IMPHAL, Aug 19: Committee on Human Rights (COHR), Manipur has strongly condemned the highhandedness of VDF personnel which led to the death of Md Isad Ahamed by drowning at Khurai Chairen Thongkha.

A release of COHR stated that security personnel have been violating human rights in the state. The authorities concerned have failed to keep the security forces under control. The incident of Md Isad is unbecoming of a lawful state, it added.

The issue over the present Sadar Hills districthood demand in the state is becoming more sensitive day by day as the issue seems to be tending towards the communal line following continuous pouring of total oppositions from different sections of Naga communities of districts of the state to the demands of the Sadar Hills Demand Committee keeping Sadar Hills as one of the full fledged revenue districts by the state government.

The agitation of Sadar Hills Demand Committee by launching indefinite economic blockade along the existing National Highways of the state which are the only life lines of the people has completed 20 days today as a result the common public in the state have started facing serious grievances due the continuing reduces on the stocks of different essential commodities in the state and subsequent rise of prices of various commodities in the main markets at present. But how long such situations of the state will continue to the state, this is the common questions raise by the common public of the state.

It would be tough time for the state government to deliver the present demands easily even though the state Chief minister O Ibobi Singh  himself recently claimed that, whatever demands made by the Sadar Hills Demand Committee was genuine, but it would be right decision for the state to allow continuation of economic blockade along the existing National highways for so long and letting the common people suffer. There must be a solution to each and every problem which the state government need to find out before matter is affecting to the entire administration of the state.

State government need to recall the past similar instance of serious effects on the entire administrations of the government during last year prolonged economic blockade along the National highways of the state called by the Naga bodies for their certain demands. Who knows the present economic blockade will more terrified than last year economic blockade called by the Naga bodies. Time has come for the state government spell out utmost sincerity and ability to solve existing problems before it is too late.

On the other hand, the issue of Sadar Hill due to the emerging of strong opposition from the Naga bodies has added more complex and the very demand itself is now letting the general public to take as demands of a particular Kuki community. The motive behind the unprecedented claims of total opposition by the Naga bodies against the declaration of Sadar Hills as full fledged district seems adding fuel to the fire upon the state government, and declaration of extending support to Sadar Hills Demand Committee by the different Kuki bodies from various districts of the state are questionable, and which can be now openly term as issue of communal tension which the state government need to be worry.

It may be mentioned that, the people of the state specially the two major ethnic communities, Kukis and Nagas have experienced the sorrows and hardship in the past during ethnic clash from then onward elders of both communities have been still praying the lord for not return of such incidents in the future, but who knows the issue over the Sadar Hills may be another reason for reoccurring of the similar events that had taken place in the past.

Considering the complicacy of the issue of Sadar Hills state government need to tackle the issue delicately as technically as the issue has become amounting to communal issue at present and same time the peace lovers Kuki and Naga brothers to sincere to withdraw their present steps a little backward and reconsider for bringing an amicable solutions through dialogue or through joint gathering so that peace of mind can bring be prevailed to all common people of the state.

IMPHAL, Aug 18: The schedule of the 11th Session of the 9th Manipur Legislative Assembly which had been officially announced to start from August 24 is likely to be re-scheduled as another meeting of the Business Advisory Committee of the Manipur Legislative Assembly is likely to be conducted on August 20 at 2 pm at the office chamber.

In this regard an official notification was issued by the secretary, Manipur Legislative Assembly, that the scheduled meeting of BAC will discussed the urgent matter relating to the ensuing session and to recommend the allocation of time for the business of the house to be transacted during the ensuing 11th session of the state assembly.

Meanwhile, a reliable source has speculated that the BAC meeting is likely to reschedule the assembly session to August 25-27.

IMPHAL, Aug 18: The Keirao Kendra Fact Finding Committee of Miss Sakina alias Memi of Keirao Makting Mayai Leikai has stated that no evidence on alleged kidnap and gang rape of Sakina has been found by the committee.

Member of fact-finding committee, Sanahanbi stated that Sakina and her family members have framed a story just to create a major scandal. The committee has found out that there was no attempt to kidnap Sakina. She was in proper condition without any dirt on her clothes on the next day of her alleged abduction. There was no evidence of gang rape as per the forensic report and DNA test. She might perhaps spend the night with her boyfriend and cooked up the story just to escape from the wrath of her family.

Sakina’s case has been influenced by some people just to defame MI Khan and his family members. The committee has found out the truth and demanded the authorities concerned to judge the case properly, Sanahanbi asserted.

IMPHAL, August 17: The director, faculty members and staffs of the Regional Institute of Medical Sciences Thursday, felicitated prof H. Nandakumar Sharma, the new vice chancellor of Manipur University.

According to a statement of the RIMS, a close friend of RIMS for a long time the new VC broke protocol and came himself to the institute in the afternoon.

It further stated that soon after arrival he was closeted with director prof S. Sekharjit for some minute. They had a friendly informal interaction on the affairs of RIMS. They also briefly discussed on the general improvement of the institute, it added.

Later the faculty members and administrative staff gave him a rousing welcome at the conference hall of the Jubilee hall. The director said that the people in general and academics in particular ought to feel proud of having an eminent educationist like prof Sharma as the head of the university. He said that RIMS will continue to get a helping hand from the university in years to come, it added.

IMPHAL, The fast-unto-death protest demanding the creation of a full-fledged Sadar Hills district has entered the third day today.

The protest is being held at two different places of Saparmein and Kangpokpi.

Speaking to media persons at Saparmeina, one protester Haokam Kipgen stated that the hunger strike has been launched voluntarily. They have been demanding the creation of Sadar Hills district for the last 40 years. The fast-unto-death protest will continue until the state government agrees to fulfill their demands

He further maintained that the people of Sadar Hills have been given step-motherly treatment by the state government. Many districts have been created without any struggle but Sadar Hills has lost many lives in the struggle, but the government is turning a deaf ear to their cries and suffering.

Haokam stated that one week suffering in the valley district is taken seriously while the 40-year-old struggle has been ignored and treated indifferently.

The protest is still continuing in different parts of Sadar Hills. The protesters vow to carry on the struggle till their demand for the creation of Sadar Hills district is fulfilled.

IMPHAL, Aug 18: A meeting of the Public Accounts Committee of the Manipur Legislative Assembly will be held tomorrow at 2 pm inside the Committee Room of the Manipur Legislative Assembly for finalization of the 35th Draft Report of the PAC.

In this regard, deputy secretary (PAC) of Manipur Legislative Assembly has issued an official notification requesting chairman and members of the committee to attend the meeting.

In the meantime, in separate notification issued by the under secretary (SC/ST), a meeting of the Committee on Welfare of Scheduled Caste/Scheduled Tribes, Manipur Legislative Assembly will be held tomorrow at 11 am in the committee room to further examine information/documents received from various departments, government of Manipur and misc. if any, and all the members of the committee are requested to attend the said meeting, the official notification added.

CHANDEL, Aug 18: The Chandel Naga People’s Organisation has demanded the authorities concerned to develop the District Industries Centre (DIC) of Chandel district which has not been functioning for quite a long time.

Addressing media persons during an inspection tour on Wednesday, vice-president of CNPO, Ch Gabriel stated that the DIC which is supposed to impart various skill development programmes to the unemployed people is in a deplorable condition with no proper office building and necessary infrastructure. The training centre as well as industrial compound needs to be enhanced for the development of the centre.

He further maintained that the land encroachers and other unwanted elements must be driven out from the complex of Chandel DIC. The office building of DIC must be repaired in the interest of the people of Chandel district, Gabriel enjoined.

For far too often we have been told, and indeed made to believe, there is no paucity of developmental funds for the Northeast. The North Eastern Council, NEC, with its headquarters in Shillong and the relatively recent Department of North East Region, DoNER ministry in New Delhi, are supposed to be the nodal instruments by which these development funds are to be disbursed for the purpose, and whatever funds not utilised is also supposed not to lapse but go into a separate coffer of non-lapsable pool of fund to be carried over to subsequent years and remain basically a Northeast developmental fund. Although we do not have the exact figure, understandably this non-lapsable pool of NE developmental fund would have built up quite sizeably in the years that have gone by. The question is, why is this fund not translating into any tangible and visible developmental projects? There are developmental activities no doubt, but hardly at the pace of magnitude that could or should have been.

A sense of urgency is what is primarily missing in any government activities in the regard. For the last five or six years, consumers in the state have been fed the excuse that electricity is scarce in the state because transmission lines available currently are outdated and not broad enough to bring in the state’s greatly increased requirement from the Northeast power grid and that these transmission lines were being upgraded to make them fit for the purpose. What is taking the government so long to do the needful? Why is it not taking up this matter on a war footing? The injuries this acute power shortage has caused and is still causing are immediate and desperate for it is stunting the growth of the state’s fledgling private sector, the health of which nobody will doubt will prove to be the ultimate solution to the employment problem above all else, the government’s direct employment capacity being limited and already super-saturated. This is a matter which cannot wait unlike say the rail line being constructed. The rail line is important but it is a long term need. Electricity is a daily necessity for any modern economy and indeed household.

In the midst of the monsoon, we also find treated municipal piped water is still scarce. One can only imagine what the situation would be even a month after the wet season is over. Why is this issue also not being taken up on a war footing? There are many more similar cases that need urgent government attention and with it remedial action. None however is forthcoming. There are also many ongoing projects, such as the Imphal sewerage project, which have been overshooting deadlines continually. What is worse, there are also no indications whatsoever so far that this project would come to a fitting closure in the near future. Meanwhile, the citizenry are expected to keep tolerating the fiasco created by these projects in perpetual states of incompleteness. It is atrocious that the old argument that it is insurgency which is keeping all these work at bay is still sought to be the balm to keep public outrage at bay. Development must happen despite all barriers. If the government acknowledges extortion cannot be curbed then let it factor in this extraordinary cost into its project estimates so that the projects themselves do not suffer.

What is also noticeable in recent times is that the military suddenly seems to have become flushed with developmental money. It is now thinking in terms of undertaking small and mid level developmental projects as part of its civic action programmes. Is this money coming from the non-lapsable pool with the DoNER ministry? The military can now donate community halls, sports complex etc to villages. Has there been a shift in the developmental funding pattern of the Government of India? The military adamantly refuses to be brought under civil law when it come to the Armed Forces Special Powers Act, AFSPA, which incidentally is 54 years old now, but would readily be given civil responsibilities in matters of implementing civil developmental projects. Is this an amplified version of what has often been referred to quite disparagingly as “donor agenda” (meaning donors would directly or indirectly dictate the terms and directions of development) when it came to funds availed to various Non Government Organisations, NGO, especially by foreign funding agencies? Is this a way of silently militarising civil space both literally and metaphorically? India is a thriving democracy. How then is it that in backwater states like Manipur, governance seems to tend towards conditions that resemble that of a military junta.

SENAPATI, Aug 18: The Senapati District Students’ Association (SDSA) has reaffirmed its stance against any bifurcation of Naga’s land especially in Senapati district in the backdrop of vocal demand for the creation of Sadar Hills district.

Addressing media persons today, SDSA president Pfokrehrii Khrasi stated that any means to dishonour the historical domain of the Nagas and its ownership over its land will only destabilize and disintegrate the communal co-existence of different diversified groups in Manipur. And that, any eventualities arising out of the present sensitive issue, the present SPF led O.Ibobi Singh State Government will be solely responsible. 

With human patience already drained out inspite of repeated attempts and appeals to consider humanitarian issues especially on NH-39, the SDSA is regretted to state that, the State Government’s policy of discriminations and repression must end immediately.All the stranded trucks and vehicles along the NH-39 in Senapati District to  immediately vacate/clear  within 24 hours time, failing which, the SDSA will not be responsible for any untoward consequences, he assrted.

Expressing strong resentment over the repeated failure of the State Government to facilitate even emergency medical services, student’s issues, stranded trucks and vehicles, the SDSA has been compelled to react. Taking these necessary steps as a concrete measures to seek the attention of the concerned, the SDSA will intensify its agitation, in case the State Government continuous to remain a mere spectator and turn blind eye on the Nagas concern, the president added.
