IMPHAL, Mar 5: As the counting of votes of the 60-member Manipur Assembly is set on Tuesday, concerned authorities have taken up steps to ensure a smooth and peaceful process. 

Tuesday’s counting will decide the fates of 279 candidates including 14 women candidates.

With the Imphal west District DC office complex, Lamphelpat set to decide the fates of the candidates of the district on Tuesday, dy Superintendent of Police (traffic), Imphal west has put restriction on vehicular movement beyond several strategic points.

District Magistrate, Imphal west has also imposed prohibitory orders under section 144 of CrPC thereby prohibiting assembly of five or more persons which is likely to turn unlawful in the area and also prohibit carrying of sticks, stones, firearms and weapons within Imphal west district.

Meanwhile, in an official statement, the DSP traffic has informed that with counting of votes set to start from 8am Tuesday at the DC office complex, no vehicles except that of concerned officials shall be allowed entry beyond the gate near Directorate of Commerce & Industries, Lamphel, meeting point of Chingangbam Leirak/Mohon Motors leirak and Ring Round near North Western corner of CRPF camp at Lamphelpat, entry point of Laishram Leirak on Imphal-Kangchup road and gate near court’s complex, lamphelpat.

The official statement has further informed that all outgoing vehicles from the parking areas shall move out only through the RIMS Ring Road either towards RIMS/NG college by-lane and that vehicle of contesting candidates and their respective election agents shall be parked inside the office complex of the excise department at Lamphelpat.

As for vehicles of all officers, officials and vehicles belonging to election department, Directorate of Settlement & Land Record and Directorate of Employment Exchange, as well as private vehicles and public going to Langol Games village and Imphal Kangchup road, the official statement has advised the used of the CHingangbam leirak/Mohon Motor workshop leirak.

All the counting agents of each of the contesting candidate should be made to wait at the “Epathoukok” complex until they are called for by the RO/AROs concerned, the statement added.

It has further informed that the office complex of the Registrar Co-operative Societies, Manipur/Manipur Human Rights Commission complex at Lamphelpat and the office complex of Excise department shall be used as parking place.

The addl Deputy Commissioner/DEO/RO, Jiribam in a statement has state that a media centre with telephone no 221387 under the officer in charge of Th Katon Singh, SDC Jiribam will remain functional on Tuesday inview of the counting of votes to be taken in respect of 40 Jiribam ac at the ADC office complex.

Meanwhile, our Ukhrul correspondent adds that Ukhrul Deputy Commissioner has imposed a 9 (nine-hour long) prohibitory orders under section 144 of CrPC thereby prohibiting assembly of five or more persons which is likely to turn unlawful in the area and also prohibit carrying of sticks, stones, firearms and weapons within the district.

Counting of votes for 43-Phungyar (ST), 44-Ukhrul (ST) and 45-Chingai (ST) A/C will be held at Ukhrul Mini Secretariat Complex from 7:00am till 4:00pm or till the completion of counting of votes.

IMPHAL, March 5:Information Centre for Hill Areas Manipur forwards an appeal to the next government which will be formed within March 15 that the elected should give emphasis on self reliance of the state by developing its natural resources.

N Rajendro, convenor of ICHAM speaking to reporters in a press meet held at Manipur Press Club, Majorkhul today stated that since a decade back ,the general perception by those in the government viewed that the state cannot sustain itself economically without help from other states.

He stated that natural resources including bamboo products, medicinal plants etc. The public should be aided to exploit the abundant natural resources in the state to bring a green revolution and to be self reliant.

Stating that tourism should be propagated to gain income sources from other countries, he stated that road connectivity should be developed and the MSRTC service needs to be revived to ensure better economic relations with neighboring states. “ICHAM feels that railway lines should be developed inter district wise. Lines if laid for Tamenglong to Ukhrul, Churachandpur to Senapati can help local business vendors in getting better markets and earn more profits.”, He further voiced the need to develop the education sector in the interior areas and deputation of security personnel in strategic areas for better state administration and that cabinet meetings should be held in the nine districts in a specific timeframe to assess the ground realities.

IMPHAL, Mar 5: Maj Gen Binoy Poonnen, VSM, GOC 57 Mtn Div inaugurated today a cabin at Katon Khullen Primary & Junior High School that will house the computer classes for the school. It was constructed under Military Civic Action program of the Red Shield Division at a cost of Rs 3,00,000 which was executed by the villagers.

He also gave away certificates to several youths from around Leimakhong area that had completed a three months computer training course.  The training was a part of the ongoing MCA project which began in Aug 2011, giving opportunities to 4 batches of youths to undertake basic computer training at IIIT, Imphal.

Maj Gen Poonnen also distributed 1690 books for classes one to five to children who came from poor backgrounds. In his speech, he expressed his hope that the insurgency in the state will end one day to usher in development.

Interestingly, the school had only two computers of the total five that was allocated to the school. On being asked if the computers were part of the MCA project, Maj Gen Poonnen replied in the negative and stated that the computers and power required to run them were the responsibility of the government.

On the recent ban imposed by the Maoist Communist Party on all MCA projects, he said “It is not the voice of the people and the people are wiser”.

UN Special Rapporteur Margaret Sekaggya’s report to the UN Human Rights Council regarding India’s human rights situation is indeed a landmark step towards the movement for repeal of draconian laws specially the dreaded Armed Forces Special Powers Act 1958. The Armed Forces Special Powers Act 1958 was enacted specifically for Manipur and the other six States in the region. It negates every constitutional and legal provision concerning human rights when a State or a part of it has been declared a ‘disturbed area’ under the Act. With its prolonged imposition, the cycle of violence had only increased both in geographical spread and intensity. Enforced disappearances, arbitrary executions, torture, rape & molestation, house breaking, looting, arbitrary detention, etc., have became a part of everyday life in Manipur. And yet, few perpetrators of these gross violations of human rights ever got indicted or prosecuted. For all practical purposes, the armed forces enjoy complete immunity under the Act. Under the AFSPA, the armed forces are protected with immunity from their overt acts. However, this sense of not having to answer for their actions have percolated down to the state forces to such an extent that the Manipur Police Commandos are running amok killing people on their own without any thought to the impending consequences. This infectious air of impunity has filtered down to the state security forces thereby creating a new state sponsored terrorist group in the form of the commandos. Instituted for the purpose of containing insurgency in the state, the Manipur Police Commandos have tangentially digressed from their objectives and embarked upon the path of self-gain policy and fulfillment of personal agendas. The futile protests by the civilian population of the state to repeal the draconian laws, the ignored concerns and recommendations by the international bodies including the UN Human Rights Committee to review and repeal AFSPA as well as the failure of the Indian government to take any action on the recommendations of the committee led by Justice B.P. Jeevan Reddy, constituted in the wake of the killing of Thangjam Manorama in the year 2004, for the repeal of AFSPA prompted Human Rights Watch to comment that “The Indian government has not only ignored the pleas of ordinary Manipuris and UN human rights bodies to repeal the Armed Forces Special Powers Act, but has even ignored the findings of its own committee. This reflects the sort of callousness that breeds anger, hate and further violence.” The recent report in The Hindu daily regarding denial of prosecution sanctions sought against Army officers against whom serious charges of heinous crimes committed under cover of the Armed Forces Special Powers Act, by the Union home ministry is worth mentioning here. The Hindu report had said that in the past four years alone, the Union home ministry rejected at least 42 requests to sanction the prosecution of military personnel found by the police to have engaged in crimes such as murder, homicide and rape in Kashmir. This report quite ironically comes in the wake of a Supreme Court judgement by a two-judge bench a week earlier that the AFSPA, ought not to cover cases in which crimes such as murder or rape were committed.

In such a background, the recent recommendation of the UN Special Rapporteur calling for repeal of special laws like the AFSPA, National Security Act, Unlawful Activities Prevention Act and others cannot be easily ignored. This once again confirms that, the AFSPA has outlived its days. It is an Act to handle an emergency situation. As we said earlier, if this emergency has lasted over half a century, the prognosis cannot be still called an emergency much less tackled as an emergency. It is a much more sustained ailment and the therapy would have to be something radically different from how it is being treated currently.

The election of the 10th Manipur Legislature Assembly was held on 28th Jan.2012 amid turmoil, violence and killing despite deployment of 350 coys. of  paratroopers to ensure free and fair election. Was the ECI satisfied with the deployment of 350 coys of paramilitary forces to conduct the single phase election? Manipur is since long time reeling under the hostile activities of various rebel outfits. In this context did the ECI the needful? Immediate reinforcement of Security forces is a must to contain the situation arraises out of the untoward incident but there was contradictory tale of the Tampi Polling station incident in Chakpikarong (CDL Dist) in which polling personnels were killed in an indiscriminate firing of the NSCN(IM) cadres. Rs. 10 lakhs cannot bring life to the deceased. It was the most unfortunate poll related incident by the outlawed outfit to focus public attention intentionally. Were the accountabilities for the victims rest on their own fate?

On 4th Feb’12 repolling of 34 polling stations in five hill districts were held. In that repolling voters were frisked before entering to vote and security forces were fully alerted. No such measures were taken in selected highly sensitive and abnormally suspected polling stations on the 28th Jan. 2012. There araises  a big question mark as to how free, fair and true election was held?

“ Cautioned IM men” after the killing incident? The NSCN(IM) had already done their job remarkably well with violence and killings. Actionless and Zigzag statement from any central leaders after each and every incident involving lost of life and properties is not a new one and not welcome by the people of the state. Obligatory and post mortem statements sans timely action are not acceptable and totally discarded. This reminds us the Union Home Minister, P.C’s visit to Mizoram to take stock of law and order situation there while Manipur was burning in the worst law and order situation in the wake of proposed unsuccessful visit of NSCN(IM) leader Th. Muivah to his native village with the consent of the Home Minister.

The election held on 28th Jan. 2012 was full of poll irregularities. Besides booth capturing, proxy voting, threatening the voters at gun point, misuse of postal ballot, non – deletion and inclusion of names of dead persons in the electoral rolls  etc. there was free flow of black money. Many more complains are likely to come up since candidates get time amply to look into the malpractices and unfair means adopted by their opponents. As for the strength of candidates to exert money power, the galore media report of scarcity of small denomination of Rs. 500/-, Rs. 1000/- in fish stall, chicken centers, and other shopping molls on the very next day of the election is enough to realize. It was ridiculed that the media reporters had hard time in their attempt to avoid the vibrating sound of the brand new denomination of Rs. 500/-, Rs.1000/- notes in the market.

A few days ahead of the polling day, like pilgrimage there was heavy rush of party workers /agents every day just to have a picnic party at residence of the candidate. That was the starting point(on the mark) of the flow of black money with a long list of voters for barter with denomination of Rs.500/-, Rs.1000/-  or Rs.1000   2 for voters as per the list. These active workers were the only connectivity between the candidate and the voters as people called them bloody eye of the candidate. All the expendable amounts of the candidate on road show, street meeting, flag hoisting ceremony, poster, exhibition cards etc. were easily converted into part of the black money. For the reasons there was every evidence to prove futility and hollowness in the norms laid down by the ECI.

There must be a mechanism to check the number of workers to act in this sinister deed.  Only registered/approved workers should be allowed to work for the candidate under the aegis of the observers and their agents. So far no achievements of the observers are in the eye of the public. This may not be treated as undemocratic since so many things were done undemocratically in the name of democracy. The people of India experienced election for many a times in absence of electoral reforms in the last 60 years and so. Candidates won or got elected by dint of money power or by threatening the voters at gun point (muscle power). As a result people are still eager to get the real service of a true patriot or a public servant in the truest sense.  As such it would be a blatant lie to hope the light at the end of the tunnel i.e.  to the full satisfaction of the people.
