Loitongbam Bidyaluxmi said they will be fasting until the the Inner Line Permit System is implemented in Manipur and further school will be boycotted until then.

The Manipur state government has closed down all educational institutions in the state in an attempt to curb the ongoing movement for the implementation of the Inner Line Permit System (ILPS) in Manipur. It has been a month since this decision was taken. In other words, students have been kept out of their schools and colleges for a long time already.

On July 8, Sapam Robinhood, a 16 year old student studying in the XI standard was killed by police personnel during the crackdown on a peaceful student protest that was led by the Joint Committee on Inner Line Permit System (JCILPS), Student Wing, in Tellipati area of Imphal East. Since then, all the educational institutions have remained closed following the order of the state government. The orders for temporary closure of educational institutions have been issued “in consideration of the physical safety and security of the students of all institutions in Imphal area”.

This temporary closure of the educational institutions has by now given rise to students fearing losing an academic year and falling behind in their planned careers. Despite many appeals from the teachers, CSOs, parents, and student bodies, the government has not been able to find a solution to the ILPS demand and make a decision to re-open the institutions. Instead, the government has taken to deploying police personnel in all the schools, colleges, and universities.

The root cause of this odd situation, wherein students are shut out of schools now packed with police and military personnel, is the government’s attempt to to suppress the movement of the Inner Line Permit System, which has been building for decades. The people living in Manipur genuinely fear that their identity will disappear in the near future if the influx of migrants is not controlled. Manipur non-residents are beginning to outnumber permanent residents in many areas, and also acquire local identity cards, provided by the government for vested interest.

The government passed a bill, titled Manipur Regulation of Visitors, Tenants and Migrant Workers (MRVT&MW) Bill 2015, on 16 March, 2015, which failed to meet the demands of the people and led to an upswell of protests. This made the movement for the ILPS, led by JCILPS stronger. And, the killing of Sapam Robinhood by the police forced the government to retract. On July 15, the government held an emergency assembly session and a motion was passed to withdraw the Bill, without introducing an alternative, which is not in accord with procedure.

Since Sapam Robinhood’s killing, every nook and corner of state has resounded with the protest. The demand is for implementation of the ILPS and punishment for the officer involved in killing a student who participated in a peaceful protest. Student bodies have taken the step to boycott all governmental departments until their demands are fulfilled by the government. In support of the late Sapam Robinhood, students, CSOs, and social activists across the state have been demanding justice to the victim’s family and implementation of the ILPS.

While people living in Manipur have been protesting for the implementation of the Inner Line Permit System, the rest of India has interpreted this as an anti-Indian or anti-mainlander fight, which is an incorrect interpretation. The people of Manipur are seeking that the government protects them from losing their ancestral place, and there is a fear that indigenous Manipuris will become minorities in their own land. It is not that the people want to prevent outsiders from entering Manipur. The fears of the Manipuris have been realized in Tripura, where the Tripuris have became a minority in their own ancestral land.

The government has been on the back foot since Sapam Robinhood’s killing. And, it is the government’s attempt to regain control that has resulted in the decision to to close down the schools and universities.

This, however, is not the first time the people, and in particular the students, of Manipur have had to experience of shut-down of educational institutions. For instance, institutions were shut in 2001 in relation to the Naga ceasefire, which, in Manipur, resulted in a people uprising. Then again, in 2004 they were closed to try and control the rage following the news of the rape and murder of Th. Manorama by Assam Rifles personnel. The year 2009 witnessed the same, following the killing of Rubina, a 7 month pregnant woman, and Sanjit, by police commandoes. And, most recently and something that is ongoing, in 2015, the Dzukou Valley dispute between Manipur and Nagaland is keeping students away from the schools and colleges in the Mao area of Manipur. So, in some sense shutting down schools and universities is standard operating procedure for the government in times of emergencies when misgovernance or brutal crimes following by impunity unsettles the population.

Following the order of the state government for the temporary closure of institutions, yet another order was issued to deploy police personnel in all the schools, colleges, universities, and other such institutions. And, now police officials deployed in the schools and colleges have taken to misusing the compounds: by playing cards, drinking, and smoking. Some students, who arrived at their respective campuses out of desire that their institutions be reopened, even confronted these officers. The prevailing environment of police personnel camped out in educational institutions has only generated insecurity amongst the students. And, while it is police officials occupying educational institutions in the Imphal City, in the outskirts, it is out and out militarisation, with the Assam Rifles and paramilitary forces having taken over the compounds of schools and colleges.

The central and state government have taken no steps to bring this movement and the root conflict to an end. Officials appear intent to only hold onto their chairs. The people of Manipur are grieving at heart, wondering why is it that the state and central government, which has all the power and infrastructure, cannot put an end to the conflict? Who benefits from the continuing conflicts? How long does the government plan to keep the people, the students, under soldier’s boots?

IMPHAL August 13: The State today observed the Patriots`™ Day at several places including in the district headquarters paying obeisance to the martyrs of the State who had sacrificed their lives for the land.

People offered rich floral tributes and laid wreaths during the several observations.

The State has been observing the Patriots`™ Day as a State function honouring the martyrs for their supreme sacrifice since 1970.

Chief Minister Okram Ibobi Singh led in offering floral tributes at Bir Tikendrajit`™s memorial tomb at Hicham Yaicham Pat, Moirangkhom and at Thangal General Temple, Palace Compound, Imphal this morning.

A contingent of the Manipur Rifles also gave a gun salute at Hicham Yaicham Pat on the occasion in respect and acknowledgement of the supreme sacrifices of the brave hearts who courageously gave their lives during the fight for freedom of Manipur against the British imperialism in 1891.

Chief Minister Okram Ibobi Singh and deputy CM Gaikhangam also offered wreaths at the Kangla Uttra.

The main function was later held at Pheidabung, BT Park where Chief Minister Okram Ibobi Singh led the laying of wreaths to the martyrs.

His cabinet colleagues and senior officials also followed in paying respect to the patriots.

A contingent of Manipur Rifles gave Guard of Honour to the patriots before a formal public meeting was held at BT Park where Chief Minister O Ibobi and deputy Chief Minister Gaikhangam were seated on the dais as chief guest and president respectively.

This day is of great historical significance for the people of the State where supreme sacrifice was made by the brave souls to safeguard our freedom, the Chief Minister said.

Our true homage to these martyrs will be imbibing their patriotic courage and sacrificial spirit among us, the Chief Minister exalted.

It is a day to renew our spirit of patriotism and rise above our differences and unite for freedom and integrity of the State, said the Deputy Chief Minister Gaikhangam.

August 13 is a red-letter day in the history of Manipur, as on this fateful day in 1891, two great patriots, namely Bir Tikendrajit, the prince of Manipur fondly called the `Lion of Manipur`™ as he fearlessly fought against the British, and General Thangal, were hanged in broad daylight by the British in the presence of thousands of men and women at Pheidapung, Imphal Outer Pologround for resisting their colonial design and defending the freedom of Manipur.

Subedar Niranjan, Kajao Singh Jamadar alias Pukhramba Phingang and Charai Thangal of Mayangkhang were also hanged till death on June 8, May 25 and October 15 respectively the same year inside the Imphal jail on similar charge of waging war against the British Crown.

Meanwhile, the Apunba Manipur Kanba Ima Lup, NUPI SAMAJ and the All Manipur Tammi-Chingmi Apunba Lup today organised a torch rally of womenfolk starting from Wahengbam Leikai Yumjao Lairembi Community Hall as part of observing the day.

The rally commenced around 6:30pm and went straight to Bir Tikendrajit park and lighted candles and offered flowers before the Sahid Minar. From there the rally passed through Wahengbam leikai, Keishampat and after crossing the Keishamthong Bridge stopped at Hicham Yaichampat where they again made offerings to the tomb of Bir Tikendrajit.

The womenfolk then crossed New Thumbuthong and continued till the Palace Gate Traffic Island and offered flowers to the statue of the Thangal General.

A large number of activists, students and north-east people protested today, in front of Assam Bhawan under the banner of North-East Forum for International Solidarity (NEFIS) condemning the brutal gang rape of a pregnant woman by the army personnel in Assam’s Kokrajhar district which took place late on Sunday night. NEFIS demands immediate arrest of army personnel who raped the woman in Kokrajhar district of Assam.

Eminent activist Maya John of Centre for Struggling Women too joined the protest and pointed out the role of “AFSPA (Armed Forces Special Powers Act)” in granting impunity to the Armed forces personnel who have been abusing the people of North-East including Assam, who have faced various forms of repression in the past. Among which women are the most vulnerable victims, facing brutal exploitation such as rape. It is to be noted that AFSPA (Armed Forces Special Powers Act) is imposed in various districts of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police cannot take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice. NEFIS will take the issue further in the coming days if the government does not immediately arrest the perpetrators and takes action against them.

Second round of talks inconclusive, now ball in govt`s court: JCILPS

IMPHAL, August 12: The much awaited second round of talks between the State government and the JCILPS failed to arrive at a positive conclusion today. The talk held inside the

IMPHAL, August 12: The much awaited second round of talks between the State government and the JCILPS failed to arrive at a positive conclusion today.

The talk held inside the Chief Minister`™s bungalow was a crucial determiner of whether the following days will witness more agitations or bring an end to the present turmoil. However, the latter option seem far-fetched for the time being considering the outcome of the meeting between the JCILPS spearheading the ongoing demand for the implementation of the Inner Line Permit System in the State and the government.

JCILPS convenor, Khomdram Ratan told media persons that the JCILPS have been demanding the government to include its 5-points in the ILP bill which is present under process however, at present although there are deliberations to imbibe the points in the bill, there has been no positive response from the government endorsing the demand.

The JCILPS convenor was talking to media persons at the gate of the CM`™s bungalow after the second meeting which was attended by a 20-member team of the JCILPS including technical advisors and the Chief Minister and his cabinet ministers.

Even though the marathon sitting commenced from 4 pm today and continued till late into the evening lasting about five hours, both parties failed to reach to a positive agreement.

Ratan said, the JCILPS had once again urged the government to include its five-point demand in the proposed bill.

We have done our bit, now the rest is upto the government, he said.

`We have urged our part for amendments in the proposed draft Bill, now it is left to the government to decide,` he said.

He mentioned that if the government fails to include the five points, the agitations in the State will continue.

He also clarified the misunderstanding between the JAC of Sapam Robinhood and JCILPS regarding claiming of Robinhood`™s body .

As the talks also failed to arrive to a positive conclusion, he announced that Robinhood`™s body will not be accepted.

He mentioned that the JAC members were informed about the meeting and further requested to join in, but there was no positive response from their side.

When asked why the meeting took so long he replied that their five-points has 99 pages and it takes time to explain each and every point to the government representatives.

He said that JCILPS will stick with the resolution taken during the people`™s convention setting August 15 as deadline for the government to table a Bill in the Manipur Legislative Assembly.

If the government fails to do so JCILPS will discuss with the public and launch more intense agitations.

He said that copies of the dummy bill filed by the government appointed committee were handed to them during the meeting so they were not able to study it thoroughly due to time constrains.

Ratan added that there are no more further round of talks scheduled with the State government in future, and it is left entirely to the government whether to include the 5 points raised by the JCILPS and bring a positive ending to the ILP issue.

CPDM: Where are you presently located?
Chingtham Balbir: Delhi.

CPDM: Why did you leave manipur and choose Delhi for your studies?
Chingtham Balbir: The law and order situation in Manipur and the inadequate colleges there were the reasons I came to Delhi for my education.

CPDM: Which class are you in? Please tell us the name of your institute too?
Chingtham Balbir: I have given my 3^rd year exam. I study in Zakir Husain oCllege.

CPDM: What is the purpose of your education? What ambition in life motivates you to pursue education?
Chingtham Balbir: I would say to gain knowledge, wisdom and be independent, live at par with others in the society. I want to be someone who can direct the Manipuri society in the right way and so I am getting educated.

CPDM: What are your views on the inner line permit system movement in manipur? Do you think it is a right movement? Please share us your thoughts.
Chingtham Balbir: I don’t know the nitty gritty rules of ILPS and its provisions. But all in all, I support the cry to save the indigenous people and their resources.

CPDM: How have you come to know about the inner line permit system? Would you share it with us?
Chingtham Balbir: I am a member of Manipur Students’ Association Delhi. So, I get the news and knowledge of what happens in Manipur.

CPDM: Do you think the student community should/ should not participate in the ilp movement? Please elaborate your statement.
Chingtham Balbir: Since this is the people’s movement, I don’t think there should be a separate element called “students”.

CPDM: Do you think students who have left manipur for their studies should take part in political activities of such nature? Please elaborate.
Chingtham Balbir: When students of developed places leave their land and attend colleges elsewhere, it can be inferred that they do it because they wish to learn, explore and gain the experience of other developed places. But our Manipuri students’ chapter is a different one. We are forced to migrate to other places because of the prevailing situation. Again, we cannot study freely in other places. We face financial problems and live in tiny rooms like refugees. This is certainly not indicative of people from developed places seeking knowledge. Considering such facts, I think it is necessary to participate in political activities even if we are far away, so that we can make our homeland a better place.

CPDM: Have you taken any initiative/ active role in the ilps movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Chingtham Balbir: Yes. In 2014, during the ILPS agitation, the state forces committed excesses to the student agitators. On this a memorandum was submitted to the President of India. We also organised discussions and campaigns in various colleges on this issue.

CPDM: What are the reasons for the failure of ilps demand movement?
Chingtham Balbir: Difference in opinions among the leaders. Lack of proper research in the field and vague demands by the agitators, I think, are the main reasons.

CPDM: What do you want to say to the government of manipur with regards to the inner line permit system movement?
Chingtham Balbir: Politically negotiate the demands of the people.

CPDM: What do you want to say to the government and police forces of manipur on the issue of ilps imlementation?
Chingtham Balbir: Police should perform their duty properly. They should not function like a mercenary forces just for guarding the ministers. They should not pour out their frustrations to the public. The police are for the protection of the people. They must not treat the people as their enemy.

CPDM: What message do you want to convey to the leaders and civil society organisations of ilps movement?
Chingtham Balbir: The movement is not for a selected few. A rigorous discussion of the present movement is recommended and the demands put forward shoud be made crystal clear to the public. Pamphlets and publications can be a means to mobilise the public. Depending merely on public emotions and sentiments to win the movement will be difficult.

Mainland media’s roles in Northeast important to change Center’s mindset

Killing of 21 people due to flash flood and landslides in Manipur was not Headline news in National Newspapers, but the death of 1 or 2 people in heavy downpour in India’s major cities or submerging Mumbai City by heavy downpour captured Headlines of all the National Dailies.

Killing of 18 Indian soldiers in Manipur by NSCN (K) continued to remain lead and front page stories in all the leading National Papers for more than a week. But shutting down of educational institutions over a month in Manipur following the agitations by students and other civil societies demanding for introducing Inner Line Permit (ILP) system in Manipur still fails to capture Headlines of National Dailies. But few hours agitations by students or any civil societies in major Indian cities will dominate National Dailies.

The mainland media tried their best to twist the unfortunate ambush on Indian Army on June 4 at Manipur’s Chandel district and afterwards even to the extent of saying that India Army’s surgical strikes could kill 100 Naga militants, sometimes 80, sometimes 60, sometimes 40 by crossing International boundary in Myanmar. They could even use the photograph of the Indian Army helicopter taken during Nepal relief service in 2013 as if it was taken in surgical strikes in Myanmar territory in 2015.

Of late, again many mainland media started their news bombardment soon after the signing of the “Framework Agreement” between the Government of India and the NSCN (IM) was over. Several unfounded issues totally unconnected with the Naga issue by wrongly mentioning many historical chapters and names have been incorporated in their stories. Before the two parties spelling out of the nature of “Framework Agreement,” they have started giving all sort of speculative stories even at times look like they know everything of the contents of the “Framework Agreement.”

Our National Media need to change their mindset towards Northeast and seriously study on issues prevailing here. Only then will the leadership of this country start thinking something positive towards the people of the Northeast. Then change for better can be expected.

IMPHAL August 10: Doctors, mostly from the Regional Institute of Medical Sciences today staged a sit in protest at the hospital gate showing support to the ongoing demand for the implementation of the Inner Line Permit System in the State.

The doctors were seen holding placards which read `Doctors of Manipur support the ILP.`

The sit in protest was organised under the banner of the Indian Medical Association, Manipur Branch and various members (doctors) of the association joined in the sit in protest which continued from the morning office hour till late in the afternoon.

On the other hand, shops at Singjamei Keithel and in its vicinity remained closed voluntarily as the shopkeepers came out to stage in sit in protest showing solidarity to the ongoing movement.

The shopkeepers were joined by other local residents in the sit in protest.

The Singjamei Wangma Torban Kshetri leikai Leingak Nupi Lup also organised a sit in protest and a public meeting inside the Singjamei Keithel shed.

Women folk of Senjam Khunou and Senjam Chadongba, Imphal West staged sit-in-protests at their respective localities yesterday wherein president of CADA advocate Y Ratankumar attended as resource person.

The women protestors also took out a joint rally from Senjam Khunou to Phumlou during which slogans like `Implement ILPS in Manipur`™, `Punish police personnel who killed Robinhood and assaulted girl student`™, `Pass a new bill acceptable to the people immediately`™ etc were shouted.

NEW DELHI August 8 (MIC): Manipur Chief Minister Okram Ibobi Singh today called on the Prime Minister Narendra Modi and the Union Minister of Home Affairs Rajnath Singh in connection with the Naga Peace Accord.

While meeting with the Prime Minister Narendra Modi at his residence at 7, Race Course Road at 1.20pm, the Chief Minister Okram Ibobi Singh was informed that everything would be discussed with the State governments concerned before finalization of the accord.

During the meeting with the Home Minister at his residence at 17, Akbar Road here at 11.20 am, interlocutor of Naga Peace Talk R. N. Ravi also attended.

In the meeting, Manipur Chief Minister demanded a copy of the Naga accord from the Union Home Minister.

He informed the Union Home Minister that the people of Manipur were anxious to know the details of the Naga Peace Accord and had the apprehension that it would affect the territorial integrity of the State of Manipur.

Union Home Minister Rajnath Singh replied that the Accord was just a framework. It would not affect the territorial boundary of the neighbouring States of Nagaland.

He further stated that the Government of India would invite the state governments for discussion while working out the final shape of the accord.

During the meetings, Manipur Chief Minister placed before them the existing Acts namely Manipur (Village Authority in Hill Areas) Act 1956; Manipur Land Revenues and Land Reforms Act 1960; Manipur ( Hill Areas) District Council Act 1971 and Manipur Legislative Committee( Hill Areas Committee) Order 1972 passed by the Parliament for administration of hill areas in Manipur, protection of customary laws, legislative protection to the interests of Hill areas and prevention of Tribal land alienation.

IMPHAL, August 6: The peace accord signed between the Government of India and the NSCN (IM) is just a framework and not a detailed structure, confirmed Minister of State for Home Affairs Kiren Rijiju on Wednesday, in a bid to calm down the tension arising out of the undisclosed contents of the peace accord.

The sentiments of Manipur, Assam and Arunachal Pradesh will not be overlooked, he told media persons.

He assured when the final settlement comes, the Centre will definitely take into account all the States which would be affected and also consult the respective State governments.

The Minister of State for Home Affairs had arrived in the State capital on Wednesday accompanied by DoNER Minister Jitendra Singh to inspect the flood situation in the State.

Soon after their arrival at the Imphal Airport, the two had conducted an aerial visit of Joumoul Village in Chandel where a massive landslide had killed several villagers a few days back.

On their return from the inspection tour, they briefed media persons at the airport.

Rijiju said there are still no necessary details which could be announced by the government at this time because the accord signed is just a framework agreement to end the Naga issue which had been going on for the past many decades.

The government of India`™s stand is that it will understand the sentiments and concern of the Naga people and consider it with a holistic approach, he said.

The government at the same time, he said, will not overlook the sentiments of the neighbouring States Assam, Manipur and Arunachal Pradesh.

The accord is not in the interest of only one community or a group but in the interest of the whole North Eastern region, he confirmed.

He continued, the region has been facing the insurgency problem for long and the people are starving for peace.

He said the accord is a confidence building measure initiated to lay a concrete foundation for peace in the region.

The MoS also appealed to all not to circulate any rumour which could ignite unnecessary anmity and ill-feeling among the various communities of the region.

Dr Jitendra said they had visited the flood affected area of Chandel with some local MLAs.

He observed the costs of the damage including bridges, road, telecom connectivity, water supply and paddy fields is quite high.

He said the Centre will provide 90 percent for the State Disaster Response fund which is to be allocated by the Ministry of Home Affairs and the State government will bear the remaining 10 percent on its own.

The amount earlier allotted for the State to meet disasters is not enough and so the Centre will be sanctioning another Rs 8.5 crore to the State immediately, he assured.

He said they have requested the State government to formally write to the Centre within two days and send a ministerial team for assessment of the total damaged afflicted by the flood in the State.

Meanwhile on the sensitive issue around the demand for introduction of the ILPS in the State, Kiren Rijiju said he wouldn`™t be able to comment unless the Centre receives a concrete proposal from the State government.

However, he added, there are still certain provisions which enables the State government to make certain regulations within the ambit of the Constitution.

He further appealed to the people of the State not to adopt violence.

He said the Centre could discuss the issue with the State government and civil organisations of the State.

I have been closely observing the fast political development taking place after Prime Minister Narendra Modi tersely conveyed his mind and plan towards settlement of the Naga issue to the 19-Member Parliamentary Working Committee (PWC) of Nagaland. He actually opened up his mind what he was intending to do with regard to the solution to the complex Naga political issue when he met them at his residence at 7 Race Course Road, Delhi in mid-July.

Modi’s words can be examined in two ways. One, he wants to prove that he is a Prime Minister with a difference for the simple fact that his predecessor Dr Manmohan Singh kept assuring that the Naga issue would be resolved during his tenure (Dr Singh 2nd tenure as Prime Minister) but he failed to fulfill what he had assured. Two, he was still cautious and doubtful when he precisely told the 19-Member PWC of Nagaland and this could be dissected from his words – “If I give you a solution and if it is not accepted to you, I am afraid (that) my solution will be more problem to you. Will Naga people accept what I decide? When it happens, it should not go unresolved.”

That is why he has specifically asked to the 19-Member PWC as to whether the Naga people will accept what he decides. But he cautions that when such decision is taken, “it should not go unresolved.” This means that when they reach such a phase, the people have to take it whether they like it or not.

Prime Minister Modi, however, stated that “If peace comes, it must come in toto.” He also explained that “Every single Naga is important in bringing the solution.”

Everyone agrees that the 18 years long peace process between the Government of India and the NSCN (IM) is quite long but many have hardly examined why negotiations have been taking long without showing tangible result. The NSCN (K), which had been maintaining ceasefire with the Government of India for 14 long years, unilaterally abrogated it in March this year. The Central leaderships and various intelligence agencies knew very well that these two groups have been deadly rivals after splitting their NSCN into two in 1988, though factional killings and other clashes have drastically reduced after Forum for Naga Reconciliation (FNR) started playing their crucial role.

Yet, Dr Singh, during his Prime Ministership, had made the Naga issue a simpler journey by elevating the bureaucratic style of negotiations to the Ministerial level, a political level, and which was also the demand of the NSCN (IM). He also learnt from some mistakes committed by his predecessor Atal Bihari Vajpayee but the attempts made by past Prime Ministers should not be underestimated as the issues they dealt have been complex.

However, the signing of the “Framework Agreement” between the Government of India and the NSCN (IM) on August 3, 2015 at Delhi in presence of the Prime Minister Modi, Home Minister Rajnath Singh, National Security Adviser to Prime Minister, Ajit Kumar Doval and high profile leaders of the organization has surprised many leaders including the leaders of various political parties in the country. However, some political pundits and media specialists in the Region particularly Nagaland and Manipur got wind of Center’s planning to enter into some type of “Agreement” with the NSCN (IM) any moment. It now happens.

The only question that remains to be answered is why the Government of India should have kept the date, timing and place of their signing ceremony unknown. The signing ceremony such as the GOI-NSCN (IM) one held on August 3 at Delhi could have been organized in grand manner by inviting all the living past Prime Ministers, previous Interlocutors to Naga talks, leaders of various National Political Parties and leaders of prominent Civil Societies and NGOs. Modi announced that with this accord, the Government hopes to open the Northeast to development. The India-Myanmar-Thailand trilateral highway has been held hostage to a number of violent incidents. Actually, he could have even invited Chief Ministers of Northeast States if he honestly feels that solution to Naga issue is fundamental to building peace in the Region, because all the major contentious issues are no longer there.

Since the Clauses and Contents of the “Framework Agreement” of the GOI-NSCN (IM) are yet to be worked out as stated by the parties concerned, it is difficult to draw clear picture or analyze on the would-be bearing at this juncture. Yet, the leadership of the two should use their political wisdom while working out for the Clauses which should be suitable and workable as per the political and historical environment of the Region. If the leaderships of the country wisely apply their mind at this most crucial juncture, then some chain of positive development may emerge. It all depends how they apply their wisdom.

Unfortunately, many mainland media started their news bombardment soon after the signing of the “Framework Agreement” was over. Several unfounded issues totally unconnected with the Naga issue by wrongly mentioning many historical chapters and names have been incorporated in their stories. Before the two parties spelling out of the nature of “Framework Agreement,” they have started giving all sort of speculative stories even at times look like they know everything of the contents of the “Framework Agreement.” The mindset of many mainland media should change. It is only because of the strong media forces in the Region, many things have been saved from being destroyed.

Bottom Line:

I had seen the way how the mainland media tried their best to twist the unfortunate ambush on Indian Army on June 4 at Manipur’s Chandel district and afterwards even to the extent of saying that India Army’s surgical strikes could kill 100 Naga militants, sometimes 80, sometimes 60, sometimes 40 by crossing International boundary in Myanmar. They could even use the photograph of the Indian Army helicopter taken during Nepal relief service in 2013 as if it was taken in surgical strikes in Myanmar territory in 2015.

I always said this is information age – unlike 50s, 60s, 70s, 80s and even latest by 90s. The people cannot be easily fooled in 2015 and afterwards.

IMPHAL, August 4: A day after the historic signing of the peace accord between the Government of India and the NSCN (IM), the Government of Manipur continues to remain in the dark of its contents.

The government is awaiting the full text of the accord from the Centre, although the Union Home Minister has ruled out any possibilities of compromising on the territorial integrity of Manipur, Chief Minister Okram Ibobi Singh told media persons during a press conference held this evening at his secretariat following a joint meeting held with Congress legislators.

The Chief Minister, however, declared that the Government of Manipur, under any circumstances, will not accept any form of compromise in regards to the territorial integrity of the State.

He said `Nagas are our brethren and we have been praying that their issue is resolved once and for all.`

Nevertheless, apparently oblivious of the contents of the accord, he said that he was quite confused whether to interpret the development as good or bad.

The Chief Minister excoriated the dealing of the BJP led NDA government in the Centre, and stated that the Prime Minister Office and MHA have overlooked Manipur this time unlike the UPA Government who always intimated the Manipur government with matters pertaining to the demands of the NSCN-IM.

The common belief of the people that the Prime Minister of India is transparent and federal minded, and has sincere intention to bring about a change in the North-eastern States has turned out to be wrong, he pointed out referring to the signing of the accord which was undertaken without taking into confidence any of the North-eastern States.

Taking serious note of the entire episode, Ibobi compared the very act with that of a dictator.

Chief Minister Okram Ibobi Singh revealed that he had contacted the Union Home Minister, Rajnath Singh yesterday, asking for the full text of the accord.

He said he had apprised the Union Minister of how the entire Manipur was taken by surprise by the unexpected turn of events and the adverse impact on the credibility of Manipur Government.

He further disclosed that in his response, the Home Minister ruled out any possibilities of compromising the territorial integrity of Manipur and assured to provide the full text of the `Peace Accord` once it is tabled today in the ongoing session of the parliament.

The Chief Minister also drew the attention of the Centre to make details of the peace accord a public domain at the earliest to clear the uneasy atmosphere in the aftermath of the signing of the accord.

Jiribam, Aug 1: A 22 year old protester, Thoibi from Gulathol village was seriously injured in police action to control agitators demanding implementation of the Inner Line Permit (ILP) in Jiribam. According to Jiri hospital doctors, she is seriously injured in her head and condition is critical, doctors have referred her to other hospital in Assam where better equipment are there.

This incident happened near the house of local MLA Thoudam Debendra Singh, a chairman of ILP drafting committee when protesters were shouting slogan in demand of Inner Line Permit.

According to the sources, among other protesters including KanglaOnline reporter Momon Thoudam also injured, many of them were hospitalized in Jiribam district hospital.

CHANDEL, August 1: Atleast 20 villagers of Joumol Village under Khengjoi Sub-Division in Chandel District have been buried alive and several houses swept away in a landslide due to incessant rain for the past few days in the State.

According to reliable sources, 20 villagers of Joumol Village have been buried alive while 12 houses were swept away by landslide early this morning around 6:30.

However, a villager survived the fury of nature and reported the incident to the Assam Rifles post of Hengshi Village.

Joumol Village is located around 98 km from the Tengnoupal HQ (83 km of motorable road upto Holenjang and 15 km of non-motorable road from there on).

The State Relief and Disaster Management department has also instructed the Chandel district administration to depute district disaster rescue team to the spot and co-operate with the villagers, according to official sources.

Several houses of Hollenjang, Wayang and Tuitung Village under Khengjoi sub-Division have also been swept away by landslides in the past few days.

But there are no reports of loss of human lives from these villages till the filing of this report.

The State government has dispatched a team of State Disaster Response Force to rescue the villagers.

But the team could not proceed to their destination due to several landslides near Tengnoupal and had to return to Chandel district Headquarters.

It is also learnt that the bodies of the villagers buried underneath are yet to be retrieved, as no rescue team is able to reach the village yet.

Meanwhile, another landslide wreaked havoc in between Bongyang to Lokchao along the Imphal-Moreh section of the national highway and Tengnoupal-Sangshak road in Chandel district.

Some of the villagers of Senam and Tengnoupal fearing similar devastations in their villages have started vacating their houses and shifting their belongings to safer places.

The fear has been ignited by the appearance of cracks in their villages due to the landslide.

Major cracks have also appeared on the Imphal-Moreh highway in between Chahmol and Tengnoupal.

In between Tengnoupal-Sita Junction to Tengnoupal Power Sub-Station landslides have occurred at four locations blocking the Tengnoupal-Sangshak road.

A portion of the road has also been washed away by a landslide in between Chehlep Lamkhai and Phalbung Village.

Speaking to the media persons, Daniel Mate, president Kuki Students`™ Organisation Tengnoupal said that owing to the incessant rainfall, landslides have occurred at many places in and around Tengnoupal Village.

And the village has been cut off from the rest of the State due to landslides since the last few days, he added.

While appealing the State Government to provide relief assistance, he also urged the general public and traders to suspend vehicular movement along the Imphal-Moreh road temporarily due as precautionary measures.

Meanwhile, the Vaiphei Peoples`™ Council, Gen HQ has also expressed its deep and heartfelt anguish at the landslide.

A statement of the council said almost all the villagers of Joumol Village lost their lives in the massive landslide, with the exception of one who managed to survive under extreme circumstances.

With the village still inaccessible due to incessant rainfall, the Vaiphei community would like to call on the State government, Army, paramilitary forces and non-governmental organizations to expedite relief operation and ascertain the veracity of the extent of damages, and carry out relief operation without further delay, it said.

The loss of human lives is painful enough. And the lost of an entire village due to natural calamity calls for a joint united effort, and the Vaiphei Peoples`™ Council, on behalf of the Vaiphei community, would like to appeal to all to lend a helping hand in this hour of distress and great need, the press release signed by Khatkhotong Baite, president VPC and Khamneithang Vaiphei, general secretary said.

After Sekmai dam collapse, Litan Bridge caves in as incessant rain wreaks havoc in State

The excessive water which flowed out from the rivers has also inundated many residential houses, vast acres of paddy fields and fish farms.

Due to overflowing of water from Wangjing River under Wangjing-Tentha Constituency, many roads, residential houses and paddy fields have been submerged, arising need for prompt intervention.

The Wangjing High School-Wangjing Houdamba Leikai Road had been totally submerged in water, affecting normal activities of the people residing in the area. As for Wangjing Tekcham Leikai, JCB vehicles have been put to use to let the overflowing water pass through paddy fields.

Passage through the RCC Litan Bridge built over the Wangjing River near the BSF Post at Heirok Part II, has also been breached due to strong current of the overflowing water from the river.

The bridge which connects Heirok Part III, Konaiton, Thamlai and Inganglok village was inaugurated on December 7, 2009.

Four wooden bridges built along the Heirok River have also been washed away by the flood water.

Since early morning today, residents of Wangjing SK Leikai came out in large number and tried to stop the overflowing water from entering the locality. They managed the task only in the noon.

MLA of Wangjing-Tentha Constituency Paonam Brojen visited the area to take stock of the disturbing situation. He accompanied with JCB and Tata Dipper vehicles to be used in blocking the water.

BSF personnel posted at Wangjing Tekcham, Councillors and Members of Wangjing Municipal Council Ward No 5 and 6, social worker Haobam Roben and members of Youth Volunteer Association also arrived to extend help in stopping the water from entering the area.

It may be mentioned that around 2000 acres of paddy fields and fish farms in Tentha village have been submerged in water flown out from Wangjing River following the heavy downpour of rains for the last few days. Many residential houses and paddy fields in Sangaiyumpham area have also been inundated.

Also, due to sudden breakage of pavement of Sekmai River, residential houses at Keirak, Wabagai Leirak Achouba and Wabagai Tera Urak have been submerged in water. Residents of the areas have moved out to safer places for taking shelter.

It may be mentioned that on the morning of July 24, residents of Awang Sekmai had found parts of the Sekmai dam constructed over the Imphal River under the River Lift Irrigation (RLI) Scheme under the Minor Irrigation department collapsed and carried away by the strong currents of the river.

IMPHAL, Jul 28: Chairman of the outlawed United National Liberation Front (UNLF) RK Meghen alias Sanayaima and several other key leaders of the outfit were produced before the Special Court of National Investigation Agency (NIA), Guwahati today.

However, deposition of any of the prosecution witnesses of the case was not held as for today.

The outfit leaders are facing trial in the court in accordance to the charge sheets framed by NIA against them following their arrest.

It may be mentioned that today`™s court appearance of the outfit leaders is the second time for this month. The first court production for this month was on July 16 during which deposition of several prosecution witnesses of the case was held.

IMPHAL, July 28: The State government has failed to take any visible step to fulfill the resolutions taken during the July 23 public consultation on the ILPS issue at the Iboyaima Shumang Leela Shanglen, claimed the Joint Committee on Inner Line Permit System today.

A statement of the committee said the consultation was organised by the committee after the government failed to show any political will to prepare a bill in the interest of the indigenous people of the State even after many agitators have been injured and a student killed during the ongoing movement.

It said the resolutions arrived at during the consultation and which were made public were the conditions set by the public for the JCILPS to hold any talk with the government regarding the present impasse.

The government has however continued to ignore the call of the public and not taken up any visible steps towards fulfilling the resolutions, it said.

It continued that although the government constituted bill drafting committee had announced that it will bring out the final draft of the new bill on the third day, special secretary Home government of Manipur has issued an appeal seeking suggestions from scholars, legal luminaries, Constitutional experts to ensure the Inner Line Permit or else an equivalent Bill is introduced in the State at the soonest and to be able to come up with a draft of the Bill which includes all the five points raised by the JCILPS.

This shows the complete disregard of the government towards the public demand and its use of delaying tactics, the statement said.

It further said the people cannot allow the present movement to weaken.

It also appealed to the people to continue with their agitations without any let-up and organise sit in protests, rallies and form human chains.

At the same time, supporters and agitators should not block or hinder movement of those related to religious rituals, religion, medicine including doctors and nurses, essential services like the fire service, media, the JCILPS appealed.

It also appealed to its supporters and agitators not to use any communal tone which could hurt the sentiments of the different communities residing together in the State.

The Manipur Students’ Association Delhi (MSAD) with Manipur Young Mind Association Delhi and Fight You Are Not Alone and individuals have reaffirmed our commitments to protect the history, culture, population and future of Manipur from the continuous state policy of demographic invasion. As a result, lakhs of population have influx in the state of Manipur that have threatened the existence of the people of Manipur.

The rally was started from Mandi House at 11:30 a.m. and gathered at Jantar Mantar Parliament Street. Around 300 protesters were present at the rally. The protesters were shouted the following slogans a. Chingmi-Tammi Kallu, b. Amend Indian Constitution c. Implement Manipur Sate Permit System / ILPS c. CM Ibobi Down Down d. PM Modi Down Down e. Meethibong Meetambalsing Fam Thadok-u f. Long Live People’s Struggle g. Save Save Manipur h. Stop State Terrorism i. Long Live Robinhood and j. People United Will Never be Defeated. At the meantime, a memorandum was submitted to the President and Prime Minister of India.

The Demographic Invasion is rooted in the State policy. Historically, the entry of outsiders was always checked and regulated on the basis of Manipur’s capacity to absorb them. However, the official policy of unregulated influx of outsiders began when the then Dominion of India, imposed order to enlist refugees from the then East-Pakistan into the electoral list of Manipur. Thereafter, following the annexation of Manipur in October 1949, the Government of India, on 18 November 1950, abolished the pre-existing Permit System which had been regulating the entry of outsiders into Manipur.

The demands are as follows:

(I) Enactment and implementation of a law that will protect the people of Manipur from the state policy of Demographic Invasion that have threatened the polity, economy, culture and history of the peoples of Manipur. The law must incorporate the following points:

Not to allow the non-Manipuris to own land and permanent residence in Manipur.
1. The right to discretion, regarding issuance of permission to an exceptional non-Manipuri individual to enjoy permanent residence in Manipur, on the basis of his/ her contribution towards the progress of Manipuri society, will be rested with the peoples of Manipur.
2. Outsider project companies, corporate bodies, and the State must not enjoy the power to acquisition individual and community owned lands without the free prior informed consents of the peoples who will be affected by the projects.

Issuance of passes or permits to the non-Manipuri.
1. Entry passes, with limited validity, should be issued to tourists, professionals and visitors.

3. The year 1951 should be recognised as the base year to detect the non-Manipuris.

A full-fledged government department should be set up to regulate the entry of non-Manipuris.
1. Regarding this, there should be a monitoring committee composed of civil society organizations, to check the transparency and functioning of the department.

The constitution of India should be amended accordingly, to enact and implement a law to protect and safeguard the rights of the peoples of Manipur. — “In keeping with the historicity and contemporary needs of Manipur as a geo-political entity whose existence, as the first Schedule of the Indian Constitution acknowledges, precedes the adoption of the Constitution of India, all necessary constitutional and administrative steps must be taken to protect and preserve the Manipur State and her indigenous people.”

Either the Government of Manipur or the Union Government of India should not enact any legislation or administrative steps that go against the spirit and letter of above basic demands.

(II) Our position on State repression, and killing of a class XI student and injury of democratic protesters:

1. The Government of India must immediately stop repression on democratic movements in Manipur.

2. The Government of India must immediately lift the imposition of curfew and shutting down of educational establishments (since July 8 2015) in Manipur that have been carried out in the name of law and order.

3. The Government of India must not suspend the democratic rights of the students to take part in the people’s democratic movement in Manipur.

4. The Government of India must immediately punish the police personnel responsible for the killing of a class XI science student Sapam Robinhood on July 8, 2015 and severe injuries of 100 of students and protesters who were demanding a law to protect the rights of the peoples of Manipur. In this regards, actions must be taken up against the Home Minister and the Director General of Police, Manipur.

The meeting strongly endorsed to adopt these approaches to be adopted by the people who are part of the ongoing movement for Manipur State Permit System.

An open dialogue for all the communities of Manipur would be held during the ongoing movement for demanding MSP (Manipur State Permit).
Political class and political consciousness programs would be held for the mass awareness.
Any anti – non-Manipuri / communal discourses would not be inserted in the process of mobilization. We should condemn such practices that has been done in the name of the movement.
Demographic invasion is rooted in state policies. Demographic invasion is systematically done by the state policies and the target of the movement would be against the state and its policies and would not be against the non Manipuries / outsiders who have come for their livelihood.

After the rally protesters were rushed to the residence of Dr. Th. Meinya, MP Lok Sabha. Initially he was reluctantly to come to meet the protesters. IMPHAL, July 27: Stating that the act of delaying in initiating judicial inquiry into the death of Sapam Robinhood will only invite wrath of the public, the Joint Committee on Inner Line Permit System Students`™ Wing has set July 30 as the last deadline for unconditional release of the seven students`™ leaders who were arrested by police for taking part in ILPS agitation.

A statement signed by its media co-ordinator Bijandro Yumkhaibam, declared that it fully endorsed the proposed 38-hour general strike called by the Robinhood JAC.

The students`™ leaders were arrested from different places by police during the ongoing ILPS movement, it said.

Despite asking the government repeatedly to release all of them unconditionally, the same has not been done till date, which is against the student community, it said.

Some MLAs and ministers are trying to fool public by saying that no one has been arrested by police in connection with the ILPS agitation, which will not succeed at all, it added.

The Students`™ Wing, in the statement also expressed gratitude to the auto-rickshaw`™s associations for staging protest demonstrations today by staying off the road in solidarity to the collective demand for enactment of a new bill to monitor the rampant influx of outsiders into the State.
