Appeal for restraint by law & order authorities to stop racial profiling of Indian Citizens from North East India
– NEIim lodges its reservation for targeting Indians with Mongoloid features

29th March, 2012, New Delhi: According to news reports in national media, the police is discriminating Indians with mongoloid features in order to control the Tibetan protest in the wake of the BRICS summit. Such racial profiling of Indian citizens is tragic and uncalled for. NEIim lodges strong protest against such racial discrimination and would like to appeal to authorities and political brass to take note of the situation and take appropriate measures.

We, the people of North East India, are proud to be Indians and we will ensure all possible help to maintain law and order and help the authorities in this regard. But please help us being concerned citizens not harassed ones. We strongly believe that law & order can be maintained without racial profiling of citizens of this country. The law & order authority of the country itself adopting such tactics of racial bias sets a dangerous precedence which threatens the basic foundation of unity in diversity of this great nation.

As per the reports, the Police wanted to see passports of Indian citizens from North Eastern India for roaming in the national capital. It is a fundamental right of the citizens of India to roam around in any part of the country, let alone the National Capital Territory. It is highly unfortunate that after 65 of years of independence still our socio-political system has not been able to accept people with mongoloid features as Indians. We hereby appeal to the government to take impactful socio-economic measures to bring a change to this mindset.

A state integrity cannot be ensured by exclusion policy or weakening of a section of people in economic growth. A state territory cannot be protected by political slogans or breaking our heads on the streets, but by ensuring economic equality among different communities living in that territory. Peaceful co-existence and economic inequality are diametrically opposed to each other. Latter needs to be eradicated to achieve the former. The question of peaceful co-existence cannot come unless our hearts genuinely accept economic equality and our actions follow it. By merely saying peaceful co-existence or economic development of the poorer section of our people without action can never ensure a territorial integrity. The phrases “territorial integrity or peaceful co-existence” itself constitutes a threat to integrity or peaceful co-existence when the shouter himself act against it. Therefore, economic equality between different communities living in Manipur is a pre-requisite of peace, prosperity and integrity of the state.

Ensuring economic equality between Northern India and North East Region, hills and valley, tribe and non-tribe, OBC and general; Thoubal and Keirao; Somdal and Kasom Khullen areas of Ukhrul, for instances, shall result in peaceful co-existence which would give the political stability and economic viability of India, Manipur and Ukhrul. Religious leaders, politicians, thinkers, media houses, bureaucrats, educators and youths should aspire for peace and evolve divergent theories for maintaining peace in Manipur, and economic equality among various ethnic groups living in the state is the best theory for ensuring the same. So, is the case in Indian politics. It’s a universal truth and there is no substitute to it. Since we are closely knitted geographically or as a state, any occurrence of event in one part of Manipur has its immediate impact on the rest; any unhealthy incident adversely affects the state as a whole. Therefore, poverty of hill areas of Manipur constitutes a threat to peace and integrity of the state. It is for this reason economic equality of all areas becomes necessity, not an option anymore because poverty anywhere constitutes a threat to peace everywhere.

Economic inequality breeds exploitation, hatreds, jealousy and so on. It’s a disease, a parasitism because it is all evil. All the major world revolutions e.g. Afro Asian resurgence, French Revolution 1789, India’s Independent Movement, Economic Crises of 1929 which resulted to World War II, are all the results of growing consciousness of economic exploitation. Economic inequality caused tension, war and disintegration in the world. History is a testimony to the fact. Therefore, to Karl Marx, economic inequality is root cause of destruction of peace. Economic enslavement destructs people’s liberty and increases misery.

It is said that only sufferers can break the shackles of dependency. It is for this reason why the hills should stop blaming on valley alone but take sincere initiatives for its own economic development, and the valley being a more advance capital city of Manipur, should extend all possible assistances for the economic regeneration of weaker section of people, particularly people living in the backward hill districts of Manipur in the interest of peace and integrity of the state. We may not be able to continue living together or ensure the integrity of the state by throwing mud on each other or considering of each other as rivals but by accommodating and safeguarding each other’s interests. The new government of Manipur should work on the principle of ‘equal treatment for all”. The rights of all communities must be cared without favoritism. A government has the obligation towards all the constituencies, not only for the people of its choice. Even within the valley areas, there is, no doubt, a wide gap between what ought to be, and what it is. Similarly, within Ukhrul district itself, the western side is much more developed than the southern and eastern areas. If the fragmentation is to be prevented, this has to be corrected, only then, territorial integrity or peaceful co-existence shall not be far to seek. Economic development should be inclusive, not exclusive. Peaceful co-existence or maintaining of integrity are high sounding but of no practical utility in the absence of economic equality. Therefore, economic equality must be considered in the interest of peace, prosperity and territorial integrity of our nation, state or district.

People of Manipur are perturbed by several mindless activities going around. No people in any part of the world might have experienced such adversity. They have been withstanding many hardships all these days. On the other side, they are terrorized by frequent bomb blasts in crowded public places. Such mindless activities do not serve any purpose rather rendering the common people in extreme suffering.
What was the outcome of economic blockade imposed on the National Highways for four months? Were their demands fulfilled? The answer will obviously be “NO”. Then, is there any justification for such mindless act? The answer seems to be doubtful. The proverb “look before you leap” comes to mind vividly when people carry out mindless activities against the interest of the general public. The economic blockade as such is an undemocratic tool which has been used by some groups almost every time whenever they want to draw the attention of the government. Majority of the people are thrown into fire for the sake of some interest groups. This is really a mindless act. The agitators should have thought over and again on this matter before starting their agitation. Many might have desired to endorse their demand, but their undemocratic attitude has turned them away. The agitators would not be able to relish the “fruit” wholeheartedly. Their agitation seems to bear no fruit. Drivers and handymen were killed and injured during blockade. Many goods laden trucks were burned down for no reason. Can these brutal mindless acts be justified by their demand? If so, can they be able to achieve their goal? It is all futile…They should have looked before they leaped. The outcome of their agitation is only hatred and enmity amongst the harmonious groups. There is no single point that can justify the imposition of economic blockade for many months. The four-month-long agitation of demand and counter-demand has ended up meaninglessly. Their demand and counter-demand has perturbed the common people. Nothing good or significant has been achieved on the part of their agitation. The whole episode of economic blockade turns out to be “super flop”. Thank them at least. Manipur has been able to make headlines in both national and international media owing to this blockade.
Coming to the point of terrorism in the state, people have witnessed bomb blasts in crowded public places every now and then. Such things are barbaric and inhumane. Nothing can justify such act of killing innocent people. Whether terrorists or revolutionaries, can their goals be achieved with the blood of common people? Why are they targeting innocent people when their main targets are far beyond their reach? The blasts at Pangei, Sangakpam, Ragailong , Sangai festival, ISKCON, Alu Gali and many other places killing and injuring several innocent people have turned this land into a bloody field. No one is certain about tomorrow. He may be alive at the present, but the next moment he might have left for his heavenly abode. Where can one live peacefully in this land of mindless people? They do not bother about the consequence of things. They do whatever that comes to their mind. The sense of brotherhood and oneness has been marred by these mindless acts. Moreover, the involvement of security personnel in anti-social activities is a sign of social illness. Where can one find a tranquil environment if the whole system is spoiled? Things won’t be improved if people keep on indulging in mindless activities. Any agitation or revolution should have some significance on the society. Mindless and haphazard ways will only aggravate angst amongst the people. Untoward things could be averted if people consider the consequence first before taking up any venture. Always look before you leap.

IMPHAL, March 31: The proscribed KCP-MC Friday expressed unhappiness over the alleged continued crimes in Manipur and raised questions to all the civil society bodies, professionals, scholars and senior citizens in the state as to who are exactly involved in the alleged widespread crimes and what will happen if these are not curbed in time.
Alleging that the people are suffering from a fear psychosis as the police personnel recruited for protecting the people are directing their guns on them, KCP-MC said in a release jointly signed by its commander-in-chief, Taibangganba and publicity officer, Khongnagthaba that many of the security forces on routine duty at every roadside are in the habit of teasing even couples by using bad words while frisking and checking.
Blaming the state Home department for recruiting a large number of security personnel, who are drug abusers and involved in various crimes, to use in the counter-insurgency operations, the outfit further alleged that the state force, who got into active service through corruption after selling their paddy fields and houses, are being promoted by the puppet government while the revolutionary organizations struggling for liberty are dubbed as outlaws.
It was a clear evidence of the assertion that the March 22 incident where a woman named Jangthailiu Kamei was gangraped, and that the KCP-MC has known the fact that Manipur police sub-inspector Tiken and the accused involved in the rape case used to indulge in immoral acts with various women every late night at Bishnupur and the persons helping them have also been known, the statement further said.
The outfit further said it is too late to punish such men of immoral characters and questioned who will save the degraded and disgraced society by the divide and rule policy of Indian rule, corruption and globalization.
