Is tear gas shell the only answer?

A State police personnel was injured, hit by a misfired tear gas shell on his face, just a day or two ago. Ironically, the tear gas shell was meant to disperse college students taking out a rally demanding implementation of the Inner Line Permit System in the State. Agitations are galore in the State at present and such reports fill not just the front pages but even the inside pages of local dailies. Student rallies, sit in protests demanding ILP implementation have become staple of the State today. However, the concern here is not of the movement demanding ILP implementation, but the use of tear gas shells, smoke bombs and rubber bullets to control agitating students.

Manipur University hostellers are shouting their guts out over what they call “unreasonable order” to vacate their hostels. Moirang students erupted over the tragic and bizarre death of a young student trying to mediate a fight between a mohori and his labourers, as reported by local dailies. Yairipok residents are yet to find truce with the government over the suspected killing of a 33 year old housewife who was found dead with knife injuries on her body and continue to agitate. Ukhrul protested the arrest of eight NSCN (IM) cadres following the killing of ADC member in an ambush. Student unions of eight higher secondary schools in Imphal have been protesting lack of facilities and teachers in their schools. There are several other agitations confronting the State at the moment which are much subtler than these mentioned. Nevertheless, the State has its hands full of agitations.

Now the most common visual in all these agitations is the police being pitted against the students. The police, being the law and order controlling machinery of the State, are the ones sent to control any disruption of peaceful atmosphere. Police personnel in riot gears with tear gas shell launchers and guns slinging across their shoulders are pitted against students in uniforms. Student participation in violent agitations is another topic which needs a space of its own for discussion.

Is tear gas the only way to quell protests? Over the past few days, many have been injured in police action to control agitations, most of them students. Is the use of tear gas shells, smoke bombs and lathi charging against students, ethical, at a time when efforts are on to abolish corporal punishments from the classrooms? Although the two are of different contexts, the consequences could be the same.

Now, violent measures like firing tear gas shells and smoke bombs have been used not only where there are violent instances of protestors resorting to road blocks, stone pelting and attacking passing by vehicles, but against students taking out rallies. Students hold placards and shout slogans during such rallies. Does this mean that the State police is equipped with only tear gas shells and smoke bombs to control dissent? Many would love to disagree. Why not use water cannons for a change. Maintaining law and order would always remain the main prerogative of the State, but in a democratic setting, this doesn’t mean it could trample on the peoples’ aspirations.

Another important aspect witnessed during the agitations is that the education environment has been disturbed. Students are outside their classrooms, while they should be inside. Instead of waiting for the issue to get out of hand and then act, the sooner the government comes out with ways to solve the issues, the better it would be for both the general public and the State.

Gaikhangam also said that the district of Tamenglong has a bright future in the coming years. The district is a vital part of the State, which is why the State has brought so many important projects and many are under construction.

He cited the development works being taken up in the hill districts. An IIIT campus is going to be constructed soon in Mayangkhang of Senapati District. He assured that with the approval for creation of 5-6 more sub divisional offices in the hill districts recently by the cabinet, places like Houchong and Noney will soon reap the benefits of efficient administration.

He further said that PWD has taken the responsibility to construct the approach road and the bidge over the river. Today’s inaugurated bridge is one vital part of the project. This Bailey Bridge is 200 ft long and 10.9 fts height, and SPA funded, he said.

Inadequacy of medical seats worry candidates and guardians

IMPHAL, August 8: Students and guardians alike have voiced their concern over the seat allocation for MBBS/BDS candidates post selection for the current academic session 2014, conducted by the Directorate

IMPHAL, August 8: Students and guardians alike have voiced their concern over the seat allocation for MBBS/BDS candidates post selection for the current academic session 2014, conducted by the Directorate of Health Services, Government of Manipur.

According to sources, altogether 131 candidates were selected for the current year for the state based on merit list. Of the total number of candidates 67 seats are unreserved, 40 seats for Schedule Tribe, 16 for IBC (M), 5 seats for OBC (MP) and 3 for Schedule caste (SC) adding that 115 of the total seats are for MBBS course while the remaining 16 seats are for BDS course.

The second counselling for the shortlisted candidates was reportedly conducted on July 27 last however the first counselling scheduled to be held on June 25 was cancelled due unknown reason.

The question here is that there are only two institutes for pursuing the MBBS/BD courses which included the Regional Institute of Medical Sciences (RIMS) and Jawaharlal Nehru Institute of Medical Sciences (JNIMS).

Only 30 seats are reserved for the state in RIMS while 60 seats at the JNIMS, moreover, there is no facility for pursuing BDS course in JNIMS till date. In the meantime, the remaining 41 of the total 131 seats, handful of seats will be central pool allocation which is yet to b ascertained.

Against this backdrop of uncertainty prevailing amongst the guardians and students’ community, the directorate of Health Services, Manipur has scheduled for another counselling for the selection candidates.

More striking is that amidst the proposed counselling the selected candidates had to get themselves admitted following notice for admission of the selected candidates on August 2, 2014 thereby creating more confusion for double admission if the central pool allocation is curtained.

Speaking to IFP, Director of Health Services, A Bijoy Singh, clarified that the admission notice issued before the counselling and central pool allocation, was due to apprehension that the session could start anytime.
Of the total 100 available seats in RIMS 70 will be reserved for other states (regional), said the Director adding that all the students have been admitted.

He pointed out that during the last session the central pool allocation was 20 for MBBS course while 2 for BDS.

Even if the allocation is late for this current year, the distribution of seats for UR, SC/ST, OBC will be carried out as per the guideline, asserted the Director adding that there will be no problem for students who are seeking admission in other states.

No politics must stall develorpment says Lokeshwar

IMPHAL, August 8: When it comes to the issue of development one must not compromise by politicising it at any cost, said Manipur Legislative Assembly Speaker and also Khundrakpam MLA

IMPHAL, August 8: When it comes to the issue of development one must not compromise by politicising it at any cost, said Manipur Legislative Assembly Speaker and also Khundrakpam MLA Th Lokeshwar.

Lokeshwar stated this during his speech while inaugurating the Multipurpose Community Hall at Khundrakpam Awang Leikai as the chief guest.

In his speech, he maintained that despite being a young MLA he is committed in bringing all round development in his constituency in no time.

Clarifying on the allegation of him being rude, he opined that it was just to expedite the developmental work being carried out in his constituency.

Further expressing his desire to uplift the whole Khundrakpam constituency, he observed that it would only be possible with the co-operation of his people.

Noting that Khudrakpam was once famous for all the wrong reasons like frequent arrest of youths by Manipur CDOs and Army but now the notoriety has been minimised to almost zero, continued Lokeshwar.

He further said that Haraolok Wairi of Khundrakpam which has a surprising number of non-stop water supply can be a role model for other villages if the people have the enthusiasm to work hard.

The construction of the newly inaugurated multipurpose community hall was completed within 45 days time and he himself was involved in the construction to make it happen, mentioned Th Lokeshwar.

Appealing the general public to stop the general idea of depending solely on the Government when it comes to development works, he suggested that in fact the general public must lend their hands to uplift the rural development.

Moreover, he called on people to join hand to development Khundrakpam to make it a model village to other remaining 59 constituencies.

IMPHAL, August 8: Oriental College received another shot in the arm today, after getting the autonomous college status in June this year. A sanction of Rs 2 crore was announced by the Education Minister M Okendro on the occasion of the Golden Jubilee celebration of the college.

The fund will be sanctioned from the Rashtriya Uchchattar Shiksha Abhiyan, RUSA. During today’s function, a souvenir was also released.

Okendro speaking on the occasion appealed to the students of the State not to get involved themselves in any issue which are not related to education. He said when police act on them to control agitation, they naturally feel irritated.

He added that State government has taken up lots of initiatives for the improvement of education system in the State to create Education Tourism. The education scenario has improved this year, compared with last year, which shows that education has come back on the right track.

He stated that the government know the difficulties and the problems faced by the students, and the Government is trying hard to solve the problems.

He added that to provide qualified teachers to the students, 7500 teachers are conducting training under IGNOU. At the same time, the government is trying hard to fulfil the requirements of every institution. He appealed for the academic community to have patience as the process will take some time.

He also added that the Government is also concerned about the welfare of teachers. But he also warned that strict action will be taken against non-performing teachers.

A memorandum was submitted to the Minister by the students’ union of the college, which demanded adequate lecturers and infrastructures for the college. The Minister gave a positive nod to their demands, and maintained that it will however take some time.

Minister of Social Welfare and Co-operation, AK Mirabai, who was also present at the celebration, said that the autonomous status for the college is for the betterment of future generation, and to maintain the status the authorities must abide by its instructions properly, and equally the present generation of students should work harder than before.

She assured that she will be taking initiatives personally for the development of the college.

Prof H Nandakumar Sarma, Vice Chancellor of Manipur University lauded the college for getting the autonomous status, which is the first college in the state and third in the Northeast to do so.

He appealed to the college authorities to take up various vocational courses for the welfare and development of students’ educational environment.

Principal of the Oriental College, Dr Th Biren said that the college has 13 departments and has produced many talented students. Getting autonomous status is a history not only for the college, but it will also give an impetus in the development of the higher education as a whole in the State.
