Visiting BJP spokesperson tags state cabinet as `The cabinet` militant group

IMPHAL April 24: National spokesperson of the Bharatiya Janata Party and also a Rajya Sabha MP Prakash Javadekar has today left no harsh words unsaid in describing the Congress led UPA government before referring the Manipur cabinet ministers as members of a new militant outfit.
Javedkar who is on a three day visit to the state arrived this afternoon and held a press conference at the main office of the BJP Manipur unit.
Addressing mediapersons at the press conference, the spokesperson stated that Prime Minister Manmohan Singh has been regarded as an economist and a clean politician earlier. However the PM has failed miserably to check inflation and the rampant corruption taking place in every nook and corner of the nation and has lost his reputation on both counts.
He also stated that even though the Prime Minister has repeatedly made the promise to curb price rise in the country during the last 24 months, the prices seem to be only going up instead of going down, which is a resounding failure on the part of the UPA government.
He voiced that Manipur is particularly affected by inflation evidently, as a litre of Kerosene costs at 100 Rupees. Inflation for the nation rose at 10 % and GDP at 9.5%, which shows that development, is eaten away by inflation.“ Of recent, the nation has witnessed the 2G ,CWG scams and many other ‘G’s’ may be happening, the PM is presiding the worst government the country has ever seen”, he said.
Also taking digs at the SPF government, Javedkar said that the rampant corruption which occurs in the state deserve recognition in the Guinness Book of World Records as “the most corrupted state”, for which the scam of the primary teachers and police recruitment recently bears testimony.
He maintained that law and order in the state have broken down completely and also voiced his amazement that a cabinet minister shot the advocate general and the matter ended quietly. A minister’s son shot a person in cold blood, if this is the state of affairs then the militants may regard the cabinet ministers of O Ibobi as members of a new militant outfit operating under the title ‘The Cabinet’,. The BJP demands an inquiry and high level intervention into the incident, he said.
Further, Javedekar confidently announced that the congress will lose in the recently concluded Assam elections, hence marking their downfall in the North East political scenario. The BJP will contest all seats for the upcoming IMC elections to address the lack of power, drinking water, deplorable road conditions, ineffective PDS distribution etc in the state which also points out the overall collapse of the present government.
Conclusively, the MP decried the ambush on MLA Wungnaoshang by the NSCN (IM) and stated that the NIA should initiate an inquiry into the matter. The incident shows that NSCN (IM) ceasefire issue needs to be addressed and the matter will be taken up at Parliament in the upcoming monsoon session, he concluded.

IMPHAL, April 23: The state directorate of treasuries has been accurate in maintaining the payment of pensions, bills, receipt of money through government challans with the completion of the computerization of all necessary data of various state departments of their various expenditures incurred from both plan and non plan money in the state.
According to an official source the treasury establishment of Manipur was initially managed by the state finance department until 1981 and the directorate of Treasuries & Accounts came into being in the same year.
It further mentioned that at present there are 11 district Treasuries and five sub-Treasuries in the state and that out of 16 disbursing treasury offices in the state except for the Jiribam treasury all the remaining 15 offices are banking treasuries. In order to maintain a proper functioning during financial disbursement to the various state departments, the state directorate of treasuries had introduced computerization of all dealings including the payment of pension, bill payments, receipt of money through government challan, accounting process, etc.
The same source mentioned that network connectivity of the 11 treasury offices five Sub-Treasuries and the directorate of Treasuries & Accounts had been a major hindrance during consolidation of the real time financial transaction of the treasuries and in order to solved the connectivity problem the offices are connected using BSNL Broad Band, in addition to earlier existing connectivity.
It further mentioned that with the implementation of the Electronic Clearing Service(ECS) for payment of salaries, the state Directorate of Treasuries has achieved another financial order in its dealing. Payment of monthly salaries for all DDOs (Drawing and Disbursal  Officers) numbering around 450 around the Imphal area are being done using the ECS. The ECS payment for credit of government employees; salaries is the first of its kind in the whole North-East.
However the ECS payment system will be introduced in other states of the North east from the next financial year.
The official source revealed that with the ECs payment system the salaries and other personal entitlements of the government employees are going directly into the employees personal bank accounts. It has led to faster transfer of fund on a settlement date, and the payment mechanism is very safe, secured transparent and accountable. Chances of misappropriation and tracking of payment is guaranteed the source added.
The official source also further mentioned that the State Directorate of Treasuries, has also introduced, Record Management, Cataloging of Pension Papers, Bills & Accounting Records, Filling System. The situation of records keeping in almost all offices is far from satisfactory. Treasuries which were depositories of almost all financial related records were nothing better than the other offices, the official source added.

RPF ridicules CM`s Khongjom day statement

IMPHAL April 24: The RPF in a press statement signed by its publicity secretary T Leishemba has rubbished the statementsmade by the Chief Minister O Ibobi during the Khongjom day observation.
The release stated that the comments made by the CM in regard to attainment of independence and sovereignty are fictional and made to mislead the general public.
Referring to historical events, the RPF stated that Manipur was a princely state but was forcibly annexed on October 1949 as Budhachandra was made to sign the Shillong Accord. At that time there was neither constitution nor governance in India, but a form of government was already there in Manipur and the king had handed over the power to the public thus, the Manipur Merger Agreement is illegal and none can claim otherwise.
The CM needs to under stand certain things first that the size and population of a nation is immaterial in demanding independence, but depends on the wishes of the populace. If the public of Manipur wants to be independent then no force on Earth can stop it, the defeat of the USA at the hands of Cuba and Vietnam are ample proof, it states.
The state has a history of 200 years of independence and the baseless statements of the CM will have scant effect. It is understood that the CM to retain his power has to speak something, but words ridiculing the sentiments of the public should not be made, the release stated.
Further, the CM is working in the interest of India and not a real government with the aim for the betterment of the public. The RPF only wants an independent nation under a democratic rule by its own people, the release concluded.

Hyderabad, April 24 : Hindu guru Sathya Sai Baba, worshipped as a god by millions of followers worldwide, died Sunday morning in a hospital near his southern Indian ashram. He was 86.
Sai Baba had spent nearly a month on breathing support and dialysis while struggling with multiple-organ failure after being admitted March 28 to the Sri Sathya Sai Institute of Higher Medical Sciences, near his ashram in Puttaparti village in Andhra Pradesh state.
Women selling marigold garlands broke down in tears outside the ashram when the news of his death was announced, and followers began trickling into the temple complex where the guru`s body would lie in state Sunday night through Tuesday. Hundreds of thousands of devotees are expected to pay last respects. A funeral with state honors is planned Wednesday morning.
The saffron-robed Sathya Sai Baba had a huge following, with ashrams in over 126 countries and Indian devotees including high-placed politicians, movie stars, world-class athletes and industrialists.
He was said to perform miracles, conjuring rings, watches and “vibhuti” — a sacred ash that his followers applied on their foreheads — from his overgrown and unkempt Afro-style hair.
But rationalist critics led campaigns against him, calling him a charlatan and his miracles fake. Several news reports also alleged he committed sexual abuse against devotees — allegations he denied as vilification campaigns.
Officials and celebrities expressed sadness at the guru`s passing, remembering him as a “great pious personality” who worked selflessly to help others.
“Sri Satya Sai Baba was a spiritual leader who inspired millions to lead a moral and meaningful life, even as they followed the religion of their choice,” Prime Minister Manmohan Singh said in a statement. His death is “an irreparable loss to all, and the nation deeply mourns his passing away.”
A heavy police deployment, in place for weeks as Sai Baba`s condition worsened, was using barricades to restrict road traffic Sunday, while shopkeepers were told to close to limit the number of people in town.
Andhra Pradesh state declared four days of mourning, with its top official calling Sai Baba “a symbol of love, affection and passion.”
“Sri Satya Sai Baba has given his great self to the service of humanity,” Chief Minister N. Kiran Kumar Reddy said. “He will be remembered for ages to come by all sections of people all over the world.”
Born Nov. 23, 1926, as Sathyanarayana Raju, he was said as a child to display a tendency toward spirituality and unusual intelligence, which he expressed through music, dance and writing poetry and plays.
In 1940, at the age of 14, he declared himself an “avatar,” or reincarnation, of another Hindu holy man called the Sai Baba of Shirdi, a town in western Maharashtra state, who died in 1918.
As the young guru attracted followers, his home of Puttaparti grew from a sleepy village into a vibrant town with the sprawling “Prasanthi Nilayam” ashram built in 1950, as well as a large hospital, a university and schools run by his Satya Sai Central Trust, set up in 1972 with donations from devotees.
The trust — estimated to be worth at least $8.9 billion and possibly much more — also established spiritual centers in the cities of Mumbai, Hyderabad and Chennai. It built another hospital in Bangalore, where Sai Baba had a summer home, and funded water supply projects in several southern states.
Though no successor has been named to run the trust, it has assured “there is or will be no vacuum,” according to a recent statement released after the guru was hospitalized.
Health woes over recent years had forced Sai Baba to cut down on public appearances. He survived a stroke and a series of heart attacks in 1963. In 2005, he began using a wheelchair, and a year later he fractured his hip when a student fell from a stool onto the guru.
Sai Baba was also mired in controversies, with several news reports about allegations of sexual abuse and fake miracles.
A 2004 television program by the British Broadcasting Corporation called the “Secret Swami” featured interviews with at least two American male devotees claiming the guru had fondled their genitals and exposed himself to them while claiming it was part of a healing ritual.
Though he denied the allegations and was never charged with any crime, the reports led some to break with the guru.
The ashram also said Sai Baba had survived an attempt against his life, with six devotees including the guru`s personal assistant killed in his bedroom in June 1993 after allegedly trying to attack him. Facts of the case still remain a mystery.
Sai Baba was never married and has no children.
