Delhi and Beijing co-operation not enough, must work together to promote regional co-operation: Chinese Ambassador to India

Chief Minister Okram Ibobi presenting memento to the Chinese Ambassador in India Le.Yucheng at CM Office on Friday.

IMPHAL, November 28: Chinese Ambassador to India Le Yucheng said co-operation between New Delhi and Beijing cannot cover everything but we are working actively to promote regional co-operation.

If we are talking of co-operation with a small country, maybe links between the two capitals would have been enough, Yucheng said, elaborating further that both India and China are large populous countries with lots of provinces and States.

When we talk of cooperation with large countries like India, State-level as well as city level co-operations are also crucial, he added.

Yucheng was addressing the local media this morning at the Classic Grande.

During Prime Minister Modi’s visit to China in May this year the two countries had established a “local leaders’ forum” which is held annually attended by leaders from both sides, he said continuing that such direct interactions and co-operations are very effective.

The provinces and States in China and India can boost a deeper mutual understanding and co-operation between the two countries, Yucheng added.

Every year there are a lot of exchanges of local leaders of the two countries, he added. This year alone more than 20 Chinese Governors and Mayors have already visited India and more than four or five from India have visited China, he said pointing out that the Chief Minister of Manipur had led a government delegation to China in 2013.

Replying to a query on apprehensions in the region regarding a major diversion of the Brahmaputra River water, which is known as the Tsangpo River in Tibet, in China, and if there is any plan of China to construct a dam on the river, he said we pay a lot of attention to ecological protection on the rivers.

Actually between India and China, we have an effective mechanism for exchange of co-operation with regards to cross-border rivers, he said.

So if there is any question about environmental protection or construction on the rivers it can be properly handled through these bilateral mechanisms for exchange of co-operation, he said evading a direct reply.

Not long ago the Vice President of China visited India. During his visit the two sides extended an agreement for China to provide India with flood seasoned hydrological data of cross-border rivers, he said.

This move of goodwill from the Chinese side can help India better make use of the river resources, he added.

Regarding a query on the issues regarding the McMahon Line and if there are any plans of China to discuss the issue and settle it, Yucheng said “The question is a sensitive and complex issue between India and China.”

In the past we came across some problems but now the leaders of both countries are very visionary, he added.

They have realized that it is important to keep in mind the overall interest of India-China relations and handle the boundary question through diplomatic channels carefully and properly, he said.

We have a number of mechanisms for discussion regarding boundary questions, he told the media adding that at the same time while we are looking for ways to resolve this boundary questions, we are working hard to maintain peace and stability in border areas.

Boundary question is different from country to country. Experiences of resolving boundary equations of other countries may not be apply to resolve the boundary equation of our two countries, he said.

“To resolve the China-India boundary question, we need to proceed from the reality of the boundary between our two countries. But I am confident that the two ancient civilizations, China and India have every wisdom and capability to find out the solution.”

Despite the differences not even a single bullet was fired at the border areas over the past several decades, he added. This shows that we have successfully and effectively manage to bring stability in the border areas, he said.

The Chinese Ambassador to India had also shared his experiences during his four-day stay in Manipur

He shared how he was impressed by the beauty of Loktak Lake, culture and traditions of various communities of the State, the polo game, the people and Manipur as a whole.

Expressing gratitude to the State Government and the Chief Minister of Manipur for inviting him to the Sangai festival, he said “As far as I know I may be the very first Chinese ambassador to India and indeed the first diplomat from the Chinese Embassy in India to ever visit Manipur.”

“Actually before we came here we were quite curious because the North East India is a place that we have never set foot on that is why I spend more time in Manipur than many other places in India.”

Yucheng further expressed his gratitude to the Manipur Labour and Employment minister I Hemochandra for showing him around the State.

He said he had met the Chief Minister yesterday and had a friendly and in-depth discussion on a lot of grounds including Manipur’s economic and social development, cultural commonalities and historical links with China, the bright prospect of our co-operation as well as PCIM economic corridor that runs through Manipur.

He said he was impressed by the folk culture and martial arts performances during the Sangai Festival.

China tells US not to meddle in Hong Kong’s internal affairs

China has warned the United States against meddling in Hong Kong’s internal affairs after Vice President Joe Biden met with two former Hong Kong legislators who expressed concern that Beijing is tightening control over the territory.

Biden met with Anson Chan, former chief secretary and founder of pro-democracy group Hong Kong 2020, and Martin Lee – founder of Hong Kong’s opposition Democratic Party – at the White House on Friday.

Vice President Biden underscored Washington’s “long-standing support for democracy in Hong Kong and for the city’s high degree of autonomy under the ‘one country, two systems’ framework,” the White House said in a statement.

In response, China’s Ministry of Foreign Affairs said that it “firmly opposes any countries meddling in the city’s internal affairs in any way,” South China Morning Post quoted.

Hong Kong affairs are China’s internal affairs,” said a spokesperson for the Office of the Commissioner of the Foreign Ministry in Hong Kong.

The official added that Hong Kong is currently going through a sensitive political reform period.

[We] would hope the US would be cautious of their words and actions regarding Hong Kong affairs and not let Hong Kong issues impede Sino-American relations,” he noted.

Commenting on the activists’ concerns over press freedom and other core values in Hong Kong, the spokesperson said that “Over the past 17 years since Hong Kong’s return, the region has seen the successful implementation of the ‘one country, two systems’ framework, which contributed to Hong Kong’s great socioeconomic and democratic development.”

As a result, the people in Hong Kong are enjoying unprecedented democratic rights and freedom, which has won international acclaim,” the official added, as quoted by Xinhua news agency.

Unknown terrorists are said to have taken control of the missing plane MH370 and forced it to land near Kandahar

The extraordinary report attributed the source of the revelation to a Russian intelligence source, appeared in the Moskovsky Komsomolets newspaper.

The source told the paper: “Flight MH370 Malaysia Airlines missing on March 8 with 239 passengers was hijacked.

“Pilots are not guilty; the plane was hijacked by unknown terrorists.

“We know that the name of the terrorist who gave instructions to pilots is “Hitch.”

“The plane is in Afghanistan not far from Kandahar near the border with Pakistan.”

FOR LIVE COVERAGE OF THE SEARCH FOR FLIGHT MH370, CLICK HERE.

According to The Daily Star, Moskovsky Komsomolets also claims the passengers have been divided into seven groups and are living in mud huts with almost no food.

Twenty Asian passengers were said to have been smuggled into a bunker in Pakistan.

The unconfirmed report suggested that  the terrorists are possibly seeking to bargain with either America or  China .

However the news is yet to be confirmed by authorities either in Malaysia or China.

Malaysia Airlines Flight MH370 disappeared soon after taking off on March 8 from Kuala Lumpur bound for Beijing.

It had 227 passengers and 12 crew on board, triggering a multinational search that is now focused on the Indian Ocean.

On Friday, the Prime Minister of Australia, Tony Abbott, has said he was “very confident” that signals picked up by search teams in the Indian Ocean were from missing Flight MH370′s black box.

During a visit to Beijing, China, he told the the Australian Broadcasting Corporation: “We have very much narrowed down the search area and we are very confident the signals are from the black box.”

A fifth signal was detected by search crews on Friday.

The signals will eventually allow them to determine an exact resting place for the downed Boeing 777.

They will then send down a submersible vehicle to plumb the depths of the ocean for the black box.

The ‘pings’ emitted by Flight MH370′s black box are soon expected to fade, more than a month after the plane, which was carrying 227 passengers and 12 crew, disappeared on March 8.

Why Tibet Matters

By Bianca Jagger (Founder and Chair, Bianca Jagger Human Rights Foundation) His Holiness the… more »

By Bianca Jagger

(Founder and Chair, Bianca Jagger Human Rights Foundation)
His Holiness the Dalai Lama is in London today to receive the Templeton Prize in recognition of his outstanding achievements and spiritual wisdom.

Tibet has a long-standing connection to Britain. Prior to the Chinese invasion in 1949-50, Britain was the only country to formally recognize Tibet as an independent nation. British representatives were stationed in Lhasa from 1904 to 1947 to liaise with the Tibetan government. In 1949 the newly-victorious leader of the China Communist Party Mao Zedong announced, over the radio waves, his intention to “liberate” Tibet from this “foreign imperialism.”

Over the past 60 years, Tibet has been anything but “liberated” by the Chinese Communist Party.

On the 10th of May I delivered two reports to 10 Downing Street. The reports, by the Society for Threatened People and the International Campaign for Tibet, document the devastating impact of Chinese Communist Party rule in Tibet.

I appealed to Prime Minister David Cameron to support the Tibetans at this critical time in their struggle.

In recent months we have seen harrowing images and footage of Tibetans who have set fire to themselves as a form of protest. Since February, 2009, 35 Tibetans have sacrificed themselves, in an act of desperation, which emerges from the anguish of oppression. Tibetans who have self-immolated include monks, nuns, a 19-year old female student, a widowed mother of four, and a Tibetan reincarnate lama in his forties.

This is one of the most significant waves of self-immolation for the past 60 years, eclipsing the number of self-immolation protests by Vietnamese monks, those associated with the Vietnam War and the pro-democracy movement in South Korea.

The Vietnamese Buddhist monk Thich Nhat Hahn has observed, “To burn oneself by fire is to prove that what one is saying is of the utmost importance.”

Although we do not know the last words of all the Tibetans who have poured kerosene over themselves and lit a match, we do know that most have died offering prayers for the Dalai Lama to return home, and for freedom in Tibet.

It is time for us to listen to what Tibetans inside Tibet are saying. It is time for the international community to listen to them and to act.

Over the past four years, the Chinese government has engaged in a comprehensive cover-up of the torture, disappearances and killings that have taken place across Tibet. They have engaged upon a virulent propaganda offensive against the Dalai Lama.

On the international stage, Beijing has subverted and politicized international forums where its human rights record has been challenged and refused to answer legitimate questions from governments about the use of lethal force against unarmed protestors, or the welfare of individual detainees.

Over the past 60 years, the Chinese government has instituted increasingly hard line policies that undermine Tibetan culture and religion. The Tibetan people have been denied freedom of expression. Their language has been downgraded. And their economic resources have been misappropriated by the Chinese state, with increasing numbers of Chinese migrants moving to the Tibetan plateau.

China`s economic strategies are literally re-shaping the Tibetan landscape and endangering the fragile ecosystem of the world`s largest and highest altitude plateau. The survival of one of the world`s only remaining systems of sustainable pastoralism is under threat, as nomads are being displaced from their ancestral lands and settled into remote concrete encampments under an urbanization drive.

Why should Tibet matter? It matters because of the terrible suffering of its people, and because of the need for this ancient religion and the Tibetan cultural identity to survive. This is a culture based on the concepts of wisdom, compassion and inter-dependence. These are valuable teachings for the Tibetan people, and for the world.

The survival of Tibet is not just a moral issue. The country is situated in a strategic geopolitical position, between two nuclear giants, India and China. The future of Tibet is tied to Asian and international security.

Tibet is known as the earth`s `Third Pole`, with the largest supply of fresh water in the world outside the two Poles. Most of Asia`s major rivers have their sources in Tibet, meaning that development policies, damming and land degradation in Tibet can affect hundreds of millions of people elsewhere. China cannot claim that Tibet is their `internal affair.`

This is a critical year for China. Divisions in the Chinese Communist Party have been exposed amidst a new clamor for genuine reform. At this historic juncture the international community should be actively engaged in finding a solution to the crisis in Tibet.

In our letter to David Cameron, we urged him to lead a multilateral effort in support of Tibet. The UK government should coordinate its efforts with other like-minded countries and call on the Chinese government to review the policies towards Tibetans that are the root cause of the self-immolations, the ongoing tensions and unrest, and which are threatening the unique culture, religion, and identity of the Tibetan people. The UK government, together with the European Commission should maintain and where possible expand targeted programmatic assistance for Tibetans including support for sustainable, culturally appropriate development assistance to Tibetan communities; educational and cultural exchange programs targeted to Tibetans both in Tibet and in exile.

Amnesty has also requested that the Chinese government allow independent monitors, for instance the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, into the country.

The international community should engage in regular dialogue with Tibetan representatives, including the Dalai Lama and his representatives, and Lobsang Sangay, the new Tibetan Prime Minister in exile, to address the immediate crisis in Tibet.

I urge President Obama to take concrete steps to demonstrate his commitment to the fundamental human rights of the Tibetan people, and stand by his words of January 19th 2011, when he professed `America`s fundamental commitment to the universal rights of all people. That includes basic human rights like freedom of speech, of the press, of assembly, of association and demonstration, and of religion — rights that are recognized in the Chinese constitution… Even as we, the United States, recognize that Tibet is part of the People`s Republic of China, the United States continues to support further dialogue between the government of China and the representatives of the Dalai Lama to resolve concerns and differences, including the preservation of the religious and cultural identity of the Tibetan people.`

The religious and cultural identity of the Tibetan people is under threat in Tibet today. The Tibetans are standing up to the vast and expanding power of the Chinese state with nonviolent resistance through religious practice, song, literature, and even self-immolation. They are struggling to preserve their religion and cultural identity. As a consequence they are subjected to imprisonment, torture, deprivation and worse. Yet they persevere. Their bravery should serve as a call to action. I call upon the international community to act now on behalf of Tibet. Time is running out. The very survival of the Tibetan people hangs in the balance.

Bianca Jagger is Founder and Chair of the Bianca Jagger Human Rights Foundation, Council of Europe Goodwill Ambassador, Member of the Executive Director`s Leadership Council of Amnesty International, USA, and Member of the Coalition for the International Criminal Court.

The house plunging in darkness.Imagine a house which cannot afford an inverter or a generator.Worse still,a house having both but not in a workable condition.A total blackout…The condition where you are cut off from the rest of the world and you just dont want to find out why for no rhyme or reason.

Power cuts are very frequent….Our right to electricity is restricted and is of a controlled and limited variety. To our friends in Dehli and in other states. This is unthinkable and unmanageable. We live in the dark age in this modern age. With frequent bandhs and blockades on the blink of an eye…We need this energy badly….I can see a lot of people making a beeline for purchasing rice-cookers.LPGs are sold at an all time high price. We can even think of using electric two- wheelers or four- wheelers given the condition of shortage of fuel in our state if the supply of power is good.

The power supply is too meagre. There were times when people stopped using the microwaves, internet, mobile chargers, lights, fans,ACs,refrigerators, telivisions. If this was the case in any metropolitan states in India….The whole of India will rise to curse the Electricity Board and the Government.

In Manipur,as the loadshedding is frequent.People are prepared for it.There are always the inverters or the generators for backup….We do have the Chinese made LEDs to supplement… The Chinese made LEDs are a big hit here. Thanks to The Peoples Replublic of China for this.Atleast, temporarily your products have adorned the households in our Manipur. And it glows well….

I cannot bear the heat for a minute. The mercury is soaring here in Manipur. Your sanity is lost the whole day. Thanks to the rain….The rain saves me from a lot of discomfort.

The frequent power cuts in my work place made me very irritated, very grumbled and very uneasy.I didnt mean to be a snob. But the idea of using a hand fan didnt hit me.When will we get our power supply for 24 hours uninterrupted?
