IMPHAL, October 24: Officials of the Forest department supported by Police personnel today evicted around 64 families of encroachers from inside the Heingang Reserved Forest Area.

The families were evicted from Keirang to Heingang Awang Leikai.

The eviction exercise which started from 7:30 am and continued even as this report is being filed was conducted as per a notification issued on June 26 under Rule No 81 (1) of Manipur Forest Rules 1971 for eviction of the encroachers from the forest area.

A second notification was served to the people on October 16 against occupation and construction of structures in the Hingang Reserved Forest.

During the eviction drive, tension erupted between the people and the department officials but was subdued by the police personnel present.

Some of the structures evicted belonged to Sericulture Farmers`™ projects; however, the Forest officials were shown leases which were signed in 1982 regarding the occupation of the areas by the farmers.

Speaking to media persons in the sideline of the drive, sericulture farmers whose farms were damaged during the drive said it was a shock for them.

Vehicles wait while a bulldozer levels the road near Tengnoupal along the Imphal-Moreh highway.

IMPHAL, October 22: Even though vehicular movement has resumed along the Imphal-Moreh stretch of the National Highway 2 which was badly affected by the recent incessant rains and landslides, there are still certain parts of the highway which the State PWD has failed to make safe for the motorists.

IFP had conducted an inspection of the highway yesterday in this regard.

It was learnt during the tour that the PWD has divided up the damaged portion of the Imphal-Moreh road stretch into three and entrusted a separate contractor each to repair the three portions.

Of the three, the portion which was least damaged is the Lokchao to Moreh stretch. There the contractor has only used a JCB to clear the roadside drain which has been earthed up, draining away the falling water streams from the hill tops.

However, as there was no planning to drain the water streams down the gorge, there were certain parts where the streams had overflowed from the drain.

The worst portion of the road starts about 2 km before reaching Tengnoupal from Imphal.

Two road stretches about 100 feet long each have sunk along the portion requiring cutting of the hill slopes to enable vehicular movement.

On reaching the stretch around 3:30pm yesterday, several vehicles coming from both Imphal and moreh sides were seen stranded as the earth from the hill slopes cut by the Proclain machine was being piled up on the road.

The earth and boulders piled up on the road from the cutting of the hill was further cast off into the gorges using a JCB and a Bulldozer.

Later, after the road was cleared, vehicles were made to pass the stretch from one side at a time.

However, it was also witnessed that due to the minimum number of manpower and machinery being used, there was not much development in the work.

It may be mentioned that the bad condition of the road has affected shopping for ningol chakkouba as many people flock to the border town for their shopping.

At the same time, vehicles coming from Moreh towards Imphal and vice versa are allowed passage only on specific periods due to security reasons which has only appended the hardship of the commuters.

In an interview featured in The Hindu, Moirangthem Goiuramangi, a native of Sekmai Manipur, expressed the need of grass root level training to improve the quality of Indian Football.

The Manipur native who currently played for Pune City FC opined that the atmosphere in ISL was completely different, as most of the players had played at the highest level and their match-awareness were more.

Moiranthem Gouramangi made his debut for India way back in 2006. Capped 71 times by the national team, the young Manipuri, a product of the Tata Football Academy, plied his trade in the National Football League, then in the re-branded I-League, and now plays in the Indian Super League (ISL) for Pune City FC. The 29-year-old spoke about this transition, and the role of ISL in shaping India’s football future.

Original excerpts of the interview featured in Hindu:

This is your second year in the ISL. How different have the experiences been as compared to your I-League days?

I don’t think we can compare the two. We can’t forget the contribution the I-League has made. I would say, without the I-League there wouldn’t be ISL. Indian football is in transition. One can’t completely depend on the ISL to turn things around overnight. There are lots of positives though. I-League has its limitations budget-wise. There are financial restrictions. It is not as big as what we are seeing today [ISL].

But the ISL has brought in foreign players, and coaches with different styles. In that sense, how has the on-field game evolved?

Technically better. In I-League too we had foreigners. But in ISL, the atmosphere is completely different. Most of them have played at the highest level and their match-awareness is more. So is the tempo of the game. This kind of exposure wasn’t there before. But we [Indians] are not very far behind. We can definitely do well. But we don’t have the necessary structures in place. We need more grassroots-level training.

For a young Indian player, how beneficial can the ISL be?

I’ll tell you from my own experience. I have been to countries like Australia, Denmark, Ukraine. There, I had to train like a foreigner. I mean, I had to adapt to their culture. Now, everything is coming to our country. Our players need not feel lonely here. It’s a good opportunity and the younger generation should take it seriously.

Can you give a realistic time-frame for things to improve?

At least another two years [for some signs to emerge].

What has been the biggest takeaway for you from the ISL?

I am from the Northeast. I never expected to go to Mumbai, Chennai and even Pune — not so popular for football — and see 30,000 people come and watch us play. We never experienced this before. Bringing the crowds back to the stadium has been the biggest thing and the attendance is increasing day by day. Nobody wants to play in empty stadiums. I feel this is only the beginning [of better things to come].

Scholarly interests on my theatre work are more rewarding than any kind of award: Kanhailal

ifp 18th Oct

IMPHAL, October 18: Scholars from different institutes across the globe have been showing keen interest on my work. It`™s a profound feeling and any kind of award cannot replace it, said theatre doyen Heisnam Kanhailal.

Kanhailal was speaking at the website launch function of Kalakshetra Manipur, KKM theatre group here today at the JNMD Academy this evening. He said the website of KKM (www.kalakshetramanipur.org) has been long overdue. Our group has been trying to flaunt a website since 10 years back, but it did not materialised, he said.

`This was because I was laidback and did not pay much interest into it. But today we have been compelled to launch it. Friends and theatre lovers from different parts of the globe have demanded it. And we felt the need to move with the pace of time`, Kanhailal said.

He continued that today`™s artists more particularly of Manipur need to inculcate `artistic responsibility`™. It is beyond doubt that our artists have immense skills. But artists are inclined to be contented with the accolades they earned. They must move beyond that, he said.

Kanhailal emphasised that artists also need state patronage to reach certain height. He maintained that Kerala is a good example as far as artistic and cultural environment is concern. The growth and vibrancy of Kerala in any performing art is because the gurus and the scholars work together, he added.

He also noted that the state of Manipur can take the responsibility imparting theatre lessons to other south Asian countries with the coming of the Act East Policy. `Some of these countries have fertile ground for theatre. We at KKM are ready to take that responsibility`, said Kanhailal, while sharing the group`™s experience of touring Asian countries.

K Radhakumar, Secretary, Art & Culture, Govt of Manipur, who was the chief guest of the function in his speech, said that it is never too late to launch a website. He said the government is hopeful of going ahead with new ventures in the field of culture. A state Cultural Policy as well as a Film Policy is on the pipeline, he said.

On a critical note, Radhakumar highlighted that artistes are often carried away by egoism. `It seems that we have not learned to work jointly in a constructive way. Most of the discussions on important matters that we have had often got derailed inconclusively`, he pointed out.

The function was presided by L Upendra Sharma, Director, JNMDA. Many well-known theatre workers and scholars were also present in the gathering. The website was formally launched by the chief guest.

RBI deputy gov calls it step towards financial development of region

IMPHAL, October 17: Chief Minister Okram Ibobi Singh today opened a Reserve Bank of India sub-office at Manipur Legislative Assembly Hill Areas Committee chairman`™s bungalow in Lilashing Khongangkhong today with RBI deputy governor Haran Rashid Khan in attendance.

Haran Rashid said the opening of the sub-branch is a step towards economic and financial development of the region.

Speaking at the function, Chief Minister Okram Ibobi said the opening of the RBI office will facilitate financial matters and the workings of banks in the State. The opening of the branch office will also regulate and monitor the workings of other non-banking financial corporation, he said.

The Chief Minister while observing that the State government has been pressing for the opening of an office of the RBI in the State since the past around four years, also expressed happiness over the opening of the office today.

Although the State government has allotted a site measuring 5 acres for the construction of a permanent RBI office in the State at Mantripukhri, a temporary office has been set up at the bungalow constructed as the residential bungalow of the chairman Manipur Legislative Assembly Hill Areas Committee, according to a statement of the Chief Minister`™s Secretariat.

Citing that Manipur is one of the States with the least number of banks in the country, the Chief Minister also appealed to the banks to stop opening banks considering only their economic viability and to open branches in the interior parts of the hill districts.

The Chief Minister also drew the attention of the officials of the RBI towards the issue.

He continued that the government under its `Tribal areas inclusive growth project` is focussing on opening bank branches in 27 blocks where there are no banking facilities.

Elaborating further, he said, under the project, integrated office complexes which will house SDO/ BDO offices, bank branches and police outposts are under construction at the headquarters of the 27 blocks.

He added some of the complexes have been completed and already inaugurated and efforts are on to complete the remaining others by March next year.

The Chief Minister also continued that with appeals being made to the banks to open their branches at the complexes, atleast 30/40 security personnel will be stationed in each of the complexes to secure the vicinity.

Without banks the State government`™s disbursement of salaries to its employees through their respective bank accounts and efforts to ensure that all government schemes reach the intended beneficiaries through their bank accounts is not feasible, he said.

The Chief Minister also assured that the newly opened RBI office in the State will certainly identify the banking needs of people and help in providing sustained benefits to the people.

He further urged the RBI, NABARD and other banks to play more proactive role towards an inclusive growth of the State.

He indicated that that the State Government will focus on flood control under the Rural Infrastructure Development Fund (RIDF).

The Chief Minister also expressed his excitement to have T Hauzel as the first GM of RBI sub-office Manipur.

RBI deputy governor Haran Rashid Khan said the newly opened RBI branch will aim to impart financial literacy and provide financial inclusion to the people of Manipur.

He said that the Reserve Bank is sensitive to the need for economic and financial development of North Eastern States and said that the opening of Imphal office is a step in this direction.

Explaining the role and functions of the Reserve Bank and the range of services it provides, Khan said that the Payment Systems Vision of the Reserve Bank for North East states is mindful of the remote hilly terrains.

Hence he stated the feasibility of Payment Banks and Small Finance Banks for such areas.

He remarked that physical connectivity in the remote hill areas can be preceded by digital connectivity through the Business Correspondent Model by simultaneously creating public credit culture to collectively benefit from banking services.

Banking penetration needs to be improved, he said and stressed the potential of development of agriculture, particularly organic agriculture, horticulture, handlooms and handicrafts, Self Help

Groups, Joint Liability Groups and development of exports under `Act East Policy`™.

He also stressed on digital connectivity to improve banking facilities through branches and business correspondents.

He ended his speech by upholding the underlying need for synergy among all the stakeholders and an enabling environment to achieve the long term quality results and assuring that efforts will be initiated for the unbanked blocks immediately.

Deepali Pant Joshi, Executive Director, Reserve Bank of India while appreciating Manipur`™s tapestry of culture also extended full support to the initiative.

O. Nabakishore Singh, Chief Secretary, S S Barik, regional director, North East states along with other senior officers of the state government, commercial banks and the Reserve Bank were also attended the inaugural function.

The Imphal Office of the Reserve Bank will have Financial Inclusion and Development Department, Consumer Education and Protections Cell and Market Intelligence Unit.

Reserve Bank will now have offices in five of the seven states in the North East. The Imphal office will work in close coordination with the State Government, NABARD and the banks for financial and banking development of the Manipur, informed the Rupambara, AGM.

LAMKA, October 14: Unidentified miscreants gutted the St Peter School located at Vengnuam New Lamka late last night around 11:40 pm.

The headmaster of the school who is also the proprietor Nenglianlal Ngaihte resides in the school campus with his family and some boarders of the school.

On being asked of the incident, he said `I was unaware of the fire as there was no electricity and it was late, however, some of our neighbours woke us up.`

`By the time I woke up and went out, the fire was already in an advance stage and unstoppable,` he claimed.

He also said that this means that the movement in the State has often taken its toll on the student communities, be it in the hills or in the valley.

This is a big concern for the parents as schools had re-opened only a few days back on October 5 in Churachandpur against much opposition from some students who had infact showed their opposition by staging dharnas against the decision of the JAC to re-open schools, he rued.

At the same time, it is a hard time for the police as well, with the head master saying that he had no clue or reason to suspect anyone.

IMPHAL, October 10: Chief Minister Okram Ibobi Singh said that government is contemplating a bill to enact a law in the State to prevent violence against the doctors by the patient party.

The Chief Minister said this while inaugurating a 2-day 20th Annual Conference of the Associations of Surgeons of India Manipur State Chapter `“ ASIMANICON 2015, under the theme `Early Diagnosis and Treatment` at the Jubilee Hall of RIMS, Imphal today.

Ibobi said while he would have little to contribute to a scientific conference like this one, there is absolutely no doubt that problems related to health have a critical impact on the development and prosperity of this country, therefore the need for the role of the government.

`The problems are also complex and interlinked. However, while policy-makers are aware of the seriousness of the problem, there is very little awareness of its different dimensions among the broader category of opinion makers and the informed public.` He said.

A kind of pressure can be generated by creating a broader awareness of the problem which generates pressure to bring about corrective action and also sufficiently broad based understanding of the problem to make corrective action politically acceptable, the chief minister added.

He recalled the United States policy on affordable healthcare which has resulted in a number of publications on how to improve medical coverage, healthcare and reduce healthcare costs across the world.

`I note with appreciation that the Association has brought together leading specialists from the public and private organizations to share knowledge and skills with a view to providing quality healthcare in the country`, he said.

He further added that in the health sector our goal is to bring “a long and healthy life for all our citizens”.

Our key objective is to increase the life expectancy of our citizens and ensure that all people have access to healthcare, he added.

The key outputs in this regard are to reduce the mortality rate, reduce the impact and prevalence of HIV and AIDS and other communicable diseases, and to ensure an effective health care system, he said.

To achieve these outputs, our key activities include ensuring a well-coordinated health system with special focus on communicable and non-communicable diseases, he said.

Speaking on the burden of diseases due to poverty, inadequate resources, lack of equipment and infrastructure, he said inspite of all limitations, our surgeons have been relentlessly working towards providing quality surgical services to our people.

`It is heartening to learn that our surgeons, with whatever limited resources and technologies available, have been able to perform many advanced and complicated surgeries`, he praised.

`Here, let me assure that I will do whatever is possible in my capacity to ensure that shortage of infrastructure and technologies do not come in the way of providing quality healthcare to our people,` he reassured adding, the state government is dedicated to ensure a better healthcare system for our citizens and we focuses on Health Insurances to citizens, Financial assistance to poor people, enhancing the infrastructure facilities at District and sub-district level Hospitals, use of technologies like tele-medicine to reach to the remotest corners of the State etc.

The Chief Minister also said even as India is becoming an important centre in the aspect of Health Tourism, he would like to place on record that Manipur also has its goal to serve in this sector to the neighbouring country like Myanmar.

`I am sure this will take us in long way in delivering quality service not only the people of our country but also to neighbouring country` he said.

Also present on the dias were Parliamentary Secretary Victor Keishing as a guest of honour. He appealed the doctors to help the government in bringing peace and harmony in the state.

Prof. S. Rajendra Singh president ASI Manipur State Chapter who presided over the function drew the attention of the state government to create the infrastructure for the organ transplant facility in the state.
