IMPHAL, September 9: Loaded oil tankers will enter the State through the Imphal-Dimapur highway tomorrow to bring some respite to the scarcity of fuel in the State, especially petrol, since both highways feeding the State had remained blocked for some time.

Transportation of essential commodities including fuel into the State had stopped after a landslide at Phesama near Kohima Town in Nagaland blocked the Imphal-Dimapur highway since August 18, while the second lifeline of the State Imphal-Jiribam remained blocked due to a damage of the Barak Bridge since August 24.

Speaking to media persons today at their Sangakpham office, the All Manipur Petroleum Tankers`™ and Drivers`™ Union president Y Bhupenchandra said the Border Road Organisation has issued an official confirmation regarding completion of repairing work of the highway stretch affected by the landslide at Phesama and loaded tankers will start plying normally along the Imphal-Dimapur highway from tomorrow.

Empty oil tankers will also leave Imphal this evening for which escorts have been arranged he added.

He said since August 18, no loaded trucks were able to pass through the route due to the massive landslide at Phesama in Nagaland.

Simultaneously, connectivity along the the Imphal-Jiribam Highway was also blocked due to a damage of the Barak Bridge since August 24 he said.

This had led to a scarcity of petrol and diesel in the State he said.

He said some oil tankers had also left Imphal today along the NH 37 with escorts and will be returning in another three or four days.

At the same time, 42 loaded oil tankers are at the moment stranded at Jiribam while another 188 loaded tankers are stranded along the Dimapur route he added.

He further appealed to the CSOs of both the hills and the valley against imposing any kind of restriction to the tankers.

AS so far appeals and negotiating efforts have not yielded or resulted in any positive response to lessen the untold suffering of our state populace particularly poor and student groups, now we need to abandon sporadic actions however good those actions in the past (regardless of interests served in doing so). Why not all the above cited bodies and other willing groups join hand under an apex body of any suitable name like State level Vigilance Organ on Governance to undo present impasse. It is a possible Call.

The fact as known to all:
National Highways are to be protected by GOI (Govt. of India) and state Govt. with its mechanisms are to manage and protect the same taking along the cooperation of its Citizens otherwise there is no Governance and authority of authorities.

When above statement is taken and applied to present phenomena of dual blockades of last many 48 days, certainly our present Govt. both at Centre and State had miserably failed to protect people and to provide essential commodities at a normal reasonable rate to entire populace of the state for reasons best known to them. Let us accept the Fact and Reality.

As known to many, after a few days of blockade, various organisations and individuals started appealing to lift the blockade and continue their rightful demand with other means and from the medical perspective requesting to both committee to atleast relax on life saving drugs. All appeals acknowledged the legitimacy of District Demand and Protest for the same (40 year old demand) and Govt. apathy and inaction in it.

As for the details of damages incurred or done during blockade in the last 48 days, it may not call for a repeat description here as all news readers and listeners and a greater number of population in Manipur have fair knowledge and varying sufferings inflicted on them in continuing all the more. However, a mention may be enlivening here that the impact so far in the process of blockade have created havoc on the lives of poorer populace and also rendered unhappiness and uneasiness to all general besides lost of crores of rupees and creative manpower and man-days. On the other side, our State Govt. affords are ineffective to help affected people and in dealing the Issue. It may be deducted that neither the leaders do strategic calculation to reach a solution ahead of blockade nor they have now to immediately evade or conclude the Issues. It looks like a sort of indifferent and insensitive to public cry and suffering as the  Govt. leaders are busy on continuing in Inauguration ceremonies, visiting construction sites and public meetings in the light of coming election.

Here, a space for appreciation is due for people and groups who spent time and went into action of negotiation and appealing to ease out the situation with genuine interest and concern and not forgetting excellent role of media in it.

The point for this tiny write up is to call for an ACTION of all populace of the state to come out together and say ENOUGH IS ENOUGH and give a direct dateline Ultimatum to all MLAs, MPs , Governor of the state and to GOI-Centre  and to both Committees to END the Blockade and Issue in it. For doing so all leaders of civil, religious and student body may convene a joint meeting to chart out most fitting strategic action ( non-violence) to undo present impasse. The joint action  of such joint body not done so far to help people and particularly poor and student community live and lead a life with quality and dignity (or should we continue a debase living with silent suffering or as  brave ones avoiding calling ourselves cowards).

The more our dependence on outside products, the greater is the importance of national highways. As of the present day generation, almost everything we use right from the early morning wake-up to the time we return to bed at night comes from outside the state. Right from tooth brush and tooth paste to clothes we wear, from apples to rice and oil, from school bags to Tiffin materials of children, from vehicles and fuel to entertainment gadgets, everything is imported from outside the state. It is high time people of Manipur explored various possibilities to reduce dependencies on the highways and outside markets. We need to learn use of local products instead of products imported from outside.

 

Long queues in front of oil pumps indicate the onset of highway bandh for one or the other demands of people inhibiting along the people’s lifelines. Government always remains hapless in dealing with the frequent highway blockades which harass the general population particularly the poor majority. No befitting action has been taken up against those taking undue advantage of residing along the national highways. The supreme court of India has already ruled that highway blockade is a crime worth punishable. However, till today not a single perpetrator or organisation involved in highway blockade has ever been booked and banned in Manipur. Thanks to the inaction of the incumbent government that does not spare even an old vendor woman of Khwairamband Keithel for her occupying a small space at the roadside, selling vegetables and braving traffic police lathis to feed her families.

 

During the 68 day Naga-sponsored economic blockade last year, the normal social and economic lives of the Manipuris were severely hit. As the LPG gas was unavailable due to blockade, time of cooking depended on the availability of electricity during daytime. We saw widespread use of rice cookers and electric heaters for all cooking purposes replacing use of cooking gas. People started using charcoal with chulaas for cooking at home. The blockade in highways obviously taught a valuable lesson to the Manipuris regarding economical use of fuel at home and outside. Earlier most people recklessly used LPG for domestic purposes keeping aside the electric heaters and rice cookers rusted for long. But, we were forced to repair the electric heaters and chulaas for making tea, boiling water, preparing curries and fries.

Although its negative impacts have hard-hit the inhabitants of Manipur hills and valley people during the last few months, economic blockade is not bereft of intent merits providing durable benefits to the people. Unnecessary roaming on vehicles has drastically reduced as petrol prices in black market sky-rocketed as high as 120 per litre. Long queues have adorned the oil pumps. Besides using public carriers like Auto-Rikshaw and Magic-Tata by office goers, number of cycling and walking people will also rise in course of time. As many vehicles are off the roads due to fuel scarcity, there will be reduction of air and noise pollution in city. Fuel scarcity will certainly make a valuable contribution to the health of many people who walk and ride cycles for their routine businesses by activating body metabolism and controlling body weight. Thanks to blockade sponsors who indirectly help us realized the relevance of simple living.

Dearth of edibles coming in from outside the state will compel many people to use local products made by self-help groups. Most popular are: papad, pickles, chow-chow, Khurman, kabok, spices and juices of various kinds.  It is time to teach our children children to eat Kabok, Laloo, Heingan, Khurman instead of Cakes, Uncle Chips and Lays. Local made eatables may replace Macorni, Maggi and Chow-chow for School Tiffin. The quantum of demands for local products during the economic blockade may be almost double. Hundreds of women who are engaged in ferrying these products from place to place may be benefitted in their business.

One most rewarding merit of the long economic blockade by the various Naga bodies last year was the garner of attention of the government towards improving the conditions of national highway number 53. However, no improvement has been seen as yet. The said alternative lifeline of the Manipur people which had long been neglected by the government will now be put up again as the most debated agenda of the ensuing general elections.

 

Locally available fruits should take the place of apple, grapes, mangoes and pomegranates imported from outside which are expensive and the prices of which often fluctuate due to transport disruptions. Cooking LPG uses may be reduced at the minimum by utilizing the electricity economically and adopting the traditional charcoal/ fuel wood burning. People in general need to popularize walking and cycling for less-hasty and less-distant businesses. It serves the trio-benefit of health improvement, saving fuel and reducing pollution. If we can be familiarized with such habits and practices, the hardships due to economic blockade will not be too grave as before. The simple living and Swadeshi philosophies of Mahatma Gandhi, the father of the Nation have found total relevance in Manipur at this hour of highway blockade.
