Child right is the fundamental rights for each human being below the age of 18. When we talk about Child Rights encompasses it comprises right to compulsory education, food, shelter, free from bondage labour and other children related rights. However, in a state like Manipur, where the people are deprive of better education, economy and freedom the right of children seems to be at vague.

As per the survey conducted by Manipur Alliance for Child Rights, a total number of 895 children were victimized in one year (Sept 2011 to September 25 2012). It means, on a daily basis around 3 (three) children are becoming victim in Manipur. However, if we look into the reality, many child rights violation especially minor rape, molestations were not reported at all and the victimizers continue to ruin the lives of the victims.

The best example is the infamous case of stepfather raped his a minor girl and another case is of that (L) Kh Catherine (15) (a class X student at Chandel district’s St Paul High School), who found dead with her throat slit at Lai Lam Thokpam Ching hillock of Sekmai Ningthou and Nongpok Ningthou under Tengnoupal Police Station.

Apart from rape and molestation, children in our society are prone to various forms of exploitation like trafficking, child soldier, murder, displacement, suicide etc.

Here is a data of child rights violation in the Manipur (Sept. 2011 -25 Sept, 2012)

REMEDIAL STEPS:

Education and employment:

In today’s modern society, all the parents and people want their children to be well informed and financially independent. However, some of the parents are unable to send their children to school. Taking the advantage of the helpless situation of parents traffickers allure them with false assurance to provide free education and even job that too outside the state in a reputed institute. Therefore, the first and foremost remedial measure that the state government has to do is to provide education to all the children under 18 of age of Manipur under Right to Education Act.

Counseling:

Some of the rescued trafficking minor victims simply want to return to the place from where NGOs and concerned government departments instead of staying in Manipur without any education, employment and isolated.

In such a situation, the rescued victim children (especially women rape victim) need proper counseling from experts to do away with their sense of isolation and feeling of humiliation from the society. Whereas, concern department and authorities should provide financial helps to the victim children/parents neither they might resorted to wrong path.

The Government of India’s indecisive stand on the crucial Naga political issue is all the more making “unprecedented confusion.” Sometimes they said solution in 12 months, on the other in 24 months. They also said solution to the Naga political issue would be in the month of December and again they stated solution would be before the coming of the Nagaland State general election due early next year. We really fail to understand why the Government of India is talking like this on a “political issue” which is, by any standard, one of the most important issues facing this country as of now.

Very interestingly, the Government of India has now again revealed that they have been talking to Chief Ministers of Manipur, Assam and Arunachal Pradesh to find ways to resolve the “Naga political issue.” How can they go on like this? What have they been doing all these fifteen long years like a sitting duck only to throw ball in the courts of Chief Ministers of Manipur, Assam and Arunachal Pradesh to see that the Naga political issue is settled.

But the CM of Manipur O Ibobi Singh is not going easy. He knows where he stands but very tactfully trying to throw the ball back to the Centre. He has technically forced them to disclose the contents of their “Agendas or Charters of Demand” so as to start examining on it for finding logical solution. The “Honourable” political settlement to the Nagas may not be “Honourable” to others. So what he had pushed his points through is that any settlement to the Naga issue should be workable in Manipur. For Ibobi, “Workable is more important than Honourable.”

We have also seen the incumbent Indian Premier Dr Manmohan Singh’s statement that the Naga issue would be solved during the UPA-II tenure. That means settlement to the Naga issue will be, most probably, before the country’s general election due in 2014. The Premier hasn’t said the Naga issue would be solved before the Nagaland State general election. Anyway, the Honourable Prime Minister must have been more than satisfied that showers of praises from various Naga civil societies and the leaders of the NSCN (IM) started pouring in day by day that he was sincere towards finding the solution to the Naga political issue. In fact, no any other Prime Ministers had so much praises as Dr Singh had.

However, the present 60 Nagaland law makers’ going to Delhi under the banner of the Joint Legislature Forum (JLF) meeting with various Central leaders including the Prime Minister, the leaders of Indian National Congress, BJP, NCP, JD(U) expressing their minds to the Naga political issue is admirable. They also expressed that they were ready to pave way as and when any arrangement to the Naga political issue was arrived at. Many of them kept talking of “Alternative Arrangement or Interim Arrangement” for finding solution to the issue. The only strange thing is such languages have not come so far from the mouths of the Union Home Minister Sushil Kumar Sindhe or for that matter the Honourable Prime Minister.

Most surprisingly, such words like “Interim Arrangement or Alternative Arrangement” are not forthcoming from the collective leaderships of the NSCN (IM) either. We mostly heard about the Honourable Nagaland Chief Minister’s talking of “Alternative Arrangement or Interim Arrangement” to the Naga political issue. But the majority of the Nagaland legislators who tripped to national capital under the banner of JLF could not explain satisfactorily to media persons when the latter asked the former as to why they had to meet Central leaders or whether they had any knowledge of the “Agendas” agreed upon between the “Centre and NSCN (IM).” Their simple reply was: “We don’t know what they were talking. We have only gone to Delhi to say that as and when any settlement is arrived at, we are ready to pave the way.” This reply struck me as to how the 60 Nagaland lawmakers could undertake such a “remarkable journey” under the banner of JLF without having knowledge of what the Centre-NSCN(IM) already have had something that would be, no doubt, the basis for making a road to settlement of the issue. These 60 lawmakers from Nagaland also knew very well that the talks are between the Government of India and the NSCN (IM) and without the other groups that are also maintaining truce with the Centre over a decade.

What I fail to understand is when the 60 legislators from Nagaland could boldly display a show of unprecedented unison to Central leaders for the cause of the settlement of the Naga political issue, why did they lack courage to influence the Government of India and the NSCN (IM) to come out public of their “Agendas.” And in any case, any settlement—be it Interim or Alternative—cannot be “secret.” It has to be finally made public. It is better to pluck the fruit to eat before it is over ripe. You may not be able to eat at all at last it is over ripe.

We should also know that we are living in a democratic country. Ours is different from the neighbouring China. We have elected representatives from the organized political parties. The majority forms the Government while the others as opposition. We also have pressure groups that play crucial role in democratic nations including ours.

When the Governments fail to function, the citizens will go immobile. But if the pressure groups fail to exert or whip the failed Governments to activate, the citizens will gradually sink. If the Opposition fails to exercise and draw the attention of the pressure groups to work for the general publics, then altogether sinks.

So here come the actions of the so-called pressure groups to exert the Governments through various forms of agitations, strikes, bandhs and even creating chaos, rioting, etc. All these forms are accepted in democratic countries all over the world. The principal purpose of these groups is to see that the Governments act so that the desired results are produced.

In our case, it looks like we are in the boat without sailor. Radar will not help without sailor. We don’t’ see any rescuer nearer either.
Although it is “unique” the Ruling and Opposition law makers coming together under the banner of JLF, their roles are different. The goal may be same but the roles will be different. If their roles are same, there need not be opposition in the State. It will look like a “melodrama,” if this separation of roles is not defined in a democratic country.

The Bottom line:
There are four months to go to the State general elections. Almost all the incumbent legislators in the State are thoroughly confused and they are actually kept in the dark not knowing whether there will be election as scheduled or some kind of “Political Arrangement” as part of the settlement to the ongoing political negotiations between the Centre and the NSCN (IM). This vague political development also created huge confusion in the minds of those potential political leaders ready to fight in the coming State general election, while the masses have started going haywire. At the same time, the electoral process cannot be held up. It has to go on. So, it is largely believed that the Centre may opt for proclaiming the President’s Rule in Nagaland and during that period, they may strike some kind of arrangement to settle the political issue. Then everybody is given opportunity to fight elections. We still hope that the Centre is sincere to see that any settlement they are about to work out should not have negative impact anywhere. The people in the region are also mature enough to pre-empt any defective framework.

I just completed reading the second book by Lee Iacocca “Where have all the leaders gone??” Published in 2007 when the President Bush era was ending and America was in shambles. Derived from the theme of this book the legendary business leader, I want to ask the same question about our existing state of affairs in our homeland – “Where are all the leaders gone?” Curiosity, Creativity (Ability to adapt), Communication, Charisma, Conviction (fire in the belly), Character, Courage (to make the right decision), Common Sense – these 10 Cs are the key ingredients of great leaders according to Lee. In the book he rightly said, “Tough times need tough leaders and at every level, at every institute”. Now let’s zoom into our state and look back 121 years from now. We remember about the great Anglo-Manipuri War of 1891 against the British. Thank you to the most proclaimed drama played on Patriot’s Day, the 13th of August “Bir-Tikendrajit” which depicts the great stories of the monarchial leaders or rulers before the time the British East India Company conquered our kingdom – Athouba Tikendrajit & Thangal General. They were hanged to death as we all know. We also know that after the British took over, there are only few social or political leaders whom we remember – Rani Gaidinglu & Jananeta Irawat comes to my mind. During and after the merger or annexation to India, we heard many stories of Maharaj Bodhachandra. There is still a claim that the Indian negotiators forced him to sign the agreement under house arrest and at gunpoint. After our state became a Part C state – think about who were our leaders who stood out. Why didn’t we have Leaders who were supposed to work for our rights, fight for our rights to get what we want and what we deserve after the so call annexation to India? How many can we remember for their extraordinary leadership qualities and achievements?

From then on till date, 62 years hence after India became republic, how many political leaders and non-political leaders whose name we remember so vividly about their works & sacrifices they have done for the betterment of our society. Somebody who had challenged the Indian Constitution for the betterment of our future generations which sometimes I feel is at stake. Few names like Pabung Borababu, Pabung Tompok, Pabung Yangmaso and Pabung Rishang rings in our ears for few actions they did while in power. Just to quote there has been 94 amendments in the Indian Constitution till date. And there has been no amendment that directly impacts the running of our state. Experts say that the number of amendments proves that there is high level of flaw when the constitution was framed even though it took three years for Ambedkar and his team to finalize the document. How much do you think are our leaders aware of the constitution and its amendment process? The Indian Constitution expert Madhav Khosla said in a review that he has sought to interpret it as a document that affects a much larger society than just those who are part of its political system. I am wondering if the leaders in the political system of our state understand it let alone the common man.

Newsclip from Times of India, 23rd January 2010: A day before the Indian Constitution was formally adopted on November 26, 1949 after nearly three years of intense deliberations; Bhim Rao Ambedkar delivered one of his finest speeches. Summing up the work of the Constituent Assembly, he said, “However good a constitution may be, it is sure to turn out to be bad because those who are called to work it happen to be a bad lot. However bad a constitution may be, it may turn out to be good if those who are called to work it happen to be a good lot.”

Ever wondered why there was no pressure from our leaders to erase AFSPA back in the 60s when it was passed. Or ever wondered why there was no billed passed to end AFSPA in the late 70s or 80s. I would have loved to see a bill that increases the number of MPs from our state. Ever wondered why none of leaders took this up in the Parliament. Or have they done it? If yes, how many times it came in the front page of a National Daily newspaper. The only update in our constitution made for us was the addition of our Meiteilon language in the 8th Schedule in the year 1982. The other change which impacted me when I was in school was the classification of the Meiteis as OBCs. We hear of few Chief Ministers & Ministers who has done few big (not so great) things that made big news. They may have started something but I do not think if anything was ever completed. In our Khurai Constituency under Imphal East district, one of the MLAs was elected for three consecutive terms and that is 15 long years. I do not know of a single big achievement he has done in our Constituency which we can clearly remembered till date; a project that could have led to the transformation of any socio-political-economic aspects of the constituency he owns and for which he was elected three times. Blame it on the media; blame it on our lack of ability to document. Public memory is short and we have long forgotten if there was anything small he ever did for us. The other day I was talking to Eyamba Rupachandra Yumnam Ex-Chief Editor ISTV. He mentioned to me that in a speech he gave at the Jananeta Irawat memorial ceremony, he said that besides celebrating the memorial event, we need to remember the ideals of the great socio-political leader and his achievements. He went on to say that he gave up his luxury of living in the Sana Konung (king’s court) and move on to a common man’s stature to become one of the greatest leaders of the state. That was a big sacrifice he did. He asked me if we are ready to sacrifice for our nation, to become leaders in our own ways and become great leaders in the process.

So, the question I am asking myself is did we ever have a real leader – a leader who tried to lead us to the right direction. Or do we have a leader in the making, someone who is yet to be identified? A leader as Lee Iacocca pointed out – who has the vision, who has the charm, the charisma and someone who is honest to the people and is willing to sacrifice. Leaders come in different packages. But I would like to see leaders in each area – a social leader, political leader, business leader & above all a spiritual leader. There could be overlaps or there could be just one leader with all the characteristics – like Dalai Lama is to Tibetans. Our society today has many leaders of many organizations and few followers. On top of that many leaders have come and gone without making a mark or creating a legacy. I am actually craving for a leader who can unite all communities, hills and valleys, someone who can lead us to the path of peace and prosperity, a leader who can fight for our rights, a leader who understands the Indian Constitution from alpha to zeta, knows the exact fundamentals of democratic principles, a leader who can build a new nation – a nation where there is trust, mutual respect & empowerment to every common man and woman in our state. It is high time we collectively work together to identify visionary leaders for our future before it is too late.
