Imphal, Jun 1: During the 13th Finance Commission, Rs 100 crore was sanctioned for infrastructure development at the Khuman Lampak Sports Complex , however the ground situation — with all the signs of incomplete works and sheer negligence — mismatches terribly with the record until phase one of the project that was due by June 20, 2015.
