Imphal Jun 2 UNA: Kuki based civil organizations including the Kuki Students’ Organisation (KSO) set a 24-hour deadline to the Manipur government, demanding appropriate action against some police personnel behind the assault on a wife-son duo of chairman of the Sadar Hills ADC of Senapati district on Sunday.
On May 28 last, two suspected police personnel in civvies with arms in their possessions chased after Paolenmang Touthang (28) son of Paojalet Touthang, vice chairman of Sadar Hills ADC who was traveling with his mother Hahat Touthang along the Keibi-Sawombung road.
When Paolenmang sped up his scooter, they met an accident at Sawombung after which the two suspects assaulted him in front of her mother even though he sustained injuries in the accident.
According to Hahat Touthang (40) of Aigejang village, Saikul sub-division, she and her son Paolinmang (28) were going to Imphal on a scooter (Honda Dio) when they met with the accident.
At Heikak Mapal, two youth in plain clothes brandishing pistols signaled the mother-son duo to stop. Hahat told her son not to stop but accelerate the scooter’s speed. The two unidentified youth pursued them on a Honda Activa.
At Sawombung, Paolinmang lost control of his scooter resulting in a mishap. Both the mother and the son sustained injuries in the mishap.
As they fell on the ground, the two youth reached them and they started thrashing Paolinmang.
One being intervened by Hahat Touthang, the youth said that they were commandos and asked why they (Paolinmang and Hahat) did not stop even after they were signalled to do so. Hahat suffered fractures on right shoulder and left hand. She is currently undergoing treatment at Shija Hospital. Paolinmang only suffered minor injuries.
The mother said that they decided to run away as the unidentified youth were not in police uniform . KSO Bungpi area general secretary Helin Kipgen has condemned the assault. He asked as to why the assailants did not do frisking in uniform if they were police or VDF.
Noting the incident seriously, a joint meeting of North Eastern Chief Association, Manipur (NECAM), KSO, Bungpi area and Kuki Women Association, Bungpi was held today at Samusong village under Saikul sub-division of Senapati district and passed a five-point resolutions.
Among other, the resolutions demanded disclosure of identities of the two police commando personnel involved in the incident and place them under suspension from their services within 24-hour which the count down commenced from 5 am of June 3. If the authority of the state government failed to disclose the identities of the two police commando personnel involved in the assault on Paolenmang, the civil bodies would be compelled to take up “intense agitation” and any untoward incident arising out of the agitation would be responsible for the state government, a statement of the KSO threatened.

Imphal Jun 2 MNS UNA : Two persons have arrested with a consignment of a huge quantity of contraband drugs by Manipur police, indicating no let up to the activities of smuggling of illegal drugs in Manipur.
The seized contraband drugs include of 41,314 SP capsules, N-10 (4,500) tablets, LUPICOF Codeine Syrup (380 Bottles) and RCOF Codeine Syrup (100 bottles) which would worth several lakh of rupees in grey market.
Sekmai police of Imphal West district police have detected that the consignment from a truck bearing registration no. AS-11-AC/6348 while conducting a check to the vehicle loaded with tiles and proceeding towards Imphal Dimapur on the NH-2 Saturday evening. The contraband drugs were found concealed under boxes of tiles. The drugs were found packed in six big cartons and one gunny bag and consisted of 41,314 SP capsules, N10 (4,500) tablets, LUPICOF Codeine Syrup (380 Bottles) and RCOF Codeine Syrup (100 bottles), a police source said Sunday.
The persons arrested along with the consignment were identified as Md Ziauddin @ Sana (38) of Lilong Chingkham Makha Dam and Md Shiraz Khan (19) of Thoubal Moijing. They were produced before the Imphal West duty magistrate today and remanded to police custody, the source added.
On the news about the seizure of the huge consignment of drugs, womenfolk of Sekmai area today throng to the police station demanding destruction of the seized drugs.
However, thy were calmed down by the officer-in-charge of Sekmai police who convinced them that police needed to follow a legal procedure before destroying the contraband items. He further assured that he would consult higher authority about the matter and do the needful.
Yesterday detection of huge quantity of drug consignment was not the first of its kind in the recent time.
Noting seriously the matter of becoming Imphal a transit route for drug trafficking through Moreh, Manipur’s border town at the international border with Myanmar even the Manipur chief minister has brought up the matter with his counterpart chief minister of Saigang region of Myanmar to work together for curbing the menace of cross border drug trafficking.

The amount for doing 100 days work under the scheme is too small, they say. They think the amount given under the scheme will not be able to feed him and those dependent on him. Such young men think they must earn not less than Rs 500. So they are prepared to do any kind of job given to them. When they talk among themselves they compete their ability to earn money in a single day. Such young men put up at rented house. The rent charge, which stands around Rs 400 is manageable. One among them boastfully claims the land lord charges only Rs 300 from him as he helps the owner in cleaning the surrounding areas. Back at home they have extended family members who run poultry, piggery and pisciculture farms. They are not moody. The mobile phones in their possession keep blaring latest songs of films both Hindi and Manipuri. Even the well to do family members remains concerning their future. As if the future is dark for them they remain worrying for the young children. An engineer, who owns palatial building and vast areas of paddy field talks of future that in his opinion, is bleak. Inserting money in pocket he said we will not be getting pension. What about those, who do not get anything from the Government? But a Government exists to serve the entire people living in the country. Policies have to be framed to take care of these young men and women, who cannot get Government job. The system of extending loans and grants to the unemployed sections must be revived. They must survive. If these workers do not talk about future, they do not know what future means to them. They are also thinking men. They might be seeing in their dream a cosy lifestyle they can lead. Yes it is true there is no substitute to hard work. If they are happy now, it is because they work hard. The moment they decide to stop to work they will be starving. They know it. They need protection.

IMPHAL, June 1 NNN : Teachers and students of Little Master English Higher Secondary School of Shamurou under Wangoi constituency in Imphal West district took out to the street in protest against reported huge monetary demand of Rs 50 lakh served to the school by the proscribed Kangleipak Communist Party (MC) group of Lamyanba Khuman.
Today, all the teachers and students numbering about 500 of the school gathered in the campus and later massed through the Shamurou under the banner “Stop Harassing the Educational Institutions” urging the militant outfit to withdraw the huge money demand.
Reports said the demand note was given to the Principal of the school, Haobam Premkumar yesterday the shortly before the students were to disperse.
The demand note had informed the Principal that the school authority must contact to the outfit within five days for a talk regarding the demand warning that the school authority should be responsible for any untoward incident if failed to response, the reports said.
Sources said the outfit had earlier threatened M Thoiba, secretary, Governing Body of the school through mobile phone pertaining to monetary demand.
Thoiba, who was also participating in the rally, told reporters that the school was not meant for commercial purposes only but it was set up with an aim to uplift the poor students and that it takes less tuition fees while comparing to other private schools in the state.
The protesters also held placards reading “Stop Monetary Demand,” “Make Education Free Zone” and “Save Student’s Life.”

Imphal, June 1 : The entire team which went to Myanmar to conduct cleft and palate operations, has returned after conducting 103 operations on 87 patients.
Dr Palin, leader of the team addressing the media here today said, ‘Mission Myanmar’ was a triangular effort of Myanmar, India government and Shija hospital to link Myanmar with Smile Train Inc. (USA) and Shija Hospitals, Imphal, India to render free corrective surgeries to Cleft lip and Cleft palate patients in Myanmar.
The members who had gone to Myanmar had reached Moreh, the border town, yesterday.
Dr Palin said a 12 member team with three surgeons reached Government Hospital at Monywa, Sagaing Division, Myanmar on May 24 last and started operating the same day. About 103 surgeries were performed on 87 patients till May 27. All equipment and medicines were taken from Manipur, he added. Due to time constraints the team had to come back.
Narrating about the mission the doctors said a surgeon conducts four to five operations a single day but in Myanmar they had to perform non stop day and night. They all did it free of cost as they found that there are over one lakh patients in Myanmar and two surgeons in the entire country and no basic expertise to do the operation.
It is said that every 1 in 600 suffer from cleft lip and palate worldwide. According to the Myanmar population it is estimated that there are more than 1,00,000 patients silently suffering from this deformity. These cleft patients cannot speak and eat properly. They don’t go to schools because of the facial deformity and remain isolated in shame but they also have dreams.
A segment of the road from Kalewa to Monywa was quite bad.
Chief Ministers of Sagaing Region, U Thar Aye, and Manipur, O. Ibobi Singh visited the hospital two times on separate occasions and once together, while the team was carrying out the operations and encouraged the good work of the mission which will bring the two nations closer. Chief Minister of Manipur, O.Ibobi Singh also offered to sponsor the next Mission Myanmar as it will be an on-going programme.

IMPHAL, June 1 NNN: The importance of preserving tribal languages and dialects was vocally echoed today at the ‘Consultative Meeting of All Tribal Students Union, Manipur (ATSUM)’ under the theme, ‘Preservation of Tribal Language’ held at Tribal Research Institute (TRI), Imphal today.
Dr R Sanga and Dr Gina Sangkham were the resource persons in the event.
Dr R Sanga exhorted that it is the time for the collective efforts of student bodies, politicians, tribes’ unions and civil society organisations endlessly for the protection of land and resources while Dr Gina Sangkham said, “Every tribe has to protect their language or dialect and we should encourage using mother languages/dialects in drafting records of village administration”.
Former president of ATSUM, Mr Ramthing Hungyo recalled the time when the apex tribal students’ body of Manipur had demanded a separate statehood for the tribal people of Manipur when Indira Gandhi was the Prime Minister of India.
Former president of All Naga Students’ Association, Manipur (ANSAM) Mr Paulhring Langhu stressed the urgent need of all the tribal communities in Manipur for unity at this critical juncture.
MLA of Chandel Victor Nunglung harped on the importance of today’s programme and suggested that more such events are organised in future with the participations of all the tribal MLAs in Manipur.
Dr Tangkhenthang said, “Loss of language is loss of knowledge and culture.”
Meanwhile, members of ANSAM, MUTSU, ZSUM, AZSU, LNKR, ZSUKA, ADC members, All India Tribal Students Union, TKS, CDSU, ACTSOM, TKLI, ATDUM, Zomi Literature Society, TSA-GHQ, SSP, Raphei Katamnao Long, ALT (Imphal unit) and student leaders from Indira Gandhi National Tribal University participated in today’s programme.

Imphal, May 31 : A tree plantation drive was organized by HQ 10 Sector Assam Rifles and its under command units on 31 May 13 in Ukhrul District as part of forest & soil conservation. The arboriculture activity received an overwhelming response from Ex Service Men, villagers, school children and families who participated in large numbers to plant the saplings in the area. The plantation drive aimed to achieve a clean and green environment.
The event started with an address to all the denizens from the local area who participated with full zeal and enthusiasm and vowed to plant more trees in the coming future as they understood the importance of tree in day to day life and the contribution that trees make to everyone’s life. The participants of the Tree Plantation included folks of all age group and the students of different schools.The event included plantation of 3000 saplings of fruit bearing and ornamental trees in the Sector HQ, Battalion HQs and COBs. Assam Rifles vowed to continue this effort and further plant saplings in the monsoon and every year.
15 Assam Rifles under the aegis of HQ 9 sector Assam Rifles as part of HQ IGAR (S) organised awareness programme on Anti Tobacco Day on 31st May 2013 at Chandrakhong. A health lecture encompassing the harmful effects of tobacco was taken by medical officers. In another endeavour of reaching out to the local populace, medical team of 6 DOGRA under 26 Sector AR and HQ IGAR(South) performed a life saving treatment on a seriously injured accident victim. The incident took place in a remote village, Phasainjang of Khengjoi Block, in which Ms Kimboi, a 17 yrs old girl was seriously injured. Brought to unit MI Room at Phaisanjang in a state of altered consciousness, she was admininstered treatment by medical officer of 6 DOGRA resulting in her condition becoming stable. The timely medical attention, relentless medical support by the medical team of 6 DOGRA has been highly appreciated by the locals along the border area.
Students of Assam Rifles Public School (ARPS) have yet again proved their mettle in the present competitive academic scenario. With the 10th standard Board results being declared on 30 May 2013, not only did everyone breathe a sigh of relief, but the school witnessed a 100% result too. Miss Sharvari Vijay Ranade topped the charts scoring 95% followed by local Manipuri lads Master Seilenthang Lupho scoring 93.10 % and Master Ytelheiba Singh with 91.20%. Hanshing was speaking during the opening ceremony of “The two Days District Level Integration Programme” being jointly organised by Social Action for Tribal Areas Development, Manipur, Thangal Surung Baptist Church and Youth Affairs and Sports (YAS), Government of Manipur at Thangal Surung village, Saikul Sub-Division, Senapati district.
The inauguration function of the integration programme was also attended by Seikholal Haokip, Executive Member, ADC, Sadar Hillls, Gilthang Touthang, Chairman, Finance Committee, ADC, Sadar Hills, Kangpokpi and Thangjakam Misao, ADC Member and President, DCC, Sadar Hills.Although many Central sponsored schemes and projects are there meant for development in the hill districts of the state, these could not be implemented even after three years have gone since the elections to the ADCs, Hanshing lamented.

New Delhi, May 31: The Central Bureau of Investigation has filed a chargesheet against five accused persons (four residents of Balipur & one of Katra Vihar) of District Pratapgarh(U.P) for their role in the conspiracy & alleged murder of Nanhe Yadav then Pradhan of Balipur District Pratapgarh and recovery of illegal weapons.
The investigation revealed that rivalry between the deceased & the accused for dominance in village politics and a land dispute between the deceased & accused persons, were the reasons behind the killing.
CBI had registered four cases relating to murder of three persons, including ShriZiaulHaque, Deputy Superintendent of Police of Uttar Pradesh and two other persons, namely ShriNanheYadav& his brother Shri Suresh Yadav, both of District Pratapgarh (UP) in separate incidents on 02.03.2013 on the request of UP Govt and after Notification by Govt of India. CBI has taken of the investigation of these cases which were earlier registered by Uttar Pradesh.
Further investigation is continued U/s 173 (8) Cr.P.C. in the case.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

IMPHAL, May 31 NNN:Elaborate security has been beefed up in Manipur after the Joint Committee on Inner Line Permit System (JCILPS) taking up radical movement barring non-locals from coming to Manipur from June 1. Manipur Home minister Gaikhangam told reporters this evening that security measures have been tightened and all the police stations in the state have been alerted so as to thwart any activity that may invite problem. The Home minister then appeals the JCILPS not to take law into their hands.
“Let us go together to Delhi and press the Centre for the implementation of the Inner Line Permit system in Manipur,” said the Manipur Home minister.
He then said the state government had already taken a Cabinet decision in this regard and had put before the Centre urging it to implement the ILP system in Manipur.
Meanwhile, the students’ wing of JCILPS appealed the non-locals (people from mainland India) not to enter Manipur during its agitation.
“We will fully endorse the JCILPS movement,” said the student wing leader Angamba Meitei. From June 1 no non-locals will be allowed to enter Manipur either by surface transport or by air and this agitation will continue for 5 days. From June 6 till June 10 movements of non-locals in streets and neighbourhood in Manipur will be restricted.
Non-locals here means the people from mainland India.
With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state is ending, Joint Committee on Inner Line Permit System (JCILPS) has on Thursday decided to go ahead with its earlier decision to forbid visiting of non-locals to the state from June 1-5 and disallow outsiders to enter into the lanes and neighbourhoods within Manipur from June 6-10.
Representatives of Joint Committee on Inner Line Permit System met the Chief Minister, the Chief Secretary and other Cabinet ministers on May 20 during which it had discussed seriously about the ultimatum served to the Government regarding its stance on implementation of ILP system in the state, the committee’s convenor Sapamcha Jadumani told reporters here.
He said that during the meeting the Government side called for withdrawal of the committee’s decision to ban coming of non-Manipuris to the state.
Jadumani lashed out at the Chief Minister O Ibobi Singh for allegedly being double standard and accused the Ibobi led Congress Government of ignoring the resolution of the state assembly with regard to introduction of the ILP system under Bengal Eastern Frontier Regulations, 1873.
“Ibobi says he wants to implement ILP system in Manipur and at the same time he says the system will be demanded by other states and India may breakup if it is introduced in the state. This clearly indicates his Government is not willing to introduce the system in Manipur,” he said.
He alleged that the Chief Minister wants Manipur to be died out in order to save India and his remarks on ILP introduction shows that he is an anti-Manipuri. The design to convert Manipur a ‘hybrid state’ is never right and the integrity of the nation can only be protected only when there is ILP system, Jadumani affirmed.

In both, rural and urban India the impact created by cinema and television programmes on public mind is massive and ineffaceable in many respects. A qualitative analysis of TV and Film contents shows that movies are an obsession. India produces more than 900 films a year in different languages watched by over 188 million viewers every year. Satellite television has increased the outreach to a much larger audience. There are dozens of movie channels that telecast movies round the clock. The entertainment channels also show movies and reach 60-70% of the cable and satellite audience. It is pointed out by many scientific studies that the electronic images depicting smoking and tobacco use promotes the harmful and deleterious habit of smoking among youngsters, who happen to be the most vulnerable segment of the society. The role of motion pictures in promoting tobacco has been clearly reflected in many studies. Since in India and other such underdeveloped countries the literacy rate is too low so for most of these people, what is seen is often believed and followed. Hence, mass media and movies are an unfortunate but very powerful tool in the hands of tobacco companies.
The instances of females consuming tobacco in movies has also increased in India pointing towards a specific market expansion strategy by tobacco companies using movies as a vehicle. Studies suggest that the tobacco companies specifically position their products to attract female smokers from all segments, strata and age groups of society. The tobacco companies’ communications targeting females is carefully designed for younger women stressing on female camaraderie, self confidence, freedom, and independence; cigarette brands for older women are tailored to address the needs for pleasure, relaxation, social acceptability, and escape from daily stresses. In many movies, the female leads are shown smoking in style, which is seen emulating by many young girls. Beauty, success, emotional and physical toughness, independence and rebelliousness have often been associated with female smoking. In many instances even the cigarette brand has been deliberately shown at the subliminal level.
A survey depicts that seventy nine of the hundred and ten movies analyzed, presented smoking or tobacco with glamour and style. A sizeable number of movies related tobacco with stressful situation and thereby projecting tobacco as a panacea to all kinds of stress and tension. The false association of tobacco as a stress reliever has been created in sixty one of the hundred and ten movies analyzed. The association of tobacco with stress is factually and scientifically incorrect. There are no medical studies to even point that tobacco reduces stress. The association of tobacco with stress only promotes the tobacco industry marketing theme that smoking/tobacco reduces stress. It’s a scientific fact that tobacco is the major cause of hypertension and increased the chances of an infraction many folds.
False association of tobacco and smoking with glamour, bravery, success, stress etc. needs to put to an end immediately if the tobacco control efforts have to succeed and if millions of lives are to be saved.
The promotion of harmful substances like tobacco through mass media is undeniably against the established research of science’ against the direction provided by the Indian constitution and has the regrettable ability to degenerate the young people and hence the future of India and any civilization of the world.
In conclusion, the role of TV and movies as vehicles for promoting tobacco use has become even more important to be checked as other forms of tobacco promotion are constrained. This investment is part of a wider and more complex marketing strategy to support pro-tobacco social norms, including product placement in mass media, sponsorship and other modalities. Not only the tobacco traders but many of the film producers, directors and actors have also opposed ban on screening tobacco in films.
New Notification for Movies, TV Programmes Displaying Tobacco Products
With effect from 14.11.2011

In 2003, WHO conducted a study on the portrayal of tobacco in Indian cinema and its impact on youth audience before implementation of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, (COTPA) in 2003. Further in 2004 (post COTPA ), a second study titled on “Tobacco In Movies and Impact on Youth” documented changes in Bollywood’s tobacco imagery. This research found the following:

The Government had enacted the COTPA with the objective to protect the present and future generation from the adverse effects of tobacco usage and second hand smoke, through imposing progressive restriction.
As per Section – 5 of the Act, all forms of advertisement (direct, indirect/surrogate) promotion and sponsorship of tobacco products is prohibited. However, it was observed that when the advertising, promotion and sponsorship ban went into force, tobacco companies developed new marketing strategies to circumvent the law through depiction of tobacco use scenes and brand placement of tobacco products in movies.
The Ministry of Health and Family Welfare (MoHFW) has notified the rules for Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) [second amendment rules] 2011. The rules were notified after consultation and taking into account the views of Ministry of Information and Broadcasting to make it more practical and implementable.

As per the Rules, all the old movies and TV programmes i.e. produced before the 14th November, 2011 displaying tobacco products or its use would have to mandatorily display:-
a. anti-tobacco health spots or messages of minimum thirty seconds duration each at the beginning and middle of the film or the television programme.
b. anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display.
And such programmes will be telecasted at such timings that are likely to have least viewership of minors.
For new films and TV programmes a strong editorial justification for display of tobacco products or their use shall be given to Central Board of Film Certification (CBFC) along with UA certification, and it will be accompanied by the following:
a. A disclaimer, of minimum twenty seconds duration, by the concerned actor regarding the ill- effects of the use of such products, in the beginning and middle of the film or television programme;
b. anti-tobacco health spots or messages, of minimum thirty-second duration each at the beginning and interval of the film or the television programme;

c. anti-tobacco health warning as a prominent scroll at the bottom of the screen during the period of such display;
There will be a representative of MoHFW in the CBFC.
In order to restrict blatant display of tobacco brands in old films and TV programmes these rules make it mandatory to crop /mask display of brands of cigarettes or any other tobacco product or any forms of product placement, close-ups and for new films and TV programmes such scenes should be edited/blurred by the producer prior to screening. The ban is on display of tobacco product or its usage also.

IMPHAL, May 31 NNN: Police today raided a house in Imphal and seized large quantity of goods items that belonged to driver Kumud Ali who was kidnapped and killed before hijacking his goods-laden vehicle by five miscreants from Sekmai bazaar on May 9.
A combined team of police jointly led by Lamphel Police Sub-Divisional Police Officer, Kashar and Sekmai Police Officer-in-charge, Premjit raided the house of one Md Nasir aged 40 of Hapta Golapati Tenki Makhong around 3:30 pm and recovered the goods items packed in cartons.
However, no arrest was made during the raid as the police reports said that the goods were deposited in a rented godown belonging to Nasir by one of the accused in the kidnapping and killing of Kumud Alia aged 22 and later hijacking of his truck case.
The accused named Sanayaima took the godown on rent from the owner and he left the items there on May 10, according to police.
Five miscreants including Sanayaima kidnapped the truck driver Ali, son of Md Mojid Ali of Dikhujali village, Assam from the Sekmai bazaar along with his truck and killed him before hijacking his vehicle.
Imphal West District Police had claimed to have cracked the case of kidnapping and killing of truck driver Kumud Ali of Dikhujuli village with the police arresting the main accused on May 29.
Md Amir Khan aged 22 of Litanpokpi involved in the kidnapping and killing of the truck driver Kumud Ali and later hijacking of the truck owned by the victim, was arrested by the police and also recovered the hijacked vehicle, Superintendent of Police, Imphal West District Police, had said.
Md Amir Khan of Litanpokpi, Md Rajak Ali of Keibung Mayai Leikai, Md Sana of Kwakta Ward Number-3 and Md Sanayai, also from Keibung Mayai Leikai are co-accused in the case however they are absconding.

New Delhi, May 31: The Secretary, Ministry of Development of North Eastern Region (DoNER) Shri U.K. Sangma said that the Government will provide all possible support for infrastructure development for mountaineering in North Eastern Region. He said this while interacting with media and the mountaineers of the 1st North East India on top of the World (Mt. Everest) Expedition 2013 here today. Shri Sangma said that his Ministry has already sanctioned Three Crore Rupees for the expedition team.
The 1st North East India top of World Mt. Everest Expedition was funded by Government of India and Government of Manipur and implemented by Manipur Mountaineering and Trekking Association, Manipur.
The expedition was flagged off by the President of India, Shri Pranab Mukherjee on 20th March 2013 from Rashtrapati Bhawan, New Delhi. The Expedition is first of its kind wherein the climbers are exclusively from the North Eastern States of Manipur. 11 enthusiast mountaineers from the team successfully summitted the Mt. Everest in between 17th to 24th May 2013. The Expedition was successful in setting up many records for the country. The records include the First mother of two who scaled the Mt. Everest for the third time, the youngest Indian Mountaineers to scale Mt. Everest.

Imphal, May 30 : Team members of 1st North East India top of World Mt. Everest Expedition have started arriving in New Delhi after summiting the Mt. Everest by 11 intrepid mountaineers of North East India. The team members were accorded a warm welcome by Paban Singh Ghatowar, Hon’ble Minister of DoNER, Govt. of India at Committee Room, Vigyan Bhavan, New Delhi in the presence of Shri UK Sangma, Secretary, DoNER, Shri Ameising Luikham, Secretary, NEC and Shri DS Poonia, Chief Secretary, Govt. of Manipur apart from all the high ranking officials of Ministry of DoNER and NEC, Shillong.
Welcoming the successful expedition team, Shri Paban Singh Ghatowar appreciated the role taken up by the Government of Manipur and Manipur Mountaineering and Trekking Association in initiating such a remarkable venture. He said this is for the first time that Ministry of DoNER has funded such a project and he is delighted that it has succeeded with remarkable feat thereby leaving a legacy to look upon. He expressed his belief that the expedition will definitely encourage the younger upcoming generation to explore new heights.
The Minister expressed that, Manipur as a State has been continuously giving the country the best sportsperson, and todays success is a moment of pride for the country.
Shri DS Poonia briefed about the expedition to the dignitaries present and expressed the steps being initiated by the State Government to encourage the upcoming mountaineers and also about the awards being announced by various State Governments.
Dr. L. Surjit, Leader of the Expedition and President of MMTA submitted a Memorandum to the Minister, DoNER, Govt. of India requesting for incentives and award to the team, a recurring Grant in Aid to MMTA to continue working towards enhancing the adventure sports and adoption of MMTA’s Manipur Mountaineering Institute as a regional centre for mountaineering and Adventure Sports so as to enable them to impart courses to the populace of the region. On the memorandum, the minister has assured to look into the matter.

Imphal, May 30 MNS/NNN: The final leg of the political tour of the UNC in Naga areas was undertaken in Tahamzam(Senapati) district in association with the Naga Peoples’ Organisation and the 5 constituent tribes councils of the region from the 27th to 29th April, 2013. The areas covered in the tour included Senapati District Headquarters, Mao Gate, Tadubi, Tunggam, Tungjoy, Liyai, Maram and Willong. As in the earlier legs of the tour in which Chandel, Ukhrul and Tamenglong district were covered, an on the field study of the socio-economic conditions of the Nagas which is weakening by the day was undertaken and verification made on the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas.
The tour programme concluded with a joint meeting with frontal organisations including the Naga People’s Organisation, The Senapati District Women’s Association, Senapati District Students’ Association, Senapati- Karong Town Committee, the Tribe Councils of the Region and social leaders. The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.
The joint meeting reiterated the condemnation on the inhuman manner in which eviction of the bona fide residents of Naga River Colony was carried out by the Government of Manipur on the pretext of construction of a 5 star hotel. The eviction of 28 houses left more than 100 school going children homeless and 3 churches mowed down. The eviction was systematically carried out by first coming out with non-existent fault finding on land “patta”, then issuing back dated eviction orders which did not allow the resident to salvage whatever is possible from their houses and the meeting termed it as a clear move to grab the legitimate homestead of tribals and place of worship of Christians. Even standing court ruling of maintaining status quo was not honoured. 5 Stars hotels are not supposed to disown people of their homes. The meeting maintained that Government of Manipur’s communal agenda for the eviction, veiled behind the 5 stars hotel project was reflective of their wider design to disown tribals and Christian of their lands and emphasised on the dire need to take up suitable course of actions to protect tribal rights.
The entire tour programme was hosted by the Naga People’s Organisation.

Echoeing the Kuki Students Organisation (KSO), All Naga Students Association, Manipur (ANSAM) today dismissed the ATSUM as ‘pseudo-ATSUM’ formed by few individuals to serve their vested interests while the All Colleges Tribal Students Organisation (ACTSOM) said today it will fully support the ATSUM agitation saying ATSUM’s movement is for all the tribals of Manipur. “We are here all out support to ATSUM and we will stand behind it till the end,” ACTSOM said. Again, Indigenous Peoples Front (IDF) too said the steps taken up by ATSUM is not only students’ movement but it is the movement of the whole tribal community working for tribals’ rights in Manipur.
On the other hand, All Naga Students Association, Manipur (ANSAM) asked its constituent units not to lend support to the proposed ATSUM agitation saying it is the ‘pseudo-ATSUM’ not mandated by people which is making mockery of the name of ATSUM. The June 3 agitation is a fake bandh, said ANSAM president Kumo Sha while talking to Newmai News Network tonight. The ANSAM leader also said the proposed bandh will only glorify few individuals behind the ‘pseudo-ATSUM’ at the cost of the tribal people.
It can be noted here that the Tangkhul Katamnao Saklong (TKS) or Tangkhul Students Union, Zeliangrong Students Union, Manipur (ZSUM), Thadou Students Association-General Headquarters (TSA-GHQ) and Churachandpur District Students Union (CDSU) had pledged to support the ATSUM agitation while Kuki Students Organisation (KSO), All Naga Students Association, Manipur (ANSAM) have strongly voiced to oppose the agitation.

With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state is ending, Joint Committee on Inner Line Permit System (JCILPS) has on Thursday decided to go ahead with its earlier decision to forbid visiting of non-locals to the state from June 1-5 and disallow outsiders to enter into the lanes and neighbourhoods within Manipur from June 6-10.
Representatives of Joint Committee on Inner Line Permit System met the Chief Minister, the Chief Secretary and other Cabinet ministers on May 20 during which it had discussed seriously about the ultimatum served to the Government regarding its stance on implementation of ILP system in the state, the committee’s convenor Sapamcha Jadumani told reporters here.
He said that during the meeting the Government side called for withdrawal of the committee’s decision to ban coming of non-Manipuris to the state.
Jadumani lashed out at the Chief Minister O Ibobi Singh for allegedly being double standard and accused the Ibobi led Congress Government of ignoring the resolution of the state assembly with regard to introduction of the ILP system under Bengal Eastern Frontier Regulations, 1873.
“Ibobi says he wants to implement ILP system in Manipur and at the same time he says the system will be demanded by other states and India may breakup if it is introduced in the state. This clearly indicates his Government is not willing to introduce the system in Manipur,” he said.
He alleged that the Chief Minister wants Manipur to be died out in order to save India and his remarks on ILP introduction shows that he is an anti-Manipuri.
The design to convert Manipur a ‘hybrid state’ is never right and the integrity of the nation can only be protected only when there is ILP system, Jadumani affirmed.

Nearly six million people across the world die because of direct or indirect use of tobacco every year and the figure could go up to eight million by 2030 unless urgent action is taken says WHO. In India one out of 10 Indian adults dies of tobacco related diseases and Tobacco is cause for 1.5lakh cancers, 4.2 million heart diseases, and 3.7 million lung diseases every year. Our country has one of the highest rates of oral cancer.
According to Tobacco Intervention Initiative statistics, 4300 lakh tobacco is consumed in the form bidis, chewing tobacco, gutka and snuff and smoking cigarettes. Fourteen crore men and 4 crore women are addicted to tobacco in India according to official figures. Over half of the male population around 57 per cent in the age group 15-49 years uses tobacco in some form and over one tenth of women in this age group also use tobacco. More than 5,000 youth in our country take to tobacco use every day.
The health ministry estimates that by 2020, tobacco will be responsible for 13% of all deaths in India and says that without any intervention, more than 38.4 million bidi smokers and 13.2 million cigarette smokers are likely to die prematurely. Second-hand smoke also remains a big problem. The misconception about certain tobacco products being safe also encourages many to consume tobacco in one or another form.
India launched the National Tobacco Control Programme in the 11th five year plan. It has ratified the WHO convention on tobacco control which recommends several strategies to reduce the demand and supply of tobacco. India was among the first few counties to set up a chain of tobacco cessation clinics at the district level. Several legislations are also in place for reducing tobacco usage and manufacture. These include Regulations of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011, made under the Food Safety and Standards Act and Cigarette and other Tobacco Products (Packaging and Labelling) Amendment Rules, 2012.
As per the Regulations of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations of 2011, made under the Food Safety and Standards Act, gutka, zarda, pan masala, gul, bajjar and such other toxic and addictive forms of chewing tobacco are mandated to be banned by various states.
Although 24 states and five union territories have so far banned gutka and paan masala containing tobacco, there is a question mark over the implementation of the ban. Whether it is the capital Delhi or other town where the ban is in place, gutka is being either sold openly or clandestinely in different names and pouches which is the people addicted to are even willing to pay a higher price.
The Supreme Court had last month sought compliance reports from all state governments that have banned the sale and manufacture of gutka and paan masala containing tobacco.
According to the new Cigarette and other Tobacco Products (Packaging and Labelling) Amendment Rules, 2012, notified on September 27, 2012, all tobacco product packs in the country are to carry new pictorial warnings which focussed in detail the portion of the human body affected by tobacco use.The health ministry had also for the first time inserted the word ‘Warning’ in the new pictorial warnings and mandated that this word be printed in ‘red’ colour along with the messages – ‘Smoking kills’ and ‘Tobacco kills’.
The new notification makes it mandatory for all tobacco makers both smoking forms and smokeless to maintain pictorial warnings in the states format and also to place the health warning in at least 40 per cent of the principal display area of the tobacco package.
At recent consultations several government and non-governmental organisations called for a complete ban on advertising, promotion and sponsorship of tobacco products in the country. The consultation was by HRIDAY (Health Related Information Dissemination Amongst Youth) and Voluntary Health Association of India (VHAI) in collaboration with the Health and Family Welfare ministry and the WHO Country Office for India. It was felt that despite the regulations, tobacco advertising, promotion and sponsorship is very rampant and youth-centric. The urgent need to strengthen the existing provisions of COTPA and a multi-sect oral and inter-governmental synergy was stressed to effectively implement a complete ban.
Advertising of tobacco products is restricted under the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, (COTPA).
It is also established that a majority of smokers as many as 70 per cent desire to quit, but only 30 per cent of them actually try each year, and only 3 to 5 percent actually succeed in quitting, states WHO.
The theme of this year World No Tobacco Day is: Ban tobacco advertising, promotion and sponsorship.A comprehensive ban of all tobacco advertising, promotion and sponsorship is required under the WHO Framework Convention for Tobacco Control (WHO FCTC) for all Parties to this treaty within five years of the entry into force of the Convention. Evidence shows that comprehensive advertising bans lead to reductions in the numbers of people starting and continuing smoking. Statistics show that banning tobacco advertising and sponsorship is one of the most cost-effective ways to reduce tobacco demand and thus control its usage.The objective of 2013 campaign is also drive local, national and international efforts to counteract tobacco industry efforts to undermine tobacco control, specifically industry efforts to stall or stop comprehensive bans on tobacco advertising, promotion and sponsorship.
Of the six million people who die of tobacco related diseases every year globally more than 600 000 are non-smokers dying from breathing second-hand smoke.The ultimate goal is to contribute to protect present and future generations not only from these devastating health consequences, but also against the social, environmental and economic consequences of tobacco use and exposure to tobacco smoke.
So until all forms of consumption of tobacco cease through regulations and laws the goal of tobacco free India cannot be fulfilled. There is therefore a need for all stake holders in public health to coordinate their effort for everyone to emphatically say No To Tobacco.

Everyone knows what flop means. Yet they do not find time and occasion for using this word. Today I will be using this word in describing the performance of the engineers of the engineering departments of the Government of Manipur. Why they waste time without doing anything. If they do not have fund for repairing of roads or for construction of bridges they must think of demanding it from the Government. On The contrary they remain waiting for cut from the poor contractors. Think what is ailing the state and its people. If you have the gut just conduct a simple survey it will bring to light who is buying precious land and building in the heart of Imphal city. A state exists to serve interest of all including those who have nothing to support themselves. Why this food security bill is being introduced. It is being implemented to take care of the most unfortunate people of the country. Congress party having ruled the state for more than 11 years in the state might have known what is afflicting the state and its people. The man neighbouring me does not have not anything to support himself and those dependent on him. But he wants a Government that will be lasting and that will understand the sufferings of the masses. Can you hear the voice that is feeble that is not loud. Think for the masses. They cannot do anything even for their well being. 80 percent of the people are poor people. They cannot collect even the rice allotted to them. This is a very serious situation. It you talk to them you will understand how many of our people are languishing. But a Government survives to make everyone happy. This should be taken as a direct appeal to the men at the helm of affairs. Enough is enough. We expect something that is for the betterment of the society,

AIZAWL, May 30 NNN: The Election Commission of India (ECI) has started its preparation for the conduct of assembly election in Mizoram. Mizoram will go to poll in the later part of this year.
The Election Commission of India has finalized for conduct of Electoral Roll Special Summary Revision. In this connection, Joint Chief Electoral Officer (Jt CEO) H Lalengmawia today interacted with the media.
As per the direction of ECI, Special Summary Revision will begin by July 1, and the final roll is to be published on August 16.
At present, Mizoram has 6, 83, 801 voters, which is 60.11% of the total population, from which is learnt that 39.09 % are not in the Roll, and therefore, many people are yet to enter in the electoral roll.
Jt. CEO Lalengmawia said that despite several criticisms, EVMs are planned to be used in the assembly elections in the state as per the wish of the Election Commission of India.
He added that out of the 1500 EVMs in Mizoram, 187 needed to be repaired, and are now processed to be sent to ECIL Hqrs. Hyderabad. And, as per permission of ECI, 200 EVMs are planned to be borrowed from Tripura.
The JT. CEO invites the media persons to cooperate in ensuring that each and every citizen exercise their franchise.
As it is mandatory that photos of every voteer be shown in the Electoral Roll, therefore each district is informed to take strong steps in this regard, JT. CEO Lalengmawia said, adding any new voter must submit at least 2 copies of passport photographs.
As the Election Commission of India has made arrangement for Public Grievances Redressal Mechanism to which people can approach in Election-related matters, toll free telephone connections are made in every district.
