkable achievement in this vast hilly region? Besides, there is a provision of tribal sub-plan in each and every dept. through central funding. Where are all those fund gone? Who has been misappropriating those money? There is no any achievement from any dept. for tribal under tribal sub-plan except Tribal Development department Ibobi may lie but for how long will it last?”
Another discriminatory act of the Manipur government is the recently created/constituted Manipur Rural Development Agency (MRDA), pointed out the Naga party.
“That District Rural Development Agency (DRDA) is a centralised agency whose cannot be diverted/deducted by the state govt. That is why it has deliberately constituted the MRDA so that Manipur state govt. can divert fund meant for hill districts from DRDA. Moreover, it can be facilitating the valley based UGs to deduct DRDA fund of hill districts.
Since the handing over of DRDA to the District Council, the highly reputed agency DRDA is becomes farcical institution. No welfare schemes implemented properly and even the IAY which normally benefited for the poor villagers were totally misused by the so called councillors and distributed to their few selected relatives or dear and near one only. In the name of empowering to the un-mandated ADC Members, 25% of MGNREGS fund is also diverted. It is not empowering but depriving the tribal public in the hill districts of their due share,” the NPF, Manipur State said.

Early solution expected over land dispute in border areas : CM

IMPHAL, June 28 MNS NNN: Manipur Chief Minister Okram Ibobi Singh today admitted some boundary pillars on the Indo-Myanmar border have been misplaced due to being weathered.
Naoria Pakhanglakpa constituency MLA RK Anand from the ruling Congress party moved a calling attention motion in the House when he expressed prudence about the looming
lose of more boundary area in the Chandel district’s commercial hub Moreh that borders Myanmar.
He said the Government needs action with serious introspection to defend the border of Manipur as its boundary area has reportedly been shrunk adding it is not good news.
The construction of integrated check-post at Moreh has come to a halt with the Government of Myanmar telling the India side to stop it by claiming it as a disputed site, Anand said.
He said a risk persists now after Moreh Gate-1and 2 are being located inside the neighbouring country’s area and what’s more there is quite possibility that The Tamil Sangam Temple in the town will be added further into the border of the neighboring country in near future.
Anand said that it is never a right move of the Government to sit idle when the crucial issue of boundary comes up and it should also reveal its policy to address the issue in the interest of the public.
Responding to it, Ibobi admitted that some boundary pillars erected along Indo-Myanmar border have been found missing, saying it must have been due to being seasoned.
He said India and Myanmar has started establishing cordial relations after the Look East Policy.
The countries now are to conduct survey at Boundary Pillar-9 and the remaining are pillars 76, 91, 92 and 94, the Chief Minister informed the House.
The loss of pillars on the border must have been due to being seasoned, he said, adding the boundary dispute between the two countries is caused by pending demarcation on the border area.
The two countries have already conducted joint survey on the border thrice, Ibobi informed clarifying that the question of infringement of the Tamil Sangam Temple does not arise in the border dispute.
Ibobi further clarified that Mynamar has never asked the Indian side to stop the pillar construction works being taken up along the border but it has instead asked for a proper demarcation of the location to continue the works.
The Government is expecting an early settlement of the border dispute, Ibobi assured while affirming that there is no question of compromising the state’s boundary.
Deputy Chief Minister Gaikhangam today said efforts are on to open a passport office.

IMPHAL, June 27 MNS NNN : At least 10 volunteers of the student wing of the Joint Coordination Committee on Inner Line Permit System (JCILPS) were injured on Thursday after the police resorted to heavy lathi charge at them without warning after some 200 volunteers of the wing tried to storm Manipur assembly now in session pitching up its demand for introduction of ILP in Manipur.
They organised a protest rally demanding introduction of ILP in Manipur. The protesters coming from different sides first gathered in front of LMS Law College, Imphal at Chingmeirong. At the moment, a large number of police personnel arrived at the scene. They then lathi charged them heavily without warning, injuring 10 volunteers after a skirmish ensued between the two sides. One of the injured was admitted in Public Hospital Hatta here. The police again detained five student protesters, who were later freed, following the lathi charge that dispersed them in front of LMS Law College, Imphal.
Addressing the media shortly after the incident at the All Manipur Student’s Union (AMSU) office, JCILMS student wing convenor M Angamba condemned the Thursday’s police action against the student protesters.
He called upon all the political parties and the people of the state to join hands in the campaign for implementation of ILP system under Bengal Eastern Frontier Regulations, 1873.
Angamba also urged the state police not to harass the students protesting against non-implementation of ILP in the state saying they are not working and struggling for their own welfare but for all.
Since June 1, the state government has been on high alert keeping up tight and strict security measures to thwart any untoward incident arising out of the ongoing agitation.
With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state had ended last month, JCILPS had stopped visiting of non-locals (people from mainland India) to the state from June 1-5 and it had prevented the outsiders to enter into the lanes and localities of the state from June 6-15.
Representatives of JCILPS had met the Chief Minister, Chief Secretary and other Cabinet ministers on May 20 during which they had discussed seriously about the ultimatum served JCILPS to the Government to announce its stance on implementation of ILP system in the state, the committee’s convenor Sapamcha Jadumani had said.
He had also said that during the meeting the Government side called for withdrawal of the committee’s decision to stop non-Manipuris from coming to the state. Jadumani had lashed out at the Chief Minister O Ibobi Singh for allegedly being double standard and accused the Congress Government of ignoring the resolution of the state assembly with regard to introduction of the ILP system under Bengal Eastern Frontier Regulations, 1873.
The design to convert Manipur into a ‘hybrid state’ was never right and the integrity of the nation could only be protected only when there was ILP system, Jadumani had commented earlier this month.
