State Government is making serious attempt to revive Government schools as the situation demands it. Government endeavour had yielded good result. Now children have rushed to Government schools gleefully. Parents are also happy that there had been drastic cut in the education expenditure of their siblings. Government school demands only Rs 2000 as admission fee and monthly fee is almost nil. Admission fee charged by private school is unaffordable. Really very high. Government schools competing with private schools at the intermediate level will have far reaching consequences in bettering education system in the state. Benefits have been reaped. Mass copying in the examination hall has become a thing of the past. If similar attempt is made by the Health Department Government of Manipur it will bring a change in providing better health care to the patients at the Government hospital and health centres? We have noticed in Manipur mushrooming of private clinics and diagnostic centres.
Private clinics are doing a thriving business as the Government hospitals exist for name sake. There is complete absence of the medical equipments in the Government hospitals. The little few available are either non functional or there are no mechanics to operate these machines. Doctors are given non practising allowances. But too many of them perform surgical operation at private clinics to earn hefty income in addition to their normal salary given by the Government. This goes on unchecked. A system needs to be evolved to create room for healthy growth of Government hospitals and health centre. Only 10 percent of the population can afford the luxury of getting treatment at the private clinics. The rest 90 percent rot at the Government hospitals. Success or failure of a Government is
decided by how it attempts to take care of the poverty stricken people. All these schemes and policies are for the poor people. No scheme or policy is set to look after wealthy people. Because a Government exists to serve the interest of the helpless lot. It is time Medical Department Government of Manipur take steps to better Government hospitals and centres. Doctors suggesting patients to go to private clinics to get medical treatment could be seen as a blow to the poor people. They have no money to give Doctors fee and room charges imposed on them by the private clinics. Yet they go to private clinics. For people have lost confidence in the Government hospital. This is not a good trend. Crores of rupees have been spent in the infrastructural development of hospitals and health centres and also in paying perks and perquisites of Doctors and nurses. If the poor patients would not get the benefit of having these Government hospitals pouring fund on them is like throwing waste materials into the deep gorge. The situation now calls for thorough analysis by the competent authority. Poverty stricken people cannot be kept neglected. Try to see how these Government hospitals and health centres are functioning. Something will surely come out after the inspection. That will be good for one and all.

An alumni of Tiny Tots’ Unique School (1998 batch), Kamaljit was a member of the 29th Indian Scientific Expedition to Antarctica 2009-2010 (29th in SEA). The second individual from Manipur to have gone to Antarctica. He was then a Junior Research Fellow of the Space Application Centre – ISRO, Ahmedabad and spent nearly five months (Nov 2009-April 2010) in Antarctica conducting experiments concerning his research work. Imphal, July 27: A function to mark the reception of the newly elected office bearers of the Manipur Pradesh Youth Congress Committee was held today at the Congress Bhavan with the Chief Minister O. Ibobi as the chief guest. MPCC President Gaikhangam, who is also Home Minister presided at the function.
Speaking on the occasion Chief Minister said, the state Government is working in a very responsible manner weighing the pros and cons before making any major announcement. A Government is different from a civil organisation, which can utter irresponsible words without indicating where it stands. As a member of the oldest and the largest political party in the world a Congress man cannot act in an irresponsible manner. The men in power think several times before opening the mouth, he added. He was referring to the demand made by various organisations for declaration of Manipur a drought hit state.
The Government is bound by rule of laws, he said adding unlike the irresponsible organisations the Government cannot work in haste. Haste is good for catching the flies only. The Government have analysed the quantity of rains received by the state since January till date. The state received 63 percent rainfall. We must be reasonable. The Union Government will question the wisdom of the state Government if drought is declared now. We do not want to take a decision that may turn out to be a farce, he also said.
Ibobi said nothing is permanent in this fast moving world. The responsibility of running the state administration will fall in the hands of the youths. He appealed to the youths to work honestly and sincerely.
Gaikhangam said youth congress workers should play a vigorous role to uplift the image of the party in the particular and the state as a whole.
T. Mangibabu MPCC Vice President said heavy down pour which almost coincided with the beginning of the function had heralded the arrival of better days. He stressed the role of youths in shaping the future of the society.
M. Prithiviraj MLA appealed to congress workers to maintain party discipline.
Earlier the Chief Minister and the Congress President presented shawls and garlands to the newly appointed office bearers of the youth congress workers.
Later speaking at the sideline of the function Congress President Gaikhangam said, the state Government has the power to send police commandos to any place wherever is required. If commandos can be posted at Jiribam, which is also a border town why not at Moreh, he questioned. If the commandos committed excess while carrying out their activities they can be disciplined, he said. There is no change in the stand of the Government on this matter. Asked whether the movement of commandos to Moreh was leaked by police themselves to sabotage the plan, he replied in the negative. The journey was prolonged, which might have arisent the curiosity of all.
The function ended with a photo session of the elected office bearers with the dignitaries on the dais.

Imphal, July 27 NNN: The Kuki civil organizations and the state Home Department on Friday agreed to set up a unit of Manipur Police commandos at Moreh town, Chandel district, sources said.
Moreh is situated in the Indo-Myanmar border
.On Friday morning, the agreement was reached during a meeting which was attended by several state police officials and representatives of Kuki NGOs based in the commercial hub Moreh town, bordering Myanmar.
At the meeting, which was held at the office premises of Hill Tribal Council (HTC), Moreh, Additional Director General of Police (ADGP), Kothe, Chandel Superintendant of Police, Priyokumar, SDPO, Balram and leaders of HTC, Moreh, Kuki Women and Human Rights Organization, Kuki Chiefs’ Association, Moreh, Kuki Students’ Organisation, Moreh and Moreh Youth’s Club.
However, no media persons were invited at the meeting as it was a closed door meeting.
Reports said the two sides reached an agreement to set up a police commando unit at Moreh town with certain condition after a painstaking discussion at the meeting.
Earlier, a large number of agitating residents of Moreh town under the aegis of different Kuki civil organizations yesterday strongly protested against the state Home Department’s plan to deploy police commandos at the newly established commando post at the town. A convoy of police commandos numbering about hundred heading towards the town was blocked by them near Tengnoupal Police Station, triggering a standoff last evening.

Dehradun/New Delhi, July 27 (ANI): Veteran Congress leader N.D. Tiwari still was in denial mode today even after his DNA report matched with those of Rohit Shekhar, and termed the entire episode a well-planned conspiracy to malign his image.
Tiwari’s spokesperson read out his message before mediapersons in Uttarakhand’s Dehradun city.
Tiwari, who has also served in the past as the Chief Minister of Uttarakhand and Uttar Pradesh, is presently in his hometown in Dehradun.
The Delhi High Court today said the DNA report confirms Tiwari as Shekhar’s biological father.
Earlier, Justice Reva Khetrapal decided to open Tiwari’s DNA report along with those of paternity suit petitioner Rohit Shekhar and his mother Ujjwala Sharma at 2.30 p.m. today, to declare the result in open court.
Justice Khetrapal, however, did not give permission for handing over copies to any party.
Eight seven-year-old Tiwari had earlier on Thursday moved the Delhi High Court to keep his DNA test report confidential till the conclusion of the hearing in the paternity suit.
He filed the appeal seeking the court to protect his right to reputation, and alleged that the single-judge bench, which ordered that the DNA report be made public, has adopted a “shortcut” to decide the suit and it would cause grave injustice to him.

New Delhi, July 27: The Cabinet Secretary today reviewed the relief and medical arrangements in the camps in Assam where people have gathered due to the recent clashes. Two teams comprising physician, gynaecologist, paediatrician, public health specialists, resident doctors and nurses have been airlifted from Delhi at 5.15 PM today. They will support the state government’s efforts to provide relief and immediate medical help to the people in the relief camps. The high level meeting chaired by the Cabinet Secretary reviewed all the other arrangements in a video conference with the Chief Secretary of Assam to ensure that food and other supplies were available in adequate measures.
(ANI) adds defending Assam Government over it’s handling of the ethnic violence in the state, Congress General Secretary Digvijay Singh has accused the Bharatiya Janata Party (BJP) of attempting to communalise the issue.
“The BJP has been trying to communalise the situation in Assam from the very beginning, by raising the issue of illegal migrants. In fact, there are Muslim illegal migrants, and there are Hindu illegal migrants also,” he said.
“Unfortunately, the BJP only talks of Muslim illegal migrants, and the perception that has come to people’s minds in the country is, that there are only Muslim illegal migrants,” he added.

He further said that Assam is a ‘sensitive’ state, and that the state government had initially tried to quell the rioting with just the local administration’s help.
“( Assam ) is a very sensitive state. A single word out of place triggers a reaction. It is important to note that this is not the first incident of violence between Bodos and Muslims, but the fourth one. Every state government first ensures that the local administration is used to quell any such disturbance. When they see that the local authorities are ineffective, paramilitary forces and the Army are called in,” he added.
Assam Chief Minister Tarun Gogoi, however, said the situation is improving in violence-hit areas of the state, and expressed the hope that everything will be normal in the next two to three days.
“The situation is improving and I hope in the next two-three days the situation will be normal. And I have reviewed the whole situation. I met my administration, my police force, CRPF and the army also,” Gogoi said.
Gogoi also announced an ex-gratia of six lakh rupees each to the next of the kin of those killed in the violence.
Indefinite curfew and shoot-at-site orders are in force in Kokrajhar district, while night curfew is on in Chirang and Dhubri districts. Nearly two lakh people have taken shelter in 150 relief camps. Over 44 people have been killed in the violence so far.
Prime Minister Dr. Manmohan Singh, who is a Rajya Sabha MP from Assam , will visit ethnic violence-hit Kokrajhar District on Saturday to take stock of the volatile situation.
According to police officials, the latest wave of violence was sparked last week when unidentified men killed four youth in the state’s Bodo tribe-dominated Kokrajhar District near the borders of Bangladesh and Bhutan .
In retaliation, armed Bodos attacked Muslims, suspecting them to be behind the killings.

The injured hawker now at RIMS Hospital said, after selling different magazines at Heirok, Wangjing, Thoubal he drove towards Imphal along with Rs 16,550. He was stopped by the persons at Langthabal Pal Ahanbi Meetei Lamkhai and kidnapped in a maruti 800 and drove towards Lilong. His Activa was driven by one of the security personnel.
He was blind folded and asked whose party be belonged to and when did he get the money. He said that he is a hawker and the amount was collected for selling papers and magazines and he even produced the distributor card issued by the editor of the Paojel. The kidnappers besides assaulting him, they also snatched his two wheeler, mobile phone and the said amount. Later he was rescued by villagers at Lilong Urup around 2.30 a.m.
The incident was reported to president, AMWJU, Hawker assn. and edn. Minister M. Okendra.

New Delhi , July 27 (ANI): The Supreme Court on Friday rejected the government’s request to defer its July 23 order, limiting government’s discretionary quota for Haj pilgrims till next year.
A two- judge bench of Justice Aftab Alam and Justice Ranjana Prakash Desai refused to oblige the Centre on its plea to defer its order till next year.
The government was represented by Attorney General G. E. Vahanvati and counsel Harris Beran. Vahanvati made the submission at the fag end of the hearing of a bunch of petitions by private tour operators (PTOs), who have challenged certain norms fixed by the government for the operators.
Earlier, on July 23, the apex court had drastically reduced the government’s discretionary and dignitaries quota seats for Haj 2012 pilgrims to 300 from the proposed 5,050 seats, and had hoped they would be alloted on “reasonable basis”. The court, on Friday, maintained that there could be no monopolisation, and asked the Centre to frame a fresh PTOs policy for Haj pilgrimage from next year onwards. “It shall not be the monopoly of a few operators. We hope that the next Haj policy will be framed keeping in view the concerns of this court,” the bench observed.
Agreeing that the present policy was not fair, the apex court asked the AG to come out with a new policy next year to facilitate “fresh players”.
“We know that the present policy is not perfect. But we do not want to interfere with this years policy,” Justice Alam observed. The bench, however, said there were lot of scopes for improvement in the government’s present policy by taking into consideration the suggestions and complaints made by various tour operators.

As per the government norms, only those PTOs who had annual turnover of Rs.1crore for the year 2009 and 2010 were eligible for ferrying pilgrims.

The apex court said it will consider next year’s Haj policy for private tour operators in November.

The apex court had on July 23 limited the number of seats to be allocated under dignitaries quota by the President to 100, the Vice President to 75, the Prime Minister to 75 and the External Affairs Minister to 50.

The bench had said 200 seats would be reserved for the Haj Committee of India (HCOI) as against the proposed 500.

After limiting the seats under dignitaries quota and the HCOI, the bench had said that remaining seats would go to the Haj committees of various states and union territories.
