Escort abandoned child to Imphal : CWC directs Jiri police

Jiribam, 27 Sept: Following the recent case of the abandoned child in Jiribam supermarket, CWC Imphal east has directed the Jiribam police to escort the child to Imphal. A directives

Jiribam, 27 Sept: Following the recent case of the abandoned child in Jiribam supermarket, CWC Imphal east has directed the Jiribam police to escort the child to Imphal. A directives has been issued addressed to Officer-in-charge, Jiribam Police station , by Keisam Pradipkumar, Chairperson, CWC Imphal east, Ref.CWCIE/Trans/Jiri01/2015 , dated 26th Sept.

”It has been brought to my knowledge that a  one and half year old female child is presently under treatment at Community Health Centre, Jiribam ,  and the child was allegedly found from  Jiribam Super Market on 25th September, 2015 around 5.30 p. m. where the child was abandoned.

As per the first information received, the said child is in need of proper medical treatment and even surgical operation in order to save her life. It is also learnt that lot of  inconveniences are being faced there because of lack of institutional support, medical facilities supposed to be provided to the child.   On the other hand, the Existing ICPS services through DCPU, SAA etc. are not accessible at Jiribam as of now.

Considering the available information and facts, the Child Welfare Committee Imphal East, which is the competent authority constituted under The Juvenile Justice (Care and Protection of Children) Act, 2000 is of the opinion that early  transfer of the child from Jiribam to Imphal is quit essential for proving medical care and safety of the child.

Therefore, the OC of the Jiribam  P.S. is hereby directed to make necessary arrangement of escorting  the child with the help of Special Juvenile Police Unit (SJPU) including one woman police of Jiribam police station, for bringing upto Imphal and  produce before the  Child Welfare Committee Imphal East, at Wangkhei Ayangpalli Road Imphal East, P.S. Porompat at the earliest.

However, before initiating transfer process of the child taking advice and getting a medical fitness certificate for travelling upto Imphal should be obtained from the concerned doctor treating the child,  in order to avoid any health related complications during the journey.” read the directives.

Jiribam, 27 Sept : A one and a half year old girl child  who seems to be of Bengoli origin was found abandoned near a tea stall in front of the Jiribam supermarket around 5.30 pm on Saturday, 26 Sept. On seeing a large number of people gathered around a small girl , the members of the district committee, AMSU and our KanglaOnline reporter took stock of the situation and took the girl to the nearest police station. After taking the child to the police station, they called the toll free number of Child Welfare Committee. Due to unavailability of immediate care facility and confusion over who is going to be responsible for the abandoned child,  an ex CWC worker Thoudam Beenita Devi, who is a primary teacher at the moment,  was called in and her expert advice was sought after.

After a consultative meeting with Jiri police OC M. Noren Singh, AMSU  President, Jiri Branch, ex CWC worker Thoudam Beenita Devi, they decided to contact office of  CWC Imphal east and take the child to Jiri hospital. Unfortunately the child seems to be suffering from piles, so the doctor in the hospital suggested her to take her to a better hospital. No one has registered a complain in the police station for lost child neither anyone seems to have any information about the child. On the other hand there is a children home in Jiri called REDA and even non of their  staff has come to enquire about the child which suggest that the children home is  not  functioning properly and it should be checked by the concerned authority, added Th Beenita Devi , ex CWC worker.

AMSU Jiri branch President , N  Sanjiv , also expressed that a fully fuctional CWC branch should be established in Jiribam after experiencing the shortfall in the immediate care process. He also requested the Jiri police OC M. Noren to kindly follow this particular case and also thanked the Jiri hospital for taking care of the Child for the time being.

By Momon Thoudam

Jiribam, 24rd August:  In the midst of the present turmoil in Manipur, it has been reported that a truck driver was attacked by some unknown persons near Manipur-Assam border bridge.  The report says that Mr.Narendra Khumanthem was driving vehicle (no. AS-11AC 4536) towards Imphal loaded with cement bags from Fullertal, Cachar district Assam when the incident happened around 3.30 PM on Saturday, 23rd August. It added, few unknown people initially stopped the truck by blocking the road using a Canter vehicle, threatened the driver to hand them over the vehicle keys. After negotiating for some time, he was later allowed to carry on his journey. However, by the time the truck was about to cross the border bridge on Jiri river, around 3 unknown youths on bikes started attacking the truck with sticks and rods, and manhandled the truck driver, luckily the truck driver was able to cross the border with minor damages at the driver side of the truck.

The report further says that the attackers looked like Non-Manipuris, but they could communicate in Manipuri. It can be remembered that a new organisation christened as NEPO (North East People’s Organisation) formed by Bengali and Hindi speaking communities in Silchar, Assam has strongly condemned ILPS demand movement in Manipur, and demanded to remove ILPS from the existing states in NE i.e. Mizoram, Nagaland and Arunachal Pradesh.

At this point, it is not very clear about the motives of the assailants.
