SENAPATI, Nov 6: To clear the air of confusion on the status of the ongoing agitation, the United Naga Council (UNC) has said today that its indefinite economic blockade along the National Highways and the ban on the construction of Trans Asian Railways, Jiribam to Tupul railway and National projects imposed since the midnight of November 1 in ‘Naga territories’ has been intensified and added that anyone defying it ‘will be at his/her own risk’.

UKHRUL, September 6: With the Tangkhul Frontal Organizations (TFOs) tightening its grip on enforcement of the United Naga Council (UNC) -sponsored ongoing indefinite ban on vehicles movement on national and state highways in Naga areas, normal life in Ukhrul district headquarters has been disrupted as town taxis stayed off the road since day second while NH-150 continue to wear a deserted look.

The move to clamp strictures on movement of town taxis has been made to strengthen the ban call in the heart of the town as well, informed a TFO source this evening, adding that, acordingly, town taxis have been informed not to ply in the town except for two hours from 8-10 am in the morning and 2-4 pm in the evening which is strictly in consideration of the public hardships in meeting exigencies.

The town’s thoroughfare which is normally cramful of taxis, consequently, has experienced a sparse traffic movement since yesterday adding to the thinning of traffic volume due to the highways ban.

At the same time, the NH-150 along the Imphal-Ukhrul route continued to look deserted as all sorts of vehicles kept off the road, despite the strategic deployment of paramilitary forces like Assam Riffles along the highway.

A team of Assam Riffles personnel led by a commandent could also be seen patrolling along the road today.

New Wind in Governance: From cyclical to structural

We had reacted earlier that the faces in the new cabinet in the government after the elections in last February do arouse greater expectation, goodwill and trustworthiness in the resultant governance that would arise. This seems to have been proved right. While three young ministers have now attracted large public attention in the positive sense in a State long used to negative synergies of development administration, I would take up two areas of two of them as massively significant in the light of emerging international, national and regional development scenarios.

Highways and Education: I would consider the recent interest, enthusiasm and pronouncements in connection with the road infrastructure and the education sectors by the concerned Ministers as timely, imperative and consequential if taken to their logical conclusions. We have had government after government and ipso facto Minister after Minister in Manipur who were looking after the problems surrounding these two sectors. The land and her people have also experienced the quality of governance or rather the lack of it, and have also borne heavy costs because of it. We have never had during the last two decades or so a kind of sustained governance commitment to improving these two sectors. Any response to any problem in these two areas by the government has been at best cyclical or knee-jerk so far, but the two new Ministers do give a kind of fresh air. It is exactly here that the present two decision-leaders in these two sectors seem to be aiming for bringing about a kind of structural approach to the issues involved rather than being just cyclical; this is exactly the need of the hour as well.

It is now established that inequality is rising in India. It has risen in Manipur as well. The time is now for us to move beyond the utilitarian concept of just per capita income to a more ethical dimension of opportunities. This is urgent and important. The emerging Asian development initiatives do demand of us to be fully prepared so that we too participate and reap benefits of the unfolding scenario. While the resultant inequality may have something to do with the efforts an individual puts in for survival, there is another aspect of opportunity and circumstances where an individual can hardly do anything about. It is in these two areas where the state should play an important role in order to provide an atmosphere of equal opportunities and circumstances. This is exactly where I find the two new faces in the ministry of Ibobi very appealing.

We often say that the people just maintain calm even after months of blockade in the national highways connecting Manipur with the rest of India. We do not realise that the main explanation for this is to be found in the general well-being of Manipur having disconnected with what happens on the highways. In other words, we have observed no sign of Manipur’s growth coupling the country’s growth trajectory. We also complain of the fact that the highways are subject to repeated blockades. Now the explanation for this phenomenon is to be found in two realities. First, the Imphal city has failed to serve as the centre of attraction for employment and other opportunities. This being the case, those settling on the national highways do not incur any tangible cost while imposing the blockades while a deep political point is made. Secondly, it also speaks of the absence of development policy encompassing the entire Manipur. The attention the blockades have drawn is because of the adverse impact it has had on the vocal and articulate sections of the population rather than the adverse effects on the general populace.

Now that the new Minister looking after road linkages has shown needed interest on the condition of the highways, he must now prove that he means business and is looking for structural changes rather than just cyclical enthusiasm. As stated above, Manipur does not yet have a kind of development perspective encompassing the total geographical space. Now that the highways are going to witness improvement and Asian Highways too are emerging, the Minister should apply his mind on how to evolve a kind of network which leaves no village untouched by modern transport facilities. The highways, national and international, would have meaning only when the people in every corner of the land have a stake in them directly or indirectly. When this is ensured, blockades in the highways would be a thing of the past and naturally at that. People would now be more involved in undertaking new productive activities.

The Minister for education too has shown commitment and enthusiasm for bringing about change in this sector. The challenge before him is larger and responsibility bigger than under any other minister. While he has put a time frame of six months, we would be happy if he could put some reforms in place within this period. It is a sector where reforms take time to take effect and bear fruit. But we are encouraged that the minister is talking of structural changes rather than just cyclical outpours. Education in Manipur is today characterised by some very disturbing features. First, we know that there is a large exodus of both students and funds for school and college education. Secondly, the remaining education sector functioning in the State is very expensive, involving a high public expenditure without any commensurate return in terms of service. Third, the first two features generally cause a kind of unexplained remorse, reinforced by the prevailing political-economic scenario, as exemplified by the huge problem of drug addiction. Fourth, the poverty of performance in this sector has also led to the collapse of the collective vision and ethical attitude among the population. In these circumstances, the sector is in urgent need of purge for removing the influence of rogue elements, governance lethargy for reforms in this sector and lack of application of mind of the responsible persons in this sector. We need to make the government the chief, core and effective functionary in this sector.

The Challenge: The two ministers have already aroused the imagination of the people and have given hope for the emergence of new governance in Manipur. We understand that there would certainly be resistance from the forces which have taken advantage of the prevailing scenario. This would arise both from within the government and from without. But Manipur’s future as a land where hope and facilities are equalised and prepared for joining the rise of Asia depends on what happens in the two sectors of education and infrastructure linkages today.

Sure, we can also teach to the world of doing so many things with perfection. Those of us who resides along the highway can teach to the world about how a blockade is carried out; on how to pelt stones to the vehicles plying on the highway, how to aim only to the driver so that maximum damage is done to him, how to burn down a vehicle and push it down to the gorge without getting your fingers burned, how to collect tax like the man in uniform without wearing any uniform, how to choke the vital supplies of almost the whole populace by staying alive. We can also teach about enacting theatrics of scarcity. The teachers would be none other than our business fat cats who resides in Paona Bazar. They can teach you how a fake sense of helplessness is acted out to the customers. Maan laaktre eikhoisu upai leitre – we are helpless, the goods hasn’t arrived. But one thing is not. The water taps may run dry; the gas stations may smell dry but colorful liquors ‘made in everywhere’ are available in abundance. There is open sale in festive seasons. Bottle of any brands are sold on the pavements like vegetables. No Nisa Band or Meirapaibi worth their salt dare to enter this zone. This place is guarded by the statue of Rashtra Pita Mahatma Gandhi, and by those whose duty is to bag notes printed with the Mahatma from the fat cats. Those running this can teach what a BOLD business is and how it should be run. Reputed business schools with all kinds of names are invited to get admitted. Admission forms are available at MG Avenue. Last date of form submission is till the economic blockade last.

SOME MORE LESSONS: which no other human species on earth can teach. That is discipline and spirit of perseverance. We are the best in that field. The place of learning is time and space specific. Best season would be when there are economic blockade along the highways. We can teach how vehicles of all kinds are to be parked in a queue, in a row. One has to be informative of whether fuels will be issued by the stations or not. First come-first position, to be followed by the next vehicle and the next; nobody jumps the queue. No traffic control police on this earth could enforce that kind of discipline. The vehicles are parked one night ahead before the faithful morning. Each and every owner has to surrender their sense of security of the vehicles by leaving it behind. The poor vehicles happily spent the night together – A vehicular orgy of one night stand. When morning falls, the owners return to the spot where they had left their vehicles; waiting for one’s turn, without taking over the other needs perseverance of a strange kind. We do not know how many of them actually follow traffic rules on regular days. But for the miraculous act displayed at the gas station during the time of economic blockade is certainly a lesson to be imparted to the world.

WHY WE NEED: the ‘how to do it’ lessons? To demand for something rightful or to protest against something unacceptable to our collective self, as expert commentators put it, is an epitome of a modern democratic society. But there are pitfalls when we try to picture on the ‘how to’ part. We may claim ourselves to be a nation rich with the heritage of powerful revolts and uprisings. The last century saw two uprising where women took to forefront. There was also the revolt against the mighty English colonisers. We lost some and won some as well. They are engraved for posterity so that the present generation and the generations to come could revisit the events, if possible, reinterpret them and place them across the board for a better comprehension, and make a new meaning out of it. That would help us envisage a future free from the present maladies. the means of getting a rightful demand, or means of championing it, always ask for an imaginative exercise for the structure of the  then social order have changed now, the nature of the one who is going to give the demand have changed. No wonder, the air is much more polluted now. In recent times, we have seen many groups demanding their rights. Protests are taken out in different forms when the demands are not met. On the other hand the ‘right giver’ would use coercive force in the name of maintaining peace and order. At times they would engage in systematic witch hunt of those who are at the helms. This kind of action destroys the moral fabric of the agitating side. Moreover the ‘right giver’ is over-equipped to man any group or individual who dare to assert their right. We have many a times seen the ‘right giver’ maintaining a solemn silence; as if they are the kings and kin of the mythological Hindu epic Ramayana, where everyone is happy and prosperous, and nobody have a complaint of any sort. However, having said that, at this critical juncture would it be an exaggeration to plead to our brothers who are presently taking out agitations on the highway to use their imagination a bit to champion their cause. If they think that strangulating someone is a rightful means of asserting a demand, then there is a serious crisis of error of judgment, thereby defecating on their own sense of wisdom, and trampling the rightful cause by their own insensible boots. There are lessons which we can always learn and unlearn together.

The more our dependence on outside products, the greater is the importance of national highways. As of the present day generation, almost everything we use right from the early morning wake-up to the time we return to bed at night comes from outside the state. Right from tooth brush and tooth paste to clothes we wear, from apples to rice and oil, from school bags to Tiffin materials of children, from vehicles and fuel to entertainment gadgets, everything is imported from outside the state. It is high time people of Manipur explored various possibilities to reduce dependencies on the highways and outside markets. We need to learn use of local products instead of products imported from outside.

 

Long queues in front of oil pumps indicate the onset of highway bandh for one or the other demands of people inhibiting along the people’s lifelines. Government always remains hapless in dealing with the frequent highway blockades which harass the general population particularly the poor majority. No befitting action has been taken up against those taking undue advantage of residing along the national highways. The supreme court of India has already ruled that highway blockade is a crime worth punishable. However, till today not a single perpetrator or organisation involved in highway blockade has ever been booked and banned in Manipur. Thanks to the inaction of the incumbent government that does not spare even an old vendor woman of Khwairamband Keithel for her occupying a small space at the roadside, selling vegetables and braving traffic police lathis to feed her families.

 

During the 68 day Naga-sponsored economic blockade last year, the normal social and economic lives of the Manipuris were severely hit. As the LPG gas was unavailable due to blockade, time of cooking depended on the availability of electricity during daytime. We saw widespread use of rice cookers and electric heaters for all cooking purposes replacing use of cooking gas. People started using charcoal with chulaas for cooking at home. The blockade in highways obviously taught a valuable lesson to the Manipuris regarding economical use of fuel at home and outside. Earlier most people recklessly used LPG for domestic purposes keeping aside the electric heaters and rice cookers rusted for long. But, we were forced to repair the electric heaters and chulaas for making tea, boiling water, preparing curries and fries.

Although its negative impacts have hard-hit the inhabitants of Manipur hills and valley people during the last few months, economic blockade is not bereft of intent merits providing durable benefits to the people. Unnecessary roaming on vehicles has drastically reduced as petrol prices in black market sky-rocketed as high as 120 per litre. Long queues have adorned the oil pumps. Besides using public carriers like Auto-Rikshaw and Magic-Tata by office goers, number of cycling and walking people will also rise in course of time. As many vehicles are off the roads due to fuel scarcity, there will be reduction of air and noise pollution in city. Fuel scarcity will certainly make a valuable contribution to the health of many people who walk and ride cycles for their routine businesses by activating body metabolism and controlling body weight. Thanks to blockade sponsors who indirectly help us realized the relevance of simple living.

Dearth of edibles coming in from outside the state will compel many people to use local products made by self-help groups. Most popular are: papad, pickles, chow-chow, Khurman, kabok, spices and juices of various kinds.  It is time to teach our children children to eat Kabok, Laloo, Heingan, Khurman instead of Cakes, Uncle Chips and Lays. Local made eatables may replace Macorni, Maggi and Chow-chow for School Tiffin. The quantum of demands for local products during the economic blockade may be almost double. Hundreds of women who are engaged in ferrying these products from place to place may be benefitted in their business.

One most rewarding merit of the long economic blockade by the various Naga bodies last year was the garner of attention of the government towards improving the conditions of national highway number 53. However, no improvement has been seen as yet. The said alternative lifeline of the Manipur people which had long been neglected by the government will now be put up again as the most debated agenda of the ensuing general elections.

 

Locally available fruits should take the place of apple, grapes, mangoes and pomegranates imported from outside which are expensive and the prices of which often fluctuate due to transport disruptions. Cooking LPG uses may be reduced at the minimum by utilizing the electricity economically and adopting the traditional charcoal/ fuel wood burning. People in general need to popularize walking and cycling for less-hasty and less-distant businesses. It serves the trio-benefit of health improvement, saving fuel and reducing pollution. If we can be familiarized with such habits and practices, the hardships due to economic blockade will not be too grave as before. The simple living and Swadeshi philosophies of Mahatma Gandhi, the father of the Nation have found total relevance in Manipur at this hour of highway blockade.
