IMPHAL April 22: The Centre for Youth and Cultural Activities (CYCA), Khurai Puthiba leikai is organsing a three days Folk Dance and Music festival from April 23 at the premises of Lainingthou Puthiba, Khurai Puthiba Leikai, said a press release. The three days cultural programme is being sponsored by the Ministry of Culture, Government of India. It further said that S. Bideshwor Sharma, Ranjit Adhikary and Ph. Iboton Singh will be the chief guest, guest of honour and president respectively in the inaugural function. During the programme songs and dances of various tribes of the state as well as Khongjom Parba, Khudlang Esei and Pena etc will be showcased.

IMPHAL April 22: The Artist Society Manipur has declared two awards for the third annual art exhibition. The awards are Art Society Manipur Award 2011 and (L) Aribam Jandhabi Devi memorial art award. The Award carries a citation, a shawl and cash amount of Rs 5000 each.
The state arts exhibition will be inaugurated by RK Nimai Singh, Commisioner, art and culture as the chief guest on April 28. The awards will be presented on the day.
This year’s Art Society Manipur annual art award 2011 will be awarded to Robin Khaba for his sculpture in wood titled ‘Red in Centre’ and the award for Aribam Jandhabi Devi memorial award (every two alternate years) will be given to Shijagurumayum Imobi sharma for his oil colour and acrylic painting titled ‘A pilgrim’.
The exhibition will be opned to public for five days from 11 am till 5in the evening at Manipur State Art Gallery, Konung Lampak, the release added.

IMPHAL, April 22: Christian community in Manipur widely observed the Goodfriday, the day which marked the crucifixtion of Jesus Christ, by conducting church services, fasting and prayers.
The day is also called as “grace” as the christian communties beleives that Jesus Christ sacrifice himself to wash the sins of mankind.
Observing the day a mamoth gathering was witnessed today at the MBC centre Church, one of the largest centre Church in Manipur.
Different communities including 34 cadets of NCC led by its teacher one PD. James joint the observation.
The Church service begins from 6:30 am in the morning and laster till 9 am and followed by a fasting till 12 noon.
Stage play depicting the crucifixtion of Jesus Christ, performance of Gospels songs and music marked the observation.
Rev. L. Simon Raomei, pastor MBC was the speaker of the observation.

IMPHAL, April 22: Altogether 211 players and officials have left Imphal today for Arunachal Pradesh to take part in the 23rd NE Games to be held in Itanagar from April 30.
The Manipur contingent was flagged off today at Khuman Lampak Sports Complex by director in-charge of YAS Jayenta this morning.
Manipur will compete in all the 12 disciplines in the NE Games. The disciplines are Archery, Athletics, Boxing, Badminton, Taekwondo, Karate-do, Table Tennis, Judo, Weightlifting, Wushu and Football.

IMPHAL, April 22: KVFA Khurai defeated LUKSA by 3-0 in today’s first match of the ongoing 13th Challenge Cup veteran football tournament being held at Mapal Kangjeibung.
S Suresh put Khurai team ahead in the 22nd minute while K Kedajit increased the goal margin by netting in two goals in the 32nd and 46th minutes.
Later, in the second match FLAM defeated Takhel by 2-0.
Th Amuba of Takhel had a own goal in the 1st minute of the match to move FLAM ahead. Later, Surmani scored in the 27th minute to lead 2-0 which eventually become the final scoreline.
Tomorrow, UMO will play IVFA while Chingtam will clash with FC Imphal.

IMPHAL, April 22: Thoubal District Cricket Association today defeated CRAU in the 2nd MCA U-14 cricket tournament being held at two venue.
In a match played today at Khuman Lampak, TDCA defeated CRAU by 96 runs.
Batting first TDCA were all out for 192 runs in 37.1 overs. In reply CRAU could score only 96 runs when all of their wickets were out in 22.5 overs.
In another match played at Luwangpokpa ground, Luwangsangbam, YAC won by 1 wicket against UCC.
Batting first UCC scored 150 runs in 36 overs when all of their wickets were down.
Chasing the modest target of 151, YAC scored 151 for the loss of 9 wicket in 39.5 overs.

IMPHAL, April 22: RTC beat KSLYC in strait set 3-0 in the first quarter final of the 1st junior state level volleyball tournament being held at New Market, Awang Sekmai.
RTC won the match with the points – 25-14, 25-15, 25-18.
In the second quarter final MPSC defeated KSLYC by 3-1 (25-20, 26-28, 25-18, 25-14) while in the third quarter final NYVA beat HAWA by 3-0 (25-18, 25-20, 25-23).
In the last quarter final played today at the same venue MYDC defeated LTSA by 3-0 (25-13, 25-16. 25-10).
In the first semi final, RTC will clash with NYVA while MPSC play MYDC in the second semi final on April 30.

IMPHAL April 22:  A public meet on plebiscite was held at Nambol Phoijing community hall today.The meet was organized by Phoijing  Awang Apunba Nupi Lup under the theme “ Manipur-India muknaba amasung muknaba asi wakheibada miyam saruk yaba”.The meet was attended by Ningombam Ranjit Singh ,president of  Phoijjing Awang Youth Club,Khunaaijam Dijamani,retired senior lecturer of Nambol N Sanoi College, Ningthoujam Ibemhal ,president of Phoijing Awang Apunba Nupi Lup,and Angom Bimola Devi Councillor of ward number 3 (Nambol Municipal Council)as the  presidium members .
N. Bimol ,social activist and advocate Angomcha Araba ,chief administrator Life watch, were the  resource  persons. Angomcha Araba in his speech stated that the right to self determination is a basic fundamental right of a person. The UN  approves the plebiscite under the Universal Declaration of Human Rights and the right to self governance.  Such freedom has been allegedly disregarded by the Indian nation and the struggle for independence has been an unresolved issue for long. The need of the hour is to promote the stance of holding the plebiscite by the public, he said.
N Bimol in a similar note expressed that the Manipuris have been living independently for the last 2000 years, the public have a desire to live independently and the Indian nation has been trying to suppress the public, the wanton acts of violence perpetrated by the armed security forces is testament that the state has been suppressed by force. This kind of treatment is sure to be met with stiff resistance and that has been done so. The conflict cannot be resolved by armed means alone but the democratic exercise of the plebiscite is a means to bringing peace in the state, he said.
The meet unanimously resolved to push forward the agenda of holding the plebiscite with the help of the public and to highlight the public voice to the UN and other human rights organizations, the release said.

It took a Public Interest Litigation, PIL, to have the government pull up its socks in matters of tightening up its power supply system to control power thefts by numerous consumers in connivance with electricity department officials. So far however, while bill defaulting consumers and those tapping electricity illegally are being penalised, sometimes humiliatingly, what everybody is yet to see is any move to haul up electricity department officials who had allowed these theft all the while, often in collaboration. The principle compromised is the vital understanding in democratic jurisprudence that everybody is equal before the law, and that nobody is above the law. If the government is serious about ensuring this widespread electricity theft racket to end, it must also apply the rod to its own officials responsible either of neglect of duty or complicity in power theft, beginning from petty ground staff to those who these personnel are answerable to. If need be this responsibility fixing must go right up to the very top, including the minister in charge.
On the electricity front it is encouraging that there is some semblance of action and thereby a great deal of consciousness of the issue among the public. This is the kind of atmosphere needed to bring any change for the better. On and off, we have also been hearing how some bill defaulters are complaining this campaign of disconnecting defaulting power subscribers should stop until the government is able provide power supply uninterrupted. This is farcical, but the message should perhaps be read more leniently. Because the government electricity department has not been alert or else neglecting its duty of collecting power taxes, many defaulting subscribers have accumulated huge bills which may not be easy to pay in a single down payment. For these subscribers, the government should offer easy instalment facilities and perhaps a package to write off certain amount if the defaulting subscribers pay up a prescribed percentage within a specified time frame.However, the problem of theft of public utilities and services is not restricted to electricity alone. It is very much happening in the municipal water supply as well with the result that thieves and dishonest consumers who illegally tap government water pipelines not only in manner designed to siphon more water than consumers are allowed to, but also often with no official records hence without tax, get all the benefits, while honest consumers are left with hardly a trickle in their taps. Most of those who would not resort to thieving have no option than to buy water from private water tanker services, a growing enterprise which are now doing brisk businesses in the Imphal area precisely because of the failure of the government to avail them this vital and indispensible commodity. It is time for the government to take a proactive stance and begin the cleaning up act in this vital service too before it is caught on the wrong foot and in extreme embarrassment, and forced to do so by the court as in the case of electricity. Indeed, it is only a matter of days before a PIL comes up on this matter too.
Apart from the failure of the government in not policing well enough to keep these important services from thieves, what is also worrisome is the fact of what seems to be a widespread lack of civic sense amongst the people of the state. The general attitude cannot but remind of the cynical outlook to public psychology which says public property is nobody’s property. This total disregard of the altruistic sense of a progressive society which lays an unwritten moral premium on “the larger common good”, does not reflect civilised behaviour or even a civilised history which so many in Manipur claim at the drop of a hat. Nobody seems to think what he or she unfairly steals from the pool of public services or public properties would deprive a fellow citizen of his or her entitlements. Not only are the putative thieves insensitive, but even the victims of these acts of the thieving consumers have become numb and fail to be outraged at the deprivation of their right. This is to say, it is the duty of those whose entitlement are diminished by these thefts to complain to the authorities, and if the authorities are part and parcel of these thieving ways, to the court or law through mechanisms such as the PIL.
