KNO calls for unity and creation of a Kuki state within the Indian Union

In the backdrop of a volatile political situation in the state of Manipur in North East India where a demand for separate administration for the hill people is gaining momentum, the President of Kuki National Organization (KNO), PS Haokip, reiterated his organization’s long-standing demand for a Kuki state within the Indian Union. In a statement released on September 18, 2015, Haokip appealed to leaders of the Kuki armed groups under the umbrella organizations of the United People’s Front (UPF) and the Kuki National Organization (KNO) for unity and said:

“Today, we have come to a very critical juncture in our history. The land our forefathers have fought to protect from British colonial government between 1917-1919 in what is referred to in history as Kuki Rising, the part of our territory that has been incorporated in the Manipur state, and our right to govern ourselves and determine our development and welfare stands unrecognized today. Our people have now shown solidarity with our struggle to achieve political recognition of our right to govern ourselves over our territories, the merciless killing of our 9 martyrs being the spark.

Today, we are being called upon by our people to unite and speak in one voice. They want us to define our political goal and identity under which the people can unitedly fight along with us. We cannot fail them. We all know that the strength of a movement lies in the support of the masses. When our people are screaming that they want out from the existing political entity called Manipur, we must leverage their strength to achieve our common goal of a political solution for our people.

We must be clear that we don’t want an administrative solution within Manipur. We must reflect the people’s wish and our revolutionary objective to achieve the recognition of our political right to govern ourselves over our territories, separate politically from Manipur.

We know the exclusive and clear political objective of our tribal brothers, the Nagas, and we now know that our only shared interest is in breaking away from Manipur. Other than that, they clearly pursue their dream of a pan-Naga political entity. We also know that they lay claim to large parts of our territories, over which they have killed many of our innocent villagers without even sparing women and children.

In this light, we also know that the KNO had offered the NSCN-IM to work out a political and territorial understanding and they have declined our offer for mutual understanding based on mutual respect and a spirit of peaceful co-existence.

Today, we need to give our politically aroused people an identity and a goal. We cannot delay this further. We can no longer afford to shout tribal unity and can no longer raise slogans like “Tribals want separation from Manipur” since the Nagas refuse to work together. It is time we shout our own slogan like the Nagas do.

We have a rich political history as Kuki people and Kuki tribes. The world knows our history. The government of India and Manipur knows us as Kuki tribes. While I have no particular attachment to the term, and while we understand our unity under the nomenclature Kuki had been mismanaged in the past, I am sure you would all agree that we need to unite under Kuki political identity till our goal is realized.

Therefore, I propose that we rise up to the call of our political situation and unite our people under one identity, Kuki, and lead them to claim our political right for a state within the Indian Union. This alone will meet our people’s aspirations for security, peace, welfare and development. This alone will meet our expectations of progress as a people.”

LAMKA, July 14: The Zomi Reunification Organisation, ZRO president Thanglianpau Guite who is also the general secretary of United People Front, UPF has said that he is an ardent supporter of unity among the tribal, particularly the Zomi and the Kuki goup.

Speaking to a select group of media at their base camp at Songtal Village, he said it was the right time for the movement when he took up revolutionary cause of the Zomi-Zosuan in 1993.

He said he was however, saddened by the ways of UPF and KNO of accentuating the little differences while ignoring the bigger similarities among the tribes, which has only provided pasture for those wanting to divide them.

He called for a unity oriented vision which will help in making their collective voice heard instead on meddling in narrow politics.

“We are fighting for an ‘unborn child’ and the name should be only decided after it is successful,” he said while referring to the various demands including a Kuki State or Zomi based names.

“Make no mistake, but we the descendants of Zo or Zomi, especially the non-Naga tribes of Manipur and elsewhere,” he asserted.

He continued we are the sons of Zo and the name Kuki is a “Bengali corrupted word” and came in used only after the British came to the hills of the present day Manipur.

Guite said, “We should look for unity and shun such nomenclature, for if such a nomenclature was to take centre stage, divisions are bound to challenge the common cause.”

On the question of the State government’s plan to implement the NLUP based on the Mizoram model in the hills of Manipur, Guite said that it is a development oriented Act and should be welcomed by all and that it has nothing to do with the Village Development Council.

“I’m a chief of a village myself, but there is an urgent need to reform the chieftainship as it is synonymous with dictatorship,” the leader said before quickly adding that until it is reformed, the people will have no real independence even though India had celebrated more than 60 Independence Day for the chief can do anything in his village.

He said it is our politician’s hunger for getting elected that is dividing the tribes particularly the Zo Suan and unless both the UPF and the KNO work in unison nothing momentous will be achieved.

He added that at several forums, he had himself champion unity with the “brothers who call themselves Kuki.”

While lauding the work of COPTAM, he observed it is unfortunate that some villages which fall under Churachandpur district are paying revenue to the Bishnupur administration.

“We already have a God given identity in Zo Suan, nevertheless, we continue to differ on the name, which needs to be look at at the earliest, if we want to succeed in our demands for a Zomi Autonomous Hill State or the Kuki State,” he continued.

The president also said that any demands of the Zo Suan would be very hard to achieve without the Nagas, as much as it is for the Nagas to achieve theirs without the Zo Suan.

IMPHAL, May 24: The Kuki National Liberation Front (KNLF) has alleged that the protest carried out by some sections against setting up of designated camp of the outfit is under the instigation of the United Kuki Liberation Front (UKLF).

Speaking to media persons somewhere in Chandel district, KNLF secretary Tonglenlal Haokip alias Lalmoi, revealed that the KNLF is one of the 15 armed wings under the Kuki National Organisation (KNO) that signed the Tripartite Suspension of Operation (SoO) Agreement on August 30, 2013 at the Banquet hall of 1st MR.

With the outfit entering in the SoO agreement on March 25, 2014, it petitioned the MHA NE division to establish a designated camp, he said.

Subsequently, the MHA responded positively, he said adding that the additional secretary (Home) on May 3, 2014, as instructed by the Ministry released an order giving green signal to its demand of setting up of designated camp at Simol Village under Khengjoy Sub-division, Chandel district, he continued.

At the same time, the chief of Simol village, Tilgoulen Haokip, had not objected to the move, he added.

Given the situation, the construction work began in full swing and altogether 40 cadres of KNLF who were under the security coverage of 9AR Moreh post were shifted at the camp on May 11, 2014 without any problems. Moreover, most of the cadres are from Khgenjoy sub-dvision, he continued.

Haokip, said that his group was taken by surprised when Kana Area Chief Association, Gunpi Area Chief Associatio and Chandel Naga Peoples’ Organisation on the open protest staged by them.

Owing to the prevailing situation the KNLF conducted an investigation and found out that the Chief association were summoned by the UKLF to attend a meeting on May 22, 2014.

UKLF warned the chiefs that they would imposed a fine of Rupees 10,000 before instructed them to opposed to the establishment of the camp, alleged Haokip.

According to Hoakip, Kana area and Gunpi are does not falls under Chakpikarong Sub-division and they are not related with the Khengjoy Sub-division.

The UKLF’s claimed of Chandel district being their ‘dominated area’ is beyond the ground rules of SoO, he asserted adding that none of the UKLF belong to Khengjoy Some Division.

The KNLF secretary clarified that the KNLF signed the SoO for peace process and not completely surrendered to the Government.

Before signing the SoO agreement the security was the only enemy of the KNLF however since it had entered into agreement it has no enemy including the UKLF as commonly perceived, he said.

Refuting the allegation levelled against the outfit that it has been extortion to saw mill owners and truckers is baseless, the KNLF secretary pointed out that its cadres in Simol Designated camp are unarm.
