Its concurrence is mandatory for all legislations affecting tribal areas. Similarly, the current bills were passed without any official communication to the Hill Areas Committee.

India’s population is increasing rapidly in urban areas due to massive scale of job opportunities and diverse educational prospect in universities and other educational institutions leading to perilous migration issues of consequent overpopulation. There are cases of refugees from Bangladesh dwelling on the low roof and shabby houses in slums of most capital cities. These people hide their true identity and imitate cultures and language managing to learned Hindi and Bengali for the very purpose of beginning their lives in India. The same is true for the Northeast states who share boundaries with Bangladesh and Myanmar. There is also apprehension that after 50 years migrants living in slums will increase dramatically especially in metropolis of the country.
