Youths to celebrate Sadbhavna Holi across the nation

 

Mission Bhartiyam, along with some other organisations like Awam ka Cinema, Buniyaad – Ek Behtar Kal ki, Ayodhya ki Awaaz, UYASD and SAMAR, will be celebrating Sadbhavna Holi. Sadbhavna Holi is an annual initiative like the Sadbhavna Diwali and Eid celebrated as festivals of harmony across the nation.

 

Ravi Nitesh, founder of Mission Bhartiyam stated that, “Every year we organize festivals of Holi, Diwali and Eid as people’s festivals regardless of religion as we believe that the original purpose of these festivals is to celebrate social bonds and to rejuvenate it through gatherings, greetings and sharing smiles together.”

 

Sadbhavna Holi will be celebrated between 27th March – 31st March across the nation. Several organisations and individuals have also expressed their support and have promised to conduct it in their region

Shadab Bashar of Buniyaad – Ek Behtar Kal Ki remarked, “We want to celebrate Holi in it’s true sense. Holi celebrates colours or diversity. We also want to celebrate that”.

 

Ayodhya has been facing communal tensions. However, like the success of Sadbhavna Diwali, the organisers also hope for a successful Sadbhavna Holi. Shah Alam of Ayodhya ki Awaaz remarked, “Holi is a festival of brotherhood. By celebrating Sadbhavna Holi, we hope to extend this brotherhood across religious communities.”

 

Sadbhavna Holi is another people’s initiative to live the true spirit of festivals in India. We, hereby, also appeal to the general public that they must also join us as we will celebrate Holi with colours of peace and harmony. To do this, one has to include members of diverse religious communities in their celebration of Holi and spread the word of communal harmony.

Ashes of the Loitam Richard, a student who went to Bangalore to pursue his dream career in architecture at Archarya NRV School of Architecture will be immersed on Monday at Nabadwip in West Bengal by his family to pray for his peaceful soul and speedy justice.

Ashes of the young boy were brought to West Bengal by the family on Sunday for performing the last rites and immersion of ashes according to the family traditions.

Family, friends, relatives and well-wishers pray that the departed soul rest in peace and will bid adieu to the young boy with teary eyes. The loving mother and father continue hope and pray for justice.

Loitam Richard was possibly a victim of an unfortunate and hate targeted violence. Police investigation have stated the possibility of a confrontation in which Richard was severely assaulted leading to the deceased succumbing to his injuries on the night of 17th April, 2012. There are also strong evidences to suggest that the deceased suffered multiple assaults on the head and face. Photographic images of the deceased Richard shows massive swelling and bleeding around the head, which have been substantiated by the preliminary post-mortem report that indicated serious bleeding in the brain.

There are statements from hostel inmates who reside in the same building with Richard Loitam that the later did not retaliate during the assault but actually was pleading for the assault to end. They however admitted that they did not notice or suspect Richard Loitam to have sustained any serious injuries until the next day when he was found dead lying in a pool of blood in his bed.

Following the death and subsequent crime scene investigation conducted by the police, a case was finally registered, after sustained protests from his parents and widespread protests across the country, under PSCR No.229-12 US 323, 302 RW 34 IPC. However, despite the reports and a case being registered, people are appalled and shocked with the conduct of Archarya NRV School of Architecture and also the report given by some sections of the media who apparently attempted to defame and cover up the crime by linking Richard’s death to drug abuse, and an injury sustained during a road traffic accident a few days before the incident. And questions continue to be asked whether the crime investigation and reporting has been affected by Richard’s ethnicity?

Despite protest and demand for justice across the country and even after approaching the Prime Minister and Home Ministry, justice continue to be denied. A year has passed but the ineffective system continues to deny justice.

Richard’s family in their endless attempt and struggle for justice have taken the case to the Supreme Court of India and the family, friends, relatives and well-wishers are waiting for weeks and months for the court hearing dates and hoping that someday the truths will be known and justice done. People are praying for the departed soul and believe that justice will bring peace to the departed soul…

United Naga Council Manipur – Acknowledgement for Lui-Ngai-Ni

The Organising Committee, Lui-Ngai-Ni, 2013 conducted its final meeting  in the presence of the President, United Naga Council(UNC) and his colleagues at Ningthoupham, Senapati on the 10th of March 2013. All records pertaining to the celebration of Lui-Ngai-Ni 2013 were handed over to the custody of the UNC during the meeting which also discussed on possible innovations in organizing of the festival in the next year.

The meeting acknowledged and recorded the solidarity and generous support extended by individuals of the Naga public, business houses and well wishers towards the organizing of Naga Seed Sowing festival at Chamdil(Chandel) on the 16th of February, 2013. Although Lui-Ngai-Ni has been listed as one of the Tourist Festivals of India, this year, as also in the year 2011, it was organised without any involvement of the Government of Manipur on account of the severance of ties with the Government of Manipur as per the declaration of the Naga People’s Convention of 1st July, 2010. The celebration of the Naga Seed Sowing Festival 2013 was thus funded solely with contributions  from individual members of the Naga public, business houses and well wishers.

It was possible to stage the festival of festivals of the Nagas in Manipur with such grandeur because of the tireless efforts of the host, the Chandel Naga People’ Organisation, the cooperation and enthusiasm of the constituents tribes and  general Naga public and the unreserved support from Naga leaders, entrepreneurs and business houses who contributed generously in cash and kind towards the celebration.

Through the media,  the Organizing Committee, Lui-Ngai-Ni, 2013 closing up its office, extends  its heartfelt gratitude, in conjunction with the United Naga Council, to all those who have contributed in various ways to the meaningful and successful celebration of Lui-Ngai-Ni, 2013.

Nagaland,KOHIMA, Mar 21: Dr. Ashwani Kumar was sworn in as the Governor of Nagaland today, the 21st March 2013 at Durbar Hall, Raj Bhavan Kohima.
Chief Justice, Guwahati High Court, Justice Adarsh Kumar Goel, administered the oath of office to the new Governor. Thereafter, the Governor was accorded Rashtriya Salute by the Nagaland Police at the Saluting Base, Raj Bhavan.
Earlier, Chief Secretary Nagaland, Alemtemshi Jamir (IAS) read out the Warrant of Appointment.

Profile of professor (Dr.)  Ashwani  Kumar
 
Dr. Ashwani Kumar, the former Director of Central Bureau of Investigation and Director General of Himachal Pradesh police served Government of India and the Government of Himachal Pradesh with utmost distinction, dedication and devotion for more than 37 years.
Dr. Ashwani Kumar was born on 15th November 1950 and belongs to Nahan, District Sirmour of Himachal Pradesh. He started his early education in Government Primary School, village Kothi near Rekong Peo, located in the tribal district of Kinnaur. He later studied at Rashtriya Indian Military College, Dehra Dun and carried on further education from Government College, Bilaspur and ultimately graduated from Government College, Nahan, Himachal Pradesh in 1971.
Apart from a distinguished public service career, Professor (Dr.) Ashwani Kumar has an excellent academic record. He has done Ph.D. in Management from Himachal Pradesh University. He has a Master’s degree in Business Administration (MBA) with specialization in Human Resources Management. He is a graduate of the National  Defence College, Ministry of Defence, Government of India, New Delhi.
Dr. Ashwani Kumar is a visiting faculty to many Universities, colleges and Institutions. He has taught Human Resources Management, Organizational Behavior and Leadership at the Jindal Global Business School to MBA students. He also provided guidance to the Research Centre for Penology, Criminal Justice and Police Studies in the Jindal Global Law School and the Research Centre for Leadership and Change in the Jindal Global Business School. Dr. Ashwani Kumar has been closely associated with the training of IGs and DIGs of Police at the National Police Academy, Hyderabad in a project that was implemented by the Cambridge University, United Kingdom under the supervision of Ministry of Home Affairs, Government of India.
Dr. Ashwani Kumar joined the Indian Police Service in 1973 and was allotted to the Himachal Pradesh cadre. He served as Assistant Superintendent of Police in the districts of Mandi and Kangra from 1975 to 1977. On promotion as Superintendent of Police, he was posted in the tribal districts of Kinnaur and Lahaul and Spiti and later at Solan and Shimla. In these districts he enjoyed an excellent reputation for service to the community, especially the poor.
While working as district Superintendent of Police at Shimla in 1985, he was selected for induction in the newly created Special Protection Group (SPG) responsible for the security of the Prime Minister of India. He worked in the SPG from 1985 to 1990 in various capacities including that of Assistant Director in the Prime Minister’s Office. Dr. Ashwani Kumar is widely travelled and has had the unique opportunity of interacting with various police, security and intelligence agencies of almost all the States and Union Territories of India and several countries of the world.
Dr. Ashwani Kumar has held many important and sensitive assignments in Himachal Pradesh Police, SPG and CBI. He has worked as Inspector General of Police in the State Human Rights Commission at Shimla with great distinction. He enjoys an excellent reputation for enforcing rule of law and upholding human rights of weaker sections of society.
He has had the distinction of working in close collaboration with INTERPOL for several years. During his service he has earned appreciation from the Prime Minister of India and the Union Home Minister. He was awarded the Indian Police medal for Meritorious Services in1989 and also the President’s Police Medal for Distinguished Service in 1999.
In August 2006 he took over the reins of the Office of The Director General of Police of the State of Himachal Pradesh. While serving as the DGP, he strived to stream line the functioning of the police administration in the State. He brought about systemic changes in the department to instill professionalism and serve the common people in a better manner. He is credited with the introduction of “Community Policing” at the grassroot level. This program achieved considerable success and has potential of permanent bonding between Police and the public. Realizing the importance of IT and Computerization, he introduced computerization at the Police Station level in Himachal Police as well as the lodging of public complaints on-line.
In July 2008, after serving as DGP- (HP) for two years, Dr. Ashwani Kumar was appointed by the Government of India to the sensitive post of Director CBI. It was indeed a proud moment for the State of HP when Dr. Ashwani Kumar became the first police officer from the State to head the CBI. He served as Director CBI for more than two years with distinction and was credited with solving a number of high profile cases and also cracking the whip against corruption and crime. He retired from the post of Director CBI in November 2010 and immediately started teaching Human Resources Management and Leadership to MBA students.

KOHIMA, Feb 13 (NEPS): President of the Naga People’s Front (NPF) Dr Shurhozelie said AICC President Sonia Gandhi had underestimated the “intelligence” of the Naga people by claiming that “the Congress party gave the Article 371 (A) for the protection of the Naga culture.”

Talking to North East Press Service here Wednesday, the NPF president, who has not contested this time assembly elections in the State, expressed surprise as how AICC President with whose party heading UPA Government at the Center could utter such remarks. He, however, said the Congress people in Nagaland had fed AICC President with all the wrong points. And this could be seen when she came to Nagaland to address election rallies—one at Dimapur and the other at Mokokchung—on February 7.

Gandhi, while addressing election rally at Dimapur District Council Stadium (DDSC) at Dimapur on February 7, said the Congress had always been committed to preserving the Naga identity. “Congress party gave the Article 371 (A) for the protection of the Naga culture”, she said while adding that it was the Congress party which had introduced “Article 371 (A) that protects the Naga identity, culture, tradition and practices.”

“It was wrong on her part making such statement because she was here as a Congress President,” Dr Shurhozelie explained. She failed to understand that all these Article 371 (A), she was claiming as Congress’, was the outcome of the agreement between the then Naga People’s Convention (NPC) and the Government of India (GOI) and not with the Congress Party, he said.

“So it was wrong on her part,” he said. “She underestimated the intelligence of the Naga people. She was only talking those points briefed by the Congress people in Nagaland. “It was not from her hearts and thoughts,” the NPF chief claimed.

On the other hand, it was the NPF that had been working for the preservation of the Naga traditions, identities, custom, language, village institutions, etc., Dr Shurhozelie said. “We always support the bodies and NGOs that worked for the protection of the Naga identity,” he said and further added that they also always worked according to the interests and wishes of the Naga people.

14 Feb 2013 Imphal, Manipur: 1 Billion Rising campaign states, “One in three women on the planet will be raped or beaten in her lifetime”. In India, according to National Crime Record Bureau in 2011, 14.7% rape cases are registered in cities while 85% rape cases are registered in rural India total of 2, 28,650 women faced violence and abuse during 2007-2011.In Northeast India, a total of 13,308 incidence of crime against women had been reported according to the National Crime Records Bureau 2011 with 11503 cases in Assam, 269 cases in Meghalaya, 1358 cases in Tripura, 167 cases in Mizoram, 247 cases in Manipur, 38 cases in Nagaland, 171 cases in Arunachal Pradesh and 55 cases reported in Sikkim. Not only in their states, Northeast Indian women are also prone and are vulnerable in metropolitan cities like Delhi, Mumbai, Bangalore etc.

Manipur Women Rises to End Violence Against Women and Girls in State

Over 20,000 people have been killed in the last five decades due to ongoing conflict in Manipur. Today more than 30 armed groups operate in Manipur – ranging from small outfits to organizations with several thousand members. Besides them, dozens of battalions of the Indian Army and several units of Indian paramilitary forces are stationed throughout Manipur. Manipur is one of the most conflict-ridden states in India. Women and children of Manipur suffer most in this conflict. Every year 300 widows are born in the state as a result of arm violence.

In Manipur, violence against women is increasing. There were 269 cases of violence against women during the period between January and October of 2012 as per record published by local newspapers. The above cases include 21 rape cases, two rape and murder cases, 16 suicide cases, 7 molestation cases, 4 kidnapping cases, 56 missing cases and 78 trafficking cases. There has been a steep rise in crime against women in Manipur despite the emergence of a large number of women’s vigil groups and civil bodies and higher recruitment in the police department. There are various forms of violence against women. Violence at home – it can be physical abuse, it can verbal abuse. Then, there is violence in public places such as buses, trains where women are sexually harassed. Then we have a third form of violence where there is conflict, where there is structured conflict going on since decades. Women in Manipur face all the three types of violence. Manipur has the second highest rate in domestic violence in the country.

Gender analysts here said, delayed delivery of justice; poor economic condition and imposition of the controversial Armed Forces (Special Powers) Act (AFSPA) are some of the factors fuelling crime against women in the state. They said lack of human rights and gender equality education in police training and non-implementation of gender issues in education are adding to the problem.

Women of Northeast India are joining the One Billion Rising Global Campaign in solidarity to stop any form of violence against women. The One Billion Rising Campaign is a global campaign by women for women. The campaign calls for an end to violence, and for justice and gender equality. On February 14, 2013, a one-day event will be held, a call for one billion women around the world to walk away from their homes, businesses, and jobs, and join together to dance in a show of collective strength. The word “billion” refers to the one billion women who are survivors of abuse. As of September 20, 2012, people from 160 countries have signed up to take part in the campaign. The campaign was initiated by playwright and activist Eve Ensler. The campaign was in part inspired by the Todd Akin ‘legitimate rape’ and pregnancy comment controversy. Ensler, shocked at Akin’s statement, wrote an open letter in response. Around 5,000 organizations have joined the campaign, which has also been aided or endorsed by religious ministers, movement builders, actors Rosario Dawson, Robert Redford, and Stella Creasy, British Labour Co-operative politician.

Manipur Women Gun Survivors Network and Northeast India Women Initiative for Peace will be organising a meeting on the theme “Strategizing to End Violence against Women in Manipur” on 14 Feb 2013, 10 am to 12 pm at the Classic Hotel, Imphal, Manipur. The event was organized to support and join the One Billion Rising Global Campaign in solidarity as we feel that, gender equality is, first and foremost, a human right, women are entitled to live in dignity and in freedom from want and from fear. Empowering women is also an indispensable tool for advancing development and reducing poverty. The conference will find ways to address the issue and to ensure for immediate steps from concerned authorities to stop violence against women.

Discrimination: How should we deal with it?

Discrimination. This phenomenon has for long been the talking point for people who have opportunistic interests in fanning the emotional alienation of the North-East from the so-called mainland India. They talk as if discrimination were some kind of a strange treatment meted out by the mainland Indians to the ¡§fringe¡¨ Indians in the North-East. The truth however is this: discrimination is ingrained in human psychology. Discrimination is universal.

Let us look around ourselves. Worldwide, the Caucasians consider themselves and are mostly considered to be the superior race. Indians are often called ¡§dirty Indians¡¨. In India, there is always a North-South divide in psychological supremacy. The Bengalis are revered for their intelligence. Marwaris, Punjabis and Tamils are respected for their entrepreneurship. In the same vein, these communities find reasons to look down upon each other. In the North-East, the Assamese consider themselves the superior community. In Manipur, the Imphalites look down upon the Lawai machas (Villagers), and the Meiteis look down upon the tribal minorities. Among the tribes too, the bigger tribes have a condescending attitude towards the smaller ones. Does it mean we should have one million countries in the world? That too, just for the heck of escaping discrimination?

Let us discuss some issues people have raised time and again.

(1) National Newspapers are not carrying enough Manipur-related news. Here we should know that all news houses commercial enterprises. The commercial purposes are best served when the customers and potential customers are targeted. So, Delhi edition of Times of India has more news related to Delhi. This happens everywhere and with every newspaper. The Telegraph has extensive news about the North-East with substantial proportion being devoted to Assam!! They cannot be expected to be more interested in our affairs, more so because we have not done anything worth noticing except violence, violence and violence.

(2) Mainland Indians are ignorant about Manipur/Manipuris. But, let me remind you, we learnt whatever we know about other places of India because they were either important places of mineral resources or places associated with industries or places with major shares in specific crop production, or because they were places of major historic importance in terms of the Freedom struggle… Now, do you think Manipur deserves more mention in any of the above contexts? No!!! And, how much do we know about the Marathas, Punjabis, Bengalis or Telugus? Moreover, all South Indians are still Madrassis for many.

(3) The Central Government is not doing anything for us. Why should they be bothered? We, the Manipuris, are not doing anything to help ourselves. The terrorists are not going to come to the talks table for the obvious reason that they would never give up their hugely profitable armed enterprises. We, the common people, are least bothered by our problems and we look quite okay with whatever is going on. Instead of thinking for the fate of the whole community and of the future generations, we keep trying to reap individual mileage by collaborating with the terrorist organizations in some way or the other. We keep suffering silently and keep trying in vain to buy each day of our individual lives. We seem to have no time to think for the people at large. There’s no competent leader from Manipur who can talk about our problems audibly. How are they supposed to know our problems? We are in a democracy where the loudest voice always has the maximum chance of being heard. India is not a small country either. The Central leaders have enough headaches and problems to occupy their minds and time. How do we expect them to understand our problems? Their attitude is: “Let these stupid people kill each other and finish themselves. They are not ready to solve their own problems. Why should we take the trouble of trying to get them to understand the importance of solving their own problems for their own sake? We have enough worries.” To a discerning human mind, these Central leaders are right in every way. Nonetheless, it is a false propaganda by the vested interest that the Union Government does not give enough funding to Manipur. There was an analysis in the Telegraph some years ago about comparative funding to the North-Eastern states and to other mainland states. The only problem is that whatever funding the Centre hands out goes on to line the pockets of politicians and terrorists¡Xthe biggest pests in the society. In the North-East, every other state is better than Manipur in terms of development. Why? On the hindsight, why should we keep begging?

(4) ¡§Mary Kom vs. Saina Nehwal¡¨ Debate Mary Kom just about manages a highly accented Manipuri and fumbles around in the darkness when it comes to talking in Hindi or English. Saina Nehwal speaks both English and Hindi fluently and conducts herself smartly and intelligently. And, Saina Nehwal¡¦s good looks are not going to hurt either ƒº If you are the director of a commercial enterprise, whom would you like to pay and make your company¡¦s ambassador? So, isn¡¦t it weird that some people could be ignorant or squint-minded enough to make an issue out of it? It is economics, stupid! Mainland India is not a homogeneous population (or community) entirely biased against us. There are so many different communities that look down upon and make fun of one another. Bengalis are the ¡§rice and fish eating Bongs¡¨! But, no one can deny that they are an intellectual powerhouse. Marwaris are makkhi-chus. They are also the predominant community controlling a major chunk of the financial assets in the country. The Sikhs are always at the receiving end of dumb jokes. They faced a bloody riot in 1984 aimed entirely against them. Now, a Shikh is the Prime Minister of India. Another Shikh is the Army Chief. Yet another Sikh is India¡¦s permanent Ambassador to United Nations. They are a powerful community inside and outside of India. What can we learn from the Sikhs? That we should take ethnocentric conflicts in the right spirit. That we cannot keep blaming others for their chauvinism or ignorance about our culture or community. That we should be engaged in constructive activities, and excel, and make progress so that they sit up and notice us. That violence and fretting on others’ attitudes are not only futile but self-destructive. On a different take, if you look at the phenomenon of discrimination a little more closely, there is always a pertinent explanation in every case. I do not want to waste pages listing the reasons. Instead, I would give just a few examples. The Caucasians are physically (and aesthetically) and intellectually well endowed. The Caucasians colonized the world and have been and are still at the forefront of this civilization. They have every plausible reason to feel superior to other races. Similarly, the urban areas are more developed and equipped with modern facilities for employment and entertainment. So, the
urbanites have reasons to have a condescending attitude towards their rural counter-parts. Discrimination will be there as long as we have uses for adjectives like good and bad, black and white, rich and poor, developed and underdeveloped, ugly and beautiful, educated and less educated or uneducated, big and small, etc.

Hence, the oft repeated ¡§discrimination by the mainland Indians¡¨ is a silly reason for ¡§liberation¡¨ from India. The people need to be (they are already) wary of people who are trying to plant ideas of xenophobia and exclusivism and to alienate the North-East Indians from the mainland. First, because xenophobia and exclusivism have no place in a sensible and civilized world where relevance of nation states and racial segregation are increasingly getting blurred and the importance of cooperation is being increasingly underscored. Second, because the people who are ¡§waging a war for liberation from India¡¨ have other ulterior motives, the most predominant and obvious include money and power. Third, because we cannot escape from discrimination by breaking away from India. Fourth, because the state of affairs in Manipur now is such that even the Hell must be a better place to live: thanks to the politicians who have been looting the state¡¦s exchequer and the terrorists who are running armed business enterprises in the garb of ¡§freedom struggle¡¨. It would be worthwhile to remember that failure breeds contempt and complaints. Here failure of the community is entirely the making of the corrupt politicians and the demons of terrorists in the garb of freedom fighters with ample contribution from the vested interest among the civilians who have been making good use of their associations with the terrorists and politicians.

Peace, rule of law, education, employment, financial empowerment and development are the only things that can enable us to outgrow discrimination, to prosper as a community and to earn respect from other communities. Let us stop playing in the hands of the terror syndicates.

Criticizing the attitudes of the Congress leaders, Konyak, who is in straight fight with Independent Candidate YM Yolow, said the Prime Minister of this country in their last 9 years rule had not even visited Nagaland once and their visiting to the State at the time of elections had clearly exposed that they were not concerned for the people of this most backward areas in particular and State in general.
AICC President Sonia Gandhi had already visited Mokokchung and Dimapur and addressed the election rallies on February 7. Prime Minister Dr Manmohan Singh and AICC Vice President Rahul Gandhi are among others who will be visiting the State including ENPO areas for election rallies. Their dates visiting are yet to be confirmed.

“It is very unfortunate that these leaders including Prime Minister Dr Manmohan Singh seem to be interested only in elections and not the people,” he pointed out saying such high profile political shows by Congress leaders would neither have any impact on ENPO areas nor other parts of the State.”
“The Nagas are not foolish anymore and they will give befitting reply this time,” he said adding, “I am optimistic that at least 6 NPFs out of total 9 in Mon district will emerge victorious and will cross double digit in the ENPO areas. We will get absolute majority and forming the next government.”

WOKHA, Feb 10 (NEPS): The people of Nagaland have been experiencing unprecedented divisions amongst them under the NPF-led regimes and such developments did not augur well for the future of the Naga people, said Dr TM Lotha, NCP candidate from 38 Wokha Assembly Constituency.

Talking to North East Press Service on the sidelines of his campaign trails here Sunday, the former Minister recalled as to how he as Chairman of the Political Affairs Committee (PAC) of DAN worked tirelessly to bring unity among the various Naga underground groups and civil societies and overground people.

“We had been meeting with leaders of various Naga underground groups while I was Chairman of the PAC and we could convince them of the urgency of coming together for finding solution to the longstanding Naga political issue,” Dr Lotha said. “I tried my best to unite the Nagas as a PAC Chairman but all have been shattered because various tribal blocs came up—viz Tenemiya, Central Naga Tribal Council (CNTC), ENPO, etc.”

“Who is responsible for these unwanted developments in the Naga societies,” he asked and alleged, “It is because of the misrule of the NPF.”

Stating that there was hardly anyone who could speak that “I am a Naga.” Because CNTC would speak for them, Tenemiya would speak for the Tenemiya people and ENPO would speak for them, he said asking who would speak for the Nagas. “And as such, unfortunately, the Naga cause was badly divided today by the NPF,” Dr Lotha added.

On the developmental front, the Dr Lotha said the NPF-led DAN Government did not perform their bounden duties in the last five years. “There is absolutely no development in the last five years of NPF-led DAN rule,” he blurted. “No development in road sectors, there is a mess in the educational sector besides power crises, etc. “It is endless to say,” he added.

“They (NPF) are bound to fall this time and will be rejected by the people,” he said.

Manipur,JIRIBAM, February 3: PHED Minister I Hemochandra visited Jiribam and inspected various developmental works of the department.

The Minister, who came by road on National Highway 37 inspected various development works of the PHED yesterday.

He was accompanied by high ranking PHED officials including the Chief Engineer M Imomacha Singh, Additional Chief Engineer and other officials.

The Minister along with the officials of the department, women bodies and Upa-Adhyashya Th Ibomcha Singh further inspected the construction works of ITI at Kadamtala, the under construction well at Chingdong Leikai, under construction well at Islamabad, Dibong Government Junior High School, under construction well and sanitary latrine at Dibong GP, PHED office at Kalinagar, the Intake water supply scheme at Lakhipur and water treatment plant at Bidyanagar today.

The minister also inspected the sites where other PHED works will be taken up at Harinagar.

After the inspection tour, the Minister gave his assurance that necessary steps would be taken up for the development of the area and appealed to the people to extend their co-operation to the department.

Manipur, IMPHAL, February 3: A one day seminar on “Shak-henbi Changdamnabagi Ihou/Ichel da Khunai sigi Meetyeng” was held today at Manipur Press Club jointly organized by Apunba Manipur Kanba Lup (AMKIL); Ching-Tam United Women`s Association (CHITUWA); Kangleipak Lamjing Apunba Meiralup (KANGLAMEI);  Poirei Leimarol Meira Paibi Apunba Manipur (PLMPAM) and Women Association for Civic Action Kangleipak (WACAK). The theme loosely translated would mean `Societal response to the culture of beauty contests`.

Dr Dhanabir Laishram, said that it is not right to completely ban beauty contests but instead it should be organized by assigning a dress code.

Validating this call, Dr Ch Shilaramani, Associate Professor, DM College of Arts said that beauty contest should be organized in the state after a dress code is decided by conducting a conference of hill and valley peoples.

Dr N Pramodini, Director Women Study Centre, MU pointed out that girls taking part in various beauty contests are used as commodities.

Film Maker Ningthouja Lancha meanwhile said that beauty contests are being organized by a particular company for the marketing purpose of its products like garments, cosmetic etc. and also in some countries it is organized for such like purposes of promoting something, but that it serves no purpose whatsoever in Manipur.

Call for End to Violence Against Women in Conflict Areas of India: Urges Government to Implement Justice Verma Recommendation on AFSPA

2 Feb 2013,New Delhi: A round table discussion on the topic “Women, Peace and Security: Strategizing to End Violence Against Women in India” was held on 1 Feb at Control Arms Foundation of India in New Delhi.Meeting was held to discuss issue of women in conflict areas of India following Justice Verma recommendation on Armed Forces Special Powers Act as well as in solidarity with the One Billion Rising Global Campaign to stop all forms of violence against women.  The event was organized by Manipur Women Gun Survivors Network,Control Arms Foundation of India and Northeast India Women Initiative for Peace.

 

Esteemed panelists included Mr Arvinn Gadgil, State Secretary/Deputy Minister of International Development of Norway; Mr Eivind S Homme,Ambassador, Royal Norwegian Embassy, New Delhi; Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network; Ms Reecha Upadhyay an Independent Gender Consultant; Ms Lianboi Vaiphei, Lecturer, Indraprastha College for Women, Department of Political Science;Ms Chhaya Pravin, Purogami Mahila Sangathan, Ms Divya Vinod, National  Secretary- Youth and Advocacy  YMCA  and  Ms Rosalynn Lalawmpuii, Associate Programme Secretary, Community Development and Advocacy, YMCA and many others.

 

Ms Binalakshmi Nepram, Founder, Manipur Women Gun Survivors Network & Secretary General, Control Arms Foundation of India welcomed the guests and she threw light on five weeks of protests that rocked India following the Delhi gang rape of 16 December 2012. She talked about the role of civil society in engaging the conscience of the government, to use research and activism to negotiate within it to end violence against women and claiming democratic rights. She stated it was for the first time in India movement for women’s rights had caught the lime light. She added that despite activities of women’s group the previous 5 governments in 20 years responded little in strengthening position of women.  However in the light of the historic Justive Verma Report, Nepram feels that the women’s movement is in a transformative moment adding that the next few days were going to shape the contours of the movement in claiming rights and space for women. She added in a place like Delhi where hardly any girl can risk venturing out after 8 o clock, the attempt to claim space for selves was to enable a future where women could move freely outside even 2 o clock at night.

 

She added, “What is new about the Report by Justice Verma is that for the first time the impact of AFSPA in North East and Kashmir has been mentioned. It’s quite revolutionary that national security is being equated with women’s security. The report also has discussed the scope for electoral reforms. It has enlisted state names of legislators charged with rape and possibility of asking political parties not to include them within the party.” Binalakshmi Nepram also added an example which reflects patriarchal mindsets, she described how the idea of a Lakshman Rekha taken from the epic of Ramayana is employed as an excuse to confine women and limit their mobility even 65 years after India’s independence

 

Mr Arvinn Gadgil described how he followed the change in mood of the country in his home country Norway regarding the protest of the recent gang rape of a young girl in Delhi citing that in the first 2-3 days most people didn’t take that seriously. He added that it was more of a relief than anger when it became clear that lot of people got up and took steps to bring about change in a manner quite unprecedented regarding the brutal incident later. He said that although the Lokpal agitation also united people that inspired specific political groups but tended to be divisive. The 16th December 2012 gang rape incident in Delhi inspired action and was reported all over the world. He also made the point that feminist movement need to be given specific law making recommendations. He added, “It is important for activist groups to have deep legal knowledge to be effective. The different groups also need to keep engaging with politicians to bring about effective policy changes.”He also feels that one reason why Verma report has included voices of so many people and groups was because of the power behind those voices.  He also talked of his own experiences and how his parents taught him to be a feminist himself.

 

Commenting on the recent upsurge of women’s movement in India involving large numbers of people, he cautions groups involved to be aware of the inevitability of having to go through subsequent low phases. “Given how the feminist movement is so political it is bound to be wound up with conflicts and fractures”, he added. He hopes that groups working would have the humility to accept that and not let those divisions threaten the survival of the movement or cause itself.

 

Ambassador Eivind S Homme mentioned how the Norwegian Government had been following the events and movement following the Delhi gang rape case closely. “It is trying to see if it can contribute in any way or partner anyone’s efforts,” he added. He also remarked how women’s group should try and work with young upcoming politicians to create a dynamic synergy for the change to combat violence against women.

 

Ms Reecha Upadhyay noted how the tremendous sentiment invoked by the recent Delhi Gang rape adding that it had been difficult to account for people working within the women’s movement since gang rapes have frequently occurred without ever invoking such an outburst of outrage in the civil society or by the media. The swift functioning and incorporation of diverse voices in Justice Verma Report shows how a response can be can be elicited if civil society comes together strongly.”She said, “The One Billion Rising movement similarly attempts to give a voice to people seeking positive change to empower women. Its theme of strike, dance and rise has a resonating sentiment that seeks to seize the moment to bring change. Admittedly it may be an urban movement but there is still a need for voices to come out even in urban areas.  There is a lot to be done; the need is to change people’s mind sets. After all the effectiveness of policy change is limited by social attitudes and tendencies. Ultimately the family is where attitudes are shaped. By focusing on using communication tools like social media, we are attempting to get people to think and change the language of gender inequality.”Her final point was that the movement against violence on women also needs to expand into issues relating to North east and Kashmir and be made part of larger movement

 

Ms Rosalynn Lalawmpuii mentioned the 85 local stations that YWCA group has been carrying on all over the country through for community peace building and safety. While emphasizing the 3 P’s – prevention, Protection and Provision? Rosylyn tells us that personally she thinks it is most important to focus on prevention to ensure that the next generation can live in an environment free of violence. “It is important to realize that violence on women also effect children equally. Home is a space where children male and female watch, emulate and adopt biases of their own parents. Therefore there is a need to raise awareness of the parents to make them sensitive to gender issues. They are working out pilot projects that seek to strategize ways to have impact on the 3 P’s especially prevention”, she added.

 

Ms Divya Vinod addressed that they works with churches and discusses issues relating to violence against women through this institution. She also added that they focus on rights of vulnerable groups like Dalits and Tribal women and their well being.

 

Ms Lianboi Vaiphei felt that this incident underscores the need for the government to revamp the system through which it is supposed to protect its citizens. For example Delhi despite being the national capital lacks a forensic lab which means that cases of rape or murder have to be examined in labs either in Chandigarh or Hyderabad. This adds to the further bureaucratization of this mechanism. Another issue that she highlighted was that of the recruitment policy of Delhi police in the context of the relationship of Delhi police and its inhabitants especially women who suffer from violence. In contrast to the highly cosmopolitan nature of the city which includes people from all parts of the country it is rather problematic that the recruitment process is limited to people from nearby regions which are arguably representative of the most patriarchal sets ups in India. She argues that their socialization within these patriarchal set up results in them not comprehending the restrictions imposed on women and lack much sympathy towards victims of violence. To instantiate the some Delhi police officer’s in response to women being harassed in  public tend to lay blame on the women themselves often retorting by asking questions like why these women were out so late at night.  She feels that by recruiting people from all parts of the country to serve Delhi police we will have a force more reflective of the cosmopolitan nature of the city itself and that this maybe a good way to change mindsets.

 

Ms Chhaya Pravin narrated a painful incident of how a girl was gang raped in Okhla adding that due to lack of clean accessible toilet facility she had gone out in the open space, being raped in the process. She added that even in New Delhi the Government did not provide adequate basic amenities facilities like washrooms and toilet for women. She also strongly objected to the violence perpetrated on women in Northeast and Kashmir, being all the while shielded by acts like AFSPA. Adding that government deliberately did not talk about those issues. MS Chayya also argues that given the current state of affairs India requires simultaneous change in every sphere, adding hopefully that they were in the threshold of change and role of people and youth especially in coming out to protest was symptomatic of it. She added that women and civil society needed to work together identify collective strength and formulate strategies to end violence against women.

 

A short three minute, powerful film was screened at the event as a support in solidarity the One Billion Rising Global Campaign to stop all forms of violence agaists women.The event was participated by young students and scholars from Delhi Univerity, Jamia, IGNOU and women activists representing SANGAT, friends and well wishers. Royal Norwegian Embassy Second Secretary Ms Kristin Brodtkorb Traavik, Mr Petter W Tollefsen and Senior Advisor, Ms Renu Wadehra also participated the event.

I have an opportunity (and honour as well!) to attend PBD 2013 at Cochin, Kerala. I am deeply indebted to Knowledge Exchange Networks (KEN) for sponsoring me as a representative of global manipuri. KEN is a global forum of Manipuri that was formed with a goal for uniting Manipuris around the globe and leveraging Manipur’s stride towards progress.

What is PBD?
Pravasi Bharatya Divas , PBD in short, is a flagship program of Ministry of Indian Overseas Affairs. PBD 2013 at Cochin is the 11th edition and hosted by Government of Kerala. Hosting PBD is itself not only very prestigious but competitive too. As I learnt from Modi’s video conference and Vayalar Ravi’s speech, Gujarat has even applied for PBD 2015. Then, why PBD is so important? As evident from many data, invest from NRIs and/ or remittance play(s) a very significant role in the economy of a state. For example, one third of GDP of Kerala is contributed by remittance from non resident Keralites. Every state seeks an opportunity to advance and PBD is a perfect launchpad !

Like there are opportunities, there are also lot of dissatisfaction and repentance in the way NRIs complaints are being handled. Minster of OIA himself carefully listened and responded to most queries. That’s the beauty of PBD.

PBD 2013: Personal experience
Every PBD must have its own value and relevance. Due to the grace of KEN (Knowledge Exchange Network), I got the opportunity to attend 11th PBD held at Cochin, Kerala. After going through a lonely journey of three days, I finally reached Cochin on 6th Jan, 2012. That was perhaps the longest ever journey in my life. Though it was a solitary journey, I had a high hope that it would meet my expectation. Entering Kerela in train and also being a first time was all new and fresh, with coconut trees and most distinctly, houses interspersed in the jungle of ‘typical’ Kerala greens. Arriving Ennakalum/ Cochin exuded a taste of modern city though strong Kerala flavour still retained; be it coconut, banana chips or spicy food. Tired with three nights of sleepless journey, I slept to rejuvenate myself as soon as I got room and bed !

Warmth and natural beauty of Kerala gave me back the energy I had lost over the long journey. All the programmes were organised at Le Meridien Hotel except one programme hosted by Mr. Oomen Chandy, Kerala CM at Balgoty Palace, about 20 km from Le meridien. The importance and significance of PBD were also evident from the presence of Ministers like Honourable Union Ministers Vayalar Ravi, Salman Khursid, Kerala CM and many top minsters and officials round the clock.

The place I stayed and PBD took place i.e. Le Meridien was just 6 km. On the first day, I got my conference kits and hovering around all the beautiful stalls exhibited at the makeshift camp at the hotel campus. Two types of stalls were mostly prominent i.e. state stalls that was meant to attract NRI investors and banks to attract NRI to open account / deposit money. Bank believes that NRI are very rich (and rightly so!). It was a sigh of satisfaction that few progressive states took keen interest in showcasing their friendliness to investors. However, on the other side, I was bit disheartened when I could not find a single state from North East. To me, it is not only a matter of preparedness but also our inability to sync with the world. Or rater poignantly, “Do we really want to develop?”. States which can communicate with the world are less likely to be developed.

After gazing through stalls, I went to Oman hall, the epicenter of PBD 2013. The session was entirely dedicated to NRK at Gulf countries and quite evidently, their problems. The session was too dominated by Keralites and Malayali language that there were even complaints by non-Keralites to communicate with English to make it real PBD!

On the first day afternoon, I attended a seminar on ‘Skill Development’ organised in one of the halls at Le Meridien. Mrutyanjay Sarangi, Secretary, Ministry of labour and Employment, Government of India, in his address said government is targeting to train 250 million persons during the 12th plan. He calls for NRIs to tap the opportunity and play an active role. Shibu Baby John, Kerala’s Labour Minister, talked of a very important issue i.e. employability. In this line, Kerala govt is going to assess the employability and give training accordingly.

PBD was formally inaugurated was by Honourable Prime Minister of India Manmohan Singh on the 2nd day. Hall was already already packed and not allowed to enter. I had to content with the live telecast shown in the adjacent hall!

Second day afternoon session was on “Innovation and Technology”. Sam Pitroda, in his keynote address highlights some of the initiatives taken by UPA government. Formation of innovations clusters, high speed internet connectivity and knowledge sharing through National Knowledge Network (NKN), e-governance, National Innovation Search Examination (similar to NTSE) are being taken up, according to Sam Pitroda. Like other session, NRIs involvement and contribution were being sought.

Morning session on 3rd and last day of PBD was dedicated to all the states to attract NRI investors. I attended Gujarat session since I was keen to know Gujarat progress. After deliberation by principal secretary and showcasing Gujarat developments, Modi comes live via video! He gave a short speech followed by question- answers session. One thing I always admired about Gujarat was agricultural growth which is 10% as against national 5% average. PBD concluded with President valedictory speech. He also emphasised the importance of NRIs contribution in national economy.

Each day ended with mesmerising cultural performance followed by dinner. Quite happy to see Manipuri Ras Leela in a cultural show hosted by Kerala CM. Though we had no much impact on the national scene, our Ras Leela breaks it !

How PBD is linked to Manipur’s progress?
The first thing that came to our mind wrt to PBD is “What can we give back to society as diasporas?”. PBD is exactly a platform to execute that is churning in your mind. As we knew from Kerala economic status, diaspora cant be neglected. Facts speak : 1/3rd of kerala economy contributed NRKs (Non Resident Keralites) and 1/4th of bank accounts in Kerala are of NRKs. Above this a general fact is: Remittance from NRIs exceeds to that of FDI. It all signifies that diaspora can play a significant role in boosting economy and developing their homeland. Now we need look at our own context. We are compelled to ask, “Do we really create an environment where global Manipuri/ diasporas can contribute to state?”. It would be wrong to say step wasn’t started but at a rather slow process. Kudos must go to KEN for initiating dialogue and taking positive steps in uniting global Manipuris for a meaningful contribution to Manipur. State authority has its knowledge to this development. However, concrete steps are to be taken. If our state authority really wants to make use of global Manipuris talents scattering across the globe, best time is ‘now’ to start with.

Gujarat has its “Vibrant Gujarat”. Orissa, Rajasthan and other states have similar version. Should not we replicate similar model? Once the engagement process starts, ball will roll. Government should show some visible actions rather than shielding inside the glass ceiling.

Manipur,IMPHAL, January 31: The State Deputy Chief Minister Gaikhangam today laid the foundation stone of the Leimatak Bridge at Taosang in Tamenglong district.

Addressing the locals attending the function, Dy Chief Minister Gaikhangam said the state government is trying to bring equal development in both the hills and the valley.

“Tamenglong could well become one of the most advanced districts of the state in the future, however the people should cultivate a work culture and prepare themselves for the upcoming development works,” he said.

The Dy CM who is also the state Home Minister said that the government is targeting production of 66 megawatt of electricity from the Loktak Downstream project and another 60 megawatt from the Irang Hydro project. The two projects are being undertaken under the National Hydro Power Commission.

He said the the Leimatak bridge is of great significance for the completion of the projects.

Elaborating further, the Dy CM said, the people of the state have waited for more than 20 years for the completion of the two projects which had been shelved for a long time after problems erupted even before work was started. The projects were once again revived only after the state Chief Minister along with himself fervently urged the concern authorities, he continued.

Completion of the two projects will lessen the present electricity supply problem to a great extent and as such the people of the area should consider the projects as their own and co-operate with the authorities for the completion of the projects, he said.

He said for the completion of the two projects, road connectivity is a priority and in order to complete the Leimatak Bridge at the earliest, 70 percent of the required material has already been stored at the work site.

The government will provide all possible security cover during the construction of the bridge, he assured.

Once the construction of the bridge is completed it will not only develop the economic condition of the area but will also create a township, he said while adding that the area has also all the needed attractions for adventure tourism.

The place could also attract a lot of tourists, he said.

Works Minister Ratankumar said that if there were no hindrances to the construction, the aim is to complete the bridge within a period of six months. He further sought all possible cooperation from the people of the area.

He continued the NEC has already sanctioned Rs 147.71 crores for the Rengpang to Erang road and Bishenpur to Nungba road. Tenders for the construction of the two roads will be announced soon, he added. Another Rs 277 crores has already been sanctioned under the ADB project for the construction of Tupul to Bishenpur in Phase I and Thoubal to Kasom Khullen in Phase II, he said and added that the tenders will be announced soon.

The Works Minister continued that the Leimatak Bridge is very much important for the Loktak Downstream project and as such a team of the North East Council has already inspected the Tupul to Leimatak Bridge road.

Construction work of the said road is in full progress, he said.

The projects undertaken will improve the present power supply in the state and as such the PWD will take up all possible steps to ensure the early completion of the works on the road, he said.

All the concerned have been strictly instructed to maintain quality control, he said and added that 90 percent of the formation cutting of the road is complete, however the singling of the road will be completed before the rainy season, he said.

Under the Special Plan Assistance, Rs 10 crore has already been sanctioned for road, however making the road an all-weather road will take some more time, as experts have said that the recently deposited soil will take about two years to consolidate.

President has approved the conferment of  108 Padma Awards. These comprise 04 Padma Vibhushan, 24 Padma Bhushan and   80 Padma Shri Awards. 24 of the awardees are women and the list also includes 11 persons in the category of Foreigners, NRIs, PIOs and  Posthumous awardees.

Padma Awards, the country’s highest civilian awards, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The awards are announced on the occasion of Republic Day every year. The awards are conferred by the President of India at a function held at Rashtrapati Bhawan sometime around March/ April.

New Delhi: Students aspiring to join the SAARC-established South Asian University can now apply from the comfort of their study table or a park bench or for that matter their college canteen. The university has introduced online forms from this year for admission into various Masters as well as Ph.D. programmes.
The introduction of the online forms will considerably simplify the application procedure for thousands of students from the SAARC region. SAU gets almost all of its students from the eight member nations of the SAARC, each country having a specific quota of students they can send.

“Students don’t have to run around for the demand draft and scratch their heads for paying any extra money for the currency conversion for registration fee, like we did when we applied,” Sharif Hazoori, a final year International Relations student from Afghanistan said. He opined that it would encourage more students from his country to apply. Students, who do not have access to internet banking, credit card or a debit card, can still apply through the offline mode by downloading the application forms from the university website.

SAU’s President Prof. GK Chadha, looking quite upbeat about the introduction of the online forms, said, “This couldn’t have happened at a more appropriate time for us. Since we are introducing our Ph.D. Programmes in all the departments and faculties, we are expecting a large influx of applications. The initial response to our online application has been tremendous, to put in mildly.”

The university will admit students for its fourth academic year in the Masters level in Applied Mathematics, Biotechnology, Computer Science, Development Economics, International Relations and Legal Studies. There are 30 seats in each of these programmes. The number of seats for Ph.D., though, vary from programme to programme.

SAU decided to advance the admission by two months. It usually announces admission in the month of March. The reason behind this decision was to give more time to the students to prepare for their travel to India including their visa, said Prof. Rajiv Saxena, the Vice President of the university. Students from SAARC countries get a special multiple entry visa called SAU visa.

The university has also opened an admission blog dedicated to the aspirants. The blog has, among other things, the detailed information about the courses, admission procedure, videos and the details of Student Admission Volunteers, to whom an aspirant can ask questions and clarify their doubts.
