IMPHAL, Nov 9: A furious mob tore down the house of a man suspected to have raped and then killed his own cousin at Wangbal Lamboithong Leikai under Thoubal Police.

IMPHAL, Nov 9: A furious mob tore down the house of a man suspected to have raped and then killed his own cousin at Wangbal Lamboithong Leikai under Thoubal Police.

The 18 year old victim was found dead on a bed inside the house of her uncle Ingocha by one of her own sister this evening around 4:30.

Although the police is yet to determine the circumstances leading to the death, locals suspecting the Thiyam Sureshkumar, 21 son of Ingocha who is the elder brother of Bhopen stormed and dismantled his house.

Sureshkumar who is married is presently absconding.

Meanwhile, the police have deposited the body at the JNIMS morgue.

IMPHAL, November 9: The Tousem Headquarter Student Union, Zeliangrong Youth Front (Tousem Zone), Tousem Village Authority have appealed Bharat Sanchar Nigam Limited (BSNL) authorities to complete the construction of its tower before Christmas this year.

Speaking to media persons at the spot inspection of the construction site, Tousem Headquarter Students’ Union president Edim said the construction began in 2009 and concerned authorities gave assurances at that time that the people of Tousem could enjoy its services before Christmas this year. However, none of the concerned authorities have turned up after laying the foundation of the tower, he added.

He further stated that the foundation was laid in May, 2014 but none of the officials had arrived after that. He added that the tower will be of immense help in availing internet facilities to 67 villages of Tousem sub-division.

The people of Tousem were hoping that if the tower became fully functional then it would open a new chapter for the people of the area in terms of internet connectivity as they could connect with people living outside the State, and Tousem, he said.

However, concerned authorities put in less effort and it didn’t materialise, he lamented.

The concerned authorities must visit and complete the task at the earliest to help realise the long cherished dream of the Tousem people, he said, adding if the tower is completed then students will have access to the internet and can know what is happening around the world.

IMPHAL, November 9: The Apunba Manipur Kanba Ima Lup (AMKIL) organised a one-day lecture on ‘Nupida Chathaba Meeot-Meenei’ at Lamyanba Shanglen, Palace Compound today.

Speaking as a presidium member, Phanjoujam (O) Sakhi said although people are constantly protesting to seek justice the State is witnessing an increase in the number of crimes every single day.

There are already too much crimes happening in the State so it is the need of the hour for the concerned authorities to take up proactive actions to control the ever increasing crimes in the State, she added.

She said if the issue of ever increasing crimes is not tackled during the right time, the State will have to face more crimes than what is happening today.

Delivering her speech as a resource person, senior journalist Ng Liklaileima Arambam highlighted the importance of documenting profiles of women victims as well as the accused.

Such profiling would help in identifying the age, economic conditions and educational status of women who are more vulnerable, she added.

Attending the function as a resource person, Manipur University professor Nahakpam Aruna delivered a speech on ‘Loilam Leingakna Nupida Piba Cheitheng’ while DM college of Science associate professor Dr Chungkham Shilaramani spoke on the issue of ‘Nupina Nupida Piba Cheitheng’

Sanajaoba also pointed out that word alone cannot bring unity, but action is the need of the hour, as action speaks louder than words. It is worthless to fret about the bitter past, which could jeopardize the ties among the brethren of hill and valley; we have to move forward united, he added.

He declared that he will donate Rs 25, 000 for the completion of Suisa’s tomb at the Memorial Complex of Leimaching, Wakha Nongmeiching. He also acknowledged that he had already donated Rs. 50, 000 for the sculpture of the same leader ‘Rungsung Suisa’.

He said that Rungsung Suisa and Chingsubam Akaba knew the best for the Meities and the Nagas and they respected the rights of each other.

IMPHAL, November 9: The Legal Services Day was observed today at the Khamnam Leirak Community Hall by the Imphal West Legal Services Authority and All Manipur Nupu Marup. A one-day legal awareness programme was also conducted as a part of the observation.

Speaking as resource person on the topic ‘POCSO & Legal Services Authority Act’, LMS Law College assistant professor Ch Momon Singh said the act is a newly adopted act pertaining to children less than 18 years of age with the purpose of safeguarding the interests and well being of children at every stage for ensuring their physical, emotional, intellectual and social development.

People who traffic children for various purposes are also punishable under the provisions of the Act, he said, adding the Act prescribes stringent punishment as per the gravity of the offence with a maximum sentence of rigorous imprisonment for life with a fine.

He stated that under this Act the police are cast in the role of child protectors during the investigative process.

Momon Singh appealed the people who could not afford to hire a lawyer to take the advantage of Legal Aid Clinic.

Speak on the topic of ‘Public-Police Relationship’, Imphal West additional SP, K Meghachandra said that the relationship between the public and police is not so good in the State. The role of police is diverse, he said, adding that the police department is lacking in many areas and it could not address all the issues of the people.

For improving the law and order situation, many steps are being taken up such as completing 30 charge sheets within a month and holding meetings to fight crime twice a month, he said, adding that crime is a social disease and the police need the cooperation of the public to fight crime.

Imphal West chief judicial magistrate RK Memcha Devi, All Manipur Nupi Marup president S Sorojini Devi and Human Rights Law Network joint director Th Premlata Devi also attended the Legal Services Day observation.

CHANDEL: Chandel observed the National Legal Services Day with an awareness programme held at Japhou Bazar Indoor Stadium today.

Chief Judicial Magistrate/ Civil Judge Senior Division W Tonen Meitei who is also the secretary of the District Legal Services Authority attended the day as president while Chandel District Bar Association president advocate Rt Rebirthson, Maha Area Chiefs’ Association president Sng Lumdil as well as president of NSUC Sr Joningam were present as the guest of honour.

Addressing the gathering CJM Tonen said any women, ST/SC, raped victim or any victims, handicapped and their families whose annual income is under Rs 1 lakhs can avail free legal aid through the Manipur Legal Services Authority Act 1987 and as well as Para Legal Volunteers (PLV).

Speaking on the aim, objective and significance of the observation, the magistrate informed that the Manipur Legal Services Authority Act 1987, enacted by the Parliament under provision of Article 39 A of the Indian Constitution came into practice since November 9, 1995 after it was amended in 1994.

He also spoke on the principles of the National Lok Adalat and its procedure.

Advocate Rebirthson spoke on the topic of life and liberty under the Constitution of India.

The observation organized jointly by the District Legal Services Authority Chandel, Para Legal Volunteers and Chandel District Bar Association was attended by around 150 people comprising of student leaders, village chiefs and Chandel police personnel.

The programme which started at 1pm was attended by Senior Citizen Society, Jiribam general secretary S Maniton Singh and Civil Judge, Jr Division/ JMIC, Jiribam Lamkholal Kipgen as chief guest and president respectively.

Maniton said India is a democratic country and every citizen should understand the law.

Advocate I Inaobi Devi delivered the welcome address cum key note address.

Resource persons advocate KB Roy spoke on ‘Right to Information’ advocate L Romen Singh on Lok Adalat, while advocate S Gpendro Singh spoke on ‘arrest and detention.’

The programme was attended by civil organisations representatives, meira paibis and police personnel.

IMPHAL, November 9: Manipur Hills and Backward Development Co-operation Bank assistant marketing officer Ibomcha Tongbram who escaped on October 26 after being held captive for 55 days has refuted the claim of Twisomjang Village chief Letmang Haopkip that he was not kidnapped but only detained.

Ibomcha alleged that he and his friend, Meghachandra, were handed over to some unknown armed gunmen after they were duped into following Haokip under the pretext of meeting the chief of a village, located in a remote hill in Churachandpur on August 29.

“However, Haokip released Meghachandra to return with the ransom. After being held captive for long, I noticed the UKLF insignia on the sleeves of those armed gunmen. I also figured out that I was being held captive in an UKLF camp and Letmang Haopki had hired the UKLF cadres”, Ibomcha narrated.

Decrying the actions of Haokip, he alleged that the sum deposited for a bank loan was done without the consultation of the UKLF.

It wouldn’t be implausible if one were to say that Letmang Haokip set up the whole thing to ruin the reputation of UKLF, he added.

“On September 14 while I was being held captive, a sum of Rs 2 lakhs was handed over to Haokip by Meghachandra from our bank in an undisclosed place in Sugnu”, Ibomcha said.

Ibomcha further claimed that another sum of Rs 20, 000 was given to Haokip by his family members on September 20.

On the day of paying Rs 20,000, he and his friend, Meghachandra, were brutally assaulted in front of his brother by Haokip saying that the sum was far less than the ransom demanded, Ibomcha alleged.

Due to these reasons the claim made by Letmang Haokip that he didn’t kidnap but only detained me is baseless, Ibomcha stressed, adding there has never been an instance anywhere in the world in which a person has detained another for 55 days.

Clarifying to UKLF, he said that he was not kidnapped by them but simply handed over to them by Letmang Haokip. He further clarified that he didn’t have any personal enmity with the organisation and didn’t escape from their camp but from a house located near one of their camps.
