IMPHAL, Feb 19: The authorities of both the central and state government who were present during the formal meeting round of Joint Monitoring Group (JMG) which was convened today at Banquet Hall inside the 1st MR Ground Imphal assured to fulfill the pending developmental activities for the total rehabilitation of the Kuki outfits which are under a tri partite Suspension of Operation with the central and the state government.
According to an official source, the official round of JMG relating to the present SoO agreement with the Kuki under ground groups under the KNO/KNA and UPF was convened this morning around 11 am at the Banquet Hall inside the 1st MR Ground Imphal and discussed various pending agendas that the government is yet to complete for the implementation of total rehabilitations of the cadres of the various Kuki undergrounds under the SoO.
It further mentioned that, the JMG meeting was attended by CM Bhatia, under secretary, (North East-II) Ministry of Home Affairs`™ Government of India, officials representatives of Army, Assam Rifles, CRPF, BSF representing Government of India, and State Chief Secretary DS Poonia, Addl. GDP (Intl. and L/O), V. Vumlungmang Commissioner Home, Government of Manipur representing the state.
The talks deliberated on various issues related to the completion of the remaining designated camps and release of due monthly stipends for the cadres who were already recognized under the SoO.
The source further mentioned that, the demands which were placed before the JMG meeting by the leaders of the various Kuki outfits over the completion of the selected designated camps in the state were assured to complete along with the clearance of the due stipends of the cadres for the months from November last year.
On the other hand the representatives of both the central and the state government present during the meeting have also given strong instructions to the leaders of the outfits to make their maximum efforts to control their respective cadres from indulging in various anti national activities like extortions, kidnapping and ransom demands specially in their operational areas so as to enable the state government to maintain proper law and order.
The JMG meeting concluded with the joint launch of the representatives of the Kuki undergrounds present in the meeting today with the officials of both and central and state government at 1st MR Banquet hall this noon, the source added.

IMPHAL Feb 19: Demanding payment of revised UGC pay scale, teachers of all government colleges of the state have taken a mass casual leave since yesterday. After the two day protest, the teachers will hold a sit in protest on February 21 and will go on a cease work strike beginning from February 28.
A press release by convenor of FECTAM M Lokendra states that the agitation of the teachers is not aimed at the pay scale only nor the teachers are demanding something new , but FECTAM stand for uniformity in carrying out national policies and Manipur state government is modifying the said educational policy , this is a drawback for the state which affects the educational atmosphere, the release states.
Further , The UGC norms for necessary qualification for recruitment of teachers is the same throughout the nation and the pay scale is given the same. The state government needs to rethink while implementing the said policies and work in the interest of bringing about quality education in the state, the release stated.

BJP demands Ibobi’s resignation

IMPHAL, Feb 19: The Bharatiya Janta Party (BJP), Manipur State Unit, has demanded the Chief Minister Okram Ibobi to resign immediately for failing to redress the grievances of the school teachers who are currently on hunger strike demanding the implementation of 6th revised pay in toto.
Addressing a press conference today at the office of BJP Manipur, the state president of BJP, Sh. Shantikumar Sharma stated that the government school teachers of the state have been deprived of the 6th revised pay by the state government even if the chief secretary has issued an order on January 16, 2010 notifying the implementation of 6th revised pay for the school teachers.
The present state government gives assurances only to appease the agitators but not for implementation in the interests of the people. The 6th revised pay has been assured to the teachers by the Chief Minister but now he declines to implement the 6th revised pay on the ground of poor state resources, the BJP president noted.
He said that the Chief Minister should not have made commitments and assurances which would otherwise hurt the people`™s sentiment. Everything is in turmoil now owing to the failure of the state government and so it is the right time for the Chief Minister Okram Ibobi to step down from his chair, Shantikumar enjoined.
He demands the state government to implement the 6th revised pay as soon as possible and ensure proper education to the government school students who have been agitated due to the ongoing impasse between the state government and COTA.
The BJP also decried forced feeding and other undemocratic treatment meted out to the teachers who are presently in the jail.
Meanwhile teachers of Chandel and Thoubal districts while supporting COTA have joined the participated in the COTA hunger strike today. Supporting the protest of COTA hunger strike, 200 teachers from Saitu Gamkajon Sub-Divison and Sadar hills participated in the protest today.
A press release from COTA convenor states that the teachers from Chandel and Thoubal districts are all set to join the protest and subsequently fill up the jails.
More than 9000 teachers will join the protest from all over the state to push for the final demand and it will be in the best interest of the state and for bringing about quality education in the state, the release stated. Further, the union also appeals to the Chief Minister to take a reasonable stance instead of making false statements.
Meanwhile, the teachers of Chandel and Thoubal held a meeting at Chandel Maha Union Higher Secondary and Johnston Higher Secondary School today to chalk out the further course of agitation.

The Governor of Manipur Jagat Singh has said this today in Churachandpur while inaugurating The Malsawm Initiatives a non profiteering organization meant for physically challenged people at Pearsonmun in his capacity as chief guest.
Urging the UG`s and other elements to came forward and then follow the mainstream of life he said we are all part and parcel of one country though different groupings and never to take recourse to violence for the satisfaction of our ends.
He said the by product of violence is sufferings of many innocent people and unwanted incidence of widows and orphans which thereafter has become a very big social issue while making an appeal to one and all to ponder for development and progress and development.
Government duty is to ensure the development and progress of the country in various spheres, he further pointed out that what everyone wants is proper health care and other infrastructure facilities which are key to development.
He said he was deeply moved on seeing the conditions of the disabled children who showcases their variegated talents on the dais and stated during his speech that since the existence of mankind there has been suffering and this question has been haunting philosophers and thinkers for a long time.
He said it is unfortunate to know that children of this region suffer much more than those of other regions in the country just because there are no facilities within their reach while adding children as a result are highly dependent on their parents. Stating such children seem to have no life and future and as a result lived a life of loneliness, worthlessness and were even abused and humiliated he maintained the need of the hour is specialize education guidance and support.
Speaking on the occasion The Malsawm Initiative, TMI, founder Pauzagin Tonsing said children with different disability will sit in the same room, share the same table, and will be guided by specially trained teachers where each child will have his or her own individual education. He or she will be taught or trained as per his/her capabilities, he said.
With opening of TMI School now 15 parents of 16 TMI children are the lucky few who will be able to see off their children going to school each morning and two more parents are waiting for such a chance, Tonsing said.
Sources said at the Initiatives/School the focus will be on basic skill training such as walking, talking and managing of domestic task along with appropriately structured formal education through professional care providers.
There shall be additional support on therapeutic services like Physiotherapy, Speech therapy and mobility training the sources added.
The Governor was given the title of Pupu which means grandfather and his wife Kiran Jagat present at the occasion as Pipi which means grandmother, The DC Churachandpur Jacintha Lazurus IAS present at the occassion was also given the title of Nunu (Mummy).
All district level officials were present at the occasion. Earlier during the day the Governor inaugurated the site for construction of Rural Self Employment Institute at about 11:40 which has been donated by Tonsing Christian Tiankham alias TC Tiankham, IAS the first speaker of the state legislative assembly.

The tyranny of SPF govt will soon come to an end: MP

IMPHAL, Feb 19: The victory of Trinamool Congress at the recent bye-election of Konthoujam assembly constituency is the first step towards new revolutionary changes in the state, said the election observer of Trinamool Congress NE in-charge and MP of Rajya Sabha, KD Singh during a public meeting held today at Konthoujam.
The Trinamool leader further stated that the people of Konthoujam have stood against the Congress-led SPF government and its tyrant rule will soon come to an end.

3000 poultry culled in Tripura; birdflu contained within farm

New Delhi/Agartala, Feb 18 (Agencies): At least 3,000 poultry, including chickens and ducks, were today culled in Tripura to control further spread of the birdflu from a government duck farm in capital Agartala.
`Over 2,000 chicken and ducks have died in the area since February 3 last and blood samples of some of them, which were sent to Regional Animal Diseases Diagnostic Centre in Kolkata tested positive for H5N1 virus,` state Animal Resource minister Aghor Debbarma told newsmen in Agartala.
The administration has also banned selling of any poultry in and around R K Nagar Poultry, six kms from the capital town.
Avian influenza was first reported from Kamalpur, a sub-division in Dhalai district bordering Moulavi bazar district of neighbouring Bangladesh in April 2008.
Stepping into the problem, the centre directed the state to cull the entire poultry within a radius of 3 km of the focus of infection viz. State Duck Breeding Farm, R.K. Nagar, Agartala, an official statement said in Delhi.
The state government has been asked to furnish a daily report on the control and containment operations to the Department of Animal Husbandry, Dairying and Fisheries in the Ministry of Agriculture.
The Centre has advised the state to ban movement of poultry and its products in the infected area/closure of poultry and egg markets and shops within a radius of 10 kms from the infected site, ban on movement of farm personnel, restricting access to wild and stray birds and restricting access to the infected premises.
As regards compensation for loss of poultry on account of culling and destruction of birds, the Union government has told the state that it would be shared between the two on 50:50 basis.

Adhyakshas and ADC members demand action from govt on DRDA power transfer

IMPHAL, Feb 18: Despite the promulgated order of the State Government of transferring the District Rural Development Agencies (DRDA) to the respective chairman of Autonomous District Councils (ADCs) and Adhyakshas of Zilla parisad under the supervision of the Executive Directors of DRDAs headed by a senior MCS officer, the DCs in some of the districts are allegedly adamantly resisting to hand over full powers to the concern executive directors thereby hampering grass root level development.
In this regard a joint meeting of Adhyakshas and ADC chairmen of six districts was held today at Imphal hotel, chaired by Sadar Hills ADC chairman, Sh. Seipu. The meet while drawing the attention of the concerned authority to intervene into the matter has resolved in taking extreme steps if the concerned authority failed to do so.
Sh. Seipu, stated that even though the order has been already put into effect in the districts of Thoubal, Bishnupur and Chandel, the DCs of Senapati, Ukhrul, Churachandpur, Imphal East and Imphal West have allegedly refused to let go of the responsibility.
Further while elaborating on the issue, the chairman said that the main problems faced by the beneficiaries are in two major schemes which included the National Rural Employment Guarantee Scheme (NREGS) and Manipur Sectoral Development Plan (MSDP).
The ADC chairman further raised his doubts on the intention of the deputy commissioners who seem to be more concern in the grass root administrations rather than focusing on general administration like law and order.
This attitude of the DCs may be construed as taking excessive interest in funds and schemes of DRDAs rather than administering the districts, Seipu alleged, adding that the delay in the transfer of the responsibility of DRDAs from DCs to ADCs and Zilla Parishads has arrested development at the grass root levels of the districts in the State.
In the meantime, the meet also condemned the reluctant DCs stating that their act has deprived the rights and privilege of the beneficiaries and also adopted various resolutions which will be presented to the chief minister as and when he returns from his sojourn in Delhi, Seipu said, adding that if the government refused to respond positively and to complete the transfer of the functional power of DRDAs to the local bodies compliant with the Governor order, the joint group will launched unexpected forms of agitation in the future.
It may be recalled that to ensure grass root development of rural areas and remote hills, an order was released by the Governor of Manipur on November 18, 2010 in pursuant to the decision taken by a cabinet meet held on November 11, 2010, to transfer the DRDAs of the five hill districts to their respective ADC. Consequent upon this, the chairmanship of the five DRDAs will be vested in the chairman of the ADCs.
The order further said that a senior MCS officer shall be posted as the Executive Directors of DRDAs both in the hills and valley districts, the charge of which was earlier in charge by the DCs concerned.
With regard to DRDA of Senapti district, the chairmen of ADCs of Senapati and Kangpokpi shall be co-chairmen for the DRDA Senapati while in the four valley districts, Adhyakshas of Zilla Parishads will continue as chairmen of their respective DRDAs, it said.
It is noteworthy here that the chairmanships of DRDAs had earlier been vested to the deputy collectors/commissioners of the districts before the order of the governor stated otherwise. Interestingly, some civil organizations are against the transfer order of the Governor and have been demanding for the order to be reverted back to the previous institution of DCs overseeing DRDAs.
For instance, All Tribal Students`™ Union Manipur (ATSUM) has been demanding for the revocation of the State cabinet decision of posting senior Manipur Civil Service officer as executive director of DRDA without due consultation with Hill Areas Committee of the State assembly. It has termed the cabinet decision as devoid of any `rationality and justification` and has demanded for reverting back to the earlier way wherein the concerned deputy commissioner of the district was the executive director as prescribed under the Central guidelines.

Lamka, Feb 18:The 24 hour bandh call by the All Tribal Students Union Manipur in all hill districts of the state parylysed Churachandpur where it was fully supported by the Churachandpur District student`™s Union (CDSU).
The bandh commenced from midnight of February 17 and lasted till midnight of February 18.
Owing to the band normal life in the district came to a grinding halt adversely disrupting the daily business activities and education especially in the district head quarter. All business establishments including shops remain shut and no vehicles were seen plying during the bandh period.
Educational institution remained closed besides that the turn out of employees in the government offices was recorded almost nil.
Earlier during the morning there was report of smashing of vehicle windshields by suspected bandh supporters. However no major bandh related violence was reported till the filling of this report.
It may be recalled that ATSUM resorted to imposing the bandh to mount pressure on the Government in fulfilling their charters of demands. Apart from the bandh earlier it had launched certain forms of agitation which included closure of schools, Government offices etc.
ATSUM has been demanding rectification on issues like inadvertent evading of the Rules of the Manipur Reservation of Vacancies in Post and Service (for SC and ST) Act, 2007 and its objection to 200 point roster as against the earlier 100 points. Extension of the service of contract basis teachers in the hill districts for one academic year, discrimination of STs in the promotion of leading firemen, the issue of chief engineer in Public Health Education Department (PHED) etc.

Five Sardar Hills bodies demand rectification of census related discrepancies

Imphal, Feb 18 (NNN): Several organizations from Sadar Hills of Senapati district along with Committee on Protection of Tribal Areas, Manipur (COPTAM) have expressed their displeasure before the directorate of census in Imphal over alleged discrepancies in the issuing of NPR form in the ongoing national census operation 2011.
Sadar Hills Chiefs Association (SAHILCA), Kuki Inpi of Sadar Hills, Kuki Students`™ Organization (KSO) of Sadar Hills, Bungpi Area Chiefs Association and COPTAM have intimated their representation on February 16 to the director of directorate of census, Imphal, expressing their objection in the issuing of limited numbers of NPR form in Sader Hills areas of Senapati district.
These Sardar Hills based organisations said that they want early completion of census operation 2011 and are ready to cooperate with the enumerators and supervisors in this regard, however they are `disappointed to learn that the NPR forms issued to the enumerators and supervisors (in the second phase) is less than those issued in the first phase and that the issue of fewer numbers of NPR form is bound to create a condition where many genuine citizens/villagers may be excluded in the ongoing head counting.`
In view of this, the social organizations of Sadar Hills, constrained by the stated facts have approached the director of directorate of census in Imphal to take up immediate actions for issuance of sufficient NPR forms commensurate to the numbers enumerated in the first phase so that unnecessary deletion or exclusion of genuine persons may be averted, it said.
The representation was jointly signed by Kaikhomang Khongsai, general secretary, SAHILCA; Chungkam Haokip, president, Kuki Inpi Sadar Hills; Haokhai Lupheng, president, Bungpi Area Chiefs Association; Thangminlen Kipgen, president, KSO-Sadar Hills and Lamcha Chongloi, chairman, COPTAM of Sadar Hills Committee.
COPTAM had said on February 11 that if the apparent inconsistency in the villages located in the area is not addressed forthwith, COPTAM would be compelled to forbid the enumerators and supervisors from discharging their census duties, even banning their entry into the villages in question.
The tribal rights body is also understood to have had audience with Dr C Chandramauli, Registrar General and Census Commissioner, Government of India, who arrived in Imphal on February 12 to oversee the ongoing census operation.
COPTAM has warned that it would be forced to resort to different forms of agitation if the grievances of the tribals are selectively ignored.

Friendly volleybal championship tournament

IMPHAL, Feb 18: 15 Assam Rifles of 9 Sector under HQ IGAR (South) conducted a friendly Volleyball Championship tournament on February 18 at Sombrai. Teams from Tangkhul Khullen, Yasom, Saram, Sora and Sombrai villages and AR Team COB Sombrai participated in the friendly contest. Commander 9 Sector AR accompanied by Commandant, 15 Assam Rifles witnessed the match. Large number of spectators comprising civilians and troops cheered their respective teams. In an interesting five setter, Tangkhul Khullen team won the match.

Teachers ignored

Sir,
One is wonderstruck with the govt’s lackadiasical attitude towards the problem of the teachers community which deserves to be addressed at the right earnest keeping in mind the importance of the sector to the society. Every right thinking persons would find it difficult to disagree with the demands of COTA since the demands are simply rightful and legal as per the recommendations of the 6th Central Pay Commission.

Thanks to the govt.’s apathy, the teachers fraternity under the aegis of COTA has resorted to one of the extreme step of democratic protest i.e. fast unto death, just to drive home the point that the govt has least interest in education sector. What constraint the govt to implement the commitment it had made in the MOU signed with the COTA, While other departments had already reaped the benefits of the 6th pay structure? Why this denial of the same benefits to the teachers?

With regard to the ongoing COTA’s protest, the govt has responded very swiftly in the form of arrest of teachers who are undergoing fast unto death and put them behind bars. Instead, the govt should have reacted wih the same degree of swiftness in addressing the grievances of the teachers. Now, the stand-off between the govt and COTA is taking toll on the students whose public examinations are just few weeks away. The affected students confederation under the banner of All Manipur Govt. High and Higher Secondary students’ Co-ordination Committee has came out with a statement that their patience is running out and will resort to various forms of agitation if the COTA and govt impasse is not resolve at the earliest.

At this juncture, through this column, I would like to appeal to the govt to kindly spare few moment of thought towards the demands of the COTA in the larger interest of the students community and bring back a normal and congenial academic atmosphere in the state. I don’t think this time COTA will succumb to the popular saying “mathanta waraga tokchakhini”.

Power drive

IMPHAL Feb 16: The power drive of the electricity department was conducted at Pishum Oinam Leikai, Mongsangei Mayai Leikai, Thouda Bhavok Leikai, Ragailong ,North AOC ,Paona Bazar, Babupara , AG and AIR quarters ,Yumnam Leikai, Bharamapur mangjin ,Kongba Kshetri Leikai and Tankhul Avenue today. In the drive , 155 defaulters were disconnected and 158 consumers paid at the site. A total of Rs 10,77,587 was collected from the spot.

FECTAM submit strike notice

IMPHAL Feb 17: Federation of College Teachers Association, Manipur (FECTAM) has submitted a strike notice to the Chief Secretary today mentioning that the teachers will undergo a mass casual leave from tomorrow.
Demanding revised UGC pay scale, FECTAM in a press release by the convenor M Lokendro states that the UGC pay norm has been bereaucratically manipulated for the past years by the state authorities.

IMPHAL, Feb 17: The 59 Mountain Brigade under the aegis of the Red Shield Division is going to conduct an Armed Forces Veterans Rally on March, 10, 2011 at Senapati Town.
A press issued by the PIB Defense Wing said that the proposed Rally aims at addressing the grievances of the veterans and providing them with a platform to voice their opinions and suggestions for the common good.
At the same time the additional aim of the proposed rally is to apprise the veterans of actions taken with regard to the previous grievances and give them an update of the latest policies and benefits. The rally would be hosted at Senapati town on March, 10, 2011 at 11.00 am.
The ex-servicemen will be addressed by senior army officers and office-bearers of various ex-servicemen organizations. Other facilities like CSD, medical checkup and documentation will also be organized at the venue. The veterans will be facilitated by pick and drop from the collection points on the NH-39.
