IMPHAL, Feb 23: A State cabinet meeting held today discussed thoroughly the bill to implement a law to safeguard the indigenous people of Manipur, which will be tabled in the ensuing Assembly session.

The cabinet meeting was held today at 3 pm at the Chief Minister`™s Secretariat chaired by CM O Ibobi Singh.

Government spokesperson Moirangthem Okendro, who also holds the Education, CAF & PD portfolios, said that the State government seriously considers the people`™s emotion as well as the demand by the Joint Committee on Inner Line Permit System to enact a law in order to safeguard the indigenous population.

The government also clearly understands the need for it, he added.

He further said the government is planning to table `The Manipur regulation of visitors and tenants bill, 2015` in the ensuing Assembly session, considering the people`™s demand.

However, even if we want to enact a law as quickly as possible in order to safeguard the indigenous population, things cannot be done hastily as we need to consider whether the said law will create problem from other communities, the spokesperson said.

In order to make the bill to be tabled in the Assembly session more complete and fulfilling, we need to consult constitutional experts as well as other experts, he informed.

It may be mentioned here that the committee of All Political Party on ILP System had submitted a report containing 280 pages to the State government regarding the matter after investigation for five months on December 10 last.

The Assembly session which will commence on February 25 is a short duration session. In this session current financial year 2014-15 revised estimate and next financial year 2015-16 budget estimate will be tabled for voice vote.

IMPHAL, September 12: The Joint Committee on Inner Line Permit System student wing started its curfew against non-locals from midnight today demanding suspension of additional SP Yengkhom Victoria among other demands.

The JCILPS is demanding immediate implementation of the ILPS in the State and unconditional release of its volunteers and members immediately.

Early in the morning, several shops run by non-locals in the Keishampat area and other places were made to close down, however, amidst heavy police presence, the shops opened again later in the morning.

There were no reports of any unwanted incidents during the first day of the curfew.

JCILPS student wing media coordinator Anil Khuman said police teams frequented residences and offices of student body leaders and volunteers to arrest them for imposing the curfew.

The student wing of the JCILPS said eight of its volunteers from DESAM, six from AMSU, two from KSA and another from SUK were picked up by the police from their residences and offices.

He said the student wing condemns the police action of chasing down the student volunteers and arresting them unreasonably.

Anil said ever since the curfew against non-locals was announced yesterday, police have been searching for the leaders and volunteers, however, this cannot deter the movement, but will only fan the desires of the student leaders and volunteers to take the movement further.

Imphal East police had arrived at his Sekta residence this early morning, but since he was not there they arrested his mother, he said.

The police had informed his family to bring him to the police station if they wanted his mother to be freed, he continued.

Volunteers involved in the ILPS movement are not terrorists, but they only wanted to safeguard the State and its indigenous people, he said.

On the contrary, the government has labelled the volunteers and leaders as lawbreakers in its bid to hinder the movement, he observed.

Nevertheless, only stronger agitations will follow unless the ILPS is implemented in the State, he said.

Volunteers of the JCILPS have spread out in Bishnupur, Thoubal, Imphal West, Imphal East districts to ensure the success of the curfew, he said.

IMPHAL, September 12: The Manipur Pradesh Trinamool Congress Committee will decide on whether to continue being a part of the all-party committee on Inner Line Permit after the September 15 sitting of the committee.

General secretary and party spokesperson P Premananda said at a press conference that the party will discuss the issue on September 16, a day after the third sitting of the all-political party committee.

He said the party condemns the present law and order situation in the State and the indefinite closure of all educational institutes ordered by the government in the wake of the ILPS movement.

The party is represented by MLA I Ibohalbi in the committee at present; however, the government is unlikely to use the service of the committee to bring any solution to the ILPS issue, he asserted.

The committee has already sat on two occasions without any positive outcome, Premananda rued.

Instead, the government resorted to arresting volunteers involved in the ILPS movement in the State and in such a state of affairs, the party can only conclude that the government will not be taking any positive action to safeguard the indigenous people of the State, he continued.

In case, the September 15 sitting fail to yield any positive result, the MPTCC may withdraw its representative from the committee, he warned.

Questioning the 60 MLAs and the three MPs on their responsibilities towards the welfare of the State, he lamented that the present situation is akin to the State Home principal secretary ruling the valley districts and the NSCN (IM) ruling the hill districts.

Reacting further to the BJP State president Th Chaoba’s reported claim that the party was not involved in the withdrawal of forces from Ukhrul, he said it was reported that the BJP national executive member Tapir Gao had claimed to have urged the Union Home Minister to remove the security forces from Ukhrul following a meeting with the UNC at Senapati.

MPTCC vice president MI Khan asked why is it that the government always declare closure of educational institutes whenever an issue crops up in the State.

This is victimisation of students and not allowed in a democratic form of government, he condemned.

The Inner Line Permit System is not banning entry of outsiders into the State but it is to check the entry and the duration of their stay in the State, he said before declaring that it is unfortunate that the government has always deemed it fit to relate the issue to the Manipuris studying outside the State.

He said the main cause of the students flocking outside the State to study is because of the government’s failure to provide good infrastructure in the State.

The government should immediately declare resumption of classes, he demanded.

Questioning the rationality behind the withdrawal of security forces from Ukhrul, he said why did the government give in to demands for withdrawal of the forces from the district?

Tomorrow if another community demanded that the IRBs and the commandos be withdrawn from their areas, would the government do so, he demanded.

THOUBAL, September 12: The All Thoubal District College Students Union has said it strongly condemned the closing of schools and colleges and that preparation for agitation for ‘Eikhoi Mahei tamjage’ has been made if the government failed to reopen educational institutes in the state by September 14.

During a press conference held at the conference hall of Library and Information Centre, Kakching, General Secretary of Kha Manipur College, Kakching, Moirangthem Prakash has further stated to the media that students of the state cannot accept the decision taken up by the government.

He further said that a conclusion must be brought between the JCILPS and the government so as to achieve peaceful education for the students. He further added that the decision of the government has brought a huge disturbance to the students and that the government schools have fallen behind in comparison with private schools.

The General Secretary has demanded the government to find an alternate solution instead of closing down the educational institutes. The government must hold responsibilities of any situation that may arise from the agitations if it fail to give in to the demand of the students, said the General Secretary.

It may be mentioned that the press conference was attended by Thoubal College, Kakching Khunou College, Y.K. College, Wangjing, Kakching Higher Secondary School and members of Student Union of the Kha Manipur College, Kakching.

Meanwhile, the All Manipur Recognised Private Schools’ Welfare Association, Imphal has condemned the closing of schools and colleges indefinitely in the state by the government.

According to a release of the association, it demanded the concerned authority to bring a conclusion to the current issues faced by the state.

It also appealed to the organisations in the state not to include students during their agitations and to stop disturbance at schools and colleges.

The association has appealed to release the students arrested by the police in connection with ILP issue and to reopen schools and colleges as soon as possible. It further appealed to all concerned authorities that schools and colleges must remain open even during bandhs and general strikes, it said.

A press release of the Students’ Union of Ibotonsana Girls’ Higher Secondary School has also condemned the closing of educational institutes in the state.

It demanded the reopening of the schools and colleges in the state within 24 hours. Strong agitations will be taken up if the government failed to give in to their demand, it said.

The Janata Dal (Secular), Manipur has demanded the reopening of schools and colleges in the state.

According to a release of Janata Dal, the Working President of the party, Manihar Goshwami it also demanded the release of the members of JCILPS unconditionally as soon as possible.

He further said that it is unfortunate that the UNC has imposed bandhs on all Naga inhibited areas and also said that a similar uprising like the June 18 will come to rise if any organisation tried to separate the integrity of the state, it said.

IMPHAL, September 6: Talks between the State government and the Joint Committee on Inner Line Permit System might be held on September 9, following the unconditional release of the latter’s executive member advocate Pukhrambam Arjun Singh from judicial custody.

The JCILPS had earlier turn down an invitation of the Chief Minister for talks on September 4 after the government failed to release the advocate.

JCILPS convenor Ibotombi Khuman lauded the government for the unconditional release of the committee’s executive member and said that he will attend the talk with the government on the issue.

Arjun was arrested on July 28, 2014 from the Keishampat ILPS protest site, he said.

He continued that the committee has already received verbal invitation for talk from the government schedule for September 9.

Meanwhile, Arjun said he was happy to know that members and volunteers of the JCILPS have continued with the movement.

He also expressed gratitude over the people’s support to seek his unconditional release.

Arjun Singh said he was charged under section 17/20 UA (P) Act but was released after all charges have been dropped.

He further expressed that he will continue whole heartedly supporting the movement to implement Inner Line Permit System in the State.

IMPHAL, September 4:The scheduled meeting between the State government and Joint Committee for Implementation of Inner Line Permit regarding the implementation of ILP has been deferred for a few more after representatives of JACILP decided to skip the meeting today.

The convenor of the political parties committee on ILP, Naoria Pakhanglakpa MLA RK Anand said the meeting between the government and JCILP was fixed today after the State government took suggestions from the committee formed by all the political parties in Manipur

Chief Minister Okram Ibobi has officially invited the JCILP on September 2 to have a thorough discussion to short out the means for implementing ILP system with the help of expert opinions, he adds.

Before the meeting began, JCILP submitted a letter demanding the release of advocate Pukhrambam Arjun who was in judicial custody and informed of its decision to stay away from the meeting until he was released.

Keeping the new development in mind, the Chief Minister decided to defer the meeting and the government will consider releasing advocate Arjun but the demand couldn’t be fulfilled today because the government have to consider the legalities, the Naoria Pakhanglakpa MLA said.

He further said that the government will convene a meeting with the JCILP on Tuesday after the release of Arjun on Monday.

The government get to know about the demand in a short notice and the government being occupied with other burning issues such as the blockade imposed by UNC the government couldn’t meet their demand, RK said.

On the other hand, all the members of the all political party committee led by deputy CM Gaikhangam were present for the scheduled meeting.

IMPHAL, September 3: The Langthabal Lep Makha Leikai Nupi Marup, Social Reformation and Development Club and Young Welfare Club staged a sit-in-protest cum public meeting on Inner Line Permit System in Manipur at Thong Amanbi Community Hall, Langthabal Lep Makha Leikai today.

During the public meeting, speakers laid awareness regarding the increase in influx of non-Manipuris into the State which is alarming.

During the meeting, the locals resolved to heighten agitations seeking implementation of the ILPS in Manipur within the year 2014 and to pressure the State government for unconditional release of Advocate Arjun who is detained under judicial custody.

Meanwhile, Joint Committee of Inner Line Permit System (JCILPS) has stated in a press release that a general body meeting conducted on September 2 regarding the invitation from the Chief Minister for talk on ILPS and has accepted the invite.

In its acceptance letter sent to RK Anand, convenor, All Political Party Committee it has proposed to include advocate Pukhrambam Arjun, executive member, JCILPS in the talk to be held at the Chief Minster’s secretariat.

While stating that advocate Arjun has been wrongfully charged and arrested, the JCILPS has said unless the advocate is released unconditionally, it may create problems in the talk.

The Young Welfare Club has stated that a sit-in-protest cum meeting demanding implementation of the Inner Line Permit System in the State was held in collaboration with Langthabal Lep Makha Leikai Nupi Marup and Social reformation and Development Club at Ima Lairembi Community Hall on September 3 at 10 am.

According to a press release of the club, the event was attended by social workers Ngangbam Ibohal Singh, Leishangthem Ibobi Meitei and YWC president Laishram Biroh Singh as guests of honour while social worker Thiyam Ibomcha Meitei presided over the protest, it said adding that locals including school teachers and students also attended the protest.

JCILPS spokesperson Sanoujam Tombiraj spoke on the implementation of ILPS in Manipur, it said.

It further stated that four resolutions were unanimously passed during the protest cum discussion by the organising members.

The resolutions were to support JCILPS in its movement demanding implementation of the ILPS in the State and seeking release from judicial custody of JCILPS member and advocate Arjun during September unconditionally and to stop non-Manipuris from entering Langthabal Lep and Langthabal Mantrikhong Makha Leikai without permission of clubs and Meira Paibis, it said.

All-party committee on ILP to start interaction with experts from September 4

IMPHAL, August 30: The Committee on ILP formed by the delegates of all the political parties in Manipur have decided to start interacting with interested experts or organisations on ILP from September 4.

The decision was taken by the members of the committee in its second meeting held today in the office of the Deputy Chief Minister Gaikhangam at Old Secretariat at around 3 pm.

The meeting was chaired by the deputy CM, the designated chairman of the committee, and participated by 15 members from the various political parties in the State. Today, academicians from Manipur University also submitted their opinions on ILP to the Committee.

Three resolutions were taken during the meeting: first, the committee decided to give the All Manipur Bar Association, High Court Bar Association of Manipur and a few other experts a week as requested by them to come up with suggestions; second, the committee took the resolution that the convenor of the committee is to meet the State’s Chief Minister for urging him to invite the JAC on ILP for dialogues at the earliest; and lastly, the committee decided to start interacting with the interested experts or organisation s on ILP with effect from September 4 onward.

Meanwhile, the All Manipur College Teachers’ Association (AMCTA) organised a one day academic discussion on the Inner Line Permit at Manipur College in Singjamei, Imphal today.

The principal of the college, Dr Kh Jayentakumar Singh and AMCTA president M Lokendro Singh graced the academic session as the chief guest and president respectively.

Professor Ksh Bimola of the Department of Political Science, MU moderated the academic session which had Assistant Professor RK Itacha Singh of the Department of Political Science, Imphal College; Associate Professor S Benjamin Nattar of the Department of Political Science, Manipur College and retired director of AVRC, MU, Professor Arambam Lokendra.

Dr. Kh Jayentakumar Singh highlighted the economic points of views on Inner Line Permit in the inaugural session while M Lokendro Singh expressed the need of academic contributions in relation with the issue of ILP implementation in the State. Recalling the academic contribution from AMCTA with the publication of Manipur Fact File in 2001, he also expressed the necessity of framing a policy of ILP concerning the State only.

During the academic session, moderator Prof Bimola expressed the need to examine the pros and cons of implementing ILP in the State.

On the other hand, Prof. Arambam Lokendra dwelt at length on the origin of ILP from the pre-colonial days up to the prevailing situation of ILP in the country with special reference to Manipur.

RK Itocha Singh talked about mechanism of ILP implementation in Manipur on a trial basis in provisional manner while Prof S Benjamin Nattar highlighted the constitutional implications of implementing ILP and mentioned the possibility of amending the constitution for protection of rights of the indigenous people. He further suggested forming a North East ILP policy in the larger interest of the region.

IMPHAL, August 25: Continuing with their movement demanding implementation of Inner Line Permit System in the State, the Joint Committee on ILPS, Women wing today conducted a drive to check the credentials and identity proofs of non locals.

The drive launched to weed out non-locals without proper valid papers was conducted at Masjid Road, Paona Bazar.

Members of the committee said they will check ‘intrusion’ of the ema keithel by non-local male vendors.

JCILPS women wing convenor, L Nganbi said from tomorrow no male vendor will be allowed space inside the ema keithels.

The ema keithels are famous for having only women vendors, and so male migrants cannot be allowed to vend in the keithels, she said.

Meanwhile, a public meeting in connection with the Inner Line Permit System was held today at the Icham Khunou, Thoubal Zilla today.

The meeting which was jointly organised by the Icham Khunou Meira paibi Lup, Icham Khunou Youth Welfare Association and LI English School, Icham Khunou was attended by several elders of the locality, students and meira paibis.

MAPI council advisor Th Manihar and Joint Committee on Inner Line Permit System member Sunil Karam spoke on the occasion as resource persons.

Newmai News Network adds: During the drive of the JCILPS most of the non-local residents produced their Voter ID cards which identified them to be residents of Sagolband constituency and their cards were duly signed by the Imphal West Deputy Commissioner.

Many of the non-Manipuris did not possess papers issued to them by their respective State authorities. The volunteers of JCILPS, Women Wing warned them to have their proper documents or else they would face another difficult situation next time, said the report.

Later in the day, the JCILPS, Students Wing raided a dozen of bakery shops at Babupara in Imphal. They seized a large quantity of bakery items in the raid.

A large quantity of bakery products infested with fungus and selling beyond expiry dates were seized from 12 bakery shops at Babupara, Moirangthem Angamba, convenor, JCILPS, Students Wing told reporters.

He said the seized food items had been burned down and destroyed at Keishampat Junction.

Angamba appealed to the Food Safety Department to look into such matters and take maximum care while issuing licenses to bakery shops in future.

He warned that all bakery shops which have not possessed health license and also shop license will be closed down within one week.

Speaking to media persons at their Nongmeibung office, he said the JCILPS will go on a house to house campaign to check for migrants without proper identity paper works.

He said many of the non-locals coming into the State could be criminal minded and could harm the peace and harmony in the State.

Migrants without proper and valid ID proofs will not be spared and politicians using them as vote banks will also checked, he said.

Lamenting the arrest of JCILPS executive member advocate Arjun, he appealed to the government for his unconditional release.

A Foreigners’ Tribunal has been enacted in Assam to check illegal migrants, and the same is called for in the State, he said.

The proposal to check house to house for migrants without valid papers is supported by the JCILPS women wing said convenor L Nganbi.

The process is already in progress in Paona Bazaar area, she said while decrying the intrusion of male vendors in the historical Ima Keithels.

Student wing convernor of JCILPS, Agnamba said deputy Chief Minister Gaikhangam’s claim of supporting the ILPS demand in his speeches are lies.

He further appealed to the State Home department to support the sentiments of the general public.

Meanwhile, a sit in protest demanding implementation of the Inner Line Permit System was staged today at Laipham Khunou opposite to the 2nd IRB battalion, Khuman Lampak.

The sit in protest was organised by the Laipham Khunou Meira Paibi Lup.

Similar sit in protest were also organised at Sayang Kurao Makhong organised by Salai Apunba Nupi Lamjing Lup, Kurao Makhong Women Development Committee and Sayang Kurao Makhong United Club and at Thoubal and Tangjeng.

Public meetings highlighting the importance of ILP system were also held at Kontha Khabam Maning Leikai Community Hall organised by Kontha Women Social Reformation & Development Society and Yaipha Sindam Naharol club and another public meeting was held at Lainingthou Esing Chaiba Laibung, Nagamapal organised by Singjubung Youth Organisation, Uripok Gopalji Leirak Youth Association, Uripok Tourangbam Leikai Welfare Organisation and Development Committee Youth Section.
