IMPHAL, October 8: Any developmental work undertaken in Senapati whether by the BJP led Central government or the State government in Senapati district should be in the name of freedom fighter Rani Gaidinliu, BJP ST Morcha president Faggan Singh Kulaste who is also the chairman of the Parliamentary Steering Committee on SC and ST said today.

He was speaking as the chief guest at the inaugural function of the month long birth centenary celebration of Rani Gaidinliu at the Mini Stadium, Senapati district Headquarter today.

He said Rani Gaidinliu was one of tribal people who took a vital role in the freedom struggle against the British.

We must not forget her contribution and sacrifices for her motherland, he said.

Being the national president of the party`™s ST morcha, he said he will ask the Centre and the State government to honour her by naming an educational institute or scheme.

Only the BJP led NDA government focuses on the development of tribal unlike the other political parties of the past, he claimed.

Under the BJP, a separate Ministry of Tribal Affairs has been set up in the country to promote the tribal culture and for development of the tribal, he said

Under the leadership of Prime Minister Narendra Modi, the month long birth centenary of Rani Gaidinliu has been inaugurated from Senapati district today, he said.

Minister of State Rural Development, Sudarshan Bhagat said the month long nationwide celebration will help people remember the freedom fighter more.

He said it is a great opportunity to meet Rani Gaidinliu`™s grandson today in Senapati.

Achem Pamei who is the grandson of Rani Ma Gaidinliu was also present at the celebration.

The MoS said Prime Minister Narendra Modi has instructed them to visit Manipur along with other national leaders and attend the inaugural programme of the freedom fighter.

The NDA government considers the North East important, he added.

BJP Manipur Pradesh president Th Chaoba said Rani Gaidinliu was born on January 26, 1915 and as such the celebration should be continued till January 25, 2016.

Chaoba also said that the BJP Manipur Pradesh has been demanding the NDA government to erect a statue of Rani Gaidinliu in the Parliament complex.

Others present on the occasion include BS Mathur, national general secretary, national organizer, BJP-SC Morcha; Rameshchand Meenaji, national vice president, BJP, ST Morcha; Johny G Rengmaji, national vice president, ST-Morcha; elected ADC members of the district; BJP workers and well-wishers attended the celebration.

Meanwhile, leader of the ADC Senapati, N Benjamin Tao submitted a memorandum to the visiting MoS to include National Rural Livelihood Mission for Senapati district like in other hill districts of the State to boost the economic condition, to include BRGF (Backward Region Grant Fund) projects or alternative projects for Senapati as special case in view of the primitive tribe and other backward classes of the district for speedy development and be equal with other districts, decentralization of fund to the district such as `“ NREGS, scholarship for students and 100% central sponsored schemes and immediate devolution of legislative, financial and judiciary powers to the ADCs for grass root level development of the district.

Karong Senapati Town Committee also submitted a memorandum urging the MoS to provide better drinking water facilities in the town and its surrounding areas which have been suffering from acute drinking water shortage and lack of water reservoir every year with the ever increasing number of population in the DHQ and for a permanent marketing complex for women folks and local entrepreneurs of the district for better development of the district.

The Naga People`™s Organization (NPO) represented by the five units of the Mao, Poumai, Maram, Thangal and Zeliangrong tribes presidents submitted a memorandum on the matters for an honourable resolution of the Indo-Naga peace Accord, non-assessment and revocation of the 3 infamous controversial anti-tribal bills passed by the Manipur legislative Assembly on August 31, 2015 and implementation of MNREGA/S in the original guideline.

New Delhi,  5 October 2015: Women leaders of Northeast India met last month in Delhi at an international conference titled “South Asian Women’s Peace and Security Conference: Formulating National Action Plans & the Way Forward”, that was held on 21 and 22 September 2015 at India International Centre, New Delhi.

 

The Conference was inaugurated by Shri Kiren Rijiju, Honourable Union Minister of State for Home Affairs and attended by Ms Teresita C Daza, Ambassador of the Philippines; Mr. Salahuddin Noman Chowdhury, Deputy High Commissioner, Bangladesh;  Mr Cesare Onestini, Deputy Head of the European Union Delegation to India and representatives from UN Women, Pakistan, Myanmar, Bangladesh and Nepal.

 

Women leaders across the eight states of Northeast India namely Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network and Secretary General, Control Arms Foundation of India; Dr. Rosemary Dzuvichu, Associate Professor, Nagaland University, Nagaland; Prof. Lalneihzovi, Mizoram University, Mizoram; Ms Pratibha Brahma, Member of North East Research & Social Work Networking, Bodoland,  Assam; Ms. Agnes Kharshiing, President, Civil Society Women’s Organization, Meghalaya; Ms Rose Mangshi, President of Kuki Women Union, Manipur and Ms S Momon, Meira Paibi Leader, Manipur.
The meeting called upon the following appeal and resolved with a draft National Action Plan on Women Peace and Security of India. Some salient points are:

  1. Call upon the Government of India for the formulation of National Action Plans on Women, Peace, and Security.
  2. Honor India’s international commitment to Convention on Elimination of Discrimination Against Women (CEDAW) and UN Security Council Resolutions (UNSCR) 1325, 1820, 1888, 1889, 1960, 2106 and 2122 and to enact legislation for the same.
  3. Inclusion of more women in electoral processes, judiciary, police forces, economic decision making and other decision making processes for a more gender balanced equitable society
  4. Appeal to all ethnic groups, communities in to rise above the greater common goal of peace and prosperity for all. Women across ethnic, community, religion, state lines to unite to work together to make this possible.
  5. Adequate protection for women human right defenders
  6. Recognition of women role in peace processes and ensuring the participation of women as decision makers in peace negotiations and present and post conflict reconstructions by both the Central and State Governments.
  7. To work towards empowering women survivors of any form of violence with emphasis on economic justice and rights.

A memorandum on the issue of women, peace and security in India and urging for a National Action Plan was submitted to Union Minister of state for Home Affairs Kiren Rijiju.
Besides this conference, an exhibition was also organised by Control Arms Foundation of India along with E’thaan Design Studio and Rangsutra under the title “Ima Keithel ~ A Northeast India Women Mothers Bazaar of Bamboo Craft and Weaving” from 21 to 25 September at Gandhi King Plaza, India International Centre, New Delhi, where women survivors of Northeast India and Chittagong Hill Tracts, Bangladesh showcased beautiful handloom and handicraft products. The exhibition was inaugurated by Ms Marina Walter, Deputy Country Director, United Nations Development Program, India and Ms Namita Gautam, Director, Sleepwell Foundation.

 

In this unique exhibition which was one of the first of its kinds in India, women weavers from different ethnic groups in Manipur worked together for almost a year with top notch committed team from Delhi namely E’thaan Design Studio and Rangsutra to present a range of design prototypes in weaving and bamboo.

IMPHAL, October 7: For the second consecutive day today, Irom Chanu Sharmila was produced before Akash Jain, the Metropolitan Magistrate, at the Patiala House Court, New Delhi in connection with the case no. 476/02/2012 FIR No. 222/2006 Parliament Street Police Station.

Human Rights Alert executive director Babloo Loitongbam deposed before the Magistrate as the only defence witness and was cross examined by the Public Prosecutor, according to a press release of the HRA.

It said her matter was listed as item no. 43 by the court.

In his statement before the court, Babloo Loitongbam stated that he has known Irom Sharmila for more than 20 years for her social and political activism, it said.

He stated that he came to Delhi along with Sharmila on October 4, 2006 as she wanted to take her struggle to repeal the Armed Forces Special Powers Act, 1958 to Delhi and generate national interest, it said.

He told the court, on arrival they went to Gandhi Samadhi to pay respect, it said.

He had also said that in the evening they continued the dharna at the Jantar Mantar and they sought an appointment with the then Prime Minister and the Home Minister, it said.

Babloo also said that on the evening of October 6, 2006, some people came to check her health condition, but she told them that she does not need it, according to the statement.

Later a group of police personnel cordoned off the area, her supporters surrounded her but the police dispersed the supporters by the use of illegal force in violation of the fundamental rights of peaceful assembly and protest, he said, according to the statement.

He said thereafter Sharmila was arrested under a false charge under section 309 of the IPC (attempt to commit suicide), it added.

During the cross-examination by the additional Public prosecutor, Babloo firmly denied the suggestion that Sharmila was on a fast unto death on that particular day and explained that she was fasting until the AFSPA was repealed, it said.

There is an attempt to falsely represent her struggle by the State, he told the court, it said.

Further according to the statement, eminent social activist Medha Patkar had met the anti- Armed Forces Special powers Act 1958 crusader in the court house yesterday morning and suggested that a mass movement be started along with the women street vendors of Manipur.

It said in the evening yesterday, another eminent activist Swami Agnivesh visited her in Tikendrajit Bhavan and had an hour long conversation during which he assured her all support and solidarity.

The court has fixed December 15 and 16 for the date of the final hearing on the case, it said.

Meanwhile, according to a statement of the North East Forum for Internation Solidarity, activists of the forum met Irom Sharmila today and expressed their solidarity with her struggle against the Armed Forces Special Power Act (AFSPA).

It said NEFIS has pledged to wage a nationwide struggle against this draconian and anti-people law. AFSPA grants special powers to the armed forces, the most controversial being the legal immunity it provides to army officers, it said.

AFSPA is an anti-people, oppressive act, the law gives special powers for detaining, using lethal force and entering and searching premises without warrant. North-East Forum for International Solidarity (NEFIS) demands that AFSPA should be repealed from all states, ending the miseries of the people, it said.

AFSPA has been condemned nationally and internationally by all democratic and justice loving people. NEFIS calls upon all the communities of north east to raise a united struggle against AFSPA, the NEFIS statement said.

Nagaland: The Aos in Church movement in Amri Karbi areas

It is not out of nowhere, but it is God’s plan that I landed in a village called Rongphar. It is one of the Amri Karbi tribe’s villages in the Amri Karbi areas of Assam. The village is some 40 kilometers away from Guwahati and some 4 kilometers away from the National Highway 37.

I along with my colleague Takoba Teron reached in the village on October 21, 2012. I was invited to present a paper in a “Seminar” on the theme “Awareness of Political Consciousness of Amri Karbi Tribes and Their Chartered Demands” on October 22 and 23, 2012 at Rongphar Community Hall. It was organized by Amri Karbi National Council (AKNC) which has been spearheading for the “Autonomous District Council” under Sixth Schedule for a separate Amri Karbis in Assam. Over the last decades, the leaders of the AKNC have been meeting various Central leaders including former Prime Ministers late Indira Gandhi and Rajiv Gandhi. They have also submitted various memoranda to previous Dr Manmohan Singh Government and also the present Narendra Modi Government at the Center.

The day we reached the Rongphar village was Sunday and did not know where we would be staying. But, so lucky that our accommodation was arranged in the Church Guest House. In fact, we were received by Pastor of the Rongphar Baptist Church, Pichong Ronghang when we reached the village. Our team was first received by President of the AKNC, Mr Pudum Ingti, when we arrived at Sonapur, and from there, he led us to Rongphar village where I would be addressing the “Seminar.”
After having exchanged some pleasantries, the Pastor invited me to speak in the Church the same evening as that day was Sunday. I was really happy on being invited to speak in this Church, though not showing immediate response to him feeling a bit of reservation thinking it wouldn’t be fair as I reached in the village for the first time in my life, and not knowing anything of its background rather.
My sharing in this Church was one of the most memorable ones in my life but the most important one, which I would like to tell here, is the way the Christianity started coming in this village and also other villages in the Armi Karbi areas. I didn’t have much to share except my happiness of coming to this beautiful village. Although the attendance was thin, every moment was historic for me as it was the first time for me attending Karbi Church Service in my life. The news of sharing my feeling in the Church spread like a wildfire in the village and many complained the next morning saying that they would have attended the last evening’s Church Service if they knew that I would be speaking in the Church. I really felt humbled by such responses from the villagers in this village.
It is heartening to note that the Christianity has been planted in this village and other Amri Karbi areas by the Ao Church leaders under the Merangkong Godhula Mission (MGM) of Mokokchung, Nagaland.
Rongphar village is inhabited by mostly Amri Karbi tribes. This village lies at the foothills and the people were mostly non-Christians but after the Christianity came in 32 years ago, majority of them are today Christians. The village has two denominations – Baptist and Catholic.
The Rongphar Baptist Church (RBC) was first set up under the sponsorship of MGM in 1983. Those first converts are still active in Church activities in the village and also in other neighboring villages. The initial thatched Church with few negligible members has today become a symbol and prestige for the Christian community in the village. Today they have a huge RCC Church boasting of having a good number of members from the village.
Many Ao missionaries from Nagaland’s Mokokchung district have been actively engaged in promoting and developing Christianity in this village and other Amri Karbi villages. Yet, they still need supports for running and maintaining the Church administration and other activities. Prominent Ao Church leaders and high profile officials have been extending financial and material supports to the Churches, which have been established under MGM, from time to time. One of the known families not only among the Aos but also Nagas in Nagaland, late NI Jamir’s family had their share for the growth of the Church activities in the Rongphar village. The name of late NI Jamir, father of former Nagaland Chief Secretary Alemtemshi Jamir and grandfather of present NPF MLA Marentoshi Jamir, has been written and displayed in the Church.
Late LL Yaden, IAS, father of Nagaland Post Editor Geoffrey Yaden was also one of the pioneers for Christian movement in Amri Karbi areas of Assam. He was also one of the architects of MGM, which has established at least 29 Churches in Amri Karbi areas of Assam. Amenba Yaden, Parliamentary Secretary and James Yaden, IGP and Director of Vigilance and Anti-Corruption (Retd), were also among others who had contributed towards the Church funding in Amri Karbi areas of Assam.
It is said that the Christianity, which was first brought in the Amri Karbi areas, was Rongphar village. It was way back in 1983 when Reverend Puna Ao with his wife Theresa landed in this otherwise nondescript Village, Rongphar, coolly and silently perching at the foothills of Rongphar areas. It was Rev Puna who set the Christianity in motion in Rongphar Village under the sponsorship of MGM. The Rongphar Christian people said, “Rev Puna Ao is Edwin W Clark of the Rongphar Village.” Today there are 29 Baptist Churches in Amri Karbi areas. There are more than 240 Villages in the Amri Karbi areas.
Reverend Puna with his wife, who is a Garo, peacefully lives in Guwahati.  The couple is blessed with two sons and daughter. Unfortunately, their eldest son has already expired. A beautifully framed photograph of the missionary couple is hung up at the Office of the Rongphar Baptist Church.
Pastor Ronghang could speak fluently Nagamese as he had his earlier education from Mokokchung areas and also his Theological education from there. He has also been closely working and associated with the leaders of RBC since its inception in 1983. He gets a meager Rs 2000 as his monthly salary, besides he lives in a very pathetic condition. I was pained at seeing the condition of the Pastor but he seemed more comfortable and enjoying to being a servant of God.
The Rongphar village is indeed a blessed one. In the middle and surrounding areas of the village, there are paddy fields. It is bestowed with many streams, river and huge pristine forests. Inside the village, a massive tea farm is there covering huge areas of the village foothills. But if you look around, there is hardly any sign of developments from the Government side—be it State or the Center. There are two village approach roads. One is hardly motorable while the other is motorable, but no blacktopping.
We hardly thought that such beautiful Amri Karbi villages would be there along the foothills in Amri Karbi areas in Assam as most of us had hardly had any ideas of visiting them. About 99 percent of these villagers are Amri Karbis and they live peacefully and silently without causing any slightest disturbances to either other non-tribal communities or administrations. They have been surviving and they can do so for centuries to come without the support of the state Government. But they have to live at par with the rest of the State, and they should be given their due share and recognition.
In the meantime, the Amri Karbis have a cherished love for the Aos for showing them the light from the darkness.

KANGPOKPI, Oct 5: The Gelnal Hydro Electric Project along Imphal-Tamenglong road in Twilang area, Sadar Hills start functioning again few days back after it has been revived after 20 years.

The Hydro Electric Project which had been set up in the year 1981-82 endowed power to the Twilang populace from 1992 in the area.

However, the proposal of the then Manipur Chief Minister Rishang Keishing to inaugurate the 400 KV Gelnal Hydro Electric Project in October 1993 had regrettably been wilt away due to the alleged eruption of attacked on the Kuki community by the NSCN (IM) in the same year.

It has been alleged that on 13 September, 1993 Gelnal village came under the attacked of NSCN (IM) where 17 people were killed and 12 sustained severe injury while more than 76 houses were burnt down on the fateful day.

Since then, the project and its functioning had been completely ignored by the Governments.

However, with much concerned and keen MANIDERA had initiated measures to revive the Hydro Electric Project in Gelnal for the welfare of the people.

With the enthusiastic efforts and struggles rendered by MANIDERA and the concerned department as well as the people the project has been revived and starts its functioning again after more than 20 years by generating satisfactory power in the area on 28 September, 2015.

Delighted with the revival and functioning of the Hydro Electric Project Chief of Gelnal village Thangsat Khongsai organized a Thanksgiving cum Blessing function on October 4, 2015 at the power house.

The function was attended by Benjamin Lalneisang Saiate, DGM Kangpokpi Division, Gelnal VA members, church leaders and other social leaders of the area.

`The people of Twilang once again experience the exuberance of existing under the luster of power after more than 20 years`, an elated Chief of Gelnal village said while adding that it looks as if we are living in wonderland when we started enjoying the power generated through the project.

He continued that Twilang area (IT. Road) is the `Land of Glum` due to sinewy concerned of the Government for too long which rendered the people of living in the dark for so many years.

With the development and revival of the Hydro Electric Project the people of Twilang area would like to enthusiastically sustain the developmental work on the part of the Government the chief added.

He also urged the state Government and the concerned department to officially inaugurate the Gelnal Hydro Electric Project which was recently revived so as to ensure adequate maintenance supply of sufficient infrastructure and man power to sustain proper functioning of the project.

Gelnal Chief also appeal the general public to render utmost cooperation and support towards the Government and the department concerned while rendering their service for the welfare of the people in the coming days.

IMPHAL, October 4: A state-level open wildlife photography contest was held today at the CC Higher Secondary School Imphal, under the aegis of the Forest Department, Government of Manipur as part of the 60th Wildlife Week observation.

The State has been observing the Wildlife Week during the last 60 years to spread awareness on the importance of wildlife in the maintenance of ecological balance.

Altogether 19 participants took part in the contest where various photographs of rare animal species found in the State were showcased during an exhibition.

`Wildlife has been closely associated with our legends and folklores, with our epics and history,` stated Conservator of Forest (Wildlife) L Lukhoi during a brief interaction with media persons in the sideline of the contest.

`Our lives would be very much poorer without these varied forms that build up the balance of nature.`

Wildlife preservation in fact implies active and planned wildlife management under which all forms of life would progress side by side with human progress, each in its own sphere of influence and utility and without any detriment to human interests, he added.

In order to arouse a general awakening in the common man in favour of protection of wildlife, the Forest department has been observing the Wildlife Week from October 2 to 8 every year, organising different activities related to wildlife for conservation to commemorate this week such as the photography contest, he said.

He also added that people should voluntarily participate in conservation of wildlife.

However the seriousness of celebrating Wildlife Week is not only to educate or create awareness about wildlife among young people like school children and general public but also work with the all stake holders like the State police force, paramilitary forces to encourage them and take an active role in conservation and preservation of wildlife in today`™s changing circumstances, Lukhoi added.

It is popularly known as “Ima Keithel” or “Mothers Market” where over 4000 odd Manipur women congregate in capital Imphal and in smaller locations across state to sell their products. It is a very unique phenomenon hardly found in other parts of country. “We used this concept of “women’s market” to ensure women affected by conflict from across ethnic communities and region come together in an important process to nurture understanding and peace amongst communities long divided by divides which are mostly man-made”, Ms Binalakshmi Nepram, Secretary General, Control Arms Foundation of India & Founder, Manipur Women Gun Survivors Network.
In this unique exhibition which was one of the first of its kinds in India, women weavers from different ethnic groups in Manipur worked together for almost a year with top notch committed team from Delhi namely E’thaan Design Studio and Rangsutra to present a range of design prototypes in weaving and bamboo.  Besides the collection from Manipur, a humble showcasing of products brought by women from Assam, Nagaland, Meghalaya and even from Chittagong Hill Tracts, Bangladesh.

“We are first trained after which we make the prototype. We are given the layout for the motifs seeing which we reproduce the design,” says 38-year-old Arambam Bijaya, who has been a single parent to her 10 year-old-son after her husband abandoned her. Bijaya along with 100 other vulnerable women weavers have developed designs for a range of apparels in collaboration with the label ‘Rangsutra’ catering to the theme “The Bold and the Beautiful.” Salomi, a widow from Chandel who has lost her husband on 2003 demonstrated bamboo craft products that was made along with 20 other bamboo craft artisans belonging to different ethnic groups in Manipur. A large selection of bamboo products like lamps, cheese trays, holders and baskets is on display.

In this week long exhibition, some of the products of the market tried to popularise are enaphee (a shawl wrapped around the shoulders), phanek (wrap/sarong), and leiroom (a hand-woven scarf used on ceremonial occasions).

The exhibition objective was to take the beautiful arts and crafts of women of Manipur and Northeast to a larger audience and in long run bring peace in Northeast region and to ensure women from different ethnic groups come together to weave peace together in the said platform. The focus of the programme is the economic empowerment of underprivileged and violence affected women through skill development. The exhibition through its weaves and designs each woven by a woman survivor from Manipur, across Northeast India and beyond tells us the story that there can be no peace anywhere without the participation of women. We, the women are the threads that hold a society, community and nations together.

The exhibition was well received by the visitors and praised the efforts of the women exhibitors and organisers. The exhibition was organised by Control Arms Foundation of India with Manipur Women Gun Survivors Network along with E’thaan Design Studio and Rangsutra.

Delhi, 01 Oct 2015: The Manipur Students’ Association Delhi, on 30 September 2015, had organised “Irabot Day Observance Talk Programme” at the Department of Political Science, Delhi University (North Campus). The talks delivered by Dr. Gurumayum Amarjit Sharma, Assistant Professor, JNU and Vijay Singh, Editor, Revolutionary Democracy, were moderated by Dr. Malem Ningthouja, Chairperson of Campaign for Peace and Democracy Manipur (CPDM). A book entitled “Comrade Irabot and the Way Forward” which is jointly published by Manipur Students’ Association Delhi (MSAD), Irabot Research and Commemoration Committee (IRCC) and Campaign for Peace and Democracy Manipur (CPDM) was also released. Many students, teachers and researchers attended the programme. A Note making competition was also held on the topic “Hijam Irabot and Revolutionary Movement: Legacy and Contemporary Relevance”.

In the programme, it was upheld that Irabot was a believer in democratic movements and social revolution. He had stood for Manipur with an internationalist outlook. Revolutionary movement will continue as long as there is structural inequality and injustice.

IMPHAL, October 3: Chief Minister Okram Ibobi Singh inaugurated a newly constructed Boys’  Children Home at Takyelpat Imphal today.

The home is being constructed under the Social Welfare department.

Speaking as the chief guest at the inaugural function, the Chief Minister said NGOs have to work hand in hand with the government for the welfare of the deprived and physically handicapped children.

On the other hand, the concerned ministries want to take action against non-performing NGOs, he said.

Acknowledging proper construction of the Home inaugurated today, the Chief Minister also expressed happiness, according to a statement of the Chief Minister`s secretariat.

Lauding the proper maintenance of quality in the construction of the Home, he said if all projects are constructed in such proper manner, infrastructure in the State could be easily developed with the sanctioned funds despite the government facing financial constraint as ours is a small State.

Announcing that the State government will provide all necessary assistance to the department in developing infrastructure in the State, he also appealed to the concerned authorities to maintain proper quality in the construction of the similar Homes constructed in other districts including in the Hill districts.

Reacting to an appeal from one of the children of the Home to appoint a teacher for them, the Chief Minister drew the Education minister`s attention and instructed him to do the needful.

Education minister Moirangthem Okendro speaking as the guest of honour said a new Education Policy of the government will be introduced from 2016.

Under the policy, children from Anganwaddi centres will be admitted in class I in government schools for which it will be necessary for the Education and Social Welfare departments to collaborate, he said.

On the appeal for appointment of teachers for the inaugurated Children Home, the minister said he will try to appoint two to five teachers under the SSA on shift system.

Speaking as the president of the function, Social Welfare minister Ak Mirabai said plans are afoot to construct a similar Children Home for the girls soon.

She said the Home inaugurated today has a capacity of 50 children.

At present there are 20 Children Homes in the State run by NGOs, and six similar Homes like the one inaugurated today are under construction at Chandel, Bishnupur, Thoubal, Jiribam, Senapati and Saitu Gamphazol.

In his key note address, Social Welfare principal secretary SK Devburman said although the full capacity of the Home is 50 at present there are only 15 children.

During the program, gifts were also handed over to the children housed at the Home and the Observation Home.

Chief Justice of Manipur High Court Laxmi Kanta Mohapatra administered the oath of office and secrecy to V Shanmuganathan at a solemn ceremony held at Durbar Hall of Raj Bhavan. It was followed by an interactive tea party.

In his first address to the local media, the new enthusiastic Governor from Chennai stated, `As someone who has dedicated 40 years of my life to work for the people of the country I look forward to meeting all class of people in Manipur too`.

He says his position is above politics and religion hence he will only be directed by constitutional guidance to work for all the citizens of the State.

As someone who had dedicatedly work on issues like untouchables, he emphasis on the bond of love among the citizens of the country towards fostering the unity of the India.

Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam, deputy Speaker M K Preshow and other ministers were present on the occasion.

Outgoing chief secretary P C Lawmkunga, DGP Shahid Ahmad and high ranking civil and police officials were also present at the swearing in ceremony.

This is the fourth instance of changing Governors since the Prime Minister Narendra Modi`™s government took charge in April 2014.

New Delhi, 29 Sep 2015: Women leaders of Northeast India met last week in Delhi at an international conference titled “South Asian Women’s Peace and Security Conference: Formulating National Action Plans & the Way Forward”, that was held on 21 and 22 September 2015 at India International Centre, New Delhi.
The Conference was inaugurated by Shri Kiren Rijiju, Honourable Union Minister of State for Home Affairs and attended by Ms Teresita C Daza, Ambassador of the Philippines; Mr. Salahuddin Noman Chowdhury, Deputy High Commissioner, Bangladesh;  Mr Cesare Onestini, Deputy Head of the European Union Delegation to India and representatives from UN Women, Pakistan, Myanmar, Bangladesh and Nepal.
Women leaders across the eight states of Northeast India namely Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network and Secretary General, Control Arms Foundation of India; Dr. Rosemary Dzuvichu, Associate Professor, Nagaland University, Nagaland; Prof. Lalneihzovi, Mizoram University, Mizoram; Ms Pratibha Brahma, Member of North East Research & Social Work Networking, Bodoland,  Assam; Ms. Agnes Kharshiing, President, Civil Society Women’s Organization, Meghalaya; Ms Rose Mangshi,President of Kuki Women Union, Manipur and Ms S Momon, Meira Paibi Leader, Manipur.
The meeting called upon the following appeal and resolved with a draft National Action Plan on Women Peace and Security of India:
  1. Call upon the Government of India for the formulation of National  Action Plans on Women, Peace, Security.
  2. Honor India’s international commitment to Convention on Elimination of Discrimination Against Women (CEDAW) and UN Security Council Resolutions (UNSCR)1325, 1820, 1888, 1889, 1960, 2106 and 2122 and to enact legislation for the same.
  3. Inclusion of more women in electoral processes, judiciary, police forces, economic decision making and other decision making processes for a more gender balanced equitable society
  4. Develop gender sensitization training of security personnel deployed in disturbed areas
  5. Inclusion of more women in peace talks and peace processes for a better gender perspective in peace negotiations
  6. Appeal to all ethnic groups, communities in to rise above the greater common goal of peace and prosperity for all . Women across ethnic, community, religion, state lines to unite to work together to make this possible.
  7. Adequate protection for women human right defenders
  8. Reformation of Customary Law for inclusion of more women in decision making
  9. Recognition and honoring of contribution of women in cultural and social processes,
  10. Inclusion of Peace Education in Educational Curriculum
  11. Recognition of women role in peace processes and ensuring the participation of women as decision makers in peace negotiations and present and post conflict reconstructions by both the Central and State Governments.
  12. The reformation of the security sector, involving a boosted morality especially when it comes to the protection of women by increasing the amount of female police officers in the stations and guaranteeing their presence at all arrests of women.
  13. For all women to work on a shared vision, through re-establishing relationships, networking and interacting with other workers in the regional, national or international level
  14. To build a positive peace starting from developmental aspects.
  15. To work towards empowering women survivors of any form of violence with emphasis on economic justice and rights.
  16. Till the state builds a dedicated capacity for restoring governance, stability, development and rule of law in disturbed areas, the armed forces leadership will have to constructively engage with the state and civil society in the disturbed areas.
The views forwarded by the speakers, along with insights from other experts and social activists, were also embedded in the draft national action plan on Women Peace and Security for India. Speakers also called for acceleration of the empowerment of women at all levels of peace processes; adequate services for displaced women and rehabilitation of victims of gender-based violence; and zero tolerance of sexual abuse by peacekeepers. During discussions all stressed to the importance of highlighting women’s role as actors and change agents, not just as victim, and stated “Without the inclusion of women in all aspects of life, whether political or in the economy, there can be no sustainable peace and no sustainable development”.
A memorandum on the issue of women, peace and security in India and urging for a National Action Plan was submitted to Union Minister of state for Home Affairs Kiren Rijiju.
The conference was organised on the occasion of the 15th anniversary of the UN Security Council Resolution 1325, which recognizes that including women and gender perspectives in decision-making can strengthen prospects of sustainable peace. The event was organised by Control Arms Foundation of India in collaboration with Manipur Women Gun Survivors Network (MWGSN).

IMPHAL, September 28: Chief Minister Okram Ibobi Singh today chaired a condolence meeting on the sudden demise of the Governor of Manipur Dr Syed Ahmed on September 27 at a private hospital in Mumbai after a brief illness.

The meeting was held at the Conference Hall of the Manipur Secretariat South Block.

The Chief Minister also led the other dignitaries present in offering floral tributes to a photograph of the (L) Dr Syed Ahmed.

A two minutes silence was also observed in honour of the departed leader.

Expressing his condolences on sudden demise of the Governor, the Chief Minister said Dr Ahmed was an eminent leader having great personality who held many positions right from his election as an MLA to the Maharashtra Legislative Assembly for five times.

He also served as a Minister in Maharashtra and was the Governor of Jharkhand prior to being appointed as the Governor of Manipur on May 16 this year, Ibobi said.

The Chief Minister also mentioned that PHE Minister I Hemochandra Singh, who is in Delhi will be attending the last rites of the (L) Dr Syed Ahmed which is being held today in Mumbai as a representative of the Manipur Government.

He said he himself along with Deputy Chief Minister wanted to join the funeral but because of the unavailability of any flight service from Imphal to reach Mumbai in time for attending the last rites he advised minister I Hemochandra and some officials of the Manipur Bhavan, New Delhi to attend the last rites.

Ministers, parliamentary secretaries, MLAs, Chief Secretary, DGP, Army Officers and other civil and police officers attended the condolence meeting.

The Komrem Union, NEI deeply condole the sudden dismiss of the Governor Dr. Syed Ahmed and share the sorrow of the bereaved family. The union also prays to Almighty for the departed soul to rest in peace, also comfort for the left behind family members.

IMPHAL, September 27: Like in the rest of the world, Manipur also celebrated the ‘World Tourism Day’ today as different organizations and associations joined hands to promote tourism in the State.

The day was observed at the Santhei natural park, Andro organised by the State Tourism Department.

The observation was attended by Chief Minister Okram Ibobi Singh as chief guest, parliamentary secretary Tourism, Youth Affairs and Sports M Prithiviraj as president and local MLA Th Shyamkumar, additional chief secretary O Nabakishore and retd IAS and consultant of the State government RK Nimai as guests of honor.

Speaking on the occasion, the Chief Minister said in order to attract tourists to the State, we should first ensure peace to prevail and make it safe and secure.

He said the people should also support the government’s initiative to bring solution and peace by way of conducting talks whenever there is any misunderstanding among the different communities residing in the State.

Stating that tourism will bring much improvement to the financial condition of the State, the Chief Minister also assured to take up all steps to develop tourism in the State.

The Chief Minister also announced to help develop Andro as a tourist spot.

Meanwhile, the Manipur Tourism Forum also initiated a mass rally under the theme ‘walk-run-ride for tourism’ which was flagged off from Khuman Lampak by the Chief Minister as part of the day’s observation.

Speaking at the press conference, Dinesh said under the Manipur Government gazette notification no 162 dated july 27, 2012 and no 249 dated October 4, 2012, Ithing Sendra is being developed under Rural development and panchayati Raj department under the Thanga Zilla Parishad and Thanga gram panchayat.

However, recently an organisation Kege Mourang Apunba Lup Moirang has issued leaflets claiming that instead of Thanga Sendra it should be called as Moirang Sendra and not only this but the SDO Moirang has also issued that Sendra is under the revenue jurisdiction of Village no 53, Moirang part II sheet no 1, he said.

He continued it is also learnt that a complaint was submitted to the DC Bishnupur on October 13, 2014 raising objection to the calling of the Sendra as Sendra Tourist Ground, Thanga as it is located on the foothills of Sendra Hills..

He said Sendra has been known as Thanga Sendra since time immemorial.

He continued even after the signing of the merger Agreement with the Indian government when there was still the territorial council, and N Thonglen was the member, there was no connection between Moirang and Thanga revenue.

He said Ithing Sendra, Thanga cannot be change to another name and further appealed to the concerned authorities to solve the issue.

Jiribam, 27 Sept : A one and a half year old girl child  who seems to be of Bengoli origin was found abandoned near a tea stall in front of the Jiribam supermarket around 5.30 pm on Saturday, 26 Sept. On seeing a large number of people gathered around a small girl , the members of the district committee, AMSU and our KanglaOnline reporter took stock of the situation and took the girl to the nearest police station. After taking the child to the police station, they called the toll free number of Child Welfare Committee. Due to unavailability of immediate care facility and confusion over who is going to be responsible for the abandoned child,  an ex CWC worker Thoudam Beenita Devi, who is a primary teacher at the moment,  was called in and her expert advice was sought after.

Noren Singh, AMSU  President, Jiri Branch, ex CWC worker Thoudam Beenita Devi, they decided to contact office of  CWC Imphal east and take the child to Jiri hospital. Unfortunately the child seems to be suffering from piles, so the doctor in the hospital suggested her to take her to a better hospital. No one has registered a complain in the police station for lost child neither anyone seems to have any information about the child. On the other hand there is a children home in Jiri called REDA and even non of their  staff has come to enquire about the child which suggest that the children home is  not  functioning properly and it should be checked by the concerned authority, added Th Beenita Devi , ex CWC worker.

AMSU Jiri branch President , N  Sanjiv , also expressed that a fully fuctional CWC branch should be established in Jiribam after experiencing the shortfall in the immediate care process. He also requested the Jiri police OC M. Noren to kindly follow this particular case and also thanked the Jiri hospital for taking care of the Child for the time being.

IMPHAL September 22: Women personnel of 9th IRB Mahilla Battalion blocked police vehicles entry to Khuman Lampak Sports Complex from both the north and south gate today.

This was in reaction to the ruthless behavior meted against them by their Commanding Officer (CO) Mamta Wahengbam over the last many months.

Wahengbam should be replaced by September 25 by the concerned authorities.

They alleged that CO Mamta Wahengbam furnished the fellow women personnel with extra heavy duty which are beyond the normal duty and further gave severe punishments which are beyond acceptable ground rules.

A personnel on anonymity stated that their career are severely tarnished by the CO`™s conduct and attitude often charging the personnel for being absent even when they were not.

They alleged that their CO deliberately marked them as `Extra Ordinary Leave`™ which harms their career and promotion.

Till today the welfare facility for women personnel which a battalion must provide is just a distant dream, she added.

Further the women IRB personnel alleged that their CO tortured them physically and mentally.

Recently one of the fellow personnel attempted to commit suicide, unable to bear the mental torture committed by their CO Mamta Wahengbam, they rued.

They also demanded that IRB personnel should remain as IRB and not as women police constable as it will affect their service records.

Later, a team of police personnel led by Additional SP Imphal West S

Ibomcha and SDPO Imphal Police Station arrived at the scene and took a stock of the situation.

The women IRB personnel strongly reacted against their visit and asked them to turn back.

The women personnel drew the attention of the Home Minister of the State to look into their grievances that they have been facing for the last many months. They also asked the concerned authorities to arrange a meeting with the Home Minister at the earliest.

Further they resolved not to give any co-operation to their CO Mamta Wahengbam unless she is replaced.

It may be mentioned that the 9th IRB Mahilla Battalion is attached to the 2nd IRB Battalion housed at Khuman Lampak which has a strength of more than 500 women personnel.

LAMKA, Sept 21:: In honour of the nine `Tribal Martyrs` who laid down their lives for the cause of the tribals of Manipur, the residents of Hiantam Lamka today built a symbolic resting place for the departed souls at the heart of their locality at Lamka Community Hall where they built a traditional house in which nine symbolic coffins, and life-size photos of the hero were place.

The place is styled as `Salphate Zahna Pumbuk` `“ a place for paying homage to the heroes.

United we stand, announced the JAC chief convenor Mangchinkhup Hauzel while inaugurating the structure. The place was constructed by the committee set up for the task and the leader of the committee Siamchinkhup said this was built with contributions.

He further urged everyone interested to pay their homage at the place to the nine tribal martyrs.

In another development, after a peaceful protest in front of the DC`s residence late afternoon, womenfolk attacked the DC`™s vehicle as he came out and allegedly tried to escape.

The private belongings of the DC and his family in the vehicles were snatched and scattered on the road but the DC was unharmed. He stepped out and dared the mob to killed him if they so wished.

Later in the afternoon the information and publicity of the JAC announced the itinerary of a Central team scheduled to visit Churachandpur.

The JAC said it will organise a reception at 9 am for the visiting team at Kangvai and urged chiefs as well as the general public take out a procession by vehicles from 9:40 am.

It said the central team will address the general public at Lamka public ground, and it will submit a memorandum.

At 12:00 noon, the team will go to the Hospital Morgue followed by interactions with the victims`™ families.

The team will then have a closed door meeting with the JAC at the KKL. All tribe innpis and councils will then attend a press conference at 1:00pm at the JAC`s Information centre.

IMPHAL, September 20: Saplings of two new strains of mulberry, which are known to have good yields, have been introduced and planted at the Directorate of Sericulture complex, Sangaipat , by entire staff of the directorate today.

In the sidelines of the mass plantation of these imported varieties of mulberry plants, Director Sericulture Waikhom Ibohal said that the initiative is with the aim of replacing local mulberry plants with these high yielding strains. The new mulberry plants can improve the production of silk in near future in the state, he added.

He further said that two new varieties S1635 and C2038 have good production of yields than the local varieties of mulberry plants.

The indigenous plants can product 34/35 kg yields per plant annually while the S1635 can product 49.5 Kg and latest variety plants C2038 can product 54 kg per plant annually.

The department has been in touch with RAC research centre Imphal and worked jointly to acquire a limited number of the new varieties from Brehampur through Dr. Somen, of the Scientist-C CSD branch office which was opened in Imphal.

The director said that his department hopes that by next year the good varieties of plants can be distributed to sericulture farmers in state as we can multiply the plants through cutting and grafting techniques.

He said that today around a 1000 saplings of C2038 plants, another 1000 saplings of S1635 plants and around 200/300 oath tasar saplings were also planted in and around the complex of Sericulture Directorate.

He further said that Manipur has a good record of sericulture activities and silk production in India. If the experiment with these good varieties is successful, it is hoped that Manipur’s silk production capacity will be augment substantially in the near future.

IMPHAL, September 18: Exhorting municipal corporations, councils and Nagar Panchayats to be self-sustainable by taking up various policies, Chief Minister O Ibobi Singh announced today that property tax will also be applicable in all remaining Municipal areas other than the Imphal Municipal areas.

He was speaking at the inaugural of a one-day State level consultative workshop on Municipal Resource Mobilization & Implementation of Swachh Bharat Mission (Urban) and National Urban Livelihood Mission (NULM).

The workshop was organized by the Manipur Urban Development Agency (MUDA) and held at City Convention Centre, Palace Compound.

Maintaining that India is the largest democratic country in the world, Ibobi noted that the role of local bodies in democracy is of paramount importance.

Local bodies should focus on resource mobilization to be self-sustainable. Property tax is one of the important assets of resource mobilization, the CM said.

Elaborating that steps are being taken up to issue notice for collection of property tax for Imphal Municipal Corporation, he appealed to other municipalities to discuss with the concerned authorities including MAHUD on issuing notification for them as well.

He called upon the municipalities to organize public awareness campaigns from time to time with the aim to maintain cleanliness in Imphal city.

The CM also assured that the government is making earnest efforts to effectively implement Swach Bharat Mission and National Urban Livelihood Mission in the State.

Stating that the missions could be implemented effectively with cooperation from local bodies, Ibobi said that the government is trying to further strengthen local bodies.

The CM also appealed to the people to give suggestions to the government so as to make the local bodies self-sustainable.

Today’s programme was also attended by secretary of Municipal Administration Housing & Urban Development RK Dinesh Singh and consultant to the State government Dr RK Nimai Singh as president and guest of honour respectively.

Director of MAHUD N Geetkumar delivered the key note address on the occasion wherein chairpersons, vice-chairpersons, councillors and officials of Municipalities and Nagar Panchayat were also present.
