KOHIMA, Jul 11 (NEPS): Veteran Congress leader and Opposition Congress MLA SI Jamir has not approved the idea of demanding the Center a certain amount of fund as sustenance for the Naga underground people who are in ceasefire with the Government of India as a solution to the underground taxation in the State.

It may be mentioned that of late State Chief Minister Neiphiu Rio has been demanding the Center to frame certain policy to support the Naga underground people who are in truce with them (Center). He even went to the extent of blaming the Center for failure to formulate a policy to provide sustenance for the Naga outfits.

Rio further pointed out that since the undergrounds were not provided with any sustenance for their survival, they were compelled to impose various taxes on the people.

Talking to NEPS here at Congress Bhavan Thursday, Opposition Congress MLA SI Jamir, who is also President of NPCC, wondered the manner in which the State Chief Minister was trying to shift the blame to the Center for his (Rio) failure to run the affairs of the State.

Jamir alleged that the so-called multiple underground taxations in the State was because of the failure of the State administration. He, however, disclosed that the people were prepared to contribute to underground once in a year but not in multiple ways. And when such activities were taking place in the State, it had directly affected the citizens and then it “automatically falls under the purview of law and order.” “The State has failed in maintaining law and order,” he alleged.
“We also have seen relative peace taking place in the State after the ceasefires between the Center and the Naga underground groups, even collection of taxes or extortions was not that much,” the NPCC leader said. “But, unfortunately, more factions gradually came up and then more problems increased due to one-upmanship amongst them.”

“However, there are ceasefires with the Center and they are bound by the mutually agreed upon ceasefire ground rules,” he stated.

But asking the Center to frame policy to provide sustenance for the Naga underground outfits was “ridiculous,” Jamir said adding, “It would be a political blunder if they (Naga underground outfits) accept such pattern. “Because they have been negotiating with the Center on equal footing,” he explained.

The late journalist from Imphal – Thangjam Dwijamani Singh was honored during the rededication of the Newseum Journalists Memorial. The ceremony was held on Monday, May 13, 2013 at 10 AM at the Journalists Memorial Gallery of the Newseum in Washington DC, USA.

The names of 82 journalists who died covering the news in 2012, and 6 additional journalists who died in previous years were added to the Newseum’s Journalists Memorial in the solemn ceremony.

Dwijamani’s name appears in two places in the Journalists Memorial – one etched in glass on the actual memorial and the other as a color photo on an adjacent wall. This is a permanent exhibit and visitors to the Newseum in Washington DC will be able to view Dwijamani’s name. KanglaOnline attended the ceremony and took photos of the event. A laminated collage of selected photos was presented to Dwijamani’s family by KanglaOnline on Tuesday, May 15 as a memento of the event.

It may be noted that John Powell, Exhibits Writer at the Newseum, journalists from the Imphal Free Press, and members of the KanglaOnline team were instrumental in communications between the Newseum and Dwijamani’s family.

Keynote speaker Richard Engel fondly remembered colleagues Marie Colvin and Anthony Shadid, who both died covering the conflict in Syria. In December 2012, Engel, chief foreign correspondent for NBC News, was kidnapped and held captive for five days in Syria, along with several members of his production crew.

With this year’s addition of 88 names from 2012 and previous years, the memorial will honor a total of 2,244 reporters, photographers, broadcasters and news executives from around the world, dating back to 1837.

KOHIMA, Jan 1 (NEPS): The Opposition Congress in Nagaland has confidently said the NPF government headed by Neiphiu Rio would “demit office very soon leaving the State’s economy in shambles.”

This was stated in a statement issued by NPCC here Tuesday. The Opposition Congress came down heavily on the Chief Minister Rio for his failure to attend the 57th National Development Council (NDC) meeting on December 28 last at New Delhi and terming it as “very unfortunate” for the people of Nagaland.
“His absence in NDC annual meeting showed that Nagaland’s economic growth was not his priority anymore,” the NPCC statement said and further revealing that the “NPF government will not return to power and therefore they have no more economic plan for the State in the 12th FYP.”

It said in Nagaland, with over 70% of the population engaged in agriculture, the growth target largely depended on this primary sector. However under NPF government, it contributed a dismal 19% only to the Gross Domestic Product (GDP) in 11th FYP. The contributions from secondary and tertiary sectors like industries, road constructions, electricity and water supplies were even more pathetic, the statement further stated.

“The tall claim of NPF government’s development achievement in secondary and tertiary sectors had nil returns in revenue that had contributed to 6.2% growth rate in 11th FYP. Corruption had eaten into the foundation of the State’s economy. The NPF government had over-spent the State’s wealth on over-eating and merry-making,” the NPCC said.

The Opposition Congress said all the Chief Ministers except Nagaland Chief Minister had presented their respective State’s plan for the 12th Five Year Plan (FYP).

Terming as “detrimental” the “casual attitude” of the Chief Minister for the economic growth of the State, the Congress explained the presentation made by Planning Minister T.R. Zeliang on behalf of the Chief Minister that it had “by and large” achieved the targets of the 11th five year plan was a “blatant lie.”

“Earlier on December 1, 2012, the Business Standard report had clearly stated that Nagaland had achieved just 6.2% growth against the target of 9.3% in 11th FYP which was the lowest in the whole of Northeastern States. While other NE States had confidently projected their targets above the national average of 8% for the 12th FYP, Nagaland State had failed to set the target,” the NPCC Statement said.
Stating that the NPF had no vision and economic road-map for the Nagas, the Congress said the NPF government had failed to bear the burden of the people.

It alleged that the NPF government in Nagaland had become a tyranny, besides having no heart for the people. “It had served a handful of coterie only,” it further alleged. “Under NPF government, justice had evaded the people of Nagaland.”

The Congress also charged the NPF Government that the “forced retirement of the government employees, the backdoor appointments, the failure to implement the appointment of graduate and undergraduate teachers, the failure to implement the schemes under the year of entrepreneurs,” were the harsh reminders of injustice dispensed by it.

“With the DAN legislators refusing to step down before the solution, election 2013 is imminent as scheduled,” it said adding, “Free and fair election alone will bring justice.”

The Oppisition Congress also expressed optimism that the party (Congress), if voted to power, was committed to provide a “God-fearing, responsible government” in the State.

KOHIMA, Nov 21 (NEPS): Minister for Forest and Environment MC Konyak said the State’s legislators under the banner of the Joint Legislature Forum (JLF) gave their best by meeting various Central leaders—the Ruling and the Opposition leaders alike and pressed upon them to expedite the on-going Indo-Naga peace process for an early settlement.

Talking to NEPS here on Wednesday, the senior DAN Minister, however, explained that the talks were between the Government of India and the Naga underground people and the so-called JLF was not a party to it. “Therefore, unless the parties in talks extend invitation to us to come and share our thoughts and ideas, we can’t simply interfere into,” he stated.

Konyak also expressed regrets that many Naga leaders were still in habit of indulging in mud-slinging each other with regard to the Naga political issue. “We are still living in the world of blame game,” he said asking, “Whether indulging in blame-gaming is really helping to the process.” “It is absolutely not helping, rather threatening the process,” he warned.

He called upon the Naga leaders to do some retrospection of their past Naga political sequences. Starting from the 1929, the Naga leaders submitted their memorandum to the Simon Commission, the declaration of the Naga Independence on August 14, 1947, the Naga Plebiscite of 1951, the first ever ceasefire between the Government of India and the Naga underground people in 1964 followed by political talks, the Shillong Accord of 1975, the ceasefire with the NSCN (IM) in 1997 and the last Ceasefire with the NSCN (K) in 2001. The last two ceasefires in 1997 and 2001 are still in operation. These sequences are the manifestations that there are political issues between the Government of India and the Naga people yet to be resolved, Konyak said.

The Minister praised late AZ Phizo, the towering leader of the NNC, as “wonderful” for he was a great political philosopher, though he was condemned for not condemning the Shillong Accord of 1975. Phizo made mistake as many leaders in this world. “But if we had positive attitude, we would not have seen so much fragmentations among the Nagas as of today” Konyak pointed out. “If we have positive attitude even now, it is never too late for finding solution to our longstanding Naga political issue.”

The Minister further called upon the Naga people that it was high time for them to stop the habit of blaming each other with regard to the Naga issue. “Everyone—be it in the Government or in the Opposition or national Workers or anyone—should rather contribute in whatever capacity they have at this crucial juncture towards finding solution to the Naga political issue,” he explained saying, “Our future lies on our coming together and not by blaming each other.”

The Minister also expressed his unhappiness on the then Indian leaders’ lacking wisdom that on many occasions, they could have resolved the Naga political issue without much struggle. Unfortunately many leaders then took the Naga issue so lightly that was responsible for today’s situation. And because of this unresolved Naga political issue, the insurgency movements in other parts of the region also cropped up, he explained. “Today, the Naga issue has not only become a national issue but also more complicated,” he said.

“As a politician, I also do know that the Government of India has to take a decision on the Naga issue that would be “a challenging task.” “But they have to take a decision somewhere, someday,” Konyak said adding, “You can’t keep things like that.”
