Tribal conclave against `anti-tribal` policies of Govt held

IMPHAL, September 16: A tribal conclave on the `anti-tribal`™ policies of the State government including the three bills passed by the Manipur Legislative Assembly on August 31 was held today

IMPHAL, September 16: A tribal conclave on the `anti-tribal`™ policies of the State government including the three bills passed by the Manipur Legislative Assembly on August 31 was held today at YPA GHQ Hall, Hiangtam Lamka in Churachandpur district.

According to the Joint Action Committee Churachandpur, the conclave attended by representatives of various tribal Innpis (Councils), church leaders, intellectuals, social workers, women organizations, philanthropic organizations, academicians, scholars etc made a threadbare discussion and adopted certain resolutions.

It unanimously resolved to out-rightly reject the three bills passed by the Assembly namely the Protection of Manipur Peoples Bill, 2015; Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill, 2015 and Manipur Shops & Establishment (Second Amendment) Bill, 2015 as it is unconstitutional and infringe on the rights of the tribal in Manipur.

The bills shall not be enforced in all the areas managed and administered by the Autonomous District Councils (ADCs) in the State and Government of Manipur should convene a Special Assembly Session and pass another bill for exclusion of areas under the jurisdiction of ADCs, the conclave resolved.

The above three resolutions shall be done and completed within a specific timeframe on or before September 30 by the Government of Manipur, it made it clear.

Further deciding to continue its movement until and unless the government takes up satisfactory steps towards the resolutions adopted by the tribal conclave, it also resolved that the JAC should submit a memorandum to the Governor of Manipur and President of India at the earliest.

The tribal conclave also unanimously resolved to fully support the political process initiated by the Government of India with the tribal groups in Manipur.

Korungthang, created a flutter when he apparently of his own accord, posted documents on the internet social networking site, Facebook, listing successful candidates from his constituency in the recent written test for selection of police constables, claiming the list was those of candidates who approached him, ostensibly prior to the test.

He even joined in the conversation thread that followed his post to offer his regret that 19 of those who approached him, could not make the list.

The MLA was perhaps showing off his power, but participants in the discussion thread soon assumed accusative tones, claiming the MLA was forwarding the long list of people he took money from to have them selected.

SENAPATI, September 16: Poumai Naga Union (PNU) has revoked its civil non-co-operation movement against NSCN (IM) following the lifting of ban on PNU by NSCN (IM) with effect from August 28 2015 during its 2nd general assembly on August 27 and 28 held at Tungjoy village. The civil non co-operation movement against the NSCN (IM) was declared by PNU during its special assembly on March 6 2015 held at Koide village as the result of NSCN (IM) issued banned order on PNU related to Thiwa issue.

However, the PNU stated that the union will not compromise with the Thiwa village issue which was extensively deliberated in the assembly and forward the matter to the court of the Naga people`™s Organization (NPO) to settle the matter through customary law of the Nagas as per the appealed made by NPO.

PNU reaffirmed its earlier standing resolutions during the assembly passed by the union declaring that `Poumai areas as peace zone` that was passed during general assembly on February 28 2008 held at Saranamai village and also to endorse with non-cooperation movement against any faction by the union who perpetrates violent activities in Poumai areas. Meanwhile PNU vehemently condemned the brutal killing of three NSCN (K) cadres at Vaki near Purul village on August 10 by unidentified miscreant in its jurisdiction against the resolution of the union. The house directed the PNU executives to probe the matter and find out the responsible person/party.

During the assembly PNU welcomed the peace accord signed between GoI and NSCN (IM) and urged upon the Naga leaders and GoI to seriously work out for the honourable and acceptable solution to the prolong protracted Naga political issue. In this matter assembly affairs speaker PNU C.D. Jongeo John and secretary assembly affairs PNU P.S. Shelavei have appealed to all the Poumai churches irrespective of denomination to pray on every Sunday church service for the peaceful solution with the Naga issue.

Towards the end of 2004, the editor of the IFP had done a series of three articles after a trip to Italy. One of them was about how wonder-struck he and his travel companion, Sanjoy Basu Mallik, were at their first encounter with wireless internet at the Vienna airport where they halted for a few hours to change planes. The technology appeared so amazing at the time that it merited a full-fledged article, and judging from the response from readers, the IFP`™s assessment of newsworthiness of the event was not too far off the mark. Barely two years after, the author of the article re-read what he wrote, incidentally webcast among others on the Eurac website, and to his amusement found it quite silly even then. Eurac officials laughed when this was communicated to them in a meeting in New Delhi not long after. The wireless-fidelity, or wi-fi, as the technology is known, is now practically everywhere, in offices, homes hotel rooms, airports, conference halls, homes and even public parks, often for free or else for a nominal charge. You even have very fast connections on them. The pace wireless telephony development has been breakneck to say the least. Today, it is not just wi-fi but also so many other wireless internet connection technology, not only through dedicated modems but on mobile handsets as well, therefore in practically everybody`™s pocket. Indeed, unlike in 2004, it is no longer a subject of science fiction imagination. Busy company executives and journalists travel with their offices in pocket wherever they go, even remote islands, deserts and mountains. This scenario is very much an everyday reality for even those of us in remote Manipur.

Consider the pace of changes. By the latter half of 2007, 3G internet arrived in India. Consumers upgraded their cell phones to be able to take advantage of the then new technology. Needless to say these paradigmatic shifts in everyday technology would have continually thrown up new challenges before companies making mobile handsets. Even before our very eyes, we have witnessed how those who kept pace survived and prospered, while those who were averse to changes ultimately were eliminated from the race. The paradigm is changing again with the arrival of 4G internet technology. A whole generation of mobile handsets, even very expensive ones, are set to become obsolete and therefore phased out. It is the same challenge all over again, and only those companies resilient and creative enough to take advantage of the new leap in technology would be the ones to ride the tide and rise. No room for complaints. This is the rule of the new technological age. Obviously, even away from the world of technology, there is plenty of lessons for all of us to take note and rethink our ways.

The IFP article on Vienna airport wi-fi internet capability was written a decade ago. If the same article were to be written now, rather than any appreciation from readers, it would only attract mocking laughters for in the years that have gone by, the contextual background against which the article was written has unrecognizably altered, and it is a truism that it is the context which gives meaning to any text. This is extremely important. Since the context is not a static phenomenon, there is a need for even script writers of ideologies of homeland, identity, ethnicity, nationalism, autonomy, sovereignty etc, to reassess their thoughts against the changed contexts continually. Inability to do this would, like the Vienna airport story experience of the IFP editor, make the ideas themselves redundant, obsolete, and even silly. Like everything else, ideas and ideologies can have a meaning only in the context they were born. The Communist ideology for instance have had to undergo several reforms and overhauling since Marx. Hence, Marxism produced progenies in Maoism, Leninism, Trotskyism, Stalinism etc and so also the contributions of later day great Marxist thinkers such as Antonio Gramsky. Arguably, it was when the pace of these ideological adjustments became too lethargic and out of sync with the dizzying changes in human outlooks and predicaments in the overall context in modern times that the world of Communism collapsed dramatically towards the end of the last century. The question that beggars an answer now is, are the retrospections of the commanders of Manipur`™s politics, both the elected representatives of the Assembly variety, and more importantly the challengers of this brand of political leadership, deep enough to consider the possibility that their own thought processes may have lagged behind and gone out of tune with the changed times?

KANGPOKPI, September 16: Political dialogue with the Kukis is expected to begin shortly with assurance coming from the Union Home Ministry to the UPF and KNO delegates who are currently in the capital.

UPF Political Wing Convener Aaron Kipgen, who is one of the UPF and KNO delegates in Delhi while speaking over phone, informed that the UPF and KNO delegates met RN Ravi, who is the Interlocutor of the Naga peace talk in the capital and discussed the political issues of the Kukis.

`The discussion with RN Ravi is carrying great weight for the Kukis`, he said, adding that the UPF and KNO find noteworthy of the essence from the Government of India.

Aaron Kipgen further said that the Union Home Minister Rajnath Singh gave his promptness to start political dialogue with the UPF and KNO and put forward the Home Secretary to initiate political dialogue with the umbrella bodies at the earliest.

The UPF and KNO, the two umbrellas of the Kuki UGs have decided to pursue common political demand in its joint meeting at Churachandpur on September 13, he declared.

However, Aaron Kipgen declined to disclose what `Political Demand` the two umbrellas are going to pursue stating that it is too early to reveal it.

While cheering the collective and enthusiastic efforts of the Kuki civil societies, he asserted that all the affirmative and meaningful discussion with the Government of India and all the weight, the UPF and KNO delegates, achieved from the Central Government came from the unity and cooperative struggle of the Kuki civil societies including church leaders, chiefs, etc.

Meanwhile, the UPF Political Wing Convener said that the delegates of UPF and KNO also met with the Tribal Forum Manipur, Delhi in connection with the prevailing situation of Manipur and had weighty discussion along with sharing opinions and approach.

He also said that the Central Government is likely to send its delegates in Churachandpur to take stock of the situation and take up necessary steps in connection with the prevailing situation of Manipur.
