IMPHAL, November 27: At the recent ICAAP 11 held at Bangkok, Thailand from the November 18-22, Dr l lbohalbi, MLA and member of Manipur Legislators Forum on HIV/AIDS (MLFA) was invited as a speaker.

The event was sponsored and supported by the UNAIDS.

In the first session on November 20, organized by Asian Forum of Parliamentarians on Population & Development engaging parliamentarians, pursuing development and UNAIDS was chaired by minister Cook Islands, Nandi Glassie.

The speakers included president of Fiji and former AFPPD vice president,

RatuEppeiiNailatikau, Tarana Halim, Bangladesh MP; Dr l lbohalbi Singh, Member of Legislative Assembly, Manipur and Levi Rengma, Deputy Speaker, Nagaland.

Dr l lbohalbi spoke about the activities and achievements of the Manipur Legislators Forum on HIV/AIDS (MLFA) since its inception on June 30, 2007.

Giving more insight to the formation of the forum, he stated that the Chief Minister gave his commitment and dedication to mitigate the epidemic and declared a sum of INR one Crore for the year 2013-14 towards the MLFA activities.

Throwing more light on region specific information, he shared the existing scenario of HIV/AIDS in the north east India.

He further emphasized on getting to Zero- in line with the Millennium development Goal (MDG) of achieving triple zero.

During the second session in evening on the “Symposium of Panorama-HCV (hepatitis C virus) and PWID (People with injecting drugs) in Asia: Strategies for treatment scale -up”, organized by the Indian Harm reduction Network (IHRN) India, supported by UNAIDS India, Dr l lbohalbi Singh chaired the session for Dr SwarupSarkar’s (UNITAID), session on “Demand Generation, Resources Mobilization and National Strategic Planning for PWID Access”.

IMPHAL, Nov 27: The GPRN/NSCN-K has clarified that the outfit was not involved in the gun fight that took place between Zaliangrong United Front (ZUF) and NSCN-IM at Haochongpung between Lukhambi and Nagaching around 12:30 pm yesterday.

A statement issued by the publicity wing of the outfit, strongly opposed certain news report indicating the outfit’s involvement stating that it was a baseless report.

Urging all the armed groups operating in Tamenglong district to shun all sorts of fraternal killing amongst the Zeliangrong brethren, especially taking into consideration the approaching festival ahead like Orange festival, Christmas and New Year. At the same time, the public are fed up of violence, it added.

If the current trend continues to persist, the GPRN/NSCN-K will not remain a silent spectator, it warned while urging the other armed groups to retreat to their own area/locations.

The state government’s plan to develop a sanctuary for Manipuri ponies at Heingang Marjing Khubam might bring cheers to many dejected faces. Under the project, the government aims to provide the much needed patronage to the famed equine breed with a rich history but presently staring at the face of extinction. During an inspection trip to the site, Chief Minister Ibobi unveiled the fancy plans for preservation of the Manipuri ponies, their breeding and sheltering of abandoned animals and also the consequent upgradation of the sanctuary into an eco-friendly tourism destination. Greeting an apparently earnest move by the government with cynicism will be rude and preposterous. But attempts in the past over the last two decades for rehabilitation of the unfortunate Manipuri ponies have invariably ended in shambles, despite the aplomb marking the beginning. The disastrous ending could be traced to a pathetic lack of vision and sincerity on part of the officials in charge. The heartbreaking news is since the early 1990s when the need to take steps on a war footing to save the Manipur ponies was already felt, their numbers have dwindled continuously from around two thousands to a meager 700 at present. In fact, in the likelihood of the trend continuing and barring something extraordinary happening, the ponies will soon become showcase items at the museums for foreign tourists and polo enthusiasts.

Time has changed when the horses were domesticated because of the values of their multiple services and treated with reverence like family members. People now find it more profitable to raise cattle and poultry instead. On top of that, the shrinking open fields and large scale crop cultivation have virtually pushed them into the streets and reduced their dignity to the level of alley cats. Maimed and infested ponies scavenging for leftovers and seeking temporary shelters from pouring rain are an avoidable sight in the streets of modern Imphal. And if reports are true, over the last three years the state government budget for welfare of the ponies has been totally scraped.

The dwindling population of ponies is mostly linked to premature deaths from consumption of polluted materials and plastics while foraging in the open for food and lethal injuries inflicted by humans for trespassing into private fields.  Many of those deaths were preventable with proper and timely care and treatment for the sick animals.  Ideally, we require a modern veterinary clinic first of all to provide quality medical and surgical care with facilities for clinical examination and nutritional consultation among others.  

Promotion of polo clubs in Manipur has been established as another way for ensuring the welfare of the ponies. More than half of the two dozen polo clubs in the state are fighting for survivals. The government’s rehabilitation program should span to investment of money to these clubs that are interested in breeding and rearing of the ponies. Further, the program should spread its wing to other places than the twin districts of Imphal like Bishnupur, Thoubal etc.

The training programme was conducted at the AMSU district committee, Jiribam conference hall.

Today’s function was attended by SDC Jiribam A ROmen Singh; ec chairperson, JMC Kh Kunjarani Devi;ex MLA A Biren Singh; councillor ward no 2, JMC Shantana Bordhan; JHSS retd principal S Maniton Singh; AJMP, president S Sushila Devi and president WACAK N Nivarani Devi as chief uest, president and guests of honour, respectively.

Speaking at the function, A Romen Singh said that such training programme will help develop the economic condition of the state.

He also urged the participants of the month long training to apply all that they had acquired during the training for self-employment.

IMPHAL, Nov 27: Imphal West Police commando, Bazaar Unit, seized a loaded Tata Truck travelling to Imphal from Dimapur for smuggling contraband tobacco products worth Rs 13 lakhs from Khoyathong Crossing today morning at around 8.30 am. The police team also arrested seven persons including the four owners of the consignment.

According to the police sources, upon getting specific information about the movement of the truck shipping the contraband items towards Imphal, a team of the commando unit under the supervision of the Imphal West SP K Jayenta seized the vehicle bearing registration number BR-24/ 5324. The driver indentified as Md Samir, son of late Yaima of Lilong Makha Leikai, along with the second driver were also apprehended by the police.

On further checking of the vehicle, they found 35 boxes of Golden Khaini, 45 boxes of Baba Black Zarda, 15 bags of Nevta dry tobacco, 16 bags of Sajan Gutka, 45 bags of Talab and one bag of Signel 350 Zarda stashed among the grocery items. The identities of the owners of the smuggled tobacco products could not be ascertained.

Police said the seized items will be handed over to City police station for initiation of official process.

IMPHAL, November 27: Distribution of agriculture inputs for Ravi crops 2013-14 under Rastriya Krishi Vikas Yojana, sponsored by the state Department of Agriculture and organized by Khut Manabi Farmers Association (KMFA) was held at Ngaiyambam Village at Lamshang this morning.

The distribution program was held at Ngaiyambam Puja Mandir.

Speaking at the function, extension agriculture officer, Th Tomba Singh said that the ravi crops inclusive of peas, coriander, mustard and pump sets being distributed are meant for the benefit of the farming community.  

Detailing on the plantation methods of the seeds, he mentioned that the distributed peas can be sown without tilling the land but straw should be used to cover the seeds until proper germination, however the best is to till the arable land to get better produce.

Such distribution programs are to be held across all districts by the Agri department with an objective to bring about a green revolution and further utilize the land post rice farming for yielding additional produce, he said.

RKVY nodal officer, H Ibocha Singh attended as the chief guest, while Henam Brajamani Singh presided over the function. The program was also attended by the secretary of the association, Ngariyambam Saphabi Devi who is also a gram panchayat member of Mayanglangjing Ward number 7.
