State initiates security strategies for visiting President

According to an official source, a total of 152 personnel of the state police forces, headed by one Additional SP (Imphal West) with 38 Sub Inspectorss, 35 ASIs and 48 women constables from eight district police stations of the state except Ukhru under himl have been detailed the security measures for the proposed visit of the President.

The official source further mentioned that, the security rehearsal for the proposed visit will be held on March 6 and 7 next.

The source further mentioned that, with the official confirmation from the office of the Rastrapati, Bhavan New Delhi of the official visit of the President of India recently, the state government has initiated the security strategies to prevent any untoward incidents during the President’s visit.

On the other hand ,as per the official scheduled prepared by the state home department, the President of India, , Pratibha Devisingh Patil will be arriving at Imphal Airport by Indian Airline Flight BBJ where a team of state police personnel will give guard of honour and reception of the visiting Indian President at 1.30 pm.

The official source further mentioned that, soon after landing at the Imphal Airport she will travel by road from Imphal Airport upto Raj Bhavan under a tight security arrangement along the Tiddim and will attended a meeting with Governor Gurbachand Jagat at Raj Bhavan which will start from 3 pm of the day and will be followed by a series of discussion and meeting with Chief Minister O Ibobi Singh, chairperson of State Social Welfare Advisory Board, chairperson of Manipur State Women Self Helf Group at Raj Bhavan Imphal on her arrival.

The visiting Presient of India will be entertained with cultural programmes at the Raj Bhavan which will be followed by dinner.

The official source further mentioned that, the President during her visit will inaugurate the Manipur State Data Centre (SDC) and will also lay the foundation stone of IT Park at Mantripukhri Imphal at 9.30 am and will be followed by the launching of SWAN Project and afterwards depart from Imphal at 12.30 pm of the same day by a special Indian Airforce Flight at 12.30 pm, the source added.

The empirical demands of history, much worse, prehistory, when it is allowed to assert them by its practitioners, drawing us to empirical evidence from archaeological evidence (if there is any) or texts, at least writings from non-archaeological contexts, is flawed with mistrust especially when it has taken a few decades emphasising the evidence. However, the usefulness of empirical work is that a hypothesis can be made from data collected that is essential to the research.

The present Manipur is home to the majority Meiteis who live in the Imphal valley. Manipur is also home to a variety of ethnic groups such as Tangkhuls, Kabuis, Kukis (Thadous), Paites, Gangtes and Hmars, koms and so on, altogether 36 tribes, who inhabit the surrounding mountain ranges.

I use the word ‘tribe’ as a biological noun to mean – a group of people related by blood or marriage, united by language and culture with shared lineages, and not as used in anthropological literature, which some people regard it as derogatory. This was exactly the concept of Nikhil Manipuri Mahasabha/Congress Party, during the merger of Manipur with India.

As we know the total area of Manipur is 23.327 sq km. The valley accounts for only 2.238 sq km. Manipur shares 350 km of international border with Myanmar in the east.

The Meiteis constitute 60 per cent of the population but occupy less than one tenth of Manipur’s area in the valley only, because of ‘protective racism’. Immigrants from the eastern part of undivided Bengal during the British period, known as Pangals forming about 8 per cent, settle in the Imphal valley. The rest known as Mayangs (non-Manipuri Indians) came from different parts of India and also settle in the plain.

How the Meteis and other tribal peoples of Manipur came to live in Manipur is speculative. In the absence of a more cogent explanation, this article attempts to reconstruct the origin of Manipur from a geo/archaeological perspective.

To emphasise the prehistoric nature of Manipur – a Mayang word coined in the early part of the 18th century, I prefer to use the original name Kangleipak instead, until I come to the 18th century Kangleipak

To quote W Ibohal in his great book, The History of Manipur (An Early Period) – “The mountain chain where Manipur is situated belongs to the great Himalayas.” To prove his geological point he writes that ‘in 1952-53 AD one fossil of a sea living creature, cuttle fish, now extinct, was found at Kangpokpi in the northern part of Manipur.’

Further, he cites that recent findings in the tunnelling for Loktak Hydro-electric project, clays (representing the bottom of the sea) were discovered instead of hard rocks (expected from mountain ranges). The examination of different layers in the soil profile of the diggings strongly indicates that some 5,000 BCE the entire valley was submerged in water. He concludes: “so the land masses of Manipur is now 60 million years old since its birth from the bottom of the sea.”

I agree with Yumjao in the new light of the Theory of Plate Tectonics. What I try to do in this paper is to individuate a few aspects of geological and zoological analysis to draw a modicum picture of how Kangleipak was formed. Recent scholarship suggests that Manipur was part of the Himalayan belt.

MSAP organizes Pune Thabal Chongba – 2011 – Press Release from MSAP

The Manipur Students Association, Pune (MSAP) organized a Thabal Chongba festival at Dr. Ambedhkar College, Camp Pune, on 20th Feb, 2011, as part of its Annual Sports Meet – 2011. The program was a grand success; it was attended by more than 500 people including students and families who are staying in Pune and nearby places like Mumbai, Nagar and Nashik.

This time, the sound system was rocking like a Rock Show and everybody was thrilled with the rhythm. The Tube light and Halogen light was bright enough to give the Mood and Ambience of a true Thabal Chongba.

As always, Senior Members of PUMA, a Group of senior Pune-Manipuri’s, were not only present but also working behind the scene, taking care to make the Thabal Chongba more beautiful.

Many praised the show. “This is the best Thabal organized by MSAP in recent years.” All the student organizations of North-East States in Pune were invited for the festival. However, very few of those invitees turned up on that day.

One enthusiastic participant comments, “I won’t miss this Thabal though I have practical exam tomorrow morning. This is the most awaited event at Pune.”

One of the senior member of PUMA expressed, “This year’s Thabal was great! I couldn’t contribute to the arrangement, so, I thought, I can at least make it successful by actually participating”

People of all age group: from two years old kids to forty five years men/women participated in the Thabal. It was the one of most excitement filled evening at Pune.

One memorable part of the event was, during the interval, we felicitated Mr. Sanjoy & Suranjoy, Gold Medalists in Boxing, in recently concluded Commonwealth Games – 2011.

The credit for the success of this event goes to all the selfless volunteers who worked sincerely and with dedication. Mention may be made here – on the day of the Thabal, to setup the ground, light and sound, some of the volunteers were working from morning till afternoon, just with a cup tea and few pieces of biscuits/cookies. Even after everybody left, these volunteers remained behind to give a finishing touch to the event. Everybody came, saw, danced and had a fun filled day.

The event came to a beautiful end at 10.00 pm with a huge round of applause from every one, leaving with smile and happiness on everyone’s face. Everybody danced, clapped, cheered and rejoiced.

We extend warm and sincere thanks to all the Manipuri’s and Special invitees from other states, who were a part of the program. Your presence added more values towards the successful flow of the event.

Ranchi: Manipur opens its medal account on 34th National Games with 7 Medals including 2 Gold Medals on the first day. It can be remembered that Manipur was the champion of the last National Games and it is speculated from various circles that Manipur contingent will fight its way to defend the Champion title this year as well.

Opening Ceremony: As reported by Times of India, the opening ceremony of the 34th National Games was inaugurated by M O H Farook, Governor of Jharkhand at its capital Ranchi. “It is a red letter day in history of Jharkhand,” said Farook.

The teams participated in a march past, led by the Services contingent. The contingent of Manipur, the last Games’s champions, was the second in the march past.

A total of 28 states and five union territories took part in the march past.

IMPHAL, Feb 21: The chairman of the proscribed UNLF, RK Meghen has stated that the armed separatist movement prevalent in Manipur has evolved out of the oppression of innocent people carried out by the Indian forces.
RK Meghen stated this to media-persons today while he was produced before the special NIA Court at Guwahati along with other top leaders of UNLF including M. Joy, S. Rakesh, M. Ibohal, M. Landhoni and Maniton.
He further maintained that the Government of India does not have any policy for having negotiations with unarmed organizations, but it has been negotiating with various armed organizations.
The UNLF wants solution through democratic means and this has been supported by United Nations. The people have to play vital roles in bringing solution through democratic means, Meghen enjoined.
He also appealed to the people of Manipur to stand united and form a unified force regardless of caste or community to crush all external influences.
The leaders of UNLF were produced before the special NIA court today after the NIA has submitted the charge-sheet against 19 leaders of the outfit.
Only six of them were produced today while the rest of 13 members of the UNLF will be produced before the NIA court on March 7.
On the other hand, the bail application for M. Landhoni will be heard on February 28.
Meanwhile, a large number of people from Manipur, Assam and Mizoram numbering about 200 held a demonstration today near the complex of NIA court at Guwahati. They shouted slogans such as `We want plebiscite`, `UNLF not waging war against India`, `Chairman Sanayaima and other members of UNLF are not criminals`, `They are defenders of the right to self-determination of Manipuri people`, `NIA should transfer Sanayaima and other cases to Government of Manipur`, `We want permanent peace in Manipur` etc.
A release of People for Self-determination of Manipur also said that the UNLF is not a terrorist organization. It is just fighting for the right to self-determination of the people of Manipur which has been deprived by the Indian government by forcing the then Maharaja of Manipur Budhachandra to sign the merger agreement in 1949.
The organization also demanded plebiscite through which the lost freedom of Manipur can be restored.

With due respect, I wish to state the following lines for your kind consideration in publishing this letter. That the services of the United Bank of India(UBI) in Ukhrul is in a sorry state. I along with hundreds of othercustomers face a lot of difficulties in basic services in transaction. Even to get our accounts updated in the Pass book is not available. This problem has been persisting for the past so many months.

I have been to Imphal at UBI and there-in-order to get updating the accounts in the passbook,the staff manning the Counter demanded certain amount for the service. That has been quite a disappointment. The hassle of incurring expenditure to travel to Imphal just to get the updating done and then the extra monetary demand for the basic service provided. I on behalf of other customers would like to know why this failure of service amenities in Ukhrul and why it cannot be rectified. It ultimately amounts to negligence. It is high time that technology, infrastructure and humanresource in our District/State needs immediate up gradation.

Your concern for quality Service will be highly appreciated.

Divine Connection is a band from Kohima, Nagaland who play varied blend of rock music fused with jazz and funk. IMPHAL, Feb 20: Reacting to the false charges leveled by NIA against the arrested leaders of UNLF, the proscribed UNLF has asserted that the defeat of India will be brought with its own money.
A statement of UNLF signed by senior publicity officer Ksh Yoiheiba said that the NIA is plotting to jail the arrested leaders of UNLF by leveling false charges of extortions and waging wars against India.
India is taking up various policies to suppress the Manipuris in all fields. So far there has been no policy from the side of the Indian government to uplift the socio-economic condition of the people of the region. The cost for freedom movement of the outfit has to be collected from the people as well as colonial loyalists, it said.
The National Economic Policy (NEP) of the outfit has benefited lots of people. One important programme under NEP is the movement for food sustainability through which thousands of farmers of the region have benefited. Moreover, the outfit also provides micro-financial assistance to the economically backward people so as to improve their livelihood, the statement mentioned.
Further, it said that India should give compensations to the people for the losses incurred due to colonial exploitations in the region, and added that the sole objective of the outfit is to defeat the colonial forces of India with its money.
The UNLF also lauded the people for their support towards the demand for holding plebiscite through which the freedom of Manipur can be restored.

The winds of change are blowing the world over. Corruption and authoritarian regimes are under pressure in all the countries today. While in the earlier eras of human evolution, people had little knowledge as to how and with what mechanism these evils were to be fought against, they now do have the mechanism as well as the medium for effectively putting this into application. For the first time in human history, the relative strengths of the leviathan and the public opinion have been put to real test. It has now been established that despite the look and perseverance of power, the leviathan is essentially vulnerable. Further it has been established that the ruling elite too are a very fragile group. Since they consist basically of self-serving individuals, whenever there is any groundswell of public anger there easily arises cracks in the veneer of consensus they profess to have. Now is the time when we could warn the powers that be anywhere with Jacques Necker (1792), finance minister to King Louis XVI of France, thus: “Only fools, pure theorists, or apprentices fail to take public opinion into account.”

While the officers in the security set-up may remain loyal to the power elite, we cannot expect the citizen army to be brutal on the fellow citizens whenever a formidable public movement arises. This was fully demonstrated in Manipur in the June 18 event and in the developments now marking the Arab world. When the movement possesses massive support, the size of the leviathan security forces makes no difference; the force of the security agencies gets neutralized.

Old But New: It is true that corruption has been an issue societies have had to fight against for a pretty long time. But, as mentioned earlier, people now have the methods to fight against it. At the global level, we already have the United Nations Convention Against Corruption. Further, unlike before, transparency and accountability are increasingly becoming the buzzwords of public demand.

When it comes to India, the reality really bites. While many countries have already ratified the United Nations Convention Against Corruption, India still remains one of the major laggards yet to ratify it, of the total. This is understandable of course. The recent events unfolding one scam after another and including the issues of money laundering in Swiss accounts speak of the reasons why India is still reticent about signing the convention. But it is going to be increasingly difficult for the power elite in this country to stop the global tide of movements against corruption with the power that modern information technology has given to the formation and assertion of public opinion. The very fact of the scams getting dug out by the news agencies testifies to the emerging trend in this country.

By any yardstick, the moral authority and public credibility of the Indiangovernment have already suffered a nose-dive consequent upon the exposure of the scams. Even the clean-image of the head of the people of the country has not only suffered a beating, he himself wears an injured look while facing the media. This is in sharp contrast to the image he commanded and confident posture he displayed while he was fathering the spate of economic reforms as minister responsible for looking after finances of the country.

Manipur Not Left Out: My colleague economist Elangbam Bijoykumar has recently interpreted the emerging economic scenario of Manipur. He forcefully and quite rationally explains the increasing hold of the contractors on the society of Manipur with construction emerging as a major component of the State’s economy. The contextual interpretation of this trend speaks of the unhealthy direction the society of Manipur is heading at an increasing speed.

But what is of utmost interest to social observers of the land is that the global and national trend of fresh wind blowing seems to have touched Manipur as well. In terms of capability to use force and indulge in manipulations to achieve the desired outcome, the present government in the province would have very few competitors. But the recent bye-election to an assembly seat held by a prominent member of the ruling party has turned out to be an eye-opener. It has established beyond doubt that the people of the land can and do hit back as when the situation compellingly demands. What only awaits the land is a spark that fires a collective sharing of public opinion simultaneously. Under pressure of public dissatisfaction, the provincial government seems to increasingly losing its grip over issues. The handling of the ongoing strike by the teachers and the statements being made in this regard only speak of absence of application of mind.

The Final Lesson: The key lesson emerging from both the international and provincial developments is singularly significant. It might take time for public opinion to coalesce, as many citizens would just sit back when the issues involved have elements of haziness. But when the regime perpetrates the excesses beyond a reasonable intensity and also beyond a tolerable time limit, it would definitely dawn on the people for the necessity to unite and assert aggressively. Once this dawn occurs, the public opinion alone would determine the course of history. What was unthinkable till yesterday would be the reality today. Miracles do happen when the public are resolved of the issues involved in a united way.

Teachers ignored

Sir,
One is wonderstruck with the govt’s lackadiasical attitude towards the problem of the teachers community which deserves to be addressed at the right earnest keeping in mind the importance of the sector to the society. Every right thinking persons would find it difficult to disagree with the demands of COTA since the demands are simply rightful and legal as per the recommendations of the 6th Central Pay Commission.

Thanks to the govt.’s apathy, the teachers fraternity under the aegis of COTA has resorted to one of the extreme step of democratic protest i.e. fast unto death, just to drive home the point that the govt has least interest in education sector. What constraint the govt to implement the commitment it had made in the MOU signed with the COTA, While other departments had already reaped the benefits of the 6th pay structure? Why this denial of the same benefits to the teachers?

With regard to the ongoing COTA’s protest, the govt has responded very swiftly in the form of arrest of teachers who are undergoing fast unto death and put them behind bars. Instead, the govt should have reacted wih the same degree of swiftness in addressing the grievances of the teachers. Now, the stand-off between the govt and COTA is taking toll on the students whose public examinations are just few weeks away. The affected students confederation under the banner of All Manipur Govt. High and Higher Secondary students’ Co-ordination Committee has came out with a statement that their patience is running out and will resort to various forms of agitation if the COTA and govt impasse is not resolve at the earliest.

At this juncture, through this column, I would like to appeal to the govt to kindly spare few moment of thought towards the demands of the COTA in the larger interest of the students community and bring back a normal and congenial academic atmosphere in the state. I don’t think this time COTA will succumb to the popular saying “mathanta waraga tokchakhini”.
