The main function was held at Khurai Salanthong.
The gathering paid floral tributes to the statue of the playwright. The function was also held in Assam.
The 13th death anniversary of Arambam Samarendra organized by Patriotic writers’ Forum Manipur was held today at Manipur Press Club Major Khul. Dr. Kh. Sorojini Devi, president Leikol and Prof. Jodachandra Sanasam president patriotic writers’ forum Manipur graced the occasion as chief guest and president respectively.
Lamabam Gojen spoke on Arambam Samarendra as a writer. A Kavi sanmelan was also held. Ten poets of Manipur delivered poems in the kavi sanmelan. Floral tributes were offered to the photo of late Arambam Samarendra.

In India, we have a pluralistic health care delivery system where the Government provides opportunity to every recognized medical system to develop and be practiced with a view to provide integrated and holistic health care services. That is why there is a peaceful co-existence of Allopathy with Ayurveda and Siddha, which are traditional and indigenous systems of medicine with Unani which originated from Persia and Homoeopathy which is from Germany.
AYUSH is the acronym for Ayurveda, Yoga & Naturopathy, Unani, Siddha & Sowa, Rigpa, and Homoeopathy. AYUSH systems of medicines are a group of Indian systems of medicine and Homeopathy. Ayurveda is the oldest system practiced since more than 5000 years, whereas Homeopathy is being practiced since last 100 years. These systems are being practiced in the country with diverse preferences of people and infrastructural facilities. Ayurveda is more prevalent in the states of Kerala, Maharashtra, Himachal Pradesh, Gujarat, Karnataka, Madhya Pradesh, Rajasthan, Uttar Pradesh, Delhi, Haryana, Punjab, Uttarkhand, Goa and Orissa. The practice of Unani System could be seen in some parts of Andhra Pradesh, Karnataka, Jammu & Kashmir, Bihar, Maharashtra, Madhya Pradesh, Uttar Pradesh, Delhi and Rajasthan. Homoeopathy is widely practiced in Uttar Pradesh, Kerala, West Bengal, Orissa, Andhra Pradesh, Maharashtra, Punjab, Tamil Nadu, Bihar, Gujarat and the North Eastern States and the Siddha system is practiced in the areas of Tamil Nadu, Pondicherry and Kerala.
Recently recognized Sowa Rigpa system of medicine is among the oldest surviving health traditions of the world with a living history of more than 2500 years. It has been in vogue and practiced in Himalayan regions throughout particularly in Leh and Laddakh (J&K) Himachal Pradesh, Arunachal Pradesh, Sikkim, Darjeeling, etc. Sowa-Rigpa is effective in managing chronic diseases like Asthma, Bronchitis, Arthritis, etc. the basis theory of Sowa-Rigpa is explained in terms of (i) The body and the mind as the locus of treatment; (ii) Antidote, i.e. the treatment; (iii) The method of treatment though antidote; (iv) Medicines that cure the disease; and lastly (v) Pharmacology. Sowa-Rigpa emphasizes the importance of the five cosmological physical elements in the formation of the human body, the nature of disorders and the remedial measures. There are few educational institutes of Sowa Rigpa in UP and Karnataka.
AYUSH services are provided by public, private and voluntary sector organizations and the range of their distribution varies from state to state. All these medical systems are being utilized in the national health care delivery system, each to its potential and availability in different parts of the country. Although “health” is a state subject, the Central Government has transformed the health sector by providing huge amounts of additional financial resources, equipment and machinery, manpower and material as well as training and technical aid to facilitate the State Governments in provisioning of comprehensive healthcare services, particularly for the marginalized and vulnerable sections of the population in the remotest areas; development of human resources and tertiary care facilities; encouraging health research and for promotion and integration of the Indian Systems of Medicine among other things.
Mainstreaming of AYUSH, including Homoeopathy has been one of the important strategies envisaged under the National Rural Health Mission. During the last four years grant-in-aid amounting to Rs 553.00 crore has been given to the State / UT Governments for mainstreaming of AYUSH under the NRHM .As a result new AYUSH facilities have been set up in 803 Primary Health Centres, 113 Community Health Centres, 24 District Hospitals and up-gradation done in 379 Exclusive AYUSH hospitals and 415 Dispensaries. Department of AYUSH has also supported the setting up of six 50 bedded Integrated AYUSH Hospitals at Mizoram, Manipur, Tripura, Himachal Pradesh, Jammu & Kashmir and Uttarakhand and five 10 bedded Integrated AYUSH hospitals at Assam, Arunachal Pradesh, Meghalaya, Nagaland and Sikkim. A total number of 11,478 AYUSH doctors and 4,894 AYUSH para-medics have been appointed on contract basis at Primary Health Centres and Community Health Centres under NRHM across the country.
The Government of India has also made sustained efforts for growth and development of human resources in all traditional medicine systems. A highly commendable infrastructure in the form of 496 medical colleges offering quality education to 37,234 UG and 3,311 PG students and over 7 lakh 20 thousand registered AYUSH medical practitioners now exist in the country. Department of AYUSH implemented various schemes in the eleventh plan for development of all the four core areas of education, research, drug development and health care delivery.
During 12th plan period stress is likely to be given on Integration of AYUSH systems in health care delivery and their incorporation in National Health Programmes through co-locating such facilities at sub-centres and primary health care centres. Some of the new initiatives which are under consideration during 12th Plan include, setting up of a National Commission for Human Resource in; Referral hospitals in 8 National Institutes to provide world class treatment facilities; a National Institute of Medicinal Plants ;Research and Quality Control Laboratories in 8 National Institutes; a Central Drugs Controller for AYUSH drugs to facilitate standardization of ASU products; 5 Hi-Tech Quality Control Labs under the Research Councils at regional levels; setting up of a Homoeopathic Medicines Pharmaceutical Corporation Limited to provide facilities for manufacturing of Homoeopathic medicines and to set up an All India Institute of Homoeopathy to fulfill the emerging interest of scientists for research in homoeopathy.
In fact, all the systems of medicine should be geared up by utilizing their unique strengths and proven abilities to contribute to need based health planning. Importance of traditional systems of medicine vis a vis conventional streams can be seen in the epoch making statement of Mahatma Gandhi, ‘Homeopathy ….. cures a larger percentage of cases than any other method of treatment and is beyond doubt safer and more economical and most complete medical science. BJP as it appoints Narendra Modi as campaign committee chairman is poised to gain some strength in Hindi heartland. But his projection as the top leader will pave way for fragmentation of the NDA. The argument that he is the chairman of the BJP election campaign committee chairman not of that NDA election committee chairman will hold no water. It is a foregone conclusion that the leader of the majority party leads the Government. Bihar Chief Minister Nitish Kumar had openly declared that Janata Dal (U) will part away from the NDA in the event of projection of Modi as the prime ministerial candidate. Perhaps BJP sees that JD (U) will no longer be in NDA so it went ahead with its original plan of making Modi as chairman of the committee. Modi’s projection as top leader will also make no difference in the South where Modi factor is immaterial. In Karnataka, which went to polls very recently Narendra Modi made hectic political campaigning for the party but the party was decimated finishing third when results were declared. Since then he remained in obscurity for some time. He has bounced back, this time as chairman of the campaign committee. Prominent BJP leader L. K. Advani, who missed the chance of becoming the Prime Minister of the country by whisker when NDA formed Government at the centre and other leaders of the party like Yaswant Sinha, Jaswant Sinh have openly opposed projection of Modi as chairman of the committee. Had they not opposed his ascendency BJP might have declared him as the Prime Ministerial candidate. The gain that BJP makes will be from Gujarat, Rajasthan and UP. Elsewhere in other states he will not pull crowd. That had been proved when elections were held in other parts of the country. Himachal Pradesh was also wrested by Congress Party when Modi is in his peak popularity. Election is different. What is required is making serious attempt to gauge the mood of the masses particularly voters. The mood can be gauged when voters show enthusiasm in effecting change of the Government. That enthusiasm is conspicuous by its absence. Moreover 30 percent of the people belonging to minority community will not accept Narendra Modi’s leadership. L. K. Advani and other senior leaders of BJP know that so they did not attend the meeting held in Goa. Time will tell whether Narendra Modi factor boosts up BJP or it brings down the party. When we are in distress we remember elderly people’s advice.

The most boring item in a function is the speaker’s, who so ever it may be, opening sentence. Unnecessarily every speaker begins with the same sentence like, respected chief guest, president and guests of honours. The speakers also attempt to mention the names of each and every person if there be any on the dais. Precious 10 minutes are wasted by each speaker in maintaining obsolete decorum of praising the qualities of everyone present inside the hall. The task of praising the qualities of the VVIPs present had been done by one of the representatives in the welcome address given at the start of the function. He had also said the VVIPs despite the hectic schedule have shown the generosity to attend the function. The other speakers need not mention the names of the VVIPs on the dais. Just by showing respect to the crowd and the functionary president they can start the speech. That will save time. By saying ladies and gentlemen the speech can be started. Nobody will object to such kind of speech. Imagine the number of speaker is five. 50 minutes are gone without doing anything when they mention the names of the dignitaries on the dais. But the programme which starts from 10 am is to be completed before 12.30 pm by which time the stomach will start churning. Commoners have to return home and take the lunch. They came early without eating anything. If these introductory speeches are removed and speaker decides to go with flying start time will not only be saved the speech will also be interesting to hear. We hear quite often during the onset of a function announcers making frequent announcement “we are running behind schedule”. The time lost can be made up by shortening the speech. Every speaker ought to know that. Some organisers also foolishly attempt to add speech programme of the VIP before the start of the film release or rock show. The VIPs themselves ought to know that the speech is not necessary though the organiser out of fear or respect add such programme. We have seen quite often the VIPs being booed by crowd for making long speech. It was a funny scene a speaker locked in verbal duel with listeners for not hearing his speech. The mob like crowd almost shunted him out. Do not think of speaking before the start of such programme. Even the best speaker will be rejected. The blame for the poorly arranged programme will fall on the speaker. All these political parties have oratory skilled leaders. If they speak at such programme what will they receive from the crowd will be “stop it”. A change needs to be brought in. It can be started when the speakers whoever they are realise what the crowd wants to hear.

MNS: In the series of initiatives undertaken by the Assam Rifles to increase environmental awareness and prevent the increasing deforestation, 28 Sector Assam Rifles under the aegis of Headquarter IGAR(S) organised a ‘Go Green Drive’ which was a follow up of the unprecedented success of similar events last year. The drive was inaugurated by Brigadier R N Mathur, Commander 28 Sector Assam Rifles at Kakching and was carried out around Sajik Tampak, Sehlon, Joupi , Kakching and the neighbouring villages spreading in the districts of Churachandpur , Chandel and Thoubal. Over 13,500 saplings, which included fruit bearing ,shady and ornamental trees were planted during this period.
A series of joint educative and training programmes were organised at schools, community centres and villages on environment conservation.
Rebutting the charges levelled by a proscribed outfit in local dailies on World Environmental Day, PRO HQ IGAR(S) clarified that Assam Rifles has been in the forefront of planting trees and not cutting them for establishment of posts as was brought out. No jungles have ever been cut for the same. Assam Rifles always stands committed for maintaining peace and tranquility in the reason. The villagers were enthusiastic over the campaign and happy that the Assam Rifles was undertaking sustained efforts over the past years in increasing the awareness about crucial environment issues and dangers emanating from deforestation. They also brought out that it was only the courtesy of such salutary practices and the efforts of a few that hope for saving the environment remains.

The United Naga Council (UNC) has announced today to call 48 hours bandh in ‘Naga areas’ in Manipur from the midnight of June 16 in what they terms as a protest against government of Manipur and communal forces .
While spelling out specific instances of what the UNC alleges as communal agenda, the Naga body said today that in the presidential council meeting held on June 3, the matter of relentless ‘communal onslaught’ upon the Nagas and tribals was tabled for discussion.
“After thorough deliberation it was decided to observe a 48 hours total bandh in Naga areas w.e.f the midnight of 16th June, 2013 and till midnight of 18th June, 2013 . It discussed about assault and molestation of actress Momoko and at Napetpali assault , murder of two Kongkan Tangkhul villagers , Silent village, Alice Kamei eviction of 28 houses at Kabo Leikai.
The 48 hours total bandh will cover the railway construction works. Medical services, fire-brigade, media, power and telecommunication departments will be exempted from the purview of the total bandh. NNN

Imphal, June 9 : The RPF states that the Assam Rifles is an old paramilitary force created by the British during the Indian pre-independent period. From the moment of creation onwards, in order to satisfy the British colonial rulers, it had been an armed force that had acted with all its might and prowess during operations carried out by the British in the small territories in the Northeast of India and Manipur as well said a press hand out issued by Roben Khuman, Secretary Publicity Revolutionary People’s Front
. When a collusion of the British and Indian traders had created artificial famine, and when the women of Manipur had waged the second women’s war against the British, the Assam Rifles was the armed forces that had played major role who indulged in bayonet charges upon the women to suppress the movement. When India kept Manipur king Budhachandra under house arrest at Shillong in 1949 to forcibly make him sign the merger agreement, a well equipped battalion of Assam Rifles under Colonel Ram Singh had been deployed at the ground near Minuthong so as to unleash widespread genocide in case the people of Manipur would have risen against India. The 4th Battalion Assam Rifles at Kangla was also meant to be used for any purpose under any condition. In addition, the AR Inspector General and the Sub Area Commander of the Indian Army Brigadier, E. Habubullah had visited Imphal to study the war condition it was added. RPF said
human rights violations and tortures by the Assam Rifles is not a recent aberration. On the question of extra-judicial killings, the Assam Rifles cannot cover up their crime. In the course of counter insurgency operation from 1979 to 2012 in Manipur, the Assam Rifles had brutally killed 419 innocent civilians including 10 women and 21 children. The most dreaded killing spree that had panic stricken anyone who had heard about it, perpetrated by the Assam Rifles had been the Oinam Massacre (1987 Operation Blue Bird carried out by the AR at Oinam Village in Senapati District.) During the operation, under the command of Major General Kuketri 15 civilians were lined up and mercilessly shot to death. Many were brutally tortured, villages were set ablaze and reduced to ash, several churches and schools were dismantled, many were forced exposed under extreme heat of sunlight on open ground, women were raped and sexually harassed and pregnant women were forced delivered at open ground. It seems that the Assam Rifles today have forgotten the fact that the Amnesty International wrote seventy-three-page document against the extra judicial executions committed by them during the operation. During the “Malom Massacre” on November 2, 2000, the Assam Rifles had singled out selectively and brutally massacred 10 civilians. Among the death a 62 years old person and an 18 years old teenager whohad won National Child Bravery Award in 1988 were there . The fact that Irom Chanu Sharmila, who had been heartedly disappointed by the inhuman killing, had been on fast demanding the repeal of AFSPA exemplifies that the Assam Rifles had been indulging in extra judicial killing in Manipur. In 2004 the Assam Rifles had arrested Thangjam Chanu Manorama (32) from her house at the night of 11 July on the charge of being associated with freedom fighters. She was brutally gang raped, tortured, stabbed, and shot several times at the private parts on the ground of alleged escape and was killed in the most dehumanizing manner. Peoples disheartened by this merciless murder had risen up, protested the killing and demanded repealing of AFSPA. On 15 July 2004, a dozen of mothers in this land stripped themselves in front of the Assam Rifles Gate at Kangla and shouted protest slogans such as “Rape Us, Kill Us”, “Assam Rifles and Indian Army Go Back”.
However, Director General of the Assam Rifles told journalist at the sidelines of the “Go Green” campaign at the Assam Riffles headquarters in Meghalaya on May 31, 2013 that that his troops had not indulged in any extra judicial killing during counter insurgency operation in the Northeast.Since the said above incidents had been well known and went International, the Assam Rifles or Indian Army can neither deny nor cover up that fact that it had been indulged in killing. RPF wants only to say that Assam Rifles, a part of the Indian Army is nothing but “Con Artist”. One must not go by the recently coined deceiving phrase “Know Your Army” that Indian Army had used very frequently. In contrast to it, the Indian occupational force including the AR is the enemy of the people it charged . RPF, therefore, call upon the people to “Know Your Enemy”.

AIZAWL, June 9 NNN : Irritated passengers filed an FIR against Jet Airways in Mizoram.
Furious over flight cancellation and non-provision of alternative flight, a group of irritated flight passengers has submitted an FIR against a private flight service plying in the Lengpui (Aizawl airport), Guwahati and Kolkata section. The FIR has been submitted to Sairang police station, after two days of which an alternative flight was provided. On June 5, Jet Airways had cancelled its flight for Aizawl- Kolkata on ground of inclement weather. But then, about the same time, Air India flight from Kolkata arrived at Lengpui airport and also departed again, and the weather was also favourable.
Passengers said that they went to Jet Airways counter and informed of their problems, on which they were replied that the ticket was overbooked for June 6-8. They also said that the Jet Airways officer in-charge declined their request to approach higher authority besides saying that they could do nothing. After that, around 20 youths in agitation resorted to submit the FIR, one of the affected passengers reported, who also added that the affected passengers even included patients and scholars who were to give exams on scheduled dates, who now would missed it.
On June 6, Mizo Zirlal Pawl (MZP) or Mizo students’ body and the Civil Aviation Authority were informed regarding the matter, and after dealing with the matter with the police the alternative flight was provided on June 7. “We could not know exactly how many passengers were affected, but we are determined to proceed further when we get back to Aizawl”, says the agitated passengers. “Had not
the Police and MZP came in between, we would have suffered even more. It is high time we fight back, as enough was that they inflicted us”, the angry passengers even added.Furthermore, there are also some left out passengers who planned to file cases against Jet Airways who in recent time had allegedly sold out tickets more than its seat capacity for Guwahati – Aizawl flight.

Imphal, June 8 : In a ceremony held at HQ IGAR (South), Major General Rajeev Chopra has taken over as the Inspector General Assam Rifles(South) from Major General UK Gurung, AVSM, YSM on 09 Jun 13.
Major General Rajeev Chopra arrived from New Delhi on 06 June 13. The General Officer is alumnus of the prestigious National Defence Academy, Khadakvasala and a graduate of the National Defence College. He has commanded an operational Brigade Headquarter in West Bengal and has held many distinguished command and staff appointments at all levels of the Indian Army. A highly qualified officer, he has been singularly handpicked for the challenging assignment.
Major General UK Gurung, AVSM, YSM relinquished his command as IG AR (South) after an extremely eventful and fruitful tenure which witnessed attainment of new pinnacles of glory. He successfully and effectively tackled the counter insurgency operations and successfully worked towards making IGAR (South) true ‘Friends of Manipur’. He was also instrumental in executing a large number of substantial Civic Action Projects across the state which in turn had a positive impact towards overall development of the society, especially the remote areas. With his operational vision, he executed advance deployment of troops and synergised operations resulting in enhanced security within the State and along Indo-Myanmar border. He ensured synergy with political and civil hierarchy, orchestrated perception management, conceptualised comprehensive development of Manipur by addressing core issues through people friendly initiatives while simultaneously fine tuning administrative setup of men under his comd to further manifold quality of life.
Major General UK Gurung, AVSM, YSM and Mrs Uma Gurung were given a warm farewell before leaving Mantripukhri today. During his farewell, Maj Gen UK Gurung appealed to the people of Manipur to participate in the peace process, hand in hand with the security forces. He also expressed his gratitude to all sections of people including civil administration, Govt of Manipur and members of the media for their unstinted support, constructive criticism and affection. He further congratulated the new IG AR (South) on taking over the baton and wished him god speed for his tenure.

The surrendered cadre joined UNLF in 2007. Notably, he is the younger brother of SS Capt Moirangthem Raja @ Chingkheinganba @ Meiba of UPPK who surrendered to the Security Forces of Red Shield Division earlier on 18 May 2013. The individual desires to lead a peaceful life with his family and become a responsible citizen motivated him to surrender and he laid down arms to the Red Shield Division.

Imphal, June 9 : It was a milestone in the history of the District Hospital, Tamenglong that a mega surgical operation under the initiative of the JNIMS, Health and District Administration of Tamenglong was conducted successfully at the new RSVY OT building constructed under DRDA by a team of Surgeons and gynaecologist, nurses and paramedical staff from
JNIMS, Porompat, Imphal on 7th and 8th June 2013. Altogether 12 major and 10 minor cases were operated at the new OT building inaugurated by Janghemlung Panmei, MLA 53 A/C Tamenglong on 5th June 2013 in the presence of Shri C. Total number of cases conducted were 12 major cases (4 LUCS, 1 Cholecystectomy, 2 Hydrocele and 5 inguinal & umbilical hernia); 10 minor cases.
The objective of the Mega Surgical Camp was carried out at the District HQ Tamenglong in order to reach out to the poor and underprivileged people of this remote district of Manipur, where many of the people are deprived of surgical intervention in the District Hospital. Many people are being referred to Imphal and elsewhere for further management as there is not a single specialist doctor posted and with no proper infrastructure in the District Hospital, Tamenglong. Preventable deaths have been occurring now and then due to lack of infrastructure such as Blood Bank and nonfunctioning OT. Poor road communication and long 150 km distance from Tamenglong to Imphal has compounded the problems.
JanghemlungPanmei, MLA C. Arthur W, DC, Tamenglong and District Health Mission Society, Tamenglong extended financial and logistic aid to make the programme a grand success.
We can gradually see the light at the end of the tunnel in Tamenglong district. With the political and administrative commitment many developmental works and programmes can be carried out to reach the unreached and save the lives of many poor and sick people living in the interiors.
As of now there 21 MBBS Medical Officers posted at Tamenglong District, excluding 4 MOs who are undergoing PG. Staff Nurses and other paramedical staffs at the District Hospital are understaffed. As such attention of the State Government is needed urgently for smooth functioning of the District Hospital as well as other Health institutions by posting adequate specialist doctors, nurses and paramedical staff.
It would be appropriate if such surgical operation can be conducted at least once a month or according to the needs and requirement in the near future in public interest said a press hand out issued by Dr. Chambo Gonmei, Chief Medical Officer Tamenglong.

IMPHAL, June 9 MNS NNN: Even as the 5th Session of the 10th Manipur Legislative Assembly is all set to begin from tomorrow (June 10), the movement to implement the Inner Line Permit
System in Manipur is hotting up in the state with agitation on the issue is fast spreading.
Today, women folks of Khwairamband Keithel ( all women market) halt their brisk business and instead carried out sit-in-protest in the heart of Imphal demanding the implementation of Inner Line Permit system in the state.
Under the banner of the Joint Committee on Inner Line Permit System (JCILPS), agitation has been going on carried out by various groups since June 1. The agitation was planned till June 10 but on Saturday it had been extended till June 15.
From June 1 till June 5, volunteers of JCILPS barred non-locals ( people from mainland India) were barred entering Manipur and from June 6, the non-locals have been restricted from selling goods in the localities in Imphal.
Several volunteers involving in the agitation were picked up by police only to be set free yesterday.
It is speculated that the coming assembly session will be dominated by the issue of Inner Line Permit issue.
Since June 1, the state government has been on high alert keeping up tight and strict security measures to thwart any untoward incident arising out of the ongoing agitation.
With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state had ended last month, JCILPS had on May 30 decided to go on with its earlier decision to stop visiting of non-locals to the state from June 1-5 and disallow outsiders to enter into the lanes and localities of the state from June 6-10.
Representatives of JCILPS had met the Chief Minister, Chief Secretary and other Cabinet ministers on May 20 during which they had discussed seriously about the ultimatum served JCILPS to the Government to announce its stance on implementation of ILP system in the state, the committee’s convenor Sapamcha Jadumani had said.
He had also said that during the meeting the Government side called for withdrawal of the committee’s decision to stop non-Manipuris from coming to the state.
Jadumani had lashed out at the Chief Minister O Ibobi Singh for allegedly being double standard and accused the Congress Government of ignoring the resolution of the state assembly with regard to introduction of the ILP system under Bengal Eastern Frontier Regulations, 1873.
“Ibobi says he wants to implement ILP system in Manipur and at the same time he says the system will be demanded by other states too and India may breakup if it is introduced in the state. This clearly indicates his Government is not willing to introduce the system in Manipur,” he had said.
“The Chief Minister wants Manipur to die in order to save India and his remarks on ILP introduction shows that he is an anti-Manipuri,” he had alleged.
The design to convert Manipur into a ‘hybrid state’ was never right and the integrity of the nation could only be protected only when there was ILP system, Jadumani had affirmed.
To support the agitation of inner line permit system in Manipur, outsiders will not be allowed to enter Kameng Khunjao and Nongada, according to a joint press release of various organizations.
The orgn. also urged to check in flux of outsiders. The govt. should implement inner line permit system.
The agitation for the implementation of inner line permit system is a right approach for the future generation. The govt. is playing delaying tactics although the people demanded it for a long time, according to a press release of Friendship Foundation, Manipur.
The agitation is legal and it is not an agitation against the Indian Constitution.

Jamkholal Lhupheng (rifleman no. 022006178), a resident of Maphou Kuki village of Saikul sub-division of Imphal East district was believed to have been deserted the post last night between midnight and 2 am which was assigning as sentry duty at the post.
The Manipur Rifles post there was being opened to protect railway workers engaging in the construction of tunnel for the Jiribam to Tupul railway line near tunnel 14.

“Advani is not coming for the meet due to bad health. One shouldn’t draw any other inference out of it,” said BJP spokesperson Shahnawaz Hussain.
Hussain, however, used the occasion to target the ruling Congress Party at the Centre.”The Bharatiya Janata Party has organised the meet to devise strategy to oust the Congress Party from power, for the 2014 Lok Sabha polls and the upcoming elections in the five states,” he said.
In an attempt to dismiss the signs of division within the party, BJP President Rajnath Singh yesterday said that he himself advised Advani to take rest as he was unwell, and insisted that his no-show should not be seen as an expression of protest.
Hussain further expressed his displeasure at the demonstrations that took place outside Advani’s residence in the national capital.
“The demonstration in front of Advani’s residence (in the national capital) were by those who had no links with the BJP and Advani continues to be the supreme leader,” he said.
Advani’s absence from the office bearer’s meeting in Goa has given a clear indication that he is upset with the proposal of making Gujarat Chief Minister Narendra Modi the face of the party’s poll campaign panel. There are even reports in the media quoting him, as insisting that BJP president Rajnath Singh should take key party decisions only in his presence.
Advani earlier on Friday skipped an important session of the 12 office-bearers of BJP. According to certain media reports, a chartered flight that was hired to take Advani to Goa this morning for the party’s national executive was cancelled.
Some senior BJP leaders are also opposed to Modi being projected as the party’s foremost leader. Jaswant Singh, Uma Bharti, Maneka Gandhi, Varun Gandhi and Shatrughan Sinha are also not attending the Goa conclave.
Modi’s detractors fear that his elevation as chief of the party’s election committee is just one step away from him being declared the BJP’s prime ministerial candidate – a position some of them believe they deserve.

Imphal, June 8 : A six day educative and adventurous summer camp was organised by 40 Assam Rifles under the aegis of 9 Sector Assam Rifles of HQ IGAR(S) for the students of Assam Rifles Senior Secondary School, Keithelmanbi from 03 to 08 Jun 2013. 50 students including 17 girls and 33 boys participated in the camp.
The curriculum of the summer camp was chalked out in a manner so as to ensure that the children have fun, discover their passions, make new friends, and learn new things and overcome shyness and inhibitions. Apart from learning creative activities like painting and clay modeling, adventure activities like horse riding, paint ball gun shooting, trekking, archery and treasure hunts were organised to rake up their adventure instincts. In order to bolster their leadership and confidence skills, activities like public speaking and debates were also conducted. Educational and site seeing tours to Andro, Langthabal temple (Canchipur) and Lilong were also organised as a part of the camp.
The summer camp came to an end on 8 June with a cultural programme which was organised by the students of Assam Rifles Secondary School, Keithelmanbi. The occassion was graced by Brig M K Das Commander 9 Sector AR and Meeta Das, President ARWWA, 9 Sector AR. The students were presented prizes based on their performance in the camp by the chief guest. Speaking on the occasion and interacting with participants the Chief Guest stressed on the importance of such camps, which impart and imbibe quality of leadership, motivation and self confidence amongst the young and impressionable minds and was an appropriate platform for the school children to develop team spirit, confidence and personality. The motto of the summer camp, “Learning through Fun” was achieved through the dedicated efforts of organising team, school staff and enthusiasm and spirit shown by the students during the camp.

Mail News Service Imphal, June 8 : Maj Gen UK Gurung, AVSM, YSM, IG AR(South) presided over a solemn ceremony at Mantripukhri in which free artificial limbs were provided to 20 victims of IED blasts with the help of technical expertise of a special team of doctors flown all the way from Jaipur. This was the third phase of the mega project undertaken by HQ 27 Sector and had started about two months back. The measurements of these 20 cases were taken during phase two of the project organised at Leimakhong earlier. The grand function was attended by a large gathering of approx 500 soldiers and civilians. Fresh measurements were also taken of approx 20 cases who will be fitted with the artificial limbs on 30 Aug 13 in phase four of the project. Assam Rifles invites any fresh cases to attend the function of phase four on 30 Aug 13 so that the measurements of more in need of artificial limbs can be taken. This project is primarily focussed to mitigate the sufferings of all the victims who have suffered at the hands of terrorists in Manipur and have unfortunately lost their limbs. During the ‘limbs presentation’ ceremony, it was so heartening to see the cheerful expression on the face of a young man who was fitted with both the legs whom he had lost in an IED blast, three yrs back. He was able to walk this earth once again after a long lapse of approx three yrs. The vision of IGAR South is to make the ‘Jaipur Foot’ accessible and known to all the people of Manipur so that the affected can once again rejuvenate their lives by becoming fully independent and take full charge of their daily lives by performing the daily chores themselves and regaining the lost capability of looking after their families.

Imphal Jun 8 MNS UNA : Volunteers of Joint Committee on Inner Line Permit System (JCILPS) picked by the police during a series of raids in offices of the civil and student organisations on Friday were released on bail by the court on Saturday.
Soon after the release, the leaders of the students’ wing of the JCILPS announced that the committee would continue the campaign until government takes up necessary steps for the introduction of the ILP system in the state.
All together 28 volunteers of the JCILPS including leaders were picked up by the police in raids at the offices of the All Manipur Students’ Union (AMSU), Democratic Students’ Alliance of Manipur (DESAM), Students’ Union of Kangleipak (SUK) and other civil organisations located in Imphal.
Nineteen of them were rounded up by the Imphal West police while the remaining nine by the Imphal East police in connection with the drives against non-locals staying in the state as part of pressurising the government for introduction of inner line permit system in the state of Manipur.
The drive was being conducted under aegis of the students’ wing of the JCILPS.
Police produced them in the court of Imphal West Chief Judicial Magistrate and Subordinate District Magistrate (SDM) of Imphal East respectively today with a prayer for further remand in the police custody after booking them under section 107 of the Criminal Procedure Code (CrPC) related with breach of peace and tranquillity.
However, the courts released them on PR bond.
Soon after the released of the volunteers, convener of the students’ wing of JCILPS Angamba Meetei announced that the committee would not retreat from the ongoing campaign, addressing a press conference held at DESAM office at Keishampat.
He said that they would go ahead with various form of campaign to the demand for implementation of ILP system in the state.
He claimed that the student wing along with the parent body of the joint committee have successfully conducted the drive pushing back non-locals who were trying to enter the state during the 5 days long campaign banning non-locals visiting Manipur.
“It is unfortunate that the government has failed to acknowledge the demand of the people,” Angam lamented while condemning the government action against the ILP campaigners.
He further said that the chief minister should understand that the demand for implementation of the ILP was not an unconstitutional one. The system was being implementing in the states of Arunachal Pradesh, Mizoram and Nagaland.
Drawing the attention of the legislators of the Manipur Assembly and urging them to take the matter seriously, he appealed them to put up the matter in the house of the upcoming Assembly session due to commenced from Monday (June 10).
Meanwhile Chief Minister O. Ibobi Singh has cautioned not to cross a line to those who are demanding the implementation of Inner Line Permit (ILP) in the state on Saturday.
O. Ibobi was speaking in a one day political conference of minority at Congress Bhawan here in Imphal.
The government will not be silent spectator if any one try to take a law in his hand, government is trying in its level in preventing a migration of foreigner into the state even as many has been deported by the government said the CM.
But no one has right to stop any Indian citizen from entering the state as they are not a foreigner, the assembly has also already amend and send to the government regarding the re-implementation of ILP in the state so lets wait for the response from the central government added Ibobi.
Coming on another topic the CM also said that the government trying its best in opening of separate minority directorate as the government is fully committed in upliftment of the minority in the state.

Imphal Jun 8 UNA NNN : The Autonomous District Council Co-ordination Committee (ADCCC), an apex of members of the autonomous district councils in Manipur Saturday alleged that state government has failed to keep its promises of devolving powers to the ADCs.
The committee further threatened of a series of agitations to press the state government for speeding up the process of devolution of powers to the six ADCs in hill districts of Ukhrul, Senapati, Tamenglong, Churachandpur and Chandel.
Three years had already completed since the elections to the six ADCs held, no power has been devolved lamented secretary Hemjathang Khongsai of the committee, during a press conference held at Manipur Press Club, Imphal today.
The secretary said “Despite completion of three years of being elected, the proposed and necessary devolution of power which has been the point of contention of the elected members has not been devolved till date.”
The absence of executive powers has rendered the ADC members powerless and redundant. Despite repeated appeals and submission of memorandums to the chief minister and the Governor on varius occasions, no concrete steps had been taken up so far, he lamented.
This has prompted the committee, consisting of 26 members each from 6 districts making a total of 156 members to resolve and demand the state government to discuss and come out with a favourable decision in the upcoming monsoon session of the Assembly that would commenced from the June 10.
The elected members were still confident of a satisfactory outcome for such a long time after government had promises for devolution of powers to the ADCs.
He further threatened to launch a series of agitations and non-cooperation form of protest which would include giving up of their titles and designations, seeking the support of those who have vehemently opposed the election and returning to their respective areas to carry out the next step in their protest in consultation with the various groups and individuals whose point of opposing the ADC election has begun to be shown as true.
M Ngalangzar, convenor and Ram Wangdin, member of the committee attended the press conference.
All the elected 156 members of the six ADCs, who had encountered quite a lot of grave situations amidst threats from various circles for being candidates for the ADC elections and the threats they faced in the post-elections period , have been befooled by the Governor, Hemjathang accused.
Although the state Cabinet has decided to arrange a separate budget for the ADCs, the people have seen it only in the media, he alleged.
Convenor of the committee, M Lanja also expressed unhappiness over the remarks of the Education minister that the RMSA and Sarva Shiksha Abhiyan (SSA) schemes must not be allowed to implement by the ADCs though many Acts mention that on top of the 26 Government Departments, several Central funded schemes may be implemented by the ADCs.

Some of these Ministers and MLAs of the Congress party are interesting to watch. Some others are boring. Many of them cannot assert. They wait for the Chief Minister to dictate on what they should do. Chief Minister O. Ibobi might be having troubled time in convincing them the the path they should adopt at par witrh the policies and programmes of the Government. The speech made by Ibobi the other day at the Congress Bhavan was heart warming to hear. Hearing the speech one feels we have a Government that cares one and all. He opened his heart that day and said “ I weep when I win election and laugh out when I lose. I know how much people expect from the Government. I also know the little a Government can perform, which cannot fulfil the dwsire of the masses.” He also said when Congress party swept the polls last year he immersed his face in the pillow and cried profusely. How will the Government reciprocate the love and confidence showered on the party by the voters, that haunts the mind of the ruling party. Large number of mega projects had been taken up in the past one decade since Ibobi led Government was installed. Congress party created a record when it won the election for the three consecutive terms. The other non Congress parties will find it an uphill task in attempting to emulate this record. Why it happens Congress continues to sweep the poll. Opposititon parties as they attempt to snatch power from Congress must attempt to realise where lies the weakness of the non Congress parties. Congress party centres on a family that has maximum sacrifice for keeping a united nation. Jawaharlal Nehru set a record ;eading the party to a straight victory forming the Government continuously for three terms since then no party has been able to emulate the record. Then came Indira Gandhi, who was killed by terrorists. Her son Rajiv Gandhi also former prime Minister was killed by terrorists belonging to LTTE. If they had made sacrifices by dying Sonia Gandhi who was given mandate by the people of the country to rule also made sacrifices by refusing to be the Prime Minister of the country. Does any of these political parties have the leader of theire stature. Non Congress parties can rule, no doubt about that. But their probem is their inability to groom up a leader who can pull the masses. This is a lesson that must be learnt by all.

Governor Gurbhachan Jagat addressing the closing function said, “Police whose main task is maintaining law and order have been conducting championships in different sports disciplines for its officers and men, under the aegis of the All India Police Sports Control Board. Besides, the States’ police, the Central Police Organisations are also members and compete in these championships. Police is now a major employer and because of the nature of its functions, the officers and induct a fairly large number of sportspersons who had done their State and Nation proud. Many are elite sportspersons who have brought glory to the country. The All India Police Sports Championships is to provide a platform for testing the skill and ability of the officers and men in the field of sports. Badminton is one discipline which is open only to the officers and this championship provides a window for the officers from different organizations to know each other.
He compliment all the participants in this championship coming from disciplined forces, they must have competed in the true spirit of the game. Manipur because of various constraints has severe limitations in organizing such competitions, in terms of accommodation, etc. Manipur, despite its small size and small population, has consistently been performing well in the field of sports but badminton is not one of our strengths. However, it has the potential to do well in this discipline also, provided sufficient emphasis is given as Manipuris have the agility, flexibility and stamina required for this game. Badminton was developed by the British in India but its popularity in the country is still below par, though we have produced some top players now and then. More efforts need to be made so that we have the bench strength, which is an absolute necessity if we want to become a world power in this game.
In any conflict ridden situation all activities including sport; this we have seen in Punjab, Yugoslavia, and the African countries. Howeve Manipur this trend is not observed. Perhaps, sportspersons are respected by all and there is no interference by any party as a result, they can blossom according to their talent. Now sports are being touted across the globe as a harbinger of peace and an excellent tool for harnessing the youth. Hence, every country is laying emphasis on sports.
However, the words of the founder of the modern Olympics Pierre de Courbetin “The most important thing in the Olympic Games is not winning but taking part; the essential thing in life is not conquering but fighting well” must be recalled by all of us as we fight our daily battles and in some we come out the loser but we continue to fight the next day. Hence, those who lost must console themselves to do better next time and should be proud that they have fought well.
In men’s single Manipur N Modhunimai won the title after defeating Punjab’s Manmohan Sharma in straight sets while C Lalruia and C Lalzahngoa of Mizoram beat Manipur Th Radheshyam and N Modhunimai team in the men’s double final.
In Women’s single Priya Dubey of Jharkhand beat Shreebala Devi of Andhra Pradesh to win the title. Nagaland’s team won the team event champion. DGP Y Joykumar and Ch Bimol bagged the 50 plus veteran double title after beating M Mubi and Ashokumar also from Manipur police team.
