ATDUM demands Mirabai’s resignation

IMPHAL, June 15: The All Tribal Disabled Union Manipur has demanded the Social Welfare minister Ak Mirabai to resign on moral grounds over the alleged rape of a 13 year old blind girl.

The union has also demanded life conviction of the accused Him Bahadur Thapa alias Khansa.

Instead of just suspending the director and the head mistress of the school, they should be terminated from their respective posts, and a departmental enquiry ordered, asserted ATDUM president during a press conference at the union’s office today.

A 13 year old blind student was alleged raped by the chowkidar of the Takyelpat Government Blind School on April 14.

ATDUM president Momo Tatanga alleged that the incident was direct fallout of negligence on the part of the authorities concerned and not a one off incident.

A woman was also raped by the same accused last October, he observed.

Momo Tatanga declared that the union will be sending a letter to the All India Congress Committee president Sonia Gandhi, Manipur Pradesh Congress Committee president Gaikhangam and the Union Ministry of Social Justice & Empowerment seeking action against minister Ak Mirabai.

He said the minister has been neglecting the needs of the physically challenged persons.

He said the funds for the disabled have not been released since last year, and the commissioner’s post for the Social Welfare department remains empty, although the minister had herself assured during an Assembly Session in 2012 to fill the vacancy within three months.

The government need to provide for the victim’s future, he said.

He said a rally is being organised against such heinous crime and further appealed to all to participate in the said rally.

Sharmila’s counsel ready to appeal to higher court to have charge of attempted suicide nullified

IMPHAL, June 4: The counsel on behalf of Irom Sharmila, senior advocate Khaidem Mani, expressed dissatisfaction at the conclusion drawn by the District and Session Judge Manipur East, which once again declined to lift the charge that Sharmila is detained for attempted suicide.

Expressing reservations about Justice A Noutuneshwari’s ruling, he said it is his and his client’s wish that the case be appealed further to a higher court, desirably the Manipur High Court, as a revision case.

Sharmila, internationally known anti-AFSPA crusader and human rights defender, who has been on a fast for the last 14 years, was produce before the bench of the CJM Imphal East Justice A Noutuneshwari today at around 11:15 am for the hearing of her case under section 309 IPC on the charge of attempt to commit suicide.

After the hearing, Shamila spoke to the media in the sidelines and said hers is not an attempt to commit suicide. On the contrary, hers is a resistance struggle to rescue the society from the oppression of the draconian act AFSPA which has been in promulgation in Manipur for the last many decades. She reiterated that her fast is a protest to have the AFSPA removed so that the people can cease to live in perpetual fear psychosis.

She said today she came to court with immense hope that the charge framed against her would be dropped forever and the people of this beleaguered region would become free citizens of India, but the judgment belied her hopes totally. She said she is dissatisfied and upset by the judgment.

She however said she will not give up the fight or the hope that ultimately the struggle will bear fruit, provided the voice of the masses stays focused and united on the question of the repeal of the AFSPA.

Her counsel Khaidem Mani explained that the court has charged her under section 309 IPC for attempt to commit suicide, citing prima facie evidence. He said cross examination of prosecution witnesses will be conducted on July 7, 2014.

He further said that it is unreasonable to frame a charge sheet against her for the supposed cognizable offence of attempt to commit suicide. “She is fasting in the formed of agitation to have the AFSPA repealed, and demanding the rights to life and liberty under Article 26 of Indian Constitution guaranteed to all bona fide citizens of India,” Mani said.

This fast cannot be equated with suicide attempt, Mani argued in court. The court however remained unmoved by the defence counsel’s argument and directed that there will be further cross examination.

It may be mentioned that Sharmila is appearing before the JMIC after a long gap.

190 sq.km. of forest land lost in recent years claims PREPAK

IMPHAL, June 5: At least 190 square kilometers of virgin forests has been lost in the last 2/3 years, the People’s Revolutionary Party of Kangleipak (PREPAK) voices its concern of the rapid deforestation in the hill and valley areas which has led to the state facing acute environmental problems.

The proscribed outfit in a press release by its publicity secretary, Leibak Ngakpa Luwang states that the activists of the state plays a pivotal role in controlling the wanton deforestation and preservation of the flora and fauna. In culmination with the World Environment Day, it states that the theme of “Small islands and climate change” is more appropriate then the main theme of “Raise your voice, not the sea level”. The day has been observed to save the environment and mandated by the United Nations Environmental Agency since 1972.

Manipur is located along the Tropic of Cancer and is bordered by the Great Triangle on the western side, there is abundant greenery and has a rich reserve of virgin forests. But, there has been a rapid decline of our forests wealth in the ongoing years. At present, there are 54 reserve forests and 22 protected forests whereas, the protected and reserved areas status is left for a namesake only. From the Koubru range to the barren hills of Senapati, Thangjing to Tamenglong and the Churachandpur and Chandel have felt the effects of deforestation. It is said in documents that these areas are rich with primary forests but the barren hills state otherwise, it said.

Since the forced annexation of Kangleipak to India, appropriate measures to protect and preserve the forests has not been taken up. The forests are lost at a rate of 18 hectares per day amounting to a square kilometer in a week’s time. Before losing our sovereignty, there were 34 reserve forests, 20 proposed reserve forests and 22 protected forests. Out of the total of 17,418 sq. km. of forest land, there was 1,467 sq.km. of reserve forest and 4,171 sq.km. of proposed reserve forest, there is a total of 11,780 sq.km. of un-classed forests before.

Now, there is rapid settlement and encroachment in the reserve forests areas and the forests in the hill districts are in rapid deforestation. It is an agenda of those persons holding the reins of public administration and this should be clarified to the public at the earliest, it said. The shrinking of the wetlands and the loss of agricultural land gives an irreplaceable blow to the environment of the state and to mitigate this, the public as well as the social activists has a pivotal role to play. The message of the World Environment Day should be heralded in a practical manner by all, the release said.

IMPHAL, June 5: Chairman of the United Revolutionary Front (URF) Lanheiba Meitei clarifies on the incident of two cadres being killed at their camp. A release states that there are certain rules and regulations under which the outfit functions.

The outfit under its Article 3 of Charter 3 laid down certain conditions under which a cadre can be awarded capital punishment. It said that such punishment can be meted out if a cadre reveals the secrets of the outfit and hobnobs with enemies, in case of financial misappropriation and losing weapons. If a cadres indulges in intoxication and lures other young recruits; if found trying to split the organisation; if wrong charges are leveled against the leader with an aim to kill him, if immoral designs are perpetuated against women and other women cadres; if a cadre tries to desert the outfit or burns the flag of the organisation or documents.

It further mentioned that the two who were awarded capital punishments namely Irengbam Meelkumar alias Bode alias Washington and Pukhrambam Somorjit alias Bangcha were sent into the URF fold with ulterior motives, their intentions are well known to the URF, it said.

Further, the two came from different KCP organizations and they both always neglected the directives of the URF. They both were reprimanded on several occasions but failed to mend their ways. These could not be made public as the URF had to maintain a certain party protocol. However, killing a cadre and burying is not a new practice for the different outfits operating in the state, Lanheiba alleged. It is a practice to uproot the parasitic infection in its ebb, unless it consumes the whole system, he states further that it was a decision taken to save the lives of several other URF cadres. Lanheiba declared that if such an action taken to preserve the URF cadres demands the gallows, then he himself will not be hesitant for a moment to sacrifice as well in the interest of the outfit, added the statement.

The Superintendent of Police (SP), Prisons, Goulangmang, who was summoned on May 21 for not submitting Sharmila’s health status report, appeared before the court today.

Commuters languish while VDF prowls at Thambuthong

By Monica Golmei IMPHAL, May 24: The new Thambuthong over the Imphal River connecting the twin districts of Imphal was hurriedly opened for public as one of the vital diversions

By Monica Golmei

IMPHAL, May 24: The new Thambuthong over the Imphal River connecting the twin districts of Imphal was hurriedly opened for public as one of the vital diversions after the closure of Sanjenthong Bridge.

However, the roads that lead to the bridge are in a terrible state with construction materials still lying near the road.

The bridge was thrown open to the public in view of easing the heavy volume of traffic at Minuthong and Thong-Ahanbi as Sanjenthong will be closed for public until the proposed four lane bridge gets completed.

Talking to IFP, ex-commissioner GA Ravichandra of Brahmapur Nahabam said, “The sudden plan taken up for the construction of Sanjenthong by the government of Manipur has given multiple problems not only to the commuters but also to the residents, particularly those who are residing at Brahamapur Nahabam.”

The ex-commissioner laments that after the opening of the Thambuthong, there has been manifold increased in traffic volume. With the roads left unrepaired without the necessary black topping, the dusts from it are causing health hazards to the residents of the nearby areas. We have witnessed frequent accidents taking place because of heavy congestions, over and above the bad road condition with full of rubbles covered by the dusts creates more difficulties during the rainfall.

Ravichandra further maintained that the hardship faced by the people is because of the projects being taken up by the government without proper planning. He further said that the personnel of Village Defense Force (VDF) posted on the bridge are source of added nuisance. He said instead of carrying out their responsibility of giving security and assistance to the people, they take money from the Rickshaw pullers and auto Rickshaw drivers which in turn creates chaos to the commuters.

Fuming over the behavior of the VDF, G.A Sanatomba, Secretary of Dharmalaya Social Welfare Centre said, “We have asked the forces not to burden the commuters by unnecessarily frisking them and taking money, but they (VDF) still continue with their shameless act”.

Dharmalaya Social Welfare Centre, Brahmapur Nahabam Imphal will be organising a meeting on May25 and a memorandum to the MLAs concerned will be submitted, the secretary added. Sanatomba further said that if the Government fails to look into the matter there will be strong agitations from people who are residing in and around the Thambuthong area.

A nearby shopkeeper N. Samson speaking to IFP said the Thambuthong is not even officially inaugurated by the Government and due to over loading of it by big vehicles on it, major mishap could happen any time with the present chaotic traffic.

Samson strongly appealed that the authority concerned should look into the matter and not to give more burdens to the commuters and local people.

IMPHAL, May 24: The Kuki National Liberation Front (KNLF) has alleged that the protest carried out by some sections against setting up of designated camp of the outfit is under the instigation of the United Kuki Liberation Front (UKLF).

Speaking to media persons somewhere in Chandel district, KNLF secretary Tonglenlal Haokip alias Lalmoi, revealed that the KNLF is one of the 15 armed wings under the Kuki National Organisation (KNO) that signed the Tripartite Suspension of Operation (SoO) Agreement on August 30, 2013 at the Banquet hall of 1st MR.

With the outfit entering in the SoO agreement on March 25, 2014, it petitioned the MHA NE division to establish a designated camp, he said.

Subsequently, the MHA responded positively, he said adding that the additional secretary (Home) on May 3, 2014, as instructed by the Ministry released an order giving green signal to its demand of setting up of designated camp at Simol Village under Khengjoy Sub-division, Chandel district, he continued.

At the same time, the chief of Simol village, Tilgoulen Haokip, had not objected to the move, he added.

Given the situation, the construction work began in full swing and altogether 40 cadres of KNLF who were under the security coverage of 9AR Moreh post were shifted at the camp on May 11, 2014 without any problems. Moreover, most of the cadres are from Khgenjoy sub-dvision, he continued.

Haokip, said that his group was taken by surprised when Kana Area Chief Association, Gunpi Area Chief Associatio and Chandel Naga Peoples’ Organisation on the open protest staged by them.

Owing to the prevailing situation the KNLF conducted an investigation and found out that the Chief association were summoned by the UKLF to attend a meeting on May 22, 2014.

UKLF warned the chiefs that they would imposed a fine of Rupees 10,000 before instructed them to opposed to the establishment of the camp, alleged Haokip.

According to Hoakip, Kana area and Gunpi are does not falls under Chakpikarong Sub-division and they are not related with the Khengjoy Sub-division.

The UKLF’s claimed of Chandel district being their ‘dominated area’ is beyond the ground rules of SoO, he asserted adding that none of the UKLF belong to Khengjoy Some Division.

The KNLF secretary clarified that the KNLF signed the SoO for peace process and not completely surrendered to the Government.

Before signing the SoO agreement the security was the only enemy of the KNLF however since it had entered into agreement it has no enemy including the UKLF as commonly perceived, he said.

Refuting the allegation levelled against the outfit that it has been extortion to saw mill owners and truckers is baseless, the KNLF secretary pointed out that its cadres in Simol Designated camp are unarm.

IMPHAL, May 24: The Kuki National Liberation Front/KPA has issued a press release clarifying on the recent impasse over the setting up of a designated camp for the KNLF at Semol village sub-division Chandel district published in the some newspapers.

It stated that KNLF/KPA under the leadership of its founding chairmen Khupthang alias Palen Misao camped at a UNLF camp inside Myanmar.

However one of the their cadre identified as Tilthang Khongsai had deserted and formed “Pseudo KNLF” under the patronage of KNA/KNO at

Moreh area, claimed the release.

It stated that with the help of the KNA/KNO, Tilthang Khongsai collected some local youths of Moreh who were auto drivers, rickshaw pullers and labourers on payment of Rs 2000 per head and surrendere themselves to the government during a home coming ceremony on September 9, 2013 in the presence of state Chief Minister Okram Ibobi Singh.

It said “Whereas we the genuine KNLF who complied to the army’s invitation for amicable settlement are still refusing for home coming ceremony.”

Even the current self-style chairman of the pseudo KNLF Helun Haokip who runs a hotel at Paona Bazar took the chairmanship of the outfit after his attempt to snatch the chieftain-ship of New Samtal Village failed, it accused.

The KNLF/KPA is prompted to ask the government and the army authorities as to why they entertain the said fake groups in such manner without proper verification and denied the same to the genuine one.

It is appeal to the government of Manipur and the army authority to stop encouraging factionalism among the Kukis, it said.

Such kind of action will not solve the problem but will create more problems in future, it said.

IMPHAL, May 24: The 27th Foundation Day of Manipur Library Association (MALA) and Second Nongmeikapam Gopal Singh Memorial Lecture were observed today at Manipur Dramatic Union.

Speaking at the function, Keisamthong MLA L Ibomcha Singh said MALA is under the department of Art and Culture but due to shortage of wages sanction from the department it could not uphold its position, opining that it will be better if MALA is put under the Education department.

“Moreover, the Thoubal parking near MALA annoys the readers and it has be shifted to some other place,” he said.

“Various acts have been implemented in the state but are now defunct. However, AFSPA is the only act which is in full-swing. Not any kinds of agitation were able to make the act repealed.”

He also expressed that certain changes will take place in the state also by the formation of a new government at the centre.

Art and Culture Commissioner Dr RK Nimai Singh said that the issues of readers and users of the library will arise only when reading habits come to people.

In the state, there are not more than 2000 members in Manipur library and parents don’t encourage their children to read books other than their text books which is wrong, he said.

Asking for a change in mindset if the status of Manipur library is to be changed, he urged the parents to have a rethink if they want to make the lives of their children a success.

BISHNUPUR, May 24: A Five-Day Students Leadership Camp, 2014 organised by the All Manipur Students’ Union (AMSU) Bishnupur district committee in relation with the 25th Students’ Emancipation Day Observation to be held on May 28 was inaugurated today.

During the opening event, Th Naresh Singh- president AMSU hq, S Open Singh, president AMSU Bishnupur District Committee, Sumati Oinam-president ANUL Bishnupur district, L Ngambi, advisor ANUL attended as presidium members.

In his speech during the function, W Binoy Luwang- ex-president of AMSU Bishnupur district said till 1832, Kacchar had its own king. Now it has become a district of Assam.

He said the most important reason for this is they neglected education which forms the backbone of a society. The people lack unity, leaders, ignorant of their own culture, neglecting their own language, script, and keeping in high status the company of non-kaccharis which led to their downfall, he said.

He said the students need to understand this and try to become able leaders.

The ex-president of AMSU Bishnupur district also stressed on the alarming practice of students relying more and more on tuitions for every subject.

The students need to be aware of its fallout, he observed.

Tuition has today emerged as one of the most profitable business and this has been allowed only because of the ignorance of the parents and guardians.

Instead of taking so many private tuitions, it is better for the students to study harder at home, he asserted.

L Ngambi, advisor ANUL said, the Students’ Emancipation Day is being observed in remembrance of Ibohal of Ninghthoukhong, U Khellen and K Sarat of Moirang School who had sacrificed their lives for right to education in the year 1959.

He further said that it is important for students to understand their own culture and language. He also spoke on the need to introduce a week to conduct culturally relevant items like thang-ta, traditional songs, etc in the schools for the students.

The camp was attended by 125 students of different schools and 30 offices.
