IMPHAL, September 3: Lamjing Meira Sapam Robinhood was finally laid to rest in a fitting traditional burial with prayers and salutation from thousands of people today.

The atmosphere was such that 117 people fainted during his funeral procession and were admitted at the Jawaharlal Nehru Institute of Medical Sciences.

Thousands of people from all walks of life participated in his last rites from early morning till late evening until his body was buried at the foothills of Awa Ching of Baruni Ching under Imphal East district around 6:30 pm.

Since early morning, people started flooding all routes towards the JNIMS morgue where the 17-year old`™s lifeless body was kept for nearly two months – 58 days to be precise- since July 8 when he was killed in police action against a student rally demanding implementation of the ILPS in the State.

Robinhood`™s body was carried in a Keiren Keichao adorned with traditional Heikat Leikat.

The JAC Robinhood along with the JCILPS and other supporting student bodies led the funeral procession from the JNIMS morgue to his residence in Lairikyengbam Leikai and to his birthplace, Keishamthong after a stopover at his school, Ananda Higher Secondary Academy.

The procession carrying his body also passed through Khurai Lamlong, Soibam Leikai, Nongmeibung, Yaiskul and after reaching Keishamthong turned backed.

At his Lairikyengbam Leikai, his family and relatives bade their final goodbyes and adorned his lifeless body with prayers and floral tributes. At his school there was an emotional condolence where the students and teachers paid their last respects.

People thronged the routes paying respect to the martyr, who had sacrificed his life for the indigenous people of the State.

Thousands chanted slogans of patriotism and acknowledgement of his sacrifice along the routes. The streets were adorned with floral tributes as people showered blessings and flowers to the body of Sapam Robinhood along the route.

Several people were emotional about his sacrifice and partake in the long distance march up to the hillock where he was buried.

The burial was preceded by solemn indigenous rituals including a Thang-ta salute and an adorning song composed for the martyr.

The tribute song was written by Narendra Ningomba with music and composition by Hamom Naba and Rahul.

Despite the scorching sun in the morning and the rain in the afternoon, the spirit of oneness and solidarity was solid and explicitly shown by the multitudes of men and women participating in the procession.

Men and women, young and old joined the funeral march and attended his burial ceremony without flinching despite the distance and the slippery uphill climb.

All those who had been on hunger strike till today also attended the funeral and decided to walk the length of the hill. And during the mournful funeral after sunset at the Awa Ching, several people fainted and since the back-up ambulance services was not sufficient, other volunteers assisted to transport the patients till the hospital.

During the funeral, there was a brief drizzle as the fog descended from the mountains to envelop the site.

And as darkness sets in, the body was buried with a mournful farewell from the thousands of well-wishers.

The Khetrigao Meitei Pangal inclusive of men and women, young and old conducted a cleanliness drive at the burial spot and the adjoining road during the last three days.

They also prepared the graveyard for Sapam Robinhood`™s burial today.

It may be mentioned here that late Sapam Robinhood died in police action on July 8 while he was participating in a rally demanding legal protection of the native people of Manipur.

The Government of Manipur ultimately passed three bills in the assembly on the 31 of August after the agitation aggravated following Sapam Robinhood`™s death.

THE MANIPUR SHOPS AND ESTABLISHMENTS

(SECOND AMENDMENT) BILL, 2015

to amend further the Manipur Shops and Establishments Act, 1972 (Manipur Act No. 4 of 1973).

 

 

Be it enacted by the Legislature of Manipur in the Sixty-sixth Year of the Republic of India as follows:

 

Short title and commencement

  1.      (1) This Act may be called the Manipur Shops and Establishments (Second Amendment) Act, 2015.

(2) It shall come into force from such date as the State Government may, by notification in the Official Gazette, appoint.

  1. In clause (6) of section 2 of the Manipur Shops and Establishments Act, 1972 (hereinafter referred to as the Principal Act), in between the words ”a person” and ”wholly”, the words ”who is registered with, and issued a valid identity card by the Registering Officer” shall be inserted.

 

Addition of new section 7 A

3. After section 7 of the Principal Act, the following new section 7A shall be added, namely, —

”7A. (1) The Registering Officer appointed under section 5A shall also be the Registering Officer for registration of employees under this Act.

(2) Every employer shall register the names and particulars of every employee employed by him, within a week of such employment, with the Registering Officer.

(3) An employer who fails to register an employee under sub-section (2) shall be liable to pay a fine of rupees five thousand.

(4) The Registering Officer shall issue, in such form and in such manner as may be prescribed, an identity card to such registered employee.

(5) The identity card issued under sub-section (2) shall be valid for a period of one year from the date of registration of the employee by the Registering Officer and shall be renewable for every one year. The employee shall surrender his identity card to the employer on cessation of his employment by the employer. The employer shall immediately furnish to the Registering Officer the name and particulars of the employees who ceased to be his employee.

(6) The Registering Officer shall maintain a register of registered employees and identity card in such form and in such manner as may be prescribed.

 

Amendment of section 37

  1. After clause (h) of sub-section (2) of section 37 of the Principal Act, the following new clauses (i) and (j) shall be added, namely —

”(i) form and manner of issue of identity card under sub-section (4) of section 7A.’

(j) form and manner of register to be maintained under sub-section (6) of section 7A.”

 

 

STATEMENT OF OBJECTS AND REASONS

The Manipur Shops and Establishments Act, 1972 provides for registration of shops/ establishments and regulation of employment and conditions of service of the employees employed in shops/ establishments.

The said Act does not provide for registration of employees employed in any shop or establishment and for issuing Identity Card. The proposed law is to provide for registration of employees by the employers and to issue identity cards to the employees to protect the interest of such employees.

Hence the Bill.

MEMORANDUM ON DELEGATION LEGISLATION

The proposed sub-section (4) of section 7A to be added by clause 3 of the Manipur Shops and Establishments (Second Amendment) Bill, 2015 seeks to empower the State Government to provide in the rules the form and manner of the identity cards to be issued to the registered employees.

Sub-section (6) of the said section 7A proposes to empower the State Government to provide in the rules the form and manner of the register to be maintained for the registered employees.

The delegations are not excessive and normal in character.

 

FINANCIAL MEMORANDUM

As and when the proposed Manipur Shops and Establishments (Second Amendment) Bill, 2015 is enacted, there will be no expenditure from the consolidated fund of the State.

THE PROTECTION OF MANIPUR PEOPLE BILL, 2015

BILL

to provide protection, maintenance of socio-economic and cultural balance of the Manipur People and for maintenance of peace and public order in the State of Manipur and regulation of entry into and exit from Manipur for Non Manipur persons and tenants in the interest of general and for matter connected therewith or incidental thereto.

BE it enacted by the Legislature of Manipur in the Sixty-sixth year of Republic of India as follow:

 

Short title, extent and commencement.

    1. This Act may be called the protection of Manipur People Act, 2015
    2. It shall extend to the whole State of Manipur.
    3. It shall come into force on such date as the State Government may, by notification in the Official Gazette, appoint.

 

Definitions

2.  In this Act, unless the context otherwise requires,-

(a) “Director” means the Director of Registration of Non Manipur Persons and Tenants, appointed under sub-section (2) of section 3 of this act;

(b) “Manipur people” means Persons of Manipur whose name are in the National Register of Citizens, 1951 Census Report 1951 and Village Directory of 1951 and their descendants who have contributed to the collective social, cultural and economic life of Manipur;

(c) “Non-Manipur person” means a person who is not covered by Clause (b) of Section 2, and who intends to visit the State of Manipur with a Pass issued under sub-section (4) of section 4;

(d) “owner” means a persons who owns land, building, hotel, motel or any other property in the State and includes a power of attorney holder or a person duly authorized to be in charge of the same.

(e) “Pass” means an authorized document issued by the Registration Authority under this Act;

(f) “prescribed” means as prescribed by rule made under this Act;

(g) “registration authority” means the registration authority for registration of Non-Manipur Persons designated under section (3) of section 4 of this Act;

(h) “State” means the State of Manipur;

(i) “State Government” means the State Government of Manipur; and

(j) “tenant” means a person to the State and who pays rent of hiring charges for temporary use and occupation of land, building, or other property and this definition shall continue this Act only.

 

Directorate of Registration of NonManipur Persons and Tenants

  1. (1) For the purpose of this Act, the State Government shall establish a Directorate of Registration of Non Manipur Persons and Tenants consisting of a Director and as many officers and staff as it may consider necessary.

(2) An officer not below the rank of Class-1 Officer of the State Government shall be appointed as the Director by          the State Government.

(3) The salaries and allowances and other conditions of the service of the Director, shall be as permissible under the relevant service rules and salaries and allowances of other officers and staff shall be such as prescribed by and the officials and officers of the Directorate shall be under the administrative control of the Home Department of the Government of Manipur, which shall open a special cell for the purpose.

(4) Every officer and staff of the Directorate of Registration of Non-Manipur Persons and Tenants shall be subordinate to the Director.

(5) The Director shall supervise the registration and issue of passes to the Non Manipur Persons and receipts to the owners hosting the tenants and shall have other administrative powers and functions as prescribed.

 

Registration of Non Manipur persons and establishment of registration centre

  1. (1) At the commencement of this Act, every Non Manipur Person entering the State shall register himself with the registration authority designated under sub-section (3) of this section.

(2)For the purpose of sub-section (1), the State Government shall establish registration centres for Non Manipur Persons at such places as may be notified in the Official Gazette by the State Government from time to time.

(3) The State Government shall designate as many officers of the State Government as the registration authority at every registration centre for registering the Non Manipur Persons entering the state.

 (4) The registration authority shall, if he is satisfied that the Non Manipur Person is a bonafied citizen of India, issue a Pass to the Non Manipur Person, in such form and in such manner as may be prescribed, specifying his place of origin and the period of stay which shall not be more than six months from the date of issue:

Provided that the period of stay may be extend from time to time by the Director:

Provided further that when a Non-Manipur person is denied to the issue of a Pass by the registration authority, he may make an application to the Director for redressal of his grievances and to enable such person to approach the Director for the purpose, a temporary Pass may be issued. 

Explanation.- For the purposes of this section, a Non Manipur Person shall be deemed to be citizen of India on production of his voter’s identity card issued by the Election Commission of India or ration card issued by a competent authority or such other documents as may be prescribed.

(5) The registration authority shall maintain a register containing the passes issued to the Non Manipur Persons, shall submit a report of such registration to the Director.

 

Compulsory Registration of Non Manipur persons and tenants

  1. Every owner who lets out accommodation to a Non Manipur Person shall maintain a register in such from as may be prescribed and enter the name and particulars of every Non Manipur Person as tenant, and particulars of such entries shall be submitted by the owner to the Director for every fortnight.

 

Issue of receipt to the owner

  1. The Director shall enter the name and particulars of the Non Manipur Person furnished under section 5 by the owner in a register to be maintained in such form and in such manner as may be prescribed, and shall be issue a receipt to the owner in such form and in such manner as may be prescribed, to effect that the tenant has been registered by the owner of the premises.

 

Offence and penalty

  1. Any owner who fails to furnish the names and particulars of the tenants to the Director within the period specified in section 5 shall be punishable with fine up to a minimum of two thousand rupees but not exceeding five thousand rupees.

 

Persons to be exempted

8. The provisions of this Act shall not apply to-

(a) the native people of the State of Manipur

(b) persons employed in connection with affairs of the Union Government, the State Government, Public Undertaking, and persons employed by a local authority or a body established by law with the approval of the state Government, high dignitaries, students of educational institutions situated in the state or such other persons may be determined by the State Government from time to time.

Explanation.- For the purpose of this section, production of a valid card issued by the concerned authority of the employee or the educational institution or such other documentary evidence for such employment or studentship.

Protection of action taken in good faith

  1. No suit, prosecution or other legal proceedings shall lie against any officer of the State Government for anything which is in good faith done or intended to be done under this Act.

 

Power to make rules

10. (1) The State Government may, by notification in the Official Gazette, make rules to carry out the purpose of this Act.

(2) In particular and without prejudice to the generality of foregoing powers, such rule may provide for all or any of the following matters, namely,-

(a) the salaries and allowances and conditions of the service of the officers and staff under sub-section (3) of section 3;

(b) to establish registration centre for Non Manipur Person under sub-section (2) of section 4;

(c) form and manner of issue of pass to be issued to the Non- Manipur persons under sub-section (4) of section 4;

(d) form and manner of renewal of Pass issued under this Act under sub-section (4) of section 4;

(e) forms and manner of issue of the receipt to be issued to the owners under sections 6;

(f) form and manner of maintenance of the register under sub-section (5) of section 4 and section 6; and

(g) any other matter which is required to be, or may be prescribed.

(3) Every rule made under this Act shall be laid, as soon as may be after it is made, before the Manipur Legislative Assembly, while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive session, and if, before the expiry of the session immediately following the session of successive session aforesaid, the House agrees in making any modification in the rule or the House agrees that the rule should not be made, the rule shall, thereafter, have effect only in such modifies form or be of no effect, as the case may be, so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.

 

Power to remove difficulties

  1. If any difficulty arises in giving effect to the previous of this Act, the State Government may, by order, make such provisions or give such directions not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for the removal of the difficulty.

Provided that no such power shall be exercised after the expiry of a period of two years from the commencement of this Act.

 

 

STATEMENTS OF OBJECTS AND REASON

Manipur is one of the hill States in the North-Eastern region of India. Manipur has a geographical area of 22,327 sq km which constitutes 0.7% of the total land surface of India. 90% of the total geographical area of the State, i.e. 20,089 sq km is covered by hills and the remaining area is a small valley covering only 2,238 sq km. According to 2011 Census, the population of the State is 28.56 lakhs approximately. The density of the population of Manipur as per 2011 Census was 128 per sq km against 103 per sq km in 2001 Census. The population growth rate of Manipur is found to be higher than that of India.

Before the merger of Manipur to India on 15-10-1949, the entry into Manipur was regulated by imposition of a permit system. That permit system was abolished w.e.f. 18-11-1950 by a notification issued by the then Chief Commissioner of Manipur. Since then, there is no restriction on the entry by the citizen of India. The increase in the population has caused a panic in the mind of the people of Manipur. Of late, a mass movement by the people of Manipur of losing their existence can be done away with a reasonable restriction in the influx of Non-Manipur people. Further, the Non-Manipur people who intended to stay in the State as tenants need to be regulated with certain reasonable restrictions.

It has become therefore, expedient to enact a law to maintain tranquility and police order in the interest of general public by registering the Non-Manipur people and the owners who provide accommodation to the tenants.

The Bill proposes to establish a Directorate for effective supervision to the implementation of the issue of Pass to the Non-Manipur people and issue of receipts to the owners hosting the tenants in the State of Manipur.

MEMORANDUM ON DELEGATION LEGISLATION

Sub-clause use (3) of Clause 1 of the Bill proposes to empower the State Government to appoint the date for coming into force of the proposed law.

Sub-clause (3) of Clause 3 of the Bill seeks to empower the State Government to prescribe the salaries, allowances and conditions of service of officers and staff of the Directorate of Registration of Non-Manipur persons and tenants.

Sub-clause (2) of Clause 4 of the Bill proposes to empower the State Government to determine places for establishment of the registration centres.

Sub-clause (3) of Clause 4 seeks to empower the State Government to designate as many officers of the State Government as the registration authority.

Sub-clause (4) of Clause 4 of the Bill seeks to empower the State Government to prescribe the form and manner of issue of the pass.

Clause 5 empowers the State Government to prescribe the form of register to be maintained by the owner for entering the names and particulars of the tenants.

Clause 6 empowers the State Government to prescribe the form and the manner for maintenance of the register and the receipt by the Director.

Clause  8(b)  empowers  the  State  Government  to  determine  other  persons  to  be exempted from the application of this proposed law.

Clause 10 provides the general rule making power to carry out the purposes of this proposed law.

Clause 11 of the Bill empowers the State Government to remove difficulties for a period of two years from the date of the commencement of the proposed law.

The delegations are not excessive and are normal in character.

 

 

FINANCIAL MEMORANDUM

As and when the proposed law is enacted and implemented, to enable the proposed Directorate and its sub-ordinate offices function fully, there will be an approximate non-recurring expenditure of Rs. 10.00 crores for the development of infrastructure and an approximate recurring expenditure of Rs. 80.00 lakhs per annum on account of salaries, maintenance etc. form the Consolidated Fund of the State for running the Directorate of Registration of persons and tenants.

IMPHAL, August 26: Even after the State government has signed an agreement with the Joint Committee on Inner Line Permit and agreed to incorporate all resolutions of the two people`™s consultative meetings, the movement demanding introduction of the ILP continues.

Demanding the ILPS, a new batch of hunger strikers launched their strike today in both the Imphal East and West district.

At Thangmeiband THAU opposite waiting shed three persons Shamurailatpam Dhananjoy Sharma, 43, son of Late Sh Gourachandra Sharma of Nagamapal; Aribam Ibomcha 25, son of (L) A Brajamani of Nagampal Soram Leirak and Salam Arun, 48, son of S Jugeshwor of Nagamapal launched their hunger strikes since 7:30am.

At Khongman mangjil Oriental Club, Brahmacharimayum Narendra Sharma, 24, son of B Gopiraman Sharma of Khongman Mangjil Mamang Leikai launched his strike since 5pm of August 25 after the police arrested Gurumayum Supermass, 33, son of G Bashanta Sharma around 4pm the same day.

At Takyel Kolom Leikai Waiting Shed, three 19-year olds namely Yumnam Henkoree; Shamurailatpam Samita and Aheibam Devshri had launched their hunger strike since 2pm yesterday. All three are from Takyel Kolom Leikai.

Meanwhile, four of the DESAM volunteers who were among the 13 who escaped yesterday from the Observation Home yesterday were picked up by the authorities today around 4:30pm.

Police had also arrested six other hunger strikers today.

Meanwhile, seven new volunteers of the student body entered into hunger strikes in front of their office since 9pm today.

They are identified as Thambal Marik College student Nognthombam Naoba 18, son of (L) N Shyamkeshore; North Point Higher Secondary student Huidrom Jonshon 16, son of H Bubhon; secretary coordinate and organization Imphal West DESAM, Yensembam Ashokkumar, 17, son of Y Ingo; Wangoi Higher Secondary student Mayengbam Somorjit, 21, son of M Brojen; Thambal Marik College student Oinam Romesh Singh 17, son of O Ranjit; DM College of Science student Loitongbam Poireihanba Meitei, 20, son of L Manitombi Meitei and North Point Higher Secondary Namairakpam Chingkhi 12, son of N Ranjit.

Meanwhile, sources said nine volunteers of the JCILPS Student Wing were admitted to JNIMS by the JCILPS team after their conditions deteriorated.

CPDM: Why did you leave manipur and choose Delhi for your studies?
Irengbam Priyobata: I didn’t very much liked the idea of leaving Manipur for studies and I wanted to study in Manipur.  On the other hand, my parents wanted me to study out of town because colleges in Manipur have low teaching standards. These circumstances drove me to Delhi University for my education.

CPDM: Which class are you in? Please tell us the name of your institute too.
Irengbam Priyobata: I have completed my graduation this time in Zakir Husain College, Delhi.

CPDM: What is the purpose of your education?  What ambition in life motivates you to pursue education?
Irengbam Priyobata: For knowledge and certificate. There were many things I wanted to become in life but none of them lures me now. My family elders have pressured me to get a job and make their lives happy and comfortable. I will fulfil their wishes, but I didn’t pursue education for these.

CPDM: What are your views on the inner line permit system movement in manipur? Do you think it is a right movement? Please share us your thoughts.
Irengbam Priyobata: Inner Line Permit System is a movement of the people and calls for saving the indigenous people of Manipur. But who is an indigenous person? Will only those persons residing in Manipur prior to 1951 be called indigenous people? There are many questions here. The agitators should know this first and take part in the movement. There are outsiders who have moved to Manipur in 1956, call Manipur their homeland and have no other home in other states of India. I wonder where they stand in the ILP question.

CPDM: How have you come to know about the inner line permit system? Would you share it with us?
Irengbam Priyobata: I have been participating in the ILP movement since I was in class 9. In classes 11 and 12 too, I have participated in various movements in Manipur. But I didn’t consult books and papers to know more about it. After coming to Delhi, I knew more about it from Manipur Students’ Association, Delhi.

CPDM: Do you think the student community should/ should not participate in the ilp movement? Please elaborate your statement.
Irengbam Priyobata: I believe the students should be the ones taking a more proactive role in the Inner line permit system movement, for this movement is for the future generation. His education is useless if a student just studies for the sake of studying and not take part in state issues. There are many benefits of students taking part in the movement, our system discourages non students to take lead roles in any agitation.  We have a tradition of killing people on false charges too.

CPDM: Do you think students who have left manipur for their studies should take part in political activities of such nature? Please elaborate.
Irengbam Priyobata: Those who have gone out to study are still Manipuris. All of their family members reside in Manipur, nor has the student changed his residence. It’s just a matter of few years, one day he will go back to his birth place. So, he should participate in the incidents and movements related to Manipur. Even if I leave home, I must save my home from brning if a fire breaks out.

CPDM: Have you taken any initiative/ active role in the ilps movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Irengbam Priyobata: I was the monitor of my class in 11th standard. There was a great movement organised by AMSU, DESAM in those days. I led my school in the sit in protests. No one forced me and I was happy to be a part of it. In 2014, I played a major role in the signature campaign on ILPS in Delhi. This time around too, as the President in charge of MSAD, I am in the forefront supporting this movement.

CPDM: what are the reasons for the failure of ilps demand movement?
Irengbam Priyobata: The movement going in the wrong direction, the government orienting it in a way which pleases them and lack of unity.

CPDM: What do you want to say to the government of manipur with regards to the inner line permit system movement?
Irengbam Priyobata: It is a people’s movement. In a place like Manipur, where numerous small and numerically weak indeginous communities exist, saving them and protecting them is very important.

CPDM: Inner Line Permit Ki Khongjang Asiga Mari Leinana Nahakna Manipur Police Amasung Government Forces Singgi Mafamda Kari Hainingbage?
Irengbam Priyobata: In a democracy the people can ask for any sorts of demand and this uprising is not a personal one. The police and we are not enemies. Every Manipuri force has become a faithful dog to their masters. Don’t all of them support the ILPS demand, or, have their uniform made them dogs? The genesis of all is this dog government who have unleashed their other underdogs.

CPDM: What message do you want to convey to the leaders and civil society organisations of ilps movement?
Irengbam Priyobata: It is easier to start a movement than to sustain it till the goal is achieved. Don’t want a temporary movement which lacks goal. Since you have already stepped in, we don’t want anything other than the goal itself and we won’t settle for anything. I want the leaders to set a target and see how far we can move forward. I don’t want the people’s movement to get hazy but wish their voices get shriller without break.

Extend existing ILPS in State: ATSUM tells government

KANGPOKPI, August 25: Deeply concerning the grave tension prevailing in the state the All Tribal Students` Union Manipur (ATSUM) today rendered two chains of commands to Chief Minister O. Ibobi Singh in an open memorandum in order to effectively address the grievances of the JCILPS and maintains public tranquility and return to normalcy.

The memorandum is signed by its acting president Joseph R Hmar.

ATSUM`™s two steps are, firstly, the Government of Manipur should extend the existing ILPS Act to stop further entry of non-natives/non-locals.

Secondly, the State government should form fully represented committee to examine the demographic impact of existing non-natives/non-locals in the state.

As this exercise would take time, the involvement of local public in the form of agitation would paralyze for months and years which would have serious adverse impact on the state socially and economically, the open memorandum of ATSUM added.

It further said that, Hill Area Committee would have to be involved if the tribal areas are covered.

ATSUM also appealed Chief Minister Okram Ibobi Singh to ensure suitable legislation to extend the ILP Act to Manipur at the earliest in the interest of the suffering local masses and only after such extension of the Act, to seriously as well as cautiously take up the second step to redress any adverse demographic impact due to the entry of non-natives/non-locals.

However, ATSUM cautioned that the second step given by them cannot and should not be taken up before or together with the first step under any circumstances.

IMPHAL, August 21: Altogether 36 hunger strikers including several students have been picked up by the police in Imphal alone since hunger strikes were launched some days back at separate venues as part of the movement demanding the introduction of the Inner Line Permit System in the State.

Nevertheless, there has been no dearth of volunteers to continue the hunger strikes.

Altogether 18 volunteers including 16 students launched new hunger strikes today demanding implementation of the ILP in the State.

A team of the Imphal West police picked up the eight Democratic Students`™ Alliance Manipur volunteers on hunger strike since Wednesday. The volunteers were picked up around midnight from in front of the DESAM office where they were on hunger strike.

However soon after nine more volunteers came out and took the places vacated by the earlier eight.

The nine student volunteers who launched their hunger strike around 1am today are identified as B Sc 3rd semester student of DM College of Science Mayanglambam Kanglei Meitei, 20, son of M Rameshwar Meitei of Kakching Wairi; B Com 5th semester DM College of Commerce student Loitongbam Sanatomba Singh, 20, son of L Shamungou Singh; class XII student of Wangoi Higher Secondary School, Wangkheimayum Malemnganbi Chanu, 16, daughter of W Premchandra Meitei; B Com 3rd semester student of DM College of Commerce Ningombam Sanjoykanta 19, son of N Ibotombi Singh; B Com 3rd semester student of DM College of Commerce Yumnam Loyangamba Meitei, son of Y Nimai; BA 5th semester student of Moirang College Kongjengbam Romit Singh, 19, son of K Rajen Singh; class XII student of CC Higher Secondary School Suraj Kshetrimayum, 17, son of Ksh Khamba; class XII student of Delhi Public School Moirangthem Nelson Singh, 21, son of M Ibomcha Singh and class XII student of Ibotonsana Girls`™ Higher Secondary School Thingujam Henthoibe De

Meanwhile, around 8am today, Laimayum Krishnakumar Sharma, 45, son of (L) L Madhop Sharma of Thangmeiband Watham Leirak continued a hunger strike in place of Thongam (o) Apabi Devi, 65 wife of Th Modushudon Singh of Thangmeiband Hijam Leikai who was arrested by the police.

27-year-old Karam Romila daughter of K Nabakumar of Chingmeirong East and 17-year-old Kram Chinglembi, daughter of (L) K Nugjeng of Chingmeirong East and studying in class XI at the EK Higher Secondary School started their hunger strike at Chingmeirong after police arrested two other hunger strikers Sh Krishnamani Sharma, 52 and Ngaidoinei (Boinu) Vaiphei, 16 on August 20 evening.

Meanwhile, in Imphal East, five students including two girls launched their hunger strike in front of the Ananda Singh Higher Secondary Academy today after an official team of Manipur Commission for Protection of Child Rights, Childs Welfare Committee Imphal East, Juvenile Polise Unit Poromapat and CMO Imphal East had picked up the earlier student hunger strikers this early morning around 6:10.

It may be mentioned that the earlier batch of student hunger strikers had opposed several attempts of the official team to pick them up yesterday.

The new student hunger strikers are identified as Ramlal Paul Higher Secondary School student Khaidem Johnson Singh, son of Kh Taniya Devi; Ananda Singh Higher Secondary Academy student Malemnganba Thounaojam, son of Th Medha; class XI Arts student of TG Higher Secondary School student Kh Malemnganbi Chanu, daughter of Kh Tomba Meitei; class X student of Standard Sacred Heart Higher Secondary School Puspa Khumukcham, daughter of Kh Tiken Singh and class XII student of Ramlal Paul Higher Secondary School Yumnam Luwangcha Meitei, son of Y Suresh Meitei.

A 20-year old woman, Shirimayum Thajamanbi Devi daughter of Sh Tiken Sharma of Khongman Zone II Imphal East has also launched a hunger strike at the Oriental Club, Khongman Mangjil.

Speaking to media persons, the B Sc 5th semester student of DM College, said she will continue with her fast until the ILP is implemented in the State.

She also urged the government to fulfil the people`™s demand and allow re-opening of the educational institutes in the State.

THOUBAL, August 21: Endorsing the stand of Joint Committee on Inner Line Permit System (JCILPS) which is spearheading the ongoing mass movement demanding the government to pass an acceptable bill to effectively monitor the alarming entry of outsiders into the State, two members of Apunba Nupi Khunai Lamjing Meira Lup Imphal East Yairipok Branch, including a Muslim woman have launched fast unto death agitation at Yairipok Tampha Keithel, Thoubal district from today.

It may be mentioned that president of Apunba Nupi Khunai Lamjing Meira Lup Imphal East Yairipok Branch Asem Ibetombi Devi had launched the same stir at Yairipok Laimanai Thongkhong from yesterday in support of the collective demand.

The two hunger strikers are identified as Oinam Sumati, secretary of Apunba Nupi Khunai Lamjing Meira Lup Imphal East Yairipok Branch and finance secretary Khulakpam Tabob Bibi.

They launched the hunger strike after getting permission from Asem Ibemtombi.

A large number of ILPS supporters chanting slogans demanding ILPS implementation escorted both of them up to the venue where they launched the stir.

Members of JCILPS Yairipok Wing are guarding the two women hunger strikers at the venue.

Meanwhile, the three members of DESAM Thoubal Branch who launched fast unto death agitation at Thoubal Wangmataba Devi Mandop from August 19 in solidarity to the people`™s movement have been arrested by a team of police led by SDPO Thoubal this early morning.

The arrested hunger strikers are identified as Laitonjam Anamika Devi (game & sports secretary of Waikhom Mani Girls College) from Charangpat; Khudongbam Rabi Meitei (president of DESAM Thoubal Branch) from Heirok and Sapam Rabita Chanu (student of Chaoyaima Higher Secondary School) from Thoubal Wangmataba Mathak.

Meanwhile, another three volunteers of DESAM have also started launching fast unto death agitation from today morning around 7.30.

They are identified as Maibam Memicha Chanu (girl`™s common room secreatry of Waikhom Mani Girls College) daughter of M Ranjit of Thoubal Wangkhem; Moirangthem Arundash (Class XII science student of Fancier Abhiram Higher Secondary School) son of M Sarat of Thoubal Khshetrimayum and Lourembam Manimatum Singh (Class XII science student of Chouyaima Higher Secondary School) son of L Ibomcha of Thoubal Wangmataba Sorok Makha.

The three hunger strikers are being manned by women vendors at Thoubal Keithel.

Thoithoi Huidrom: I have completed my M Sc. from Central Agricutlural University, Imphal West.

CPDM: What is the purpose of your education?  What ambition in life motivates you to pursue education?
Thoithoi Huidrom: To learn, gain knowledge and wisdom and be an independent person. I would like contributing to the society and bring about positive changes and help build a better environment for the future.

CPDM: What are your views on the Inner Line Permit System movement in Manipur? Do you think it is a right movement? Please share us your thoughts.
Thoithoi Huidrom: It is quite natural and justified for an ethnic minority to feel threatened by the majority. So, for the protection of the vulnerable section ILPS is an effective tool. There is enough evidence to prove that such vulnerable sections will soon be engulfed by the massive influxes of outsiders. This will also result in a major humanitarian crisis. Democracy is a game of numbers, we presently (apparently in the future too) don’t have any say in central politics; we don’t want it to happen atleast in the state. There is a common myth that ILPS is mainly for the labour force from major Indian states. This is simply not true. With a porous international border India shares with her neighbours, many foreigners from Bangladesh, Myanmar, and Nepal have entered Manipur illegally, despite the ginormous presence of heavily armed security forces and their unwarranted sweeping powers. With such threats happening in broad daylight, there has to be a law which checks the inflow of foreigners and other immigrants so that the local population is protected. This is why I support ILP system in Manipur.

CPDM: How have you come to know about the Inner Line Permit System? Would you share it with us?
Thoithoi Huidrom: From newspapers and the internet, mainly the social media.

CPDM: Do you think the student community should/ should not participate in the ILPS movement? Please elaborate your statement.
Thoithoi Huidrom: I would here refer to the cliché, “students are tomorrow’s future”. They have every right to decide their future and take part in activities which will affect them the “most” in the near future.

CPDM: You are a woman, and it is a popular notion that women should restrict themselves to the tit bits of family matters and not take active role in politics. What are your views here?
Thoithoi Huidrom: Such are popular myths. But the point is to challenge and prove them wrong. In our society, most women do not confine themselves to the four corners of the wall. Many are bread earners and maintain a fine balance between work and family life. So, if any woman chooses to be in politics she can do well, provided she has the will. But yes, I also conform to the fact that only a microscopic sample of women are in politics today in our society. Breaking the stereotype by a handful can do wonders.

CPDM: Have you taken any initiative/ active role in the ILPS movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Thoithoi Huidrom: Yes. I have participated in the sit in protests and rallies out of my own will. I also play the role of educating the people about the urgent need of ILPS in Manipur and why people should support it.

CPDM: Who and where was the movement organised? How was it organised? What form of movement was it?
Thoithoi Huidrom: Locality level women torch bearers were the forerunners of the movement. It was basically a peaceful march.

CPDM: How far has the movement/agitation been successful? Please elaborate.
Thoithoi Huidrom: I won’t call the movement a success until ILP system is implemented.

CPDM: What are the reasons for the failure of ILPS demand movement?
Thoithoi Huidrom: The government which lacks spine and pay no heed either to public interest or sentiment is to be the number one culprit. Secondly, many among us are divided on this issue. The neo-liberals and metro lived elites and intellectuals think that it’s a backward movement against the tide of globalisation and their bookish, practically unfeasible theories, when in fact, globalisation is also one reason as to why there must be some regulation to help preserve and protect the numerically weak ethnic indigenous masses. Thirdly, there are enough sceptics ready to clap hands and say “this is Manipur…nothing can be done. You are only wasting your time.” Such discouragers themselves don’t do anything productive for the society yet fill the minds of people with doubt and render them hesitant to either support or take part in the movement.

CPDM: What do you want to say to the government of Manipur with regards to the inner line permit system movement?
Thoithoi Huidrom: I want the government to understand the reasons for public fear and apprehensions which has led to the present unrest and do the needful from their side. The public has had enough of their wait and watch policy and is now at the brink of explosion. Take necessary actions as soon as possible for the benefit of everyone.

CPDM: What do you want to say to the government and police forces of Manipur on the issue of ILPS implementation?
Thoithoi Huidrom: The savage actions of the Manipur police commandos are beyond words. Protests are an integral part of a democratic government. The excessive and unnecessary use of force on protesting civilians and students is utterly uncalled for. A precious life would not have lost had the commandos just did their duty of controlling the crowd and not “attacking” them as if they were some foreign enemy.

CPDM: What message do you want to convey to the leaders and civil society organisations of ILPS movement?
Thoithoi Huidrom: For the sake of our future generations, our culture, script and traditions, please continue the movement without dismay. The people are with you. Let not our identity be reduced to some research documents. Stop not till the goal is achieved.

IMPHAL, August 17: The State MLAs should tender their resignations if they are unable to support the demand for implementation of the ILPS in the State, and if they do support the demand then they should act accordingly, asserted Laishram Gunindro who had launched an indefinite hunger strike yesterday demanding implementation of the ILP in the State, today.

Laishram Gunindro a member of Thangmeiband Leo Club and Leisangthem Pratap, president of the Thangmeiband Sinam Leikai Naharol Leisemba Club had launched their hunger strike since yesterday at the Thangmeiband Sinam Leikai bus shed. Six others had also started a similar hunger strike near the Khurai Lamlong Bridge yesterday.

All the eight hunger-strikers refused a medical team to conduct their health check-up at their respective sheds and mockingly demanded that the team first check the conditions of the Chief Minister, deputy Chief Minister and the Education minister.

At the same time, the five students continuing a similar indefinite hunger strike in front of the Ananda Higher Secondary School had also refused medical check-up today.

Speaking to media persons, Gunindro said all the MLAs of the State should clarify on their stand regarding the present demand for ILP.

He said all those who cannot support or endorse the demand should step down, whereas those who support it should come out and joint the people in their movement.

The present government, which has created this more than a month and a half long chaos in the State, is a total failure, he said.

Our indefinite hunger strike is only against the government`™s neglect of the ongoing agitation, he claimed.

Laisangthem Pratap further appealed to their supporters and friends not to bring their family members near their station.

He said seeing their family member will weaken his will to continue with the strike.

Pratap also lamented the government saying that it is surprising that the government neglect the people to such an extent.

The government seems to have no consideration for the daily bread earners who are the most affected by the present turmoil in the State, he added.

Meanwhile, Pratap vomited some bile around 11:30am, but he and his supporters didn`™t allow the medical team to check his condition.

The six agitators at Khurai Lamlong Bridge namely Sumanta Manoharmayum, Romendrajit Moirangcha, Tenison Akoijam, Yumnam Langdaiba Meetei, Deepshor Lairikyengbam and Jamson Hourokcham also denied the medical team to check their health.

They also asserted that it is unfortunate that the State police seem to be unaware of the meaning of hunger strike.

Sumanta said their fasting was started voluntarily since 7am yesterday endorsing the demand for the ILPS and the JAC Robinhood.

He said it is however, unfortunate that the Imphal East commandos fired tear gas shell towards their fasting shed last night.

Meanwhile, a medical team of the CMO Imphal East had reached out to the site to check their agitation, however, they were denied by the hunger strikers.

The hunger strikers`™ and their supporters`™ main contention for denying the medical team was that the team was there to only ascertain whether they had survive last night`™s police action of firing tear gas shells.

Sumanta said they had told the medical team to first check the Chief Minister, deputy Chief Minister and the Education minister.

The ministers seem to have gone out of their mind in the present situation, and need the medical check-up more than us, he mocked.

IMPHAL, August 12: The much awaited second round of talks between the State government and the JCILPS failed to arrive at a positive conclusion today.

The talk held inside the Chief Minister`™s bungalow was a crucial determiner of whether the following days will witness more agitations or bring an end to the present turmoil. However, the latter option seem far-fetched for the time being considering the outcome of the meeting between the JCILPS spearheading the ongoing demand for the implementation of the Inner Line Permit System in the State and the government.

JCILPS convenor, Khomdram Ratan told media persons that the JCILPS have been demanding the government to include its 5-points in the ILP bill which is present under process however, at present although there are deliberations to imbibe the points in the bill, there has been no positive response from the government endorsing the demand.

The JCILPS convenor was talking to media persons at the gate of the CM`™s bungalow after the second meeting which was attended by a 20-member team of the JCILPS including technical advisors and the Chief Minister and his cabinet ministers.

Even though the marathon sitting commenced from 4 pm today and continued till late into the evening lasting about five hours, both parties failed to reach to a positive agreement.

Ratan said, the JCILPS had once again urged the government to include its five-point demand in the proposed bill.

We have done our bit, now the rest is upto the government, he said.

`We have urged our part for amendments in the proposed draft Bill, now it is left to the government to decide,` he said.

He mentioned that if the government fails to include the five points, the agitations in the State will continue.

He also clarified the misunderstanding between the JAC of Sapam Robinhood and JCILPS regarding claiming of Robinhood`™s body .

As the talks also failed to arrive to a positive conclusion, he announced that Robinhood`™s body will not be accepted.

He mentioned that the JAC members were informed about the meeting and further requested to join in, but there was no positive response from their side.

When asked why the meeting took so long he replied that their five-points has 99 pages and it takes time to explain each and every point to the government representatives.

He said that JCILPS will stick with the resolution taken during the people`™s convention setting August 15 as deadline for the government to table a Bill in the Manipur Legislative Assembly.

If the government fails to do so JCILPS will discuss with the public and launch more intense agitations.

He said that copies of the dummy bill filed by the government appointed committee were handed to them during the meeting so they were not able to study it thoroughly due to time constrains.

Ratan added that there are no more further round of talks scheduled with the State government in future, and it is left entirely to the government whether to include the 5 points raised by the JCILPS and bring a positive ending to the ILP issue.

CPDM: Where are you presently located?
Chingtham Balbir: Delhi.

CPDM: Why did you leave manipur and choose Delhi for your studies?
Chingtham Balbir: The law and order situation in Manipur and the inadequate colleges there were the reasons I came to Delhi for my education.

CPDM: Which class are you in? Please tell us the name of your institute too?
Chingtham Balbir: I have given my 3rd year exam. I study in Zakir Husain oCllege.

CPDM: What is the purpose of your education?  What ambition in life motivates you to pursue education?
Chingtham Balbir: I would say to gain knowledge, wisdom and be independent, live at par with others in the society. I want to be someone who can direct the Manipuri society in the right way and so I am getting educated.

CPDM: What are your views on the inner line permit system movement in manipur? Do you think it is a right movement? Please share us your thoughts.
Chingtham Balbir: I don’t know the nitty gritty rules of ILPS and its provisions. But all in all, I support the cry to save the indigenous people and their resources.

CPDM: How have you come to know about the inner line permit system? Would you share it with us?
Chingtham Balbir: I am a member of Manipur Students’ Association Delhi. So, I get the news and knowledge of what happens in Manipur.

CPDM: Do you think the student community should/ should not participate in the ilp movement? Please elaborate your statement.
Chingtham Balbir: Since this is the people’s movement, I don’t think there should be a separate element called “students”.

CPDM: Do you think students who have left manipur for their studies should take part in political activities of such nature? Please elaborate.
Chingtham Balbir: When students of developed places leave their land and attend colleges elsewhere, it can be inferred that they do it because they wish to learn, explore and gain the experience of other developed places. But our Manipuri students’ chapter is a different one. We are forced to migrate to other places because of the prevailing situation. Again, we cannot study freely in other places. We face financial problems and live in tiny rooms like refugees. This is certainly not indicative of people from developed places seeking knowledge. Considering such facts, I think it is necessary to participate in political activities even if we are far away, so that we can make our homeland a better place.

CPDM: Have you taken any initiative/ active role in the ilps movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Chingtham Balbir: Yes. In 2014, during the ILPS agitation, the state forces committed excesses to the student agitators. On this a memorandum was submitted to the President of India. We also organised discussions and campaigns in various colleges on this issue.

CPDM: What are the reasons for the failure of ilps demand movement?
Chingtham Balbir: Difference in opinions among the leaders. Lack of proper research in the field and vague demands by the agitators, I think, are the main reasons.

CPDM: What do you want to say to the government of manipur with regards to the inner line permit system movement?
Chingtham Balbir: Politically negotiate the demands of the people.

CPDM: What do you want to say to the government and police forces of manipur on the issue of ilps imlementation?
Chingtham Balbir: Police should perform their duty properly. They should not function like a mercenary forces just for guarding the ministers. They should not pour out their frustrations to the public. The police are for the protection of the people. They must not treat the people as their enemy.

CPDM: What message do you want to convey to the leaders and civil society organisations of ilps movement?
Chingtham Balbir: The movement is not for a selected few. A rigorous discussion of the present movement is recommended and the demands put forward shoud be made crystal clear to the public. Pamphlets and publications can be a means to mobilise the public. Depending merely on public emotions and sentiments to win the movement will be difficult.

Killing of 21 people due to flash flood and landslides in Manipur was not Headline news in National Newspapers, but the death of 1 or 2 people in heavy downpour in India’s major cities or submerging Mumbai City by heavy downpour captured Headlines of all the National Dailies.

 

Killing of 18 Indian soldiers in Manipur by NSCN (K) continued to remain lead and front page stories in all the leading National Papers for more than a week. But shutting down of educational institutions over a month in Manipur following the agitations by students and other civil societies demanding for introducing Inner Line Permit (ILP) system in Manipur still fails to capture Headlines of National Dailies. But few hours agitations by students or any civil societies in major Indian cities will dominate National Dailies.

 

The mainland media tried their best to twist the unfortunate ambush on Indian Army on June 4 at Manipur’s Chandel district and afterwards even to the extent of saying that India Army’s surgical strikes could kill 100 Naga militants, sometimes 80, sometimes 60, sometimes 40 by crossing International boundary in Myanmar. They could even use the photograph of the Indian Army helicopter taken during Nepal relief service in 2013 as if it was taken in surgical strikes in Myanmar territory in 2015.

 

Of late, again many mainland media started their news bombardment soon after the signing of the “Framework Agreement” between the Government of India and the NSCN (IM) was over. Several unfounded issues totally unconnected with the Naga issue by wrongly mentioning many historical chapters and names have been incorporated in their stories. Before the two parties spelling out of the nature of “Framework Agreement,” they have started giving all sort of speculative stories even at times look like they know everything of the contents of the “Framework Agreement.”

 

Our National Media need to change their mindset towards Northeast and seriously study on issues prevailing here. Only then will the leadership of this country start thinking something positive towards the people of the Northeast. Then change for better can be expected.

Recently there are a lot of news about Manipur. Unfortunately, not all of them are good news. It is quiet apparent that Manipur is in a state of crisis in all aspects of life social, economic and political.Socially,the indigenous people of Manipur are divided on different artificial and fictitious grounds.Politically,there are strong currents of division different groups going in different directions. Economically,as the local people in particular the Meiteis are not protected from taking away their land and property. There is a real danger of extinction of the minority community in a  human mass of other Indians.Do not take otherwise. I am very proud of to be an Indian but we have to realise that India is a multi-ethnic country.

 

How we have come to this situation: a Manipur of glorious past and united country of more than 2000 years? We all read that how our forefathers defended and protected our country. The wind of change started 1890 with the the arrival of the British who divided the country into the valley and hills although the whole area is hilly. However, the British did not change any customary laws of Manipur. Then, in 1948 the annexation of Manipur to India came. All the Indian laws were introduced into Manipur immediately without exception although some of the laws are quite alien to Manipur. When states were annexed or created in India the local customary laws are protected. This was the case about Kasmir, Nagaland, Mizoram, Meghalay and Arunachal. As we know in the case of Manipur the merger clause did not include the protection of our traditional customs and laws which were quite different than that of the rest of India.However, there were visionaries in the early Indian leadership who saw that there were many different indigenous minority people in India who need to be protected. With that in mind they created certain groups of people in the category of scheduled tribes whose rights and properties are duely protected under the Indian constitution.Although, the Meiteis qualifies to be included in the list of the scheduled tribes and should have been included,it was not included whereas all the rest of the indigenous people of Manipur were included. The consequences of this omission are felt today in every part of our society.

 

Can we do anything to correct this anomaly? Yes we can but it may need some extra effort.We know from historical perspective and opinion of scholars on this subject the different groups of people residing in Manipur the Meiteis the Tangkhuls,the Kabuis,the Kukis all the rest have the same ethnic origin and DNA. So it is rightful claim to include the Meiteis in the scheduled tribes list like the rest of the other groups in Manipur and in the rest of India.

 

How about a good I L P system or law will do any good? It will do some good but not good enough.Right now valuable lives are sacrificed and properties are lost in the demand. ILP will monitor some incoming and outgoing people. No ILP law can protect the life properties of the local indigenous people.

 

In conclusion, the only solution to protect life and property of the indigenous people of Manipur is to include the Meiteis in the Scheduled tribes category as the rest of the other people in the State. This will bring peace and,harmony among the different people of Manipur and also the rest of the other Indians. To this end I urge everybody in Manipur all political parties, social workers, professionals, business people, common people in all walks of life join together proceed to claim this right through the proper channel in a peaceful and civilized way.

 

I wish a happy and prosperous Manipur.

IMPHAL August 10: Doctors, mostly from the Regional Institute of Medical Sciences today staged a sit in protest at the hospital gate showing support to the ongoing demand for the implementation of the Inner Line Permit System in the State.

The doctors were seen holding placards which read `Doctors of Manipur support the ILP.`

The sit in protest was organised under the banner of the Indian Medical Association, Manipur Branch and various members (doctors) of the association joined in the sit in protest which continued from the morning office hour till late in the afternoon.

On the other hand, shops at Singjamei Keithel and in its vicinity remained closed voluntarily as the shopkeepers came out to stage in sit in protest showing solidarity to the ongoing movement.

The shopkeepers were joined by other local residents in the sit in protest.

The Singjamei Wangma Torban Kshetri leikai Leingak Nupi Lup also organised a sit in protest and a public meeting inside the Singjamei Keithel shed.

Women folk of Senjam Khunou and Senjam Chadongba, Imphal West staged sit-in-protests at their respective localities yesterday wherein president of CADA advocate Y Ratankumar attended as resource person.

The women protestors also took out a joint rally from Senjam Khunou to Phumlou during which slogans like `Implement ILPS in Manipur`™, `Punish police personnel who killed Robinhood and assaulted girl student`™, `Pass a new bill acceptable to the people immediately`™ etc were shouted.

IMPHAL, July 27: Stating that the act of delaying in initiating judicial inquiry into the death of Sapam Robinhood will only invite wrath of the public, the Joint Committee on Inner Line Permit System Students`™ Wing has set July 30 as the last deadline for unconditional release of the seven students`™ leaders who were arrested by police for taking part in ILPS agitation.

A statement signed by its media co-ordinator Bijandro Yumkhaibam, declared that it fully endorsed the proposed 38-hour general strike called by the Robinhood JAC.

The students`™ leaders were arrested from different places by police during the ongoing ILPS movement, it said.

Despite asking the government repeatedly to release all of them unconditionally, the same has not been done till date, which is against the student community, it said.

Some MLAs and ministers are trying to fool public by saying that no one has been arrested by police in connection with the ILPS agitation, which will not succeed at all, it added.

The Students`™ Wing, in the statement also expressed gratitude to the auto-rickshaw`™s associations for staging protest demonstrations today by staying off the road in solidarity to the collective demand for enactment of a new bill to monitor the rampant influx of outsiders into the State.

IMPHAL July 24: Manipur Mountaineering Training Association organised a rafting rally in two rafts down the Imphal River from Maharabi near Sekmai to Khurai Lamlong Thong demanding ILPS implementation in the State.

They were greeted by thousands of people who watch them from the river banks and shouted slogans supporting the ILPS demand.

Late Sapam Robinson`™s parents also greeted the team and showed support to the endeavour of the MMTA at the river bank.

The team also stopped for a brief moment to visit their home and pay homage to the departed student.

They proceeded further down the river towards passing under Salamthong the Lamlong Bridge and stopped to greet people on the river banks along their course.

They waited for more than an hour without flinching and join the chorus of shouting the ILP slogans.

It was indeed an overwhelming support and solidarity unmatched to any form of demonstration in the ILPS movement so far and appealed to the crowds.

Bridges were loaded with people nearing stampede.

And from each bridge they gathered more supporters to the next bridge.

Meanwhile, residents of Khergao Awang Leikai also staged a sit in protest demanding implementation of the ILPS in the State.

The sit in protest was jointly organised by Khergao Awang Leikai, Khargao Association Women Development, Young Vision Association Khergao Sabal Leikai, Nasikhong Youth Union, Sabal Leikai Youth Development Association.

IMPHAL, July 15: Angry womenfolk of the three Ima Keithels took out a protest rally against the three months time set by the House to bring out a fresh bill which can protect the indigenous people during its special sitting today.

The women protestors demanded implementation of a bill at the earliest to check the unbridled entry of non-locals into the State.

Decrying police brutality in controlling the present ongoing movement, they further demanded that the police personnel involved in the death of Sapam Robinhood should be punished at the earliest.

The rally started around 12:30 pm from the bazaar area and attempted to march towards the Assembly building where the one day emergency sitting of the Assembly was underway.

Police attempt to stop them resulted in a tussle, however, an understanding was brought about soon between the two groups and the protestors turnaround from the Bir Tikendrajit Flyover and entered into the Ima Keithel.

During the short rally, around 200 women vendors of the three keithels shouted slogans condemning the police personnel involved in the death of Sapam Robinhood and implementation of the ILPS in the State at the earliest.

Meanwhile, residents of New Checkon road, Palace Gate also staged a mass sit in protest demanding implementation of the ILPS in the State by blocking one side of the road.

Residents of Keishampat also demonstrated at Keishampat Leimajam Leikai supporting the demand for implementing ILPS in the State and punishment for the police personnel responsible for Robinhood`™s death.

The Film Forum, Manipur also staged a sit in protest in front of the Usha Cinema hall.

Around 100 well-known actors, actresses and others hold placards condemning the death of S Robinhood and asking the government to act now to protect the indigenous people.

Following the sit in protest, they visited Robinhood`™s home at Khurai Lairikyengbam Leikai.

Meanwhile, an effigy of the Chief Minister was burn at Tera Bazar, while protestors from Khurai Leirikyengbam Leikai also blocked the Dingku Road in protest against the resolution of the House.

Local clubs and meira paibis of Tentha area also took out a meira rally this evening showing support for the ILPS movement.

Around 500 individuals participated in the rally.

IMPHAL, July 14: The 14-hour state-wide general strike called by the Joint Committee on Inner Line Permit System brought the State to a complete halt today.

Bandh supporters came on the streets and demonstrated at various places as shops and other business establishments remained shut-off for the day and vehicles including passenger services remained off the roads.

Meanwhile as part of the movement demanding implementation of the ILPS in the State, sit in protests were witnessed in various localities in the State capital including at Luwangsangbam, Lairikyengbam Leikai, Khurai Sajor Laikai, Thoidringjam Leikai, Yaiskul Police Lane, Soibam Leikai, Wangkhei, Palace Compound, Mahabali Kabui Khul, Naharup Mayai Leikai, Singjamei Chingam Leikai, Lilong, Sagolband area etc.

Protestors`™ and bandh supporters also burn effigies of Chief Minister and other MLAs demanding dismissal of the police personnel involved in the death of student Sapam Robinhood.

Road blocks were also witnessed at Thangmeiband road, Khuman Lampak Bus Terminus, Lairikyengbam Leikai, Khurai Ahongei, Soibam Leikai, Nongmeibung, Heirangoi thong etc

Agitators remained on the streets enforcing the 14 hour general strike.

Streets in the State capital wore deserted looks.

Meanwhile, demands were made to punished the involved police personnel in the killing of Sapam Robinhood and to implement the ILPS at the earliest.

However, there were no reports of any untoward incidents till the filing of this report.

Meanwhile, the Kakhulong Women Society also organized a meira rally starting from Khakhulong which continued till Paona Bazaar and ended in front of the Usha Hall.

Later the women folk gathered and condoled Sapam Robinhood and his bereaved family. The women folk also prayed for his soul to remain rest in peace.

The women demonstrators also lit candles in the formation of ILP at Kakhulong main gate.
