Culture – in the sense we understand as to how the general population and the community behave, interact and react to people, events and issues – have both fast moving and slow components. In right circumstances, the evolutionary process can be fast, and otherwise can be very slow. It is to be emphasised that circumstances are not uniform across social contexts, communities and spaces. The fast evolutionary process with positive milieu can definitely fasten the development trajectory of any society.
For the case of India as a whole, a new wind of hastening the evolutionary process of the culture of governance functioning and social economic performance for enhancing the milieu of development is already visible. The recent decisions about approach to decision-making and raising of the railway fares are absolutely positive indicators of the way changes are taking place. For the last decade, India had faltered in following up the Economic Reforms initiated in July 1991. These reforms should have been pursued further by at least minimising the burden of subsidies hampering the capability to initiate new activities. Development will not occur and will not get faster in the absence of new investment and new activities. The new investment and the accompanying new activities will definitely instil a kind of motivation for cultural evolution towards new dimensions. But the inability to control and reduce subsidies has played havoc with the Indian economic performance during the last decade or so. The new government at the Centre has shown clear signals that it is no longer going to be following the same approach as exemplified by the policy decision to reduce subsidies of the Indian railways. The timing also is very important; since the next elections are five years away and the time for the new government has just started counting, it exactly is the moment to take hard decisions. This way, the positive outcomes of the hard decisions of today would start yielding generalised benefits in time for the next elections. So far so good for India in general!
But there is a problem for Manipur here. The wind in the rest of India does not reach Manipur within an expected period of time lag when it comes to positive ones; the negative ones really arrive though in real time. This is true irrespective of whether the agency involved is of the Union government or of the private sector; e.g. there is not much difference between Airtel and the BSNL in Manipur in terms of quality service unlike in the rest of India. We can continue multiplying the examples. This is an issue we should be applying our critical individual and collective mind. The political economic problems surrounding mineral exploration in Tamenglong and the push and pull tensions in the Chandel district are to be framed, understood contextually and addressed appropriately. Why is it that the positive influences of culture on development performance have not emerged in Manipur at all? Why is it that the ethnic diversity of Manipur has failed to ignite the development trajectory unlike in the developed countries of the world where diversity has enhanced positive competition? Why is it that the time preference for economic returns has remained stumblingly short-term in the case of Manipur as compared to the development need for long term investment outlooks? Why is it that the latest globalisation processes and the emerging potentials have failed to positively alter the cultural outlook for time preference for long term returns despite the historical globalisation reality that Manipur had been historical destination of many streams of population, mainly from South East Asia, for centuries? Why is it that all the communities are made to look like as pushing for exclusivist approaches to social functioning and community interaction by a handful of political protagonists? We have to break through all these blocks in order that development can be possible in Manipur. We have to strive for a smart culture where positive stimuli are generated for both intra- and inter-community functioning and performance.
The myopic time preference of the people must have been inherited from the long agriculture-based functioning and social existence. This must have been accentuated by the absence of a visible development trajectory for more than half a century under the new administrative dispensation capable of impacting on the inherited time preference of the population. Instead the time preference has been aggravated along ethnic lines and with increasing overtones of violence. The cultural orientation too has shown aggressive features of refusal to evolve.
This is where the government-based institutions become paramount in the case of Manipur. The change towards smart culture has to be aggressively pushed, nurtured and sustained by the various agencies of the government. The time is now for proving the mettle of the state. The government should be making up her mind on the core requirements for altering the time preference of the communities for short-term exclusivist benefits towards long-term returns in a context of co-operative competition. If the present trend continues, the chaos would only get worsened. We must identify the areas where the cultural dynamics could be fastened for stronger development performance, and strengthen the social sector interventions for enhancing the quality of the slow components. We have to make the culture of Manipur alive.

In the ongoing football World Cup matches that are being played in different cities of Brazil, littering by thousands of football fans inside the stadium is one of the major concerns of the organiser. Volunteers are specially assigned to manage the litters left scattered by spectators after every match. The volunteers were amazed when Japanese football fans joined them in clearing up the rubbish. It is very much a common practice in Japan to collectively clean a place. Most Japanese schools do not employ janitors. The point is not to cut cost by not employing a caretaker. It is said that the practice is rooted in Bhuddhist traditions that associate cleanliness with morality. Every day, in a Japanese school, there is a special time for the students to come together for cleaning time, known as Souji time. The students would pull out buckets, mini-brooms and other equipment to clean up their surroundings. It includes not only mopping up the floors, but also cleaning the toilets as well. Japanese scholars have maintained that the practice is also a kind of meditation, a chance to reflect on and purify not only their school surroundings, but their internal minds as well. Emphasising that education is not only classroom teaching but also cooperation with others, it is also very much about ethics, a sense of responsibility and above all public morality. The Japanese fans who joined the volunteers in cleaning up the litters in the World Cup stadiums, beyond doubt, have all grown up with the values that were instilled early from their school days.
In Manipur, unfortunately, cleanliness has been taken over by the term “social service”. The term is so deeply ingrained that its wrong use of the lexicon has been overlooked, and now it has become a socially accepted practice. This practice is very much common among the Meitei community. At a community level, a cleanliness drive in and around a leikai is called “social service”. The same is with the larger social group as well. We find press handouts from social organisations that a “social service” camp was carried out at a particular place. We also find news reports with the “social service” headlines. And if the reports are carried with pictures, we would certainly find people with brooms and spades. To put it straight, the wrong lexicon is a reflection of our collective failure to understand what actually a social service is. A broom and a spade can serve to clean an area or a surrounding. But it should not as a whole replace the idea of social service. For the record: the Encyclopedia Britannica defines social service as: ‘any of numerous publicly or privately provided services intended to aid disadvantaged, distressed, or vulnerable persons or groups. The term social service also denotes the profession engaged in rendering such services.’ There are also different concepts of ‘social service’ propounded by different social thinkers. Here, we would limit to its lexical aspect in the specific context of Manipur that is being used loosely as a popular vocabulary. It is also important to note that the wrong use of the lexicon has led us to a wrong sense of direction while rendering service of social import. A fresh example would be the ‘social services’ of cleaning the Kekrupat once a year during the month of June. Not to suggest that one should prescribe entirely to the definition given above, if we are to put in place the understanding and practice of social service, we can start from simple efforts. We should begin by avoiding littering in the public places; at the Shumang Leelas, at the cinemas, at the schools and colleges, at the offices. And more importantly on the roads, by doing so, we can emulate the Japanese Souji time at least at a different microscopic level, if not for the entire gamut of its value.

IMPHAL, June 22: With the number of opposition MLAs seemingly diminishing in the Manipur Legislative Assembly, senior Congress legislator, Y Irabot, has expressed desire to don the role of the opposition in the interest of the people.
Speaking to IFP, the senior Congress legislator opined that Opposition since the beginning of the 10th Manipur Legislative Assembly has never been satisfying.
Irabot’s party Congress has 47 MLAs in the 60 member House in the present term.
He said several issues have rocked the State during the present assembly term including drug trafficking cases and the involvement of security personnel and the son of a politician in such cases, yet the Opposition has not done enough to get to the bottom of such issues.
The public are left high and dry as to why the SIU, the unit responsible for busting several drug trafficking cases, was abolished and who are the kingpins of the cases, he asserted.
The people at the helm are manipulating the system openly under the very nose of the opposition, he asserted.
Irrespective of whether one is from the ruling or from the opposition, one should work to root out an issue like the drug menace which has been taking centre stage for long in the interest of the State and the people.
Other issues which need immediate attention at the moment range from deprivation of rights of the people to misappropriation of public funds, etc, the Congress MLA said.
All these anti-people acts are taking place despite the fact that there are 22 legislators on the opposition bench, contended Irabot adding that the situation has become more worrying with the number gradually decreasing.
It is pertinent to note that the second largest party in the opposition bench recently merged with the ruling party before the MP election.
Moreover, the strength of the opposition is unstable with the largest opposition Trinamool reeling under internal crisis.
“In order to bring a balance to the chaotic political scenario which is gradually leading the State towards a murky pathway, one must take the responsibility in the interest of the State and its people”, exclaimed Y Irabot.
The 8th session of the 10th Manipur Legislative Assembly is likely to begin in July.

IMPHAL, June 22: A sub inspector of the Bishnupur Police Station who had gone out to buy some cigarette was later found brutally murdered at Lamjaotomba some few meters away from Sangaiprou Kabui Khul under Lamphel Police, last night.
The man has been identified as Mayengbam Krishnadas, 52, son of (L) Nodiya of Kwakeithel Mayai Koibi Ningthoujam Lekai.
According to his wife Bina, Krishnadas was with her yesterday at a chicken centre at Sangaiprou Junction run by their son.
Around 8pm he went out to buy a pack of cigarette along the Sangaiprou to Henoubok Inter Village Road, she told the media today. She added believing that he might have met some friends and was talking with them, she closed the chicken centre and returned home on her own around 9pm.
However, to her horror, on reaching home, their son received a call from one of his friends that Krishnadas was lying unconscious near the residential gate of Lanamlung Gangmei at Lamjaotomba, she said.
Soon family members along with some locals rushed to the said spot and found a police team already inspecting the dead body of her husband, she lamented.
Krishnadas was found with two injury marks on his left abdomen suspected to be made by a sharp weapon, she said.
Locals of eight nearby villages of Mayaikoibi and the surrounding areas held an emergency meeting at Mayai Koibi Yaipha Sanglen and staged a sit in protest at the local lower primary school compound today.
The locals formed a JAC in connection with the murder and resolved to pressure the authorities concerned to find the culprits and punish them according to the law.
Bina meanwhile, has appealed to the authorities concerned to arrest the culprits at the earliest and declared that she will not claim the body till the culprits are arrested.
Locals lamented they were not allowed near the body by the police. They said the police had also recovered a kitchen knife suspected to be used in the murder from near the body.
The body has been deposited at the mortuary of the Regional Institute of Medical Sciences by the police.
On the other hand, the State Forensic experts team inspected the crime scene today.

MOREH, June 20: “The Burmese army personnel come to our village and keep loitering in the streets when it is dark, sometimes they come in vehicles. We are afraid to go out in our own village,” said L Haokip, a resident of Haolenphai village.
Haolenphai village is located around 3 kilometers north of Moreh, Indo-Myanmar border town and is inhabited by the Kuki community. Recently, the Myanmar army has erected a makeshift wooden fence to demarcate the line of control in the area which starts from border pillar number 74.
The mentioned village and its residents are spread out from the said pillar and further encompass border number 75 and 76. The area mentioned is almost about 12 square kilometers. At present, this area which originally is ancestral land of the Kuki village is claimed by Myanmar as their territory.
Haokip further added that in the past week, the Myanmar army has dismantled two houses which were under construction. They are posted near the border pillar and have set up camp nearby. His story was corroborated when a team of scribes went to inspect the dismantled houses, 3 armed Myanmar personnel came out and scrutinised the team. Fortunately, one of the persons travelling with the scribes spoke Burmese and managed to avoid any complications.
The villagers are panicked by the presence of the armed Myanmarese personnel intruding at the village premises. Adding to their problems, the Assam Rifles post officer along the ADC chairman has also instructed the villagers to stop new construction, Haokip said.
Reacting to this incursion, President of Information Centre for Hill Areas, Manipur, N Rajendro said that the border fencing has been vexed with constant problems since the very start as the land which originally was part of Manipur has been given away to Myanmar. “There was no issue of incursion at Haolenphai village, this is a recent issue and came post the border issue in July, 2013.” He added that the state government and the concerned authorities of the Centre need to address the incursion at Haolenphai and proper demarcation needs to be done, otherwise more agitations is in the offing. This would only add fuel to the fire of the present border issue imbroglio, he maintained.
The media team along with the activists and chief of Haolenphai village, Lalkholun Haokip also went to Lhangcham area with is located near border pillar 76. There is a vast extension of teak forest at the area. But, this area was also encroached by Myanmarese villagers and a huge clearing in the middle of the teak forest was used for shifting cultivation. When the field was inspected by the scribe team, a fire used for cooking was still lit and some clothings used by the farmers were also seen at the mentioned spot. On hearing the approach of the team, the farmers’ had run away from the spot.
According to Lhangcham, the state government has proposed to build an integrated check post at the site before. But, after the said area was claimed by Myanmar, the government authorities had shifted the venue of the check post to the village area of Haolenphai village. He decried the step-motherly treatment by the Union government authorities and ignoring the woes of the villagers. “We have been living in this land as my forefathers have before, we will not allow such discrimination, we will resist the Burmese intrusion in any possible manner and even at the cost of our lives,” he said.
Kuki Students Organisation (KSO) general secretary Seiboi Haokip also in a similar note called on the state government attention in this issue. He said that proper demarcation should be conducted and the matter should be settled at the earliest, otherwise KSO and other likeminded organisations are prepared to launch protests to halt the incursion. “This cannot be accepted in any manner, the villagers have the right to their ancestral land. It is our duty to ensure that their human rights is not violated.” he said.
It may be mentioned that border fencing on the eastern side of Moreh town at Govajang village has been halted due to a petition filed by the villagers. The fencing route had fallen in the middle of the village church. The said village has been inhabited since 1967 by the Kukis.

Imphal, June 22: The CAF & PD labourer’s Welfare Association has warned the state government of agitations if their charter of demand is not fulfilled till July 5. This was stated by CAF & PD labourer’s Welfare Association general secretary Ramendrajit in a press meet at Manipur Press Club on Sunday afternoon.
He said that the CAF & PD minister assured in the last assembly session that the demand of the labourers will be discussed in a cabinet meeting and under a very short period it will fulfill the labourers their chatter of demands.
Even chief Minister Okram Ibobi himself witnessed the ground reality in Sangaiporou godown on March 23 4 while on a scheduled visit. Now, the labourers are in a vulnerable condition as recently four labourers were hospitalised in Nambol Hospital from Paralysis, Anthracites, Kidney dialysis etc. Most of labourer still have health problems and can’t undergo treatment due to pending of fourth month’s payment from new contractors.
He said that many memorandums have been submitted and assure to fulfill our chatter of demands but till now the government of Manipur hasn’t taken up any positive action. CAF & PD minister Moirangthem Okendro has also given assurance on our demands. But now we don’t believe in their assurances that on coming July 5, the charter of demands will be fulfilled and the benefits of the National Food Security Act will also be given to labourers.
So if the charter of demands is not fulfill to labourers till July 5, we will launch a strike and from July 6 various forms of agitation will be launched, he said, appealing labourers to not agree to be hired by CAF & PD Sangaiporou.
If any labourer agrees to work with CAF & PD Sangaiporou, it will be at their own risk, he added.
Romendrajit said there are 21 male and 8 female labourers working in the CAF & PD Godown at Sangaiporou but most of them are victimised by the state government by neglecting their labour rights till date.
Further stating that 30 years back most of the labours were non-locals, he said that local people also started loading and unloading goods in the Godown before long. Unfortunately, the labours didn’t have any documents of agreement with the past contractors, he added.
He said that in 2011 the labours were paid only 76 paisa on loading and unloading two rice gunny begs from a truck by contractors.
“The illiterate labours agreed with the contractor’s agreements on government orders. They were again cheated by the contractors that bonus payments during festivals were paid only once a year,” he said.
The charter of demands consisted increment of labour charges, the charge must be equal to the FCI payment system, medical facilities, issuing of proper identify cards and following labour rules along with the implementation of the wage board.

IMPHAL, June 22: The All Manipur Students Union (AMSU) has set a deadline for the State government to set up a Price Control Board within June 25. In case the State fails to meet the deadline, the student union will take its own course to check price hike in the State from June 26.
This was stated by secretary general, L Regan during a press conference at AMSU, HQ office today.
He elaborated that the volunteers of the union will be on an inspection drive of the prices of the commodities in the market places before the end of the set deadline.
If the government fail to meet the union’s demand, AMSU will declare the price list of various items in consideration of the general public and control the unchecked price hike in the State, he said.
Even though several appeals have been made to the government in this regard, the government has failed to provide any positive response to the demand, he continued.
This is a clear indication of the government negligence of the public’s suffering, he said.
AMSU’s Human Resource and Development secretary Manjit Sarangthem said that the concerned department has failed to put any check on the price hikes in the State.
The weight and measure department are also seen only when the niggol chakkouba festival approaches, he lamented.
He further said that there are several shops in the bazaar area which are not even registered, and appealed to the government to look into the issue at the earliest.
Unless the government take up preventive measures, the AMSU will be compelled to take its own course of action, the student leader warned.
Manjit asserted that the State government should own responsibility in the event of any untoward situation arising out of the issue.
