It is really sad that the state Government pleads the inability to arrest a criminal. Criminals cannot remain above law. Criminals are criminals. Whatever position they hold wherever they belong they must be caught and punished without delay. For the delay in giving punishment to the perpetrator of the crime will backfire. The state is now burning caused by the wild and thoughtless action of a member of an underground organisation. Just as Afghanistan was reduced to ashes following irresponsible acts of Taliban the rebel organisation to which the mad dog belongs too will suffer the same fate. NSCN can save its image by punishing Livingstone who is responsible for burning the state. Every organisation attempts to lift its own image by pushing away those whose presence will drag down the organisation. Political parties maintain political propriety by keeping itself abreast of criminals. We hear quite often leaders of political parties expelling members of the same party found indulging in criminal activities. That way image of the party is lifted. Self styled Lt. Col. of NSCN, Livingstone had committed a heinous crime by molesting a film star, who was engaged for conducting a musical concert. He even fired to those who intervened. He acted like a mad dog attempting to bite everyone around him. Cannot he be tranquilised? Even the wild animal is tranquilised by injecting tranquiliser. Something needs to be done to restore normalcy. Either he should be jailed or NSCN should punish him. In Mahabharat of Hindu mythology Dushashan had his chest torn apart by Bhim and Drapaudi washed her hair with the blood that came out oozing from the torn chest. His crime was he harassed Drapaudi by pulling her sari in a well attended durbar. Livingstone emulated Dushashan’s crime. He forgot where he was and he threw in the wind public decency. He could pull the hair of a girl in full public view. He must pay for the crime committed. He is not fit to be member of any organisation be it underground whatsoever it may be. NSCN must act and expel him from the organisation. In the meanwhile the state Government should leave no stone unturned to punish the mad dog. Our Government cannot plead the inability to touch the thug. There cannot be separate laws to deal with different persons. Female must feel safe living in Manipur. The episode has enflamed the angers of womenfolk and they took to the street demanding punishment for the criminal. Today large number of women came out on the street in different areas and blocked movement of vehicles. Both NSCN and the state Government should feel the harm done to a female artiste. Wounded hearts need to be healed. Chief Minister O. Ibobi had gone to Delhi to meet central leaders to find ways for punishing the molester. Something will surely come of out it. As the NSCN is holding peace talk with the Union Government the state Government is handicapped to take action against the NSCN cadre. How long he will remain elusive. He will be caught. The punishment being meted out should be exemplary so that he will not think of committing the crime again.

SENAPATI, Dec 24 NNN: The United Naga Council (UNC) has called 72 hours bandh in all “Naga areas” starting from the midnight of December 26.
The UNC said their move to call bandh has been to register their protest against the “communal attacks”.
“We are constrained to reiterate the Naga people’s position on the reported manhandling incident at Chandel that the law of the land must act upon the guilty. Nagas have requested for lifting the bandh and given public statement that left without option we would take our own course of action. The Government of Manipur pretends to restore law and order through a police force that refuses to enforce it. Meanwhile the insult & humiliation; destruction of personal belongings, commodities and vehicles and physical assault on Nagas continues unabated in the capital of Manipur. This time it is a direct attack on the celebration of Christmas and Christianity. Even churches have not been spared and set on fire,” the UNC alleges today.
According to the UNC, the Government of India has been asked to intervene as there is no government or rule of law and the mob of communal forces in Imphal valley have taken over vide the memorandum December 23, 2012 addressed to the Prime Minister of India. “Government of India therefore is also responsible for the continuation of the anarchy in Imphal valley and the targeting of Nagas in particular. This mayhem has continued more than 68 hourrs in full view and knowledge of the government. heinous crimes of rape and murder which abounds in Manipur have not seen such systematic communal campaign,” it further alleges.
Even after the Film Forum Manipur and Manipur State Shumang Leela Council had called off the indefinite bandh with effect from the midnight of December 23, the tribals heading for respective villages for Christmas on December 24 from outside the state and from Imphal valley with state police escorts were attacked, their belongings seized and destroyed and physically assaulted and this continues to this hour. The earlier camouflage of the Chandel manhandling issue has now been discarded as the organisers of the bandh have lifted it off. There is no more issue behind the agitation targeting Nagas and is now purely a communal campaign, the UNC added. “Now the whole world knows that this onslaught is premeditated and has been wilfully done and not through an error in judgement. The unbridgeable difference between the Tribals in Manipur and the Meiteis – historically, culturally, socially and even in religion has been brought out in greater clarity. Starting from the Chief Minister, political parties, social scientists and civil society organisations of the Meiteis, these differences have been affirmed with their persistent utterance of ‘civil war’, ‘bloodbath’ and ‘time bomb’ in public platforms in relation to communal inter-relationship,” the UNC pointed out.
It then stated that in view of the given situation where the “communal government of Manipur” has allowed communal forces to persistently attacks the Nagas in particular, ‘it is our demand that the Government of India intervene immediately with an alternative arrangement outside the Government of Manipur’.
“In pursuance of this urgent demand to the Government of India and to register our protest against the unabated communal attacks, a 72(seventy-two) hours bandh will be observed in the Naga areas with effect from the midnight of December 26 to the midnight of December 29. All Manipuri video and music CDs/cassettes, dramas and leelas will also be banned in Naga areas with immediate effect. “All tribes councils, frontal organisations and general Naga public will strictly enforce the above in their respective jurisdictions,” the UNC urged.

Mail News Service
Imphal, Dec 24 : The All India Tribal Students’ Association, (AITSA) Delhi and the Mongoloid People’s Forum appealed to the people of
Manipur and particularly to the organizing committee of the Bandh in protest against the Molestation of an actress, who
was on a Good will mission to Chandel. The Association condemned the shameful act of the miscreant in the highest term as molesting woman is not a common practice in a Mongoloid society. Such cheap conduct should be collectively fought against beyond communal lines.
The Association appealed to the Manipur State Shumang Leela Council and other organizations leading the indefinite bandh to immediately relieve innocent passenger who are on the way to their home town. Keeping in view of the vulnerable social and political situation in the state, the organizer of the Bandhs should cautiously demonstrate their anger to the culprit and the government without victimizing innocent people. If the state wide Bandh is carried on violently, there is high probability of communal flare up in the state as we are more prone to communal sentiment rather than the applying our good will. The state government should not be the first to impose AFSA on its own people and must restrain from violent means of controlling protester. The Forum also appeals to ANSUM, KSO, AMSU and DESAM to jointly intervene in the issue and resolve the matter in the earliest possible time. As ascertained by the joint Manipur Tribal Leaders Imphal is no more safe for the tribals said a press statement issue by the All Manipur Tribal Union.
The objective of the agitation to press the government against the insane act that happened at Chandel headquarter is being misused to discriminate and atrocitize the tribals it was stated.
As such tribals are urged to remain alert and vigil to subside the volatile attitude of the disguised bandh supporters and to prepare for mass exodus if necessary said the AMTU release sign by the general secretary Romeo Bungdon.
Home Minister of the state is hereby requested to provide adequate security escort to deport the tribals to their native places as preventive measure.
