CM reassures no compromise on State`™s territorial integrity

IMPHAL, April 23: Manipur today saluted and paid befitting tributes to its martyrs who had laid down their lives to safeguard the freedom of the land during the 1981 Anglo-Manipur war also known as the Khongjom War.

The State government today organised the main observation at Khongjom War Memorial Complex at Kheba Ching in Thoubal district.

Chief Minister Okram Ibobi Singh offering tarpan at Khongjom River.

Speaking at the function, Chief Minister Okram Ibobi Singh reassured the people that there compromise to the territorial integrity of Manipur will be allowed.

Applauding the patriotism and sacrifices of the martyrs, the Chief Minister said Manipuris had never backed down in their bid to safeguard the freedom of the land. Even in the face of a looming defeat, they fought and sacrificed their lives, he observed.

The spirit of love for the motherland which the brave forefathers had demonstrated runs in the veins of the Manipuri people and we will face any threat challenging the territorial integrity of the land, he continued.

In his appeal to the people, the Chief Minister said there are several organisations in the State, working for the land, and they may have their own interest and goal.

There is always room for discussion whenever any issue which could be a threat to the collective interest or integrity of the land crops up, he said.

However, people are fed up of violence like triggering bombs at public places and killing civilians, and have remained silent only due to fear, the Chief Minister said.

Speaking on issues regarding development, Ibobi said the DPR for the extension of the Jiribam- Tupul- Imphal rail line upto Myanmar has already been submitted to the Railway ministry.

The rail line will reach Tupul by 2017 and by 2020 it will reach Imphal, he said continuing further that the project is one of the fastest developing projects among 34 national projects of India.

The State government has also been providing full co-operation to the project, however, work has been stalled after five vehicles of a company involved in the project were burnt down by miscreants recently, he said.

He further questioned the interest of the group involved in such anti-social incidents.

Appealing to all concerned against carrying out such actions, the Chief Minister said once the rail line reaches Myanmar it will connect Manipur to other South East Asian countries including Japan and help in bringing much development to the State.

Reacting to reports and claims that under the present government no Central or State projects are completed in a time-bound manner, the Chief Minister said Manipur witnesses frequent bandhs and blockades.

A three-month long economic blockade has never been witnessed in any other State of the country and such bandhs and blockades have only acted as hindrances to developmental works, he continued.

Chief Minister Okram ibobi Singh also said that instead of blaming one another, there is a need for all to come together and pledge unity.

A high-level meeting will be convened at the combined head quarter in connection to the present issue of Myanmar army encroaching into Choro Khunou in Ukhrul district.

We don`™t want to fight with our neighbours, we want peaceful co-existence, he said.

The issue will be minutely investigated and apprise both the Union Home Minister and Defense Minister to find a permanent solution to the border row, he said.

Addressing the function, deputy Chief Minister Gaikhangam said Khongjam War has demonstrated that freedom is our birthright.

It would not be right to forget the sacrifices of the forefathers and we should follow in their footsteps.

The Khongjom war was not fought by Meiteis only but by people from all communities, he said adding that even today there is a need for all communities of the State to stand united on any issue.

Meanwhile, the Chief Minister also led the gathering in offering tarpan to the martyrs at the memorial site.

A team of Manipur Rifles also gave a gun salute in honour of the martyrs.

The Manipur People`s Party also observed the day at its office.

BJP National president warns that they will never go together with Congress

Dr. T. M Lotha, BJP MLA, Ramlal, BJP National General Secretary, BJP National President Amit Shah, Dr. Chuba Ao, State BJP president, Prasant Arora General Secretary in-charge of Nagaland & Arunachal Pradesh, Mhonlumo Kikon, BJP MLA BJP seen with the cultural troops at Police Guest House, Chumukidema, Nagaland on April 17, 2015.

DIMAPUR, Apr 17 (NEPS): In what would likely to produce a far-reaching consequence in the current political development in the state, president of the BJP national party, Amit Shah has categorically stated that the BJP would never ally with the Opposition Congress. He further asserted that “there can never be the BJP and the Congress in the same camp or in the same government.”

In his median visit to Nagaland today, the BJP national president, while interacting with the BJP party workers at Chumukedima informed that the BJP would never go together with the Opposition Congress nor would be in the same government.

He said this at a time when the Opposition Congress in Nagaland publicly stated that it would join the NPF-led DAN government in Nagaland. The Opposition Congress disclosed this after it had voted in the favor of the “Confidence Motion” moved by DAN Chief Minister TR Zeliang on February 5 on the Floor of Nagaland Legislative Assembly.

Interestingly, Chief Minister Zeliang also said on couple of occasions that he would have a “party-less government” in Nagaland.

Because of this political development, the BJP in Nagaland had earlier cautioned that they would not be part of the government where the Opposition Congress was there. This twist and turn of political development has already thrown confusion in the minds of the people in the state.

While interacting with BJP party workers at Chumukedima, Shah also discussed on the law and order situation and developmental aspects of Nagaland. He said North East (NE) including Nagaland did not lack funds and the Central assistance had been coming in the region. Unfortunately, these funds did not percolate down on the ground due to corruptions, he said and urged the state BJP workers to sincerely check corruption so that developmental activities went smoothly.

On his arrival today, Shah accompanied by Ramlal, BJP national general secretary was warmly welcomed by Dr. Chuba Ao, state party president, BJP MLAs, Dr. T. M Lotha, Imtilemba Sangtam, Paiwang Konyak and Mhonlumo Kikon and party workers from all 11 district of the state in traditional Naga style.

Nagaland: When will TR Zeliang expand his Ministry ?

By Oken Jeet Sandham When the Election Commission of India (ECI) has issued directive to the two NPF groups on March 27 to hold their “General Convention” with their active

By Oken Jeet Sandham

When the Election Commission of India (ECI) has issued directive to the two NPF groups on March 27 to hold their “General Convention” with their active members to end their crisis, things have taken place in that direction as both the groups have issued necessary notices for the same. The directive of the ECI has been seen some sort of “peacemaking mission.” It has not given any ruling on who is right or who is wrong. In other words, the ECI directive has clearly indicated that the issue is “internal of the NPF.”

The most interesting part is the ECI directive in its para 10 says, “No record has been placed, nor even vaguely averred, by either of the two groups before the Commission showing that the remedy provided in the Party constitution for determining the dispute out of the present split has been resorted to, exhausted or even attempted. When there is a specific and express remedy provided in the Party constitution itself which is binding on all members of the party, to deal with any specific issue concerning the party, such remedy should be exhausted first before seeking a decision from the Commission. The Commission is thus of the considered view that it would be premature for the Commission to pass orders on the present question of the split at this stage.”
The ECI has directed both NPF groups to follow Article XIV of the NPF Constitution for “getting the dispute resolved with the decision of the Active Members of the party as per the procedure laid down therein.” And the outcome of the meeting being conducted as per Article XIV of the Party Constitution should be submitted to the ECI.

More interestingly, the ECI in its directive in Para 11 says: “The Commission hopes and expects that the internal dispute in the party will be settled amicably within the framework of the Party constitution which would pave way for its harmonious function, not only in its own interest but also in the interest of the State of Nagaland where it is ruling party.”
After carefully observing the aforementioned points of the ECI, its role is a “peacemaking mission” something like “conflict resolution.” Never mind, the people of the northeast has been living in the midst of “all types social and political conflicts due to unresolved political conflicts nearly 70 years.” Nearly 90% of the population in the whole of the northeast were born after India gets her Independence and they have been hearing only “conflicts” and many intellectuals, educationists, political pundits usually love talking about “political conflicts” of the region with New Delhi. Ironically, it goes on without giving any remedies till now.

There are pseudo-intellectuals in our society all along talking with beautifully orchestrated “conflict resolution theories” with blank input of solution. So when the ECI plays more of a “peacemaking” role for resolving the conflict of the NPF groups by wisely referring to the party’s Constitution, it works.
Yet, politics is, no doubt, an art of compromise as often said, “There is no permanent friend or foe in politics.” After all, it is all politics and it surprises none.
However, the question is – “Why did Chief Minister TR Zeliang move for “Confidence Motion” of his government when the “NPF” had “internal crisis?” What happened to his government when 22 NPF dissident MLAs led by G Kaito Aye challenged his leadership?
But Kaito had his own political maneuver by supporting the “Confidence Motion.” Corroborating their move, the veteran lawmaker justified that they would not go against “our DAN government” as their move was purely against the leadership of TR.

The Opposition Congress, which played a very crucial role in rescuing the beleaguered TR from the unprecedented political web, would have hit the jackpot, had the BJP MLAs remained neutral during the “Confidence Motion.” But the BJP High Command played another political maneuver by pulling the rug at an unpredicted time. This is also “politics,” anyway.
Nevertheless, the most interesting part is not the ECI’s directive but Chief Minister TR Zeliang’s fumbling on the expansion of his Ministry. It has been three and half months since 22 dissident NPF MLAs openly revolted against his leadership that he has been running the DAN government without filling up the four Cabinet Ministerial Posts which remained vacant after G Kaito Aye, Kuzholuzo (Azo) Nienu, Noke Wangnao and Dr Benjongliba Aier were dropped. Expectations are running high that he will exercise expansion of his Ministry, at least, after March 27 ECI directives. But things remain the same if not complicated.

But the question is – How long will TR continue his government without expanding his Ministry? Is there any logic for him to remain in the same fashion? If he further delays expansion of his Ministry, then the people of Nagaland will be made to believe something otherwise on him. If he continues with the current mode with no efforts to expand and restructure the Ministry, he will only push the state backward. The world is moving so fast and we seem to be more complacent even after fully knowing of the continuous deficiencies in the governing. The present trend should not continue further as it will cause irreparable loss to the people of Nagaland in the long run.

The house of the accused razed to the ground by a local mob.

IMPHAL, April 15: The partly decomposed body of 16-year-old Thangjam Kelvin was recovered yesterday around noon from near the Ngariyan Catholic Teachers`™ Training College under Andro Police Station, Imphal East.

Thangjam Kelvin son of Yambung alias Premjit of Ukhongsang Mamang Leikai under Nongpok Sekmai Police Station had gone missing since March 29 after leaving with a friend on his motorbike. The motorbike is yet to be recovered.

Police accompanied by forensic experts had picked up the body and deposited the same at the mortuary of Jawaharlal Nehru Institute of Medical Sciences for post mortem.

Meanwhile, enraged by the news, locals formed a mob and set ablaze the house of 20-year-old Longjam Dhojo alias Oken son of Ibochoubi of neighbouring village Nongpok Lourembam yesterday around 3pm. Dhojo, a friend of Kelvin, is suspected to be involved in the case and had already surrendered before the police.

Strongly disapproving the police interrogation and demanding the police to hand over Dhojo to them, the mob also attacked the Nongpok Sekmai Police Station. The mob damaged the police sentry post and the gate of the police station by pelting stones.

In their bid to control the rampaging mob, police also indiscriminately fired tear gas shells, mock bombs, rubber bullets. They also blank fired several rounds.

Two women were injured in the resulting police action while another identified as Th Sanajaobi 28 wife of Roben of Ukhongsang Mamang Leikai fainted due to the explosion of a mock bomb.

Oinam Bimo Devi, 58 wife of Ngobi of Nongpok Sekmai Lilakambong received head injuries and is said to be in critical condition at RIMS. W Bembem, 24 wife of Tomba of Ukhongsang Mamang Leikai was injured on her leg and has been discharged from the Thoubal District Hospital where she received first aid.

The commotion was brought under control only after additional police teams led by Thoubal SDPO Sukhdev, Yairipok SDPO Hemant, Thoubal OC (cdo) Anandkumar arrived at the scene.

Meanwhile, it is learnt that the body had started to decompose raising concerns that the body might have been dumped there some days back after the boy was killed. The head was also found severed from the body, suspected to be due to insect and animal bites.

Later, the JAC formed in connection with the death of Kelvin organised a mass public meeting the same day at Ukhongsang ground and demanded the arrest of all those involved in the case before April 16.

In case the government fails to bring out the culprits by the stipulated time, the meeting decided to call a 24-hour state-wide general strike the next day on April 17.

According to Kelvin`™s father, the boy was a Class XI student of HRD Academy.

He said Kelvin and Dhojo were good friends and that on March 29, Kelvin had received a message from Dhojo on his phone following which the two left together on Kelvin`™s R 15 motorcycle bearing registration number MN 04 B 2158.

When Kelvin failed to return even till late, they started searching for him and found that his phone was also switched off, Yambung said.

Dhojo`™s phone also remained unreachable, he continued.

Failing to find his son, the family filed a missing report with the Yairipok police on April 1 and provided the phone numbers of the two to track them, he said.

However, the police rejected the plea stating that the phones were already switched off and cannot be traced, he lamented.

Yambung said later, they acquired Dhojo`™s new mobile number from one of his friends; however they were still unable to track him.

He said Dhojo was handed over to the Yairipok Police by his family on April 9, but his family members rejected his appeal to join in the search for missing Kelvin, Yambung continued.

In the meantime, a missing report was also filed with the Nongpok Sekmai Police Station which was recently inaugurated as a full-fledged police station, he continued.

Yambung has also claimed that since Dhojo`™s brother in law was in the police department they were trying to cover up the case.

Meanwhile quoting a reliable source, he said Kelvin was killed on April 1 by hitting twice on his head with a log.

It is also learnt that the JAC convened a similar public meeting today and reaffirmed the resolutions taken last evening. The meeting also decided to staged sit in protests in the locality until those involved are brought out and revealed before the public and to submit a memorandum to the Chief Minister and informed not to accept the dead body until the culprits are produced before the general public.

Chatra Marg resounded with the slogans of ‘Repeal AFSPA’, ‘Arrest the rapists’ and a small public meeting was organized after the candle march at the Vishwvidyalay metro station.

It is to be noted that AFSPA(Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions. There are serious chances of putting even this rape case under the carpet as done earlier. Police can not take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice.

Hem Chandra Brahma, member of NEFIS said during the meeting, “This is not the first case of brutality. People across the communities from the north east have to unite againt the draconial law of AFSPA”.  Maya John, noted women rights activist also joined the public meeting in solidarity with the issue raised by NEFIS. During her speech she said, “Even in Justice Verma Committee report there is an emerging concern that AFSPA leads to condition where democratic rights can be violated with impunity. Armed personnels have been using this impunity to sexually assault women”. Chinglen Khumukcham, convenor of NEFIS also raised the issue of AFSPA being extended to Arunachal Pradesh. He added that NEFIS will be raising this issue at national level.

We request your esteemed daily to cover the news so that lakhs of people get justice and they can live a peaceful life.

Thanking You

Hem Chandra Bramha

The world is becoming a global village and in the process many things which our ancestors have empirically learnt through experience and handed over from generations to generations is being substituted by newer things without understanding the implications. Values have changed but the traditional knowledge needs to be recorded and reassessed to understand the importance of such knowledge. Many of our cultural heritage are slowly being eroded aping other’s culture without realising the implications. The beauty of the world is its varied nuances and differences. If we have a single culture in our society, will the earth be as beautiful as it is now?

It features valuable information and articles in the field of Science & Technology, History & Archaeology, Heritage, Nature, Sports& Adventures and Career – for the curious mind.

IFCD chowkidar found involved in cutting down pine trees at Singda Dam, locals seize truck

Locals seize pine tree – laden truck

IMPHAL, April 7: Amidst growing concern on the deteriorating condition of Singda Dam under Lamphel Police Station, Imphal West due to large scale cutting down of trees in and around the dam which is against the ruling of Supreme Court, the chowkidar of Irrigation & Flood Control Department (IFCD) who is entrusted with the responsibility of looking after the dam was found directly involved in cutting down of pine trees grown in and around the dam.

The embarrassing revelation came to light when a Shaktiman truck bearing registration no MN04/A-4053 loaded with cut pine trees was intercepted by women folks and club members of the area near Singda Bazar this morning around 10.

According to members of Singda-Kadangbam Part I Meira Paibi Lup (SKPMPL) and Singda Naharol Yaipha Thouni Kanglup (SNYTK), the truck was seen coming from the office of IFCD situated just nearby the dam. When women folks and club members out of suspicion stopped the vehicle, it was found fully loaded with pine trees.

When driver of the truck was asked with whom permission the trees were cut down and where it was heading, he replied that the trees were cut down legally at the behest of the chowkidar identified as Thangboi Haokip, 47 in unison with officials of IFCD and that the truck was heading towards Imphal.

The driver also used unpleasant remarks against the women folks and club members.

They demanded the driver to produce permission paper to validate his claim that the trees were cut down legally with the permission from the concerned officials of the department. However, the driver failed to do so.

The women folks and club members attempted to meet the chowkidar in connection with the incident but proved futile as he had already fled the area.

Suspecting foul smell over the act, they enquired about the incident and came to know that Assistant Engineer and Section Officer of IFCD had asked the chowkidar yesterday to remove seven pine trees which were destroyed during the thunderstorm in the last few days from the department.

Taking chances of the order, Thangboi Haokip cut down around 50 pine trees which were transported by hiring a buffalo from Ireng village and loaded the trees on the Shaktiman truck.

On hearing the news that locals erupted in anger over the recovery of the pine trees at Singda Bazar, a team of police led by Officer-in-Charge of Singda Dam Police Out-Post rushed to the area and tried to fuse the situation.

Notably, a saw mill is situated just nearby the police post and it is said that several number of pine trees were found inside the post when the locals entered it.

Though the police tried to seize the truck loaded with pine trees, the irate locals resisted to it. Even as officials of IFCD also arrived at the area to explain the locals why the pine trees were cut down, they failed to convince them.

Later, the locals parked the truck at the premises of Singda Naharol Yaipha Thouni Kanglup and unloaded the pine trees from the vehicle.

Talking to this daily, the locals lamented the Singda Dam which is one of the important dams of the state has been reduced to a pitiable condition with the number of people settling in and around the dam increasing to a alarming figure.

They contended that huge quantity of earth was made to submerge into the dam by the settlers in their bid to construct road, posing a serious threat to the existence of the dam.

Saying that the incident of cutting down of trees in and around the dam is a serious matter which should not be sidelined, the locals urged the Chief Minister to intervene into the matter and ensure that the dam is not affected at all.

The Chief Minister also gave his assurance to render support and cooperation in promoting the art and culture of the state and also to give pension for the elderly gurus who contributed dedication in promoting and protecting the art and culture of the state.

Delivering speech at the function, Lalit Mansingh, vice president of Indian Council for Cultural Relations, New Delhi, said that Manipur is made popular by Manipuri dance.

After independence when classical dance was to revive in the country, Manipuri dance was already there and was far ahead, when it took 15 to 20 years for other classical dance forms like Orissi, Kuchikuri and others to get recognition as a proper form of classical dance, he maintained.

Diverting his topic and speaking on the development of the state on the `Look East Policy`™ he stated that after 50 years or so the centre of gravity of the world will take from Europe to United States to the East of Manipur stretching it from Manipur to the Japanese shore and beyond to the pacific shore.
