Let me clarify a few things: India moved away from the European form of secularism (They grew tired of centuries of interference by the church and hence distanced religion from the state). India, on the other hand, considered secularism to be about providing equal footing for all religions. Gandhi probably plumped for this as he used religious motifs in all his campaigns. His discourses and bhajans eulogised all religions. This stance is also due to how Independence happened from India’s perspective.

Now, let’s take this complaint about appeasement as this will also be clarified if you study the path of independence. If you read about freedom movement especially in the 1920-1945 period you will see a gradual polarisation along communal lines. Cow protection, Hindi-Hindu-Hindutva, ghar wapsi -Shuddhi etc., took root even as the Muslims hardened their stance in parallel with their own version of tabligh and Tanzim (there was even a tussle for language. Urdu was main language in United Provinces in the 19 century. The Hindu literary movement started in the late 19th century and with the growth of local printing press and publication helped distance Hindi from Urdu which increasingly became a Muslim language. Now this beautiful language is almost nearing extinction in India). Cong tried to keep the two groups together with Gandhi trying hard even though the British found it useful to keep up the feud (For e.g. in the 1931 riot in United Provinces, some 42 mosques and 18 temples were razed. And a highly respected congressman like Ganesh Shankar Vidyarthi was killed). All this led Jinnah to grow suspicious and demand Pakistan. The role of Gandhi and Nehru was projected as anti-patriotic by the Hindu right. The fact is: These fights between the Hindu groups and Muslim groups almost made it difficult to look for any reconciliation. In such a situation, Nehru and Gandhi took the view that India will be for all religions even as Pakistan became an Islamic state (more so later with rise of Zia ul haq). India on the other hand, wanted to convince the minorities that they will be safe. Congress, post Independence tried hard to keep everyone’s interest. Gandhi and later Nehru became a villian in the eyes of Hindu right.

In such a situation, a uniform civil code was a difficult attempt. Forget the marriage law, even if you take inheritance law, you will find each religion (including the HUF laws of Hindus) have their pluses and minuses. Which one to adopt? So, the founding fathers took the easy way by keeping all of them including what seems today to be an illiberal law like polygamy and triple talaq. Uniform Civil Code is a great hope but for that you need to create an environment of trust and also an educated populace. Not the way Modi and BJP wants to push down.

Haj subsidy is a bit of a narrative propaganda by the RSS and BJP. Air travel was costly and even limited (state controlled by AI) and many Muslims were poor and in that background it entered (Even as late as 1995-96, you needed govt. pull to get telephone lines). Just for balance, Hindu temples also get lot of grants and supports even now. A lot of temple upkeep is with govt.  For example, take TN and you will find Hindu priests also get salary and perks. There is also this insinuation that Mosques are in Muslims hands while Hindu temples are controlled by govt. One example, the Hindus used to feud over admin of temples as Hindus are decentralized (unlike Waqf or SGPC). Some temples were rich and complaints of stealing was regular. I remember the Tirpati temple infightings. I am sure if your society members fight, the govt. provides admin. Same happened to Hindu temples.

Now coming to politics and its influence in so called appeasement. In Nehru’s time there was hardly an opposition worth its name. The one internal mistake he made was to force Hindi in the south. This effectively resulted in Congress losing out in TN and that’s how regional parties grew. The first feud happened when Indira Gandhi took over. Her nationalisation efforts, Indo-Bangladesh war won her admirers (this gave her Bharat Ratna when the nation was in a exuberant mood having discovered a great PM). I guess all that got into her head and her insecurity resulted in emergency. She also cut down the leadership pipeline in Congress which it suffers to this day. Janta party gained power with the exuberant JP movement but they could not hold on. In fact, what is remembered of that period is the ousting of MNC like Coca Cola etc., Even JWT became HTA. Indira came back until Punjab boiled over and consumed her (in turn caused the 1984 riots). Rajiv came in that backdrop with lots of youthful energy. Alas, his inexperience was a let down (one of his worst decision was the Shah bano case that sort of made Congress seem as appeasing Muslims though they kept their befuddled indifference) and that’s how India gave a second chance to the coalition. So many governments formed and it was a painful period as VP Singh brought in Mandal commission.

Mandal changed the election arithmetic resulting in the growth of regional parties in Hindi heartland. Obviously, the upper class was angry as this catapulted the lower castes upwards.

After Rajiv’s assassination, Rao changed India’s economic landscape with liberalisation policies. This was the time when Advani found a way to unite Hindus using Ayodhya working with VHP. As usual, the fence sitting Congress slept as UP bled with the polarisation. This polarisation enabled Vajpayee to take power. Vajpayee’s tenure ended with the Gujarat pogrom.

The entire 21st century is marked by electoral arithmetic of caste and religious grouping to grab power. India’s economic growth in 2003-2007 period also brought in corruption which has become endemic.

If you see in this backdrop, you will realize that Congress is reactive party while BJP is an opportunistic party which uses whatever it suits to win sometimes socialism and self reliance (JP movement), sometimes communalism and even parochialism. Historically, all sangh groups depended heavily on Marwari generosity (even pre Independence). Trade groups rarely got directly involved in national movement as their trade depended on the British benevolence. Of course, there were a few exceptions like GD Birla, Bajaj etc., So, in a way the sanghis have little to prove their patriotic credentials. So, they need to steal from history by misrepresenting it. So they invent all sorts of villians from Aurangzeb and Tipu Sultan using today’s yardstick of morality with the aim of proving Hindus have been wronged.

So, if you see from this background you will see the need to create a narrative of strong Hindi-Hindu-Hindustan. Development has been added by Modi to make it palatable to all and that’s is masterstroke to gain the creditable victory

However, as you see, I really want politicians to focus on social and economic development since a youthful India is quite liberal and western looking (at least the urban ones). This is much tougher as we have not really built much of social and liberal society overall what with poor literacy and poverty. So its much better to make people feud on silly things like Ghar wapsi, beef, Tipu Sultan and so on.

IMPHAL, November 24: 40 Assam Rifles of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) has established an Assam Rifles pavilion in the ongoing Sangai festival 2015, for enhancing awareness about the force among local populace, said a press release by PRO, IGAR (South).

It said, the pavilion showcases the history and contribution of gallant soldiers of Assam Rifles in Manipur, and being the oldest Para Military force of the nation, Assam Rifles has been assigned with dual role of internal security as well as border guarding along Indo-Myanmar border.

The Force has also been executing numerous civic action and development activities in the State, and the Assam Rifles Pavilion aims to impart knowledge to youth regarding the various avenues available to them to join Assam Rifles and Army, said the press release.

It said, since the initial days of the Sangai festival, large number of youth have shown interest in the stall and have got themselves registered for further recruitment into the Assam Rifles. IMPHAL, November 24: The two BJP candidates who emerged winners in the Thangmeiband and Thongju Constituencies bye-election today said the election result is an indication that the people want to bring a change in the State and that they will not be subdued by muscle and money power anymore.

The two assured to fulfil the aspiration and assurances they had promised to the people of Thongju and Thangmeiband Constituencies.

Speaking to media persons at the Imphal West DC office complex after receiving the election winning certificate, Thangmeiband Constituency MLA Khumukcham Joykishan said he will soon work to strengthen the BJP before the 2017 general election and help bring a corruption free government in the State.

He said that the Congress led government is a corrupted government.

Stating that he was always confident of winning the bye-election, Joykishan elaborated although the Congress tried to buy off votes using money, he knew that the people will not conform to such practice anymore.

The results have made it crystal clear that the people are against corruption, he observed.

Joykishan said development of Thangmeiband constituency had nothing to do with the election result.

He said he continued taking up developmental works in his constituency even when he was disqualified and will continue to do so.

Joykishan said he will also raise several issues relating to the State on the floor of the Assembly.

He further thanked his supporter for the win.

Thongam Bishwajit of Thongju Constituency said his main objective is to develop Thongju to be a model constituency.

Construction of infrastructure in his constituency including roads and bridges will be completed before 2017 he said and added further that he will work to strengthen the basic sectors like education, sports and culture.

Speaking to media persons at the Porompat DC office complex, Bishwajit also said he was confident of winning the bye-election.

To bring good governance in Manipur is not just his but also the BJP’s main objective, he added.

Bishwajit also lauded and thanked his supporters and workers.

BJP Manipur president Thounaojam Chaoba said the thumping majority of the BJP in both constituencies shows that the people want change.

Choaba said the bye-election result will certainly have a bearing on the 2017 election.

This is the peoples’ victory and today is a dark day for the Congress, he added.

He said his party will try to come to power after the 2017 general election and bring good governance in the State.

He said the party has already informed Prime Minister Narendra Modi about the result and that the Prime Minister is very happy and will be coming to Manipur this month.

The Congress government led by Okram Ibobi suffered a jolt today, but perhaps it is not as bad as many have made it out to be. It may also not be any indication of a BJP wave either, as many more are most enthusiastic to call it. One or two basic facts will explain this. The two seats, that of Thongju and Thangmeiband, were not held by the Congress even before they became vacant on account of the disqualification of their representatives under the Anti-Defection Law, therefore in terms of numbers, the Congress lost nothing. On the other hand, in terms of morale, they lost miserably because it was not any other party but its arch rivals, the BJP, which won. The seats went to the Trinamool Congress in the last Assembly election, and though no longer with the party, it was again the same MLAs who won the seats today. The two victorious MLAs, Thongam Biswajit Singh and Khumukcham Joykishan retained the Thongju and Thangmeiband respectively. The fact is, the two had, after disqualification as Trinamool MLAs joined the BJP and were re-elected on the party’s ticket. Again, in Manipur’s politics, it is well known that personality and individual resources of candidates matter as much as, if not more than, party clouts, therefore, today’s electoral result may well also be interpreted as the victory of the candidates rather than the BJP. They won three years ago as Trinamool candidates and they have won as BJP candidates this time again. It remains to be seen if they can hold on to their respective constituencies a year and a half later in 2017, when the term of the current Assembly expires.

This is to say, to attribute today’s victories to any major change in voters’ party preference could prove to be illusory. All the same it is perfectly justified for the BJP to feel elated that it has at last opened accounts in the state Assembly, and for the Congress to be worried that despite being the party in power, it could not garner these two seats in the contest by secret ballot. What could have worked in favour of the BJP this time is that generally in small and cash strapped Northeast states like Manipur, the voters feel safer to be on the side of the party in power at the Centre. BJP being the party in power at the Centre, voters may have decided voting the party in Manipur may be an option for future security, but this to some extent only. For it is everybody’s knowledge that votes in Manipur are also actually bought with hard cash, and candidates end up spending stupendous amounts at every election. This perhaps explains how the profile of political leadership in the state has transformed so radically in the past three or four decades. Two generation ago, politics was dominated by former school teachers who earned the respect of the societies by their dedicated service to community. Most of the political leaders of the 1970s and 1980s hence were actually referred to as Oja (teacher)for this reason. Retired bureaucrats then began walking into the political arena, having seen the administration from the inside, and probably having realised to their utter dismay that it was the politicians not the bureaucrats who held the actual reins of state power. Most ended up toothless in their comfortable retirement postings.

Before long, as election became progressively expensive because of the culture of vote purchases, the profile changed once again, bringing government contractors with their loads of filthy money, earned through organised looting of public exchequer, in collaboration with those in power. Indeed, it would be difficult today to find a legislator with no contractor background. This money culture must end for Manipur to begin spawning a fresh crop of political leadership, more imaginative and committed to public welfare. Only a change in public attitude to elections, where each vote comes to be considered as priceless, therefore not purchasable, would be able to bring about this change. In the meantime, our congratulations go out to today’s winners, however so the victory is interpreted by our vocal experts on TV as well as newspapers. We also pray that both the ruling Congress and the opposition BJP will strive to bring back the commitment of the politics of the days of the Ojas back to Manipur once again.

BJP wins Thongju and Thangmeiband seats handing Congress a resounding defeat

IMPHAL, November 24: In an impressive feat, the Bharatiya Janata Party (BJP) Manipur today won the bye-poll in the two constituencies of Thangmeiband and Thongju, handing over a resounding defeat for the ruling party in both Assembly constituencies.

In Thangmeiband Constituency, BJP’s Khumukcham Joykishan emerged the winner with a total vote count of 12,104 while his nearest rival Jyotin Waikhom of the Congress secured 10,197. The only other candidate Dr G Tonsana of the Manipur Democratic People’s Front received only 55 votes, while 72 persons pressed the None of the Above (NOTA) button.

In Thongju Constituency, BJP’s Thongam Bishwajit defeated his nearest rival by a margin of nearly 3000 votes which is far worse than the last election when Bishwajit had contested on a Manipur Pradesh Trinamool Congress ticket in 2012.

According to the election results, Bishwajit secured 14605 votes while his rival candidate Bijoy Koijam of the Congress secured 11393.

Dr Tonsana of the MDPF secured only 54 votes, while, 78 voters opted for NOTA.

There were no reject votes in both the assembly constituencies.

Many perceive the development to be a game changer to the almost 15 years of Congress rule in the State.

It may be mentioned that the Thongju and Thangmeiband Assembly seats were left vacant after the State Assembly Speaker disqualified the MLAs Th Bishwajit Singh and Kh Joykishan on May 27 under the anti-defection law following a petition moved by Andro MLA Thounaojam Shyamkumar.

Along with the two MLAs, Wangoi MLA O Lukhoi was also disqualified however, following an appeal before the High Court, the court had ruled in favour of the Wangoi MLA.

IMPHAL, November 23: The outlawed United National Liberation (UNLF) has extended greetings to the people of the State on the occasion of its 51st Rising Day which falls on November 24.

In a statement issued by Central Committee of UNLF, the outfit said ‘Chahigi Warol-2015’ of the Central Committee has been released in connection with the rising day.

It reiterated that people of Western South East Asia (WESEA) share common origin, identity and need collective effort to become self-reliant.

It said the healthy relationship shared by the outfit with other revolutionary groups in the State is based on these strong beliefs.

People are aware of the fact that the revolutionary movement in the State which has crossed 60 years is going through a difficult phase. On one hand, the revolutionary movement launched based on ethno exclusive has been degraded while on the other, the revolutionary movement solely launched for national liberation struggle has also been heading without much significant achievement, the statement said.

Admitting that the much needed collective strength to achieve the set revolutionary goals is lacking behind which is due to the revolutionary wars waged and sought only for a particular community, the UNLF Central Committee pointed out that there is an apparent contradiction between the people in terms of beliefs and mindset which needs to be rectified.

UNLF strongly believed that only collective revolutionary movement in the State can address and bring an amicable solution to the witnessing trust deficit, confrontation and misunderstanding amongst the people, it maintained.

Referring to the ideology of ‘Chahigi Warol’-2015’, the outfit said human freedom will be attained only when there is no enmity, suppression and communal mindset in the world.

It asserted that revolutionary movement in the society will continue till there is suppression and oppression of community group by another group.

UNLF alleged that the alarming influx of outsiders into the State is a deliberate attempt by the colonial rule to establish racial assimilation to create animosity amongst the different communities.

It also charged the Central Government with trying to create enmity amongst the people of hills by hinting that Meitei community would prosper if it gets ST status.

The revolutionary movement sustained by UNLF is a democratic revolution for saving every community from falling prey to the hands of the colonial rule, the statement said.

Stating that the first and foremost goal of the outfit’s revolutionary movement is to fetch independence of Manipur kingdom from the clutches of the Indian colonial rule, the Central Committee in the statement pledged that the outfit will continue with its struggle to root out authoritarian rule and establish an egalitarian society.

It also mentioned that UNLF terms its revolutionary movement as National People’s Democratic Revolution as the inevitable movement is being lunched to free people from suppression and establish a people government where there is no dictatorship and authoritarian rule.

Democracy and socialism are two inseparable entities much needed for establishing an egalitarian society, it added.

On the eve of its 51st Rising Day, the Central Committee of UNLF in the statement also greeted the revolutionary outfits of WESEA, party members of CORCOM, victimised Kashmiri people and Indian Maoists fighting against Indian capitalist rule.

IMPHAL, November 23: The re-poll at the 5/25 Torban Kshetri Leikai polling station in Thongju Assembly Constituency today witnessed a high voter turn-out with 80 percent turn-out recorded officially.

Voting for the r-poll which was scheduled to start from 7am started around 30 minutes late due to the late arrival of INC agent at the polling station and as such polling ended 30 minutes later than the scheduled time of 4pm.

However, re-poll ended peacefully without any untoward incident.

Torban Kshetri Leikai has 967 voters.

BJP and Congress candidates Thongam Bishwajit and Bijoy Koijam visited the polling station. The counting of by-election will be held on November 24.

During a press meet held at the party office today, M Asnikumar, general secretary administration said once the bye-election results are declared tomorrow, the Congress will come to realise that this time it has been taught a lesson by the people.

He claimed that the big factor for the downfall of Congress is its failure to deliver its promises made to the Hiyanglam people during the bye election in 2014.

The people of Thongju and Thangmeiband had learnt a big lesson from the Hiyanglam bye-election, he said adding that the so called promises made by the Chief Minister and Deputy Chief Minister then had all turned out to be mere lip service.

The public are not ignorant as the Congress presumes, he said referring to the tall talks during the election rally to bring all round development in Thongju and Thangmeiband in the remaining one and half years.

Moreover, people are aware of the financial crisis the present Congress government has been facing due to its own incompetency, he claimed.

Further pointing other factors that led to the Congress’ fall, he observed that many schemes could not be properly implemented in the State.

At the same time, the State government is unable to maintain transparency and accountability of those schemes which are implemented in the State, he claimed.

Every programme or project are being taken up without proper policy programme considering its long term value but temporary for personnel gain, alleged Asnikumar.

He said the ‘Sangai Festival’ which is a calendar programme of State is one such example of the government making preparation on the eleventh hour on a war-footing instead of making preparations beforehand.

The inauguration of the new Sanjenthong on the eve of the just concluded bye-election speaks for itself the desperateness of the Congress to woo voters, asserted Asnikumar.

The BJP general secretary further alleged the Congress party of intimidating voters during the election especially minority communities and non-locals. He said that with this victory the BJP will be able to open its account in unfolding a new chapter for new Manipur.

CHURACHANDPUR, November 23: The issue over the proposal and desire of the JAC formed in against the three bills to bury the nine tribal martyrs on November 30 has been hot topic in the district as different groups continue to oppose the JAC’s decision.

The bodies have been kept at the Churachandpur District Hospital morgue for more than 80 days now.

This afternoon opposing the decision, people of Pearonmun Village organised a signature campaign which was signed by 693 villagers and submitted the same in the afternoon to the JAC at their KKL Complex office.

The campaign addressed to the chief convernor of the JAC H Mangchinkhup said that the death will not be buried until the three “anti-tribal bills” are withdrawn or amended in the interest of the tribals.

One of the nine dead, Khamsianmung is from the village.

It further said if the JAC has to go against their will, the JAC should hand over the body of the village’s hero to them so that they could bury the body themselves in their own soil.

It may be recalled that the JAC’s decision had drawn many opposition including from the Manipur Tribal Forum Delhi.

Meanwhile, a group of the anti-burial supporters confronted the JAC’s chief convenor at his residence yesterday opposing the decision to bury the nine at the ADC complex.

Meanwhile, in light of the development, the JPO had approach the ADC Churachandpur through its chairman Langkhanpau Guite to expedite the installation of deep freezer, cold storage facility at the Churachandpur District Hospital Morgue following which the chairman has been asking the concerned company based in Guwahati to expedite the installation of the facilty.

Meanwhile, with the opposition from different sections, it is very likely that the JAC’s decision to bury the nine could be cancelled.

IMPHAL, November 23: Irom Sharmila who has been fasting since November of 2000 demanding repeal of the draconian Armed Forces Special Powers Act (AFSPA), 1958 from the State, was produced before the court of Chief Judicial Magistrate/Imphal West, A Noutuneshwari Devi in the Uripok Cheirap Court today.

Sharmila is under judicial custody after police arrested her for launching an indefinite hunger strike.

She was accompanied by authorities of Central Jail and police personnel for the court appearance.

Sharmila was produced before the court in connection with the ongoing trial following registration of a case by City Police under IPC Section 309. In the court, she is being charged with trying to commit suicide by launching the hunger strike.

During her appearance, the court fixed date and time for conducting further trial of the case.

Speaking to newspersons at the court complex, Sharmila pledged to carry on her hunger strike movement till AFSPA is lifted from the State.

She appealed to the people to extend full support to her movement.

The current crisis over the demand for the implementation of the Inner Line Permit System, among others, has brought to the fore once again the dilemma of who is a leader. It has also yet again brought out the familiar fissures within the Manipur society. The situation did not have to take any ugly turn for this fissure to become visible. The widely differing levels of concerns for the implementation of the ILPS in the hill districts and the valley is evidence enough. No point in any blame-game, for as they say, this is the way the ball bounces, at least just as yet. It would be futile to pretend things are any other way. The effort in the future should then be to bridge this gap, and the quest have to be for a midway house where the divergent interests can meet, and indeed democracy is the perfect mechanism for deciding where this meeting point should be. The biggest lesson for the valley should be, it is time for it to abandon its horrid presumption of being the natural agency for setting the state’s political agenda, or to imagine it holds proprietorial guardianship over the state’s interests. It must take courage to admit to itself that its concerns and aspirations do not have to be shared by all the regions of the state, and that many of its concerns do not spill out too far from the valley. If any issue must be considered as the state’s interest, it must be by consensus of all sections of the population of the entire state. While democracy is undoubtedly a value, it is its structure which guarantees this value. So let everybody take care to stick by this structure.

The word consensus and consent however must come with some important qualifications. The agitation over the ILPS issue has brought this out to the fore too. Why is it that college and university students seldom are seen in these protest rallies, and in their places are school children in uniform? The explanation probably is that the former have independent minds of their own which will not be easily surrendered to any and every calls by those who presume themselves as leaders. This will be quite unlike school children, who can be flocked out of their schools and paraded without difficulty by the “leaders”. There was a discussion evoked on various internet discussion forums over a column which appeared in a newspaper recently, as to the legitimacy or otherwise of grading leadership quality by the praxis they are able to generate. On such a scale it was also implied that V.I. Lenin was greater than Jurgen Habermas. Curiously, the debates seem to apply in this situation as well. To use Habermas’ own formulation, the “lifeworld” of school children and that of university students would be markedly different, therefore the nature of the “public space” associated with them would also be very different. Consequently, the challenges before “leaders” to put their theories into practice (praxis), would be radically different, depending on the nature of the different “lifeworld” they are left to deal with. Lenin led a revolution amongst poor and largely illiterate industrial blue collar workers, just as Mao Tse Tung led his revolution amongst poor, illiterate peasants. Habermas’ “lifeworld” on the other hand is made up of extremely affluent, very well educated, very rich, bankers, academics, technocrats etc, of a very industrialised Western country. He cannot, under the circumstance be expected to lead the kind of revolutions Lenin or Mao led. But Habermas’ interventions on behalf of Greece in the present crisis the country is in, saying in effect that nationhood of a country should be decided by the citizens of a country and not by the diktats of bankers and technocrats from another country, was revolutionary. The praxis he generates cannot thus be by any standard dismissed as slight. Leading school children and leading university students are two different ball games altogether. We wish our revolutions were of the latter category, but alas this has seldom been.
