AIZAWL, Sept 8 NNN : The Opposition Mizo National Front (MNF) is all set to impose Mizoram bandh on Tuesday but the ruling Congress is opposing it.
The MNF is calling bandh as a mark of resentment against the alleged misrule of Lal Thanhawla led Congress government in Mizoram. The Congress party called the move of the Opposition as ‘illogcal’ saying Mizoram has been shining because of the Congress government.
The ruling Congress party is enjoying the popularity of its pilot project New Land Use Policy (NLUP) in the rural areas.
General decadence of political system coupled with economic recession in the state have compelled us to protest,” said the Action Committee of the MNF. The MNF also accused Lalrinliana Sailo, Mizoram health minister of indulging in drug smuggling.
The Congress party said during the MNF rule under Zoramthanga, the state of Mizoram had suffered immensely. “Corruption was in the peak under the MNF rule,” accused the Congress party. MNF too said corruption has become too rampant under the Congress rule in Mizoram and appealed the people of the state to understand this. Mizoram will witness assembly elections sometime in October end or in November.

Imphal, Sep 8 : A two-month long tree plantation programme at Umang Lai by the Green Revolution Society, Manipur was launched from Kangla.
The programme, which will cover 421 Umang Lai of Manipur began with the traditional , rituals and plantation of trees by the volunteers of the Green Revolution Society , Manipur. The objective of the programme is also a response to the climate change and the environment.
The two-month plantation of indigenous trees at all the Umang Lai is also an endeavour to restore the essential and natural characters of having groves around the deity.
The Society has identified Umang Lai in the state, which has enough space for plantation in consultation with the local people and clubs.
It is also a campaign to create an environmental consciousness among the local population, especially among the youths to address the alarming climate change. At the same time, the programme will encourage plantation of endangered indigenous trees, particularly having socio-cultural and ritualistic values of the society in our day-to-day lives.
The Manipur Green Society has already planted over 20,000 trees in the state since its inception in the year 2008. The Society has been receiving encouragements in many forms from the people. New Delhi, Sep 8 : A two day National Executive meeting of IT cell of BJP which started from 6th to 7th September concluded , empowering the party and Mission 2014. The inaugural function was chaired by Rajnath Singh, National President, BJP and Mahendra Pandey, National Convenor of BJP Cell and Morchas. More than 20 states participated in the two day brainstorming sessions under the leadership of Dr. Arvind Gupta, National Convenor, IT Cell, Vinit Goenka and Sanjeev Singh, National Co-convenors of IT Cell, BJP.
Manipur also presented the achievements, plan of action, vision for future and wish list by the State IT cell Convenor, Naorem Mohen Singh. Issues and problems faced by the party due to lack of hi-end technology were discussed to the Central leaders.
Mohen has also submitted the role of IT cells of the state party in disseminating the news and activities of the party to regional and National level for wide coverage of events and poll campaign.
The absence of news and issues of the state will now be carried by the IT cells of the Central BJP through Yuvai TV and various channels of the media, making state issue a National concern like border fencing, corruption and law and order etc.
Rajnath Singh stressed the role of IT cell of the party to come to power through social media by educating the voters, living in far flung areas about the anti incumbency of the ruling Congress government and also by promoting the good factor of BJP rule states like Gujarat, Chattisgarh, Madhya Pradesh and Goa.
Mahendra Pandey gave his valuable suggestions on application of It on governance of BJP at Central and State office for smooth functioning and transparency of the party workers. During December-January next year, there must be a National level Conference of IT cells which will be represented by state level IT cells, District levels and Mandal It cells to kickstart Mission 2014.

IMPHAL, Sept 8 NNN : A team comprising of Tangkhul Shanao Long Delhi (TSLD), FXB India Suraksha, Naga Peoples Movement for Human Rights (NPMHR), Indigenous Women Forum, North East India (IWFNEI) visited Ukhrul as a follow up of the 23 children rescued from Jaipur from two ‘illegal homes’ run by Pastor Jacob John and also from his house. The team met the children, families, DC of Ukhrul, civil society organizations, CWC and others.
Of the 53 children, 23 were from Manipur and they were handed over to the state Child Welfare Committee (CWC) on April 19. The children are currently under the care of the Ukhrul CWC and SSA and undergoing residential bridge course.
According to these organisations, they have found out that detail inquiry report of the child under JJ Rule 28(3); 33(3) (g) (ii) and (4)(f); 87 (1)(a) and (2) is yet to be finalized by the CWC Ukhrul. The report is an assessment of the family situation of the child in detail and to explain in writing whether it will be in the best interest of the child to restore him/her to his families, they added.
These organisations also found out that no plan how medical assistance will reach to children once they are repatriated to their parents. The visiting team has also found out that the state authorities has not given any standard guidelines to deal with rescued children nor specified any budget towards this.
The government despite their assurance has not considered the special circumstances and denied eligibility to pursue higher education for the senior children. The then Deputy Commissioner had written to the concern authority but the matter remains unaddressed till date.
The team is disappointed at the irresponsibility and lack of commitment on the part of the Chief Minister and the Social Welfare Department in extending support that is due to the children, which was aggressively highlighted in the media in the initial period.
Meanwhile, i (TSLD), FXB India Suraksha, (NPMHR), (IWFNEI) have recommended that a thorough home investigation of each child be done at the earliest and based on the findings individual care plan for each before restoring them to their respective families.
They also recommended that the rehabilitation plan must include all children who were in the same home but returned before the rescue owing to health problems. The list of the children has been submitted to the DC on 9th May by the Ukhrul District Alliance for Child Rights (UDACR) and on 6th June to Nina Nayak,NCPCR.
These organisations demanded that s medical team be constituted and all the children be examined and given medical attention on time to time basis.
The team further demanded that the State of Manipur need to immediately develop standard guidelines to deal with similar situation of rehabilitating the rescued children from different part of the state in consultation with different stakeholders. The state protection of child rights, Manipur should be pro actively engaged in safeguarding the rights of the children in compliance with ICPS, ICDS and RTE, they further demanded.
“As per the request made from ACP, Jaipur, Rajasthan and direction given by Session court Imphal to CJM Ukhrul to record the statement of the children under CRPC 164, there has been no progress in the matter.
The team then said the state should have a rigorous plan on prevention of child trafficking in close collaboration and consultation with stakeholders across the board and the state failed to comply with the Supreme Court’s guidelines where children below the age of 12 should not go out for education. The state so far have no operational guidelines to check the incidence of children getting trafficked on the pretext of education, the team stated.

The KNLF cadres who are supposed to be part of the home coming ceremony are mostly fake cadres (just pick up from Moreh area) organized by some people purposely for the home coming ceremony it was alleged.
The attempt of the government to bring all armed revolutionary groups into SoO agreement is laudable but inclusion of factions and bogus cadres/groups will not add any feather to the grand scheme of the govt. Indeed this will only encourage more and more people/groups to organize more and more new cadres/groups in future and the whole scheme of thing will be messed up instead of solving the problem.
UKLF/UPF suggested to the government that not only the said KNLF, all other faction ridden groups are also not to be given a chance to come into SoO agreement became the whole plan of things will get no where .

IMPHAL, Sep 8 NNN : Opposition political parties in Manipur have demanded to immediately halt the ongoing border fencing work in the Indo-Myanmar border.
Trinamool Congress MLA Dr I Ibohanbi Singh while briefing the media at Moreh Trade Centre said the border should not continue unless the matter is amicably resolved between Myanmar and India.
He also said vast land of wild life sanctuary has been affected due to the faulty fencing work.
It can be noted here that a six-member team of Manipur Opposition visited border villages on Saturday along the Indo-Myanmar border to make an assessment of the international line in Chandel district, neighbouring Myanmar.
The MLA team led by Opposition leader Dr I Ibohalbi arrived in Moreh town in Chandel just before midday. From there they went to Holenphai, Govajang and other border villages to oversee them. The Opposition has claimed that huge portion of Manipur’s border land areas hve been ceded to Myanmar in the border fence construction.
Dr Ibohalbi then asked whether the authorisations have been obtained from the departments of forest, revenue or for that matter, the deputy commissioner of Chandel and other concerned authorities before the fencing began.
MLA Shyamkumar joining the press meet said the security force personnel are doing nothing while the Myanmarese army recently constructed a temporary camp near the disputed Border Pillar number 23.
Meanwhile, sources said the team is likely to submit a report on the visit to the Centre soon and put pressure for addressing the issue.
The Opposition team led by Dr Ibohalbi included MLAs Th Biswajit, M Kunjo, Th Shyamkumar, O Lukhoi and K Sharat. The Indo-Myanmar Border Fencing Committee headed by Principal Secretary (Home) Dr J Suresh Babu had earlier made a spot assessment of the international border fencing in Manipur’s Chandel district on August 26 last.
During the visit the Committee inspected Holenphai and Govajang villages, and Tamil Sangam area located between Moreh Gate No 1 and 2 which have been apparently affected by the Indo-Myanmar Border Fencing.
However, the Principal Secretary (Home) during the trip had claimed that the current Indo-Myanmar Border Fencing was just a “security barrier.”

Lucknow/New Delhi, Sept 8 (ANI): Thirty people have been arrested so far in connection with the communal clash between two communities in Muzzafarnagar, and the death toll has risen to 21 with 40 others injured.
ADG Law and Order Uttar Pradesh Arun Kumar said the situation was under control in Muzaffarnagar.
“Since last night no untoward incident has taken place. Eight columns of army have reached Muzaffarnagar and they have conducted flag march. The government of India has dispatched extra police force and CRPF personnel. Senior officials have been sent to Muzaffarnagar and its surrounding areas from Lucknow. We have arrested 30 people since last night and situation is under control,” he said in Lucknow.
Meanwhile, Bahujan Samaj Party (BSP) has sought sacking of the state government, claiming that it failed to perform its democratic and constitutional responsibility.
“It not only reflects complete bankruptcy on the party of the state government but the government has failed perform its democratic and constitutional responsibility. Mayawati has been demanding for a very long time that this government is a failure and it should resign. This government should be sacked by invoking 356 article of the Constitution,” BSP leader Sudhindra Bhadoria said.
The (BJP) leader Mukhtar Abbas Naqvi hit out at the UP government over repeated communal riots in the state.
“Action should be taken against the rioters, the perpetrators of such crimes and innocent people should be given protection. But opposite is happening. Uttar Pradesh is reeling under a series of communal riots on a weekly basis and still they call themselves secular,” he said.
Army on Sunday staged a flag march in riot-hit areas of Muzaffarnagar district, and the UP government has imposed an indefinite curfew in Civil lines, Kotwali and Nai Mandi area of Muzaffarnagar.
According to reports, at least twelve persons, including a TV channel journalist and a photographer hired by the police have been killed and around 40 injured in clashes between two groups since yesterday.
Violence broke out in the Kawal area of Muzaffarnagar yesterday when members of a community returning from a panchayat meeting in Naglabadhod, three kilometres from Kawal, clashed with members of another community.
According to TV reports, Rajiv Verma, who worked as a freelance television journalist, was reportedly caught in the crossfire at Meenakshi Chauraha. In Sekeda village, a photographer who the police had hired, was beaten to death.
Meanwhile, the Uttar Pradesh Government has announced an ex-gratia of Rs 15 lakh to the kin of the TV journalist and Rs 10 lakh to the family of others who were killed in clashes between members of two communities in Muzaffarnagar.

The Lok Sabha on Sep 7 passed the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2012. The Bill provides for protection of livelihoods rights, social security of street vendors, regulation of urban street vending in the country and for matters connected therewith or incidental thereto.
Moving the Bill for consideration and Passing in the house , Dr. Girija Vyas, Minister of Housing and Urban Poverty Alleviation, said “Street vendors constitute an integral part of our urban economy. Street vending is not only a source of self-employment to the poor in cities and towns but also a means to provide ‘affordable’ as well as ‘convenient’ services to a majority of the urban population, especially the common man.
Street vendors are often those who are unable to get regular jobs in the remunerative formal sector on account of their low level of education and skills. They try to solve their livelihoods issues through their own meagre financial resources and sweat equity.
Given the pace of urbanization and the opportunities presented through the development of urban areas, the growth of street vendors’ population is likely to have an upward trend.   She said “ It is vital that these vendors are enabled to pursue their livelihoods in a congenial and harassment free atmosphere. Inclusive growth strategy adopted by the 11th and 12th Five Year Plans calls for a facilitating mechanism for street vending to aid economic growth and inclusion simultaneously.”
Main features of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2012 are as follows:
The Provisions of the Bill are aimed at creating a conducive atmosphere where street vendors, are able to carry out their business in a fair and transparent manner, without the fear of harassment and eviction.
(i)           The Bill provides for constitution of a Town Vending Authority in each Local Authority, which is the fulcrum of the Bill, for implementing the provisions of the Bill.
(ii)         In order to ensure participatory decision making for aspects relating to street vending activities like determination of natural market, identification of vending zones, preparation of street vending plan, survey of street vendors etc. the TVC is required to have representation of officials and non-officials and street vendors, including women vendors with due representation from SC, ST, OBC, Minorities and persons with disabilities. It has been provided that 40% members of the TVC will be from amongst street vendors to be selected through election, of which one-third shall be women.
(iii)       To avoid arbitrariness of authorities, the Bill provides for a survey of all existing street vendors, and subsequent survey at-least once in every five years, and issue of certificate of vending to all the street vendors identified in the survey, with preference to SC, ST, OBC, women, persons with disabilities, minorities etc.
(iv)       All existing street vendors, identified in the survey, will be accommodated in the vending zones subject to a norm conforming to 2.5% of the population of the ward or zone or town or city.
(v)         Where the number of street vendors identified are more than the holding capacity of the vending zone, the Town Vending Committee (TVC) is required to carry out a draw of lots for issuing the certificate of vending for that vending zone and the remaining persons will be accommodated in any adjoining vending zone to avoid relocation.
(vi)       Those street vendors who have been issued a certificate of vending/license etc. before the commencement of this Act, they will be deemed to be a street vendor for that category and for the period for which he/she has been issued such certificate of vending/license.
(vii)     It has been provided that no street vendor will be evicted until the survey has been completed and certificate of vending issued to the street vendors.
(viii)   It has also been provided that in case a street vendor, to whom a certificate of vending is issued, dies or suffers from any permanent disability or is ill, one of his family member i.e. spouse or dependent child can vend in his place, till the validity of the certificate of vending.
(ix)       Thus the mechanism is to provide universal coverage, by protecting the street vendors from harassment and promoting their livelihoods.
(x)         Procedure for relocation, eviction and confiscation of goods has been specified and made street vendor friendly. It is proposed to provide for recommendation of the TVC, as a necessary condition for relocation being carried out by the local authority.
(xi)       Relocation of street vendors should be exercised as a last resort. Accordingly, a set of principles to be followed for ‘relocation’ is proposed to be provided for in the second Schedule of the Bill, which states that (i) relocation should be avoided as far as possible, unless there is clear and urgent need for the land in question; (ii) affected vendors or their representatives shall be involved in planning and implementation of the rehabilitation project; (iii) affected vendors shall be relocated so as to improve their livelihoods and standards of living or at least to restore them, in real terms to pre-evicted levels (iv) natural markets where street vendors have conducted business for over fifty years shall be declared as heritage markets, and the street vendors in such markets shall not be relocated.
(xii)     The Local authority is required to make out a plan once in every 5 years, on the recommendation of TVC, to promote a supportive environment and adequate space for urban street vendors to carry out their vocation. It specifically provides that declaration of no-vending zone shall be carried subject to the specified principles namely; any existing natural market, or an existing market as identified under the survey shall not be declared as a no-vending zone; declaration of no-vending zone shall be done in a manner which displaces the minimum percentage of street vendors; no zone will be declared as a no-vending zone till such time as the survey has not been carried out and the plan for street vending has not been formulated. Thus the Bill provides for enough safeguards to protect street vendors interests.
(xiii)   The thrust of the Bill is on “natural market”, which has been defined under the Bill. The entire planning exercise has to ensure that the provision of space or area for street vending is reasonable and consistent with existing natural markets. Thus, natural locations where there is a constant congregation of buyers and sellers will be protected under the Bill.

(xiv)   There is a provision for establishment of an independent dispute redressal mechanism under the chairmanship of retired judicial officers to maintain impartiality towards grievance redressal of street vendors.
(xv)     The Bill provides for time period for release of seized goods, for both perishable and non-perishable goods. In case of non-perishable goods, the local authority is required to release the goods within two working days and incase of perishable goods, the goods shall be released the same day, of the claim being made.
(xvi)   The Bill also provides for promotional measures to be undertaken by the Government, towards availability of credit, insurance and other welfare schemes of social security, capacity building programmes, research, education and training programme etc. for street vendors.
(xvii) Section 29 of the Bill provides for protection of street vendors from harassment by police and other authorities and provides for an overriding clause to ensure they carry on their business without the fear of harassment by the authorities under any other law.
(xviii)     The Bill specifically provides that the Rules under the Bill have to be notified within one year of its commencement, and Scheme has to be notified within six months of its commencement to prevent delay in implementation.
The Bill is aimed at creating a conducive atmosphere for street vendors to do their business in dignity and is likely to help in giving livelihood protection to about 1 crore families.
Background:
Considering the significant contribution made by street vendors to the urban society, and to enable them to earn a decent livelihood through creation of conditions for decent work, without causing obstruction to the public and to reflect the spirit of the Constitution of India on the right of citizens to equal protection before the law as well as their right to practice any profession, occupation, trade or business, the Government of India revised the National Policy on Urban Street Vendors, 2004  and brought out the National Policy on Urban Street Vendors, 2009.
The revised Policy was circulated to all States/UTs for implementation after, the approval of the Union Cabinet on 23th February, 2009. The revised Policy underscored the need for a legislative framework to enable street vendors to pursue an honest living without harassment. Accordingly, a Model Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2009 was prepared by the Government of India. The Model Bill was also approved by the Union Cabinet on 23th February 2009 and was circulated to all States for taking a cue while legislating on the subject.
The Ministry of Housing & Urban Poverty Alleviation has been receiving continuous representations from individual street vendors and their organizations to bring a central legislation, which would be applicable to all the states and UTs. Therefore, for giving a national recognition to the contribution of street vendors and to ensure uniformity in the legal framework for street vending across States, a Central law on street vending is considered essential.
Regional level consultations were organized on the subject of implementation of National Policy on Street Vendors and legislative framework for street vending in Patna on 4th-5th March, 2011, Mumbai on 24thSeptember, 2011, and Delhi on 18.11.2011 which were attended by representatives from State Governments, Urban Local Bodies, NGOs, Civil Society, International Organizations, Experts, Members of Street Vendors Associations etc.
A National Consultation was also held in New Delhi on 23rd December 2011 to seek the views / comments of various stakeholders, including representatives of Street Vendors’ organizations and street vendors themselves on the salient features of the proposed legislation in order to evolve an effective and practical central law for the protection of livelihood rights and social security of street vendors. The suggestions and recommendations received covered a wide variety of measures relating to providing a conducive framework for street vending.
Accordingly, a new legislation namely ‘Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill, 2012’ was drafted under entries 20 (economic and social planning), 23 (social security and social insurance; employment and unemployment), and 24 (welfare of labour including conditions of work, provident funds, employers liability, workmen’s compensation, invalidity and old age pensions and maternity benefits) of List III of the Constitution. The Bill provides for protection of livelihoods rights, social security of street vendors, regulation of urban street vending in the country and for matters connected therewith or incidental thereto.
The draft Bill, was circulated to States/UTs on 29.02.2012 for comments. It was also discussed and deliberated during a National Consultation of Housing/Urban Development Ministers of States and UTs on the 28th of April, 2012, which was attended by 22 States, and received wide acceptance and support.

GUWAHATI, Sept 5 NNN : After having had recognised his works in England and the United States, the film maker of the Assam’s Mayong legendary magic is now focussing in Nagaland and Manipur and other parts of the North East region.
Utpal Borpujari informed today that he will make a film on Naga folk music and also a film on the battle fields in Manipur and Nagaland during World War II.
Presently, Borpujari is making a documentary film for the Rajya Sabha TV on a football coach who spent his money to teach football to poor village girls in Assam.
It can be noted here that the story of Mayong’s legendary magic will now travel to the United States.
Mayong, also known as the Land of Black Magic, is situated in Marigaon district of Assam.
“Mayong: Myth/Reality”, a documentary directed by Utpal Borpujari and produced by Jayanta Goswami under the banner of Darpan Cine Production, has been selected for screening at the Silent River Film Festival to be held in California (USA) in October.
Informing Newmai News Network over phone from New Delhi few days ago, Utpal Borpujari expressed his happiness and had said, “Definitely, it is an encouraging news that a film from the North East is travelling to the United States of America. With this, more and more stories of the North East India region and about its people can be told.”
The documentary, which makes a first-time effort to capture the story of Mayong in film, is among the 79 films chosen from all over the world for screening at the festival that will happen at Irvine in California from October 17 to 20.
The film, which has earlier been screened at the 6th International Documentary and Short Film Festival of Kerala, 5th CineASA Guwahati International Film Festival and the Indie8 Film Festival in Shillong, has already been archived by the Royal Anthropological Institute of Britain and Ireland, as reported earlier. It will also be screened at the Gandhinagar International Film Festival soon.
The other films from India that will be screened at the Silent River Film Festival are Vikramaditya Motwane’s Hindi feature film “Lootera”, Sourav Sarangi’s documentary “Char – The No Man’s Island”, and short films “Lapet” by Anshul Sinha and “Afterglow” by Kaushal Oza.
Incidentally, the DVD of “Mayong: Myth / Reality” will soon be released nationally by Junglee Home Video, the DVD label of Times Music.
“Mayong: Myth/Reality”, has also been archived by the Royal Anthropological Institute (RAI) of Great Britain and Ireland so that researchers and academicians associated with cultural ethnography studies can access the documentary.
The film, which was screened few months ago at the 5th CineASA Guwahati International Film Festival and the India International Centre, New Delhi, had also been selected for the Long Documentary (Non-Competitive) Section of the 6th International Documentary and Short Film Festival of Kerala (IDSFFK) held in Thiruvananthapuram in June and the Gandhinagar International Film Festival to be held in the Gujarat capital this month.
The RAI’s ethnographic film library, which the film will be a part of, is one of the world’s largest and most important such archives.
“All films included in the library are screened by the specialist Film Committee, guaranteeing a standard of excellence unparalleled elsewhere. Growing numbers of film company researchers and broadcasters now consult the RAI film materials,” according to the RAI’s description of the archive.The RAI is the world’s longest-established scholarly association dedicated to the furtherance of anthropology in its broadest and most inclusive sense. It seeks to combine a distinguished tradition of scholarship stretching back over more than 150 years with the active provision of services to contemporary anthropology and anthropologists.
The institute is strongly involved in promoting the public understanding of anthropology, and the contribution of anthropology to public affairs, and has a privileged link with the Anthropology Library of the British Museum.

IMPHAL, Sept 5 NNN : Apex Kuki organisations in Manipur have urged the government of India and the government of Myanmar to sort out the problems at the earliest regarding the border fencing impasse.
Kuki Inpi, Manipur, KSO, General Headquarters, Kuki Chiefs Association, Manipur (KCAM), Kuki Chiefs Association, Chandel, Hills Tribal Council, Moreh and Women Union of Moreh inspected the two Kuki villages of Haolenphai and Govajang in the Indo-Myanmar border today and found that huge portion of land had gone to the other side of the border.
The Kuki organisations informed Newmai News Network this evening that at Haolenphai village the Myanmarese government had erected border pillar number 23 in place of border pillar number 76. In that case, a portion of land measuring one kilometre in breadth and 10 km in length has gone to the other side of the border.
The Kuki bodies said if the faulty fencing work is not rectified at the earliest, the plan of the govt to make a ‘model town’ in Moreh will also be affected.

IMPHAL, Sep 5NNN : Manipur state unit of All India Trinamool Congress on Thursday demanded both the Central and state Governments to let slip on the true status of the Indo-Myanmar Border Fencing within one week.
Addressing the media at the party office, Manipur state unit TC president Kim Gangte urged the Central and state Government to sort out the issue of the Indo-Myanmar Border Fencing and wipe out the anxiety of the people of the state over reported loss of large area of land on the Manipur side of the international line.
Kim said the state and Central Governments should address the border issue and remove the anxiety of the people over the issue within one week.
She informed that the party already had dispatched a representation to the Prime Minister apprising him about the current border issue on August 6 last.
Kim further claimed Manipur has forced to cede an area of land measuring about 16 km along the boundary to the neighbouring country for the border fence construction.
The TC leader also appealed to the populace of the border villages in Chandel district no to accept any kind of compensation in exchange of their village lands for the border fencing.

Imphal, Sept 5 : The International Federation of Journalists (IFJ) said it is alarmed to learn of a two-day shutdown by newspapers in the northeastern Indian state of Manipur, following explicit threats from an underground armed group that the distribution of newspapers not publishing its statements would be blocked and their personnel attacked.
According to information received from the All Manipur Working Journalists Union (AMWJU), a unit of the IFJ-affiliated Indian Journalists’ Union (IJU), newspaper distribution for two days beginning 1 September was suspended by vendors under the threat of violent retribution by an underground group.
Following this, AMWJU on 2 September decided to observe a two-day closure to ensure that the state government took note of the predicament that journalists and other media workers continue to face in a state that is home to an estimated thirty armed insurgent groups.
According to the AWMJU, this is the fifth complete shutdown of Manipur’s newspapers in less than five years.
IJU representatives on the Press Council of India (PCI) have brought the matter to the attention of its chairman, Justice Markandey Katju, who has written to the chief minister of Manipur, asking that all necessary measures be taken to ensure that journalists are able to function in an atmosphere free of fear.
“We applaud partners in the AWMJU for their consistent and tireless fight for journalists working in the highly challenging environment in Manipur”, said the IFJ Asia Pacific.
“The code of conduct that AMWJU has evolved to deal with the situation of multiple insurgencies in the state, is an example for journalists in other regions that face similar complexities”.
“We call on the state government in Manipur and the security agencies of the Indian government deployed in the state, to respond to the urgent calls from AWMJU that conditions be secured for safeguarding journalists’ rights and the public right to know”.

The co-convenor of conflict widow forum K. Nandarani was talking to media at Manipur Press Club today.
She said the government seems to keep the case of two incidents unnoticed as it can’t nab the culprits while those involved in the bomb blast at CM gate and route 39 restaurant can be held in no time.
Police only interrogated victims’ family but they did not investigate other persons. She felt the government is bent on increasing the number of widow and orphaned children.
Taking part in the press meet, Shanti wife of deceased van driver Gyanendro said, government failed to produce killers. It shows that there is no value of democracy.
Wangkhem Chandrabala, convenor Imphal west and co-convenor of Imphal east L. Brojeshori also attended the press meet.

IMPHAL, Sept 5 NNN : All Tribal Disabled Union, Sadar Hills (ATDUSH) and the Senapati Disabled People’s Association, Manipur (SDPAM) have taken a joint decision not to support the 72-hour Manipur hill districts bandh from midnight of September 8 by All Tribal Disabled Students’ Union (ATDSU).
According to ATDUSH and SDPAM, the ATDSU is not a legitimate and genuine body. Both Sadar Hills and Senapati bodies of the disabled said they have no knowledge earlier about the move of the ATDSU.
In can be noted here that on August 30, anguished over Manipur Government’s negative response on its series of demands, the All Tribal Disabled Students’ Union (ATDSU) had announced to call for a 72-hour bandh in the hill districts of Manipur from September 8-11 as the August 30 deadline set by the union to the Government ended.
ATDSU said that the union will impose a 72-hour bandh in the five hill districts of Manipur from midnight of September 8 to September 11 midnight. It said the Government is not responding to the union’s legitimate demands that prompted it to take up the agitation.
Due to lack of education, the tribal disabled people are unable to claim their rightful job quota in the Government establishments and these post vacancies have remained filled up by general candidates, it accused. ADTSU had also on July 19 last sought an appointment from Social Welfare minister for discussion on its demands, but no positive response has been given till date, it said.
It has urged the state Social Welfare minister to realize the decentralization of the authority for issue of disability certificates and to set up a special school with hostel facility for tribal disabled students in one of the hill districts in the state, the union added. It said that physically challenged persons are first examined and treated at Jawaharlal Nehru Institute of Medical Sciences (JNIMS) Imphal and then related medical documents are submitted to the office of the Social Welfare which issues disability certificates to them after taking about four months time in the process.
This procedure adopted by the state Government has denied disability certificates to more than 70 percent disabled persons residing in far flung areas of the hill districts, it alleged. At the same time, the union has demanded for setting up of a special school with hostel facility for the tribal disabled children and students in one of the hill districts of the state, it added.
It further said that there are a number of tribal disabled children in the hill areas intending to go to school, but they have failed to do so since they have certain problems of physical inactivities and the society at the same time discourages them to get education. There is only one school in the state located at Takyelpat in Imphal West district, especially for the blind, deaf and mute persons, but still there is not a single school for Locomotor Disabilities (LD) and mentally retarded persons.
It added, therefore, it is quite necessary to set up a school for LD and mentally retarded persons in the state so that they can get proper education.

The day was also observed at schools and colleges.
The CM said, he is very happy to take part in the celebration. The celebration began since 1962. The most important thing now-a-days is human resource. The govt. is also giving first priority to this today’s students are pillars of future. To mould the students, teachers and guardian have responsibility.
It is unfortunate as government schools cannot be honoured for producing good students in this solemn function. To improve the human resource India govt. is taking up SSA, RMSA, he said and added that more than 20 full fledged schools can’t produce not a single student passed in the examination.
He sought suggestions to improve education section. The edn. Minister M. Okendro presided over the function. The dignitaries also gave away prizes to position holders in HSLC and XII classes examination.

IMPHAL, Sep 4 MNS/NNN: Security forces rescued two civilians kidnapped for ransom by the banned United People’s Revolutionary Front (UPRF) last night in Thoubal district of Manipur.
A combined team of 40 Assam Rifles and Lilong police busted a hideout of UPRF at Lilong Chabok hill in Manipur’s Thoubal district before the team nabbed two militants of the outfit and rescued the victims yesterday night, said Sub-Divisional Police Officer, Thoubal district, T Lalboy Haokip.
They arrested were displayed before the media at the Lilong police on Wednesday.
Haokip disclosed that the two persons held by the outfit for a ransom a few days back are residents of Palace Compound here. However, the police official refused to name the victims.
Acting on a tip off, the security team conducted massive search operation in the areas of Lilong Mairen, Kaleikhong and Chabok villages under Thoubal district last night, Haokip said.
He said that at 9:30 pm the URPF militants, Md Anish Khan, 25, a resident of Lilong Heinong Makhong and Md Riyajuddin, 24, hailing from Lilong Kaleikhong were arrested by the security team.
Based on their disclosure the security team busted the outfit’s hideout at Chabok hill and recovered the two civilians, he added.
He added one 9 mm pistol loaded with four rounds and one mobile phone handset were seized from the militants.
However, the names of the two rescued civilians have not been revealed.

Imphal, Sept 4 NNN : Even as the Naga Peoples Front (NPF), Manipur State unit has requested the Registrar General of India (Census) accept the 2001 and 2011 census in respect of Mao-Maram, Paomata and Purul sub-divisions of Sanapati district, Manipur so that the matter is settled once and for all, re-verification of 3 sub-divisions of Senapati district namely Mao-Maram, Paomata and Purul census 2011 is underway.
Altogether 19 officials of the Registrar General of India (Census) led by deputy director SK Chakarbarti arrived here on Tuesday.
In a memorandum submitted to Dr. Chandermolly, director of the Registrar General of India, the NPF questions, “How many verifications and re-verifications are needed ?”
According to the NPF, even if re-verifations are done hundreds of time, it appears that the Manipur government will never accept unless its target is achieved. The NPF then said, “It is so ironical to say that the Manipur state government has certain agenda to reduce the population of the said three blocks of Senapati district.”
It alleged that the state government had rejected ‘the physically counted’ census data both 2001 and 2011 and that too after the provisional census data was published which amount to violation of fundamental rights of the concern citizens.
“As the officially verified and accepted figures of the population were rejected by the Manipur government, a joint re-verification of census 2001 and 2011 were carried out by S.K Chakrabarti, DDG and Dr. MC Mehanathan, Director Ministry of Home from May 9-10 in 2011 and found hundred pencent correct,” the NPF pointed out.
“However, the state government has rejected all these genuine data. The state government estimated the population at 40% done randomly. Such discriminatory attitudes of the state government have to be checked. the justifications of high rate population in the hilly tribal areas of those three blocks were clearly made by the concern SDOs and the deputy commissioner,” the NPF stated.
“The Manipur state govenment is determined to reduce forcibly the citizen’s population of the tribal dominanted Sub-Divisions namely Mao-Maram, Paomata and Purul. It is another form of genocide penetrated to the minority tribal by Manipur government. Tribals in the said blocks are living death in this planet and both the government of India and Manipur government treated them as persona non-grata”, the NPF fumes.

IMPHAL, Sept 4 MNS/NNN: The Zeliangrong Students’ Union Khoupum Area (ZSUKA) and Zeliangrong Youth Front (ZYF) Nungba Zone said they were saddened by the incident which occurred on the night of 31st August, 2013 at Namkaolong part-II, Khoupum valley, Nungba Sub-division, Tamenglong District. Any excessive, inhuman and violence act perpetrated upon any civilian by security forces or underground activists is strongly condemned by every peace loving and reasonable persons it was added.
The Zeliangrong United Front (ZUF) has clarified today that Nailung Kamei (45), s/o Gaidinlung Kamei of Chingmei village, Tamenglong district was shot at his left leg which got slightly injured as a warning for practicing witchcraft or black magic on the night of August 31.
“We taught the notorious wizard who practices black magic or witchcraft Nailin Kamei (45) s/o Gaidinglung Kamei of Khoupum Chingmei Kabui village (Pungsanmai) under Khoupum police station with a warning shot on his left leg slightly with minor bruises not to repeat such evil designs in near future. The ZUF armed wing, Zeliangrong Tigers Force (ZTF) cadres apprehended the absconding criminal on August 31 who had done much harm to the society and counseled him to mend ways lest ultimate penalty will be initiated,” ZUF information secretary A Dangmei stated.
According to the ZUF, on the request of Pungsanmai (Chingmei Kabui) and neighboring villages the ZTF tried to control Nailin Kamei’s criminal activities against humanity for four times issuing summons which the latter contemptuously failed to appear for justice. The ZUF then arrested him somewhere while trying to escape and warned him not to continue evil doings, it added.
“Nailin had caused the death of Thangsakhonpou Kamei s/o Kameijei of Pungsanmai (Chingmei Kabui) and others while two victims are awaiting the worst as stung by the heinous crime of black magic implanted by Nailin himself. The victims are Dipokgai S/o Ramputa, Poujanglung S/o Kadisipou Kamei both from Chingmei Kabui (Pungsanmai) village,” the ZUF alleged.
Revolutionary parties including the ‘Naga national organizations’ such as the NNC, NSCN and others did not tolerate witchcraft and severe punishments or heavy penalties were awarded in the past whoever had practiced the black-magic, stated the ZUF.
The ZUF then appeals whoever practicing the black-magic to abandon such evil activities and said the outfit will not tolerate such practices in the Zeliangrong region.

IMPHAL, Sept 4 NNN: The United Naga Council (UNC) has announced to lift its ban on national projects in ‘Naga areas’ of Manipur from 5 am of September 4.
According to the Naga body, the government of India had requested the former in this regard during the talks on August 30 in New Delhi.
“The 6th tripartite talk of the Government of India, Government of Manipur and the Nagas in Manipur under the aegis of the United Naga Council (UNC) on the demand for an Alternative Arrangement outside the Government of Manipur, pending settlement of the Indo-Naga was held at Delhi on the 30th August, 2013. After an intense dialogue, a general agreement to take the process forward to political level within two months’ time was arrived in the talk. The Government of India also requested the UNC for lifting of ban on central project such as the Trans-Asian Railway line and Power Grid line in view of the firm and sincere intention of the GoI to end the stalemate on the demand of the UNC,” the UNC press communique said today.
According to the UNC, it held meeting today and discussed the above request of the government of India and resolved that the ban on the construction work on the Trans-Asian Railway line and Power Grid line would be lifted temporarily.

Tombi Singh of Lamboi Khongnang Khong, PREPAK, Laishram Sanjoy (18) PLA, of Churachanpur with a grenade, Khangembam Joychandra SS Corp of UNLF of Samaram Mayai Leikai with a grenade and Moirangthem Nanao 25 of KCP (Lamyanba Khuman) with an Ak 47.
Two AK rifles along with 221 rounds, two IEDs, nine hand grenades, six detonators and two 9 mm pistols along with one magazine and 20 rounds were brought by the twelve insurgents.
Speaking on the occasion, Ibobi held that Wednesday’s surrender by militants has indicated that different underground groups in the state have gratified with the rehabilitation programmes and welfare policy taken up by the state Government for the surrendered militants.
He said it is not a correct way to reflect the surrendered militants as people who had been diverted from the mainstream and rather it could be right to think them as individuals who simply wanted to serve the people.
The Chief Minister also said such militants who have listened to the call by the Government have reentered into the national mainstream that will certainly help in bringing development.
He assured every step will be taken up by the state Government to rehabilitate these surrendered militants besides they will be provided security protection for their lives.
Ibobi said, “We are expecting more militants will join the mainstream.”
Deputy Chief Minister Gaikhangam, Deputy Speaker MK Presho Shimray, MLAs N Biren, T Mangibabu, Chief Secretary PC Lawmkunga, DGP MK Das and several top police officials besides attended the function.
