Immediate Need for Two White-Papers

In the beginning God created the heaven and the earth. And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters. And God said, Let there be light. And God saw the light, that it was good: and God divided the light from the darkness. And God called the light Day, and the darkness he called Night. And the evening and morning were the first day.’

And it seems His words weren’t followed in the ‘little paradise’, laigi leipak-ni hainaba Manipur!

After all, as the festival of light lifts up the spirit of hope and happiness, one is reminded of the darkness due to the decade old deprivation of a modicum of electricity in the state. And on the other hand, those who ostensibly follow His words seem to say that their destiny cannot be the same, here on earth as well as in heaven, as those of the non-believers — the pagan, the gentiles, the idolaters!

It is, perhaps, because human being makes choices in accordance with her/his ‘fallen nature’! Or it could be because even after ‘born again’, ‘the heart is deceitful above all things, and desperately sick’.

Indeed, theological or secular, whichever way we look, there is one undeniable fact: something wrong with us in Manipur. For the lights of Diwali, we have days and nights with miserably inadequate electricity for years on; and for the celebrating sounds of crackers, we have the cacophony of development rhetoric without electricity punctuating the intermittently consistent bomb blasts and gunfire. And for the ‘love thy neighbors’, we have scheming and preaching mistrust and hatred for the same.

As the spirit of festive season of the year begins to pick up (Diwali, Ningol Chakouba, Christmas etc), it might be useful to reflect on our state of affairs so that we can make choices to begin a truly happy New Year soon.

Some Thoughts on Electricity

Years after, the Government which came into place in Manipur this year seemed to have somehow noticed the dismal power situation in the state as it has stated that the issue shall be a top priority for the present Government. The Chief Minister has pronounced on more than one occasion that the Government is seeking to provide eight (8) hours of electricity as soon as possible and twenty (20) hours of electricity in twenty-four (24) hours a day in the near future. These pronouncements may sound uncanny to hear in the second decade of 21st century, nonetheless, these are welcome developments.

However, just as the Government must genuinely try to fulfill the promises, the public should also be on their toes so that they are no longer taken for granted. For this, specific datelines and ends and means to achieve the stated goals of ensuring a modicum of power supply in the state must be part of public knowledge. Rhetoric and hearsays cannot substitute informed engagement with the issue.

Towards this end, one of the first things that we must demand is a white paper on the what, how and wherefores of the hitherto existing power situation in the state. Institution and people who are responsible for their health have to be subjected to public accountability. Indeed, lack of institutional transparency and accountability has been one of the serious drawbacks of our collative life. And the same has also been critically implicated in producing the problem of decade old power situation in the state.

It’s worth reminding ourselves that for a decade, the Executive as well as the Legislature in the state have arguably failed to carry out their responsibility on this issue of power. Given such a situation, concerned citizens had come together in a public meeting in Imphal on 6th January, 2011 to discuss the situation. As it was felt that the other two arms of the state has not acted responsibly, judicial intervention was sought through a Public Interest Litigation which was taken up by the Gauhati High Court (Imphal Bench) on 20th January, 2011. The Honourable Court had then issued a motion returnable within four weeks. And fate of that PIL, which has sought institutional response to an issue of public interest, is still awaited, even though more than a year has gone by.

Incidentally, the judicial intervention on public issues can be seen in this country. For instance, recently the Supreme Court has responded to such issues, one being the issue of AFSPA and another on the increasing pollution in Delhi once again. We have lessons to learn as to how a healthy institutional accountability and public well-being can be taken care of. Indeed, every arm of the state and civil society has a huge responsibility in ensuring that we have a semblance of adequate electricity in the state.

Some Thoughts on the Fractured Polity

Need for an informed and purposive engagement is needed for the fractured polity, especially those which are marked by an estrangement of inter-community relations in the state. In this regard, there is a need to responses to the grievances of the people, particularly in the hills of Manipur. There have been consistent allegations of the Government of Manipur being discriminatory against the people in the hills of Manipur, over and above those which have been labeled against the Meitei community. It needs to be addressed in an informed manner. Otherwise, communal harangue, propaganda and misinformation shall, if not already, take over the public space to create schism amongst different communities and fracture the polity of the state.

In this regard, the Government of Manipur must produce a white paper so as to objectively deal with the grievances. Such a paper must come out with the facts on the political participation and representations as well as the status of human development indices of different communities in the state. How has been the representation of different communities in the state cabinet and bureaucracy (IAS/IPS/MCS/MPS, officers who have held the post of secretaries etc)? What are doctor-patient ratio, literacy rates, infant mortality, access to educational and health institutions and facilities, connectivity in different districts and sub-divisions as well as in terms of the communities of the state? Who have been the Chairmen of Hill Area Committees till date? What are the quantum and patterns of fund allocation (pal or non-plan) in different districts of the state? Such information, particularly since 1972, must be of public knowledge. Silence on this part is to nurture communal politics in the state by giving in to rhetoric, hyperbole and rumours as the medium of public engagement.

Along with this step, the government must not go in for appeasement of any section of the society but address the issues as a matter of social, civil and political rights of the citizens of the state. Indeed, it is high time that we look at the fractured polity and inter-community relations with such information and perspectives. Only then we can think of ensuring a life with well-being and dignity of the people in the state.  

In short, there is a need to start a new journey. And the immediate steps to be taken must be in the form of the above two-white papers to throw lights on the dark moments of our collective life. These must be out and place in public domain to set up the parameters and terms of engagement on those critical issues that have afflicted Manipur for a long time. It goes without saying that sooner we take the steps, better it will be for all of us.

IMPHAL, November 14: The main round of the 37th Junior National Badminton Championship 2012 organized by Manipur Badminton Association at Khuman Lampak Indoor Stadium begins today.

Unilkumar alone cleared the first round of the U-17 boys’ single for Manipur and in the girls’ section N Purnima Devi alone entered the 2nd round after getting a work over.

The main round opening day function was attended by Governor Gurbachan Jagat as chief guest, Manipur Olympic Association President, Bijoy Koijam as president and Parliamentary Secretary (YAS & Tourism), Prithiviraj as guest of honour.

Addressing the function, Governor Gurbachan said that Manipur has a very rich heritage in games and sports since the time of kings. There are various indigenous games of Manipur. Setting up of various sports infrastructures is underway at hill districts too for overall development of sports in the state.

Parliamentary Secretary of YAS & Tourism, Prithiviraj speaking at the function said, since the passed many years, countries like Thailand, Indonesia and china have been dominating in this game badminton, but Saina Nehrwal winning bronze medal at the recently held London Olympic Games has given an inspiration to the young players of the country. Now he firmly believes that India will be producing many more world class players in the near future.

Today’s match result:

Unilkumar Leishangthem of Manipur defeating Shubham Prajapati of Madhya Pradesh by 21-12, 14-21, 21-15, enters round of 64 in the 128 format of U-17 junior boys singles today.

In another match, Aimson Singh Oinam of Manipur was lost to Rohan Kapoor of Delhi by 21-13, 21-15.   

In other round of 64 matches, Manipur’s Devjt Singh Rk losing to 6th seeded player Rahul Yadav of Andhra Pradesh by 14-21, 21-13; Yaitomba Irengbam losing to 11th seeded player Siril Varma of Andhra Pradesh by 21-14, 21-13; and Samir Hussain losing to Divum Gupta of Jammu & Kashmir by 21-16, 13-21, 21-14, are now left out from the tournament.  

In the format 64 junior girls’ U-17 matches, Manipur’s Purnina Devi entered round of 32 after getting a work over as Yajum Loa of Andhra Pradesh did not turn up for the match, while M Somibala Devi, Y Dhanabat Devi and Rubashah Hussain were defeated by their opponents.

Four players each of Manipur will take part in the U-17 boys’ and girls’ singles.

Come the Meitei month of Hiyangei, the women of Manipur has a date with their brothers at the parental home. And a ritual debate on high-end gifts by rich families will dominate the editorial and op-ed pages of local newspapers. On the second day of Hiyangei which usually falls in the English month of November the Ningols or daughters are celebrated by the male members of their original families. The married daughters and their children would be treated to sumptuous feast and gifts would be showered on them on this day. At the parental home, the daughters, old and young, are pampered with food and gifts. The mothers and daughter-in-laws would prepare lavish and extensive meals for the daughters, before leaving for their own parental homes for the biggest ever festival of the state. It is left to the fathers, uncles and the brothers to serve the daughters and their children and shower them with gifts and the ‘Dakhina’. There are varied interpretations on the concept of Ningol Chakkouba. Like other patriarchal cultures, only the male members remained in the clan while the female members become part of another clan to which they are married to. The names of the married daughters and their offspring are not entered in the genealogical books or the clan or family based Puyas while they are reflected in the Puyas of the clans or families they are married to. This is one of the main reasons why the ‘Ningol-Chakkouba’ festival is so important in Manipur society. It is a sort of annual ritual or get-together for brothers and sisters who were married away to other clans. It is the spirit of strengthening of family ties and celebration of family values embodied in the festival which makes it so important in our society. The women in Manipur fondly wait for this festival. There is another occasion in the Meitei cultural life when the married daughters come to the parental home and pay obeisance to their brothers, uncles and parents with snacks and gifts during Cheiraoba. Ningol-Chakkouba is a sort of pay-back for the Pibas or male members of the family. Well, this is the cultural part of the Ningol Chakkouba festival. There is also a legal side. According to the customary law of the Manipuris, only the sons are entitled to landed properties while the daughters are annually compensated by way of gifts and the traditional ‘Aunpot’ given at the time of marriage. Many have tried to equate the Meitei ‘Aunpot’ with the Indian dowry. It is different from dowry. In fact, the items of ‘Aunpot’ belong to the bride and the husband has no right to it. When the husband and wife are divorced or separated, the wife will take back the items of ‘Aunpot’ along with her to the parental home. A portion of the homestead land known as ‘Ningol Yumpham’ is always reserved for the daughters who had to come back at the paternal home either due to divorce or death of the husband.   Simply put, the Manipuri customary law has ample room for compensating the daughters and it may vary according to the financial resources of the brothers and parents. So, the issue of competition in high-end gifts during Ningol Chakkouba does not arise. The compensation would certainly vary and there should not be any ill-will in this regard. However, the greatest gift of the brothers to their sisters would be in changing the customary laws so as to ensure equitable entitlements of landed property to both sons and daughters.

Six months have gone by since the parliament passed the bill for establishment of a separate High Court of Manipur, besides the states of Tripura and Meghalaya. Yet, the matters of High Court continue to operate from the principal seat of Gauhati and we are yet to have a separate High Court till date. The related bill was passed in the Lok Sabha on May 11 this year and subsequently in the Rajya Sabha. And the President Pratibha Patil had signed the North Eastern Areas (Reorganization) and Other Related Laws (Amendment) bill on June 7. Still, the Indian government is not yet decided on the strength of the state High Court. The local High Court Bar Association has been putting up a demand for a seven member High Court with judges drawn from the state bar and bench. On the other hand, the central government wants a four member court that too with judges from outside the state. In protest, the state lawyers had gone on cease work strike and the functioning of the Imphal bench of the Gauhati High Court is now paralysed. The institution of a separate high court for Manipur had been a long-standing demand of the state legal fraternity. And it was justified considering all the practical problems faced by litigants and in the interests of timely justice delivery. The state of Manipur could have had a separate High court when it attained statehood in 1972 as per the Constitution. It did not materialize then and it remained content with a bench of the Gauhati High Court. In the present case of Manipur, the physical infrastructure has come into place with the inauguration of functioning of the Imphal bench of the Gauhati High Court in the spacious new complex with seven courtrooms at Chingmeirong on April 7 this year. The problem of inadequate courtrooms and of space constraints has been solved. On the other hand, there is no dearth of good lawyers and other legal professionals in the state. And there are enough deserving candidates for judgeship in the state legal fraternity. The state has two judges in the Gauhati High Court in Justice T Nandakumar and Justice N Koteshore. While the state Bar association is demanding a separate High Court consisting of seven judges the centre seems to be opting for four members which is nothing but lip service. While the state Bar seeks the elevation or appointment of deserving advocates and judicial officers as judges to the separate High Court, the Indian Government is looking for candidates of non-state origin from the Gauhati High Court. The demand of the state Bar is not without merit considering the overflowing talent in the state Bar and Bench and the years of lost opportunities. Besides, the registry at Imphal Bench has a high pendency rate. Although the number of pending cases in Imphal had come sown in the recent times following the Uma Devi vs Karnataka case, 6000 pending cases is still huge for the bench. Even with the introduction of IT connectivity, there are still many practical problems in the administrative set-up. With the passage of time, the backlog of cases which need immediate hearing and disposal, is multiplying. So, there is an urgent need for resolving the issue at hand. Any delay in establishing the separate High court will certainly lead to multiplicity of problems. So, the central government needs to pull up its socks and take a decision in this regard so as ensure timely delivery of justice and judicial reforms in the state.

Why is Chief Minister Okram Ibobi Singh not in station? What is he trying to avoid here in Imphal? And what is so important about the Australia trip? These questions had been on the lips of everyone here in Imphal. IFP had raised three possible reasons in our earlier editorial. One of the reasons leaked in certain circles and the media is that the Chief Minister Ibobi Singh is under tremendous pressure from the central leadership to accept the proposal of Union Home Minister Sushil Kumar Shinde with regard to the ‘solution’ of the vexed Naga problem and that he might ultimately be coerced to accept it. Some had even drawn a parallel to the situation Maharaj Bodhachandra was once caught in 1949 when he was forced to sign the merger agreement. They say, his position as the Chief Minister is at stake, if he does not agree to the proposal of the centre. Some others say, his health condition is deteriorating and the tremendous pressure that he is facing these days is already taking a toll on him. What do these snippets of information provoked in us or among the general public? Anger and sympathy. Anger towards those giving ‘undue’ pressure to Okram Ibobi Singh and sympathy for him and his condition. Yet, a question or a doubt lingers in our mind. Who benefits from such emotions of anger and sympathy? Were the bits of information leaked so as to generate such feelings of emotion among the general public? Some of us were indeed blinded by these emotions and we are not raising questions which should be raised. Firstly, the issue of how a responsible leader should act in times of crisis. After being summoned by Union Home Minister Sushil Kumar Shinde twice in New Delhi, Chief Minister Ibobi Singh had been mumbling about the lack of proposals in written. On the other hand he refuses to spell out what were the proposals raised by Shinde and what was his response. There are enough media reports to suggest the possible outcomes of the peace talks between NSCN-IM and the government of India. Shinde must have at least conveyed some concrete proposals to him verbally. Why is Okram Ibobi reluctant to inform the Manipur public? What is he trying to hide? It is so unusual of a person who had chosen to lift AFSPA from Imphal Municipal Area and stop NSCN-IM supremo Thuingaleng Muivah in his tracks despite pressure otherwise from the central leadership. Somehow the firm conviction and resolution in defence of the territorial integrity of the state seems to have gone from his utterances and action. Has he lost his moral standing to be able to resist pressures of the party high command in the interests of the state? Is it because of the Rs 224 crore Loktak Lake scam which had surfaced in recent times? Okram Ibobi Singh, who is also the Chairman of the Loktak Development Authority had chosen to remain silent on the Loktak expose, on which serious questions had been raised of his involvement. Instead, he chose to undertake a pleasure trip to Australia, in the guise of some conference which are dime a dozen for a Chief Minister. He could have cancelled that trip. He did not. This is not expected from a Chief Minister who said recently that he is even prepared to law down his life in the interests of Manipur.

IMPHAL, Nov 14 NNN: General secretary of the banned Kangleipak Communist Party (KCP) Taibangnganba group, Taibangnganba has arrived in Imphal on Tuesday to chart out a roadmap to begin peace parleys involving four KCP factions and the Government of India.
Taibangnganba arrived at the Imphal Airport from New Delhi by an Indian Airlines flight at 4:30 pm yesterday. The KCP leader was brought by Superintendant of Police, Central Sajiwa Jail, Manipur, IK Muivah and Deputy Superintendant of Police, Imphal West, Md Rashid.
“This is the first step of the Taibangnganba group to work out modalities for peace talks with the Government. The move will bear fruit if the Government works sincerely with transparency,” Taibangnganba told reporters at Imphal Tulihal Airport.
The militant outfit will act according to the good gesture and sincerity of the Government, he maintained, adding all the like-minded cadres of his group are all prepared to endorse and join the peace process. Haobijam Thambal, mother of Taibangnganba who was at the airport to receive him said that the step of the Government is indeed thankful because it would bring peace in the state.
Leaders of the four KCP groups—City Meetei, Taibangnganba, Lamphel and Pakhanglakpa had already held talks with officials of the Union ministry of Home Affairs in New Delhi on July 31 and signed an agreement to undergo peace talks and currently they are finding ground rule and modalities for talks outside Manipur.
Chief advisor of KCP (Military Task Force), City Meetei had earlier arrived here from New Delhi on August 11 to discuss modalities for peace talks with the Government. Both the KCP leaders are now in the custody of the state Home Department.
Haobijam Taibangnganba, also known as Dilipkumar, 37, son of late H Kunjababu, a resident of Bishnupur Ward No. 2 joined the outfit about seven years ago. He was arrested by Meghalaya police from Shillong in 2010. However, he was released on bail after which he joined the outfit again.

AIZAWL, Nov 14 NNN : Mizoram based band Boomarang is set to rock Hanoi (Vietnam) on the night of November 17 at the India Festival organised by the Indian Chamber of Commerce in Vietnam (INCHAM). The concert by the rock band from Mizoram will take place exactly at 9 pm at the American Club, 19-21, Hai Ba Trung Street, Hanoi.
Besides the concert, the band will officially launched its debut album titled BOOMARANG, which will be released by His Excellency Ranjit Rae, Ambassador of India to Vietnam. The event has been widely announced by various Vietnam newspapers and websites. The expectation is high in Hanoi as Boomarang has established itself as one of the best rock bands in India, recently performed with the American band Korn in Gurgaon, India.
Boomarang will perform most of the songs from its debut album. “Music is universal, but with our genre of ‘junk rock’ it will be like testing new waters in Hanoi. I am sure we will relate our music to everyone. We are just excited”, Boom, guitarist of the band said.
Boomarang is sure to raise Hanoi’s temperature high with its maiden foreign gig and its debut album that that will be released outside its home state and the country. “We are toasting the frontiers that music does not have. We just wanted to take everything against the limit of boundary, which is why Boomarang’s debut album is set to be released in Hanoi. Music is a revolution and we are exactly representing that”, Award winning Journalist, researcher and writer, David Buhril, also Boomarang’s manager for Hanoi said.
“The songs that we will be performing in Hanoi, which are very much part of the album, are like our first offspring. They are inevitably about us and strongly represents our musical identity. It will be a revelation to the bigger world about who we are and what we are”, Atea, vocalist of Boomarang said.
Boomarang’s trip to Hanoi will be without its original bassist, Joshua, as he is heavily engaged and has to carry out responsibilities for his brother’s wedding that coincidentally clashed with Hanoi’s date. Laltlankima Thangluah (Valpuia) will take the place of Joshua for the Hanoi tour.
Besides the gig, giant music promoters from Vietnam has been looking forward to witness Boomarang’s performance. “Its unoffcial still, but we will be knocking the doors to crack South-East Asia with the Hanoi tour. We are trying to go much ahead of the big talk of ‘Look East Policy’ with our music”, David Buhril said as he crossed his fingers.David Buhril, Boomarang’s manager for Hanoi, thanked John Ruolngul, First Secretary, Embasy of India for all his endeavours, INCHAM, and Lal Thanhawla, Chief Minister of Mizoram for extending all supports for the trip. The band is also grateful to all its fans, families for all the support. Boomarang will be leaving Aizawl on November 15 for Hanoi.

IMPHAL, Nov 14 NNN : The United Naga Council (UNC) has directed the Nagas not to participate in the forth coming Manipur government sponsored Sangai Festival in Imphal. The UNC also asked the Naga frontal organisations, village level organisations and individuals not to welcome MLAs, ministers and members of Autonomous District Councils in Naga areas in Manipur.
Giving its reasons, the UNC said in continuation of the public statement of May 14, 2012 and the directive October 9, 2012 issued by the United Naga Council, the public statement of direction is being issued with regard to the observation of severance of political ties with the communal Government of Manipur as per the July 1, 2010 declaration of the Naga Peoples’ Convention.
“Because of the political posture of severance of ties there is a democratic process of dialogue in the form of the Tripartite Talk of the Government of India, government of Manipur and the UNC on the demand for an Alternative Arrangement for the Nagas in Manipur. The dilution of the severance of ties by associating with Ministers of the government of Manipur, Naga MLAs of the ruling party of the government of Manipur and unmandated ADC members is very damaging to the political position taken by the Nagas in Manipur,” the UNC stated.
“It is therefore reiterated that there is no objection nor intent to disturb any development works in the Naga areas, the absence of which is one of the unmistakeable facts that calls for severance of ties. Development works can very well be supervised and monitored by the designated officials/professionals and also by the Naga public who are the stakeholders. However, no Ministers or MLAs of the ruling party of the government of Manipur Naga ADC members should be welcomed in the Naga areas on the pretext of development, cultural or political programmes. We are not against any particular personality but the official positions they occupy which negates the political position of the Naga people. Therefore all Naga frontal bodies, regional/districts, tribe, range and village level organisations and individuals are directed not to entertain or associate with or confer recognition/provide public platform to the above designated persons,” it urged.
“Further all individuals and tribes are advised to stay away from the state sponsored Sangai Festival and other such programmes because the government of Manipur seeks to project a picture of social harmony in contrast to the reality of “social divide” on communal line in the State of Manipur which the Hon’ble Prime Minister of India had spoken about.
“The regional/district organisations and tribe hohos will ensure that there is effective compliance of this directive in their respective jurisdictions,” the UNC added.
